Finance fraud: HC refuses bail to directors of city company

Chennai: The Madras high court has refused to release on bail a former managing director and two directors of Disc Assets Lead India, which has been charged with defrauding 12 lakh depositors of Rs 1,130 crore.

Rejecting the bail pleas moved by V Janarthanan and two others, a division bench of Justice M Sathyanarayanan and Justice N Seshasayee said: “As rightly pointed out by the amicus curiae, despite leniency and benevolence shown to the petitioners for nearly two years they did not hand over the title deeds in spite of a positive order passed by the first bench of this court to co-operate with the committee and also to visit the registered office with police protection to secure and hand over the documents. Only after incarceration they began to co-operate. In the light of the above facts, this court is of the view that interim prayer sought for by the learned counsel for the petitioners for temporary release/ interim bail cannot be considered for the present.”

On February 10, the court directed the committee constituted by the court to identify the properties of the company and thereafter proceed to sell it. The bench also restrained the company, its directors and its sister concerns from transferring or alienating any of their properties and assets, except through the committee. The directors, however, refused to cooperate. Finally, after the court cancelled their anticipatory bail and issued warrants against them, they cooperated and submitted property documents worth Rs 450 crore to the committee. When the plea came up for hearing on Friday, they sought the court to release them on bail so that they could visit Madurai and bring back the documents.

Refusing to oblige, the bench passed an interim order permitting the Economic Offences Wing police to take custody of the petitioners for a week and take them to their Madurai office to recover the deeds and posted the plea to November 28 for further hearing.

Suspected dog meat seized at Chennai Egmore railway station

CHENNAI: Food safety officials found 1,100kg of suspected dog meat in 11 polystyrene boxes at Chennai Egmore railway station on Saturday. The meat was in decomposed state. 

RPF personnel smelt a stink from parcels kept on platform number 5. They stopped a few men who were about to carry the parcels away. The men abandoned the parcels and escaped.

On being alerted by RPF personnel, a special team led by Dr R Kathiravan of Tamil Nadu food safety department, Chennai division, reached the railway station and examined the parcels.

The officials opened the parcels and found suspected dog meat. Meat samples were sent to Madras Veterinary College to test if they were dog meat.

Food safety officials said the meat might have been brought to Chennai to be sold as ‘Rajasthan meat’ at a lower price.

The parcels were initially booked by someone at Gandhidham in Gujarat. They were despatched in the Jodhpur-Mannargudi Express train three days ago.

Last month, police recovered at least 1,600kg of decomposed meat at Chennai Central railway station.

Tech snag: Flight lands 10 mins after take-off

Chennai: Around 40 passengers of a Chennai-Vijayawada SpiceJet flight had a harrowing experience after the plane returned 10 minutes after take-off because of a technical snag on Saturday.

Flight SG3403, scheduled to depart at 12.40pm, took off after a delay of 10minutes. It, however, returned after flying for 10 to 20 minutes citing a technical snag. Sources said the pilot announced that there was some snag on the Bombardier plane.

The passengers had a tough time as the airline tried to rectify the snag and take off on the same aircraft. They were made to sit in the parked plane for around half-an-hour, then made to board a passenger shuttle bus which was driven to the terminal, but returned to the aircraft after a ride around the airport.

Passengers were made to sit inside the bus for half-an-hour again before re-boarding the place. A passenger said there was no clear communication from the crew or the pilot about the status of the flight for two hours. “We thought they moving us to the terminal when we were told to board the bus. The bus was driven around for a long time and we returned to the aircraft. Passengers including senior citizens and children were holed up in the bus till 3.35pm when we were asked to board again,” he added.

Tenkasi-based doctor ‘offers’ board to quack, in the dock

CHENNAI: Complaints against one doctor who helped a quack by offering him his name boards and prescription pad, and another who let a homeopath perform ultrasound scans, came up before the disciplinary committee of the state medical council earlier this week. 

“The committee has found both doctors guilty. We have also recommended action to be taken against the quacks by appropriate authorities,” Tamil Nadu State Medical Council president Dr K Senthil said. The council will initiate action against the doctors, which may include suspension of licences, he said.

Directorate of health service in Tenkasi filed complaints of misconduct against the two doctors.

In the first case, Tenkasi-based Dr Sivakumar was working in a clinic run by Anburaj, a quack. Health officials, who caught Anburaj prescribing medicines using Dr Sivakumar’s name, filed the complaint. During inquiry, Dr Sivakumar told the disciplinary committee that he worked at the quack’s clinic on Sundays. “He told us that he was not aware of the quack misusing his nameboard and pad,” Dr K Senthil said.

In the other case, radiologist Dr Kulandaivelu of Tenkasi, working with Suham Scan Centre, allowed homeopath Dr Thavamani to take ultrasound scans in his absence, in violation of the Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act, 1994. The complaint from the local health officer Dr Elangovan said she signed scan reports in her name, although Dr Kulandaivelu sent monthly reports to the state health department covering for Dr Thavamani.

When joint director Dr Elangovan raided the centre and quizzed the doctor, he found several violations. Dr Kulandaivelu told the council that the homeopath was allowed to do scans in his centre once in a while as she had completed a course in sonography at the Bharathidasan University and was hence permitted to do ultrasound scans. “The disciplinary committee even checked with the university and found that the course was meant only to assist doctors and not to do the scans,” he said.

Deputy superintendent Thomas Alexander, who is deputed to the health department for checking violations of PCPNDT Act said sex-determination and sex-selective abortions led to dip in sex ratio at birth. “With our networks and intelligence, we keep a close watch on sex ratio at birth. If we see high rate abortions in second trimester, we look for violations,” he said.

In a third case, a man filed a complaint stating that abuse of analgesic by a quack led to the death of his wife. Madurai-based Duraipandi had given multiple analgesics injections and tablets to a patient who complained of fever and body ache in November, 2013. The next day, her health worsened and was referred to bigger centres, where she passed away. Inquiries later revealed that Duraipandi had quit formal education.

“A police complaint has been filed and the consumer court has awarded compensation. The complainant wanted our opinion on the matter to strengthen his case. We have said action should be initiated against the quack,” Dr Senthil said.

Air India to shut its booking office in Egmore to cut cost

CHENNAI: Air India is all set to close it’s iconic city booking office in Egmore as part of its move to cut down on its property in the city to cut cost and keep only a small unit at Airline House in Meenambakkam at airport. The booking office and staff will be shifted to airport in a couple of weeks. 

The airline continues to have an elaborate booking office system though ticket booking trend has long gone to online. The airline has put up it’s property in other location for sale or redevelopment.

Sources said the unit was getting only 100 bookings per day which was mostly from government staff for LTA and also for change of dates and other facilitations.

The airline was using the rented property for more than 60years but has decided to close and move to the airport office because of heavy losses. “The company was paying 35lakh to 40lakh or more to maintain the building. That is the reason why they have decided to move to airport,” he added.

Most of the airlines had shut their city offices because ticket booking has gone online.

The office was being kept open on holidays too. This Diwali, only two people came that too for tickets to Port Blair.

There is no move to cut staff but the move is to concentrate the staff in the airport. “Not many wil come to the airport to book tickets or change departure dates or to confirm seats by paying a fee,” he added.

Sources say the airline was looking at disposing off it's residential colony and also the airlines Unity complex where ground handling and flight catering offices are located in Meenambakam.

Experts predict low pressure in making, rain likely

CHENNAI: A day after cyclone Gaja wreaked havoc and moved to the Arabian Sea, weathermen have predicted that a low pressure area may form over Bay of Bengal by Sunday evening.
Weather experts said coastal Tamil Nadu including Chennai may get rain around the middle of the week if the system forms and moves in the northwest direction. According to IMD officials, the low pressure area is likely to form over the central parts of the south Bay of Bengal by Sunday evening. The cyclonic circulation or swirling motion of winds, which lies over the south Andaman Sea and neighbourhood extending up to 3.1lkm above mean sea level, can influence the formation of the weather system.

Gaja may have skipped Chennai, but its impact was felt on Friday and Saturday with parts of the city and suburbs receiving sudden spells of rain.

“Parts of Chennai and suburbs saw pull effect rain from Gaja. The effect will be seen on Sunday too,” said Pradeep John, a private weather bolgger, in his weather post.

With a mere 2.1mm rain recorded until Saturday morning, Chennai stares at a 59% deficit rainfall. “By now, Chennai should have received around 500mm rain but we have received only around 20mm,” Balachandran said.

For the next 48 hours, the sky condition is likely to be generally cloudy with rain or thundershower likely to occur in some areas of the city. Maximum and minimum temperatures are likely to be around 32°C and 25°C. For the state, light to moderate rain or thundershower is likely to occur ayt many places on Sunday. IMD has issued an warning for heavy rain at isolated places over coastal Tamil Nadu on Monday and scattered heavy with isolated very heavy rain likely on November 20 and 21.

நள்ளிரவு இரவு 2: 30 மணியளவில் வானிலை ஆய்வு மையம் தெரிவித்தாதவது, கஜா புய முழுமையாக கரையை கடந்துவிட்டதாக தெரிவித்தது. புயல் காரணமாக நாகை மாவட்டத்தில் ஏராளமான மரங்கள் சாய்ந்து சாலையில் விழுந்தன. மீட்பு பணிகள் நடந்து வருகின்றன.

காரைக்காலில் பெரும்பாலான இடங்களில் மின்சாரம் துண்டிக்கப்பட்டது. ராமேஸ்வரத்தில் கனமழை காரணமாக பாம்பன் பாலம் தற்காலிகமாக மூடப்பட்டது.கஜா புயல் காரணமாக 6 மாவட்டங்களில் 431 மையங்களில் 81 ஆயிரத்து 698 பேர் தங்க வைக்கப்பட்டுள்ளனர்.

NAGAPATTINAM: The severe cyclonic storm 'Gaja' crossed the Tamil Nadu coast between Nagapattinam and nearby Vedaranniyam early Friday with wind speed gusting up to 120 kmph, a weather bulletin said.

According to Tamil Nadu State Disaster Management Authority, as many as 76,290 people were evacuated from low lying areas and sheltered at over 300 relief centres in six districts including Nagapattinam, Pudukottai, Ramanathapuram and Tiruvarur.

A holiday has been declared for educational institutions in Nagapattinam here.

An India Meteorological Department (IMD) bulletin said, "severe cyclonic storm Gaja crossed Tamil Nadu and Puducherry coast between Nagapattinam and Vedaranniyam with wind speed of 100-110 kmph gusting up to 120 kmph, early Friday."


"Though the center of cyclone is over land, rear sector of eye wall is still over sea. It will take about an hour to move over land," the IMD bulletin issued at 3. 15 AM said.

However, Deputy Director General of Meteorology S Balachandran told PTI, the cyclone will take another two hours to fully cross the coast.

The severe cyclonic storm is very likely to move nearly westwards and weaken gradually into a cyclonic storm during the next six hours, the IMD said.

During the cyclone's landfall, rains lashed Nagapattinam, Tiruvarur, and Thanjavur, uprooting trees in several regions, the details of which is expected later in the day.

Electricity supply was disconnected here and in several other coastal regions in view of the cyclone's landfall.

Four teams each of National Disaster Response Force personnel have been already deployed in Nagapattinam district while two teams of the state disaster response force in Cuddalore district, officials said Thursday.

The state disaster management authority had released an animated video aimed at creating awareness on the do's and don'ts during cyclone.

The government has announced helpline numbers 1070 (state-level) and 1077 (districts) for those who may need assistance.

NAGAPATTINAM : After hours of anxiety for residents in Nagapattinam district, cyclonic storm ‘Gaja’ started making landfall as a severe cyclonic storm at 12.30am on Friday between Nagapattinam and Vedaranyam. Contrary to initial predictions, it did not weaken as it neared the coast, rather it was expected to cross, delivering wind speeds of a 120 kmph that would make it the strongest storm in in delta region of Karaikal and Nagapattinam in the last 25 years.

It was expected to take two to three hours for ‘Gaja’ to completely cross over into the interior districts of the state.As of 11.30pm on Thursday, the State government had evacuated 72,498 people living in the coastal stretches of Nagapattinam, Cuddalore, Ramanathapuram, Thanjavur, Pudukottai and Tiruvarur districts. In Nagapattinam, 44,087 people were moved to 102 relief centres.



Friday was declared a holiday for schools and colleges in Cuddalore, Puducherry, Karaikal, Nagapattinam, Tiruvarur, Ramanathapuram, Pudukkottai and ThanjavurK Satyagopal, Commissioner of Revenue Administration, said Gaja was of similar intensity to severe cyclonic storm Vardah that struck in December 2016. However, he noted the place where it was likely to make landfall was not too populated. “Unlike Vardah, Gaja may not have such an adverse impact. However, power infrastructure may take a beating,” he said. Revenue minister RB Udhayakumar said the government had taken all steps to minimise damage.



S Balachandran, deputy director general of meteorology, Regional Meteorological Centre, said the storm had moved slowly over six hours leading to a delay in time of landfall. Met officials said the outer band of the system entered the coast at about 9 pm on Thursday, when intense rainfall commenced.


Earlier, Nagapattinam saw a scramble of residents stocking up on fuel and food supplies. Buses to the district were stopped or services reduced. Electricity was cut by 5pm in some parts, as a precautionary measure. The storm warning signal cage was raised to ‘Number 10’ (Great Danger) with sources saying this last happened when Cyclone Thane hit Tamil Nadu in December 2011.

Chennai among hot destinations for senior citizen living

Satellite towns of 11 Indian cities like Chennai, Bengaluru, Pune, Delhi and Kochi are hot destinations for senior citizen living, according to a study by realty consultant Anarock. Going by the census projections, the share of elders as a percentage of total population in the country would increase from 8.57% in 2011 to almost 12.5% by 2026 and surpass19.5% by 2050.

In absolute numbers, those above 60 years were 10.38 crore people in 2011. As India’s elderly population is expected to grow to 17.3 crore by 2026, there lies huge untapped potential for senior citizen living, with very minimal current supply in the senior living segment.

There are currently around 4,500 senior living units available in the market, and more than 2,000 units are in different stages of construction. Approximately 10 new projects are slated to come up over the next few years, said Anarock Property Consultants chairman Anuj Puri.

Senior living is quite distinct from old age homes and assisted living. Senior living is essentially homes that cater to healthy and active elderly people, who prefer to live independently in a peer environment. Such projects usually provide a variety of facilities for recreation and socializing.

Assisted living, on the other hand, pertains to homes for adults who need some or considerable assistance to live their daily lives.

The more traditional oldage homes are establishments usually run by NGOsor government agencies and are populated by senior citizens who can, for any number of reasons, no longer cohabit with their families or are entirely homeless.

Geographically, senior living projectswereearlier largely concentrated in the southern states of Kerala, Tamil Nadu and Andhra Pradesh. This geographic distribution was, paradoxically, largely because of outward migration of the younger population, said Puri.

“Countless educated professionals from these states gravitated to the West for better job opportunities and preferred to settle there if possible. Their parents were left behind, which gave rise to the concept of retirement homes in these states. The concept then spread to other states and cities as well,” said Puri.

Kerala has a high number of ageing citizens. As per the ministry of statistics, the percentage of elderly population in Kerala is nearly 12.6% of the state’s total population, the highest in the country. This caused Kerala to become home to a high density of senior living projects, said Puri.

IndiGo one-stop flights to UK from next March, likely via Tbilisi/Baku

Low cost carrier IndiGo is eyeing Tbilisi and Baku, the capitals of Georgia and Azerbaijan respectively, as the mid-way stopover to launch one-stop flights between India and European cities like London Gatwick from next March.

The airline is looking at Istanbul but given relatively higher airport charges there, the one-stop flights to and from Europe may be via these other two cities.

TAV Holdings, that operates Tbilisi airport, said in a statement: “From February 2019, IndiGo plans to launch flights between India and Georgia. The airline had shown its interest in the Georgian aviation market back in the summer of 2018. The meetings with the Georgian side in August were organised by TAV Holding.”

IndiGo recently converted its order for 125 Airbus A320 new engine option (Neo) into the bigger A321 Neos that have a range of flying up to 7,400 km. IndiGo now has 150 A321 Neos on order, the first of which is expected to join its fleet this month.

The 37.57-metre-long A320Neo has a range of 6,300 km while the 44.51-metrelong A321Neo has a range of 7,400 km, respectively. Indi-Go has opted for 222 all-economy seats in the A321 Neo that will have an additional fuel tank so that the plane can fly nonstop for up to six hours.

IndiGo has slots at London Gatwick and is likely to start one-stop flights there by next summer, postponing the launch of this route that was earlier expected this winter.

Jet Airways pilots cry foul over salary delay

Mental stress among pilots have increased in the cockpits of Jet Airways flight as the airline has not paid salaries to pilots and aircraft engineers for the last two-and-a-half months. The management and the Directorate General of Civil Aviation (DGCA) have also not taken note of this.

There is discontent among pilots and engineers who handle the safety aspect of the flights, as the management has not hinted at a deadline for payment of their pending salary, a pilot said. “The promise that the money will be paid in two installments has not been met. Pilots feel that DGCA will have to step in as stressed workers may not be good for flight safety,” he added.

Sources said that only 50% of the salary due for September was paid. “Pilots, aircraft engineers, senior managers are not being paid. But other staff received festival bonus this month. This has triggered a lot of mental stress. Pilots also worry whether the company will be able to pay the accumulated salary ,” he said. The arrangement that money would be paid on 11th and 26th of a month was also not met.

Delayed salaries have hit trainee pilots the most. “A fresher spends around ₹40 lakh to complete training, including, flying training and type-rating training for a particular plane. The monthly loan installment will come to around ₹1lakh,” said a pilot.

Air safety expert and former pilot Captain Mohan Ranganathan said, “The stress will be huge in the cockpit as all of them would have taken heavy loans. Mental stress is a risk for air safety. DGCA and the airlines have not given much attention, but financial stress is also taken into consideration during accident investigations off late.”

At least 500 of the 750 MBBS students of Raja Muthiah Medical College, attached to the Annamalai University in Chidambaram, who were ousted from their classes for non-payment of tuition fee, have threatened to go on strike if the state government does not allow them to attend classes until the Supreme Court hears their review petition against the course fee.

The fee-fixation committee, under the chairmanship of justice NV Balasubramanian, had fixed to ₹5.4 lakh as annual MBBS fee and ₹3.5 lakh as annual BDS course fee. The committee fixed the fee after the Supreme Court said the statutory committee’s should fix the fee. Accordingly, the government informed the court on September 15 that the committee had decided to retain the college fee at ₹4 lakh.

Parents of students said the committee, among others, had health secretary J Radhakrishanan and director of medical education Dr Edwin Joe. These members would be biased, as they were also members of the senate since 2013, when the government took over the university due to financial and administrative irregularities, said Doctors Association for Social Equality general secretary Dr GR Ravindranath.

“The university did not have a separate expenditure and balance sheet for the college,” said a parent, B Kamaraj. “In gross violation of the SC order, they added ₹100 crore hospital expenses as expenditure. The committee has also overlooked the fact that the university is showing annual government grants to the institution as loans. The fee amount is jacked up as the institution is submitting unaudited accounts.”

Hours after the writ petition was decided by SC, on September 12, parents were given a 24-hour deadline to pay fee, he said. “How do we arrange for funds in just 24 hours,” asked another parent. Meanwhile, director of medical education Dr A Edwin Joe said the parents were told during admissions that the decision of the fee committee would be final.

“This college is not run like 22 other medical colleges of the government. It is a self-financing college and parents knew about the fee structure and what to expect during admissions,” he said.

SC/ST grant: Students made to enter exam halls 30 minutes late

Scheduled Caste and Scheduled Tribe students of a private engineering college in the suburbs were last week not allowed to enter their exam hall for half an hour as punishment for the government not paying the fees.

The Tamil Nadu government has not released the SC/ ST Post Matriculation Scholarship amount since June 2017 saying the Centre had failed to release its share. Caught in this crossfire were students from Shri Andal Alagar College Of Engineering in Mamandur and thousands of others from engineering colleges affiliated to the state-run Anna University. N Anitha*, a second year student, said, “Despite explaining our situation, we were not allowed inside the exam hall for the first 30 minutes.” Andal Alagar College initially denied penalising the students in this manner, but later said it would look into the matter.

Dip in SC/ST students joining engg

Chennai: “Minutes before the exam had begun, we were asked to report to the office room. I was not able to focus on the exam and complete (the exam) on time,” Anitha said.

The management, however, did admit that students were repeatedly pulled up for not paying the fees. It is not up to the students to pay the fees, the government pays the college directly.

K Dinakaran*, another student from a private engineering college in Kancheepuram, has not got his hall ticket for exams that were scheduled this week, but were since postponed. "But I don't know whether I'll be able to allowed to write it," he said. The 19-year-old is the first from his hamlet to pursue higher education.

For the first time in eight years, there has been a major dip in the number of SC/ST students joining engineering colleges through Anna University counselling. From 42,000 in 2017-18, the number has come down to 32,000 (23% drop) in 2018-19, according to official data. Even when overall engineering admission figures declined due to poor placements and quality, SC/ ST enrolment was on the rise.

Dalit and Tribal students' rights activists have attributed this to amendments to the PMS scheme. The Tamil Nadu Adi Dravida Welfare Department, state agency which implements the scheme, issued an order in July 2018 removing SC/ST students joining private and government aided institutions under the management quota from the ambit of the scheme. The move was based on revised guidelines released by the Union Social Justice and Welfare Ministry.

However, R Christodas Gandhi, retired IAS official who is now with the Ambedkar Kalvi Centenary Movement, said, "The state government misinterpreted the Centre's revised guidelines. By 'management quota’, the Centre referred only to the 10% seats filled by managements of government aided college and not the 35% seats in self-financing (or private) colleges filled through a consortium for private colleges".

இன்றைக்குத் தமிழ்நாடு முழுவதும் கிராமப்புறங்களில்கூட, பகல் முழுவதும் பெண்கள் நைட்டி அணிந்து நடமாடுகிறார்கள். நூறு நாள் வேலைத் திட்டத்தில் வேலை பார்க்க வரும்போதுகூட நைட்டியும் அதற்கு மேல் சட்டையும் போட்டுக்கொண்டு வருகிறார்கள்.

என்னுடைய உண்டு உறைவிடப் பயிலரங்குகளில் நாள் முழுவதும் புடவையோடு இருக்கும் பெண்களை இரவு நேர பாடத்திட்டத்துக்கு வரும்போது நைட்டியோடு வரலாம் என்று கூறுவேன். அனைவரும் ஒரு சிறிய துண்டை மேலே போட்டுக்கொண்டு வருவார்கள்.

துப்பட்டாவாவது போடுவதற்கு வசதியாக நீளமாக இருக்கும். இந்த டவல் சும்மா சம்பிரதாயத்துக்குப் போட்டது போல்தான் இருக்கும். அதைப் போடுவதைவிடப் போடாமல் இருந்தாலே நன்றாக இருக்கும் .

ஏன் இவ்வளவு விமர்சனம்?

இரவு நேரத்தில் மட்டும் அணிய வேண்டிய உடையைப் பெண்கள் பகலில் அணிவதால் ஆண்களுக்குப் பாலியல் ரீதியான எண்ணங்கள் வருவதைத் தவிர்க்க முடியவில்லையா? பெரும்பாலான பெண்கள் குறைந்தபட்சம் கீழ்த்தட்டு, கீழ் மத்தியத் தட்டுப் பெண்கள், சினிமாக்களில் வருவது மாதிரியான மெல்லிய இரவு உடைகளையோ பளபளவென்று சாட்டின் துணியில் தைக்கப்பட்ட நைட்டி களையோ அணிவதில்லை.

பெரும்பாலும் கெட்டியான பருத்தி நைட்டிகளையே அணிகிறார்கள். நைட்டியில் தங்கள் உடல் எந்தவிதத்திலும் காட்சிப் பொருளாக ஆகாததாகவே அவர்கள் உணர்கிறார்கள். அதனாலேயே இன்று நைட்டி என்பது பெண்கள் மத்தியில் சுலபமாக, சௌகர்யமாக அணியும் உடையாகிவிட்டது. இது ஏன் ஆண்களின் கண்களை உறுத்த வேண்டும்?

ஆண்களுக்கு என்ன பிரச்சினை?

சின்ன டிரவுசர்/பெர்முடா போட்டுக் கொண்டு ஆண்கள் பொது இடங்களில் நடமாடுகிறார்கள். சில வேலைத் தளங்களில்கூட இன்று அரை (அ) முக்கால் போன்ட்டுகளைப் போட்டுக்கொண்டு வேலை செய்கிறார்கள்.

லுங்கி கட்டுபவர்கள்கூட, பாதம் வரை அணிவதில்லை. முட்டிக்கு மேல் வருகிறபடிதான் மடித்துக் கட்டுகிறார்கள். இதெல்லாம் ஆபாசம் இல்லையா? ஆபாசமாக, ஊடுருவிப் பார்க்கும்படியாக நைட்டி இல்லை என்பதுதான் ஆண்களின் பிரச்சினையா?

நடைப்பயிற்சிக்கு நைட்டி அணிந்துவரும் பெண்ணோ, வீட்டில் பகலில் வேலை செய்வதற்குத் தோதாக நைட்டி அணியும் பெண்களோ, அதற்கு ஏற்றாற்போல் கெட்டியான, தடித்த நைட்டிகளைத்தான் அணிகிறார்கள். பலரும் உள்ளாடைகளை அணிந்துதான் நைட்டியையும் அணிகிறார்கள். உடலை இறுக்கிப் பிடிக்காத தொள தொள நைட்டிகளையோ அல்லது ஃபிரில் வைத்த நைட்டிகளையோதான் அணிகிறார்கள்.

மாற வேண்டியது மனப்பான்மையே

நைட்டி என்பதில் பொருளாதாரச் சிக்கனமும் அடங்கியுள்ளது. 20 வருடங்களுக்கு முன்பெல்லாம் சில பெண்கள் வெளியே போட்டுச் செல்லும் உடைகளைக் கொஞ்சம் பழையது ஆன பிறகு வீட்டில் போடும் பழக்கம் இருந்தது. இப்போது 150 ரூபாயிலேயேகூட ஓரளவுக்கு நல்ல நைட்டிகளை வாங்க முடிகிறது. வெளியில் இருந்து வீட்டுக்குள் நுழைந்தவுடனேயே நைட்டி போடுவது சவுகரியமாக இருப்பதோடு, சிறிது நேரமே அணிந்த வெளி உடைகளைக் காற்றாட விட்டுவிட்டு, திரும்ப மறுபடியும் அணிகிறார்கள் சில பெண்கள்.

இயல்பாக அணுகும் பெண்கள்

நைட்டி போடுவது பற்றி ஆண்களின் அசலான பிரச்சினை என்ன? அது இரவு நேரத்துக்கான உடை என்று மண்டைக்குள் ஊறி இருப்பதால், பெண்கள் நைட்டியோடு நடமாடினால் படுக்கையறையைத்தான் ஆண்களால் கற்பனை செய்துகொள்ள முடியும் என்றால், அது அவர்களுக்குள் புரையோடிப்போயிருக்கும் எண்ணம்.

மாற வேண்டியது நம் மனப்பான்மைதான். புடவையோ சுடிதாரோ நைட்டியோ, தனக்கு சவுகரியமாக உள்ள உடையைத் தேர்ந்தெடுத்து அணியும் உரிமை பெண்களுக்கு உண்டு. அவர்கள் கண்ணியத்தை அவர்களே தீர்மானிப்பார்கள். பெண்களின் உடைக்கான கலாச்சாரக் காவலர்கள் பொறுப்பை ஆண்கள் தாங்களாகவே ஏற்றுக்கொண்டு, குத்துதே குடையுதே என்று புலம்பினால், கோபப்பட்டால் அவர்கள் அணியும் உடைக்கும் அதை நீட்டிக்க வேண்டும். அதுதான் நியாயம்.

ஆண்கள் இறுக்கமான டிஷர்ட் அணிகிறார்கள். அரை டிராயரை அணிகிறார்கள். பெரிய தொப்பையை வைத்துக்கொண்டு சட்டையை டக் இன் செய்துகொள்கிறார்கள். டிரவுசருக்கு மேல் வரும்படி லுங்கியை மடித்துக் கட்டிக்கொண்டு லுங்கி டான்ஸ் ஆடுகிறார்கள்.

இவற்றையெல்லாம் சகஜமாகப் பார்க்கும் பக்குவத்தைப் பெண்கள் பெற்றுவிட்டார்கள். அதனால்தான் பெண்கள் இவற்றைப் பற்றி எல்லாம் எரிச்சல்படுவதும் இல்லை. புலம்புவதும் இல்லை.

ஏடிஎம் எந்திரத்தில் பணம் எடுக்க வருபவர்களின் கவனத்தை திசைத்திருப்பி பணத்தை அபேஸ் செய்துவந்த திருடனை பிடித்த போலீஸார், அந்த நபர் திருடிய விதத்தைப் பார்த்து வியந்துபோயுள்ளனர்.

சென்ட்ரல் ரயில் நிலைய வளாகத்தில் உள்ள ஏடிஎம்களில் பணம் எடுப்பபவர்களின் பணம் திருடப்படுவதாக தொடர்ச்சியாக புகார்கள் வங்கியிலிருந்தும், வாடிக்கையாளர்கள் சார்பாகவும், சென்ட்ரல் ரயில்வே போலீஸுக்கும், அருகில் உள்ள பெரியமேடு காவல் நிலையத்திற்கும் அதிக அளவு புகார்கள் வந்தது.

இதையடுத்து போலீஸார் புகார் கூறியவர்கள் பணம் எடுத்த நாட்களில் அந்தந்த ஏடிஎம் மையங்களில் உள்ள கண்காணிப்பு கேமரா பதிவுகளை எடுத்து சோதனையிட்டனர். அப்போது அனைத்து சம்பவங்களில் ஒரு நபர் இருப்பது தெரியவந்தது. அனைத்து சம்பவங்களிலும் இந்த இளைஞர் எப்படி அங்கு இருக்கிறார் என்று குழப்பமடைந்த போலீஸார் சம்பந்தப்பட்ட வாடிக்கையாளர்களிடம் இளைஞர் புகைப்படத்தை காட்டி விசாரணை நடத்தினர்.

சிலர் எங்களுக்கு தெரியவில்லை, ஞாபகமில்லை என்று தெரிவித்தனர், சிலர் ஆமாம் சார் இவர்தான் அந்த நேரத்தில் அங்கு இருந்தார் என்று தெரிவித்தனர். சிலர் இவர்தான் சார் பணம் எடுக்கும்போது ஏடிஎம் மெஷின் வேலை செய்யவில்லை என்று கூறி பக்கத்து மெஷினில் எடுக்கச்சொன்னார் என்று தெரிவித்தனர்.

போலீஸார் அந்த இளைஞர் மீது சந்தேகமடைந்து சிசிடிவி காட்சிகளை பார்த்தனர். அப்போது அந்த இளைஞர் சம்பந்தப்பட்டவர்களிடம் பணம் எடுக்கும்போது ஏதோ கூறுவதும், பின்னர் அவர் ஏடிஎம்மில் பணம் எடுத்துவிட்டுச் செல்வதும் தெரியவந்தது.

போலீஸார் அந்த இளைஞரை பிடிக்க வலைவிரித்து காத்திருந்தனர். வழக்கம்போல் ஏடிஎம்மில் தனது கைவரிசையை காட்ட வந்த அவர் ரயில்வே போலீஸாரிடம் சிக்கினார். அவரைப்பிடித்து போலீஸார் விசாரணை நடத்தினர். விசாரணையில் அந்த இளைஞர் பெயர் கோபி கிருஷ்ணா என்பது தெரிய வந்தது.

விசாரணையில் அவர் கூறியது போலீஸாரை திடுக்கிட வைத்தது. இப்படி எல்லாம் கூடவா ஏமாற்றுவார்கள் என்று சிரித்துக்கொண்டனர். ஏடிஎம்மில் பணம் எடுக்க வருபவர்களை அவர்கள் அறியாமலே நூதன முறையில் ஏமாற்றி லட்சக்கணக்கில் பணம் எடுத்த அந்த நபர் குறிப்பிட்ட தொகை சேர்ந்தவுடன் விமானத்தில் சொந்த ஊருக்கு பறந்து விடுவாராம்.

எப்படி பணத்தை நூதன முறையில் ஏமாற்றி எடுப்பேன் என்பதை அந்த நபர் நடித்து காட்டியுள்ளார். டிப்டாப்பாக உடையணிந்து இரண்டு எந்திரங்கள் உள்ள ஏடிஎம்மில் சென்று நின்றுக்கொள்வார். பணம் எடுக்க வருபவர்கள் ஒரு எந்திரத்தில் கார்டை சொருகி வெளியே எடுத்தவுடன் இவர் அவசரமாக குறுக்கிட்டு சார் இந்த மெஷின் வேலை செய்யவில்லை அந்த மெஷினில் எடுத்துக்கொள்ளுங்கள் என்று கூறுவார்.

பணம் எடுக்க வந்தவர் நன்றி கூறிவிட்டு அடுத்த எந்திரத்தில் கார்டை நுழைத்து பணம் எடுப்பார். இவர் அவர்கள் பதிவு செய்யும் சீக்ரெட் நம்பரை கவனித்து வைத்துக்கொண்டு டக்கென்று அந்த நம்பரை முதலில் கார்டை நுழைத்த எந்திரத்தில் அந்த ரகசிய எண்ணை பதிவு செய்து பணத்தை எடுத்துவிடுவார். இதில் பல நேரம் அவருக்கு அதிர்ஷ்டம் அடிக்கும். கணக்கில் கணிசமாக பணம் வைத்துள்ளவர்கள் பணத்தை அழகாக சுருட்டிவிடுவார்.

இப்படி செண்ட்ரல் ரயில் நிலையத்தில் உள்ள பல ஏடிஎம்களில் ஒரு நாளைக்கு பல வாடிக்கையாளர்களை ஏமாற்றி பணம் எடுப்பார். இப்படி கணிசமாக சேரும் பணத்தில் சொந்த ஊருக்கு விமானத்தில் சென்று வருவார். நூதனமான முறையில் ஏமாற்றும் இதுபோன்ற நபர்களை பொதுமக்கள் அடையாளம் கண்டுக்கொள்ளவேண்டும் என்று போலீஸார் எச்சரித்துள்ளனர்.

பணம் எடுக்கும்போது அருகில் யாரையும் நிற்க அனுமதிக்கக்கூடாது என்றும் அப்படி அனுமதித்தால் பணம் பறிபோக வாய்ப்புண்டு என்றும் எச்சரித்துள்ளனர். நூதனமான முறையில் பணத்தை திருடிவந்த நபர் பெரியமேடு போலீசில் ஒப்படைக்கப்பட்டார்.

கருவூலத்துறை அதிகாரியிடமே லஞ்சம் கேட்கும் சக அதிகாரிகள்!

நேர்மையாக வேலைபார்த்த தன்னிடமே ஓய்வூதியப் பலன்களை வழங்க லஞ்சம் கேட்கிறார்கள் என்று முன்னாள் கருவூலத்துறை அதிகாரி ரவிச்சந்திரன் குற்றம்சாட்டியுள்ளார். இச்சம்பவம் தேனி மாவட்ட அரசு ஊழியர்கள் மத்தியில் பரபரப்பாகப் பேசப்படும் பொருளாக மாறியுள்ளது.

என் பணம் அவர்களிடம் எப்படிச் சென்றது?

இதுகுறித்து, கருவூலத்துறையில் பணியாற்றி ஓய்வுபெற்ற அதிகாரியான ரவிச்சந்திரன், ``என் பெயர் ரவிச்சந்திரன். 29 ஆண்டுகளாக கருவூலத்துறையில் வேலைபார்த்து, ஆண்டிப்பட்டி கூடுதல் சார்நிலைக் கருவூல அலுவலராகப் பதவி உயர்வு பெற்று, கடந்த ஜூலை 31-ம் தேதி ஓய்வுபெற்றேன். ஓய்வுபெற்ற பின்னர் எனக்குக் கிடைக்க வேண்டிய பலன் தொகையைக் இப்போதுவரை என்னை அலைக்கழித்து, லஞ்சம் கேட்கிறார்கள். பொதுவாக ஓய்வு பெற்ற பின்னர். ஈட்டிய விடுப்புத்தொகை என்ற முறையில் பணம் வரும். அது வந்தது. அதைத்தொடர்ந்து பணிக்கொடை, பொது சேமநல நிதி, அகவிலைப்படி நிலுவைத்தொகை என மொத்தமாக 8 லட்சத்து 89 ஆயிரத்து 897 ரூபாய் எனக்கு வர வேண்டும். அதைக் கேட்டால், எங்களுக்குக் கொடுக்கவேண்டிய பணத்தைக் கொடுத்துவிட்டு உன் பணத்தை வாங்கிக்கொள் என்றார்கள். 29 வருடங்களாக நேர்மையாக வேலை பார்த்தேன். அதற்குப் பரிசாக என்னிடமே லஞ்சம் கேட்கிறார்கள். இப்படிப் பணம் கேட்கிறார்கள் என்ற செய்தியை உயர் அதிகாரிகளிடம் எடுத்துச் செல்ல திட்டமிட்டேன். அதை அறிந்துகொண்டு, அவசர அவசரமாக எனது வங்கிக்கணக்கில் அந்தப் பணத்தை நவம்பர் 7-ம் தேதி டெபாசிட் செய்தார்கள். பணம் வந்துவிட்டது என்று என்னால் சந்தோசப்பட முடியவில்லை.




காரணம், என்னுடைய வங்கிக்கணக்கிற்கு தனி நபரின் வங்கிக்கணக்கிலிருந்து பணம் வந்திருந்தது. அந்த வங்கிக்கணக்கு யாருடையது என்று பார்த்தால், உதவிக் கருவூல அலுவலர் புனிதா ராணியின் வங்கிக்கணக்கு என்று தெரியவந்தது. அதைப் பார்த்து எனக்கு அதிர்ச்சியாகி விட்டது. எனக்குக் கிடைக்க வேண்டிய பணம் எப்படி அவரது வங்கிக் கணக்கிற்குச் சென்றது என்று எனக்குப் புரியவில்லை. உடனடியாக வங்கிக்குச் சென்று அந்தப் பணத்தை கருவூல வங்கிக்கணக்கில் செலுத்திவிட்டேன். இப்போது கேட்டால் பணம் தரமுடியாது என்கிறார்கள். என் மகளின் திருமணத்திற்கு இந்தப் பணத்தை நம்பிதான் இருக்கிறேன்” என்றார்.



சட்டப்படிக் குற்றம்:

ஓய்வுபெற்ற அரசு அதிகாரிக்குக் கிடைக்க வேண்டிய பணத்தை சக அதிகாரி கையாள முடியுமா என்று தகவலறிந்த வட்டாரத்தில் விசாரித்த போது ஆச்சர்யத் தகவல்கள் பல கிடைத்தன. ``பொதுவாக அனைத்துத் துறை அதிகாரிகள், அலுவலர்கள், ஊழியர்கள் என அனைவருக்குமே இந்த அனுபவம் இருந்திருக்கும். கருவூல அதிகாரிகள்தான் இறுதியாகக் கிடைக்க வேண்டிய பெனிஃபிட் பணத்தைக் கொடுப்பார்கள். அப்படிக் கொடுக்கும்போது அவர்களுக்கு லஞ்சம் கொடுக்க வேண்டிய எழுதப்படாத நடைமுறைதான் இங்கே பின்பற்றப்படுகிறது. இதில் வேடிக்கை என்னவென்றால், கருவூல அதிகாரிக்கே இந்த நிலை ஏற்பட்டதுதான்” என்றனர்.

புகார் கொடுத்தால் நடவடிக்கை எடுப்பேன்:

ஓய்வுபெற்ற அரசு கருவூல அதிகாரி ரவிச்சந்திரனின் புகாரை மாவட்டக் கருவூல அலுவலர் சீதா ராமனிடம் எடுத்துச்சென்றோம். ``ஒரு தனிநபர் வங்கிக் கணக்கிலிருந்து ஓய்வு பெறும் அரசு ஊழியரின் வங்கிக் கணக்கிற்கு கருவூலப்பணம் பரிவர்த்தனை என்பது குற்றம். பாதிக்கப்பட்டவர் எழுத்துபூர்வமாகப் புகார் அளிக்கவில்லை. அளித்தால், கலெக்டரின் பார்வைக்கு இவ்விவகாரத்தை எடுத்துச்சென்று நடவடிக்கை எடுக்கப்படும்" என்றார்.

ரவிச்சந்திரனின் வங்கிக்கணக்கில் பணம் செலுத்திய உதவிக் கருவூல அலுவலர் புனிதா ராணியைத் தொடர்புகொள்ள முயன்றோம். அவர், ஆண்டிப்பட்டியிலிருந்து நிலக்கோட்டைக்குப் பணி மாறுதல் பெற்றுச் சென்றுவிட்டதாகத் தகவல் கிடைத்தது. சட்டத்திற்குப் புறம்பாக கருவூலத்துறையில் நடக்கும் முறைகேடுகள் இனியேனும் களையப்படவேண்டும் என்பதே அனைவரின் எதிர்பார்ப்பாக உள்ளது.

The drivers and owners of Ola and Uber cabs have decided to go on strike from November 17 onwards if their demands are not met by then. “Two days after that, on November 19, a big morcha is planned from Bharat Mata junction to Vidhan Bhavan to highlight our continuing problems,” said Marathi Kamgar Sena leader Mahes Jadhav.

Drivers associated with app cabs had been on a fortnight-long strike till November 3. They returned to work following the intervention of state transport minister Diwakar Raote.

But at the time of withdrawing the strike, the drivers’ union had clarified that the withdrawal was temporary and discussions would continue with the managements of Ola and Uber for improving drivers’ earnings by increasing ride-time charges and incentives. One of the demands is linking fares with fuel price hikes “in the near future”.

A Uber spokesperson said, “We have instituted a national fuel price index, which will ensure that driver earnings across India are correlated with changes in the price of fuel. Mumbai is the first city where we will be rolling this out.”

``சேலம் - சென்னை ரயிலில் கொண்டு செல்லப்பட்ட பணத்தில் 5.78 கோடி ரூபாயைக் கொள்ளையடிக்க ஒரு வாரமாக ரிகர்செல் செய்தோம். நேரமில்லாததால்தான் குறைவான தொகையைக் கொள்ளையடித்தோம். அந்தப் பணத்தில் மூன்று மாதங்கள் நாங்கள் வாழ்ந்த வாழ்க்கையே வேற லெவல்'' என ரயில் கொள்ளைத் தலைவர் மோஹர்சிங் வாக்குமூலம் கொடுத்துள்ளார்.

இரண்டு ஆண்டுகளுக்கு முன் நடந்த சேலம் - சென்னை ரயிலின் கொள்ளைச் சம்பவத்தை துப்பு துலக்கி மோஹர்சிங், ருசி பார்தி, மகேஷ் பார்தி, காலியா என்கிற கிருஷ்ணா என்கிற காபு, பில்டியா ஆகிய 5 பேரை சிபிசிஐடி போலீஸார் கைது செய்தனர். இவர்களை கடந்த 30.10.18 முதல் 12.11.2018 வரை போலீஸ் காவலில் எடுத்து விசாரித்தனர். விசாரணையில் திடுக்கிடும் தகவல்கள் வெளியாகின.

இதுகுறித்து சிபிசிஐடி போலீஸ் உயரதிகாரி ஒருவர் கூறுகையில், ``5.78 கோடி ரூபாய் ரயில் கொள்ளை வழக்கின் முக்கியக் குற்றவாளியான மோஹர்சிங்கின் சொந்த ஊர் மத்திய பிரதேச மாநிலம், குணா மாவட்டத்தில் உள்ள கேஜ்ராசாக் என்ற சிறிய கிராமம். அவருடன் பிறந்தது 3 சகோதரர்கள், 3 சகோதரிகள். மோஹர்சிங்கின் தந்தையின் சகோதரர் பிரேம்டா பார்தி. அவருக்கு கிரண், சங்காராம், ருசி, மகேஷ், பாசு, அமீன், தரம் ஆகிய 7 மகன்கள். இவர்கள் மற்றும் நண்பர்களுடன் சேர்ந்து மோஹர்சிங், பல குற்றச் செயல்களில் ஈடுபட்டுள்ளார். இந்தக் கும்பல் ராஜஸ்தான், டெல்லி, ஹரியானா, குஜராத், மகாராஷ்ட்ரா ஆகிய மாநிலங்களில் கொள்ளைச் சம்பவங்களில் ஈடுபட்டுள்ளது.
 
இந்தக் கும்பலுக்குத் தலைவனாக கிரண் இருந்துள்ளார். கடந்த 2006-ம் ஆண்டு கிரண் தனது சகோதரர்கள் சங்காராம், ருசி, மகேஷ் ஆகியோருடன் சேர்ந்து ஜம்மு காஷ்மீர் மாநிலத்தில் ஒரே குடும்பத்தைச் சேர்ந்த 5 பேரை கொடூரமாக கொலை செய்து நகை, பணம் ஆகியவற்றை கொள்ளையடித்தார். இந்தக் கொலை வழக்கு தொடர்பாக ஜம்மு காஷ்மீர் போலீஸார், கிரணைத் தவிர மற்றவர்களை கைது செய்தனர். கிரணை போலீஸார் தேடி வந்தநிலையில் 2012-ம் ஆண்டு அவரை என்கவுன்டரில் சுட்டுக் கொன்றனர். ஜம்மு காஷ்மீர் கொலை வழக்கில் 2015-ம் ஆண்டு சங்காராமுக்கு கோர்ட் தூக்கு தண்டனை விதித்தது. ருசியும், மகேஷும் 7 ஆண்டுகள் சிறைவாசம் அனுபவித்த நிலையில் கடந்த 2015- ம் ஆண்டு விடுதலையாகினர்.



கிரண் இறந்துவிட்டதால் மோஹர்சிங் கொள்ளை கும்பலுக்கு தலைமை ஏற்றுள்ளார். அவரின் தலைமையில் 2006-ம் ஆண்டு முதல் 2010-ம் ஆண்டு வரை பல கொள்ளைச் சம்பவங்கள் நடந்தன. இந்தநிலையில் மோஹர்சிங் கும்பல் குறித்து ருக்சத் பார்தி, நாவல் பார்தி என இருவர் உள்ளூர் போலீஸாருக்குத் தகவல் கொடுத்துள்ளனர். இதனால் அவர்களை கடந்த 2015-ம் ஆண்டு ஜூன் மாதம், மோஹர்சிங் துப்பாக்கியால் சுட்டுக்கொன்றார். இந்தக் கொலைக்கு மோகர்சிங் மற்றும் அவரின் சகோதரர்கள் ராம்பூஜன், கஜராஜ், அவரின் சகோதரி சுலோசனா, மோஹர்சிங்கின் மனைவி பன்வாரா பாய் ஆகியோருக்கு தொடர்பு உள்ளது. இந்தக் கொலைக்குப் பிறகு உள்ளூர் போலீஸார் மோஹர்சிங் மற்றும் அவரின் குடும்பத்தினரை தீவிரமாகத் தேடினர். இதனால் அங்கிருந்து குடும்பத்துடன் மோஹர்சிங் தென்னிந்தியாவுக்கு இடம்பெயர்ந்தார். மோஹர்சிங் தலைமையிலான டீம், ஆந்திரா, கர்நாடகா ஆகிய மாநிலங்களில் கைவரிசை காட்டியது.


2016-ம் ஆண்டு மோஹர்சிங் தலைமையிலான டீம் தமிழகத்துக்கு வந்தது. விழுப்புரம், திண்டிவனம், விருத்தாசலம், சேலம், புதுச்சேரி, அரக்கோணம் ஆகிய இடங்களில் குடியிருந்தனர். ரயில்வே தண்டவாளங்களின் அருகிலும் மேம்பாலங்களிலும் குடில் அமைத்து தங்கினர். இந்தச் சமயத்தில்தான் சேலத்திலிருந்து சென்னைக்குக் கோடிக்கணக்கில் ரூபாய் ரயிலில் எடுத்துச் செல்லும் தகவல் மோஹர்சிங்கிற்கு கிடைத்துள்ளது. இதனால் மோஹர் சிங் தலைமையில் ருசி, காலியா, பில்டியா ஆகியோர் அயோதியாபட்டினம் -விருத்தாசலம் ஆகிய ரயில் நிலையங்களுக்கு இடையே ரயிலில் ஒரு வாரமாகப் பயணித்து நோட்டமிட்டுள்ளனர். சின்னசேலத்திலிருந்து விருத்தாசலம் ஆகிய ரயில் நிலையங்கள் வரை 45 நிமிடங்களுக்கு மேலாக எங்கும் நிற்காமல் ரயில் செல்வதை கொள்ளைக் கும்பல் கண்டறிந்து பணத்தைக் கொள்ளையடிக்க ஸ்கெட்ச் போட்டுள்ளனர். சின்னசேலத்தில் மோஹர்சிங் தலைமையிலான கொள்ளைக் கும்பல் ரயிலின் மேற்கூரையில் ஏறி அமர்ந்துள்ளது. பிறகு ரயிலின் மேற்கூரையில் துளைபோட்ட அந்தக் கும்பல் பெட்டிக்குள் இரண்டு பேர் இறங்கியுள்ளனர். லுங்கியில் பணத்தை மூட்டையாகக் கட்டி மேலே எடுத்து வந்துள்ளனர். திட்டமிட்டப்படி விருத்தாசலம் ரயில் நிலையத்திலிருந்து 200 மீட்டரில் உள்ள வயலூர் மேம்பாலத்தில் மகேஷ்பார்தி மற்றும் கூட்டாளிகள் காத்திருந்தனர். அவர்களிடம் பண மூட்டையைக் கொடுத்துவிட்டு மோஹர்சிங் தலைமையிலான கும்பல் ரயில் வளைவுப் பகுதியில் மெதுவாகச் செல்வதைப் பயன்படுத்தி ரயிலின் மேற்கூரையிலிருந்து குதித்து தப்பியுள்ளது'' என்றார்.



போலீஸ் காவலின்போது மோஹர்சிங், ``ரயிலில் கோடிக்கணக்கான ரூபாய் கொண்டு செல்லும் தகவல் கிடைத்ததும் அதே ரயிலில் பயணித்து ஒரு வாரம் ரிகர்செல் செய்தோம். அப்போது எப்படிக் கொள்ளையடிப்பது என்று திட்டமிட்டோம். அதன்படி கொள்ளையடித்தோம். 45 நிமிடங்களுக்குள் ரயிலின் மேற்கூரையைத் துளையிட்டு அதில் உள்ள பணத்தைக் கொள்ளையடித்தோம். நாங்கள் கட்டியிருந்த லுங்கியில் 5.78 கோடி ரூபாயைத்தான் மூட்டையாக கட்டமுடிந்தது. இதனால் மீதமுள்ள பணத்தை அங்கேயே விட்டுவிட்டு தப்பிவிட்டோம். கொள்ளையடித்த பணத்தை சரிசமமாகப் பிரித்துக்கொண்டோம். கொள்ளையடித்த மூன்று மாதங்களிலேயே பணமதிப்பிழப்பு என்று அரசு கூறியதால் கொள்ளையடித்த பணத்தைச் செலவழிக்க முடியாமல் தவித்தோம். இருப்பினும் அந்த மூன்று மாதங்களில் நாங்கள் வாழ்ந்த வாழ்க்கையே வேற லெவல். இதனால் செலவழிக்க முடியாத ரூபாய் நோட்டுக்களை தீ வைத்து கொளுத்தினோம்" என்று வாக்குமூலமாகக் கொடுத்துள்ளார். அதன்அடிப்படையில் அடுத்தகட்ட நடவடிக்கையில் சிபிசிஐடி போலீஸார் ஈடுபட்டுள்ளனர்.

சென்னை: வங்க கடலில் மையம் கொண்டிருக்கும், 'கஜா' புயல், நாளை இரவுக்குள் கரையை கடக்க வாய்ப்புள்ளதாக கணிக்கப்பட்டுள்ளது. புயலின் நகர்வு தாமதமாகவும், திசை மாறி கொண்டும் இருப்பதால், வானிலை ஆய்வாளர்கள் உன்னிப்பாக கண்காணித்து வருகின்றனர்.

கஜா புயல் காரணமாக, புதுச்சேரி, கடலுார், நாகை, காரைக்கால், தஞ்சாவூர், திருவாரூர், புதுக்கோட்டை, ராமநாதபுரம், துாத்துக்குடி ஆகிய ஒன்பது மாவட்டங்களுக்கு 16ம் தேதி வரை 'ரெட் அலர்ட்' விடப்பட்டுள்ளது. இன்று நள்ளிரவு முதல் நாளை மறுநாள் வரை மழை பெய்ய வாய்ப்புள்ளது. கடல் சீற்றத்துடன் அலைகள் கொந்தளிப்பாக காணப்படும். 10 மீட்டர் வரை அலைகள் உயர வாய்ப்புள்ளது. கடலோரம் மற்றும் தாழ்வான பகுதிகளில் வசிப்போர், பாதுகாப்பான இடங்களுக்கு செல்ல அறிவுறுத்தப்பட்டுள்ளனர். மீனவர்கள் வங்க கடலுக்குள் செல்ல வேண்டாம். கடலில் இருப்பவர்கள் உடனடியாக அருகில் உள்ள கரைகளில், பாதுகாப்பாக இருக்கவும் அறிவுறுத்தப்பட்டுள்ளது.

Chennai: The District Consumer Disputes Redressal Forum, Chengalpattu, Kancheepuram district, directed a cellphone manufacturing company to pay compensation of Rs 10,000 to a youth after his cellphone developed a freak problem soon after he purchased it two years ago. Despite servicing the cellphone it was sending smses to one cellphone continuously.

In the petition, C.Sathish of K.K. Nagar, submitted that he purchased a mobile phone manufactured by M/s. Intex Technologies (I) Ltd., New Delhi from M/s. Saravana Stores, Chromepet on August 4, 2016. Within a fortnight the handset malfunctioned and was sending smses automatically to a particular cell phone number.

He approached its service centre at West Tambaram to rectify the defect. Even after servicing, the problem continued. He again handed over the cell phone to the service centre on October 19, 2016.

The service centre did not return it to him for long. He said that the general manager, M/s. Intex Technologies (I) Ltd., New Delhi, and manager, M/s. Intex Technologies (I) Ltd., West Tambaram, had committed deficiency in service. He sought a refund of Rs 7,500 paid towards the cost of the mobile phone and compensation of Rs 50,000 for causing him mental agony and deficiency in service.

In its reply, the managing director, M/s. Intex Technologies (I) Ltd., denied the allegations and submitted that Sathish had mishandled the cellphone.

The bench comprising president J.Justin David and member K.Prameela held that the general manager, M/s. Intex Technologies (I) Ltd., New Delhi, and manager, M/s. Intex Technologies (I) Ltd., West Tambaram, had committed deficiency in service, which caused mental agony to the complainant, and directed the cellphone company to pay a compensation of Rs 10,000 including `7,500, the cost of the handset.

Coimbatore: The city police have launched a search for an agent who is on the run after allegedly duping many unemployed youth by issuing ‘fake appointment orders’ for government jobs.

Police said that Perumal, 55, a resident of Pollachi befriended Kulasekaran, 47, through one of his common friends a few years ago. Kulasekaran, a native of Tirunelveli district called Perumal a few months ago and claimed that he had contact with higher officials of TNPSC (Tamil Nadu Public Service Commission) and using their influence, could get a government job for anybody.

Trusting him, Perumal introduced 10 of his relatives to Kulasekaran. The later received up to Rs 57 lakh from 10 youth, promising them government jobs.

Recently Kulasekaran gave appointment orders to the youth. When they went to the government departments to join duty, to their utter shock they came to know that the orders were ‘fake’ ones, said police.

On receiving information from the affected youth, Perumal called Kulasekaran and demanded that he return the money. Kulasekaran refused to do so and threatened Perumal that he would kill him if asked to return the money.

On receiving a complaint form Perumal, city crime branch police have launched a search for Kulasekaran who is on the run.

NEW DELHI: The Union ministry of road transport and highways has introduced some amendments to the Central Motor Vehicle Rules.

Under the new rules, renewal of fitness certificates for transport vehicles, which are up to eight years old, would be done biannually while for vehicles older than eight years, the renewal period would be one year.
“Further, no fitness certification shall be required at the time of registration for new transport vehicle sold as fully built vehicle and such vehicle shall be deemed to be having certificate of fitness for a period of two years from the date of registration,” the draft notification stated.

According to ministry officials, these measures would ease the transport sector of the regulatory requirements, help reduce corruption and increase efficiency of the sector.



In an amendment pertaining to rule 138B, goods carriage vehicles will not be allowed to carry cargo openly. They will now be mandated to carry the goods in a closed body or within covers such as tarpaulin. “This (carrying goods openly) was a cause of nuisance when vehicles, laden with construction material, garbage etc were moving without covers. The amendment will solve this problem,” a ministry official said.
The amended rules also make it easy for drivers to produce documents related to the vehicle. “Production of registration, insurance, fitness, permit, driving licence to the enforcement authorities can be now done in electronic form also,” the amended rule 139 stated.

“The citizens are now not required to carry documents in physical form while driving. Although under the IT Act, the document in electronic form was prescribed, enforcement authorities had still been pressing for physical documents. This practice will be done away with,” the official said.

CHENNAI: Defunct telecom operator Aircel has been asked by a consumer forum to pay a compensation of Rs 8.5 lakhs for issuing a duplicate sim in the complainant’s number to an unknown person without a proper authentication process because of which Rs 7.5 lakhs was fraudulently taken from his bank account.

Since Aircel filed for bankruptcy in March 2018, the National Company Law Tribunal has decided to appoint an Interim Resolution Professional (IRP) to resolve this matter.

“Now that Aircel has closed down due to mounting losses, they have no money to pay the said amount according to the consumer forum order. My lawyers will be representing me at the IRP to get the due compensation,” said Bhushan Goyal, a resident of Egmore to Express. The forum also ordered Aircel to pay an interest of nine percent for Rs 7.5 lakhs until the amount is paid.



The matter dates back to 2016 when Bhushan, proprietor of an ice cream parlour here, had emailed Aircel for a new sim after he did not receive any signal on his phone for a day. The next day after activating his new sim, he realised that a transaction of Rs 7.5 lakhs had been made from his Indian Bank account to an unknown account.

When he visited the Aynavaram Aircel branch he discovered that an unknown person impersonating him, had visited the branch and applied for a new sim.

“Staff of Aircel had given this man a new sim in my number without asking for any ID proof or other documents to verify his identity. Later I came to know that this transaction was carried out using net banking and the OTP sent to my mobile number, which now that person has access to,” he said.

But Aircel in its petition stated that the complainant had compromised the safety of his account by revealing details regarding user ID, login password and transaction password without which a transfer of money was not possible. They also said that the imposter had produced a forged pan card and driving license of the complainant contrary to Goyal’s claims.

“The fraudster should be a known person acquainted with the complainant and also having access to his personal accounts. This is the direct result of complainant’s recklessness and we cannot be held responsible,” said Aircel in its defense.

But the Consumer Redressal Forum dismissed Aircel’s petition due to lack of evidence to substantiate their claims.

CHENNAI: Cyclonic storm 'Gaja' continue to spring surprises with the location of where it will make landfall continuing to change as it nears the coast. When everyone thought 'Gaja' was drifting down south, the storm took a U-turn on Tuesday morning and headed northwest, but again travelled west-southwestwards.

A bulletin from Indian Meteorological Department (IMD) on Tuesday night said the storm, moving at a speed of 10 kmph, lay centered over west-central and adjoining east-central and south Bay of Bengal about 600 km east-northeast of Chennai and 720km northeast of Nagapattinam.

"It is likely to move west-southwestwards and intensify further into a severe cyclonic storm during next 24 hours. While moving west­-southwestwards further, it is likely to weaken gradually and cross Tamil Nadu coast between Pamban and Cuddalore as a cyclonic storm during November 15 afternoon," the bulletin said.


Met officials said rainfall may occur in most places with heavy to very heavy at a few places over Tamil Nadu, including Chennai. Extremely heavy rainfall, in excess of 20cm, at isolated places is likely over Cuddalore, Nagappattinam, Tiruvarur, Thanjavur, Pudukkottai, Thoothukudi and Ramanathapuram districts.

Winds may reach a speed of 70-80 kmph and touch 90 kmph over west-central and adjoining east-central and south Bay of Bengal. The gale would gradually sweep at 90-100 kmph and then reach 110 kmph over southwest and adjoining west-central and southeast Bay of Bengal from November 14, IMD said.

Sea is expected to be rough to very rough along the coast of Tamil Nadu and south Andhra Pradesh and Puducherry from the morning of November 14. The waves are likely to rise to about one metre and inundate low-lying areas of Nagapattinam, Thanjavur, Pudukkottai and Ramanathapuram districts of Tamil Nadu as well as Karaikal at the time of landfall.

Damage was expected in districts of Cuddalore, Nagappattinam, Tiruvarur, Thanjavur, Pudukottai and Ramanathapuram. Fishermen have been advised not to venture into central and south Bay of Bengal till November 15.

Coastal hutment dwellers are advised to move to safer places. Other people in the affected areas should remain indoors, the IMD said.

Meanwhile, the remnant of the above system after landfall is likely to emerge as a low-pressure area over the southeast Arabian Sea around November 17. Weather experts say there would be a series of low forming over Bay keeping rest of November month active.
