சென்னை:'பேராசிரியர் பணியில்சேரும் முதுநிலை பட்டதாரிகளிடம், அசல் சான்றிதழ்களை கட்டாயப்படுத்தி வாங்கக்கூடாது' என, இன்ஜினியரிங் கல்லுாரிகளுக்கு தடை விதிக்கப்பட்டுள்ளது.

திருத்திய விதிநாடு முழுவதும், இன்ஜினியரிங் கல்லுாரிகளின் அங்கீகாரம் மற்றும் பல்கலைகளின் இணைப்பு அந்தஸ்து பெறுவது தொடர்பாக, புதிய விதிகளை, அகில இந்திய தொழில்நுட்ப கல்வி கவுன்சிலான, ஏ.ஐ.சி.டி.இ., வெளியிட்டுள்ளது. அதில், கல்லுாரி பேராசிரியர்கள் நியமனம் தொடர்பான விதிகள் திருத்தப்பட்டுள்ளன. அதில், ஒவ்வொரு இன்ஜினியரிங் கல்லுாரியும், பட்டப் படிப்பில், 15 மாணவர்கள்; முதுநிலை பட்டப் படிப்பில், 20 மாணவர்களுக்கு ஒரு பேராசிரியர் என்ற விதி, ஏற்கனவே பின்பற்றப்படுகிறது. வரும் கல்வி ஆண்டு முதல், 15 மாணவர்களுக்கு ஒரு பேராசிரியர் என்ற திருத்திய விதியை பின்பற்ற வேண்டும் என, கூறப்பட்டுள்ளது. அதேபோல், இன்ஜினியரிங் கல்லுாரியில் பணியில் சேர்க்கப்படும் உதவி பேராசிரியர்,இணை பேராசிரியர் மற்றும் பேராசிரியர்களிடம்அசல் சான்றிதழ்களை வாங்கி வைத்து, கொள்ளக்கூடாது. 

எச்சரிக்கை   அவர்களின் சான்றிதழ்களை சரிபார்த்து விட்டு, உடனே ஒப்படைத்து விட வேண்டும் என்றும் அறிவுறுத்தப் பட்டுள்ளது.

CHENNAI: A district consumer forum directed a builder to pay Rs 16.50 lakh to a 79-year-old man after it failed to construct an apartment, in 2017. N Thiagarajan of Saligramam had paid Rs 17.25 lakh to M/s Civil Engineering Enterprises.

Thiagarajan entered into an agreement for construction of an apartment promoted by MA Salim, Proprietor, M/s Civil Engineering Enterprises called the ‘Salem’s Golden Park’ on outskirts of Poonamallee. However, despite full payment, there was no construction. Constant reminders for refund ended in the builder stating that authorities failed to provide building approval.

A cheque provided by the company bounced and hence Thiagarajan issued a legal notice and filed a petition at the District Consumer Disputes Redressal Forum, Chennai (South) seeking compensation of Rs 20 lakh. The forum presided by M Mony and consisting of member R Baskarkumaravel considering the evidence ordered compensation of Rs 16.25 lakh, Rs 20,000 for mental agony and Rs 5,000 as cost.

CHENNAI: Amma Unavagams are set to turn food on wheels as the Corporation has planned to introduce mobile trucks within two months. “The trucks would look similar to ones present at Marina. This is aimed at taking subsidised food to construction workers and labourers. Around 50 trucks are expected to be purchased,’’ said a Health official.

The civic body is expected to put to use the Rs100 crore allocated for Amma Canteens in the budget on Friday. Deputy Chief Minister O Panneerselvam announced that a non-profit special-purpose vehicle would be formed to facilitate CSR funding to maintain Amma Canteens. As per records, Amma Canteens generates Rs 28 to Rs 30 crore while the overall expenditure is about Rs 150 crore.

‘’Normally, for welfare programmes and subsidy schemes, the government exchequer would only bear the financial burden but here, it falls on the local body. This move will help in running them successfully,” said a Corporation official. Started in 2013 by late Chief Minister J Jayalalithaa, the scheme has provided food at affordable rates - one idli at Re 1, a plate of curd rice at Rs 3, a plate of sambar rice at Rs 5 among other items. The civic body so far has generated a revenue of only Rs 185 crore across 407 canteens while expenditure has been Rs 669 crore.

The government advised corporation to look into setting up Aavin parlours and ATM booths inside the canteen. Corporation officials said a trust will be formed immediately to rope in CSR funds once the GO is issued on SPV.

MADURAI: A 26-year-old pregnant schoolteacher from Reddiyapatti and her unborn child died at the Government Usilampatti Hospital on Thursday night reportedly because she could not be taken to the hospital in time. The 108 ambulance that transported her to the hospital from a Primary Health Centre (PHC) had taken 'too much time' to reach the PHC after the call was made.

Sources said that doctors, who checked P Sangeetha after she was brought to the hospital, found the baby boy dead inside her womb and performed a C-section surgery to remove its body. Hours later, Sangeetha died of what health department officials described as 'low blood pressure'

According to her family members, she was admitted to the PHC in Vikkramangalam on Thursday morning for delivery. A doctor there had told them that Sangeetha's would be a normal delivery. However, her labour was accompanied by inordinate pain, prompting the PHC staff nurse to refer her to government Usilampatti hospital. A doctor was not there at the time. Request for a 108-ambulance was made to transfer her, but the ambulance reached the PHC well over an hour later, sources said.

Protest

Following the death of the woman, her family members staged a protest in front of the government hospital on Friday, saying that the deaths were owing to negligence on the part of doctors and nurses and demanding action against them.

"If the doctors had diagnosed her condition properly, hers and the baby's lives could have been saved. Now, we lost two members of the family. This is a case of medical negligence," her relatives said. The protest was later withdrawn after police and revenue officials held talks with them.

Health department's response

Officials from the Health Department denied there being a case of medical negligence in the deaths. They, however, added that the delay of the ambulance reaching the spot could have worsened the situation. "If the 108-ambulance management had informed the PHC that there would be a delay in reaching the spot, the PHC staff would have found an alternative method to rush her to the government, they said.

Additional Director of Public Health and Preventive Medicine Dr N Chitra and Deputy Director of Health Services (Madurai) Dr P Priya Raj started an inquiry. Collector T G Vinay has ordered a separate inquiry into her death.

CHENNAI: A caterer has been directed by a district consumer forum to provide a compensation of Rs 40,000 for failing to provide food on time for a house warming ceremony. In a petition to District Consumer Forum, G Gopalakrishnan of Selaiyur submitted that a house warming ceremony was held at his new home in November 25, 2018. He had an arrangement with GK Veg-Restaurant, Chitlapakkam to provide food, adding he paid Rs 66,975 for their services.

Gopalakrishnan said the breakfast and lunch arrived late, after several reminders, and most of the guests left without eating. He also claimed that the quality of the food was not up to standard and hence sent a legal notice to the caterer and submitted a petition seeking Rs 1.70 lakh as compensation.

Despite notices, officials of GK Veg-Restaurant failed to appear at the forum and the order was set ex-parte. Considering the submissions, the forum presided by J Justin David and comprising member D Babuvaradharajan observed that the caterer failed to keep his word and ordered compensation.

CHENNAI: Faculty members from private engineering colleges demand that the All India Council for Technical Education (AICTE) set up a ‘National Salary Board’, to regulate disbursal of salary. The demand comes in the wake of AICTE’s recent suggestion that engineering colleges hike fees they collected from students, in order to meet pay revisions stipulated for faculty. In a letter recently, AICTE member-secretary Rajiv Kumar had asked all States to direct admission and fee regulation and ensure colleges met the seventh pay commission notifications, while fixing fees.

As per the seventh pay commission, assistant professors should be paid nearly Rs 70,000 a month, without allowances. However, in reality, faculty of the grade get paid in the range of Rs 15,000 to Rs 30,000. A senior member from the Self Financing College Association, on condition of anonymity said most private colleges cannot meet these standards.

“As it is, enrolment in engineering is dropping. We cannot meet the salary revisions when we do not have that much inflow of money,” he said.

Many technical institutions continue to pay faculty much below eligible criteria. Kumar said that this was because colleges are unable to comply with pay commission’s standards in the absence of reasonable fee.

While engineering colleges may increase fee collected from upcoming academic year, it will not translate to fair payment of faculty, said KM Karthik, president of All India Private Engineering College Employees Union.

“The private einstitutions normally show a margin of 70 per cent of their income to be spent on teacher salaries alone. But in reality only 20 per cent and less of expenditure are paid as salary,” he charged. In order to ensure transparency, the AICTE should set up a National Salary Board through which managements should channel their salaries, he said.

CHENNAI: Following backlash after alleged malpractice in group 4 exam scam, the Tamil Nadu Public Service Commission (TNPSC) on Saturday came out with a new set of rules to hopefully put an end to it. NOTA option is among the many ways they hope to eliminate any foul play.

hall one hour before the start, offering 15 minutes extra time after the conclusion to fill in other details. Candidates also cannot leave any choice-based answers empty.

They will have to answer all objective questions and if they don’t, the answer sheet would be considered as invalid. There will be five options for a question - A, B, C, D and E. If a candidate does not want to choose anyone from A to D, then they have to darken option E -akin to “none of the above” option.

TNPSC has also decided to set up a control room to monitor rooms where answer sheets are stored and would be transported to correction centres in GPS-fixed vehicles. That apart, a page on website for candidates to share views or information. The identity of the person will be kept secret.

ClarificationTNPSC on Sunday said that provisionally selected candidates for Group 4 services, who have already submitted certificates for verification need not produce it again. The clarification was issued after the commission updated rank list in the wake of the ‘vanishing ink’ scam. Only newly selected candidates need to submit certificates by Tuesday, while others can directly bring it during counselling.
