Court slams edu dept for dragging case for 30 years

Censuring the school education department for dragging disciplinary proceedings against a noon-meal supervisor for more than 30 years, and also withholding his retirement benefits, the Madras high court has stalled the proceedings and directed the authorities to release the benefits with arrears within six months.

“Absolutely no reason has been given by the authorities for dragging the proceeding for 30 years,” Justice R Suresh Kumar remarked.

The issue pertains to a plea moved by 88-year-old R K Sundararajan seeking direction to quash the proceeding initiated on January 26,1988 and permithim to retire from service with all benefits.

When the plea came up for hearing, Justice Suresh Kumar said: “After having waited for such long years, the petitioner at last had come to this court at this age with the fond hope that at least before he closes his account in this world, he can see some brightness in his last leg of his life by getting his retrial and pensioner benefits for his long service rendered to the department.” It is not only a pathetic case, but also an eye-opener for officials to realize that such kind of innumerable matters are pending before various authorities, the court said, adding that the government was not able to bring disciplinary proceedings against its employees to a conclusion.

Noting that merely a pending criminal case cannot preclude the authorities from completing their disciplinary proceedings, the judge said, “in 2007 itself, the judicial magistrate concerned has declared that no documents/evidences/exhibits are available before the court to prove the case. This kind of endless fluid situation cannot prevail against government servants. It is neither advisable nor acceptable. Therefore, this court is of the view that it is a fit case where indulgence can be shown by this court, since no useful purpose would be served to any one if still the disciplinary proceedings, initiated against the petitioner, are permitted to go on,” the judge concluded.

9,000 advocates likely to be barred from practice in TN

More than 9,000 lawyers, young and old, actively practising across Tamil Nadu are facing the danger of being barred by the Bar Council of Tamil Nadu and Puducherry for two reasons — failure to clear the mandatory All India Bar Exam (AIBE) and non-payment of subscription fee to Advocates Welfare Fund.

More than 2,000 young advocates who have failed to clear AIBE are staring at instant bar from practising before any court or tribunal, co-chairman of Bar Council of India S Prabakaran told TOI.

“In 2010, BCI made it compulsory for lawyers to clear AIBE within two years of their enrolment. BCI conducts the exam twice a year. So, a newly enrolled advocate gets four attempts to clear the exam. But still every year many fail to clear it compelling us to take such action,” Prabakaran said.

7,000 lawyers to be debarred for not paying subscription

On allegations that the questions in the exam are hard to crack for young lawyers, Prabakaran added that it was an open-book format. “The questions are a bit hard as we have to maintain the quality of legal education in the country. However, it cannot be tough for a student who had successfully completed law degree with good marks,” he said.

Since 2010, at least 34,235 people have enrolled as advocates in Tamil Nadu. “As of December last, 16,836 advocates cleared the exam. In 2017, we suspended about 2,000 advocates who could not clear the exam even after 2 years. As 574 of them cleared it in later attempts, we revoked the suspension. As per current data, 6,077 such advocates are yet to clear the examination, and this includes some lawyers who are still within the 2-year period,” said C Raja Kumar, secretary, Bar Council of Tamil Nadu and Puducherry.

Explaining the mechanism to check such defaults, Raja Kumar added that though the state bar council provided a permanent enrolment number to new advocates, they were given only temporary identity cards. “We keep a tab on the examination results every year and take action against lawyers who fail to clear it,” he said.

The list of lawyers facing prohibition includes 7,000 senior members of the Bar having at least 25 years of practice behind them. They would be debarred for failing to pay subscription for the Advocates Welfare Fund (BCI) which is mandatory. The Supreme Court has made it clear that lawyers who do not subscribe to the fund cannot be permitted to practice before any court in the country. “As per Rule 40, Chapter-II, Part VI of the Bar Council of India Rules every person who enrols as an advocate is mandated to subscribe for the Advocates Welfare Fund (BCI). The same must be renewed every three years. From 1993, the subscription was converted for life time and it was collected mandatorily during enrolment,” S Prabakaran, co-chairman of Bar Council of India, told TOI.

தமிழக காவிரி டெல்டா விவசாயிகளுக்கு, "வணக்கம். நான் செல்வகுமார் பேசுறேன்" என்ற காந்தக்குரல் அசரீரியாகவே தற்போது மாறிவிட்டது. அந்த அளவுக்கு வானிலையைக் கணித்து விவசாயிகளை வழிநடத்திவருகிறார் மன்னார்குடியைச் சேர்ந்த ஆசிரியரான ந.செல்வகுமார். நிமிடத்துக்கு நிமிடம் வானிலைத் தகவல்களை இணையத்தின் உதவியோடு ஆராய்ந்து மக்களுக்குக் கூறிவரும் இவரது சேவையைப் பாராட்டாதவர்களே இல்லை.

யார் இவர்?

நாகை மாவட்டம் வேதாரண்யத்தை அடுத்துள்ள தகட்டூரைச் சேர்ந்தவர். சிறு வயதிலேயே வானிலைத் தகவல்களை உற்றுநோக்குவதில் ஆர்வம் கொண்டவர். ‘தி இந்து’ ஆங்கில நாளிதழில் வருகிற வானிலைப் படங்களைப் பார்த்து கணித்துள்ளபடி மழை பெய்துள்ளதா என ஆராயத் தொடங்கியதுதான் இவரது வானிலை ஆர்வத்துக்கு முதல் படி.

அந்தத் தகவல்களை ஒரு தாளில் எழுதி தகட்டூரில் தந்தை நடத்திவந்த ஹோட்டலில் ஒட்டி வைப்பதை வழக்கமாகக் கொண்டிருந்தார். அதைப் பார்த்துச் செல்லும் விவசாயிகள் எழுப்பும் சந்தேகங்களுக்கு விடைதேடும் முயற்சியே இன்று வானிலை ஆர்வலராகவும், அதைக் கணிப்பவராகவும் மாற்றியுள்ளது.

ஆசிரியர் பயிற்சி முடித்த பின்னர், அரசு வேலை கிடைக்கும்வரை 1994-ம் ஆண்டுவாக்கில் ஆந்திராவில் உள்ள காக்கிநாடாவில் இறால் குஞ்சுகள் பொரிப்பகம் நிர்வகிக்கும் பணியில் இருந்தார். இறால் குஞ்சுகள் பொரிப்பகத்துக்குத் தேவையான நல்ல தண்ணீரைச் சேகரிக்கக் கடலோரத்தில் ஆழ்துளை கிணறுகள் அமைக்கும் இடத்தைத் தேர்வு செய்வது இவரது முக்கியப் பணியாக இருந்தது. இதற்காக காக்கிநாடா துறைமுகத்தில் உள்ள கடல்சார் ஆராய்ச்சியாளர்களிடம் பழகியது அவரது வானிலை அறிவை வளர்த்துக்கொள்ள வழி அமைத்துக்கொடுத்தது.

புயல் கணிப்பு

அந்த ஆண்டு ‘சூப்பர் புயல்’ குறித்த எச்சரிகையை வானிலை ஆராய்ச்சி நிலையம் தெரிவிக்கும் முன்பே, தான் பணியாற்றிய பகுதியில் உள்ள டீக்கடைகளில் நண்பரின் உதவியுடன் இந்தியிலும் ஆங்கிலத்திலும் தமிழிலும் எழுதி வைத்து அசத்தினார். அவரது கணிப்பு உண்மையானது. காக்கிநாடாவை சூப்பர் புயல் தாக்கியது. 75-க்கும் மேற்பட்டோர் உயிரிழந்தனர்.

இதன்பின்னர் அவருக்கு அரசுத் தொடக்கப்பள்ளியில் 2000-ம் ஆண்டில் ஆசிரியர் வேலை கிடைத்தது. வலங்கைமான், ஆலங்குடி, பூவனூர் என அரசுத் தொடக்கப் பள்ளிகளில் பணியாற்றிய இவர், தற்போது செருமங்கத்தில் பணியாற்றிவருகிறார். மன்னார்குடி அருகே மேலவாசலில் வசித்துவருகிறார்.

ஆசிரியர் பணிக்கு இடையேயும் வானிலைத் தகவல்களைக் கணித்து வருகிற இவர், 2008-ம் ஆண்டின் நிஷா புயல், கடலூரைத் தாக்கிய தானே புயல், சென்னையைத் தாக்கிய வார்தா புயல், கடந்த ஆண்டு கன்னியாகுமரியைத் தாக்கிய ஓகிப் புயல் ஆகியவற்றை முன்கூட்டியே கணித்து இந்திய வானிலை ஆராய்ச்சி மையம் அறிவிக்கும் முன்பே தீவிரத்தை அறிவித்து மக்களின் பாராட்டைப் பெற்றார். அதேபோல அண்மையில் நிகழ்ந்த கேரளாவின் பேரழிவையும் முன்கூட்டியே கணித்தார்.



செல்வகுமார்

கஜாவுக்கு அப்புறம் என்ன?

கடந்த வாரம் டெல்டா மாவட்டங்களைப் பதம் பார்த்த கஜா புயலையும் தொடர்ந்து கணித்துவந்தார். கஜாவுக்குப் பின்னர் 22-ம் தேதி காற்றழுத்த தாழ்வு மண்டலம் உருவாகி தமிழகத்துக்கு 26-ம் தேதிவரை மழையைக் கொடுக்கும் என்றும், அதன் பிறகு 29, 30, டிசம்பர் 1-ம் தேதி அன்று வங்கக்கடலில் அதிதீவிர அல்லது சூப்பர் புயல் தமிழகத்தை நெருங்கும் எனவும் கணித்து அறிவித்துள்ளார். அது மட்டுமல்ல, வரும் ஜனவரி மாதம்வரை மழை வருவதற்கான வாய்ப்புகளையும் கணித்து வைத்துள்ளார்.

இந்திய வானிலை ஆராய்ச்சி மையம் மாவட்ட வாரியாக வானிலையைக் கணித்து சொல்லும்போது, இவர் டெல்டா பகுதியில் உள்ள நகரங்கள், கிராமங்களின் பெயரைக் குறிப்பிட்டு மழை பெய்யும், பெய்யாது என்று கணித்து வருகிறார். இவரை அறிந்த பலர் தங்களது குடும்ப நிகழ்ச்சிகள், பொது நிகழ்ச்சிகளுக்கான தேதியை முடிவு செய்யும் முன்பு வானிலை ஒத்துழைக்குமா என கேட்ட பின்னரே தேதியைக் குறிக்கின்றனர்.

நான்கு வேளை கணிப்பு

டெல்டா பகுதிகளில் வானிலையைப் பற்றி விவசாயிகள் விவாதிக்கும்போது அங்கே செல்வகுமாரின் வானிலை அறிவிப்பைப் பற்றியும் விவாதிப்பது வழக்கமாகிவிட்டது. தமிழகத்தின் சில அமைச்சர்கள், மாவட்ட ஆட்சியர்கள், வேளாண்துறை அதிகாரிகளும் இவரது வானிலை தகவலுக்கு முக்கியத்துவம் கொடுத்துவருகிறார்கள். இதெல்லாம் எப்படி சாத்தியமானது? செல்வகுமாரிடம் கேட்டோம்.

“‘தி இந்து’ ஆங்கில நாளிதழில் புயல் சின்னம் உருவாகும் காலகட்டத்தில் நல்ல நிலையில் வானிலை இருப்பதையும் புயல் சின்னம் உருவாகியுள்ள படத்தையும் சேர்த்து முன்பு பிரசுரித்துவந்தனர். நான் பள்ளியில் படிக்கும்போது அந்தப் படங்களை என் நண்பர் பாலசுப்பிரமணியன் தினமும் எடுத்து வந்துகொடுப்பார்.

அந்தப் படங்கள்தாம் என்னை இன்று ஒரு வானிலைக் கணிப்பாளராகவே மாற்றின. தற்போது தினசரி 4 வேளை வானிலையைக் கணித்து வருகிறேன். இந்திய வானிலை ஆராய்ச்சி மையத்தின் அறிவிப்புதான் அதிகாரப்பூர்வம் என்றாலும், இந்திய வானிலை ஆய்வு மையம், உலக வானிலை ஆராய்ச்சி மையங்கள் வெளியிடுகிற ஒளிப்படங்களை வைத்துக் காற்றின் திசையைக் கணக்கிட்டு கிராம, நகர வாரியாக வானிலையைக் கணித்து வருகிறேன்.

தற்போது, அறிவியல் வளர்ச்சியால் வானத்தை வசப்படுத்தி, இயற்கையின் அறிகுறிகளை அறிந்துகொள்ள வாய்ப்பு கிடைத்துள்ளது. அந்த வாய்ப்பை நான் விவசாயிகளுக்காகப் பயன்படுத்தி வருகிறேன்” என்கிறார் செல்வகுமார்.

செயலி உருவாக்கம்

ஆரம்ப காலகட்டத்தில் வானிலைத் தகவல்களை விவசாயிகள் கூடும் டீக்கடைகள், பொது இடங்களில் எழுதி ஒட்டி வைத்த செல்வகுமார், இன்று செல்போன் எஸ்எம்எஸ் மூலம் தமிழகம் முழுவதும் ஆயிரக்கணக்கானோருக்கு அனுப்பிவருகிறார். இதற்காகவே 20 சிம்கார்டுகளைப் பயன்படுத்தியுள்ளார்.

வாட்ஸ்அப் வசதி வந்த பிறகு பல குழுக்கள் மூலம் தகவல்கள் பகிரப்பட்டுவிடுகின்றன. தற்போது வாட்ஸ்அப் மூலம் தகவல்களைப் பகிர்வதில் கட்டுப்பாடுகள் வந்துவிட்டதால், ‘நம்ம உழவன்’ என்ற பெயரில் தனியாகச் செயலி ஒன்றை உருவாக்கி, தினசரி நான்கு வேளை வானிலையைக் கணித்து வரைபடத்துடன் இவர் வெளியிட்டு வருகிறார்.

ஒருபுறம் மாணவர்களை வளர்த்தெடுக்கும் ஆசிரியர் பணி; இன்னொரு புறம் வானிலையை விவசாயிகளுக்கு, மக்களுக்குத் தெளிவுபடுத்தும் விழிப்புணர்வு பணி என வெற்றிகரமாக இரட்டைச் சவாரி செய்கிறார் செல்வகுமார்.

வானிலை படிக்க ஆசையா?

# கிளைமேட்டாலஜி (பருவநிலையியல்) என்பது ஒரு குறிப்பிட்ட இடம் அல்லது பகுதியின் காலநிலை, மழையளவு, அங்கே நிலவும் ஈரப்பதம், தட்பவெப்பநிலை போன்றவற்றை விரிவாகப் படிக்கும் படிப்பு.

# வளிமண்டலத்தில் ஏற்படும் காற்றழுத்தம், ஈரப்பதம், புயல் உருவாகக் காரணங்கள் போன்றவற்றை ஆராய்ச்சி செய்து தரவுகளைச் சேர்த்து வரைபடம் தயாரிக்கும் படிப்பு உள்ளது. இதை வளிமண்டல வானிலையியல் (Synoptic Meteorology) என்று அழைப்பார்கள்.

இவை மட்டுமல்ல, பருவநிலை மாற்றங்களால் விவசாயத்துக்கு வரும் பாதிப்புகள் பற்றிய விவசாய வானிலையியல் என்ற பாடப்பிரிவை கோவை வேளாண் பல்கலைக்கழகம் வழங்குகிறது.

தற்காப்புக்கான உரிமை சமூக நோக்கத்துடன் கூடிய மிக மதிப்புமிக்க உரிமை என்று உச்ச நீதிமன்றம் வழக்கு ஒன்றின் தீர்ப்பில் தெரிவித்துள்ளது.

அதாவது தன் உயிரைக் காத்துக்கொள்ள எதிரி மீது அளவுக்கதிகமாக தாக்குதல் நடத்தி அதனால் உயிரிழப்பு ஏற்பட்டால் அது தற்காப்பாளரை கொலைகாரர் ஆக்காது மாறாக மரணம் சம்பவிக்கக் காரணமான குற்றம் என்றுதான் எடுத்துக் கொள்ள முடியும் என்று 1991ம் ஆண்டு வழக்கு ஒன்றில் 27 ஆண்டுகளுக்குப் பிறகு தீர்ப்பளித்துள்ளது உச்ச நீதிமன்றம்
 

மேலும் தன் உயிரைக் காத்துக் கொள்வதற்கான உரிமை என்பது சமூக நோக்கத்துக்குரிய ஒரு மிக மதிப்புடைய உரிமை என்றும் நீதிபதிகள் தெரிவித்தனர்.

என்.வி.ரமணா மற்றும் மோகன் எம். சந்தானகவுடர் ஆகியோர் அடங்கிய நீதிபதிகள் அமர்வு 1991 வழக்கு தொடர்பாக இந்தத் தீர்ப்பை அளித்துள்ளது.

கொலைச் சம்பவத்தில் தற்காப்பு என்பது சட்டப்பிரிவு 300-ல் விதிவிலக்காக வைக்கப்பட்டுள்ளது. ஆனால் எதிரி ஒருவரின் உடனடியான அச்சுறுத்தலுக்கு பழிவாங்கும் செயலாகச் செய்யும் போது அது குற்றமே. இங்கு தற்காப்பு என்பது எடுபடாது.

1991 வழக்கு என்ன?

பஞ்சாப் மாநிலத்தின் ஊர்க்காவல்படையைச் சேர்ந்த இருவர் தொடர்பான ரூ.100 கடன் பாக்கி விவகாரத்தில் இந்தத் தீர்ப்பு வழங்கப்பட்டுள்ளது.

ஜங்கீர் சிங் இவர் தன் சக ஊர்க்காவல்படையைச் சேர்ந்த ஜஸ்வந்த் சிங் என்பவரை துப்பாக்கியால் சுட்டுக் கொண்றார். ஜஸ்வந்த் சிங்கிடம் ரூ.100 கடன் வாங்கியுள்ளார் ஜங்கீர் சிங், இதனை ஜஸ்வந்த் சிங் அனைவர் முன்னிலையிலும் தன்னிடம் திருப்பிக் கேட்டார் என்று இருவருக்கும் இடையே தகராறு நீண்டுள்ளது, தகராறின் முடிவில் ரூ.100க்காக ஜஸ்வந்த் சிங்கை ஜங்கீர் சிங் சுட்டுக் கொலை செய்துள்ளார். நேரில் பார்த்த சாட்சியங்கள் யார் முதலில் துப்பாக்கி விசையை அழுத்துவார் என்ற விவகாரம் இது என்று தெரிவித்தனர். அதாவது இருவரும் ஒருவரையொருவர் குறிவைத்துக் கொண்டிருந்தனர் என்றனர். ஆனால் ஜங்கீர் சிங் விசையை அழுத்த அது ஜஸ்வந்த் சிங் மார்பில் பாய்ந்து மரணம் சம்பவித்துள்ளது.

இந்த வழக்குத் தொடர்பான 1993 விசாரணை நீதிமன்ற தீர்ப்பு ஜங்கீர் சிங் தற்காப்புக்காகவே ஜஸ்வந்த் சிங்கைச் சுட்டார் என்று தீர்ப்பளித்து விடுதலை செய்தது. ஆனால் பஞ்சாப் மற்றும் ஹரியாணா உயர் நீதிமன்றம் ஜங்கிர் சிங் கொலையாளி என்று தீர்ப்பளித்தது. ஆயுதங்கள் சட்டத்தைப் பயன்படுத்தி ஜங்கீர் கொலைக் குற்றவாளி என்று தீர்ப்பளித்தது.

இந்த வழக்கில் 27 ஆண்டுகளுக்குப் பிறகு தற்போது, ஜங்கீர் சிங் தற்காப்புக்காகச் சுட்டதாக வகைப்படுத்தலாம், ஆனால் நண்பரை, சகக்காவலரை மார்பில் சுட்டது மூலம் அளவுக்கதிகமாக தீங்கிழைத்தார், “குற்றவாளி முக்கிய உறுப்பை நோக்கி சுட்டிருக்கக் கூடாது” என்று கூறி ஜங்கீர் சிங்கை உடனடியாக விடுதலை செய்யுமாறு தீர்ப்பளித்தனர், இந்த வழக்கில் ஜங்கீர் சிங் ஏற்கெனவே 10 ஆண்டுகளுக்கும் மேலாக சிறையில் தண்டனை அனுபவித்தார். மரணம் விளைவிக்கும் குற்றத்துக்கான தண்டனைக்காலம் 10 ஆண்டுகளே.

ஆஸ்திரேலியாவை சேர்ந்தவர் பரஞ்சபி நிரஞ்சன் ஜெயந்த் (வயது 34). இவர் இந்திய வம்சாவளி ஆவார். கடந்த ஆகஸ்டு மாதம் இவர் ஆஸ்திரேலியாவின் சிட்னி நகரில் இருந்து சிங்கப்பூருக்கு 'ஸ்கூட்' நிறுவன விமானத்தில் முதல் வகுப்பில் பயணம் செய்தார். விமானம் நடுவானில் பறந்து வந்துகொண்டிருந்தது.

அந்த விமானத்தில் பயணிகளை கவனிக்கும் பணியில், 25 வயதான விமான பெண் ஊழியர் ஒருவர் ஈடுபட்டிருந்தார். அவரை ஜெயந்த் சில முறை அணுகி "நீங்கள் ரொம்ப அழகாக இருக்கிறீர்கள்" என்று கூறி, அவரது செல்போன் எண்ணை தருமாறு கேட்டு தொல்லை செய்தார். ஆனால் அந்தப் பெண் ஊழியர் அதை கண்டுகொள்ளவில்லை. அந்த விமானம் சிங்கப்பூரில் தரை இறங்குவதற்கு ஒரு மணி நேரத்துக்கு முன்பாக, ஜெயந்த் அந்தப் பெண் ஊழியரை அணுகி அவரது இடதுபுற இடுப்பை வருடி சில்மிஷம் செய்தார்.

இதனால் அதிர்ச்சி அடைந்த அந்தப் பெண் ஊழியர், தனது அதிகாரியிடம் கூறி உஷார்படுத்தினார். மேலும், சிங்கப்பூர் சாங்கி விமான நிலைய முனைய போலீசில் புகார் செய்தார்.

சிங்கப்பூரில் விமானம் தரை இறங்கியபோது ஜெயந்த் கைது செய்யப்பட்டார். அவர் மீது சிங்கப்பூர் மாவட்ட கோர்ட்டில் வழக்கு தொடரப்பட்டது. அப்போது அவர் நீதிபதியிடம் தான் குடிபோதையில் அந்தப் பெண் ஊழியரிடம் தவறாக நடந்து கொண்டதாக ஒப்புக்கொண்டார். தவறுக்காக மனம் வருந்துவதாகவும் கூறினார். தனக்கு கருணை காட்டுமாறு வேண்டிக்கொண்டார். அதையடுத்து அவருக்கு 3 வாரம் சிறைத்தண்டனை விதித்து நீதிபதி லிம் சி ஹாவ் தீர்ப்பு வழங்கினார்.

On February 28, 2002 Muthuraj, Inspector, Selvapuram police Station, Coimbatore attacked him and abused him for no reason.

The State Human Rights Commission directed the then inspector in Coimbatore district to pay a compensation of Rs 50,000 to an engineer for harassing and assaulting him 16 years ago.

In the complaint, engineer T.Venkateswaran of Erode, submitted that he had pledged some pure gold ornaments belonging to his family to Rengasamy, proprietor of Lakshmi Gold Bankers, Coimbatore. After repayment of the entire loan amount and interest, he requested Rengasamy to return gold ornaments to him who failed to return them.

On February 28, 2002 Muthuraj, Inspector, Selvapuram police Station, Coimbatore attacked him and abused him for no reason. Later, he came to know that Muthuraj had attacked him based on instigation by Rengasamy and   others. On his complaint a case was registered against Muthuraj under Section 409, 420, 323 and 109 IPC. The petitioner said the Inspector violated his human rights and sought of the Commission appropriate action against him.

In his reply, Muthuraj stated that the complaint was false, frivolous and vexatious one. Venkateswaran lodged a false complaint against him in order to harass him and defame him. The complaint was liable to be dismissed.

SHRC Judge, D Jayachandran said Venkateswaran suffered humiliation at the hands of Muthuraj, which amounted to violation of his rights, personal, liberty and dignity. Hence, he is entitled to get compensation for causing him mental agony. The judge directed Muthuraj to pay him a compensation of Rs 50,000.

Devotees of Lord Ayyappa from Tamil Nadu, tens of thousands of whom trek to Sabarimala in Kerala each year, are worried about the restrictions there after a Supreme Court order allowed entry of women of all ages. Many who either made a visit after the SC order or plan one said this was the first time they had to book darshan time.

T Ramesh, a former bank official who has been going to the hill shrine for 40 years now, is a little apprehensive this time. The Tamil Nadu government has asked the HR&CE department to set up a help desk for devotees from the state, but many remain concerned.

“We generally go in a group from Chennai. This year I am going from Bengaluru with another 5 people. We are told we must stay in Vandiperiyar and can only go up to Nilakkal, the base camp for Sabarimala,” said Ramesh, who has booked tickets for darshan and bus travel from Nilakkal to Pamba. “The restrictions are not only about allowing women of all ages but also with regard to the way we raise slogans in the name of Lord Ayyappa. We are told we should not raise ‘gosham’ (slogans) and silently pray and get down. We are told not to stay beyond 7pm in the hills.”

T R Ananthapadmanabhan, who walks to the shrine every year from Chennai, hoped there would not be any hindrance. “During a visit in October, I was stopped by police but I told them I was alone and had come to visit my Lord. After a few minutes I was allowed in.” He has even trekked from Varanasi, a distance of more than 3,000km, a couple of times to create awareness on shunning plastic in the hills He plans a vist later this year, walking from Chennai, but fears it could be the last time because of the many restrictions. “Everytime I visit the temple, I do the sayana pradakshanam (rolling along n the ground in wet clothes). I hope I will be allowed do it this time,” he said.

A few others have cancelled visits. M Krishnan, a IT engineer who has been making the annual trek for 15 years, made preparations this year too. “After seeing the issue palyed out on TVs and reading newspapers, I decided not to go. I will visit the local Ayyappan temple. In future, if things are normal I will visit Sabarimala.”

Pallavaram weekly market to shrink by one-third due to highways work

The 180-year-old Pallavaram weekly market, where about 500 vendors of virtually everything from farm produce and pets and second hand electronic goods congregate on Fridays, will soon shrink to two-thirds its size.

The Cantonment Board, on whose land the market has been functioning since 2011 when it shifted from Bazaar Road, earns up to ₹2.8 lakh every market day. Now, the state highways department, which is planning a grade separator on GST Road, wanted the board to shift the market for construction of the traffic-easing facility.

Citing revenue loss, the board refused to vacate the market located along the Old Trunk Road near the newly opened PVR Cinema complex, but agreed to cut down its sizee by 30%.

“We agreed to bring down the market area from 870sqm to 620sqm, so that buses and other heavy vehicles using the stretch can move freely,” said a board official.

By reducing the market space by 30%, more than 150 vendors will not be able to setup their stalls here. “But we have to do this for the greater good of the public,” he said. The board had finalised hawkers’ tenders for the next 104 weeks only recently. For those violating tender norms, the board has recommended a fine of ₹25,000 and cancellation of licence in case of repeat offenders.

J Balamurugan, who sells coconut at the market, said they were already facing losses because of cyclone Gaja and this move would make things worse.

A highway department official said the grade separator has become a necessity. “To remove traffic congestion at IG Road junction and Alstom signal junction, the market has to go,” he said.

“I buy pare parts here at much cheaper price than the regular shops,” said R Kannan, a buyer at the market. For regular visitors at the market, it is part of their Friday routine.

“Shifting of the market from the other side of the road itself was a shock,” said S Sriram, who has been buying pigeons and pets from the market. “I can’t imagine it being removed.

TN split over UGC fiat on distance edu courses

A public notice issued by the University Grants Commission, saying universities running unapproved open and distance learning (ODL) courses would risk getting regular courses de-recognised has divided opinion in Tamil Nadu. In the state, only University of Madras, Anna University, TN Open University and Alagappa University offer recognised ODL courses.

The rest of the public universities, under the purview of the higher education department, obtained a stay order on the earlier UGC directive and continue to offer the courses. The recognition is based on NAAC score of 3.26 and above, which these universities don’t have.

While some educationists feel the UGC notice, issued on November 20, is a step towards enforcing better quality of ODL courses, others feel it is an over-reach by the regulatory body .

The notice gives the link to the approved courses of the universities and warns that any deviation from the UGC (ODL) regulations 2017 and its amendments would entail withdrawal permission or recognition of regular courses as well.

Many feel the UGC is questioning universities autonomy. “This shows it is not trusting the institutions. How will this help maintain standards?” said a senior official from a TN university who sought anonymity.

Others said the notice was justified. Tirunelvelibased Manonmaniam Sundaranar University vicechancellor K Baskar said such strong regulations were needed to improve standards. “But UGC should give time for us to improve standards. Otherwise it would hamper running of courses, which would affect students in rural areas who are dependent on distance learning courses.”

University of Madras vice-chancellor P Duraisamy said they had complied with the UGC’s requirements.

Higher education secretary Mangat Ram Sharma said TN universities which did not meet the required standards had obtained a stay order, but were also working to comply with the regulations.

Chinese handset maker Xiaomi on Thursday launched Redmi Note 6 Pro in India for Rs 13,999 for the 4GB+64GB and Rs 15,999 for the 6GB+64GB variants.

The device would go on a Black Friday sale on Mi.com, Flipkart and Mi Home on November 23 at a discounted price of Rs 12,999 (for 4GB+64GB variant) and Rs 14,999 (for 6GB+64GB variant).

We live in an age when technology drives most of what we do in our day-to-day lives. And blessed as we are with tech boons such as smartphones and instant messaging applications, the subtle art of writing letter may seem outdated. But when it comes to giving expression to your deepest thoughts, words pulsing through electronic cables seem inadequate -- which is perhaps why letters retain their relevance and may never go out of fashion.

And two timely offerings -- one by former Indian minister, diplomat and parliamentarian K. Natwar Singh, and the other by prize-winning international bestselling author Simon Sebag Montefiore -- rekindle the joy of writing letters and bring to fore the nostalgia associated with this timeless practice.

In "Treasured Epistles", which released in late September, Singh, a man of many distinctions, states that his life has been enriched immensely by his gift for friendship and personal relations.

The letters also convey more than they were actually meant to. For instance, the letters written by Indira Gandhi, whose image in public memory today is largely based on the Emergency, reflect the kindness with which she addressed Singh.

Singh mentions briefly that he does not want to give the impression that she was soft or unaware of what was happening around her. "She was alert, vigilant, tough -- a state that could make one shiver. Her displeasure had a near paralysing effect on those who attempted to (double) cross her," he writes, acknowledging that life at the top can be lonely and describing Gandhi as one who enjoyed close friendships.

But there is a greater worry that Singh is preoccupied with.

"As a people, we are not given to preserving letters. Our indifference to history is one of the reasons for this shortcoming," he maintains.

His book features letters written to him by E.M. Forster, C. Rajagopalachari, Lord Mountbatten, Jawaharlal Nehru's two sisters -- Vijaya Lakshmi Pandit and Krishna Hutheesing -- R.K. Narayan, Nirad C. Chaudhury, Mulk Raj Anand and Han Suyin.

On a witty note, the former External Affairs Minister in Manmohan Singh's cabinet, shares that for some strange reason, he got along "exceptionally well" with older women.

"Not that the younger ones were neglected. Far from it. This is not, however, the place to elaborate on my love life," he states in the Preface.

"Written in History: Letters that Changed the World", on the other hand, opens with one of the most famous love letters of all times.

"My mistress and friend: I and my heart put ourselves in your hands, begging you to have them suitors for your favour, and that your affection for them should not grow less through absence. For it would be a great pity to increase their sorrow since absence does it sufficiently, and more than ever I could have thought possible reminding us of a point in astronomy, which is, that the longer the days are the farther off is the sun, and yet the more fierce," Henry VIII wrote to Anne Boleyn in May 1528.

By 1528, Henry was in love with Anne, 11 years younger than him. Although their affair had not yet been consummated, he was utterly enraptured by her, which is evident in his words.

Montefiore, the author, has been published in 48 languages, and in this volume celebrates the great letters of world history, creative culture and personal life. He has selected letters from ancient times to the 21st century and the writers vary from Elizabeth I, Mahatma Gandhi, Abraham Lincoln and Nelson Mandela to unknown people in extraordinary circumstances.

In his note to the readers, Montefiore maintains that nothing beats the immediacy and authenticity of a letter and says that letters are "the literary antidote to the ephemerality of life".

All in all, both of these volumes are precious collectibles. Every letter has a context, but when looked at many years later, they can actually stand for more than the purpose they were originally written to fulfill. As is said often, sending a letter is the next best thing to showing up personally at someone's door, and reading these offerings may inspire a reader or two to actually write one to a friend or beloved.

As the rain stopped pouring over Kattangulathur in the outskirts of Chennai on Thursday night, hundreds of students of the SRM Institute of Science and Technology spilled on to the grounds raising their voice in protest. They were angry that a college mate had been sexually harassed inside the campus and college authorities had reacted with indifference.

Vidya*, a second-year undergraduate student had taken the elevator to reach her room in the sixth floor of hostel at around 3 pm on Thursday. To her shock, a man who was also inside the elevator started masturbating at her.

As she tried to stop the elevator and get out, the man blocked her path. Once the elevator stopped at the fourth floor, she screamed and ran out, looking for help.

The perpetrator, according to students, was a worker in the campus, who regularly uses the elevator and has access to the hostels in the campus. Speaking to TNM, one of the students who did not want to be identified, said that it took two to three hours for the authorities to scourge through the CCTV camera footage to identify the perpetrator. It was only then that the hostel warden believed the student's story.

“One of the first things that the warden told us was to change our clothes. She accused us of wearing short clothes implying that the girl deserved what she got. In fact the first response when we went to file a complaint was to go to our room, change our clothes and sleep. How can they be this insensitive?” asks Kripa*, another student, a friend of the victim.

When the warden refused to listen to their complaints, a bunch of students decided to take up the matter strongly.



Girls and boys from inside the campus came out of their hostel rooms to seek justice and demand action on the complaint. Despite the Director and the Registrar being in the campus, they did not listen to the students' plea and instead chose to ignore their questions, a student alleged.

“When we asked the Registrar to listen to us, he told us to send an email and left the campus. The Director said the culprit will be arrested soon, but when we asked if a police complaint had been given, he ignored our question,” says Anita*, a student who took part in the protest.

Not the first instance of inappropriate behaviour

Kripa* says that this was not the first time the workers in the campus exhibited inappropriate behaviour.

“There are a few rooms in our hostel, which has windows opening into the corridor. There have been a lot of instances when we have noticed workers peeking into our rooms in the night. We have complained about that also, but nothing has changed,” she says.

She also adds that the culture of blaming the girls when they take up such issues was highly prevalent amongst authorities, especially hostel wardens. “When we go and complain, we are told to cover up and not wear shorts,” she says.

Girls don’t feel safe inside the campus

Calling the campus unsafe, Anita says that girls are not allowed to venture outside the campus after 6.30 pm. “We are locked inside our hostel rooms based on a curfew, but then we are now not sure if we are safe even during daytime,” she rues.

Though the university website has information about the Internal Complaints Committee, many students in the campus were not aware who the members were.

As of late on Thursday night, the students are still out on the campus asking the university management to file a police complaint about the incident. Maraimalai Nagar police station under whose jurisdiction the University falls informed TNM that no FIR had been filed. "A complaint has not been received. Police officers have reached the spot and are conducting inquiries," said one police official.

Namakkal: Expressing shock and anger at the setting free of the three accused in the February 2000 Dharmapuri bus burning case, the father of one of the Tamil Nadu Agricultural University (TNAU) students who perished in that fire, said here on Tuesday that the remission of life-sentence for them "is unjust".

"Honesty and justice have all but vanished in this case,”lamented Veerasamy, father of the girl student victim Kokulavani, speaking to reporters here a day after the three accused in the case were released from the Vellore central prison on a order of the State government based on the Governor accepting its recommendation for remission of sentence.

The unimaginably shocking and mindless act of arson in which the bus carrying TNAU students went up in flames near Dharmapuri that year, was triggered allegedly by AIADMK volunteers who went amok following the former Chief Minister, J Jayalalithaa sentenced by the lower court in the Pleasant Stay Hotel case that year. She was later acquitted in appeal.

A visibly upset Veerasamy said the Kokilavani's mother who was bed-ridden since the tragedy overtook their family, said his wife too passed away last year after a lot of misery and trauma the family underwent.

"There is no democracy here, it is all dictatorship,”he fumed asking how the State government could ask the Governor to reconsider his earlier decision that the three accused in this case could not be set free,”said Veerasamy. "Justice has not been done to the untimely and cruel death of three women students,”he added. "The release of the three accused pains us a lot,”rounded off Veerasamy.

Chennai: Over one lakh candidates set to receive their degrees at the 39th annual convocation of Anna University that is scheduled to be held on December 22.

According to the statement released by the University, PhD scholars and first rank holders will receive their degrees and gold medals in person during the convocation and all other candidates will be receiving their degrees in absentia. Over 1000 scholars are likely to be awarded PhD in the convocation.

Among the persons who have called in person, the gold medalists in bachelor degree programmes shall be permitted to receive their degrees on the dais.

The convocation admit cards will be sent to all candidates who will be receiving the degrees in-person. The 35 students from affiliated engineering colleges and 31 students from university departments have secured the first rank at the university level and likely to be awarded gold medals.

The university's 38th convocation was held in June after Professor M.K. Surappa assumed charge as the Vice-Chancellor of Anna University.

Fewer Sabarimala pilgrims from Tamil Nadu this season

Tamil Nadu accounts for the largest number of pilgrims which Sabarimala attracts annually and the devotees undertake the pilgrimage by observing a ‘vrattam’ for 48 days.

Chennai: The Tamil month of Karthigai is a favourite season for Lord Ayyappa devotees to spiritually connect with the Lord. But the number of pilgrims bound for Sabarimala from Tamil Nadu this season has not seen a rise. This may be owed to the restrictions imposed by the police on pilgrims’ movement at the Valiya Nadapandal in neighbouring Kerala.

Tamil Nadu accounts for the largest number of pilgrims which Sabarimala attracts annually and the devotees undertake the pilgrimage by observing a ‘vrattam’ for 48 days. Men of various age groups take ‘deeksha’ marking the commencement of the annual Sabarimala pilgrimage during this month.

The devotees wear a special chain beaded with Rudraksha and Tulsi beads. Women who attain 50 years and girls below 10 years, also, take up the arduous vrattam and trek to Sabarimala. However, they are now forced to defer their religious voyage due to the unexpected turn of events at Sabarimala.

“Many devotees do not want to take the risk of visiting the temple of Lord Ayyappa now due to the restrictions imposed by the Kerala government and police. Because prohibitory orders were in place there, how could devotees who always travelled in groups, expect take up the trip alone now,” asks V. Subramanian, Secretary of Jankalyan.

Police are expected to instil confidence among the people, but things appear to be contrary. The police are filing cases against devotees and are dissuading group travel, which is the hallmark of pilgrimage to Sabarimala, says a BJP senior. “Devotees cannot chant the name of Lord Ayyappa now. This is something weird and unacceptable,” he adds.

When the agitations erupted in the neighbrouing State following the Supreme Court verdict directing the temple authorities to lift the ban on menstrual women’s entry, a large number of Ayyappa devotees who could not make to Sabarimala had to complete the vrattam at the Lord Ayyappa Swamy temple at Raja Annamalai Puram here.

The restrictions imposed by police on the pilgrim movement at Valiya Nadapandal, where pilgrims used to rest earlier, continued on Wednesday too. The hill shrine was opened on November 16 evening for the over two-month-long pilgrimage season amid heavy security and protests.

On the fifth day of the annual pilgrim season on Wednesday, Union Minister Pon Radhakrishnan had visited amid some unsavoury experiences with the police.

Chennai: The Kerala police 'humiliated' Union Minister of State for Finance and Shipping Pon Radhakrishnan again on Thursday. The Minister was forced to spend 45 minutes on the road as police checked his vehicle, say party sources.
While he was returning from Sabarimala after offering prayers at Lord Ayyappa temple, the Kerala police 'deliberately' blocked the Union Minister's vehicle several times, the party has alleged.

Refuting the charge that the police targeted him, Mr Radhakrishnan claimed that the Kerala government and police's primary target was devotees visiting Sabarimala.

"They don't want devotees to visit Sabarimala. There is no place (for Ayyappa devotees) to stay there. They are now restricting movement too as never before in the past….they are making a series of blunders," he said.

The Minister, however, refused to discuss the incident involving the altercation between him and the police SP at Nilackal on Wednesday but said the Kerala government has engineered a master plan to "destroy the Lord Ayyappa Swamy temple."

Mr Radhakrishnan's vehicle was intercepted when he was returning from Lord Ayyappa temple on Thursday and another vehicle, a part of his convoy, was stopped on suspicion that Sabarimala protesters were travelling in it. However, party workers alleged that their car was stopped at several places by police and they were subjected to harassment. They were allowed to go only after the Minister spoke to the officials.

On Tuesday, the Union minister had engaged in a brief war of words with the police in Nilackal over the restrictions on private vehicles heading for Pamba, the last entry point to the Lord Ayyappa shrine. Though SP Yatish Chandra, had said Radhakrishnan could travel in his official vehicle, he proceeded to Pamba from Nilackal in a state-run KSRTC bus as a mark of protest against the restrictions that were “causing difficulties” for pilgrims. “If this is the treatment meted out against me (a Central minister) just imagine what would be the fate of other devotees,” he said and asserted that Lord Ayyappa temple belonged to Ayyappan devotees and not the Kerala government.

It was a shame that the police have filed cases against those who lighted camphor for the Lord and discouraged devotees from travelling in groups or singing bhajans together.

Contending that police cannot stop a Central minister’s car or his
convoy for any reason, BJP Yuva Morcha’s All India vice president A.P. Muruganandam asserted that Kerala government’s growing hatred for Lord Ayyappa devotees only signalled the last days of Chief Minister Pinarayi Vijayan’s government. “Pinarayi’s ego will literally decimate the Communist party… he will go down the history as captain of Titanic ship called CPI (M),” he said.

The BJP, he said would take up the issue of the SP misbehaving with the Minister and also organise a bandh in Kerala and Tamil Nadu soon. On Thursday, following the ‘harsh’ treatment meted out to Mr. Radhakrishnan, the BJP members staged protest in Kanyakumari district.

The Kerala police have filed cases against 2,600 BJP members for protesting against the government decision to impose restrictions on Ayyappa devotees, Muruganandam said.

“The situation in Sabarimala is not what it used to be in the past. I don’t think, police there appear to treat the devotees on humanitarian grounds. No one walks the area wearing shoes in the past. But not now. The arrest of Ayyappa devotees has become a regular affair in Sabarimala. No one can bear this. It remains desolate like a battlefield,” Radhakrishnan described shortly after returning from his pilgrimage to Sabarimala.

He claimed there are barricades all around and the police claimed the barricades were meant to prevent fringe elements from entering the temple. “The question is how will they identify the fringe elements?” he asked.

On his video going viral in the social media, Radhakrishnan said it doesn’t matter. What is important was the big mandapam, where bhajans are held wears a deserted look now.

SC sets aside Madras HC order giving 196 marks to students who wrote NEET-UG in Tamil

NEW DELHI: The Supreme Court on Thursday set aside the Madras High Court order awarding 196 grace marks to the NEET-UG 2018 aspirants who had opted to write the test in Tamil language on account of error in translation.

The top court directed that from year 2019-20, NEET-UG examination will be held by the newly constituted National Testing Agency instead of the CBSE.

A bench of justices S A Bobde and L Nageswara Rao said that "the method adopted by the Madurai bench of Madras High Court is manifestly arbitrary and unjustified and cannot be sustained".

"For these reasons, we set aside the impugned judgment of the High Court of Madras dated July 10, 2018. We direct that from the year 2019-20 onwards the NEET-UG Examination will be conducted by the National Testing Agency and the bilingual examination will be conducted after the question paper is translated," the bench said.


It noted that the list of students who opted to give the NEET-UG, 2018 Examination in Tamil after the addition of 196 marks is "startling".

Referring to the list, the bench said that a student who got 260 marks has been awarded a total of 456 marks and a student with 137 marks becomes entitled to 333 marks and the student who got 92 marks becomes entitled to 288 marks.

"Even students who have 21 marks been entitled to 217 marks.It is clear that the High Court lost sight of the primary duty of Court in such matter that is to avoid arbitrary results," the bench said.

The bench further said that the High Court has made no attempt to see whether the students have in fact attempted answers to the questions, which were claimed to be imperfectly translated and has proceeded to award the full marks for 49 questions to all candidates who had opted to write the examination in Tamil.

"We see no attempt in the impugned judgement to have the marks evaluated by an independent expert body instead the High Court resorted to blind allocation of full marks for each of the questions," the bench said.

The total number of students that appeared in the NEET-UG, 2018 was 13,23,672 and approximately 10.5 lakh took the test in English language while about 1.5 lakh opted for regional languages and of them nearly 24,000 candidates had taken it in Tamil language.

"Because of a mistake in translation which could have been detected and avoided by the students, we find it unjust that all the students across the board who took the examination in Tamil have been awarded four marks for all the 49 questions without any reference to the answer of those questions," the bench said.

It said that the consequence is "equally unjust" and "unacceptable" as the students who gave the examination in Tamil were "unduly benefited" only because they opted to give examination in Tamil.

Noting that there were some students who might have otherwise failed but for the addition of marks by the High Court most of the students who opted Tamil language have scored higher than those who gave the examination in English and other regional languages.

"This was mainly due to the blind allocation of 196 marks to every student who gave the exam in Tamil," the bench said.

On July 20, the apex court had stayed an order of the high court awarding 196 grace marks.

It had then said that prima facie it appears that after the judgment of the high court, the students who had opted for the Tamil language are in an advantageous position over others.

The Central Board of Secondary Education (CBSE) which conducted the examination has challenged the high court order and contended that 24,000 students who had opted Tamil language will now be getting around 750 marks out of 720 marks in total.

The Madras High Court had on July 10 ordered the CBSE to grant 196 marks -- 4 marks each for 49 erroneously translated questions -- in the Tamil version of this year's NEET-UG examination to the students who took the exam in the regional language.

The high court had directed the CBSE to consequently revise the list of eligible candidates and publish it afresh.

The petitioner, senior CPI(M) leader and Rajya Sabha MP T K Rangarajan, had moved the high court seeking full marks for the 49 questions, saying keywords in Tamil questions were wrongly translated from English and this caused confusion among the students.

There were 180 questions with a total mark of 720 in the NEET.

The high court had said that the students who took the NEET for admission to medical and dental colleges in Tamil should be suitably compensated to provide a level-playing ground.

The CBSE conducted the NEET on May 6 in 136 cities in 11 languages, the results of which were announced on June 4.

UGC's rule on distance education programme creates confusion in Tamil Nadu

UGC Secretary Rajnish Jain has said that no course other than the ones on the UGC website list would be recognised and a candidate who studies unrecognised courses cannot claim any benefit.

COIMBATORE: No retrospective or ex-post facto recognition to any course offered through open and distance learning mode will be granted under any circumstances, informed the University Grants Commission. This has created confusion, as many State universities continued to offer distance education programme even without recognition.

The University Grants Commission formulated a separate regulation for open and distance education courses in 2017 and said that only those universities that had a National Assessment and Accreditation Council score of 3.26 or higher can offer distance education programmes.

Many State universities, including Bharathiar University, obtained a stay order from Madras High Court against this particular UGC regulation and continued to offer the courses. Following this, the UGC amended its regulation and said that the universities can submit an undertaking that they will get a NAAC score of 3.26 before the end of academic session July 2019-June 2020. Universities have not submitted the undertaking and got recognition.


Now, the UGC Secretary Rajnish Jain has said that no course other than the ones on the UGC website list would be recognised and a candidate who studies unrecognised courses cannot claim any benefit. The UGC has also warned that if any deviation by was noticed, the same would entail not only withdrawal of permission or recognition for such ODL courses but also for other courses offered by the institutions, on regular and conventional mode.

CHENNAI: The five-day controversy over the alleged sale of dog's meat in Chennai ended on Thursday with Chennai Collector announcing that meat samples seized by Food safety officials at Egmore station were that of goat/sheep.

Quoting the report submitted by Tamil Nadu Veterinary and Animal Sciences University, A Shanmugasundaram, Chennai Collector said in a statement that the meat sample is that of the small ruminant carcass (goat/sheep).

According to a report submitted by professor and head of the Department of Veterinary Surgery and Radiology of Madras Veterinary College, incomplete closure of growth plates indicated the pre-pubertal age of carcass, thereby proving that carcass was that of a goat.


Further, results obtained from the molecular technique of carcass by Meat Science department and gross morphological inspections by Veterinary Autonomy departments of Madras Veterinary College also confirmed that samples were the meat of sheep.

On November 17, food safety officials seized 2190 kgs of unwholesome meat at Egmore station transported from Jodhpur by Bhagat Ki Kothi - Mannargudi weekly express. Since the carcass appeared to that of a dog with long tails, video of meat seizure went viral on social media.

Even as the wholesale meat traders insisted that the meat were that of goat, the samples were been sent to Veterinary college for examination.

As food safety officials remained tight-lipped till Wednesday, an NGO filed a petition in Madras High Court seeking a directive to the government to make public the test results of meat.

The meat was in unhygienic condition and did not have the seal of a slaughterhouse where the animals were killed. Besides, the Chennai collector justified food safety official's action stating that meat was transported in unhygienic  condition violating the food safety guidelines.

"The meat received at Egmore was not certified by a veterinarian and also transported without adequate cold chain mandated for meat transportation. Hence food safety officials seized the meat and subsequently destroyed it," explained the collector.

R Kathiravan, Designated Officer, Tamil Nadu Food Safety and Drug Administration, Chennai told Express that detailed guidelines to be followed for meat transportation within the city and from other  states will be issued soon.

S Nazer, a wholesale meat dealer, Perambur, who regularly receives meat from Andhra Pradesh charged that officials and a section of media have no knowledge on the different species of goat in the country. "Carcass of sheep with long tails (15 to 20 cm) is being transported from Rajasthan, Andhra Pradesh and Odisha for several years. The government must take action against those who spread rumours that it was dog's meat," he said.

CHENNAI: Hundreds of students at the SRM Institute of Science and Technology, Kattankulathur campus, began an agitation on Thursday evening and continued it till around midnight, alleging that a male worker on campus had sexually harassed a female student in an elevator. The college authorities claimed the worker had been sacked.

The incident is said to have taken place around 3 pm in one of the blocks in the girls' hostel.

The victim got into the elevator to reach the sixth floor when the worker pressed the button to the top-most floor.


"As soon as she walked into the lift, the worker unzipped his pants and stimulated himself in front of her. He blocked her way when she tried to get off on to the next floor. He let her go, only when she kept screaming," said a student, speaking to Express.

The student added that college authorities had asked them to give it in writing and collect the CCTV footage near the entrance of the elevator.

தமிழகத்தில், கஜா புயலால் ஏற்பட்ட பாதிப் புக்கு நிவாரண நிதி கேட்டு, நேற்று டில்லியில், பிரதமர் நரேந்திர மோடியை, தமிழக முதல்வர் பழனிசாமி சந்தித்து பேசினார். பிரதமர் இல்லத்தில் நடந்த இந்த சந்திப்பு, 20 நிமிடங்கள் நீடித்தது.இந்த சந்திப்பின் போது, தமிழக மீன் வளத் துறை அமைச்சர் ஜெயகுமார், தலைமை செயலர் கிரிஜா வைத்தியநாதன் உட்பட, உயர் அதிகாரிகளும் உடன் இருந்தனர்.

சேலம் மாவட்டத்தில் கடந்த சில நாட்களாக அவ்வப்போது மழை பெய்து வருகிறது. ஏழைகளின் ஊட்டி என்றழைக்கப்படும் ஏற்காட்டில் நேற்றுமுன்தினம் இரவு முதல் சாரல் மழை பெய்து வருகிறது. இதன் காரணமாக கடுங்குளிர் நிலவுகிறது. ஏற்காடு-சேலம் மலைப்பாதையில் கடும் மேக மூட்டம் சூழ்ந்ததால் வாகன ஓட்டிகள் கடும் சிரமம் அடைந்தனர்.

இதனிடையே நேற்று பகலில் அவ்வப்போது பலத்த மழை பெய்தது. இதனால் ஏற்காட்டுக்கு வந்திருந்த சுற்றுலா பயணிகள் கடும் அவதி அடைந்தனர். அவர்கள் தங்கும் விடுதிகளிலேயே முடங்கி கிடந்தனர். இதன் காரணமாக சாலைகளில் சுற்றுலா பயணிகள் கூட்டமின்றி வெறிச்சோடி காணப்பட்டது. மேலும் உள்ளூர் மக்களின் இயல்பு வாழ்க்கையும் மழையால் பாதிக்கப்பட்டுள்ளது.

தொடர் மழையின் காரணமாக நேற்று ஏற்காட்டில் உள்ள காபி எஸ்டேட்டுகளில் தொழிலாளர்களுக்கு விடுமுறை அளிக்கப்பட்டது. அதே நேரத்தில் பள்ளி மாணவ-மாணவிகள் மழையை பொருட்படுத்தாமல், நனைந்தபடியே சென்றதை காணமுடிந்தது. மேலும் மழையினால் சாலையோர கடைகள் அனைத்தும் நேற்று மூடப்பட்டிருந்தன.

மழை பெய்து கொண்டே இருந்ததால் ஏற்காடு படகு இல்லத்தில் நேற்று படகு சவாரி ரத்து செய்யப்பட்டது. இதனால் அங்கு வந்த சுற்றுலா பயணிகள் ஏமாற்றத்துடன் திரும்பி சென்றனர்.

இதே போன்று நேற்று சேலம் மாவட்டத்தில் பல்வேறு இடங்களில் சாரல் மழை பெய்தது. ஒரு சில பகுதிகளில் பலத்த மழை பெய்தது. இதனால் சாலைகளில் தண்ணீர் பெருக்கெடுத்து ஓடியது. விவசாய நிலங்களில் தண்ணீர் தேங்கியது. மழையினால் இரவில் கடுங்குளிர் நிலவியது. இதே போல சேலம் மாநகரில் நள்ளிரவு முதல் காலை வரை விடிய, விடிய சாரல் மழை பெய்தது. மழையினால் பொதுமக்களின் இயல்பு வாழ்க்கை பாதிக்கப்பட்டது.

நேற்று காலை நிலவரப்படி பதிவான மழை அளவு (மி.மீ.) வருமாறு:-

Extensive damage to trees during the recent cylone in Pudukottai district has hit the livelihood of a different group of residents: monkeys.

Dependent on fruit- bearing trees, the simians loitering in large numbers at the tourist hotspot of Sittannavasal are now bereft of food.

Absence of tourists over the past week to the cave complex has added to the misery of the monkeys, as the visitors offered them fruits and snacks. Locals said tamarind, guava and other fruit-bearing trees were ravaged by the gusty winds inside the garden park located near the complex and its vicinity.

Thousands of monkeys, which lived here, were dependent on the trees for food. “Gaja has devastated everything at this spot,” said a villager.

Moved by the plight of the simians, villagers residing at Sittannavasal were offering biscuits and snacks to the animals. “We have been feeding the monkeys for the past one week,” said a woman of the village.

‘Affected candidates could have referred to English paper’

The Supreme Court on Thursday set aside a Madras High Court direction to the Central Board of Secondary Education (CBSE) to grant grace marks to students who suffered from the erroneous Tamil translation of 49 questions in the NEET test for undergraduate medical admissions.

A Bench of Justices S.A. Bobde and L. Nageswara Rao said the students could have easily discovered the imprecise word to be faulty and a simple reference to the English version of the question paper would have clarified the defect. The students are given both English and Tamil versions of the question paper during exams.

One of the mis-translated words was the Tamil version of the word ‘cheetah’. It read ‘Sita’ in the Tamil question paper.

“Now it would be obvious to apply the common sense that Sita, which is a name of goddess and used for human beings, cannot occur in the example for divergent evolution that deals with man, bat and cheetah, etc. This mistake in ‘cheetah’ appearing as ‘Sita’ is said to have occurred because of mispronunciation of the word ‘Chiruthaiyin’ as ‘Seethavin’,” Justice Bobde said.

The court said since the mode of teaching after admission would be in English, it was no excuse to say that the student would not be able to read and understand the English language. Students were expected to resolve any ambiguity by reference to the questions in English language.

Besides, there was no grievance about any ambiguities about the same questions in English.

But on July 10, the High Court decided to grant four grace marks to each incorrectly translated question to nearly 24,000 students who took the NEET in Tamil. Thus, each of these students were entitled to a total of 196 grace marks.

“Because of a mistake in translation which could have been detected and avoided by the students, we find it unjust that all the students across the board who took the examination in Tamil have been awarded four marks for all the 49 questions without any reference to the answer of those questions.

Undue benefit

“The consequence is equally unjust and unacceptable as the students who gave the examination in Tamil have been unduly benefited only because they opted to give examination in Tamil,” the Supreme Court held.

The court further directed that from the year 2019-20 onwards the NEET-UG Examination will be conducted by the National Testing Agency (NTA), a society set up by the Government of India with the objective of conducting examination for grant of admission, etc.

“The NTA is established to ensure that the methodology of translation to conduct the examination is improved. In order to make it foolproof, it is proposed that the translation will be done by subject experts who are proficient in both the languages, i.e., source language and target language,” the judgment said. The court explained that from next year, translation would be done from the target language to the source language and back to the target language.

“Thus, for example a question in English translated in Tamil will be retranslated back to English. This dual translation approach will remove any chance of ambiguity in the question paper,” the Supreme Court said.

Denied hall ticket, student hangs himself

BENGALURU: A 20-year-old student committed suicide by hanging himself at his JJ Nagar resdience, west Bengaluru, on Sunday night after his college allegedly denied him an exam hall ticket.

The deceased was Shreyas Nandan, a third-year bachelor of computer applications (BCA) student at a private college in north Bengaluru.

JJ Nagar Police said Nandan left a suicide note, where he said, “I was unable to submit some assignments as part of my internal examination and failed to get admission ticket for the examination due to shortage of attendance. I was asked to pay Rs 7,500 as fine for the attendance shortage in order to get a permit to write the examination. But I was not ready to pay fine and tried to convince my class teacher and college. I had genuine reasons for skipping classes. But, they were not ready to listen to me.”

Nandan, in the three-page death note, alleged that his biggest mistake in life was to join the college. He has also apologised to his grandmother and mother. “I am sorry. I have to leave. I am done. I give up,” police said, quoting the concluding sentence of the death note.

Police said his parents did not make any allegations against the college and said the institution had followed rules and regulations in Nandan’s case. Police have registered a case of unnatural death. Nandan’s body was handed over to the family after autopsy at Victoria Hospital on Monday.

Major error sends Mangaluru Mail down the wrong track

CHENNAI: Passengers travelling on the Chennai-Mangaluru Mail on Wednesday night had no idea it could have well been on the way to Vijayawada in the opposite direction, courtesy a serious signal and interlocking error between Chennai Central and Basin Bridge junction (BBQ).

That no such thing happened was thanks to loco pilot D Benstoy who noticed something amiss and stopped the train, moving at less than 30kmph, before Basin Bridge.

After the train (12601) left Central at 8.22pm, the home signal before Basin Bridge junction (home signal 2A) showed green, but the track point was set towards Korukkupet, instead of Vyasarpadi, a serious safety lapse,.

This is an important track point that is automatically operated. It ensures trains bound for Korukkupet-Gudur-Vijayawada are routed right and those bound for Vyasarpadi-Tiruvallur-Arakkonam routed left. “Routing the train to the wrong track could have been disastrous as it could have collided with another train on that track. The loco pilot even had the green signal to proceed,” said a source.

A senior official said that the wrong inter-locking happened due to faulty wiring after a recent maintenance session. An inquiry has been ordered and will look into the reasons for the lapse, which based on preliminary investigations is attributed to the Signal and Telecom (SnT) department.

Around 8.20pm, sources said, the BBQ cabin official began the process of ensuring track point 50 was cleared towards the Vyasarpadi side. The point, sources added, was not responding to the normal position and was towards Korukkupet side. The train was stopped by the loco-pilot despite the green signal as he sensed something amiss.

Sources said a failure was notified, but around 8.40pm when the signal 2A was once again cleared, point 50 was towards the Korukkupet side yet again. It was later restored around 8.45pm, sources said. The train passed Basin Bridge junction at 8.45pm.

When contacted, Chennai Divisional Railway Manager Naveen Gulati told TOI that action had been initiated with regard to the lapse. This is not the first time such an incident has happened. Around a year ago, a ‘fast’ EMU (suburban service) bound for Tiruttani was routed towards the Gummidipoondi section by the BBQ station master. After this, the Chennai division cancelled operation of fast locals on the route, and moved them to the slow line.
