Former PWD chief engineer surrenders in graft case

Former Chief Engineer of the Public Works Department (PWD) C. Anandane, who was convicted by a Special CBI Court in a disproportionate assets case, surrendered before the court here on Tuesday after his bail was rejected by the Madras High Court.

Remanded in custody

Special Judge for CBI cases P. Dhanabal remanded him to judicial custody in the Kalapet Central Prison.

It may be recalled that the Anti Corruption Branch of CBI, Chennai, registered a case against Mr. Anandane, his wife Vijayalakshmi and son Ashok Anand for accumulating assets to the tune of Rs. 3.75 crore during the period from January 1, 1997, to January 7, 2006, disproportionate to their known sources of income.

The Special Judge for CBI cases, P. Dhanabal, on October 30 convicted Anandane and his son Ashok Anand, a MLA, to one-year Rigorous Imprisonment and slapped a fine of Rs. 1 lakh on each of them.

Dileep, accused in actor rape case, wanted a copy

Copy of the memory card containing a video clip of the alleged sexual assault on the actress-victim in Kerala is only a “material object,” not a document under Section 207 of the Indian Penal Code, the State government told the Supreme Court on Tuesday.

It was arguing against an attempt by accused actor Dileep to get a copy of the memory card.

Appearing before a Bench of Justices A.M. Khanwilkar and Ajay Rastogi, senior advocate Harim Raval, for the State, submitted that there was no requirement to share the memory card with an accused. The card was seized and produced in the trial court as material object and not a document.

Senior advocate Mukul Rohatgi, for actor Dileep, countered that the term “document” had a wide connotation. “A 100 years ago, an inscription on a tombstone was considered a document by the courts,” Mr. Rohatgi submitted.

Justice Khanwilkar posted the case for Wednesday.

‘Many discrepancies’

Mr. Rohatgi submitted that the mandate of a fair trial required that Dileep was given access to a copy of the memory card to prove his innocence.

Mr. Rohatgi had on December 3 submitted that there were several discrepancies in the police claim and the memory card would prove him right. He said unlike what the police claimed, the video did not appear to have been shot in a moving car. The car was stationary. Further, “human voices could be heard in the background”. The visuals of the alleged incident, Mr. Rohatgi had submitted, would help to prove that it was not a “forced situation.”

Rodents gnaw away nose of body in mortuary

In a bizarre incident, a portion of the nose of a youth’s body stored in the freezer of the mortuary at the Chidambaram General Hospital was partially gnawed away by rodents on Tuesday.

When contacted, the Joint Director of Health Services, Dr. Kala, said that an investigation would be conducted.

N. Vaitheeswaran, 24, from Kaakapillai Street in Chidambaram had committed suicide on Monday. The body was taken to the Chidambaram GH for a post-mortem.

Relatives and friends of the victim were in for a rude shock when they noticed the bitten nose as the body was being taken from the mortuary to the post-mortem room on Tuesday.

The relatives alleged that doctors initially tried to cover up the incident.

Though they initially refused to receive the body claiming that the hospital staff were careless in handling the body, they relented later and received it in the evening.

The Joint Director of Health Services said that the body was stored in the freezer and it is likely that rodents could have entered it through a gap in the facility.

‘One-off’ incident

Dr. Tamilarasan, Chief Medical Officer of Chidambaram GH termed it as a ‘one-off’ incident and said he had contacted the concerned agency responsible for maintenance of freezer boxes to cover the boxes with iron meshes. The official also denied that the hospital was infested with rodents.

Action against use of own vehicles for commercial purposes

The Transport Department is mulling over a multi-pronged action against people who operate own vehicles for commercial purposes.

A decision to this effect was taken by Joint Transport Commissioner K.R. Krishnamurthy and Regional Transport Officer T. Balraj (Coimbatore South) holding additional charge of Coimbatore Central.

Earlier, Coimbatore Tourist Taxi Operators/Drivers Welfare association members led by C.P. Balaji hired such vehicles (known as own board) posing as clients and brought them straight to the RTO on Tuesday.

Mr. Balaji said that some people attached their own vehicles with fleet owners. Through such practices, the State was incurring huge revenue loss as these vehicles evaded the road tax levied per seat for tourist vehicles. They also get exempted from inter-State permits and pay very less insurance premium compared to the insurance premium for commercial vehicles.

Road tax for commercial vehicles was 50 % more than own vehicles. Software professionals and corporate personnel attached their vehicles with operators for additional income. In fact, there were many websites and apps offering own use vehicles on hire and most of them employed casual drivers/college students, who were neither skilled nor experienced. In addition, whenever such vehicles met with accidents, the victims could even be denied of insurance coverage as using own vehicles for commercial purpose was illegal, Mr. Balaji pointed out.

Now, the transport officials are initiating prosecution proceedings against the owners of five such vehicles. The owners will have to appear before the court and pay the fine. Then they will have to appear before the RTO and again pay the fine to release the vehicle.

The transport authorities are at liberty to make owners of such vehicles to pay the road tax and permit charges meant for tourist vehicles and then convert those vehicles into tourist vehicles.

BJP leader Tamilisai Soundararajan sought to downplay the party’s losses in the Assembly polls in five States, saying, "The BJP has made some losses. Look at Madhya Pradesh, where the party did not lose, as predicted by surveys. In a way, the party has emerged victorious even while losing.”

But others had a different view. "Whatever the BJP might say, none of the parties that attended the all-party meeting in Delhi will support Narendra Modi's bid to be Prime Minister again. Today's victory belongs to AICC president Rahul Gandhi, who campaigned extensively to ensure the BJP did not win anywhere," said TNCC president Su. Thirunavukkarasar.

"The BJP has not won anywhere. This is a death-knell for the BJP, a warning shot by voters ahead of the 2019 general elections," said CPI(M) state secretary K. Balakrishnan. “Today’s result foreshadows the results of the 2019 general elections. The BJP has been pushed to the back of the queue; this will repeat when the democratic and secular forces come together to form a government after the general elections,” said CPI state secretary K. “Children don’t understand what this is...the government doesn’t seem to understand the concept of consent. Now, because of the Supreme Court order, there is a possibility of the government implementing it properly,” Dr. Khera said, delivering the T.G. Narayanan Memorial Lecture 2018 on ‘Aadhaar, Welfare and the Media’, at the Asian College of Journalism on Monday.

Dr. Khera said there have been around 25 deaths related to disruption caused by Aadhaar. Explaining the various schemes, she said the concept of corruption being diminished due to Aadhaar was more of rhetoric.

“In 2008, the Central government made it mandatory for wages to be paid into bank and post office accounts. In National Rural Employment Guarantee Act, 2005, the dramatic reduction in wages corruption is because of separation of the implementing agency and the payment agency.” she added. “As with PDS, the decline in corruption in NREGA pre-dates Aadhaar-integration”, she said.

Nightmarish experience

On the issue of making Aadhaar mandatory for children to avail of mid-day meals at school, she said the onus should be put on teachers and the school administration, who are inflating student figures to siphon off funds. The government should investigate them rather than putting the children to hardship, she added.

Dr. Khera said the process of linking of Aadhaar to various schemes, and especially to the PDS for the poor has been nightmarish. “There are many cases where the poor beneficiaries are either too old to walk, or ill, to go to an enrolment centre to get their Aadhaar linked, and the gram level officials are too stretched with work in every direction,” she said.

“Aadhaar has done very little role to fix corruption. You could still go to your ration shop and end up getting lesser quantity of ration than what you are entitled to.

“The corruption continues as before. Aadhaar is pain without gain,” Dr. Khera said.

It’s two-thirds majority for Telangana Rashtra Samithi

It was the Telangana Rashtra Samiti’s show all the way in the Assembly election with the party securing 88 seats, more than two thirds of the 119-member Legislative Assembly.

There was no looking back for the car, the symbol of the TRS, in the election, barring Khammam where the Congress-led alliance managed to secure 8 of the 11 constituencies. The impact of the TRS was such that the Congress could not cross the 20 seat mark and the alliance it led managed 21 seats in all, including two seats won by the TDP.

TRS candidate and Chief Minister K. Chandrasekhar Rao’s nephew, T. Harish Rao won with huge margin of 1.18 lakh votes from Siddipet Assembly constituency while Mr. Rao’s son K.T. Rama Rao was not far behind securing a majority of over 88,000 votes from Sircilla. Mr. Rao himself romped home with a margin of close to 60,000 votes over his nearest rival V. Pratap Reddy of the People’s Front. Several other TRS candidates won with majorities ranging from 30,000 to 50,000 votes proving the claims on significant anti-incumbency factor against the government as wrong.

Setback for Speaker

The TRS, however, suffered a setback in the form of defeat of some of the Ministers in the previous Cabinet as well as the Speaker in the dissolved Assembly S. Madhusudanachary from Bhupalpalli. The ministers who were defeated at the hustings are political heavy weight from Khammam-- Tummala Nageswara Rao (Palair), five-time MLA from Kollapur Jupally Krishna Rao, P. Mahender Reddy from Tandur and Ajmira Chandulal (Mulug).

The party made major inroads into the rural constituencies where it had little presence in the past and proved its claims that the benefits of the spree of welfare and development programmes reached the last mile. The situation in the urban areas too was not different with the TRS winning in a majority of seats in core urban areas, the State Capital in particular where it won seven of the 15 seats and improved its tally from the last election. It was victory for almost all the candidates who switched loyalties from the Congress and the TDP.

Centre may feel pressure to loosen purse strings

The BJP’s defeat in three crucial Hindi heartland states will increase the pressure on the ruling coalition at the Centre to resort to populist policies in the leadup to the 2019 general elections, but the scope seems to be rather limited given the tight fiscal situation.

The NDA has about four months to go before the 2019 Lok Sabha polls, and all eyes are on the vote on account which experts reckon could provide some indications of the promises that the BJP is likely to make as it seeks reelection nationally.

Farm unrest and distress have played a significant role in the BJP suffering Tuesday’s poll setbacks. However, the Centre is still expected to adopt a tough line on promises such as farm loan waivers as the view within the top leadership is against any populist giveaways.

At the same time, considering the need to win back the rural populace, the government is expected to bank on the string of schemes rolled out to make life in rural areas comfortable, such as the household electrification programme, the handing over of gas cylinders to needy families, the toilet building programme and the financial inclusion scheme Jan Dhan as well as affordable housing.

The Centre has already made the National Pension System more attractive for investors, with the biggest bonanza going to 18 lakh central government employees. The Centre will contribute 14% of basic salary to their pension corpus, up from 10%.

Experts expect more such measures in the vote on account with the promise to implement them after re-election. The Centre is also hoping to get some more resources if there is a framework drawn up for greater transfer of the Reserve Bank of India’s excess reserves to the government.

Here again, it may be linked to recapitalisation of banks and with a condition that it will not be used for meeting the general government deficit. The government has already signalled its commitment to meet the fiscal deficit target of 3.3% of gross domestic product set for the current fiscal. \ During the NDA’s four and a half year tenure, the PM has ensured that profligacy is reined in and the Central government adheres to the fiscal deficit target.

Rahul Gandhi has referred to the ‘Pappu’ barb, which BJP uses to target him, on a couple of occasions in front of Narendra Modi, only to evoke laughter from the Prime Minister. On Super Tuesday, Congress’ performance under Rahul would have had the saffron camp eating its words.

The comprehensive Congress victory in the Hindi heartland over BJP established Rahul as the leader of Congress; coincidentally, exactly a year after he took over the mantle from mother Sonia Gandhi.

Congress’ win in the BJP forts of Chhattisgarh, Rajasthan and Madhya Pradesh is a political watershed in the ‘Modi era’. It marks not only the arrival of Rahul — ever under pressure for his earlier failures to produce results — but also catapults a down-in-thedumps Congress right to the head of the opposition pack.

For Rahul and Congress, there appeared no respite as just two wins out of 24 since 2014 raised questions about their ability to take on the aggressive, resourceful and polarising election machine that BJP has become under Modi and Amit Shah. And “secular” regional players till Tuesday fancied their chances in the leadership stakes as they consistently showed better acumen and appetite to confront BJP.

But counting day virtually pressed the reset button for Congress, as partymen across the country heaved a sigh of relief when the favourable results flashed on TV screens.

A revitalised Congress, ready to go toe to toe with the Modi-led BJP, brings a strong advantage to the opposition. Besides consolidating the anti-BJP vote, which includes minorities among other sections, it puts a proven national player at the helm and helps pre-empt BJP’s strategy of framing the 2019 battle as ‘Modi vs instability’.

Rahul has earned credit in the process. Personally, he led the gamble to target Modi on the ‘credibility’ front, pitching Rafale, demonetisation and GST as poll issues against the counsel of senior colleagues who believed these would help Modi.

At the same time, Rahul was undeterred by repeated defeats and continued to challenge Modi in an acerbic tone, which experts and colleagues said only boosted the PM’s profile with people. The general belief was that attacking Modi was counter-productive.

Having set the template and the tone for taking on BJP, the victories just ahead of Lok Sabha elections will leave no doubts about Rahul and Congress leading the opposition alliance in its fight against Modi in 2019.

Outcome could revive CPM push for Lok Sabha pact with Congress

The impact of Congress’ victories go beyond party lines and may strengthen the hand of CPM general secretary Sitaram Yechury who has consistently been backing Rahul Gandhi, and as a consequence often been identified with an “unpopular” secular leadership. There has emerged a vertical division within the CPM over whether or not to align with the Congress in taking on communal forces. The Prakash Karat faction has undercut a push for alliance by citing repeated Congress defeats over the four years as why such an alliance would be a self-defeating proposition. While Yechury has forged a close understanding with Rahul Gandhi, the Congress defeats have generally been seen as weakening his argument for an alliance. The timely Congress victories over BJP just four months ahead of Lok Sabha polls are seen to have delivered an ace to Yechury to revive his push for an electoral understanding with Congress. The primacy of fighting communal forces would gel well with the evidence that Congress has in it the appetite to defeat a Modi-led saffron camp.

In fact, CPM-aligned groups have already started arguing that the party’s failure to join hands with Congress in Madhya Pradesh has helped BJP win in over five constituencies. TNN

Congress’s success on Tuesday invests Rahul Gandhi’s campaign themes with a credibility and lethality they so far seemed to lack and make BJP’s job for 2019 that much more difficult. To that extent, the 2019 polls may turn out to be a quasi-presidential duel between him and Modi.

Next summer’s contest still remains a battle for Modi and BJP to lose. The findings of exit polls, which called the elections right, also attested to the PM continuing to be the most popular politician.

By all accounts, the 15-year incumbency of BJP governments in Chhattisgarh and Madhya Pradesh were critical for Congress’s performance in the two states. Both the outgoing chief ministers — Raman Singh and Shivraj Singh Chouhan, the latter in particular — enjoyed goodwill for being good administrators. But their three stints also rendered them vulnerable to discontent — an inevitability in the “era of escalating aspirations”.

Few expected Raje to defy the state’s revolving-door pattern of politics after she scored a string of self-goals and failed to counter the perception of ‘arrogant aloofness’ that swirled around her. But their defeats also spell the failure of “rescue acts” that the PM and BJP chief Amit Shah mounted. In fact, Congress sought to turn the elections into a referendum on Modi’s measures like demonetisation and GST and allegations of corruption in the Rafale deal.

The success can encourage Congress to conflate the local with the national and sharpen the attack on Modi, focusing on his personal integrity and enhancing the prospect of strong, perhaps even dramatic, counter-measures from the incumbent who is not known for underestimating his opponents. There were already indications of growing receptivity to RSS’s pitch for a legislation to facilitate construction of Ram mandir and the setback may serve to enhance the temptation. The possibility of welfare measures topping finance minister Arun Jaitley’s ‘interim’ budget has grown by a small measure though Modi, who resisted Raman Singh’s ‘SOS’ messages for clearance to allow a loan waiver to match a similar sop by Congress, is unlikely to go to the length KCR traversed to drub Congress and TDP.

Rao’s victory shows the resilience of regional players, underlines the limits of national parties and will make it necessary for both Congress and BJP to woo them. Rahul, while savouring the success, didn’t forget to stretch out a hand of friendship to potential allies who have always found themselves uncomfortable with a powerful Congress. Expect BJP also to take a softer stance from here on.

With the tailwind of victory over BJP in the Hindi heartland, Congress president Rahul Gandhi resumed his campaign-style attack on Prime Minister Narendra Modi by saying that there was a popular perception of his being “corrupt”, adding that the opposition would defeat the BJP in 2019 elections.

Addressing the media at the party headquarters, an elated Rahul said the results were a “clear message” to the Modi government that people were not happy with its performance and it was time for a change.

He added the opposition was strongly united and will fight together in 2019 polls.

Rahul said Modi had squandered the massive mandate of 2014 by refusing to listen to the “heartbeat of the country” and claimed the future of the country’s youngsters was under a cloud.

Flanked by party veterans Ahmed Patel and Anand Sharma, Rahul Gandhi slammed BJP and Modi for being “arrogant”, citing “Congress mukt” slogan as evidence. He said among the many things he has learnt since 2014 is “humility”.

“The BJP has a certain ideology and we will fight against it. We have won this election, we will also win in 2019. However, we do not want to get rid of anyone, ‘hum kisi ko mukt nahi karna chahte’,” he said.

He said besides corruption, people were unhappy with the PM’s decisions like demonetization and those pertaining to farmers and youth.

Thanking voters and party workers, he said, “It’s now time for change. We are going to provide these three states with a vision for overall development.”

In his book, ‘Of Counsel: The Challenges of the Modi-Jaitley Economy’, former chief economic adviser Arvind Subramanian talks about the political puzzle of demonetization turning out to be an electoral vote catcher in the short-term despite the hardship it imposed on people of the country.

Two years on, as shortterm turns into mediumterm, the electoral puzzle may be unravelling. The middle class and the man on the street, who had fully backed PM Modi’s move to scrap ₹500 and ₹1,000 notes, which accounted for nearly 86% of the currency in circulation, are now unsure if the desired goals — from expanding the tax base and reducing black money to promoting digital transactions and checking the circulation of fake notes — have been achieved.

While the government points to a jump in incometax collections and a bigger base to argue that more Indians are now in the tax net than pre-November 2016, Opposition parties never tire of mocking the Modi administration by pointing out that over 99% of scrapped notes were deposited with banks.

This may have been dismissed as a political statement a few months ago but in the just concluded elections, the anti-demonetization sentiment was all pervasive. In Rajasthan, people were themselves raising the issue without even a prod.

Sensing the growing resentment, Ashok Gehlot, a frontrunner for the chief minister’s post in Rajasthan, never shied away from raising the issue at Congress’ public meetings. His party chief Rahul Gandhi had in any case taken the view that demonetisation was an antipoor move that only benefited Modi’s friends in the business community.

Students protest as teen dies of cardiac arrest on campus

Students at a city college protested on campus on Tuesday after an 18-yearold reportedly died of a cardiac arrest during a sports day event on Monday evening.

Police said the victim, J Mahima of Selaiyur, was pursuing her first year undergraduate course in chemistry at Madras Christian College in Tambaram. The Selaiyur police registered a case of unnatural death. An investigating officer said they took a complaint from the deceased girl’s parents after students alleged foul play. “Preliminary autopsy report suggested that the girl died of cardiac arrest,” the officer said.

Mahima was among the 100 students who participated in the ‘Sports for All’ event organised by the college on Monday. After an initial warm-up, students were allowed to choose a sport of their interest and Mahima signed up for a basketball session. Students, who were present, said Mahima collapsed during a game. She was rushed to a nearby private hospital, where she was declared brought dead.

Her fellow students protested on the college premises on Tuesday claiming that they were forced to attend the event, introduced last year by principal R W Alexander Jesudasan. Some said Mahima had sought an exemption from participating in the event, saying she was anaemic. “But the trainers did not listen to her and (told) her to run harder to recover soon,” a student said on condition of anonymity.

The college, however, said the event was not mandatory and Mahima had failed to inform the trainers that she was unwell. The college and some of Mahima’s friends said the victim had no history of chronic illness and regularly played badminton.

“This training is a part of their (students’) curriculum and students, who informed (us of) their unwillingness to participate in this programme, were exempt and not forced to take it up,” the college said in its response to TOI’s query. Two credit points are awarded to students who undergo the 120-hour training.

On Tuesday evening, principal Jesudasan met a select group of students and expressed the college management’s willingness to make changes to the curriculum making the training optional. He reportedly said the changes would be made once the College Union Society, the recognised student body, submits it request.

“We have spoken to the college principal and he has assured not to compel students in such events in the future,” the police officer said.

Zomato tapes packs after TN delivery exec eats customers’ food

In a damage-control measure, Zomato on Monday night issued a statement that it would introduce tamperproof tapes to seal food delivery boxes after a video of one of its agent gorging on customers’ food in Madurai went viral.

The video, which was shared widely on Facebook and Twitter, shows a Zomato food delivery boy eating from each packet he was to deliver. He then repackages them and puts them back in his delivery bag.

Hundreds commented on the shared video. Customers, who had earlier complained to Zomato that they got lesser quantity of food than promised on the menu, squarely blamed the delivery agents for it.

While some felt delivery agents were to be pitied more than blamed because of being severely underpaid, others said they would think twice before ordering online. “The Zomato delivery chap eating from various orders is depressing. This is what happens when you make people who can’t afford a square meal, keep handling mountains of food. All food deliveries should offer 1-2 square meals a day for their delivery people. It’s only fair. Great CSR,” tweeted columnist Rajyasree Sen.

Facing harsh criticism from users, the Bengalurubased food tech company said, “Last night, we came across a video of a delivery executive in a Zomato t-shirt, carrying a Zomato delivery bag, eating food out of boxed orders and replacing each one after resealing them, back into the delivery bag. The video suggests that he consumed some of the food meant for delivery to users, on his way to the drop points. We want our users, restaurant partners and all stakeholders to know that we take these kinds of reports extremely seriously.”

Zomato said that it has found that the agent is from Madurai in Tamil Nadu and has been taken off the platform.

Zomato said, “We would like to reiterate that given our multiple communication channels with users, who expect the highest standards from Zomato and highlight the smallest of deviations to us as soon as they receive their orders, this is a highly unusual and a rare case. மருத்துவர்கள்தான் அவசரச் சிகிச்சை செய்வார்கள் என்பது நம் எல்லோருக்கும் தெரியும். ஆனால் மருத்துவர்களுக்கும் மருத்துவ உலகத்துக்கும் அவசரச் சிகிச்சை தேவைப்படும் நிலை இன்றைக்கு ஏற்பட்டுள்ளது. இது அதிகம் கவனத்தில் எடுத்துக்கொள்ளப்படாத ஒரு நோய். அரசியல்வாதி என்றாலே ஊழல் செய்பவர்கள் என்ற நம்பிக்கை ஸ்திரமானதுபோல, மருத்துவர்கள் என்றாலே பணம் பிடுங்குபவர்கள் என்ற கருத்து மக்களிடையே அதிகரித்துவருகிறது. இந்தக் கருத்தைப் பொறாமையால் தோன்றியதாகச் சொல்ல முடியாது. இதை நிஜமாக்குவதற்குப் பல காரணங்களும் இருக்கின்றன. மருத்துவர்களுக்கும் அதில் முக்கியப் பங்கு உண்டு என்பதை மறுக்க முடியாத நிலையில் இருக்கிறோம்.

உறுதிமொழி என்ன சொல்கிறது?

எல்லா மருத்துவக் கல்லூரிகளிலும் முதல் ஆண்டின்போது ‘ஹிப்போகிரேட்டஸ் உறுதிமொழி’ எந்த இடத்தில் எழுதிப் போடப்பட்டிருக்கும் என்பது எல்லாப் பயிற்சி மருத்துவர்களுக்கும் தெரிந்திருக்கும். ஆனால், அதில் என்ன எழுதியிருக்கும் என்ற கேள்விக்கு விடை தெரிந்தவர்கள் மிகவும் சொற்பம்தான். ஏனென்றால், மனிதனுக்குச் சிகிச்சையளிப்பதைக் கற்றுக்கொண்டதைவிட, நோய்க்குச் சிகிச்சை அளிப்பதையே நம்மில் பெரும்பாலானோர் கற்றுக்கொண்டுள்ளோம். இரண்டுக்கும் அப்படி என்ன பெரிய வித்தியாசம்? ஒரு மனிதரைச் சிகிச்சை அளிப்பது என்பது அவனை மதிப்பதில் இருந்து தொடங்குகிறது. அவரது வலியையும் உணர்வுகளையும் புரிந்துகொள்ளவும் உதவுகிறது. இதில் நோய் அறிகுறிகளைத் தீர்ப்பது, நோய்க்குச் சிகிச்சையளிப்பது என்பதும் தானாகவே உள்ளடங்கிவிடுகிறது, தனித்துத் துருத்திக்கொண்டு இருப்பதில்லை.

இடைவெளி விழுந்த உறவு

“உங்கள் வயலில் விளைச்சல் எப்படி?” என்று விவசாயியிடமும், “பிளஸ் டூ எழுதிய உங்கள் மகள் எத்தனை மதிப்பெண்கள் வாங்கியிருக்கிறாள்? அடுத்து என்ன படிக்கப் போகிறாள்?” என்று ஒரு பெற்றோரிடமும், “பணி நிறைவு பெற்ற பின் நேரம் எப்படிப் போகிறது?” என்று ஓய்வுபெற்ற ஊழியரிடமும் கேட்கும் மருத்துவர்களை மக்கள் இன்னமும் கொண்டாடத்தான் செய்கிறார்கள். அது சிகிச்சைக்கு நேரடி சம்பந்தமில்லை என்று நம்புகிறோம். ஆனால், தியேட்டர் டிக்கெட் கவுண்டரில் டிக்கெட் கொடுப்பவர் சொல்வதைப்போல ‘எத்தனை வேணும்?’ என்று கேட்டுவிட்டு மருந்துச் சீட்டை நீட்டும் தொழில் அல்ல மருத்துவம். கடைக்காரர்-வாடிக்கையாளர் உறவு என்பது வேறு, மருத்துவர்-நோயாளி உறவு என்பது நிச்சயம் வேறு.

நோயாளி உருவாக்கம்

நோயாளிகள் விவரிக்கும் நோய் அறிகுறிகளுக்கு அந்தந்த உறுப்பு சம்பந்தப்பட்ட நோயின் பெயரைக் கூறி நோய்த்தன்மைக்கு உள்ளாக்கிவிடுவது, மருத்துவ உலகைத் தாக்கியிருக்கும் மிகப் பெரிய வியாதியாக உருவெடுத்திருக்கிறது. வயிற்று வலித்துவிட்டாலே ‘அல்சராக இருக்கும்’ என்றும், கழுத்து வலியுடன் வந்தால் ‘தண்டுவட ஜவ்வு விலகியிருக்கும்’ என்றும், கோபப்படுகிறார் என்றாலே ‘பிரெஷராக இருக்கும்’ என்றும் எல்லோரையும் நோய் பீடித்தவராக மாற்றாமல் இருப்பது நிச்சயம் மருத்துவர்களின் கைகளிலும் உள்ளது. 40 வயது நிரம்பிய எல்லோரையும், நாளை எனக்கு என்ன நடக்குமோ என்று கத்திமேல் நடக்க வைக்கும் நெருக்கடியை மனதில் ஏற்ற வேண்டிய இடமல்ல மருத்துவமனை என்பதை எப்போது உணரப் போகிறோம்?

மனம் விட்டுப் பேசுங்கள்

‘நான் மருத்துவர், நோயைக் கண்டறிந்துவிட்டேன், மருந்து கொடுப்பேன், நீ சாப்பிட வேண்டும்’ என்ற மனநிலையிலிருந்து மருத்துவர்கள் விடுபடவேண்டிய கட்டாயம் ஏற்பட்டுள்ளது. நோய்க்கு அளிக்கப்படும் சிகிச்சை நோயாளிக்குமானதே தவிர, நோய்க்காக மட்டுமல்ல.

புகழ்பெற்ற ஆக்ஸ்போர்டு மனநல மருத்துவப் புத்தகம் பின்வருமாறு கூறுகிறது: ‘ஒருவரை உடல் அளவில் தொடர்ந்து நோயாளியாகவோ, மனநோயாளியாகவோ மாற்றுவதில் நேரடியாகவோ மறைமுகமாகவோ மருத்துவர்களும் பங்குவகிக்கின்றனர். அதீத எச்சரிக்கைகள் மூலமாகவோ, தெளிவான விளக்கங்கள் மற்றும் ஆற்றுப்படுத்துதலை மருத்துவர் கொடுக்காததன் மூலமாகவோ இது நடக்கிறது’ என்பதே அது.

எந்தச் சிகிச்சை வெல்லும்?

நோய் அறிகுறிகளுக்குச் சிகிச்சை அளித்து நோயை நீக்கி விடுவது மட்டுமே ஒரு மருத்துவருக்கு முழு வெற்றியைத் தந்துவிடுவதில்லை. நோயால் பாதிக்கப்பட்டவரின் வாழ்க்கைத் தரத்தை நோயுற்ற நிலையிலிருந்து எந்த அளவுக்கு உயர்த்தி இருக்கிறோம் என்பதைப் பொறுத்தே வெற்றி தீர்மானிக்கப்படுகிறது. உடைந்த எலும்புகளை ஒட்ட வைப்பது அல்ல, ஒட்டவைக்கப்பட்ட எலும்புகளால் ஒரு நபர் எந்த அளவுக்குத் தன் அடிப்படைத் தேவைகளைப் பூர்த்தி செய்துகொள்ள முடிகிறது என்பதுதான் ஒரு சிகிச்சையின் வெற்றி. இல்லாவிட்டால் ‘அறுவைசிகிச்சை வெற்றி, நோயாளி மரணம்’ என்ற கதையே தொடரும்.

உடல்நோய் தரும் மனநோய்

‘எல்லாப் பரிசோதனைகளிலும் எந்தக் கோளாறும் இல்லை. மருத்துவரும் ஒன்றும் இல்லை என்று சொல்லிவிட்டார். ஆனால், எனக்கு இன்னும் நோய் அறிகுறிகள் ஏன் இருக்கின்றன?’ என்ற விடையளிக்க முடியாத கேள்விகளுடன் தினமும் பலர் மனநோயாளிகளைப்போல் மாறிவருகின்றனர். மனதுக்கும் உடலுக்கும் சம்பந்தமே இல்லை என்பதுபோல மருத்துவ உலகம் மாறிவருவதுதான் இதற்கு முக்கியமான காரணம்.

ஹிப்போகிரேட்டஸ் உறுதிமொழியில் வரும் ‘Primum non nocere’ என்ற லத்தீன் வரிகளுக்கு ‘நோயாளிக்கு எந்தத் தீங்கும் செய்யாதிருப்பதே முதன்மையானது’ என்று அர்த்தம். ‘உதவி செய்யாவிட்டாலும் உபத்திரவம் செய்யாதே’ என்று சொல்வார்கள் இல்லையா, அதுபோன்றதுதான் இதுவும். மருத்துவ மாணவர்களுக்கு இந்த அம்சத்தைப் பாடமாகச் சொல்லிக்கொடுப்பதைவிட வாழ்க்கைக் கல்வியாக நடைமுறையில் செயல்படுத்திக் காட்ட வேண்டும். இனி வரும் தலைமுறைகளிலாவது மருத்துவர்-நோயாளி இடைவெளி குறைய வேண்டும்.

சென்னை பைபாஸில் தொடரும் சமூகவிரோதச் செயல்கள்

சென்னை பைபாஸ் சாலையில் சமூக விரோத மற்றும் குற்றச்செயல்கள் தொடர்வதாக அப்பகுதி மக்கள் தெரிவித்தனர். இச்சாலையில் கடந்த 2016 ஜனவரி முதல் 2017 ஜூலை வரை 195 விபத்துக்கள் ஏற்பட்டுள்ளன, 53 பேர் உயிரிழந்துள்ளனர்.


இதனால் விபத்துப்பகுதிகள் எனக் கண்டறியப்பட்ட 15 இடங்களில் மின் விளக்குகள் பொருத்த நடவடிக்கை எடுக்கப்பட்டு வருவதாக தேசிய நெடுஞ்சாலை ஆணையம் தெரிவித்துள்ளது. ஆனால் இங்கு சமூக விரோத செயல்கள் தொடருவதால் அது இச்சாலை முழுவதும் நீட்டிக்கப்பட வேண்டும் என அப்பகுதி மக்கள் தெரிவித்துள்ளனர்.

இதுதொடர்பாக அவர்கள் மேலும் கூறுகையில், இந்த 32 கி.மீ. சாலையில் குறிப்பாக போரூர் பகுதியில் நள்ளிரவில் அதிகளவில் குற்றச்செயல்களும், சமூக விரோத செயல்களும் நடைபெறுகின்றன. இது கடந்த 4 ஆண்டுகளாக தொடர்கிறது என்றனர்.

சாதனை படைக்குமா பாஜக? 5 மாநில பேரவைத் தேர்தலில் பதிவான வாக்குகள் எண்ணிக்கை தொடங்கியது

மத்தியப் பிரதேசம், ராஜஸ்தான், சத்தீஸ்கர், தெலங்கானா, மிஸோரம் ஆகிய 5 மாநில சட்டப் பேரவைத் தேர்தலில் பதிவான வாக்குகள் எண்ணிக்கை தொடங்கியது. முதல் கட்டமாக தபால் வாக்குகள் எண்ணப்பட்ட வருகின்றன.


5 மாநிலங்களின் தேர்தல் முடிவுகள் அடுத்த ஆண்டு நடைபெறவுள்ள மக்களவைத் தேர்தலுக்கு முன்னோட்டமாக பார்க்கப்படுவதால், இந்த தேர்தல் முடிவுகள் தேசிய அளவில் மிகுந்த ஆவலுடன் எதிர்பார்க்கப்படுகிறது.

இதில் மத்தியப் பிரதேசம், ராஜஸ்தான், சத்தீஸ்கர் ஆகிய மாநிலங்களில் பாஜக ஆட்சியில் உள்ளது. மிஸோரம் மாநிலத்தில் காங்கிரஸும், தெலங்கானாவில் தெலங்கானா ராஷ்டிர சமிதி கட்சியும் ஆட்சியில் உள்ளன. இன்று காலை சரியாக 8 மணிக்கு வாக்கு எண்ணிக்கை தொடங்கியது. முதல் கட்டமாக தபால் வாக்குகள் எண்ணப்பட்டு வருகின்றன. அடுத்த கட்டமாக பொதுமக்கள் வாக்குகள் ஒவ்வொரு சுற்றாக எண்ணப்பட்டு முடிவுகள் அறிவிக்கப்பட உள்ளன. எனவே, வாக்கு எண்ணிக்கை தொடங்கிய ஒரு சில மணி நேரத்திலேயே முன்னிலை நிலவரங்கள் தெரியவரும் என எதிர்பார்க்கப்படுகிறது.

பாஜக, காங்கிரஸ் மட்டுமின்றி பல்வேறு பிராந்தியக் கட்சிகளுக்கும் இத்தேர்தல் முடிவுகள் மிகவும் முக்கியமானதாக கருதப்படுகிறது. ஏனெனில், தேர்தல் முடிவுகளுக்கு ஏற்பவே அடுத்த ஆண்டு நடைபெறும் மக்களவைத் தேர்தல் கூட்டணிகள் அமையும். வாக்கு எண்ணிக்கையை முன்னிட்டு 5 மாநிலங்களிலும் அதற்கான மையங்களில் விரிவான பாதுகாப்பு ஏற்பாடுகளை தேர்தல் ஆணையம் மேற்கொண்டுள்ளது.

5 மாநிலங்களில் மொத்தம் 1 லட்சத்து 74 ஆயிரத்து 724 மின்னணு வாக்குப் பதிவு இயந்திரங்கள் பயன்படுத்தப்பட்டுள்ளன. 5 மாநிலங்களிலும் சேர்த்து 679 தொகுதிகளில் மொத்தம் 8,500-க்கும் மேற்பட்ட வேட்பாளர்கள் போட்டியிட்டனர். ராஜஸ்தானில் மட்டும் வேட்பாளர் ஒருவர் இறந்ததால் ஒரு தொகுதியில் தேர்தல் நடைபெறவில்லை.

மத்தியப் பிரதேசம், சத்தீஸ்கரில் பாஜக வெற்றி பெற்றால் அந்த மாநிலத்தில் தொடர்ந்து 4-ஆவது முறையாக ஆட்சியைப் பிடித்து அக்கட்சி சாதனை படைக்கும். ராஜஸ்தானில் கடந்த சில தேர்தல்களில் பாஜகவும், காங்கிரஸும் மாறி மாறி ஆட்சியைப் பிடித்து வருகின்றன. இந்த மூன்று மாநிலங்களும் பாஜகவுக்கு மிகவும் முக்கியமானவையாகும்.

ஏனெனில், கடந்த 2014 மக்களவைத் தேர்தலில் இந்த மூன்று மாநிலங்களில் உள்ள 65 தொகுதிகளில் 62 இடங்களை பாஜக கைப்பற்றியிருந்தது. வடகிழக்கில் காங்கிரஸ் கட்சி ஆட்சியில் உள்ள ஒரே மாநிலம் மிஸோரம் மட்டும்தான். எனவே, அங்கு ஆட்சியைத் தக்கவைக்க வேண்டியது காங்கிரஸுக்கு முக்கியமாகும். தெலங்கானாவில், ஆளும் தெலங்கானா ராஷ்டிர சமிதி அதிக தொகுதிகளில் வெற்றி பெற வாய்ப்புள்ளதாக வாக்குக் கணிப்புகளில் கூறப்பட்டுள்ளது. அந்த மாநிலத்தில் காங்கிரஸ்-தெலுங்கு தேசம்- இந்திய கம்யூனிஸ்ட்-தெலங்கானா ஜன சமிதி ஆகிய கட்சிகள் கூட்டணி அமைத்து தேர்தலை எதிர்கொண்டன. பாஜக மூன்றாவது போட்டியாளராக களமிறங்கியது. தேவை ஏற்பட்டால் தெலங்கானா ராஷ்டிர சமிதிக்கு ஆதரவு அளிப்போம் என்று அந்த மாநில பாஜக ஏற்கெனவே அறிவித்துவிட்டது. எனவே, அங்கு பாஜக வெற்றிபெற வாய்ப்பில்லை என்பதை அவர்களே உறுதிப்படுத்திவிட்டனர்.

தாமத நீதி கூடாது

முன்னாள் இந்தியப் பிரதமர் இந்திராகாந்தி 1984-ஆம் வருடம் தம்முடைய மெய்க்காவலர்கள் இருவரால் சுட்டுக் கொல்லப்பட்டார். சுட்டவர்கள் சீக்கியர்கள். அதனைத் தொடர்ந்து நாடு முழுவதிலுமுள்ள சீக்கிய சமுதாயத்தினர் வாழும் இடங்களிலெல்லாம் வன்முறை கட்டவிழ்த்து விடப்பட்டது. மூன்று நாள்கள் தொடர்ந்து நடந்த வன்முறைகளில் நூற்றுக்கணக்கான சீக்கியர்கள் கொல்லப்பட்டனர். பலரது வீடுகள் சூறையாடப்பட்டன.

சீக்கியர்களுக்கு எதிரான இக்கலவரங்கள் குறித்துத் தொடரப்பட்ட வழக்கு ஒருவழியாக, 34 ஆண்டுகள் கழித்து அண்மையில் முடிவுக்கு வந்திருக்கின்றது.

பாலியல் குற்ற வழக்கில் குற்றம் சாட்டப்பட்ட போலிச் சாமியார் குர்மீத் ராம் ரஹீம் சிங், மற்றும் ஆள்கடத்தல் வழக்கில் பிடிபட்ட பஞ்சாபி மொழி பாப் பாடகர் தலேர் மொஹந்தி ஆகியோருக்கு தண்டனை கிடைத்திட 15 வருடங்கள் ஆயின. தமிழ்நாட்டின் முக்கியப் புள்ளிகள் குறித்த சில வழக்குகளும் நீண்ட காலம் நடந்ததை நாம் அறிவோம்.

குஜராத்தின் ஆமதாபாத் மற்றும் வதோதரா கோர்ட்டுகளில் 56 மற்றும் 55 வருடங்களாக இரண்டு வழக்குகள் நீடிக்கின்றன. நாடு முழுவதும் சுமார் பத்து வழக்குகள் முப்பந்தைந்து வருடங்களைக் கடந்து இன்று வரை நடக்கின்றன. மகாராஷ்டிரம் மற்றும் உத்தரப் பிரதேசத்தின் இரு கீழமை நீதிமன்றங்களில் 63 மற்றும் 62 வருடங்கள் கழித்து இரண்டு வழக்குகள்

முடித்துவைக்கப்பட்டிருப்பதை அறியும்போது நமக்கு மயக்கமே வருகிறது.
நீதிமன்ற விடுமுறைகள், சாட்சிகள் ஆஜர் ஆகாதது, வாய்தாக்கள் ஆகிய காரணங்களால் மேலும் தாமதம் ஏற்பட்டு, வழக்குகள் பல வருடகாலம் நீடிக்கின்றன. பிரபலங்கள் சம்பந்தப்பட்ட வழக்குகள் என்றாலோ கேட்கவே வேண்டாம். லட்சக்கணக்கில் கட்டணம் பெற்றுக் கொண்டு, அவர்களுக்காக ஆஜராகும் வழக்குரைஞர்கள் புதுப்புது காரணங்களைக் கண்டுபிடித்து வாய்தா வாங்கிக் கொண்டே போய், விசாரணை நீதிபதிகளையும், எதிர்த்தரப்பினையும் சோர்வடையச் செய்துவிடுவார்கள்.

சில பிரபல வழக்குகளிலிருந்து உயர்நீதிமன்றம் மற்றும் உச்சநீதிமன்ற நீதிபதிகள் விலகிக்கொள்வதையும் பார்க்கிறோம். சில நீதி மன்ற நடைமுறைகளை நம்மால் புரிந்து கொள்ள முடியவேயில்லை.
காவிரிநீர் தாவாவில் கடந்த சில வருடங்களாக உச்சநீதிமன்றத்தீர்ப்புகளைக் கர்நாடக மாநிலம் அலட்சியம் செய்த போதிலும், அம்மாநில நிர்வாகத்தை எச்சரிக்கை செய்ததோடு சரி. குறைந்த பட்சம் அந்த மாநில முதல்வரை நேரில் வரச்செய்து ஒரு கண்டனம் கூடத் தெரிவிக்கவில்லை. மக்களின் உணர்வுகளுடன் தொடர்புடைய சபரிமலை குறித்த மேல் முறையீட்டு வழக்கை அவசர வழக்காக விசாரிக்க உச்சநீதிமன்றம் மறுத்து விட்டது.
ஆனால், உயர்நீதிமன்ற நீதிபதிகளின் முன்னிலையில் பலரின் வழக்கு இரவு வேளைகளில்கூட நடைபெறுகின்றன.

 இந்நிலையில், உடனடி விசாரணைக்கு ஏற்கக் கூடிய வழக்குகள் எவை எவை என்பதில் ஒரு தெளிவான வரையறையை நீதித்துறையினர் ஒன்று கூடி முடிவெடுக்கவேண்டும்.

மேலும், ஏற்கெனவே பல வருடங்களாக நடைபெறும் வழக்குகளில் விசாரணை முடிந்த பின்பும், தீர்ப்பு தேதியைக் குறிப்பிடாமல் நீண்ட காலம் தள்ளிப்போடுவதையும் தவிர்க்க வேண்டும். அப்படியே தீர்ப்பு அறிவிக்கும்போதும், குற்றவாளிகள் யார் என்பதை மட்டும் அறிவித்துவிட்டு, தண்டனையை அறிவிக்க மேலும் கால அவகாசம் எடுத்துக்கொள்ளாமல் உடனடியாக அறிவித்துவிட வேண்டும். இதனால், ஒரே வழக்கினை நீண்ட காலம் நடத்துவதற்கு ஒரு முற்றுப்புள்ளி வைத்திட முடியும்.
சமீபத்தில் நகைச்சுவைக் குட்டிக்கதை ஒன்று கட்செவி அஞ்சலில் உலா வந்தது.

நாட்டிலிருந்து காட்டை நோக்கி ஓடிக்கொண்டிருந்த ஒரு பசுவிடம் இன்னொரு பசு கேட்டது, ஏன் இப்படி பயந்து ஓடுகிறாய்? நம் நாட்டிலுள்ள காளை மாட்டையெல்லாம் சுடப் போகிறார்களாம்.

உண்மைதான், ஆனால் நான், காளை மாடு இல்லை, பசுமாடுதான் என்று நிரூபித்து வழக்கிலிருந்து வெளியே வருவதற்குள் என் ஆயுளே முடிந்து விடுமே. இதைக்கேட்டதும், அந்த இன்னொரு பசுவும் சேர்ந்து காட்டை நோக்கி ஓட ஆரம்பித்ததாம்.

நமக்குத் தொழில் கவிதை நாட்டுக்கு உழைத்தல் இமைப்பொழுதும் சோராதிருத்தல் என்று தன் வாழ்க்கைப் பணிகளை மூன்றாய்ப் பகுத்துக் கொண்டு, புதுவை மணக்குள விநாயகரிடத்தில் கவிதை ஒப்பந்தம் போட்டுக் கொண்டவர் பாரதி. அதற்கென, அவர் தேர்ந்துகொண்ட துறை இதழியல். செய்திகள் வெளியிடல், பிற மொழிகளில் இருந்து செய்திகள் திரட்டி மொழிபெயர்த்துத் தருதல். தலையங்கம் எழுதுதல் என்று இடைவிடாத எழுத்துப் பணி அவருடையதாக இருந்தது. ஆனாலும், கவிதைக்கனல் அடிமனத்துள் கனன்று கொண்டிருந்தது.

சிறு வயதிலேயே தாயையும் தந்தையும் இழந்த பாரதிக்கு, அந்த ஏக்கத்தைவிடவும் தாய்நாடு கொண்டிருந்த அடிமைத்தனத்தை எதிர்த்துப் போராடத் தன் நாட்டவர் முன்வரவில்லையே என்ற ஆதங்கம்தான் பெரிதாக இருந்தது. அதற்காக என்னென்ன முயற்சிகள் மேற்கொள்ள வேண்டுமோ அவை அனைத்தையும் மேற்கொண்டார். எழுதினார்; பேசினார்; பாடினார்; தேச நிர்மாணப் பணிகளுக்காக நிதி திரட்டினார்.

சிறையிடப்படவோ, நாடுகடத்தப்படவோ வாய்ப்பு வரும் என்று காத்திருந்த வேளையில், நண்பர்களின் வற்புறுத்தலுக்கிணங்கிச் சுயசிறை வைத்துக்கொள்வதுபோல், தன்னை ஊர் கடத்திக்கொண்டு புதுவைக்கு வந்தார். அங்கும் அவர் சும்மா இருக்கவில்லை. தாய் நாட்டுக்காகப் பணிபுரிந்துகொண்டிருந்த அரவிந்தரையும், வ.வே.சு.ஐயர் உள்ளிட்ட சுதேசியப் போராளிகளையும் வருவித்துக் கொண்டார். விடுதலைக்கான வியூகங்கள் அமைத்தார்; ஒற்றர்களின் தொல்லைகளுக்கிடையேயும் பத்திரிகை நடத்தினார்; பிரசங்கம் பண்ணினார்; கடைசியில் சிறையும் புகுந்து மீண்டார்; ஆனால், இறுதி வரையிலும் இந்தியத் தாயின்மீது கொண்ட பற்றும் பக்தியும் அவரிடம் குன்றவேயில்லை. அவை கனன்று எழுந்து கவிதைகளில் சுடர்விட்டுப் பிரகாசித்தன.

அந்தக் காலத்தில், மன்னர் முன்னின்று கவி பாடிய புலவர்கள் மக்கள் முன்னின்று பாடியிருக்கிறார்களா? ஆனால், மக்கள் அரங்கில் தோன்றி இந்திய விடுதலை உணர்வுக்குக் கனல்மூட்டிக் கவியிசைத்த கம்பீரம் பாரதிக்கு உண்டு. வரலாற்றுச்சிறப்புமிக்க அந்த அரங்கேற்றம், 1905 செப்டம்பர் மாதம் 14-ஆம் நாள் மாலை சென்னைக் கடற்கரையில் நடைபெற்ற பெருங்கூட்டத்தில் நிகழ்ந்தது. மறுநாளே, மிஸ்டர் சி.சுப்பிரமணிய பாரதியார் சொல்லியவை என்ற பெருமையுடன் சுதேசமித்திரன் இதழில் முதன்முதலாக, பாரதி பெயரில் வங்க வாழ்த்துக் கவிதைகள் வெளிவந்தது. தொடர்ந்து, மன்னும் இமயமலை எங்கள் மலையே என்ற கவிதையை எங்கள் நாடு என்று தலைப்பிட்டு அதே இதழில் எழுதினார்.

தன்னளவோடு இந்த முயற்சி நின்றுவிடலாகாது என்று கருதிய பாரதி, தாய்நாடெங்கும் உள்ள தமிழ்ப்புலவர்களுக்கு அவ்விதழின் வழியே ஒரு விண்ணப்பத்தையும் முன்வைத்தார். அதில், நமது தாய்நாடாகிய பாரதாம்பிகையின் பெருமைகளை வருணித்து ஆங்கிலத்தினும் தமிழினும் பல்வேறு காலத்துப் பல்வேறு புலவர்களால் பாடப்பெற்ற செய்யுள்மணிகளை ஒரு மாலையாகப் புனைந்து பதிப்பிக்கக் கருதி இருக்கிறேனாதலின், பண்டைத் தமிழ் நூல்களில் பாரதநாடு முழுதினையும் ஒருங்கே புகழ்ந்து கூறப்பட்டிருக்கும் பாடல்களை அறிஞர் தெரிந்தனுப்புவார்களாயின், அவர்மாட்டு மிக்க கடப்பாடுடையேன்; தற்காலத்தே தமிழ்ப்புலமையிற் சான்று விளங்கும் பெருமக்கள் புதியனவாக தேசபக்திப் பாக்கள் புனைந்தனுப்புவாராயின் அவையும் நன்றியுடன் ஏற்றுக் கொள்ளப்படும். என்று குறிப்பிட்டார்.

எதிர்பார்த்த வண்ணம் எதுவும் வரவில்லை. ஆனாலும், சோர்ந்துவிடாத பாரதி, தானே முன்னிலும் முனைப்புடன் களம் இறங்கினார்; கவிதைகள் புனைந்தார்; அவ்வப்போது தான் பணிபுரியும் இதழ்களில் வெளியிட்டார். பங்கிம் சந்திரர் இயற்றிய வந்தே மாதரம் பாடலைத் தமிழாக்கி, சக்கரவர்த்தினி இதழில் (நவம்பர்1905) வெளியிட்ட அவர், தானே சுயமாக, வந்தேமாதரம் என்ற மந்திரச்சொல்லைத் தலைப்பாகக் கொண்டு, தேசியப்பாடலை இயற்றினார். அது, முதலில் சக்கரவர்த்தினி (பிப்ரவரி,1906)யிலும், பின்னர் சுதேசமித்திரனிலும் வெளியாயிற்று. தான் வைத்த விண்ணப்பத்தை ஏற்றுச் செயல்பட விரும்புவோர்க்கு முன்மாதிரியாக, என்னே கொடுமை? என்ற சிறுபாடலையும், சிவாஜி தன் சைநியத்தாருக்குக் கூறியது என்ற நெடும்பாடலையும் எழுதி, முறையே சக்ரவர்த்தினி, இந்தியா இதழ்களில் வெளியிட்டார்.
இன்னும் அந்த விடுதலைக்கனல் தமிழர்கள் இதயங்களில் விழவில்லையே என்ற ஏக்கம் தொனிக்க, எனது தாய்நாட்டின் முன்னாட்பெருமையும் இந்நாட்சிறுமையும் என்ற தலைப்பில் ஒரு தொடர்ச்செய்யுளையும் எழுதத் தொடங்கினார். இன்னும் வரும் என்ற குறிப்புடன், வெளிவந்த இந்தப் பாடலும், சிவாஜி குறித்த பாடலும் பின்வராமல் போனதற்கு என்ன காரணமோ? ஆனால், அவருள் தேசியப்பாடல்கள் எழுதும் உத்வேகம் மட்டும் குறையாது ஒளிர்ந்ததால் தொடர்ந்து எழுதி வெளியிட்டார்.

பாரதி முன்வைத்த தேசிய விண்ணப்பத்திற்கு உதவப் புலவர்கள் வரவில்லையாயினும், புரவலராக, கிருஷ்ணசாமி ஐயர் வந்தார். அவரது உதவியால், வந்தேமாதரம் என்போம், எந்தையும் தாயும், மன்னும் இமயமலை ஆகிய மூன்று பாடல்களைக் கொண்டு, ஒரு சிறு வெளியீடு வந்தது. ஸ்ரீசுப்பிரமணிய பாரதியால் இயற்றப்பட்டவை என்ற குறிப்போடு வெளிவந்த இந்தத்தொகுப்புதான் பாரதியின் முதல் நூல். இது இலவசமாக வெளிவந்த பெருமைக்கும் உரியது. 1907-இல் வெளிவந்த இத்தொகுப்பிற்குப் பின்னர், ஸ்வதேச கீதங்கள் - முதல் பாகம் வெளிவந்தது. நேஷனல் ஸாங்ஸ் என்ற ஆங்கிலப் பெயரையும் உடன் கொண்டு, 1908 ஜனவரியில் வெளிவந்த இத்தொகுப்பின் விலை, அப்போது அணா 0-2-0.
தேசிய விண்ணப்பம் வெளியிட்டு இரண்டாண்டுகள் கழித்து, பாரதி மேற்கொண்ட முயற்சிக்குத் தமிழ்ப்புலவர்களின் பங்களிப்பு இல்லாது போனாலும், தன்னை அந்த இடத்தில் இருத்தி எழுதிய பாரதியின் தேசியப்பாடல்கள் ஒரு தொகுப்பாக வெளிவரப் பலரும் விரும்பியிருக்கின்றனர். அதற்குத் தேவையான உதவிகளையும் புரிந்திருக்கின்றனர்.

இந்தப் பாடல்களைப் பிரசுரிக்குமாறு என்னைத் தூண்டி, இவை வெளிப்படுத்துவதில் மிகுந்த ஆர்வம் காட்டி உதவிகளியற்றிய மித்திரர்களிடம் மிக்க நன்றி பாராட்டுகிறேன் என்று அத்தொகுப்பில் குறிப்பிட்டிருக்கிறார் பாரதி. அப்போது அவருக்கு வயது, இருபத்தைந்து.
தன்னைவிடவும் தமிழகத்துப் புலவர்கள் இன்னும் சிறப்பாகப் பாடல்கள் இயற்றுவார்கள் என்ற நம்பிக்கை அவருக்குள் இருந்தது. அதனால்தான், தேவலோகத்துப் பாரிஜாத மலர்களைச் சூட்டிப் பணியவேண்டிய, பாரததேவியின் திருவடிகளில், மணமற்ற முருக்கம்பூக்களாகத் தனது பாடல்களை அணிவிப்பதாக அவர் தன் முகவுரையில் எழுதினார். ஆனாலும் உள்ளன்புகொண்டு எழுந்த பாடல்கள் அவை என்பதில், அவருக்கு இருவேறு கருத்து இல்லை.

புதுச்சேரிக்குள் வந்து அவர் புகுந்த பிறகு இந்திய விடுதலைக்கு ஏதும் செய்யமுடியாத நிலைக்குத் தள்ளப்பட்டார். அப்போதும், அவருள் கனன்ற தேசபக்தி, தெய்வபக்தியாகப் பரிணமித்தாலும், அதன் உள்ளீடு நாட்டுநலம் குறித்ததாகவே இருந்தது

ஸ்ரீசுப்பிரமணிய பாரதியால் இயற்றப்பட்டவை என்ற குறிப்புடன் 1908ல் வெளிவந்த தொகுப்புநூலை, அண்மையில் காணும் வாய்ப்பு எனக்குக் கிட்டியது.

அந்நூலில், பாரதியின் பதினாறு பாடல்களோடு, மதுரை ஸ்ரீ முத்துகுமாரப்பிள்ளை என்பவர் இயற்றிய என் மகன் என்ற பாடலும் இடம்பெற்றுள்ளது. பாரதமாதா சொல்லுதல் என்ற குறிப்புடன், சந்தோஷம்! இன்றேனும் தன்னுரிமை வேண்டினையே வந்தேமா தரந்தனையே வழுத்துவா யென்மகனே என்று தொடங்கி வளரும் நாற்பதுக்கும் மேற்பட்ட கண்ணிகள் கொண்ட இப்பாடலை, அவரது அனுமதியின்பேரில் பிரசுரிக்கப்பட்டது என்ற குறிப்புடன் தந்திருக்கிறார் பாரதி.
இப்படி ஒரு தொகுப்பு வெளிவந்திருப்பது வியப்பளிக்கிறது. சுதேசமித்திரனில் பாரதி முன்வைத்த விண்ணப்பத்தை ஏற்று அப்புலவரால் அனுப்பப்பெற்ற பாடலா? அல்லது பாரதி மதுரைக்குச் சென்று திரும்பிய பொழுதுகளில் அவரைச் சந்தித்துத் தந்த பாடலா? தெரியவில்லை.
தன்னொத்த புலவர்கள் தன் காலத்தில் தலையெடுத்துவிடக்கூடாது என்று பொறாமைக்காய்ச்சல் உடையவர்களாகப் புலவர் உலகம் இருந்ததைப் புறந்தள்ளிவிட்டு, தாய்த்திருநாட்டிற்குத் தன்னிலும் மேலான தமிழ்க்கவிகள் தோன்றிப் புகழ் இசைக்கவேண்டும் என்று கருதிய பேருள்ளம் பாரதியினுடையது அல்லவா?

பாரதி, தமிழ்கூறு நல்லுலகிற்கு அறிமுகப்படுத்திய மதுரை முத்துகுமாரப்பிள்ளை யார்? இத்தொகுப்பிற்குப் பின்னர் அவர் என்ன எழுதினார்? என்றெல்லாம் ஆராயக் களம் விரிக்கும் இத்தொகுப்பு இன்னொரு செய்தியையும் நம்முன் வைக்கிறது. விடுதலைக்குப்பின்னர், பாரதியின் தேசியகீதங்கள் பயனற்றுப்போய்விடும் என்று கூறியவர்களின் கணிப்பைப் பொய்யாக்கி யிருக்கிறது காலம். பாரதியின் விடுதலைப்பாக்கள் முன்னிலும் பன்மடங்காய் வீறுகொண்டெழுகின்றன.

தன்னலங்கடந்த தாய்நாட்டுப்பற்றோடு முன்பை விடவும் கவிபாடப் பொதுநலம் கொண்ட புலவர்கள் தேவை. சென்ற நூற்றாண்டில், பாரதியின் விண்ணப்பத்திற்கு ஒரு புலவர் கிடைத்திருக்கிறார்; இன்றும் இனியும் எத்தனையோ புலவர்கள் வந்தாகவேண்டுமே! அதனால்தான், இன்றுபுதிதாய்ப் பிறந்தோம் என்று நம்மையும் உளப்படுத்தி பாரதி, பாடியிருக்கிறாரோ? மகாகவிகள் மீண்டும் மண்ணில் தோன்றுக!

காலையிலேயே ஒரு மணி நேரத்தைத் தவறவிட்டால், நாள் முழுதும் அதைத் தேடிக்கொண்டே இருப்பீர்கள்.

மனித உடலுக்குத் தூக்கம் மிக முக்கியம்தான். ஆனால், அதே அளவு முக்கியம் எழுந்துகொள்வதும். சென்ற வாரக் கட்டுரையில் பார்த்ததுபோல் சூரியன் மறைந்த பின்பு எவ்வளவு சீக்கிரம் தூங்கச் செல்வது நல்லதோ, அவ்வளவு நல்லது சூரியன் உதித்தவுடன் விழிப்பது.

வின்ஸ்டன் சர்ச்சில், பெஞ்சமின் ஃபிராங்க்ளின் தொடங்கி பராக் ஒபாமாவரை, வாழ்க்கையில் வெற்றிபெற்றவர்கள் பலரிடம் இருக்கும் குணங்களை ஆராய்ந்ததில் முக்கியமான ஒரு விஷயத்தைப் பல ஆய்வுகளும் வெளிப்படுத்தின. காலையிலேயே எழுந்துகொள்வதுதான் அது. தினமும் ஒரு மணிநேரம் முன்னதாகவே எழுந்தால், ஒவ்வொரு மாதமும் கிட்டத்தட்ட ஒரு முழுநாள் நமக்குக் கிடைக்கிறது.

உடற்பயிற்சி செய்வதற்கு, வாசிக்காமல் விட்டவற்றை வாசிப்பதற்கு, புதிதாக ஒன்றைக் கற்றுக்கொள்வதற்கு, பல நாட்களாகச் செய்யாமல் தள்ளிப் போட்ட செயல் ஒன்றைத் தொடங்குவதற்கு எனத் தினமும் காலைப் பொழுதைக் கையகப்படுத்தினால் நமக்கு நிச்சய வெற்றி கிடைக்கும். பாட்மிண்டன் வீராங்கனை பி.வி. சிந்துவைப் பற்றிப் பல விஷயங்கள் அறிந்த நம்மில் எத்தனை பேருக்குப் பல ஆண்டுகளாக அதிகாலை நான்கு மணிக்கு எழுபவர் அவர் என்ற தகவல் தெரியும்?

பெரும் பசி… பெருந்துயில்…

அளவுக்கு அதிகமாகத் தூங்குவது சில நேரம் நோய்களின் பாதிப்பால்கூட நிகழலாம் என்பதை மறந்துவிடக் கூடாது. ஆங்கிலத்தில் ‘ஹைப்பர் சாம்னியா’ என்றழைக்கப்படுகிறது இப்பெருந்துயில். ‘சோம்னஸ்’ என்பது ரோமானியர்களின் தூக்கத்துக்கான கடவுள். ‘ஹிப்னோஸ்’ கிரேக்க தூக்கக் கடவுள்.

அதிகாலையிலேயே எழுந்திருப்பது நம் சமூகத்தில் தொன்றுதொட்டு மதிப்புக்குரிய பழக்கமாகக் கருதப்படுகிறது. பாவை நோன்பிருக்கும் பூவையரை எழுப்பும் ஆண்டாளும், அவர்களைக் கிண்டல் செய்ய ‘உனக்குக் கும்பகர்ணன் பெருந்துயில்தான் தந்தானோ?’ எனக் கேட்கிறாள்.

கும்பர்கணன்போல சிலருக்கு அதீதப் பசியும் பெருந்துயிலும் மூளையில் ஏற்படும் சில பாதிப்புகளால் வரக்கூடும். குறிப்பாக, மூளையிலே ஹைப்போதலாமஸ் என்னும் பகுதி பசி, தூக்கம் போன்றவற்றைக் கட்டுப்படுத்துகிறது. இந்தப் பகுதி பாதிக்கப்பட்டால் அதீதத் தூக்கமும் அதிபயங்கரப் பசியும் ஏற்படும். ‘கிளைன் லெவின் சின்ட்ரோம்’ என அழைக்கப்படுகிறது, இந்த வகைப் பாதிப்பு.

‘அமுக்கும்’ தூக்கம்

பல அபூர்வமான நோய்களை மக்களுக்கு அறிமுகப்படுத்தியதில் தமிழ்த் திரைப்படங்களுக்கு ஒரு முக்கியப் பங்கு உண்டு. அப்படித் தமிழ் கூறும் நல்லுலகம் தெரிந்துகொண்ட நோய்களில் ஒன்று ‘நார்கோலெப்ஸி’. இது விஷால் நடித்த ‘நான் சிகப்பு மனிதன்’ திரைப்படம் மூலம் பிரபலமானது. அதாவது அதீதத் தூக்கம். பேசிக்கொண்டே இருக்கும்போது, படித்துக்கொண்டிருக்கும்போது ஏன் சில நேரம் வண்டி ஓட்டிக்கொண்டிருக்கும்போதுகூடத் தூங்கி விழுந்துவிடுவார்கள். இப்பெருந்தூக்கம் மட்டுமன்றி உணர்ச்சி வசப்படும்போது அப்படியே நெடுஞ்சாண்கிடையாக தொபுக்கடீர் எனக் கீழே விழுவதும் இந்த நோயில் அடங்கும்.

‘அமுக்குவான்’ என பாட்டிகள் சொல்வார்கள். அதாவது தூக்கத்தில் இருக்கும்போது நமக்கு விழிப்பு ஏற்படும். ஆனால், நமது கை கால்களை அசைக்க முடியாது. யாரோ அமுக்குவதுபோல் தோன்றும். மூளையில் விழிப்புணர்வுக்கு உரிய இடங்கள் செயல்படத் தொடங்கி, ஆனால் கை கால் அசைவுகளுக்குரிய இடங்கள் செயல்பட ஆரம்பிக்காமல் போன சில நொடித் தாமதமே இந்த அமுக்குவானுக்குக் காரணம்.

ஆனால், பல வருடங்களுக்கு முன்பு பாயசம் சாப்பிட முடியாமல் அற்ப ஆசையுடன் மடிந்த பாட்டியின் ஆவிதான் இதற்குக் காரணம் எனக் கூறிப் பரிகாரம் சொல்பவர்களும் உண்டு. எப்போதாவது இதுபோல் அமுக்குவான் ஏற்படுவது இயல்பானதே. ஆனால், மேற்படி நார்கோலெப்ஸி நோயில் அடிக்கடி இதுபோன்ற அமுக்குவான் தாக்குதல் ஏற்படும்.

விழிப்புக்கு அலாரம் வேண்டாம்

‘குறட்டை விட்டோரெல்லாம் கோட்டை விட்டார்’ என பட்டுக்கோட்டை கல்யாணசுந்தரம் பாடியதுபோல் அதீத உடல்பருமன், தொண்டை, மூச்சுக் குழாயில் ஏற்படும் பாதிப்புகளாலும் மூச்சுத்திணறலும் குறட்டையும் ஏற்பட்டு இரவில் தூங்க முடியாமல் பகலெல்லாம் தூக்கக் கலக்கத்தில் கழிக்கும் நோய்க்கு ‘ஸ்லீப் ஏப்னியா’ என்ற பெயருண்டு.

CHENNAI: The Central government’s counter-affidavit filed in the Supreme Court on November 28, in response to a petition filed by the families of those who lost their kin in the 1991 bomb blast that killed  former Prime Minister Rajiv Gandhi, has given fresh hope to the seven convicts in the assassination case who are awaiting the decision of Governor Banwarilal Purohit on their release.

The petition filed in 2014 against the TN government’s decision to remit the life sentences of the seven convicts is still pending before Supreme Court.


The Centre, in its counter affidavit, said: “The petitioner has prayed to restrain the respondents from granting pardons.... till the disposal of the instant writ petition. In this regard, it is stated that the proposal of the government of Tamil Nadu... to release the seven convicts... has already been decided and rejected by the ministry vide order dated April 18, 2018.... No proposal in this regard is pending with the answering respondent and thus, the prayer is infructuous....”

“The Centre has given the green signal to the Governor to release the convicts. There are reports that he was awaiting the SC verdict to take a decision. Though legally there is nothing binding on the Governor to decide on the State’s recommendation, now, even the veil, in the form of the petition, has been removed,
with the Centre calling the petition infructuous,” K Sivakumar, counsel for Perarivalan, one of the seven said.

Man seeks action against sons

A 70-year-old man approached the district administration seeking action against his two sons for grabbing his land and failing to take care of him and his wife.

In the petition submitted to Collector C. Kathiravan during the weekly grievances redress meeting on Monday, K. Ramasamy Gounder of Kumilan Parapu in Chithode said that he was married to Deivalakshmi (65) and they had two sons, Eswaran and Palanisamy. He was running a bakery on his own land for many years and later his sons were running it. He said that his sons forced him out of the bakery and also refused to give money for their living.

He said that in the past two years he was forced to borrow money for their livelihood and he had filed a case in the court seeking financial assistance from their sons for their living. The case was pending in the court, he added.

He said that his sons had prepared fake documents and transferred the land and bakery worth Rs. 1.5 crore in their names. The petition said that his sons had filed a case in the court stating that the property belonged to them and not their parents.

He wanted the district administration to provide protection to him and his wife as they faced threat from their sons and also wanted his property to be retrieved. He also wanted his sons to give them maintenance cost.

Health Dept. to appeal for healthy snacks in offices

Samosas and fried cashews are the regular accompaniments for tea during office meetings. Now, the Health Department is planning to make an appeal to government and private institutions to opt for healthy snacking during meetings.

“We are planning to issue an appeal to all institutions that at least during these hours, if not necessary, do not load yourself with such things. Instead, opt for healthier options such as fruit or vegetable salad, or peanuts,” J. Radhakrishnan, Health Secretary, said at the 18th International Federation of Kidney Foundations Conference (IFKF), organised jointly by the IFKF and the Tamil Nadu Kidney Research (TANKER) Foundation on Monday.

Spreading awareness

Noting that Chennai was the diabetic capital of the country, he said that not much attention was given to prevention. He added that though there is awareness, change in behaviour is yet to come. Gamal Saadi, IFKF president, said there was a need to approach community and governments to increase awareness on kidney diseases.

Latha A. Kumaraswami, managing trustee of TANKER Foundation, said they started with two dialysis machines and presently, their seven dialysis units have 87 machines.

From June 1993 to till November this year, TANKER has provided 2,67,329 free and subsidised dialysis for 1,350 patients.

It has provided support of Rs. 183 lakh to 3,022 patients. The foundation does 3,708 dialyses per month, of which, 3,367 are free of cost.

156 NGOs lose licence to get foreign funds

The home ministry has suspended foreign funding licence of 156 NGOs and associations issued under the Foreign Contributions Regulation Act, 2010, for their failure to open bank accounts in one or more of the banks linked to the public financial management system (PFMS).

Among the associations barred from receiving foreign contributions for a period of 180 days, pending consideration of cancellation of their certificates, is Alliance Francaise de Bombay, a Mumbai-based NGO that is part of an international network and works under the triple umbrella of the French government, Paris-based Alliance Française Foundation and an Indian board.

Though the defaulting NGOs were served showcause notice on June 29 this year for not complying with a central government notice of December 6, 2017 asking FCRA-registered NGOs to open accounts, as mandated in Section 17 of the Act, in one or more banks integrated with PFMS, they had failed to file a response within the prescribed 15-day time limit. Integration of an FCRA-registered NGO’s bank account with PFMS, a web-based application for payment, accounting and reconciliation of government transactions, is aimed at keeping the government up to date about the frequency, number and quantum of foreign contributions made to and utilized by such NGO.

“..the said associations have neither given any reply/ response to the show-cause notice nor opened their bank accounts...in PFMS-integrated banks. Therefore, their certificates are liable to be cancelled as per the provision of Section 14(1)(d) of the FCRA, 2010,” the home ministry stated in an order dated December 6. However, the 156 NGOs did not open their bank account in PFMS-integrated banks which, in December 2017, totalled 32 with the number now going up to 59. TNN

Rival goes to high court, says new Tamil varsity VC is not qualified

Even before G Balasubramanian, newly appointed Vice-Chancellor of Tamil University, Thanjavur, could chair his first syndicate meeting, allegations have cropped up that he doesn’t have the academic qualifications needed for the post.

M Ganesan, one of the three candidates shortlisted for the post, has moved the Madras high court stating that Balasubramanian provided false information on books published and international research events conducted. He has sought a direction from the court to quash the appointment. Two weeks' notice has been given to Balasubramanian and the court will hear the case on December 18. In his affidavit, Ganesan said Balasubramanian's curriculum vitae has no details with regard to conduct of research or academic events.

Balasubramanian worked in the Department of Dravidian and Computational Linguistics in Dravidian University, Kuppam, Andhra Pradesh, from 2009.

The university's official website, which contains a list of international seminars, workshops and similar events conducted by various departments, doesn't mention Balasubramanian conducting any such event, the affidavit said.

This is a clear violation of the state government order (G O) no. 51. The order, which prescribes educational qualifications for the post of VC, mandates presentation of not less than two papers at international level academic or research events and experience of conducting at least one such event, said Ganesan, the petitioner.

The said G O states that VC candidates should have either published at least five research papers in University Grants Commission (UGC) listed journals after acquiring Ph.D or authored not less than two books.

Balasubramanian claimed to have published two books -- 'Reflections on Applied Linguistics' and 'Moziyial Oppu Nokku' in the year 2018.

Speaking to TOI, Ganesan claimed that both these books are not available at the Dravidian University, where he worked earlier, or in the market.

On whether non-availability in the market could be a criteria to call Balasubramanian's claim false, Ganesan said, "These are linguistics books and not Bibles to be sold out within a year of publication. Just to strengthen the eligibility criteria, Balasubramanian went to the extent of creating books, he alleged.

"There was no response from the government for more than 40 days to my complaint regarding this," he added, explaining the rationale behind moving the court.

When contacted, Balasubramanian said, "The matter is sub-judice and I don't wish to offer any comment".

Meanwhile, Tamil University syndicate members have requested the state higher education department not to conduct the syndicate meeting until the charges are cleared.

M Ganesan, one of the three candidates shortlisted for the post, has moved the Madras high court stating that Balasubramanian provided false information on books published and international research events conducted. The court will hear the case on Dec 18. Balasubramanian has refused to comment

Low pressure may bring rain to city by Friday

After evading Chennai for most part of this monsoon, rain clouds appear to be headed this way.

A low pressure intensifying in the Bay of Bengal is expected to bring a moderate spell of rain to the city and its neighbouring districts by this weekend, say weathermen. The weather system is likely to intensify into a depression in the next three days, leaving moderate to heavy rain in the coastal districts of south Andhra Pradesh and north Tamil Nadu.

While independent weather bloggers said there were chances of the system turning into a cyclone, IMD officials said it was too early to predict its intensity when it hits the coast.

IMD’s regional weather inference said the low pressure area over equatorial Indian Ocean and adjoining central parts of south Bay of Bengal with associated cyclonic circulation persists. The system is likely to become more marked during the next 48 hours. It is likely to concentrate into a depression in the subsequent 24 hours. “It is likely to move northwestwards towards north Tamil Nadu and south Andhra Pradesh coast,” an IMD official said.

“We are continuously monitoring the system. There may not be rain for the next three days. Whether the system will intensify after it becomes a depression, we will have to wait and watch,” said IMD deputy director general S Balachandran.

Independent weather bloggers said the system may intensify into a cyclone by this weekend. “The system most likely will become a cyclone by December 14. While it is too early to identify the location of its landfall, we will get more clarity in a couple of days,” said weather blogger Pradeep John.

Skymet Weather’s forecast shows that chances of the system intensifying into a cyclone are low. “At the most, it will become a deep depression. There’s very little time for it to become a cyclone. Whether it intensifies into a cyclone or not, coastal districts in north Tamil Nadu, including Chennai, will get moderate to heavy rain starting Friday,” said Skymet Weather chief meteorologist Mahesh Palawat.

Till last week, weather models indicated that the system would dissipate after turning into a well-marked low pressure. Experts said the models are now showing the system to be gathering more steam with favourable conditions in the sea and the atmosphere. Parameters like low vertical wind shear, low atmospheric pressure and high sea surface temperature are adding strength to the system that is now lying over south Bay of Bengal. “In December, weather systems usually form in south Bay of Bengal region due to high sea surface temperature,” said Palawat.

For the next 48 hours, IMD has forecast the Chennai skies to be generally cloudy. The maximum temperature will be 31 degrees Celsius and the minimum 24 degrees Celsius. Dry weather would prevail over the rest of Tamil Nadu.

கடந்த மூன்று ஆண்டுகால நீட் தேர்வு அனுபவம் நம் மாணவர்களைச் சூறாவளியாகச் சுழற்றி அடித்துள்ளது. நீட் தேர்வை ஏற்பதா எதிர்ப்பதா என்ற நிலையிலிருந்து நீட் தேர்வுக்குத் தங்களைத் தயார்படுத்திக்கொள்வது என்ற கட்டத்துக்கு ஒட்டுமொத்த மாணவ சமூகமும் நகர்த்தப்பட்டிருக்கிறது. பாடத்திட்ட மாற்றம், நீட் தேர்வுக்கான சிறப்புப் பயிற்சி வகுப்புகள்… எனத் தமிழகப் பள்ளிக் கல்வித் துறையும் ஏகப்பட்ட மாற்றங்களைச் செய்துவருகிறது.

இந்நிலையில் மருத்துவராகும் கனவைச் சுமந்து நிற்கும் இந்திய மாணவர்களின் முன்னால் விஸ்வரூபம் எடுத்து நிற்கும் சவால் ‘நீட்’ மட்டுமல்ல; ஒட்டுமொத்த இந்தியாவின் மருத்துவக் கல்வி, மருத்துவ சேவை. சுகாதாரத்துக்கு அச்சாணியாக விளங்கும் இந்திய மருத்துவ கவுன்சில் தற்போது அபாயகரமான நிலைக்குள் அமிழ்த்தப்பட்டிருக்கிறது. இவற்றைப் பல கோணங்களில் அலசி ஆராய்கிறது, பாரதி புத்தகாலயம் வெளியிட்டிருக்கும் ‘மறுக்கப்படும் மருத்துவம்’ நூல்.

சென்னை மருத்துவக் கல்லூரி மாணவர் பேரவை பொதுச் செயலாளராக இருந்த காலம்தொட்டு தொடர்ந்து மருத்துவ உரிமைக்காகப் போராடிவரும் மருத்துவர் சீ.ச. ரெக்ஸ் சற்குணம், மாணவர் உரிமைக்காகப் போராடிவரும் மருத்துவர் S. காசி, டெல்லி எய்ம்ஸில் மருத்துவ முதுகலைப் பட்டம் பெற்று ஒடுக்கப்பட்ட மக்களின் வாழ்வாதாரப் பிரச்சினைகளுக்குத் தீர்வுகாணப் போராடிவரும் மருத்துவர் G.K. கலைச்செல்வம் உள்ளிட்ட மருத்துவத் துறை சார்ந்த வல்லுநர்கள் எழுதிய கட்டுரைகளைத் தொகுத்து இருக்கிறார் கல்விச் செயற்பாட்டாளர் பு.பா. பிரின்ஸ் கஜேந்திரபாபு.

ஏன் கலைக்க வேண்டும்?

இந்தியா முழுவதும் சீரான மருத்துவ வசதிகளை உருவாக்கத் தவறிவிட்ட காரணத்தாலும், ஊழல் மலிந்த துறையாக மருத்துவத் துறை மாறக் காரணமாகிவிட்டதாலும் இந்திய மருத்துவ கவுன்சிலைக் கலைத்துவிட்டுத் தேசிய மருத்துவ ஆணையத்தை ஏற்படுத்துவதற்கான மசோதா (NMC Bill, 2017) நாடாளுமன்றத்தின் மக்களவையில் தாக்கல் செய்யப்பட்டுள்ளது. இதற்கான ஆயத்தப் பணிகள் 2014 ஜூலையிலேயே தொடங்கிவிட்டன. இது தொடர்பான நடவடிக்கைகளில் ஒன்றுதான் அனைவருக்குமான பொது நுழைவுத் தேர்வான ‘நீட்’.

இதன் விளைவாக 60 ஆண்டுகளுக்கும் மேலாக நாடு முழுவதிலும் உள்ள மருத்துவக் கல்லூரிகளுக்கு அங்கீகாரம் அளிப்பது, பட்டப்படிப்பு மருத்துவக் கல்விக்கான தரத்தை நிர்ணயித்துப் பராமரிப்பது, மேற்படிப்பு மருத்துவக் கல்வியை ஒழுங்குபடுத்துவது, புதிய மருத்துவக் கல்லூரிகளைத் தொடங்குவதற்கான அனுமதியை வழங்குவது உள்படப் பலவற்றைச் செய்துவந்த இந்திய மருத்துவ கவுன்சிலைக் கலைத்துவிடலாம் என்று முடிவெடுக்கப்பட்டது. அதற்குப் பதிலாகத்தான் தேசிய மருத்துவ ஆணையத்தை நிறுவுவதற்கான நடவடிக்கைகள் முடுக்கிவிடப்பட்டுள்ளன.

இந்திய மருத்துவ கவுன்சிலை மறுசீரமைக்க வேண்டும், ஜனநாயகப்படுத்த வேண்டும் என்பது உண்மைதான். ஆனால், அவற்றைச் செய்வதற்குப் பதிலாக இந்தப் பரிந்துரைகளைத் தனக்குச் சாதகமாக்கிக்கொண்டிருக்கிறது மத்திய அரசு. இதனால் மருத்துவக் கல்வி கற்க எத்தனிக்கும் ஏழை எளிய மாணவர்களின் கனவு எட்டாக் கனியாக மாறிக்கொண்டிருக்கிறது என்பதை ஆதாரங்களுடன் நிரூபிக்க முயல்கிறது ‘மறுக்கப்படும் மருத்துவம்’ புத்தகம்.

வசூல் ராஜாவாகும் தனியார் மருத்துவக் கல்லூரிகள்

‘மருத்துவத்தைச் சந்தையாக்கும் மசோதா’ என்ற கட்டுரையில் இந்திய மருத்துவ கவுன்சிலுக்கும் மருத்துவ ஆணையத்துக்கும் உள்ள வேறுபாடுகள் விவாதிக்கப்பட்டுள்ளன. அவற்றில் சில புள்ளிகள் இந்திய மருத்துவக் கல்வி எதிர்கொள்ளவிருக்கும் அபாயத்தை வெளிச்சம் போட்டுக் காட்டுகின்றன. மருத்துவத் துறைக்குள் நிகழும் விவகாரங்கள் மாணவர்களுக்கு எதற்கு என்று கடந்துபோக முடியாதபடி அவை அச்சுறுத்துகின்றன.

இந்திய மருத்துவ கவுன்சில்தான் முறைப்படி ஆய்வு நடத்தி, பட்ட மேற்படிப்பு இடங்களுக்கு அனுமதி வழங்குவதற்கான அங்கீகாரத்தைத் தரும். ஆனால், இதே விவகாரத்தில் அந்தந்தக் கல்லூரிகளே முதுநிலைப் படிப்புகளைத் தொடங்கி நடத்தலாம் என்கிறது தேசிய மருத்துவ ஆணையம்.

இந்திய மருத்துவ கவுன்சிலின்படி கல்விக் கட்டணம் நிர்ணயிக்கும் அதிகாரம் கவுன்சிலுக்கும் மாநில அரசுகளுக்கும் உள்ளது. ஆனால், மருத்துவப் படிப்புக்கான கல்விக் கட்டணத்தை 40 சதவீத மாணவர்களுக்கு மட்டுமே தேசிய மருத்துவ ஆணையம் நிர்ணயம் செய்யும். ஏனைய 60 சதவீத மாணவர்களிடம் தன் விருப்பம்போல கல்லூரி நிர்வாகமே கட்டணம் வசூல் செய்யலாம்.

இந்தப் பின்னணியில்தான் நீட் தேர்வைப் புரிந்துகொள்ள வேண்டியுள்ளது. பிளஸ் டூ மதிப்பெண்களை மட்டுமே அடிப்படையாக வைத்து மருத்துவப் படிப்புக்கான சீட்டு வழங்கிய நிலைமையை மாற்றி எம்.பி.பி.எஸ். சேர்க்கைக்கு ‘நீட்’ தேர்வு நடத்துவது என்பது தகுதி வாய்ந்த மாணவர்களுக்கான திறவுகோல் எனச் சொல்லப்படுகிறது.

ஆனால், நீட் தேர்வில் 720 மதிப்பெண்களுக்கு 119 அதாவது வெறும் 16.53 சதவீதம் மட்டுமே மதிப்பெண் பெற்றவர்கள் பணமிருந்தால் தனியார் நிர்வாக ஒதுக்கீட்டில் மருத்துவப் படிப்பில் சேர முடியும். ஆனால், 250 அல்லது 300 மதிப்பெண் வாங்கும் மாணவர் பணம் செலுத்த முடியாத பட்சத்தில் எம்.பி.பி.எஸ். படிக்க முடியாது.

அடுத்த பிரச்சினை ‘நெக்ஸ்ட்’

எம்.பி.பி.எஸ். சேர்க்கைக்கு ‘நீட்’ தேர்வைக் கட்டாயமாக்கி ஒரு புறம் கதவை மூடியது மட்டுமல்லாமல் எம்.பி.பி.எஸ். முடித்துப் பதிவு செய்து மருத்துவப் பணி செய்ய வேண்டுமானால் ‘நெக்ஸ்ட்’ எனப்படும் தேசிய வெளித்தேர்வையும் (National Exit Exam - NEXT) கட்டாயம் எழுத வேண்டும் என்று இந்த ஆணையம் அறிவித்திருப்பதுதான் அடுத்த அதிர்ச்சி. இதனால் பல குழப்பங்கள் ஏற்படும்.

எம்.பி.பி.எஸ். படிப்பில் இறுதியாண்டில் பொது மருத்துவம், அறுவை சிகிச்சைகள், மகளிர் நோய் ஆகியவற்றைப் பிரதானமாகப் படிப்பார்கள். அதிலும் தற்போது நடைமுறையில் உள்ள இறுதியாண்டுத் தேர்வு என்பது எழுத்துத் தேர்வு, நோயாளிகளைப் பரிசோதிக்கும் திறன் உட்படச் செய்முறைத் தேர்வும் இணைந்த ஒன்றாகும்.

இத்தகைய விஷயங்களை Multiple Choice Questions என்ற அடிப்படையில் நடத்தப்படும் தேர்வில் மாணவரின் நோயறிதிறனை, நோய் தீர்க்கும் அறிவை முழுமையாகச் சோதிக்க இயலாது. அதேபோல, ‘காலா அஸார்’, இதயத்தின் தமனிகளில் அடைப்பு, ஜப்பானிய யானைக்கால் போன்ற நோய்கள் வட இந்தியாவில் பரவலாக உள்ளன.

இத்தகைய நோய்கள் தென் இந்தியாவில் குறைவு. இப்படி இருக்க மருத்துவக் கல்வியில் பொதுவான பாடத்திட்டம் என்பது உயிரைக் காக்கும் தொழிலான மருத்துவத்தை வெறும் ஏட்டுக் கல்வியாக மாற்றும் விபரீதமாகும் என்பது ‘தேசிய மருத்துவ கமிஷனும் அதன் விளைவுகளும்’ கட்டுரையில் விவாதிக்கப்படுகிறது

முரண்களின் மூட்டையா?

இதைவிடவும் சிக்கலானது, இந்திய முறை மருத்துவப் பட்டதாரிகள், ஹோமியோபதி பட்டதாரிகள் இணைப்புப் படிப்பாக (Bridge Course) ஆறு மாதம் அலோபதி மருத்துவத்தைப் படித்துவிட்டுக் கிராமப்புறச் சுகாதாரச் சேவைகளில் ஈடுபடலாம் என்கிறது இந்த ஆணைய மசோதா. ஒரு புறம் ஐந்தரை ஆண்டுகள் படித்துப் பயிற்சி பெற்ற எம்.பி.பி.எஸ். மருத்துவரைத் தரப்படுத்துகிறோம் என்று கூறி மீண்டும் ‘நெக்ஸ்ட்’ எழுதச் சொல்கிறது. மறுபுறம் ஆறு வருடப் படிப்பை ஆறு மாதங்களிலேயே கற்றுக்கொள்ளலாம் என்கிறது. இப்படிப் பல முரண்களின் மூட்டையாக இந்த மசோதா காணப்படுவதை ‘மறுக்கப்படும் மருத்துவம்’ பக்கத்துக்குப் பக்கம் அலசுகிறது.

பன்னிரண்டு ஆண்டுகள் பள்ளியில் பெற்ற கல்விக்கு அப்பால் தனியாகச் சிறப்புப் பயிற்சி எடுத்து ‘நீட்’ தேர்வை எதிர்கொள்வதுபோலவே நான்கரை ஆண்டுகள் எம்.பி.பி.எஸ். படித்துவிட்டுக் கடைசியில் தனியாகச் சிறப்புப் பயிற்சி எடுத்து ‘நெக்ஸ்ட்’ தேர்வை எழுத வேண்டிய சூழல் புதிதாக உருவாக்கப்பட்டிருக்கிறது.

இதன் வழியாக நம்முடைய பள்ளிகள், பல்கலைக்கழகங்கள் அத்தனையும் பயனற்றவை என்ற பொதுப்புத்தியைத்தான் இந்தத் திட்டம் ஏற்படுத்திவருகிறது. மறுபுறம் மீண்டும் மீண்டும் தாக்குதலை எதிர்கொள்ள முடியாத, அதிகச் செலவு செய்து சிறப்புப் பயிற்சிகளை மேற்கொள்ளத் திராணி அற்ற ஏழை எளிய மாணவர்களுக்கு முற்றிலுமாக மருத்துவக் கல்வி மறுக்கப்படும் அபாயம் சூழ்ந்துள்ளது.
