கடந்த, 2000, பிப்., 2ல் பிளசன்ட் ஸ்டே ஓட்டல் வழக்கில், அப்போதைய முதல்வர் ஜெயலலிதாவுக்கு சிறப்பு நீதிமன்றம், ஓராண்டு சிறை தண்டனை விதித்தது. இதற்கு, எதிர்ப்பு தெரிவித்து, தர்மபுரி அருகே, இலக்கியம்பட்டியில், கோவை, தமிழ்நாடு வேளாண்மை பல்கலையைச் சேர்ந்த மாணவ - மாணவியர் வந்த பஸ் மீது, அ.தி.மு.க.,வினர் பெட்ரோல் குண்டு வீசினர்.

இதில், பஸ்சுக்குள் இருந்த கோகிலவாணி, 19, ஹேமலதா, 19, காயத்திரி, 19, ஆகிய, மூன்று மாணவியர் உடல் கருகி இறந்தனர். 18 மாணவியர், நான்கு ஆசிரியைகள் காயமடைந்தனர்.இந்த வழக்கில், அ.தி.மு.க., தர்மபுரி ஒன்றிய செயலர் நெடுஞ்செழியன், எம்.ஜி.ஆர்., மன்ற தலைவர் ரவீந்திரன், முன்னாள் ஊராட்சி தலைவர் முனியப்பன் ஆகிய மூவருக்கு, 2007ல், சேலம் செசன்சு நீதிமன்றம், துாக்கு தண்டனை விதித்தது.

மேல்முறையீட்டுக்குப்பின், 2016ல், மூவருக்கும், ஆயுள் தண்டனையாக, உச்சநீதிமன்றம் குறைத்தது. இவர்கள், வேலுார் மத்திய ஆண்கள் சிறையில், 17 ஆண்டுகளாக தண்டனை அனுபவித்து வந்தனர்.

தமிழக அரசு பரிந்துரை

இந்நிலையில், எம்.ஜி.ஆர்., நுாற்றாண்டு விழாவையொட்டி, 10 ஆண்டுகளுக்கும் மேல், சிறைகளில் உள்ள நன்னடத்தை கைதிகளை விடுதலை செய்ய, முதல்வர் பழனிசாமி உத்தரவிட்டார். இதில், பஸ் எரிப்பு வழக்கில், தண்டனை பெற்ற மூவரையும், விடுதலை செய்ய, கவர்னர் பன்வாரிலால் புரோஹித்துக்கு, தமிழக அரசு பரிந்துரை செய்தது. அவர்களை விடுவிக்க, கவர்னர் மறுத்துவிட்டார்.

இதையடுத்து, 'தர்மபுரி பஸ் எரிப்பு திட்டமிட்டு நடத்தப்பட்டது அல்ல; உணர்ச்சி வேகத்தில் நடந்தது. இதற்காக, இவர்களை நன்னடத்தை அடிப்படையில் விடுவிக்கலாம்' என, மீண்டும் கவர்னருக்கு, அரசு பரிந்துரை செய்தது.

இதையடுத்து, திட்டத்தை மாற்றிய போலீசார், மூவரையும், 10 போலீசார் பாதுகாப்புடன், கிருஷ்ணகிரி செல்லும் அரசு பஸ்சில், மதியம், 1:30 மணிக்கு அனுப்பி வைத்தனர். கிருஷ்ணகிரியில் உள்ள, அ.தி.மு.க., பிரமுகர் ஒருவர், வீட்டில் மதிய உணவு வழங்கப்பட்ட பின், அவர்கள் தர்மபுரிக்கு அழைத்துச் செல்லப்பட்டனர்.

எம்.ஜி.ஆர்., நுாற்றாண்டு விழாவையொட்டி, கைதிகள் விடுதலையாவது குறித்து, பத்திரிகையாளர்களுக்கு விபரம் தெரிவிக்கப்படும். ஆனால், மூவரின் விடுதலை குறித்து, கடைசி வரை, அதிகாரிகள் ரகசியம் காத்தனர். இதுகுறித்து கேட்க, சிறைத்துறை அதிகாரிகளை, அலைபேசியை தொடர்பு கொண்ட போது, அனைவரது அலைபேசி 'சுவிட்ச்ஆப்' ஆகியிருந்தது.

தண்டனை பெற்ற மூவரும் விடுவிக்கப்பட்டது குறித்து, காயத்ரியின் தந்தை, ஓய்வு பெற்ற கல்லுாரி முதல்வர் வெங்கடேசன் கூறியதாவது:

Wife of deceased Assistant moves HC

The Madurai Bench of the Madras High Court has allowed a petition filed by a woman who sought appointment on compassionate ground following the death of her husband.

The court was hearing the case of a woman from Ramanathapuram, whose husband was working as an Assistant at the office of the Block Development Officer in Nainarkovil in the district at the time of his death.

However, the mother of the deceased also approached the court seeking direction to deny appointment to her daughter-in-law on compassionate ground claiming that all had not been well between the couple and a suit concerning them was pending before the Family Court in Ramanathapuram. The mother of the deceased accused her daughter-in-law for the death of her son and wanted the girl child born out of wedlock of the couple to be considered for appointment on compassionate ground once she attained majority.

Justice S. Vaidyanathan observed that the court did not want to get into the allegations made by the parties and such conflicts between mother-in-law and daughter-in-law were perennial. The purpose of compassionate appointment was to ensure that there was an immediate redressal to the family in distress. The contention of the mother-in-law that the daughter-in-law should not be considered for the appointment and instead the job should be reserved for her three-year-old grandchild could not be accepted, the court said.

The government could not be allowed to keep one post vacant or reserved for 15 years. However, if the woman was considered and found to be eligible for the post, she should pay 25% of her salary after tax deduction to her mother-in-law. In case the woman decided to remarry, then the amount payable to her mother-in-law should increase to 32.33%, the court said.

The court also directed the government to consider monetary benefits to such parents who would not be eligible to take up jobs.

Anna University examinations to begin on Thursday

The semester examinations of Anna Univeristy will be conducted from November 22 for all institutions, the university officials have announced. The examinations scheduled for the affiliated colleges on November 20 were postponed.

The postponed exams will be held on December 17. However, the exams scheduled for College of Engineering, Guindy, Alagappa College of Technology, Madras Institute of Technology and School of Architecture and Planning will be held as scheduled, the Controller of Examinations said.

The Directorate of Technical Education has announced that the exams for all polytechnical colleges scheduled for November 20 will be held on November 28

Say the move to free them amounts to denial of justice

Family members and acquaintances of Kokilavani, Hemalatha and Gayathri — students of the Tamil Nadu Agricultural University (TNAU) who were charred to death when their bus was set ablaze in February 2000 — were on Monday shattered by the release of the three AIADMK functionaries responsible for the tragedy.

“This is a mockery and a murder of democracy. The rulers are misusing democracy to suit their whims and fancies,” said an emotionally charged Veerasamy, father of Kokilavani at his home in A.S. Pettai in Namakkal. “Kokila went to TNAU with lots of hopes but only her charred body returned home. Her mother could not bear the tragedy and was bedridden for 14 years till she died a year-and-half ago. The premature release of the convicts only shows there is no rule of law in the country,” he said.

‘Shattered my family’

Gayathri’s father T. Venkatesan, who resides in Poovanur near Virudhachalam in Cuddalore, said the release of the convicts has “shattered” his family and amounted to denial of justice.

“Already by commuting their death warrants, justice was rendered ineffective. Now with their release, the loss of our daughter has been belittled,” he lamented.

K. Umamaheshwari, an Associate Professor in Biotechnology at the University of Madras, whose sister Hemalatha died in the incident, said, “This is going to set a bad precedent. Any partyman can now do anything and get away with it. I feel there is not going to be any security for anyone in the country.”

‘Can never be forgiven’

“We can never forgive them. We lost our parents because of this incident and they (accused) are doing well. If there is a possibility, I will appeal against this (release),” she added.

In Coimbatore, TNAU Professor K R Latha, who was a witness to the girls being charred, said the release of the convicts “is inhuman, unpardonable and unacceptable”.

Andhra Pradesh has topped the list of states with the highest employability followed by West Bengal and Delhi while engineers continued to be the most employable, according to a nationwide skills survey.

More than 3 lakh students from 29 states and 7 UTs appeared for the work, employability and skills test conducted between July 15 and Ocober 30. The subjects on which the students were tested included English, critical thinking skill, numerical aptitude, domain knowledge, behavioural competence.

The survey showed that MBA courses have lost some of their appeal with employability dropping 3 percentage points over the last year, according to the India Skill report 2019 prepared by People Strong, Wheebox and CII in partnership with the All India Council for Technical Education, UNDP and the Association of Universities.

Rajasthan and Haryana have made it to the top 10 for states with the highest employability while Madhya Pradesh, Gujarat and Punjab dropped out of the top 10 in 2019. Among cities, Bengaluru topped the list followed by Chennai, Guntur, Lucknow, Mumbai, New Delhi, Nashik, Pune and Visakhaptanam.

Guntur and Visakhapatnam entered the top 10 cities’ list after a gap of two years. The list also features Thane and Nashik, which gained entry for the first time. “The presence of these tier 2 and tier 3 cities makes it clear that the employable talent pool is not limited to metro cities,” the report said. Female employability increased this year compared with last year, rising from 38% to 46% while male employability rose from 47% to 48%. The survey showed almost 70% of freshers expect an annual Rs 2 lakh or more as their first salary and 47% of candidates expect Rs 2.6 lakh or above as their first pay check.

The survey showed that almost 64% of employers have a positive outlook on hiring and it is expected to be 15% higher compared to last year across nine major sectors. Demand for those with skills in artificial intelligence is seen robust. The key jobs in terms of hiring potential are: artificial intelligence, design analytics, research and development. About 23% of employers plan to hire for design jobs.

The survey showed that most of the hiring would happen for lateral positions but 15% to 20% hiring would be for freshers. “Almost 40% to 50% of existing jobs which are transaction heavy would get automated. The key sectors are IT, financial services, manufacturing, transportation, packaging and shipping,” it said.

File FCRA returns, Infosys Foundation & MCC told, or else!

The home ministry has issued a show-cause notice to 1,775 organizations, including Infosys Foundation, Madras Christian College, Skoda Auto India and University of Rajasthan, for failing to submit their annual income and expenditure statement on foreign funds for six years despite repeater reminders.

The MHA warned that if they failed to submit the returns by December 1, “appropriate action” would be taken against them under the Foreign Contribution Regulation Act (FCRA).

Other organizations include Shree Siddhivinayak Ganapati Temple Trust, Mumbai; Loyola College Society, Vijayawada; Guru Harkrishan Education Society, Chandigarh; Allahabad Agricultural Institute; National Association for the Blind, Gujarat; Vivekananda Seva Sadan, West Bengal; Bombay Memons’ Education Society and Rajiv Gandhi Social Service Centre, Madurai, among others.

FCRA provides that associations registered under the Act shall submit online annual report with scanned copies of income and expenditure statement, receipts and payment account, balance sheet, etc. for every financial year within nine months of the closure of the financial year.

Such associations which do not receive foreign contribution during a particular year are also required to furnish a ‘Nil’ return for that financial year within the aforesaid period.

The home ministry said after scrutiny of records for the years 2011-12 to 2016-17, it was observed that the annual report/accounts for some of the financial years in the aforesaid period have not been found uploaded on the FCRA portal by the said associations despite the fact that one final opportunity of one month was provided to all such associations to submit the missing annual reports on May 12, 2017.

Another notice was served on April 24, 2018, to these associations. However, the associations failed to submit annual reports of the missing year(s) till date, the ministry said.

“Therefore, the said associations are directed to explain within 15 days from the date of issue of this showcause notice as to why appropriate action under the FCRA may not be initiated against them,” it said.

Contempt plea against GRH dean, health secy for delay in opening cancer centre

A contempt petition has been filed before the Madurai bench of the Madras high court against the state health secretary and the dean of Government Rajaji Hospital (GRH) for failing to implement court directions to set up the regional cancer centre in Madurai for patients from the Southern districts.

According to the petitioner, R Rajaselvan, an advocate, the authorities concerned have been stalling on the works, which began in 2013. Since the Adyar Cancer Institute is the only premier institute run by the state to treat cancer patients, in 2013, late chief minister J Jayalalithaa sanctioned Rs 3 crore to construct new buildings and set up highlyequipped modernized treatment facilities to treat cancer patients at Balarangapuram in Madurai.

The petitioner stated that the works which began in 2013 have not been completed till date despite court directions.

The petitioner pointed out that the government pleader had submitted before the court in September 2016 that the centre at Balarangapuram would be inaugurated shortly and almost 75% of the work has been completed in response to a petition moved before the court.

Since the works were not completed by six months, another petition was moved before the high court bench and when the petition came up for hearing in February last year, the dean of GRH informed the high court that the building meant for the regional cancer centre would take six months to complete.

“The time is required for the on-going work in relation to the electrical appliances. Similarly, permission has to be obtained from the Atomic Energy Regulatory Board,” the dean had submitted to the high court and sought another six months time.

However, in violation of the court directions, the works have not been completed so far, the petitioner stated and sought contempt action against the authorities concerned. The petitioner pointed out statistics which showed that the footfall of cancer patients at the GRH has increased over the years (31,726 in 2008 to 44,777 in 2015) and said that it is imperative that the centre is opened at the earliest.

It will take 15 days to restore power in the affected areas

Power minister P Thangamani on Monday said it will take not less than 15 days to restore power in villages of districts hit by Cyclone Gaja. While power has been restored in some towns in Nagapattinam, Tiruvarur and Thanjavur districts, it will take more time to do that in other areas, the minister said.

“We have restored power supply to government hospitals in the town areas of Nagapattinam, Thanjavur, Tiruvarur and Pudukottai districts. Similarly in municipal and corporation areas, we have restored power supply from 50% to 90%. Over the next few days, power will be restored fully in all town and urban limits,” assured Thangamani.

In the case of rural areas, the minister said it will take at least 10 to 15 days. “The damage is more in rural areas. We have enough workers to carry out restoration works. In addition, we are also getting workers from Andhra Pradesh and Kerala. These workers are on their way and will be allocated to Nagapattinam and Tiruvarur districts,” said the minister.

The minister reassured that there is no shortage of any material. “We have enough power poles, lines and transformers. If needed, we will also get more materials and work will not stop due to shortage of materials. We are working on a war footing,” said Thangamani.

In many rural areas, people are not able to get water as there is no power. People are using the power lines to dry their clothes. “We are sure power will not be restored any soon. We used the lines to dry the clothes as there is one yet to visit our village,” said M Ramasamy of Kannukudi village in Thanjavur district.

“We need generators immediately to draw water. There is big shortage of water and we all know restoring power will take a few days,” said Mannargudi MLA T R B Raja. He said people are ready to help in clearing the roads, but they need water for drinking and cooking. Since Sunday, we are able to get fuel as fuel pumps have started working in town areas. The main demand is for generators, he said.

Meanwhile, Tangedco has allowed consumers in 9 districts to pay their bills till November 30 instead of November

25. The original deadline was November 25. Tangedco extended the deadline by five days for consumers in Nagapattinam, Tiruvarur, Thanjavur, Pudukkottai, Ramanathapuram, Dindigul, Theni and Sivaganga districts.

HC order on 80% marks for foreign med course stayed

In a reprieve to students who want to pursue MBBS abroad, the Madras high court stayed a single judge order prohibiting the Medical Council of India (MCI) and the Centre from issuing eligibility certificate to those students who score less than 80% marks in Class XII.

A division bench of Justice M Sathyanarayanan and Justice N Seshasayee passed the interim order on the appeal moved by the MCI’s board of governors. The bench also ordered notice to the Union and state health ministries, returnable by December 17.

On September 28, a single judge of the court, passing orders on a petition filed by Thamarai Selvan, held that at least 80% should be cut off for joining a medical course in a foreign country. The petitioner, who is a foreign medical degree holder, sought direction to the MCI to issue certificate of provisional registration to enable him to undergo the Compulsory Rotatory Residential Internship (CRRI) in an approved medical college-hospital in the state and subsequently issue permanent registration certificate.

The single judge had pointed out that in the past 10 years, just 15%-25% of doctors with foreign medical degrees managed to clear the mandatory Foreign Medical Graduate Examination (FMGE) conducted by the National Board of Examination (NBE) to practise in India. When students with more than 95% in the qualifying examinations are unable to get a medical college seat in India, how can candidates with 50% marks can be allowed to get admission in a foreign college, the judge wondered.

Assailing the order, the MCI moved the present appeal. When the plea came up for hearing, the council contended that the single judge passed the order without any basis, and contrary to the statute. It further submitted that without there being a challenge to the rules of the eligibility requirement for taking admission in a foreign institution, the single judge has re-legislated provisions of regulation.

Life convicts in Dharmapuri bus burning case released

Three AIADMK workers, who were serving life term at Vellore Central Prison in the Dharmapuri bus burning case, were set free on Monday under the government’s premature release scheme.

A Neduchezhiyan, G Ravindran and C Muniyappan walked out of prison around 12.15pm, an hour after the prison authorities received a communication from the state home department. “Everything happened within an hour. It was done in a discreet manner,” said a prison source.

ADGP (prisons) Ashutosh Shukla said the department received a communication from the home department regarding the release of the convicts on Monday morning.

Premature release scheme helped Dharmapuri convicts

DMK president M K Stalin questioned the state government “haste” in getting the governor’s nod for release of the three convicts. The government, he said, had not shown the same urgency in releasing the seven Rajiv Gandhi assassination case convicts, who have now been in jail for 27 years. Law minister C Ve Shanmugam, however, said the state did not see caste, religion, party and politics for recommending premature release of convicts.

On February 2, 2000, the trio torched a bus of the Tamil Nadu Agriculture University (TNAU) to vent their ire over the Supreme Court judgment against late AIADMK leader J Jayalalithaa in the Pleasant Stay hotel case. College students Kokilavani, Gayatri and Hemalatha were burned alive in the incident. The district court awarded them capital punishment on February 16, 2007. The Supreme Court, which initially confirmed the death penalty, commuted the sentence to life imprisonment in March 2016, after they filed a review plea in the court.

The government orders 2330, 2331 and 2332 dated November 18 stated that based on the recommendation of the two committees constituted for the premature release of the life convicts, the ADGP (Prisons) has sent a proposal for the premature release of the trio. “They are eligible for the premature release as they completed 10 years of actual imprisonment on the occasion (as on February 25, 2017) of the birth centenary of M G Ramachandran,” said a senior prison official quoting the GO.

தமிழ்நாடு வெதர்மேன் பதிவில் எழுதிவரும் பிரதீப் ஜான் தனது ஃபேஸ்புக் பக்கத்தில் குறிப்பிட்டுள்ளதாவது:

'' வங்கக்கடல் பகுதியில், உருவாகியுள்ள குறைந்த காற்றழுத்த தாழ்வுப்பகுதி தமிழகத்தை நோக்கி நகர வாய்ப்புள்ளது. இதன் காரணமாக, டெல்டா மாவட்டங்கள் முதல் சென்னை வரை அடுத்த 3 நாட்களுக்குக் கனமழை இருக்கும்.

'கஜா' புயலால் மழைகிடைக்கும் என எதிர்பார்த்து ஏமாற்றமடைந்த வடதமிழக மாவட்டங்களுக்கு இந்த குறைந்த காற்றழுத்த தாழ்வுப் பகுதியால் நல்ல மழைகிடைக்கும்.

டெல்டா மண்டலங்களில் கஜா புயல் பாதித்த பகுதிகளில் வரும் 19 மற்றும் 20-ம் தேதிகளில் மிக கனமழை பெய்யக்கூடும்.

இந்த குறைந்த காற்றழுத்த தாழ்வு நிலை புயலாக மாறுவதற்கான கால சாத்தியம் இல்லை. இது ஆழ்ந்த காற்றழுத்த தாழ்வு மண்டலமாக உருவாகவதற்கே அதிகமான வாய்ப்புள்ளது. இதனால் வடதமிழகத்தில் உறுதியாக நல்ல மிகச்சிறந்த மழையைக் கொடுக்கும். ஆனால், புயலாக உருவாகும் வந்திகளை நம்ப வேண்டாம்''.

காசோலை மோசடி வழக்குகளில் சிக்குபவர்களுக்கு கடும் தண்டனை வழங்கும் விதமாக புதிய சட்டத் திருத்தத்தை கொண்டு வர மத்திய அரசு திட்டமிட்டுள்ளது. அதன்படி வங்கி கணக்கில் பணம் இல்லாமல் காசோலை திரும்பி வந்தால் இரு ஆண்டுகள் சிறை அல்லது இரு மடங்கு அபராதம் அல்லது இரண்டும் விதிக்கப்படலாம் என தெரியவந்துள்ளது.

‘அரசின் திட்டப்படி ரொக்க மில்லா பரிவர்த்தனையை கையாள வசதியாக காசோலை பயன்பாட் டினை ஊக்குவிக்க வேண்டும். ஆனால் காசோலை பரிவர்த்தனை களில் பெருமளவு மோசடி நடை பெறுகிறது. எனவே அதை உரிய முறையில் பயன்படுத்த முடியாத நிலை நீடிக்கிறது’ என வியாபாரிகள் மத்திய அரசிடம் தெரிவித்துள்ளனர். காசோலை மோசடியால் பாதிக்கப் பட்டோர் நீதிமன்றங்களில் வழக்கு தொடர்ந்து பணம் வாங்குவதும் கடினமாக இருப்பதாக தெரிவித் துள்ளனர்.

இதைத் தொடர்ந்து காசோலை மோசடி சட்டத்தில் திருத்தம் கொண்டு வர மத்திய அரசு பரிசீ லித்து வருவதாக கூறப்படுகிறது.

இது குறித்து மத்திய அரசு உயரதிகாரி ஒருவர் கூறும்போது, ‘‘காசோலை மோசடி வழக்குகளில் சிக்குவோருக்கு கடும் தண்டனை விதிக்கும் வகையிலான பல்வேறு திட்டங்களை மத்திய அரசு பரிசீ லித்து வருகிறது. இது தொடர்பான முடிவு விரைவில் எடுக்கப்படும். ரொக்கமில்லா பரிவர்த்தனையை ஊக்குவிக்கும் வகையில் இத் தகைய கடுமையான விதிகளை கொண்டு வர திட்டமிடப்பட்டுள் ளது’’ என்றார்.

தற்போதுள்ள சட்டத்தின்படி காசோலை மோசடி வழக்குகளில் சிக்குபவர்களுக்கு உடனடியாக ஜாமீன் கிடைத்துவிடும். ஆனால் புதிய சட்டத் திருத்தத்தில் ஜாமீனில் வெளி வர முடியாத அளவுக்கு விதி களை கொண்டு வர மத்திய அரசு திட்டமிட்டிருப்பதாக கூறப்படுகிறது.

மேலும் வங்கி கணக்கில் பணம் இல்லாமல் காசோலை திரும்பி வந்தால் ஒரு மாதம் அவகாசம் அளித்து இரு தரப்புக்கும் இடையே பிரச்சினையை பேசித் தீர்த்துக் கொள்ள வாய்ப்பு வழங்கப்படும். இதிலும் பிரச்சினை தீராவிட்டால் அடுத்த கட்டமாக காசோலை வழங்கியவருக்கு சிறை தண்டனை விதிக்கப்படலாம்.

இந்த புதிய சட்டத் திருத்தத்தை வரும் பட்ஜெட் கூட்டத் தொடரில் கொண்டு வர மத்திய அரசு திட்டமிட்டிருப்பதாக தெரியவந்துள்ளது.

இந்தியாவில் 18 லட்சத்துக்கு மேற்பட்ட காசோலை மோசடி வழக்குகள் நிலுவையில் உள்ளன. இதில் 38,000 வழக்குகள் உயர் நீதிமன்றங்களில் உள்ளன. இதில் பெரும்பாலான வழக்குகள் 5 வரு டங்களுக்கு மேலாக நிலுவையில் இருப்பவை. மஹாராஷ்டிரா, குஜ ராத் மற்றும் ராஜஸ்தான் மாநிலங் களில் தான் அதிக அளவில் காசோலை மோசடி வழக்குகள் பதிவாகி உள்ளன என்பது குறிப்பிடத்தக்கது.

கைப்பற்றப்பட்ட இறைச்சியை சோதிக்கும் அதிகாரிகள்

ராஜஸ்தான் மாநிலத்திலிருந்து சென்னை ஹோட்டல்களுக்கு கொண்டு வரப்பட்ட நான்கு நாட்கள் ஆன இறைச்சியை உணவுப் பாதுகாப்புத் துறை அதிகாரிகள் பறிமுதல் செய்துள்ளனர். அவை நாய் இறைச்சியைப் போல உள்ளதாக முதற்கட்ட ஆய்வில் தெரியவந்துள்ளது.

சென்னையில் லட்சக்கணக்கான வெளிமாநில, வெளிமாவட்ட இளைஞர்கள் தங்கி வேலை பார்க்கின்றனர், படிக்கின்றனர். இவர்களில் பெரும்பாலானோர் ஹோட்டலில்தான் சாப்பிடுகின்றனர். மேலும், ஹோட்டல்களில் சாப்பிடும் மோகம் சமீபகாலமாக சென்னையில் அதிகரித்து வருகிறது.

அதிலும் அசைவப் பிரியர்கள் அதிக எண்ணிக்கையில் அதிகரித்து வருகின்றனர். விரைவு உணவு, ரெஸ்டாரன்டுகள், மல்டி குசின்கள், பஃபே உணவகங்கள், பிரியாணி சென்டர்கள் என பல பேர்களில் பல வடிவங்களில் அசைவ உணவுகள், பிரியாணிகள் சென்னையில் விற்கப்படுகிறது.

சாதாரண மக்கள் சாலையோர உணவகங்களுக்கும், ஓரளவு பொருளாதாரம் உள்ளவர்கள் அதற்கென உள்ள ஹோட்டல்களுக்கும் செல்கின்றனர். இவர்களுக்கு தரமான உணவு கிடைக்கிறதா என்றால் அது கேள்விக்குறியே?

சாதாரண வருமானம் உள்ள லட்சக்கணக்கான வாடிக்கையாளர்களை நம்பி இயங்கும் உணவகங்கள் கொள்ளை லாபம் அடிக்க உதவுவது வடமாநிலங்களிலிருந்து கொண்டுவரப்படும் பதப்படுத்தப்படாத, கெட்டுப்போன, கன்றுக்குட்டி, நாய் உள்ளிட்ட செத்துப்போன விலங்குகளின் இறைச்சியே.

சென்னைக்கு ரயில் மூலம், கண்டெய்னர் மூலம் வரும் இறைச்சி எப்போதாவது கைப்பற்றப்பட்டு அழிக்கப்படுகிறது. ஆனால் குற்றவாளிகள் கைது செய்யப்படுவதில்லை. இதனால் இந்தச் செயல் மீண்டும் மீண்டும் தொடர்கிறது. இன்று எழும்பூர் ரயில் நிலையத்தில் இதேபோன்றதொரு சோதனையில் 2000 கிலோ நாள்பட்ட இறைச்சியை உணவுப் பாதுகாப்பு அதிகாரிகள் கைப்பற்றியுள்ளனர்.

சென்னைக்கு ராஜஸ்தான் மாநிலம் ஜோத்பூரிலிருந்து எழும்பூர் வந்து இங்கிருந்து மன்னார்குடி செல்லும் மன்னார்குடி எக்ஸ்பிரஸ் இன்று காலை 10.45 மணிக்கு 5-வது நடைமேடைக்கு வந்தது. அப்போது அங்கு சென்னையில் உள்ள ஹோட்டல்களுக்கு சப்ளை செய்ய அனுப்பப்பட்டிருந்த 20 பெட்டிகளில் வைக்கப்பட்டிருந்த இறைச்சியை உணவுப் பாதுகாப்பு அதிகாரிகள் கைப்பற்றினர்.

உணவுப் பாதுகாப்புச் சட்டப்படி எந்த ஒரு பொருளையும் நேரடியாக குளிர்வித்து பயன்படுத்தவோ, எடுத்துச் செல்லவோ கூடாது. ஆனால் 20 பெட்டிகளிலும் நாட்பட்ட இறைச்சிகளில் ஐஸ் கட்டிகளைப் போட்டு தெர்மோகோல் பெட்டிகளில் அடைத்து அனுப்பப்பட்டிருந்தது.

ஜோத்பூரிலிருந்து கடந்த 14-ம் தேதி அனுப்பப்பட்ட இறைச்சி 3 நாட்களாக பயணித்து 4-ம் நாள் சென்னைக்கு வந்துள்ளது. இவை பயன்படுத்த உகந்ததல்ல என்பதும், மோசமாகப் பராமரிக்கப்பட்டதால் கெட்டுப்போயிருந்ததும் கண்டுபிடிக்கப்பட்டது.

ரயில்வே ஸ்டேஷனுக்கு வந்த உணவுப் பாதுகாப்பு அதிகாரிகள் அவற்றை ஆய்வு செய்தனர். அவை ஒவ்வொரு பெட்டியிலும் தோல் உரிக்கப்பட்ட, இரண்டு மூன்று துண்டுகளாக வெட்டப்பட்ட நாய் இறைச்சி போன்று இருந்தது. உடனடியாக மாநகராட்சி சுகாதாரத்துறை அதிகாரிகளும் வரவழைக்கப்பட்டனர்.


இறைச்சியைச் சோதிக்க கால்நடைத்துறை மருத்துவர்களும் வரவழைக்கப்பட்டனர். முதற்கட்ட சோதனையில் அவை ஆட்டின் இறைச்சி போல் இல்லை எனத் தெரியவந்தது. ஆட்டின் தொடைகள் அகலம், நாய்களின் தொடைகளின் அகலமும் வேறுபடும். அதேபோன்று ஆட்டுக்கு வால் சிறியதாக இருக்கும். ஆனால் கைப்பற்றப்பட்ட அனைத்து இறைச்சியிலும் வால் ஒரு அடி நீளத்துக்கும் மேல் உள்ளது. ஆகவே இவை நாய்களின் இறைச்சியாக இருக்கலாம் எனக் கருதுகின்றனர்.

அடுத்தகட்ட சோதனைக்காக இறைச்சியின் மாதிரியை கால்நடை மருத்துவர்கள் எடுத்துச் சென்றனர். பின்னர் 2 ஆயிரம் கிலோ இறைச்சியைக் கைப்பற்றிய மாந்கராட்சி சுகாதாரத்துறை அதிகாரிகள் அவற்றை கொடுங்கையூர் குப்பைக் கிடங்குக்கு கொண்டு சென்று பினாயில் ஊற்றி பின்னர் பொக்லைன் எந்திரம் மூலம் பள்ளம் தோண்டிப் புதைத்தனர்.

இறைச்சியை சென்னைக்கு யார் அனுப்பியது, யாருக்கு அனுப்பபட்டது என்ற விவரங்கள் இதுவரை தெரியவில்லை. ஜோத்பூரில் யார் இறைச்சியை அனுப்பியது என்பது குறித்து உணவுப் பாதுகாப்பு அதிகாரிகள் ஆய்வு நடத்தி வருகின்றனர்.

சென்னையில் இதுபோன்று கொண்டுவரப்படும் கெட்டுப்போன இறைச்சியைக் கட்டுப்படுத்தி உரிய சட்டம் மூலம் இவை தடுக்கப்பட வேண்டும் என்பதே அனைவரின் எதிர்பார்ப்பு.

‘கஜா’ புயல் நேற்று முன்தினம் கரையைக் கடந்த நிலையில் நாகப்பட்டினம், திருவாரூர், தஞ்சாவூர், புதுக்கோட்டை, திண்டுக்கல், திருச்சிராப்பள்ளி, சிவகங்கை, ராமநாதபுரம், கரூர், கடலூர் உள்ளிட்ட மாவட்டங்களில் வீசிய பலத்த காற்றினாலும், பெய்த கன மழையினாலும் பெரும் பாதிப்புகள் ஏற்பட்டுள்ளன.

இந்நிலையில் புயலால் அதிகம் பாதிக்கப்பட்ட இடங்களில் சீரமைப்புப் பணிகள் நடந்து வருவதால் அங்குள்ள பள்ளி, கல்லூரிகளுக்கு விடுமுறை அறிவிக்கப்பட்டுள்ளது.

விடுமுறை அறிவிப்பு:

* புதுக்கோட்டை மாவட்டத்தில் உள்ள பள்ளிகள், கல்லூரிகளுக்கு திங்கட்கிழமை விடுமுறை அறிவிக்கப்பட்டுள்ளது.

* திருவாரூர் மாவட்டத்தில் திங்கட்கிழமை பள்ளிகளுக்கு மட்டும் விடுமுறை அறிவிப்பு அறிவிக்கப்பட்டுள்ளது. ஆனால், ஆசிரியர்கள் மட்டும் பள்ளிக்கு வந்து சீரமைப்புப் பணிகளை மேற்கொள்ள வேண்டும் என அறிவுறுத்தப்பட்டுள்ளது.

* தஞ்சை மாவட்டத்தில் ஒரத்தநாடு மற்றும் பட்டுக்கோட்டை கல்வி மாவட்டங்களில் உள்ள பள்ளிகளுக்கு திங்கட்கிழமை விடுமுறை அறிவிக்கப்பட்டுள்ளது.

* நாகை வருவாய் கோட்டத்தில் உள்ள பள்ளி, கல்லூரிகளுக்கு திங்கட்கிழமை விடுமுறை அறிவிக்கப்பட்டுள்ளது.

* மயிலாடுதுறை கோட்டத்தில் பாதிப்பைப் பொறுத்து பள்ளிகளுக்கு விடுமுறை அளிப்பது குறித்து தலைமை ஆசிரியர்கள் முடிவெடுக்கலாம் என அறிவிக்கப்பட்டுள்ளது.

மருத்துவ அறிவியல் வளர்ச்சி அதிகரித்திருக்கும் நிலையில் நோயாளிகளின் எண்ணிக்கை குறைந்திருக்க வேண்டும். ஆனால், அதற்கு மாறாக அவர்களின் எண்ணிக்கை அதிகரித்துள்ளது.

முற்காலத்தில் வாழ்ந்த நம் முன்னோர் சுகாதாரமான காற்றை சுவாசித்தார்கள். சுத்தமான தண்ணீரைக் குடித்தார்கள். சத்தான உணவுகளை உண்டார்கள். அதனால் ஆரோக்கியமாக வாழ்ந்தார்கள். ஆனால், நாமோ இன்று அசுத்தமான காற்றை சுவாசித்து, சுத்தமில்லாத தண்ணீரைக் குடித்து, சத்தற்ற உணவை உட்கொள்கிறோம். அதனால்தான் மருத்துவ அறிவியல் வளர்ந்தும் ஆரோக்கியமற்று வாழ்கிறோம்.
நோயற்ற வாழ்வு என்பது சொர்க்க வாழ்வாகும். அது ஒரு சிலருக்கே வாய்க்கிறது. பெரும்பாலானோர் ஏதாவது ஒரு நோய்க்கு ஆளாகின்றனர்.
நாம் நெடுநாள் உயிர் வாழ முதலில் நம் உடல் வலிமையுடன் இருக்க வேண்டும். உடலை வளர்ப்பதென்பது உயிரை வளர்ப்பதற்கு ஒப்பானது. இதைத்தான் திருமூலர், "உடம்பை வளர்த்தேன் உயிர் வளர்த்தேனே' என்று கூறுகிறார். 

 
இன்றைய காலகட்டத்தில் உடல் நலத்தைப் பாதிக்கும் சில நோய்கள் குறித்து அறிந்து கொள்வது அவசியம். சில நோய்களின் பாதிப்புக்கு நாம் உண்ணும் உணவு காரணமாகிறது. வேறு சில நோய்களுக்குக் காரணம் நமது முறையற்ற பழக்கங்களாகும்.

முந்தைய காலங்களில் மலேரியா, பெரியம்மை, காசநோய், போலியோ போன்ற நோய்கள் பரவலாக இருந்தது. இப்போது அவை அநேகமாக ஒழிக்கப்பட்டுவிட்டன.

தற்போது, சர்க்ரை நோய், இருதய நோய், கல்லீரல், நுரையீரல் பாதிப்புகளால் உயிரிழப்பவர்களின் எண்ணிக்கை அதிகரித்து வருகிறது.
தொற்று நோய் காரணமாகவும் ஆண்டுதோறும் ஏராளமானோர் உயிரிழந்து வருவது குறிப்பிடத்தக்கது. அது மட்டுமல்ல, இந்தியாவில் "மலேரியா', "டெங்கு', "ஃபைலேரியா', "சிக்குன் குனியா' போன்ற கொசுக்கடி தொடர்பான நோய்களால் பாதிக்கப்பட்டு ஆண்டுதோறும் ஆயிரக்கணக்கானோர் பலியாகின்றனர். 

 
பருவ நிலை மாற்றம், அதிகரித்த கொசு உற்பத்தி போன்ற காரணங்களால் டெங்கு, வைரஸ் காய்ச்சல், பன்றிக் காய்ச்சல் உள்ளிட்டவற்றால் ஏற்படும் பாதிப்பு அதிகரித்து வருகிறது. இவற்றை தவிர, என்ன காரணம் என்று கண்டுபிடிக்க முடியாத காய்ச்சளுக்கு "மர்மக் காய்ச்சல்' என்று பெயரிட்டு விடுகிறார்கள்.

இவ்வித நோய்கள் பெரும்பாலும் சிறுவர்களையும், முதியவர்களையுமே அதிக அளவில் தாக்குகின்றன. காரணம், அவர்கள் நோயின் தாக்கத்துக்கு ஈடுகொடுக்கக் கூடிய அளவுக்கு உடல் திறனோ, நோய் எதிர்ப்பு சக்தியோ உள்ளவர்களாக இருப்பதில்லை.

டெங்கு காய்ச்சல் "ஏடிஸ் எஜிப்டி' என்ற பிரிவைச் சேர்ந்த டெங்கு தொற்று உள்ள பெண் கொசுவின் மூலம் பரவுகிறது. 

டெங்குவால் பாதிக்கப்பட்ட ஒருவரைக் கடித்த கொசு, பாதிப்பு இல்லாத ஒருவரைக் கடிக்கும்போது அவருக்கு டெங்கு பரவும். மற்றபடி, தண்ணீர், காற்று, எச்சில், இருமல், தும்மல், தொடுதல் மூலம் இந்தக் கிருமி பரவுவது இல்லை. மனிதனிடம் இருந்து மனிதனுக்கு இது நேரடியாகப் பரவாது.
இந்நோய்க்குத் தடுப்பு ஊசியோ மருந்தோ எதுவும் இதுவரை கண்டுபிடிக்கப்படவில்லை. ஆரம்ப நிலையிலேயே கண்டறிந்து சிகிச்சை எடுப்பதன் மூலம் மட்டுமே உயிர் இழப்பைத் தடுக்க முடியும்.
பன்றிக் காய்ச்சல் ஆரம்பத்தில் பன்றியில் இருந்து பன்றிக்கு பரவி வந்தது. நாளடைவில் பன்றிகளிடமிருந்து மனிதர்களுக்கு பரவத் தொடங்கியது. அதன்பிறகு, மனிதர்களிடமிருந்து மனிதர்களுக்கு பரவி வருகிறது. பன்றிகள் மூலமாக மனிதர்களுக்கு இந்த காய்ச்சல் பரவுவதில்லை.
தற்போது, "எச்1 என்1 இன்ஃப்ளுயன்சா' வைரஸ் கிருமிகளால் பன்றிக் காய்ச்சல் பரவுகிறது. மருத்துவர்களின் ஆலோசனைப்படி மாத்திரை உட்கொண்டால் இந்த காய்ச்சல் குணமாகிவிடும் என்பது மருத்துவர்களின் அறிவுறுத்தலாகும்.

நிகழாண்டு, வடகிழக்குப் பருவமழை தொடங்குவதற்கு முன்பாகவே தமிழகத்தில் சிக்குன் குனியா, டெங்கு, பன்றிக் காய்ச்சல் மற்றும் வைரஸ் காய்ச்சல்களின் தாக்கம் தொடங்கிவிட்டன. இதனால் பலி எண்ணிக்கையும் அதிகரித்து வருகிறது.

தேசிய அளவில் சுகாதாரத்துறையில் முன்னோடி மாநிலமும், பொது சுகாதாரச் சட்டத்தை அமல்படுத்திய முதல் மாநிலமும் தமிழகம்தான். இருந்தபோதிலும் டெங்கு, பன்றிக் காய்ச்சல் உள்ளிட்ட காய்ச்சல்களைக் கட்டுப்படுத்துவதில் அனைவரும் ஒருங்கிணைந்து செயல்பட வேண்டியது அவசியமாகிறது.

சுகாதாரத்தை நாம் வசிக்கும் இடத்திலிருந்து தொடங்க வேண்டும். சுகாதாரம், தூய்மை குறித்த விழிப்புணர்வு நம்மிடையே வளர்ந்துவிட்டால் நோய் வராமல் காத்துக்கொள்ளலாம். ஏனெனில், நோய் வந்த பின்பு சிகிச்சைக்கு செல்வதைவிட, முன்பே அதனைத் தடுப்பதே சிறந்தது.
மருத்துவத் துறையின் முக்கியப் பொறுப்பு தொற்று நோய்கள் பரவாமல் தடுப்பது; மாறும் சீதோஷ்ண நிலைக்கு ஏற்றவாறு வரக்கூடிய நோய்கள் வராமல் தடுப்பது; நோயாளிகளுக்கு தரமான சிகிச்சை அளிப்பது. இவை எல்லாவற்றுக்கும் மேலாக வருமுன் காப்பது. 

சமச்சீரான உணவை உண்பது, உடற்பயிற்சியைத் தவறாமல் செய்வது, வாரம் ஒருநாள் முழுமையாக ஓய்வெடுப்பது, எந்த சூழ்நிலையிலும் மன அழுத்தத்துக்கு இடம் கொடுக்காமல் இருப்பது போன்ற சில விதிகளை கடைப்பிடித்தால் நோயின்றி வாழலாம்.

ஜனநாயக தமிழ்நாடு அரசு டாக்டர்கள் சங்க மாநில செயற்குழு கூட்டம் நேற்று சேலம் அரசு ஆஸ்பத்திரியில் நடைபெற்றது. இந்த கூட்டத்திற்கு மாநில தலைவர் பாலகிருஷ்ணன் தலைமை தாங்கி பேசினார். மாநில செயலாளர் செந்தில்குமார், பொருளாளர் கேசவன், ஒருங்கிணைப்பாளர் கண்ணன் ஆகியோர் முன்னிலை வகித்தனர். மாவட்ட தலைவர் ராஜசேகர் வரவேற்றார்.

இந்த கூட்டத்தில், அரசு ஆஸ்பத்திரியில் பணிபுரியும் டாக்டர்களுக்கு ஊதிய உயர்வு வழங்க வேண்டும். பேராசிரியர்களுக்கு பதவி உயர்வு வழங்க வேண்டும். 26 வகையான அலவன்ஸ் வழங்க வேண்டும், என்பன உள்பட பல்வேறு தீர்மானங்கள் நிறைவேற்றப்பட்டன. மேலும் கோரிக்கைகளை நிறைவேற்றக்கோரி போராட்டத்தில் ஈடுபடுவது என்ற தீர்மானமும் நிறைவேறியது.

இதில் மாவட்ட துணை தலைவர் சுரேஷ்பாபு, துணை செயலாளர் கீர்த்திவாசன் மற்றும் பல்வேறு மாவட்டங் களை சேர்ந்த சங்க நிர்வாகிகள் உள்பட பலர் கலந்து கொண்டனர்.

இதன்பின்னர் மாநில தலைவர் பாலகிருஷ்ணன் நிருபர்களுக்கு பேட்டி அளித்தார். அப்போது அவர் கூறியதாவது:- நாங்கள் 3 மாதமாக சம்பள உயர்வு கோரி பல்வேறு கட்ட போராட்டங்களை நடத்தி வருகிறோம். ஆனாலும் எந்தவிதமான சம்பள உயர்வும் கொடுக்கப்படவில்லை. பிற மாநிலங்களில் டாக்டர்களுக்கு வழங்கப்படும் சம்பள உயர்வு போல் வழங்க கோரி பொதுமக்களுக்கு பாதிப்பு இல்லாமல் போராட்டத்தில் ஈடுபட முடிவு செய்துள்ளோம்.

அதன்படி வருகிற 22-ந்தேதி மாநிலம் முழுவதும் தர்ணா போராட்டம் நடைபெறும். 26-ந்தேதி சென்னையில் ஆயிரம் டாக்டர்களுடன் போராட்டம் நடைபெறும். இன்று (திங்கட்கிழமை) முதல் கோரிக்கைகள் குறித்து டாக்டர்களிடம் கையெழுத்து பெற்று 29-ந்தேதி முதல்-அமைச்சர் எடப்பாடி பழனிசாமியை சந்தித்து மனுவாக கொடுக்க உள்ளோம். மேலும் அன்று அவசரமில்லா அறுவை சிகிச்சை தவிர்த்து போராட்டத்தில் ஈடுபடுகிறோம்.

அடுத்த மாதம் (டிசம்பர்) 4-ந்தேதி அடையாள வேலைநிறுத்த போராட்டம் நடைபெறும். டாக்டர்களின் மாத சம்பளத்தில் ரூ.500 பிடித்தம் செய்து இளம்வயதில் இறக்கும் டாக்டர்களுக்கு ரூ.1½ கோடி வழங்க வேண்டும். மேலும் நேற்று எங்களுடைய கோரிக் கை குறித்து முதல்- அமைச்சர் எடப்பாடி பழனிசாமியை சந்தித்து மனு கொடுத்தோம். இந்த மனுவை பரிசீலனை செய்வதாக முதல்-அமைச்சர் தெரிவித்தார். இவ்வாறு அவர் கூறினார்.

A senior GHMC official said District Election Officer M Dana Kishore has already issued show cause notices to the absentees before initiating disciplinary actions.

Hyderabad: The polling officers (POs) have been making beeline at the Greater Hyderabad Municipal Corporation headquarters to exempt them from the polling duty on medical grounds. Out of a total 9,000 POs appointed, 2,000 were moving pillar to post to exempt them from election duties and 800 of them did not report to their duties for whom show cause notices have been served.

A senior GHMC official said District Election Officer M Dana Kishore has already issued show cause notices to the absentees before initiating disciplinary actions.

The official further said that 2,000 polling officers have been doing rounds around the GHMC headquarters to exempt them from polling duties claiming ill health, personal problems and other issues.

He added that 80 members have been exempted and the corporation would conduct medical tests to the remaining POs and if it gives negative results, disciplinary action would be initiated against them.

Colleges can’t retain original documents: Karnataka HC

The petitioner sought HC directions to the Vijayanagara Institute of Medical Sciences in Ballari to return her original documents submitted at the time of joining.

BENGALURU: In a big relief to doctors, the Karnataka High Court has ruled that no college/university has the authority to retain original documents of any individual or students. These documents include mark sheets or degree certificates.

The petitioner, Dr T K Reshma from Hyderi Manzil in Ballari, sought High Court directions to the Vijayanagara Institute of Medical Sciences in Ballari to return her original documents submitted at the time of joining.

According to the petition, the institute retained some of Reshma’s documents on the grounds that she had given an undertaking to serve in rural areas after graduating. However, the institute has not pointed how it can retain her original documents nor has it cited any rule in the support of its actions. Taking note of it, the court said, “All the original documents relating to educational qualifications are very important to the petitioner/citizen to press his claim for employment or higher education or otherwise. To retain such documents, the authority of law is necessary and no such authority has been shown. Hence, this writ petition succeeds,” it said while issuing the direction to the institute to return the documents to petitioner.

Supplementary exams now only in June/July in Tamil Nadu

The Directorate of Government Examinations has announced that the September/October supplementary exam for Standards X, XI and XII will not be conducted from 2019.

CHENNAI: The Directorate of Government Examinations has announced that the September/October supplementary exam for Standards X, XI and XII will not be conducted from 2019. The statement cited a government order No 164 dated August 6, 2018 issued by the School Education Department.

This means that all students who do not clear their public exams in March- April should reattempt it in June/July. Currently, students who do not appear or fail in their public exams apply for instant re-exam in June/July. If they fail that as well, they re-attempt it in September/October supplementary exam.

Now, the September/ October supplementary exam has been clubbed with the instant re-exam. If students fail in their papers in June/July, they can write again only in March/April in the following year.

The decision was taken owing to shortage of teachers, said D Vasundradevi, Director of Government Examinations. Teachers are deployed on exam duty in March/ April followed by valuation of answer sheets. Then they invigilate and correct the papers in the examinations in June/July followed by the same routine for the supplementary exams in September/October.


“When teachers are always on exam duty, it disrupts regular classes,” she said adding that the June/July instant re-exam was introduced so that students do not waste an academic year. “But conducting an exam in September would be meaningless, as they cannot join next year anyway,” she said. “However, students who fail in more than one exam will be allowed to take all their supplementary exams in June/July itself,” another official from the Directorate of Government Examinations clarified.

“Teachers have to take care of term exams between all the different exams. Teachers from the science streams are also involved in taking NEET coaching classes. There is a shortage of manpower,” said a senior member of Government School Headmasters Association.

Cancelling these exams may affect marginalised students significantly, said educationalist Prince Gajendrababu. “The instant exams in June/July will only help good students who couldn’t pass or attend an exam due to last minute emergency. Students who want to pursue ITI and diploma, will sign-up for the course and then clear their papers in September/October supplementary exam,” he said.

Students who fail the June/July instant re-exam, will have to wait a year and take the exam again in March/April next year, when ITI entrance will coincide, he added. “This means they have to wait another year to take their ITI exams. Marginalised students cannot afford to not study and not work for such a long time, as their families expect them to earn soon,” he said. He added that such children will be thrown out of the education system into working.

The human resource development (HRD) ministry is considering redrawing norms for ‘deemed to be universities’ which would raise the bar for institutions to get the status and would focus more on quality of education, officials aware of the development said.

There is proposal to make entry norms for such varsities to be made more stringent and bring greater focus on monitoring quality. However, a final decision in this regard may be taken by the University Grants Commission (UGC), a senior official said.

According to the proposal, to get the deemed university status, an existing institution should have completed at least 15 years.

It is also expected that the institution would be accredited by National Assessment and Accreditation Council with a high score. In case of an institution teaching technical courses, two third of its courses are to be accredited by the National Board of Accreditation (NBA).According to a source, the new proposal also specifies that the institution is either in the top 100 of the National Institutional Ranking Framework (NIRF) or in the top 50 in any specified category at the time of the application and also in the previous two years. Another condition for the granting of the deemed university status for an institute is that it should have multi-disciplinary courses and have a high research output.

According to the proposal, the teacher student ratio also should not be less than 1:20.

“The norms suggested in the fresh proposal are much tighter than the existing norms and are expected to raise the bar for such institutes,” said another senior official.

It holds that the UGC would monitor performance and academic outcomes of all deemed to be universities on an annual basis.Among the performance criteria, it has been suggested that graduate outcomes should be such that at least 50% of them secure access to employment , self-employment or engage in higher education, it is learnt.

Another important condition is that teacher vacancy should not exceed 10%of the sanctioned strength. It is also expected that a substantial number of students passing out of these varsities would appear and clear examinations like GATE, UGC-NET, according to the proposal.

“It is expected that the new norms, if approved, would set up a higher entry bar. However, there are also provisions which would allow more freedom to the selected institutions in terms of pedagogy and curriculum,” the official said.

Under the new norms, it has also been decided that only the best among the new deemed varsities would be allowed off-shore centres after due process, a senior official said. Under, the ‘de novo’ category new institutions offering niche courses may get the status, according to the proposed norms, a source said.

Furqan Qamar, secretary general, Association of Indian Universities, said: “Over a period of time, deemed university regulations have undergone several changes. Any step to improve their quality is welcome. However, it has to be seen that autonomy is encouraged...”

அரசியல் கட்சித் தலைவர்கள் பலர் ஊடகங்களுக்குப் பேட்டி அளிக்கும்போது, உணர்ச்சி வேகத்தில் ஏதாவது சொல்லிவிட்டுப் பின்னர் அதனை மறுப்பதைப் பார்க்கின்றோம். நிலைமை முற்றினால் வேறு வழியின்றி வருத்தமோ மன்னிப்போ தெரிவித்துவிட்டு, பிரச்னையிலிருந்து தங்களை அவர்கள் விடுவித்துக் கொள்ளவும் செய்கிறார்கள்.
ஆனால், எப்போதாவது தங்கள் மீது விழும் ஊடக வெளிச்சத்திற்காக ஏங்கும் சாதாரண மக்களில் ஒரு சிலர் எக்குத் தப்பாக எதையாவது செய்துவிட்டுப் பிறகு மீள முடியாமல் தவிக்கிறார்கள்.

கடந்த ஏப்ரல் மாதத்தில், காவிரிப் பிரச்னை தொடர்பான போராட்டங்கள் உச்சத்தில் இருந்தபோது இவ்வருடத்திய ஐ.பி.எல். கிரிக்கெட் பந்தயங்கள் தொடங்கின. காவிரிப் பிரச்னையில் மத்திய அரசின் கவனத்தை ஈர்க்கும் விதமாக, சென்னை சேப்பாக்கம் கிரிக்கெட் மைதானத்தில் நடந்த ஐ.பி.எல். பந்தயத்தைத் தடைசெய்யக் கோரி பெரும் போராட்டம் நடந்தது.
அப்போது, தொழில்முறை குத்துச் சண்டை வீரரைப் போல் தோற்றமளித்த ஓர் இளைஞர், காவலர் ஒருவரை திடீரென்று சரமாரியாகத் தாக்கிய காணொளி ஊடகங்களில் வெளியாகி, பரபரப்பை ஏற்படுத்தியது.
தாக்குதலில் காயமடைந்த அக்காவலர் நிலைகுலைந்து விழுந்தவுடன், சட்டென்று அவ்விளைஞர் கூட்டத்தில் புகுந்து மின்னல் வேகத்தில் மறைந்துவிட்டார். காவல் துறையினரால் தீவிரமாகத் தேடப்பட்ட அந்த இளைஞர் சில வாரங்கள் தலைமறைவாக இருந்துவிட்டுப் பின்னர் பிடிபட்டார்.

இன்னொரு காட்சி: சமீபத்தில் வெளிவந்து சர்ச்சைக்குள்ளான திரைப்படத்தின் விளம்பரப் பதாகைகள், அப்படத்தை எதிர்த்த அரசியல் கட்சியினரால் ஆங்காங்கே கிழிக்கப் பட்டன. சர்ச்சைக்குரிய சில காட்சிகள் நீக்கப்பட வேண்டுமென்று கோரிக்கை விடுக்கப்பட்டது.
அந்தத் திரைப்படத்தின் தயாரிப்பளர்களும், அதனை எதிர்த்த கட்சியினரும் அரசியலில் எதிரெதிர் முகாம்களைச் சேர்ந்தவர்கள்தாம். ஆனாலும், இருதரப்பும் பேச்சுவார்த்தையில் ஈடுபட்டதில் சர்ச்சைக்குரிய பகுதிகளை நீக்குவதாக உடன்படிக்கையும் ஏற்பட்டுவிட்டது.

ஆனால், அத்திரைப்படத்தில் நடித்த கதாநாயகனின் ரசிகர்கள் என்று கூறிக்கொள்ளும் இளைஞர்கள் இருவர், தங்கள் அபிமான நடிகர் நடித்த படத்தின் பதாகைகளைக் கிழித்தவர்களை எச்சரிக்கும் விதமாகக் கையில் கத்தியை வைத்துக்கொண்டு எச்சரிக்கும் காணொளியை சமூக ஊடகங்களில் வெளியிட்டதைத் தொடர்ந்து ஒரு பரபரப்பு உண்டானது. தற்போது அந்த இளைஞர்கள் தேடப்படும் குற்றவாளிகளாகி விட்டனர்.
வேறொரு காட்சி: தென்மாவட்டம் ஒன்றைச் சேர்ந்த ஒருவர், கடந்த செப்டம்பர் மாதத்தில், தன்னுடைய அண்ணனுக்குச் சிறையில் நேர்ந்த அனுபவங்களால் ஆத்திரமடைந்து, சிறைக் கண்காணிப்பாளருக்கும், காவல் ஆய்வாளர் ஒருவருக்கும் (இருவரும் பெண்கள்) மிரட்டல் விடும் குரல் பதிவைச் சமூக ஊடகங்களில் வெளியிட்டார். 

காவல் துறைக்கே சவால்விடும் அளவுக்குப் பெரிய ஆள் போலிருக்கிறது என்று அவரைப் பற்றிப் பலரும் நினைத்துக் கொண்டிருக்க, மிரட்டல் விடுத்த ஓரிரு நாளிலேயே பிடிபட்டார் அந்த நபர்.

மேற்கண்ட நிகழ்வுகளுக்குச் சற்றும் குறைவில்லாத வகையில் சென்னை மாநகரில், ரயில் மற்றும் பேருந்துகளில் கல்லூரி மாணவர்கள் சிலர் பட்டாக் கத்திகளுடன் அவ்வப்போது உலா வந்து பொதுமக்களைக் கலவரப்படுத்துவது வழக்கமாகியுள்ளது.

தங்களின் வீரசாகசத்தைக் கைப்படமாகவும் (செல்ஃபி), காணொளியாகவும் எடுத்துப் பதிவு செய்து அவர்கள் மகிழவும் செய்கிறார்கள்; காவல் துறையினரிடம் பிடிபடவும் செய்கிறார்கள். 

மேற்படி சாகசங்களைச் செய்வதன் மூலம் ஊடக வெளிச்சம் தங்கள் மேல் விழுவதை ரசிக்கின்ற மனோபாவமே இவர்களை இப்படிச் செய்யத் தூண்டுகின்றது.

ஆனால், அந்த ஊடக வெளிச்சம் இவர்கள் மேல் விழுவது சிறிது நேரமே என்பதையும், அந்த வெளிச்சத்தினால் சமூக விரோதிகள் என்ற எதிர்மறைப் பெயர்தான் இவர்களுக்குக் கிடைக்கும் என்பதையும் இவர்கள் மறந்து விடுகிறார்கள். 

இவை மட்டுமா? ஊடகத்துறையினர் முன்பு, எதையாவது ஆட்சேபகரமாகப் பேசிவிட்டுத் தப்பித்துக் கொள்ளும் அரசியல் கட்சியினர் போல் தங்களால் தப்பித்துவிட முடியாது என்பதையும் இவர்கள் புரிந்து கொள்வதில்லை.
ஐ.பி.எல். பந்தயத்தின்போது காவலரைத் தாக்கிய இளைஞர் எந்தக் கட்சியைச் சார்ந்தவர் என்று கூறப்பட்டதோ, அந்தக் கட்சித் தலைமையே, அவர் தங்கள் கட்சிக்காரர் இல்லை என்று கூறிவிட்டது. 

அந்த இளைஞர் மட்டுமன்றி, தங்களின் அபிமான நடிகருக்காகக் கத்தியைத் தூக்கிய ரசிகர்கள், காவல் துறையினருக்கு மிரட்டல் விடுத்த நபர் மற்றும் பேருந்து, ரயில் பயணத்தின்போது பட்டாக் கத்தியைச் சுழற்றிய மாணவர்கள் அனைவருக்குமே அவர்கள் மீது போடப்பட்டிருக்கும் வழக்குகளை எதிர்கொள்ளவே இனி நேரம் போதாது. அவர்களது குடும்பத்தினர் மட்டுமன்றி, உறவினர்கள், நண்பர்கள், பொதுமக்கள் எல்லாருமே அவர்களைச் சமூக விரோதிகளாகவே பார்ப்பார்கள்.
ஏதோ பெரிய சாதனை புரிவதாக நினைத்துக்கொண்டு, ஊடக வெளியில் அசட்டுத் துணிச்சலுடன் சில சாகசங்களைச் செய்யத் துணிந்த இவர்கள் அனைவரும் தங்கள் செயலை எண்ணிக் காலமெல்லாம் வருந்த வேண்டியிருக்கும்.

சமுதாய முன்னேற்றத்திற்கும், தேசத்தின் வளர்ச்சிக்கும் துணை புரியும் சாதனையாளர்களின் மீது புகழ் வெளிச்சம் தானாகவே பரவும். இதுவன்றி, ஊடக வெளிச்சத்திற்கு ஆசைப்பட்டுச் செய்யப்படும் செயல்கள் எதிர்மறைப் பயனையே கொடுக்கும் என்பதை இன்றைய இளைய சமுதாயத்தினர் உணர்ந்துகொள்ள வேண்டும்.

முறியக்கூடாத உறவுகள்

திருமணம் என்பது ஆயிரம் காலத்துப் பயிர் என்று சொல்வார்கள். இன்று மின்னணு காலத்தில் திருமணம் மின்னல் வேகத்தில் நடந்து முடிந்து, அதே வேகத்தில் முறிந்தும் விடுகிறது. ஆணாகட்டும், பெண்ணாகட்டும் பொறுமை என்பது மருந்துக்கும் கிடையாது. திருமணம் நடந்த வீடுகளுக்கென்றே உரித்தான மலர்கள் மற்றும் சாப்பாடு வகைகளின் மணம் மறைவதற்குள், சில திருமண உறவுகள் தடயம் இன்றி அழிந்து விடுகின்றன.
திருமணங்கள் முறிக்கப்படுவதற்குப் பெரிதான காரணங்கள் என்னென்ன என்று பார்த்தால், ஓரிரண்டு தம்பதிகளைத் தவிர மற்றவர்களுக்கு உருப்படியாக ஒரு காரணமும் இருப்பதில்லை. நான், இது போன்ற காரணங்களுக்குத் தீர்வுகாண முற்படும் சமயங்களில், சேர்ந்து வாழ்வதே நல்லது என்ற ரீதியில் சம்பந்தப்பட்ட பெண்களுடன் பேசும் சந்தர்ப்பங்கள் ஏற்பட்டதுண்டு.

இரண்டு, மூன்று சந்திப்புகள், ஆலோசனைகளுக்குப் பிறகு அவர்கள் முடிவில் சிறிது தளர்வு இருப்பது போல் தோன்றினாலும், அவர்களுடைய பெற்றோர் பிடிவாதமாக ஒத்துக்கொள்ள மாட்டார்கள். 

இரு தரப்பிலும் சிறு, சிறு குறைகள் இருக்கும். ஒருவர் கொஞ்சம் விட்டுக்கொடுத்தாலே பிரிவு வரை போவதற்கு அவசியம் இருக்காது. குறைகளைக் காரணமாகக் கூறி பிரிவு கோரும் தம்பதிகள், ஒருவருக்கொருவர் இருக்கும் நிறைகளை எண்ணிப்பார்ப்பதில்லை. யாரிடம்தான் குறைகள் இல்லை. மனிதர்கள் குறைகளும், நிறைகளும் கலந்த கலப்பினம்தான். 

வெளிப்பார்வைக்குப் பெண்களுக்குதான் ஏதோ அநீதி இழைக்கப்படுவதாகத் தோன்றினாலும், பாதிக்கப்படும் ஆண்களின் எண்ணிக்கையும் அதிகரித்து வருவதைப் பார்க்க நேரிடுகிறது.
அதே நேரத்தில் திருமண வாழ்க்கைக்குத் தகுதியில்லாத ஆண்களை, தெரியாமல் மணந்துகொண்டு, அதனால், மிகக் குறுகிய காலத்தில் கணவனைப் பிரிந்து வாழும் தங்கள் மகள்களின், மறுமணத்திற்காக விண்ணப்பம் அளிக்க வரும் பெற்றோரின்எண்ணிக்கை அதிகரித்து வருவதாக திருமணத் தகவல் மையத்தின் பொறுப்பாளர் ஒருவர் கூறினார்.
அப்படிப்பட்ட ஆண்கள் அல்லது மகனின் குறை பற்றித் தெரியும் பெற்றோர், பெண்களின் வாழ்க்கையை வீணடித்து விடக்கூடாது என்பது பெண்களைப் பெற்றவர்களின் ஆதங்கமாக இருக்கிறது. 

பொதுவாகக் கணவன் குடித்தாலும், அடித்தாலும் பொறுத்துக் கொள்ளும் பெண்களுக்குத் தவறான தொடர்பில் இருக்கும் கணவனை சகித்துக் கொள்வது மட்டும் முடியாத காரியம். அத்துடன் தங்கள் பிள்ளைகளும் கெட்டுப் போகலாம் என்று கூறி மணவிலக்கு கோரும் பெண்களும் உண்டு.
இதே காரணத்தைக் கூறும் ஆண்களும் உண்டு. குடும்பம், பிள்ளைகளைப் பற்றிக் கவலைப்படாதவர்கள் சட்டத்திற்குப் பயந்தாவது தவறான தொடர்பினைப் பற்றி சிந்திக்காமல் இருந்தார்கள். சட்டமே இப்போது அனுமதி அளித்துவிட்டதால் கணவனோ, மனைவியோ சட்டத்தைக் காட்டி ஒருவரையொருவர் மிரட்ட முடியாத சூழல் இன்று ஏற்பட்டுவிட்டது.
என்ன காரணத்திற்காகப் பிரிந்தாலும் குடும்ப அமைப்பே சிதைந்து போய் விடும் என்பதில் எள்ளளவும் சந்தேகம் இல்லை. குழந்தை(களைப்) பெற்றவர்கள், கணவருடன்/ மனைவியுடன் இல்லை; பிரிந்து விட்டோம் என்று சொல்வது அவர்களுக்கு வேண்டுமானால் எளிதாக இருக்கலாம். ஆனால், தாயுடனோ அல்லது தந்தையுடனோ மட்டும் வாழும் குழந்தைகள் அதனை வெளியுலகில் சொல்வதற்கு மிகவும் வேதனைப்படுவார்கள்.
தங்கள் வயதையொத்த குழந்தைகள் தாய் - தந்தையருடன் வசிப்பதைப் பார்க்கும்போது அவர்களின் கண்கள் ஏக்கத்தை வெளிப்படுத்துவதை அவர்களின் ஆசிரியர்கள் புரிந்து கொள்கிறார்கள். உடன் படிக்கும் மாணவர்கள் சிலர் உனக்கு ஏன் அப்பா / அம்மா மட்டும் இருக்கிறார்கள்? என்ற கேள்வியை அவர்களைக் காயப்படுத்தும் ஆயுதமாகப் பயன்படுத்துகிறார்கள்.

இதனால் நொந்து போகும் பிஞ்சுகளின் மனதை, பிரிந்து வாழும் தாயாலோ, தந்தையாலோ புரிந்துகொள்ள முடியாது. சட்ட ரீதியாக மணவிலக்கு பெறாதவர்கள் தங்களின் வறட்டுப் பிடிவாதத்தால், தாங்கள் இருவரும் சேர்ந்து வாழ்வதால் குழந்தைகளுக்குக் கிடைக்கும் மகிழ்ச்சியையும், மன நிறைவையும் அவர்களுக்குத் தர மறுக்கிறார்கள்.

ஒரு சில தம்பதிகள் சட்டப்படி பிரிந்த பின், தாங்கள் எதிர்கொள்ளும் பிரச்னைகளை சமாளிக்க முடியாமல் தடுமாறி, தாங்கள் எடுத்த முடிவு தவறானதோ என்று கூட வருத்தப்படுகின்றனர். 

பிரிவது என்று முடிவெடுக்கும் தம்பதிகள் ஏதோ அவர்களுக்கு மட்டும்தான் பிரச்னைகள் என்று நினைத்துக் கொள்கிறார்கள். இணைந்து வாழும் ஒவ்வொரு வரும் சண்டை, சச்சரவுகள், மனஸ்தாபங்களைப் பொறுமையுடன் இருந்து கடந்து வந்ததால்தான் இன்று பெயரன், பெயர்த்திகள் எடுத்து நிறைவான வாழ்க்கையை வாழ்கிறார்கள்.

பொறுமையும் சகிப்புத்தன்மையும் இல்லாததால்தான் இன்றைய காலத்தில் கால்களில் சக்கரங்கள் இல்லாமல் ஓடும் இயந்திரங்கள் போல் ஆகிவிட்ட மனிதர்களுக்கு எல்லாப் பிரச்னைகளும் ஏற்படுகின்றன.
பெற்றோர்கள் தங்கள் பெண் பிள்ளைகளை, எந்தச் சிரமமும் கொடுக்காமல் வளர்ப்பதால், புகுந்த வீட்டிலும் தங்கள் பிள்ளைகள் சொகுசாக இருக்க வேண்டும் என்று விரும்புகிறார்கள். சிறு பிரச்னைகள் ஏற்பட்டாலும் தங்கள் வீட்டுக்குக் கூட்டிக்கொண்டு வந்துவிடுகிறார்கள். 

எத்தனை காலம் அப்படி அவர்களைப் பராமரிக்க முடியும் என்பதையும், தங்கள் மறைவிற்குப் பிறகு அவர்களின் கதி என்னவாகும் என்பதைப் பற்றியும் சிந்தித்துப் பார்ப்பதில்லை.

எனவே, திருமண ஆலோசனை மையங்கள் ஏற்படுத்தி, அதன் மூலம் திருமணத்திற்கு முன், பெண்பிள்ளைகளுக்கு மட்டுமின்றி, அவர்களின் பெற்றோர்களுக்கும் ஆலோசனைகள் வழங்குவதால் திருமண முறிவுகளைக் குறைக்க முடியும்.

விழாமல் காக்கும் விழாக்கள்

தீபாவளி என்றாலே புத்தாடையும், பட்டாசும்தான் நினைவுக்கு வரும். இந்நிலையில், தீபாவளி நாளில் காற்று மாசு அதிகரிப்பதால் பட்டாசு வெடிக்கத் தடை விதிக்க வேண்டும் என்று கோரி உச்சநீதிமன்றத்தில் வழக்குத் தொடரப்பட்டது. இந்த வழக்கை விசாரித்த உச்சநீதிமன்றம் தீபாவளியன்று நாடு முழுவதும் இரண்டு மணி நேரம் மட்டுமே பட்டாசு வெடிக்க வேண்டும் எனத் தீர்ப்பு வழங்கியது.

தமிழ் நாட்டைப் பொருத்தவரை காலை 6 முதல் 7 மணி வரையிலும், இரவு 7 முதல் 8 மணி வரையிலும் பட்டாசு வெடிக்கலாம் என்று மாநில அரசு அறிவித்தது. அதே நேரம் சப்தம் எழுப்பும் வெடிகளுக்குத்தான் அரசு கட்டுப்பாடு விதித்துள்ளது என்றும், மத்தாப்பு போன்ற சப்தம் எழுப்பாத பட்டாசுகளுக்கு எவ்விதக் கட்டுப்பாடும் கிடையாது எனவும் தீயணைப்புத் துறை விளக்கம் கூறியது.

தடையை மீறி பட்டாசு வெடிப்பவர்கள் மீது இந்தியத் தண்டனைச் சட்டம் 188-ஆவது பிரிவின்கீழ் நடவடிக்கை எடுக்கப்படும். இந்தச் சட்டப்படி 6 மாதம் வரை சிறைத் தண்டனையோ, ரூ.1000 வரை அபராதமோ விதிக்கப்படலாம் அல்லது இரண்டும் சேர்த்து விதிக்கப்படலாம்.

இதன்படி உச்சநீதிமன்றம் விதித்த நேரக் கட்டுப்பாட்டை மீறி, பட்டாசு வெடித்ததாக தமிழகத்தில், இரண்டாயிரத்துக்கும் மேற்பட்டோர் மீது காவல்துறையினர் வழக்குப் பதிவு செய்துள்ளதாக செய்திகள் தெரிவிக்கின்றன. விழா நாளில் மகிழ்ச்சி மிகுதியால் குழந்தைகள் வெடித்ததற்கு பெற்றோர் மீது வழக்குப் போடுவது சரியா? இந்த வழக்குகளை விலக்கிக் கொள்வது சமூகப் பொறுப்புள்ள அரசுக்கு அழகாகும்.

பல காலமாகவே பண்டிகைக் காலங்களில் பட்டாசு வெடிப்பதைப் பற்றி சமூக ஆர்வலர்கள் எதிர்ப்பு தெரிவித்து வந்துள்ளனர். இந்த ஆண்டு நீதிமன்றமே உத்தரவு பிறப்பித்த போதிலும் தீபாவளிக் கொண்டாட்டத்தில் பெரிய தாக்கத்தை ஏற்படுத்தவில்லை என்பதே உண்மை.
ஆனால், மத்திய மாசுக் கட்டுப்பாட்டு வாரியம் இந்த ஆண்டு தீபாவளிப் பண்டிகையினால் குறைந்த அளவிலேயே மாசு ஏற்பட்டுள்ளதாகத் தெரிவித்துள்ளது. சென்னையில் காற்று மாசுபாடு 65 குறியீடு பதிவாகியிருப்பதாகவும், தில்லியில் சராசரி காற்று மாசு 349 குறியீடு எனவும் தெரிவித்துள்ளது.

தில்லியில் காற்று மாசு மிகவும் அபாயகரமான அளவில் இருப்பதாகவும், வடமாநிலங்களைவிட சென்னையில் மிகவும் குறைந்த அளவில் காற்றின் மாசு பதிவாகியிருப்பதாகவும் அதன் அறிக்கை தெரிவிக்கிறது. கடந்த ஆண்டு தீபாவளியன்று ஏற்பட்ட மாசைவிட இந்த ஆண்டு மிகவும் குறைந்துள்ளது.

சென்னையில் சில இடங்களில் அளவிடப்பட்டதன் அடிப்படையில் இந்தத் தகவல் வெளியிடப்பட்டுள்ளது.

தலைநகர் தில்லி, மக்கள் வாழ்வதற்குத் தகுதியற்ற நகரமாக மாறிக் கொண்டிருக்கிறது. தில்லியில் கடும் காற்று மாசு ஏற்பட்டு அங்கு வசிக்கும் மக்கள் சுவாசப் பிரச்சினை உள்ளிட்ட பல்வேறு உடல் உபாதைகளுக்கு ஆளாகியுள்ளனர். காற்றை வடிகட்டும் முகக்கவசத்தை அணிந்து கொண்டுதான் வெளியில் செல்ல வேண்டியுள்ளது. இதனால், இந்த விவகாரத்தில் உச்சநீதிமன்றம் தலையிட்டு தில்லியில் பட்டாசு விற்கவும், வெடிக்கவும் தடை விதித்துள்ளது.

தமிழ் நாட்டில் அண்மைக் காலமாக தொழிற்சாலைகளிலிருந்து வெளியேற்றப்படும் புகை, வாகனப் புகை, சாலைகளை முறையாகப் பராமரிக்காததால் பறக்கும் தூசு என காற்று கடுமையாக மாசடைந்து வருகிறது. அத்துடன் சென்னை போன்ற பெரு நகரங்களில் பட்டாசு வெடிப்பது அதிகரித்திருப்பதால் தீபாவளி நேரத்தில் காற்று மாசு மேலும் அதிகரிக்க வாய்ப்பு ஏற்பட்டுள்ளது.

உச்சநீதிமன்ற உத்தரவின்படி தமிழக அரசு பட்டாசு வெடிக்க நேரக் கட்டுப்பாடு விதித்ததால் சென்னை, மதுரை, கோவை, திருச்சி முதலிய பெருநகரங்களின் பட்டாசு விற்பனையில் 40 விழுக்காடு சரிவு ஏற்பட்டுள்ளது என தமிழ்நாடு பட்டாசு வணிகர்கள் சங்கம் தெரிவித்துள்ளது. இதனால் வணிகர்கள் பெரும் இழப்புக்கு உள்ளாகி யுள்ளனர்.

தமிழக அரசு மீண்டும் உச்சநீதிமன்றத்தை அணுகி, பண்டிகை நாளில் பட்டாசு வெடிக்கக் கூடுதல் நேரம் கேட்டுப் பெற வேண்டும் எனவும், அப்போதுதான் பட்டாசுத் தொழில் நிலைத்து நிற்கும் எனவும், தமிழகத்திற்கே உரிய பட்டாசுத் தயாரிப்புத் தொழிலைப் பாதுகாக்க வேண்டும் எனவும் வணிகர்கள் அரசாங்கத்துக்கு வேண்டுகோள் விடுத்துள்ளனர்.

இந்த ஆண்டு தீபாவளியை ஒட்டி பட்டாசு வெடித்ததில் தமிழகத்தில் 232 இடங்களில் தீவிபத்து ஏற்பட்டுள்ளது. இது கடந்த ஆண்டைவிடப் பல மடங்கு அதிகமாகும். இதனைத் தீயணைப்புத் துறை உறுதி செய்துள்ளது.
பட்டாசு விபத்து பற்றிய தகவல்களை ஒருங்கிணைக்கும் வகையில் காவல்துறை, சுகாதாரத் துறை ஆகியவற்றுடன் தீயணைப்புத் துறையினர் இணைந்து செயல்பட்டனர். இதனால் பெரிய அளவுக்குப் பட்டாசு விபத்துகள் ஏற்படவில்லை. ஆனால் விபத்துகளின் எண்ணிக்கை கடந்த ஆண்டை விட அதிகரித்துள்ளது.

பல்வேறு காரணங்களால் தொடர்ந்து பட்டாசுத் தொழிற்சாலைகளை நடத்த முடியாத நிலை ஏற்பட்டுள்ளதாகப் பட்டாசு தயாரிப்பாளர்கள் கூறுகின்றனர். உச்சநீதிமன்றத்தில் பட்டாசு தொடர்பான வழக்கு காரணமாக கடந்த ஆண்டைவிட இந்த ஆண்டு பட்டாசு உற்பத்தி 40 விழுக்காடு குறைந்துள்ளது. உச்சநீதிமன்றத்தின் நேரக் கட்டுப்பாட்டால் நிகழாண்டு பட்டாசு விற்பனை பெரிதும் பாதிக்கப்பட்டுள்ளது.

இப்போது பட்டாசு உற்பத்திக்கு முக்கிய மூலப் பொருளான பேரியம் நைட்ரேட் பயன்படுத்த நீதிமன்றம் தடைவிதித்துள்ளதால் தீபாவளிக்குப் பின்னர் மீண்டும் பட்டாசு ஆலைகளைத் திறப்பது கடினம் என்று கூறுகின்றனர். இதனால், பட்டாசுத் தொழில் பாதிப்படைவதுடன் சுமார் எட்டு லட்சம் தொழிலாளர்களின் வாழ்வாதாரம் கேள்விக்குறியாகிவிடும் என்கின்றனர்.

இந்த மூலப் பொருளைக் கொண்டுதான் கம்பி மத்தாப்பு, பென்சில், சக்கரம், பூச்சட்டி செய்ய முடியும். நீதிமன்றம் தடை விதித்துள்ளதால், இதுபோன்ற பட்டாசுகளை உற்பத்தி செய்வதில் 60 விழுக்காடு பாதிப்பு ஏற்படும். இதனால், தீபாவளி முடிந்து பட்டாசுத் தொழிற்சாலைகளை மூடுவதைத் தவிர வேறு வழியில்லை என்றே பட்டாசு உற்பத்தியாளர்கள் கூறுகின்றனர்.
தீபாவளிப் பண்டிகையின்போது நான்கு நாள்கள் தொடர் விடுமுறையினால் டாஸ்மாக் கடையின் மதுமான விற்பனை ரூ.600 கோடியைத் தாண்டியுள்ளது. இதில் முதல் இரண்டு நாள்களில் ரூ.330 கோடிக்கு மது வகைகள் விற்பனையாகியுள்ளன. இதனைச் சாதனை என்பதா? வேதனை என்பதா?
தமிழ்நாட்டில் கடந்த சில ஆண்டுகளுக்கு முன் ஏழாயிரமாக இருந்த மதுக்கடைகளின் எண்ணிக்கை இப்போது நான்காயிரமாகக் குறைந்து விட்டது. அதே நேரம், மதுபானத்தின் விலை கடந்த ஆண்டு உயர்த்தப்பட்டதால் கடைகள் குறைந்தாலும் வருவாய் வழக்கத்தைவிட அதிகரித்துள்ளது. இதனால் ஆண்டுதோறும் ரூ.22 ஆயிரம் கோடிக்கும் மேல் டாஸ்மாக் மூலம் தமிழக அரசுக்கு வருவாய் கிடைக்கிறது.
கொண்டாட்டத்தில் ஈடுபட்டுக் குதூகலிக்கும் மக்கள் அதனால் ஏற்படும் குப்பைகளைப் பற்றிக் கவலைப்படுவதே இல்லை. தெருவும், பொது இடங்களும் சுகாதாரக் கேடாக மாறுவதால் பொது அமைதிக்குக் கேடாய் முடிகிறது. இதுபற்றி ஒவ்வொரு குடிமகனும் சிந்திக்க வேண்டும்.
தீபாவளியை முன்னிட்டு சென்னை மாநகராட்சிக்கு உள்பட்ட 15 மண்டலங்களில் பட்டாசுக் குப்பைகளை அகற்றும் பணி தொடர்ந்து நடைபெற்றது. இதில் 19 ஆயிரம் மாநகராட்சித் துப்புரவுப் பணியாளர்கள் சுழற்சி முறையில் ஈடுபடுத்தப்பட்டனர்.

மாநகராட்சிக்கு உள்பட்ட பகுதிகளிலிருந்து 65 டன் பட்டாசுக் குப்பைகள் அகற்றப்பட்டன. தமிழ்நாடு மாசுக் கட்டுப்பாடு வாரியத்தின் அறிவுறுத்தலின்படி இதில் 9.04 டன் பட்டாசுக் குப்பைகள் திருவள்ளூர் மாவட்டம் கும்மிடிப்பூண்டி அருகே சிப்காட் தொழிற்சாலை வளாகத்திலுள்ள தொழிற்சாலைக் கழிவுகள் மேலாண்மைக் கூட்டமைப்பு நிறுவனத்திடம் ஒப்படைக்கப்பட்டன.

இவ்வாறு விழாக்கள் முடிந்த பிறகும் அதனால் ஏற்பட்ட விளைவுகள் பல நாள்களுக்கு இருந்துகொண்டே இருக்கும். பல நாள்களாக ஊடகங்களால் விளம்பரப்படுத்தப்பட்ட ஒரு விழா சில நாள்களாவது தொடராமல் போகுமா? ஆனால், எச்சரிக்கையாக இருக்க வேண்டாமா?

எல்லா மக்களும் விழாக்கள் கொண்டாடும் நிலையில் இப்போது இல்லை. காரணம், விலைவாசி விண்ணைத் தொடுகிறது. மானியங்களை எதிர்பார்த்தே மக்கள் வாழ்கின்றனர். இவர்களுக்கு விழாக்கள் கொண்டாட நேரமும் இல்லை. ஆனால், விழாக்கள் இவர்களைக் கொண்டாடிக் கொண்டுதான் இருக்கின்றன.

கஜா புயல் வேதாரண்யம் அருகே கரையை கடக்கும் என்று 15 நாட்களுக்கு முன்பே அரசுப் பள்ளி ஆசிரியர் ந.செல்வகுமார் துல்லியமாக கணித்து கூறிவந்தார். அதேபோல் புயல் பயணிக்கும் பாதை மற்றும் அதனால் ஏற்படவுள்ள பாதிப்புகள் குறித்தும் கடந்த 4 நாட்களாக அவர் எச்சரித்து வந்தார். அவரது கணிப்புகள் பெருமளவில் இப் போது உண்மையாகி உள்ளன. அதனால் அவருக்கு பல்வேறு தரப்பினரிடமிருந்து பாராட்டுகள் குவிந்து வருகின்றன.

மன்னார்குடியை சேர்ந்தவர் ந.செல்வகுமார். அரசுப் பள்ளி ஆசிரியரான இவர், கடந்த 10 ஆண்டுகளுக்கும் மேலாக தன்னார்வ அடிப்படையில் வானி லையை கணித்து கூறி வருகிறார். இவர் 15 நாட்களுக்கு முன்பே இந்த புயலை கணித்ததுடன், அது வேதாரண்யம் அருகே கரையை கடக்கும் என்பதை உறுதிபட தெரிவித்திருந்தார். ஆனால் இந்திய வானிலை ஆய்வு மையம், தொடக்கத்தில் கடலூர் ஸ்ரீஹரிகோட்டா இடையே புயல் கரையை கடக்கும் என்று தெரிவித்திருந்தது. மேலும், புயல் வலு குறைந்து கரையை கடக்கும் என்றும் தெரிவித்திருந்தது.

இது தீவிர புயலாகவே கரையை கடக்கும் என்பதில் செல்வகுமார் உறுதியாக இருந் தார். அவர் கணித்ததுபோலவே தற்போது நடந்திருப்பதால், அவ ருக்கு விவசாயிகள், மீனவர்கள் மற்றும் பொதுமக்களிடமிருந்து பாராட்டுகள் குவிந்து வருகிறது.

இதுதொடர்பாக வானிலை ஆர்வலர் ந.செல்வகுமார் கூறியது:

மாணவப் பருவத்திலிருந்தே, ‘தி இந்து’ ஆங்கில நாளிதழில் வெளியிடப்படும் வானிலை தொடர்பான செயற்கைக்கோள் புகைப்படத்தை பார்ப்பது என் வழக்கம். அதன் பின்னர் விசா கப்பட்டினம் துறைமுகம் அருகே இறால் முட்டை பொறிப்பகத்தில் வேலைக்கு சேர்ந்தேன்.

அப்போது வானிலை தொடர் பான அறிவை வளர்த்துக் கொண்டு, அங்குள்ள மீனவர் களுக்கு வானிலை தொடர்பான தகவல்களை தெரிவித்து வந்தேன். 1996-ம் ஆண்டு நான் கணித்தபடியே மோசமான புயல் தாக்கி கடும் பாதிப்பு ஏற்பட்டது. அதிலிருந்து மீனவர் கள் என்னிடம் வானிலை நிலவரங் களை கேட்கத் தொடங்கினர்.

2000-ம் ஆண்டில் ஆசிரியர் வேலை கிடைத்து வலங்கைமான் பகுதிக்கு வந்தேன். அப்போது செல்போன் பிரபலமடைந்த நிலையில், அங்கு வானிலையை கணித்து எஸ்எம்எஸ் மூலமாக தெரிவித்து வந்தேன். எனது கணிப்பு சரியாக இருந்ததால், என் தகவலை பின் தொடர்வோரின் எண்ணிக்கை 3 ஆயிரத்தை தாண்டியது. தொலைத் தொடர்பு ஒழுங்குமுறை ஆணைய கட்டுப்பாடுகளால், ஒரு சிம் கார்டில் இருந்து நாளொன்றுக்கு 100 பேருக்கு மேல் எஸ்எம்எஸ் அனுப்ப முடியவில்லை.

அதனால் 30 சிம் கார்டுகளை வாங்கி, தலா 100 பேருக்கு வானிலை தொடர்பாக எஸ்எம்எஸ் அனுப்பி வந்தேன். பின்னர் அதற்கும் தடை வந்தது. தொடர்ந்து, 150 வாட்ஸ்ஆப் குழுக் களை உருவாக்கி வானிலை நில வரத்தை அறிவித்து வந்தேன். அத் தனை குழுக்களையும் நிர்வகிக்க முடியாமல் கைபேசி முடங்கியது. அதனால் தற்போது ‘நம்ம உழவன்’ என்ற செயலி மூலம் தெரிவித்து வருகிறேன்.

இந்திய வானிலை ஆய்வு மைய இணையதள விவரங்கள் அடிப்படையில்தான் நான் கணித்து வருகிறேன். இந்த முறை ஓமன் மற்றும் மேற்கு வங்கம் அருகே நிலவிய எதிர் புயல்களின் செயல்பாடுகளுடன் கஜா புயலை ஒப்பிட்டு பார்த்து, வேதாரண்யம் அருகேதான் புயல் கரையை கடக் கும் என்று உறுதியாக கூறினேன்.

Many villages in Nagapattinam and neighbouring districts remain inaccessible, with fallen trees and electric poles lining the roads

Two days after Cyclone Gaja wreaked havoc in Nagapattinam and neighbouring districts, many villages remained inaccessible on Saturday, with hundreds of trees and electric poles still lying strewn on interior roads.

Though the clearing of a few important roads of uprooted trees and debris came as a big relief to the district administration of Nagapattinam, a difficult situation prevailed in interior regions, with relief workers grappling with the tough task of restoring power and water supply in the affected areas.

If not for the strenuous work undertaken by the National Disaster Response Force (NDRF) to remove fallen trees from the roads in the worst-hit parts of Tiruvarur and Nagapattinam districts, relief and restoration work would have been delayed further.

Restoring access

The NDRF and the State Disaster Response Force, which began relief and rescue operations minutes after the cyclone crossed the Vedaranyam coast on Friday morning, cleared the uprooted trees and electric posts on Vedaranyam-Nagapattinam Road. But several village roads remained blocked.

“We are working on a war-footing. Our priority is to create access to all areas. It has been a challenging task as thousands of trees have fallen. We have managed to make important main roads suitable for traffic. We have now turned our attention towards interior areas,” said S. Vairavanathan, Deputy Commandant, National Disaster Response Force .

Power supply to over 75% of households in Nagapattinam, Pudukottai, Tiruvarur and Thanjavur districts is yet to be restored. Most restaurants, including roadside eateries, in Nagapattinam and Tiruvarur districts remained closed for the second consecutive day due to power cut, causing food scarcity for long-distance commuters.

‘Unprecedented damage’

A senior official of the Tamil Nadu Generation and Distribution Corporation, who visited various affected areas, said the cyclone had badly hit the electricity network in Nagapattinam, Pudukottai, Tiruvarur and Thanjavur districts. A few parts of Tiruchi district had also suffered extensive damage. In several blocks, almost all electric poles had been uprooted.

“The cyclone has caused unprecedented damage. The magnitude of the loss is several times higher than the Thane and Ockhi cyclones. We face a Herculean task in restoring power supply. Our immediate priority is to provide power supply to hospitals and primary health centres,” the official said.

Till the later part of Saturday, several relief centres in Kottur and Thiruthuraipoondi blocks and most of the rural parts of Vedaranyam could not function as government officials were stranded.

High Court upholds deputation of employees

The Madurai Bench of Madras High Court has upheld the deputation of a clerk and an attender from the Udangudi Primary Agricultural Cooperative Credit Society to Nazareth Co-operative Urban Bank, both in Thoothukudi district.

The petitioners, M.Godwyn James and H. Jahubar Sadhik, filed petitions before the High Court Bench against their deputation and sought a direction to continue their service at the Udangudi Primary Agricultural Co-operative Credit Society.

The two were deputed to the Nazareth bank as per directions from the Joint Registrar of Cooperative Societies.

The deputations were based on a circular issued by the Registrar of Cooperative Societies clearly postulating the manner in which deputations had to be made, in the wake of the Co-operative Societies elections.

Justice S. Vaidyanathan observed that the deputations were made in pursuance to the provisions of the Co-operative Societies Act.

No code of conduct of election was violated and the deputation was valid. The guidelines with regard to deputing an employee from one society to another were not violated, the court observed.

Ola, Uber drivers to resume strike

Not all willing to strike, worried about safety

Mumbaikars can expect surge pricing while booking their Ola and Uber cabs on Sunday, as cab drivers are expected to go offline from Saturday night.

Last month, the drivers had gone on a 12-day strike, which was called off on November 2, leading to widespread inconvenience to commuters and losses for the drivers who have been demanding a price hike in sync with the rising fuel prices. They had warned that the strike would resume if a solution was not found by November 15.

Govindrao Mohite, general secretary of the Maharashtra Rajya Rashtriya Kamgar Sangh (MRRKS) said drivers will begin going offline from 11 p.m on Saturday. “We will also take out a morcha from Bharatmata Cinema to Mantralaya on Monday,” Mr. Mohite said.

The strike has been called by MRRKS and Marathi Kamgar Sena (MKS). Mahesh Jadhav, president of MKS said they have no option but to strike again. “The transport minister said this was a matter between private companies and drivers. Then why did he call the November 2 meeting?” he asked.

Several drivers, however, said they did not want to participate in the strike. “I don’t know how I will manage again. There is an environment of fear. How many of us can the police protect?” asked a driver.

Singapore court charges 4 NRIs over lighting fireworks on Diwali

SINGAPORE: Four Indian-origin men were charged by a Singapore court on Saturday for lighting fireworks on Diwali.

Lighting of fireworks has been banned in the country since 1972.

The four were involved in three three separate incidents -- illegal fireworks in the housing estates of Yishun, Bukit Batok West and Joo Seng Road on Tuesday, the day Singaporeans celebrated Diwali or deepavali.

A Hariprasanth, 18, Elvis Xavier Fernandez, 25, Jeevan Arjoon, 28, and Alagappan Singaram, 54, are accused of discharging dangerous fireworks, reported The Straits Times Saturday.

On Wednesday, two other Singaporean men of Indian-origin were charged over their alleged involvement in an illegal fireworks display in Little India on Diwali eve.

Thaigu Selvarajoo, 29, is accused of letting off dangerous fireworks while Siva Kumar Subramaniam, 48, allegedly abetted him.

Jeevan allegedly let off fireworks at an open field in front of Block 504B Yishun Street 51 at around 3.30 am on Tuesday.

Police said they were alerted to loud sounds in the area that morning and found cylinders containing explosive materials. They arrested Jeevan the next day.

Hariprasanth and Singaram are accused of discharging a box of "25 Shot Cake" at an open space adjacent to Block 194B Bukit Batok West Avenue 6 at around 7.40 pm on Tuesday.

According to court documents, Fernandez is said to have discharged a bundle of six "whistling fire sparkles" at Block 18 Joo Seng Road about three hours later. Officers arrested him on Thursday.

The four men charged on Friday were each offered bail of SGD 5,000.

Jeevan will be back in court on November 23, while Fernandez will return five days later.

The cases involving Hariprasanth and Singaram have been adjourned to November 30.

Selvarajoo and Siva Kumar have been remanded at Central Police Division and will be back in the court on November 14.

Court documents did not reveal how they obtained the fireworks, according to The Straits Times.

The government started regulating the use of fireworks in 1968 when the practice of lighting celebratory fireworks became a serious public safety issue. A total ban was rolled out on August 1, 1972.

Police said, "Members of the public are reminded that it is an offence to possess, sell, transport, send, deliver, distribute or import any dangerous fireworks."

"The police have zero tolerance against acts that endanger the lives or safety of others as well as cause undue alarm to the public and will not hesitate to take action against those who blatantly disregard the law," they said.

Offenders convicted of discharging dangerous fireworks can be jailed for up to two years and fined between SGD 2,000 and SGD 10,000.
