Delhi HC stays JNU order on mandatory attendance

NEW DELHI: The Delhi high court on Monday stayed Jawaharlal Nehru University’s circular making it mandatory for faculty to mark attendance.

The circular states that if the faculty fails to mark attendance, the administration won’t entertain any requests for leave or proposals to attend conferences and seminars abroad.

Justice Suresh Kait stayed the operation of the November 13, 2018 circular of the authorities and sought JNU’s response on a plea by a teacher challenging the circular. It listed the matter for further hearing on May 3.

The court acted on a plea filed by a professor who had to attend a conference abroad last month, but her request was declined by the administration citing the November 13 circular. Her another request for leave from January 20 to 27 was again rejected on the ground that she was “not following attendance rules”.

On Monday, HC directed JNU to grant her the required leave within three days to attend the programme.

Senior advocate Rebecca John, who appeared for Prasad, sought quashing of the November 13 circular and said her leave applications were for a legitimate academic purpose and they were blindly rejected for non-compliance with the faculty attendance rule.

The professor argued that the rule is illegal and ought to be set aside to prevent the arbitrary and excessive exercise of power by the authorities. It said denial of leave on the basis of faculty attendance was “unreasonable, arbitrary and discriminatory”.

Central government standing counsel Monika Arora, appearing for the university, had submitted that as per the rules of the University Grants Commission and JNU, it is mandatory for teachers to mark their attendance. She said it is in the interest of teachers and students to mark their attendance.

Two Delhi govt officers forced to retire over graft

New Delhi: Two Delhi government officers have been given compulsory retirement after they were found to be involved in corruption and other illegal activities.

Krishna Mahli, former store purchase supervisor of health department, has been removed from service after the government proposed compulsory retirement from service on the serious charges of irregularities and misappropriation of government money. A press release from the office of chief secretary Vijay Dev said government money to the tune of Rs 46.6 lakh was misused during the purchase of consumable items for stores of hospitals.

After being found guilty of assisting illegal meetings of a prisoner with an outsider in one case, and also guilty of releasing a prisoner without proper release order of the competent court in another, deputy superintendent Jagdish Singh of of Central Jail, Tihar has also been removed from service.

“Singh was found guilty after an inquiry was conducted as per the procedure of law. In his case too, compulsory retirement from service was proposed,” the release said.

On line with the government’s zero tolerance for corruption and irregularities, the chief secretary has started cracking the whip on dishonest employees. “The chief secretary has emphasised that there will be zero tolerance policy towards corruption and misdemeanour,” the statement read.

Karnataka high court allows Canada-born minor girl to stay with her father

BENGALURU: Considering the consistent stand taken by a Canada-born Indian girl aged over 10, the high court has handed her custody to her father, an IT professional residing in Bengaluru.

Justice B Veerappa noted that the girl is capable of understanding about her welfare and had submitted both before the family court as well as the Karnataka high court that she would stay with her father.

Noting that the Guardian and Wards Act and the Hindu Minority and Guardianship Act make it clear that the paramount consideration is the minor child’s welfare and not statutory rights of parents, the judge said: “This court hopes that both the petitioner-father and the respondent-mother being highly educated and with a modern outlook would maintain cordial relations, conduct themselves decently and extend cooperation for the child.”

He said the problem has to be solved with a human touch. “In selecting a guardian, the court exercises parens patriae jurisdiction. It must give due weightage to the child’s ordinary comfort, contentment, health, education, intellectual development and favourable surroundings as well as physical comfort and moral values,” he added.

திருப்புத்துார்: நாகரீக வாழ்க்கையில் கூட்டு குடும்ப விழாக்கள் கனவாகி வருகிறது. அதை மீண்டும் உயிர்ப்பிக்கும் விதமாக சிவகங்கை மாவட்டம் திருப்புத்துார் அருகே நெற்குப்பையில் மூன்று தலைமுறையை சேர்ந்த 27 குடும்பத்தினர் பாரம்பரிய கூட்டு பொங்கல் வைத்து கொண்டாடினர்.

ராம.சா.ராமநாதன் செட்டியாரின் நான்கு மகன் வாரிசுகள் வெளிநாடு மற்றும் வெளியூர்களில் வசிக்கின்றனர். பல ஆண்டுகளாக அவரவர் வசித்த பகுதிகளிலேயே பொங்கல் கொண்டாடி வந்தனர். 'அனைவரும் ஒன்றாக சேர்ந்து பூர்வீக வீட்டில் கொண்டாட வேண்டும்,' என்பது ராமநாதனின் பேரன் மனைவி வசந்தா ஆச்சி 70,யின் நீண்டநாள் கனவாக இருந்தது. அதை நிறைவேற்று விதமாக அவரது மகன் சாத்தப்பன், மருமகள் நித்யா, 150 ஆண்டுகால பூர்வீக வீட்டில் 2 ஆண்டுகளாக பொங்கல் விழாவை நடத்தி வருகின்றனர்.

இதற்காக 3 மாதங்களுக்கு முன்பே, அளவு எடுத்து ஒரே வண்ணத்தில் பெண்களுக்கு சேலை, ஆண்களுக்கு வேட்டி, சட்டை வாங்குகின்றனர். மூன்று நாட்களுக்கு முன், அனைவரும் ஊருக்கு வருகின்றனர். கோயில் தரிசனம், விளையாட்டு போட்டி என, விழாவை மகிழ்ச்சியாக கொண்டாடுகின்றனர். தலைமுறை, உறவுகளை புரிய வைக்கும் பேமிலி ட்ரீ' போன்ற விளையாட்டுகளை நடத்தி இளைய தலைமுறையினருக்கு பாரம்பரியத்தை நினைவுப்படுத்துகின்றனர்.

நேற்று காலை வேட்டி, சேலை அணிந்து வீட்டின் முற்றத்தில் வெண் பொங்கல், சர்க்கரை பொங்கல் என, இருபானைகளில் வைத்தனர். பொங்கல் வைத்ததும் தலைவாழை இலையில் படையலிட்டு, விளக்கேற்றி வழிபட்டனர். தொடர்ந்து மங்கலப்பொருட்களுடன் விளக்கை எடுத்து அவரவர் வைத்து கொண்டனர்.

சுப,பழனியப்பன் கூறுகையில், ''பல ஆண்டுகளாக நாங்கள் வசிக்கும் ஊர்களில் 'காஸ்' அடுப்பில் பொங்கல் வைப்போம். 2 ஆண்டுகளாக சொந்தங்களோட கொண்டாடுவது மனதுக்கு உற்சாகத்தை தருகிறது,'' என்றார்.

செந்தில்நாதன் சேதுராமன் கூறுகையில்,''கடந்த ஆண்டு என்னால் வரமுடியவில்லை. விழாவை 'வாட்ஸ் ஆப்' ல் பார்த்ததும் இந்த ஆண்டு கண்டிப்பாக பங்கேற்பது என முடிவு செய்தேன். சித்தப்பா மக்கள், சின்ன அய்யா, பெரிய அய்யா மக்களை ஒன்று சேர பார்ப்பது மனதுக்கு நிறைவைத் தருகிறது,'' என்கிறார்.

கைலாஷ் சுந்தரம் கூறுகையில், '' நான்கு தாத்தா குடும்பங்களோடு சேர்ந்து கொண்டாடுவது ஆச்சரியமாக உள்ளது. மனசு விட்டு அனைவருடன் பேச முடிந்தது. பெரியவர்கள் ஜெயிச்ச அனுபவத்தை எங்களோடு பகிர்ந்து கொண்டாங்க. சொந்தங்களுக்குள் நெருக்கம் ஏற்பட்டுள்ளது,'' என்றார்.

தமிழகத்தில் கடந்த சில ஆண்டுகளாகவே பிரியாணி விற்பனை வேகமாக அதிகரித்து வருகிறது. குறிப்பாக தலைநகர் சென்னையில் பிரியாணி பிரியர்கள் எண்ணிக்கையும் தொடர்ந்து உயர்ந்து வருகிறது.

பிரியாணிக்கு புகழ் பெற்ற அஞ்சப்பர், புஹாரி, ஜூனியர் குப்பண்ணா, அசீப் பிரியாணி, திண்டுக்கல் தலப்பாகட்டி உள்ளிட்ட நிறுவனங்கள் பெருமளவு கிளைகள் பரப்பி வளர்ந்து வருகின்றன. சென்னையை தவிர மற்ற பல நகரங்களிலும் பிரியாணி விற்பனை தொடர்ந்து உயர்ந்து வருகிறது. இதனால் பிரியாணி விற்பனையில் 300க்கும் மேற்பட்ட நிறுவனங்கள் உள்ளதாக புள்ளி விவரங்கள் தெரிவிக்கின்றன. இந்த நிறுவனங்கள் மூலம் ஆண்டுக்கு 1,500 கோடி ரூபாய் மேல் வர்த்தகம் செய்கின்றன.

இவை மட்டுமின்றி அமைப்பு சாரா நிறுவனங்கள், தனிநபர்கள், அந்தபகுதிகளில் மட்டும் உள்ள உள்ளூர் கடைகள் மூலம் சுமார் 4 ஆயிரம் கோடி ரூபாய்க்கும் அதிகமாக பிரியாணி விற்பனையாவதாக தகவல்கள் தெரிவிக்கின்றன. ஒட்டுமொத்தமாக தமிழகம் முழுவதும் ஆண்டுக்கு பிரியாணி மூலம் 4,500 கோடி ரூபாய் அளவுக்கு வருவாய் ஈட்டப்படுவதாகவும் கூறப்படுகிறது.

பெரு நிறுவனங்களை பொறுத்தவரையில் ஒவ்வொன்றும் மாதத்துக்கு 25 லட்சம் ரூபாய் என்ற அளவில் பிரியாணி மூலம் வர்த்தகம் செய்கின்றன. இதன் மூலம் ஆண்டுக்கு 3 கோடி ரூபாய் என்ற அளவில் ஒரு நிறுவனம் பிரியாணியை வர்த்தகம் செய்ய முடிகிறது என ஆய்வாளர்கள் தெரிவிக்கின்றனர். பெரு நிறுவனங்கள் நடத்தும் கடைகளில் பிரியாணி 180 ரூபாய் முதல் 600 ரூபாய் அளவில் விற்பனை செய்யப்படுகிறது.

அதேசமயம் அமைப்பு சாரா உள்ளூர் கடைகளில் விற்கப்படும் பிரியாணி 50 ரூபாய் முதல் 120 ரூபாய் வரை விற்கப்படுகிறது. நாளொன்றுக்கு 10 முதல் 15 கிலோ என்ற அளவில் பிரியாணி (ஒரு கிலோ பிரியாணியை 8 முதல் 10 பேர் சாப்பிடலாம்) தயாரித்து விற்பனை செய்யும் நிறுவனங்களும் கணிசமான லாபம் ஈட்டி வருகின்றன. சிறிய கடைகளில் அரை பிளேட் பிரியாணி 70 முதல் 90 ரூபாய்க்கும், கால் பிளேட் பிரியாணி 40 ரூபாய் முதல் 60 ரூபாய்க்கும் விற்கப்படுகிறது.


தமிழகத்தில் பிரியாணி தொழில் வளர்ந்து வருவது குறித்து தலப்பாகட்டி நிர்வாக இயக்குநர் சதீஷ் நாகசாமி கூறுகையில் ‘‘தமிழகம் முழுவதும் பிரியாணி தொழில் தொடர்ந்து வளர்ந்து வருகிறது. சந்தை விரிவடைந்து வருவதால் தேவையும் உயர்ந்து வருகிறது. நாள்தோறும் 4 ஆயிரம் கிலோ பிரியாணியை நாங்கள் தயாரிக்கிறோம். தமிழகம் முழுவதும் இதனை 40 ஆயிரம் வாடிக்கையாளர்கள் சாப்பிட்டு செல்கின்றனர். எங்கள் நிறுவனத்தை பொறுத்தவரையில் மேலும் 100 கடைகள் திறந்தாலும், அதற்கு தேவையான அளவு வர்த்தகம் நடைபெறும் அளவுக்கு தற்போது தேவை உள்ளது’’ எனக் கூறினார்.

இதுபோலவே அசீப் பிரியாணி நிர்வாக இயக்குநர் திலிப் குமார் கூறுகையில் ‘‘நாள்தோறும் 30 ஆயிரம் பேர் சாப்பிட்டு செல்கின்றனர். திருப்தியான சாப்பாடு என்பதால் மக்கள் பிரியாணியை விரும்புகின்றனர்’’ எனக் கூறினார்.

எனினும் பிரியாணி தொழிலை பொறுத்தவரை சில சவால்களும் உள்ளன. பெருமளவும் குடும்பம் சார்ந்த தொழில் என்பதால் முடிவெடுப்பது உள்ளிட்ட பிரச்சினைகள் உள்ளன. சுவை மாறினால் வாடிக்கையாளர்களை இழக்கும் நிலை, சமையலுக்கு அதிகமான தொழிலாளர்களை சார்ந்து இருப்பது உள்ளிட்ட பிரச்சினைகள் உள்ளன.

'சர்கார்' முதல் நாள் வசூலை முந்தாத 'பேட்ட' + 'விஸ்வாசம்' வசூல்: என்ன காரணம்?

'சர்கார்' படத்தின் முதல் நாள் வசூலை 'பேட்ட' + 'விஸ்வாசம்' வசூல் இணைந்து முறியடிக்கவில்லை. இதற்கான காரணம் என்னவென்று விநியோகஸ்தர்கள் தெரிவித்தனர்.

ஜனவரி 10-ம் தேதி 'பேட்ட' மற்றும் 'விஸ்வாசம்' ஆகிய இரண்டு படங்கள் வெளியாகின. முதல் முறையாக தமிழக பாக்ஸ் ஆபிஸில் ரஜினி - அஜித் படங்களின் நேரடி மோதலால் வசூல் எப்படியிருக்குமோ என்று விநியோகஸ்தர்கள் முதலில் கொஞ்சம் தயங்கினார்கள்.

ஆனால், இரண்டு நடிகர்களின் படமுமே நல்ல வசூல் செய்து வருகிறது. இதனால் திரையரங்க உரிமையாளர்கள், விநியோகஸ்தர்கள் மற்றும் படக்குழுவினர் என அனைவருமே பெரும் மகிழ்ச்சியில் உள்ளனர்.

இந்த இரண்டு படங்களின் வசூலால் விஜய் ரசிகர்கள் பெரும் மகிழ்ச்சியில் கொண்டாடி வருகிறார்கள். காரணம் என்னவென்றால், முதல் நாள் வசூலில் இரண்டு படங்களுமே 'சர்கார்' மற்றும் 'மெர்சல்' படத்தின் முதல் நாள் வசூலைத் தாண்டவில்லை. ஏன், 'பேட்ட' - 'விஸ்வாசம்' ஆகிய படங்களின் முதல் நாள் தமிழக மொத்த வசூல் என்பது 28 கோடியைத் தாண்டியுள்ளது. ஆனால், 'சர்கார்' படத்தின் முதல் நாள் வசூல் 32 கோடி.

ரஜினி மற்றும் அஜித் ஆகிய நட்சத்திரங்கள் இணைந்துமே, விஜய் படத்தின் முதல் நாள் வசூலை முறியடிக்க முடியவில்லை என்று கொண்டாடி வருகிறார்கள். இதற்கு என்ன காரணம் என்று சில விநியோகஸ்தர்களிடம் கேட்டோம்.

அதற்கு அவர்கள் கூறியதவாது:

''முதலில் 'மெர்சல்' மற்றும் 'சர்கார்' இரண்டுமே தனியாக வெளியான படங்கள். இரண்டுக்குமே எந்தவொரு படமும் போட்டியாக வெளியாகவில்லை. 'சர்கார்' மட்டும் தமிழகத்தில் சுமார் 700 திரையரங்குகள் வரை வெளியானது. ஆனால், 'பேட்ட' மற்றும் 'விஸ்வாசம்' தனித்தனியாக சுமார் 450 திரையரங்குகள் வரை வெளியாகியுள்ளது.

'மெர்சல்' மற்றும் 'சர்கார்' இரண்டுமே படம் வெளியான அடுத்த நாளே சர்ச்சை தொடங்கிவிட்டது. இதனை முன்வைத்து மக்கள் கூட்டம் அதிகரித்தது. 'சர்கார்' படம் வெளியான சில நாட்களுக்கு முன்பு வரை சர்ச்சைகள் தொடர்ந்து. வெளியான அடுத்த நாளே அரசாங்கத்தை விமர்சித்துள்ளனர் என்று மீண்டும் சர்ச்சையானது. அதற்குப் பிறகு அக்காட்சியை படத்திலிருந்தே நீக்கினார்கள்.

இன்னொரு முக்கியமான விஷயத்தையும் கவனத்தில் கொள்ள வேண்டும். இரண்டு படத்துக்குமே ஸ்பெஷல் ஷோவுக்கு அரசு அனுமதியளித்தது. ஆனால், 'பேட்ட' - 'விஸ்வாசம்' இரண்டுக்குமே ஸ்பெஷல் ஷோவுக்கு தமிழக அரசு அனுமதியளிக்கவில்லை.

அதே போல், 'சர்கார்' படத்தின் முதல் நாள் வசூலைப் போல் இன்னொரு விஜய் படம் வசூல் செய்யுமா என்பதில் சந்தேகம் உள்ளது. ஏனென்றால், அரசை விமர்சித்தது உள்ளிட்ட காரணத்தைக் கணக்கில் கொண்டு அனுமதியளிக்க மாட்டார்கள் என நினைக்கிறோம்.

'சர்கார்' படத்தின் முதல் நாள் வசூல் என்பது முறியடிக்கக் கூடியது தான். ஆனால், அதற்கு ரஜினி அல்லது அஜித் படங்கள் தனி வெளியீடாக வந்திருக்க வேண்டும். இரண்டுமே சேர்ந்து வந்ததால் தான் முறியடிக்க முடியாமல் போனதாக கருதுகிறோம். 'தெறி', 'மெர்சல்' கூட்டணி இணைந்திருக்கும் 'தளபதி 63' கூட்டணி கண்டிப்பாக 'சர்கார்' முதல் நாள் வசூலை முறியடிக்கும் என எதிர்பார்க்கிறோம்'' என்று விநியோகஸ்தர்கள் தெரிவித்தனர்.

தைப்பொங்கல்: ஒன்பது கிரஹங்களின் ஆசி நிறைந்த உத்தம திருவிழா!

தைப்பிறந்தால் வழி பிறக்கும் என்பது பழமொழி. தைமாதம் முதல் நாள் தைப்பொங்கல். சூரியனைப் பொங்கலிட்டு நன்றியுணர்வோடு வழிபாடு செய்கிறோம். இரண்டாம் நாள் மாட்டுப்பொங்கல். மாடுகளுக்குப் பொங்கல் வைத்து வணக்கம் செலுத்துகிறோம். மூன்றாம் நாள் சிலபகுதிகளில் ஜல்லிக்கட்டு, மஞ்சுவிரட்டு என்னும் வீர விளையாட்டு நடைபெறும். சில பகுதிகளில், உறவினர்களோடு கூடி மகிழும் காணும் பொங்கலாகவும் கொண்டாடப்படுகிறது. இந்நாளில் ஆறு, கடல் பகுதிகளில் உறவினர்கள், நண்பர்கள் கூடி மகிழ்வர்.


உத்தம வாழ்வு தரும் உத்திராயணம்

மக்கு ஒரு வருடம் என்பது தேவர்களின் ஒரு நாள். அதில் உத்திராயணம் என்பது பகல் பொழுது. தக்‌ஷிணாயனம் என்பது இரவுப்பொழுது. அதில் தை மாதம் என்பது தேவர்களின் சூரியோதய காலமாகிய காலை பொழுதாகும். சூரியன் வடக்கு நோக்கி பயணம் செய்யக்கூடிய தை 1 முதல், ஆனி 30 வரையிலான காலம் உத்தராயண புண்ணிய காலம் எனப்படும்.

இக்காலங்களில் பிறப்பவர்கள் மட்டுமின்றி இறப்பவர்களும் (இயற்கை மரணம்) புண்ணியம் செய்தவர்கள் எனப்படுகிறது. சங்கராந்தி துவங்கி சூரியன் வடதிசை நகரும் இந்த ஆறு மாதமும் அகப்பயணம் மேற்கொள்பவர்களுக்கு அற்புதக் காலம். பாரதப் போரில் பிதாமகர் பீஷ்மர் அம்புப்படுக்கையில் கிடந்து புண்ணியமான இந்த மகரசங்கராந்தி வரும் வரை காத்திருந்து பின் பூவுலகு நீங்கினார். தெற்கு நோக்கி சூரியன் சஞ்சரிக்கும் காலமான ஆடி1 முதல் மார்கழி 30 வரையான தட்சிணாயனம் எனப்படுகிறது. உத்திராயணத்திற்கு இணையான சிறப்பு இக்காலத்தில் இல்லை. சுபகாரியங்கள் செய்வதற்கு உத்தராயண காலமே சிறந்தது.

பொங்கலின் முதல் தினமான "போகி"யில் வீடு, வீடுகளுக்கு வெள்ளையடித்து அலங்கரித்து பழைய, தேவையில்லாத பொருட்கள், குப்பைகளை எரித்துத் தூய்மையைக் கொள்வர். அப்போது குழந்தைகள், சிறு பறை கொட்டிக் குதூகலிப்பர். இவ்வாறாகப் பொங்கல் பண்டிகையை வரவேற்கும் விதமாக இந்தப் போகி பண்டிகை அமைந்திருக்கும். போகியன்று, வீட்டின் கூரையில் பூலாப்பூ செருகப்படும். அன்றைய தினம், வீட்டில் தேங்கிப் போயிருக்கும் குப்பைகள் தேவையற்றபொருட்களை அப்புறப்படுத்தப்பட்டு வீடு சுத்தமாக்கப்படும். வீடு மட்டுமல்ல மனதில் இருக்கும் தீய எண்ணங்களும், தவறான எண்ணங்களும் நீக்கப்படவேண்டும் என்பது இதில் உள்ள தத்துவமாகும். சுகாதார நோக்கில் இது மிகவும் அவசியமான ஒன்று. இந்தப் பண்டிகை துயரங்களை போக்குவதாக கருதப்படுவதால் அதை ‘போக்கி’ என்றார்கள். அந்த சொல்லே நாளடைவில் மருவி ‘போகி’ என்றாகிவிட்டது.

ஆறு மாதமாக தென்திசையில் பயணித்த சூரியன் வடதிசைக்கு திரும்பும் நாளே தைமுதல் நாள். இந்த நாளையே மகரசங்கராந்தி என்பர். இந்நாளில் சூரியனை வழிபாடு செய்வதால் வாழ்வு செழிக்கும் என்று கூறுவர். சமஸ்கிருதத்தில் "சங்க்ரமன" என்றால், "நகரத் துவங்குதல்" என்று அர்த்தம். நவக்கிரகங்களில் சூரியன், புதன் மற்றும் சுக்கிரன் மூவரும் எப்போதும் ஒன்றாக (சில விதிகளுக்குட்பட்டு) பயணம் செய்வர். எனவே அவர்களை முக்கூட்டுகிரகங்கள் என்பர். சுக்கிரனும், புதனும் சூரியனுக்கு முன்னும், பின்னும் எப்பொழுதும் சுற்றி வரும். இவர்களின் இணைவே முக்கிய நிகழ்வுகளெல்லாம் ஏற்படுகின்றன. உலக பயிர்கள் சுபிட்சமாக வாழ மழையைத் தருவது சூரியன்.

போகிக்கு மறுநாளான தை முதல் தேதி பொங்கல் திருநாள். அன்று, புதுப்பானையில் புது அரிசியில் பொங்கலிடுவது தமிழர்களின் வழக்கம். அப்போது மஞ்சள், கரும்பு, நெல், வாழை என்று, வயலில் விளைந்தவற்றை எல்லாம் சூரிய பகவானுக்கு படைப்பார்கள். தொடர்ந்து, பொங்கல் வைத்து, பொங்கி வந்த பொங்கலை தலை வாழை இலையில் இட்டு, முதலில் சூரிய பகவானுக்குப் படைப்பார்கள். தொடர்ந்து, பொங்கலை அனைவரும் உண்டு மகிழ்வார்கள்.



தமிழர்கள் பொங்கல் திருநாளாய் இதனைக் கொண்டாடுகின்றனர். கிராமங்களில், புது நெல்லில் பொங்கல் வைத்து அறுவடையின் முதல் படையலை இயற்கைக் கடவுளான சூரியபகவானுக்கே அர்ப்பணிப்பர். பொங்கல் பிரசாதத்தை, குடும்பத்தில், வேலைக்காரர்களுக்கு, பக்கத்து வீட்டினருக்கு என்று அனனவருக்கும் கொடுத்து மகிழ்வர். யஜமானர் எல்லாவற்றையும் தனக்கே எடுத்துக் கொள்ளாமல், தன் வேலையாட்களுக்கும் உணவு, புது உடைகள் கொடுத்து அவர்தம் உழைப்பைக் கௌரவப்படுத்துவர். பகிர்வின் உன்னதத்தை உணர்த்தும் சடங்குகள்.

"புதிய" என்ற வார்த்தையின் நாயகனே நம்ம சுக்கிரன் தான். புத்தாடை, புத்துணர்ச்சி, புது வீடு, புதிய வாகனம். இப்படி புதிய எனத் தொடங்குமிடத்திலெல்லாம் சுக்கிரனின் ஆட்சிதான். ஆக போகியன்று பழைய கஷ்டங்கள், பழைய பொருட்கள், பழமையைக் குறிக்கும் இருட்டு ஆகிய அனைத்தும் விலகி புதிய விடியலை ஏற்படுத்தும் தினம் என்பதால் சுக்கிரனுக்குரிய தினம்தானே! அதிலும் சுக்கிர வாரத்திலேயே அமைந்தது சிறப்பு தானே! பொங்கலன்றும் பாருங்கள். புதிய பானை, புதிய அரிசி ஆக எல்லாம் சுக்கிர மயம்தான். மண்ணின் அதிபதி சனி. அது பானையாகி உருபெற்றால் அதன் காரகன் சுக்கிரன். செந்நெல்லின் அதிபதி சந்திரன். அது விளையக் காரணம் சுக்கிரன். மஞ்சளுக்கும் இனிய செங்கரும்பிற்கும் அதிபதி குரு. அது விளையக் காரணம் சுக்கிரன். இல்லத்தில் மகிழ்ச்சி பொங்கவும் பானையில் பொங்கல் பொங்கவும் காரணன் சுக்கிர பகவான் தாங்க.



எல்லா பொருட்களும் இருந்தாலும் பொங்கல் பொங்க நெருப்பு வேண்டுமல்லவா? ஜோதிடத்தில் ஆண்மையின் காரகராக நெருப்பு கிரகமான செவ்வாயும் பெண்மையின் காரகராகச் சுக்கிரனும் கூறப்பட்டுள்ளது. புதிய மணமகனும் புதிய மணமகளும் சேர்ந்திருக்கும்பொழுது ஏற்படும் மகிழ்ச்சியைப் போன்றே இந்த வருடம் செவ்வாய் கிழமையில் சுக்கிரனின் நட்சத்திரமான பரணி நட்சத்திரத்தில் செவ்வாய் சுக்கிர சேர்க்கையில் பொங்கல் திருவிழா அமைந்திருக்கிறது. இந்தச் செவ்வாய் சுக்கிர சேர்க்கை இந்த ஆண்டு திருமணத்திற்காக காத்திருக்கும் காளையருக்கும் கன்னியருக்கும் இந்த ஆண்டு திருமணம் நடந்துவிடும் எனும் செய்தியை கூறும் விதமாக அமைந்திருக்கிறது. பொங்கல் பொங்கும்போது இடும் குலவை சத்தம் என்னும் இசைக்கும் காரகன் சுக்கிரனே.

மாட்டுப்பொங்கல்

பொங்கலுக்கு அடுத்தநாள் மாட்டுப் பொங்கல். வயலும், வயல் சார்ந்த இடமுமான, மருத நிலத்துக்குரிய தெய்வம் இந்திரன். நிலத்தை உழுவதற்குப் பயன்படுவது மாடுகள். இவர்களை நன்றியுடன் நினைத்து 3 நாட்கள் மக்கள் விழா எடுத்து மகிழ்கின்றனர். உழவுத் தொழில் சிறப்பாக நடைபெற மனிதனுக்கு உதவியாக இருப்பவை மாடுகள். அந்த வாயில்லா ஜீவன்களுக்கு இந்த நாளில் நன்றி தெரிவிக்கப்படுகிறது. அதோடு, பசுவையும், அதன் கன்றுவையும் நீராட்டி, கொம்புகளுக்கு வர்ணம் தீட்டி, அவற்றின் கொம்பிலும், கழுத்திலும் சலங்கை, மாலைகள் அணிவித்து அலங்கரித்து பூஜை செய்வார்கள். சுவைமிகு பொங்கலும் உண்ணக் கொடுப்பார்கள்.

பசுவை ஸ்ரீமகாலக்ஷமியின் அம்சம் என்போம். ஆக பால் தரும் பசுவும் சுக்கிரனின் அம்சமே. அனைத்துக் கால்நடைகளும் சந்திர அம்சமாகும். நீர் மற்றும் மழையின் காரகர்களும் சந்திர பகவானும் சுக்கிரபகவானுமே ஆவர். விவசாயத்தின் காரகனும் சந்திரனும் சுக்கிரனுமே! பண்டைய தமிழர்கள் மாட்டை செல்வமாக கருதினார்கள். மாடு என்றால் செல்வம் என்ற பொருளும் உண்டு. இதனால்தான் அவர்கள் மாட்டை ‘ஆநிரை’ என்றும் அழைத்தார்கள். செல்வத்தின் காரகனும் மஹாலக்‌ஷ்மியின் சகோதரர் மற்றும் ராஜ கிரகமான சந்திரனும் மஹாலக்‌ஷ்மியை அதிதேவதையாகக் கொண்ட சுக்கிரனுமே ஆகும்.

கனுப்பொங்கல்

பிராமண சம்பிரதாயங்களில் மாட்டுப்பொங்கன்று காலை கனுப்பொங்கல் எனச் சகோதரிகளால் சகோதரர்கள் நலம் சிறக்க கொண்டாடப்படுகிறது. ”பொங்கலன்று அனைவர் இல்லங்களிலும் செய்யப்படும் சிறப்பு உணவு வகை சர்க்கரைப் பொங்கல். அடுத்ததாக கணுக்கூட்டு. காணும் பொங்கல் (அ) கனுப்பொங்கல் அன்று செய்வதால் கணுக்கூட்டு என்ற பெயர் வந்தது. அப்போது பெண்கள், உடன்பிறந்த சகோதரர்கள் நலம் வேண்டி, காக்கைக்கு கனுப்பிடி வைப்பார்கள். சாதத்தில் மஞ்சள்பொடி சேர்த்து மஞ்சள் நிறத்திலும், சாதத்துடன் சுண்ணாம்பு – மஞ்சள்பொடி சேர்த்து சிவப்பு நிறத்திலும், வெறும் சாதமாக வெள்ளை நிறத்திலும் சிறிய உருண்டைகள் செய்வார்கள். இந்த உருண்டைகள் மற்றும் முதல் நாள் செய்த சர்க்கரைப் பொங்கல் ஆகியவற்றை மஞ்சள் இலையில் போட்டு, குளக்கரை அல்லது மொட்டை மாடியில் வைப்பார்கள். பிறகு சாமி கும்பிட்டு, பெரியோர்களிடம் ஆசி பெற்று தேங்காய் சாதம், புளியோதரை, தயிர்ச்சாதம் போன்ற கலந்த சாதத்துடன் கணுக்கூட்டை தொட்டுச் சாப்பிடுவது வழக்கம். ஜோதிடத்தில் சகோதர காரகர் செவ்வாய் பகவான்.

சென்னை மணலியில் உள்ள ராதாகிருஷ்ணன் தெரு, எட்டியப்பன் தெரு, பூங்காவனம் குறுக்குத்தெரு, பெரியார் தெரு உள்ளிட்ட தெருக்களில் சுமார் 200-க்கும் மேற்பட்ட வீடுகள் உள்ளன.

இந்த பகுதியில் நேற்று பகல் ஒரு மணி அளவில் திடீரென உயர் மின்அழுத்தம் ஏற்பட்டது. இதன் காரணமாக மின்கம்பங்களில் உள்ள மின்சார வயர் துண்டித்து கீழே விழுந்தது.

அப்போது 100-க்கும் மேற்பட்ட வீடுகளில் இருந்த டி.வி., பிரிஜ், வாஷிங் மெஷின், கம்ப்யூட்டர் உள்ளிட்ட மின்சாதனங்கள் வெடித்து சிதறின. இதனால் பயந்து போன பொதுமக்கள் அலறியடித்துக்கொண்டு வீடுகளை விட்டு வெளியே வந்தனர். பின்னர் மின்சார வாரியத்திற்கு தகவல் தெரிவித்தனர். மின் ஊழியர்கள் சம்பவ இடத்திற்கு விரைந்து வந்து மின் இணைப்பை துண்டித்தனர்.

இதனையடுத்து பொதுமக்கள் வீடுகளுக்கு சென்று, சேதம் அடைந்த பொருட்களை எடுத்து வந்து மின்சார ஊழியர்களிடம் காண்பித்தனர். உயர் மின்அழுத்தம் காரணமாக அடிக்கடி இதுபோல் நடப்பதாகவும், மின்கம்பம் மூலம் மின்இணைப்பு வழங்குவதை கைவிட்டு, சென்னை மாநகராட்சி பகுதியில் இருப்பது போல புதைவழித்தடத்தில் மின்வினியோகம் வழங்க வேண்டும் என்று கோரிக்கை விடுத்தனர். இதுகுறித்து நடவடிக்கை எடுப்பதாக மின் ஊழியர்கள் உறுதி அளித்தனர்.

‘Despite govt order, RTI replies not up on official websites’

MUMBAI: Activists in the state have asked chief minister Devendra Fadnavis to immediately direct all government offices under him to curb growing incidents of RTI violations.

In particular, they want the CM to direct officials to implement two government circulars. One which requires public authorities to upload RTI queries and responses on their websites. And secondly, allowing inspection of all public records on Mondays between 3pm and 5pm. This would help bring in transparency into the process and quash complaints of blackmail against activists, they said.

Activists have alleged that bureaucrats do not publish RTI queries and responses on official websites despite a state government order. Besides, officials do not follow directions to allow inspection of public records, said RTI activist and former central information commissioner Shailesh Gandhi on Friday. “If information is available on the website, no one can be blackmailed. This needs to be done in a searchable manner and we would be happy to discuss it with the IT department,” he said.

A signature campaign has been launched to draw the chief minister’s attention to non-compliance to government circulars. A memorandum of demand from the state’s RTI and social activists is being circulated among prominent citizens to garner a wide support in the form of a 1,000 signatures.

Gandhi said recently a BMC ward office put up a banner flashing photographs of four people barring them entry into the office premises. He said this apart, verbal abuse is very common in government offices.

‘Vasool Rani MBBS’, 26, lands in police net

CHENNAI: Holding the overcoat and stethoscope handed over by a medical student standing on a suburban train she convinced a man she was a doctor and married him.

For more than a month after the wedding, she continued the charade travelling from Tiruttani to Chennai daily and roaming about the Rajiv Gandhi Government General Hospital in doctor’s whites.

On Tuesday, the curtains came down on the act of J Sharmila, 26, after the elderly woman from whom she took 800 promising a ‘fast scan’ and vanished went to police.

Her husband Jayakanthan, a packaged water delivery man, then came to know of her deception and a court sent her to jail.

A police officer said Sharmila of Manavur in Tiruttani, who completed BSc at a college in the city, first met Jayakanthan while travelling on a suburban train to Chennai Central.

A doctor’s whites and medical equipment were piled up in her lap, but he was not to know that they had been given by a trainee doctor who had no place to sit in the crowded compartment. Jayakanthan soon began referring to her as a doctor and she played along.

The two fell in love and got married early in December 2018. Since then, Jayakanthan would drop her at Tiruttani railway station daily and she would travel to Chennai by train.

During ‘working hours’, she went around the huge hospital properly dressed and many patients offered the ‘doctor’ money for ‘quick service.’

She obliged and made sure she didn’t meet the victim after each ‘operation’. Each evening, she returned home, her pockets filled with cash.

On Tuesday, Lakshmi, 63, of Thirumullaivoyal, ran into Sharmila who promised to help her get a scan done without delay for fee. But, when the test took forever and the ‘doctor’ was nowhere to be found, Lakshmi began a frantic search.

She finally informed security guard Ramesh who asked her to to identify the suspect. Lakshmi did and Ramesh informed a team of patrolling police personnel.

They combed the hospital and nabbed Sharmila. She was taken to the police station on the premises for questioning.

Police seized a doctor’s coat, stethoscope, identity card, a GH-stamped letter along with a forged pay slip identifying her as being on the rolls of the hospital as trainee.

A 35-year-old rape victim committed suicide by hanging herself from the roof of her residence in Kernalganj area of Gonda district on Monday, a fortnight after the two rape accused got a clean chit from district police.

In September last year, the victim and her husband had attempted self-immolation outside Vidhan Bhawan in Lucknow to highlight her plight. They then had accused the police of laxity in the investigation.

The victim, a mother of two, had accused Shankar Dayal and his brother Ashok Kumar, also of Kernalganj area, of raping her several times in August last year. The case was investigated first by the local police and then by the district crime branch. Both the investigation officers gave a clean chit to accused in December. The two accused are absconding.

Following the suicide, superintendent of police of Gonda RP Singh suspended both the investigating officers and sent the station house officer (SHO) of Kernalganj to the police lines.

The Gonda police had lodged an FIR on August 7 under section 376D (gang rape) and 506 (criminal intimidation) of IPC along with relevant sections of IT Act against the accused.

The victim’s husband said, “The accused had not just raped her but also made a video clip of the act. She was very upset when police gave the accused a clean chit, and so committed suicide.”

One is able to register with the Telangana State Medical Council (TSMC) only after successful completion of a year’s internship.

The Osmania General Hospital superintendent received a complaint against some MBBS graduates who were absent from internship and yet received postings.

Hyderabad: Many MBBS students in the state, in both government and private colleges, are allegedly bypassing internship, which is compulsory for a year.

Sources said almost 50 per cent of government medical college students are not doing their internship in one or other department after being able to get their internship certificate forged.

Recently, the Osmania General Hospital superintendent received a complaint against some MBBS graduates who were absent from internship and yet received postings.

One is able to register with the Telangana State Medical Council (TSMC) only after successful completion of a year’s internship.

But many interns are not underdoing the compulsory internship. Some of the reasons for this is to prepare for a post-graduation seat through NEET or to practice medicine in the United States.

“As there are fewer number of post-graduation seats, there is intense competition among graduates to clear NEET,” said a professor on the condition of anonymity. “As a result, many of them use the time meant for internship to prepare for competitive examinations. Many of them also prepare for the United States Medical Licensing Examination (USMLE).”

Telangana Junior Doctors JAC chairman P.S. Vijayender Goud said interns who are doing internship are also affected. “For example, if 20 members are posted in a department, and only 8 to 9 members report for internship, then the workload on them increases. After all, those 8 to 9 interns will be doing the work of 20 members.”

Recently, the superintendent of Osmania General Hospital received a complaint against interns pursuing unfair means of getting internship certificate without actually doing it. According to the complaint, interns who had to report at the orthopaedics and other departments have not reported for the month of December.

Allegedly, some of them have even got their attendance signatures without actually completing internship.

“We have got the complaint. Reportedly, some students were absent. We have appointed three professors to investigate the issue,” Osmania General Hospital superintendent Nagendra said. “In Osmania General Hospital, students undergo only five months internship. After getting signature from concerned professor only the process of getting internship certificate will be initiated. We are investigating the case.”

CHENNAI: Despite the government arranging 11,000 special buses from Chennai to various parts of the State to deal with the extra Pongal rush, this year too, commuters were taken for a ride by private omni-buses and exorbitant fares. Private bus operators are charging an additional fare ranging between Rs 800-Rs 1,800 per ticket this year.

The ticket fares of non-AC buses from Chennai to Madurai ranged between Rs 1,100 and Rs 1,500 against the usual Rs 600 to Rs 700. The cost of non-AC sleeper tickets was Rs 1,800 to Rs 2,200 on the same route. Similarly, ticket fares on routes such as Chennai-Bengaluru, Chennai-Coimbatore, Chennai-Tiruchy, Chennai-Thanjavur, Chennai-Mayiladuthurai, Chennai-Karur ranged between Rs 1,500-Rs 1,800.

Commuters to southern districts were among the worst affected. Fares to Tirunelveli, Kanniyakumari, Nagercoil, Thoothukudi, Thiruchendur peaked up to Rs 2,000-Rs 2,500 in seater buses. “Fares increased from January 9. I paid Rs 2,200 for a semi-sleeper seat to Nagercoil on Saturday. The usual fare is around Rs 900,” says K Mahesh, a native of Nagercoil.


The Transport Department has washed its hand off the issue, refusing to intervene citing lack of legal provisions. A few tourist buses operating from Koyambedu, though, were penalised for permit violations by RTOs. “The Union government had to amend the Motor Vehicles Act authorising State Transport Departments to act against erring omni buses,” said a senior transport official.

“More than Rs 30 lakh has been collected from private tourist buses for permit violations,” he said. Road traffic in Chennai, which usually gets messy during festival days, remained smooth. Officials attributed the same to extended public holidays. “Unlike last year, day-time buses to Villupuram, Vellore, Tiruvannamalai, Salem and nearby towns were fully loaded,” said a transport official.

“Due to continuous holidays, people who leave Chennai in two days have left over a span of four days. The demand for overnight buses has come down which is why the city traffic has not been affected,” the official explained. According to official records, about six lakh commuters have travelled by government buses in the last three days.

Omni bus industry sources denied any overpricing of tickets. They said that more than 15,000 spare buses have been pulled in to operations to meet the festival season demand. Tamilnadu Omni Bus Owners Association (TOBOA) president, A Afzal blamed the hike in prices on smaller transport companies. “It is they who hike prices, not bigger companies like us,” he said.

Between the costly bus and flight tickets, the premium tatkal service of trains was also in demand. Suvidha train fares to Tirunelveli reached between Rs 3,200 and Rs 3,600 per ticket. The fully unreserved Tambaram - Sengottai Antyodaya Express has been going fully loaded for the past two days.

CHENNAI: The book fair this year has been a huge success, say organisers, with Monday alone recording around 60,000 visitors.

“Sales have gone up since last year and so has the footfall. We are expecting to see almost twice the number of visitors as last year,” said S Vairavan of Kumaran Pathippagam, who is also the president of the Booksellers and Publishers Association of South India (BAPASI), that organises the annual fair.

So far, a total of eight lakh people have visited the fair this year, he added.

With another week to go, it is expected to clock another 10 lakh. Last year the fair closed at an ‘all-time-high’ of 12 lakh visitors. The fair, with 812 stalls, is to go on until January 20.


This year, Madurai Sarvodaya Ilakkiya Pannai’s ‘Sathya Sodhanai,’ a translation of Gandhi’s autobiography ‘My Experiment with Truth’ has emerged as the top seller so far, already having sold one lakh copies.

Meanwhile, last year, it was Vidiyal Publishing’s ‘Ambedkar: Indrum, Endrum’, which recorded a sale of 3,000 copies in the first five days of the fair. This year too, the book is having a good run, according to A Udhaya of Pa Ranjith’s ‘Neelam’ that has made its debut at the book fair this year.

With 26 plaster busts of Dalit leaders on display at Neelam’s stall and the bust of Ambedkar taking centrestage, the stall seems to have attracted a sizeable crowd in its first year.

While this year, Neelam has on display a collection of books from various publishers, it also plans to publish in the near future.

“Works for publishing are underway. Our aim is to unite all avenues available to us to achieve the goal and we will make the most of it,” said Udhaya. The ‘Collected Works of Periyar’ was also a hit at the stall.

CHENNAI: The Madras High Court has made it clear that the buildings of schools or colleges constructed before November 1, 2011, that is, prior to the introduction of Sec. 47-A to the Tamil Nadu Town and Country Planning Act, 1971 and after obtaining valid and lawful permission from the competent authorities, would not come under the purview of the GO, dated June 14, 2018, of the Housing and Urban Development department.

Justice T Raja gave the clarification while passing final orders on a batch of writ petitions from the Association of All India Private Educational Institutions, represented by its general secretary K Palaniappan of Saligramam and others, recently.

The petition from the Association sought to declare the June 14 GO and the consequential letters of the directors of Town and Country Planning and School Education departments, as illegal and unconstitutional and passed without legislative sanction.

As per the amendment made in 2018 to Sec. 47 of the 1971 Act, Sec. 47-A was introduced and it had become the duty of the local authority granting permission to any development on any land in the non-plan area to obtain prior concurrence of the director under the 1971 Act. As a result, the approval for the buildings, even in the non-plan area under the control of the local authority, is also subjected to the permission to be obtained by the local authority.


Granting the relief while passing orders on the petitions, Justice Raja also clarified that if any building is constructed even prior to enforcing Sec. 47-A, that is, before November 1, 2011, leaving any deficiencies to be rectified and not carried out even today, such buildings will be covered by the GO. In any event, if the three months’ time given in the GO had already expired, the Town and Country Development director is entitled to take appropriate action against all those buildings, which had not obtained planning permission and which were put up even prior to November 1, 2011 and whose deficiencies were not rectified till November 2, 2011.

Lastly, in respect of the one-time levy and collection of `7.50 per sq.ft. on the FSI/plinth area of the buildings, the judge said that if any application is made during the relevant period, that is, before the expiry of the three months, the T&CP director shall consider the same to grant the benefits, quashed the June 14 GO and all other consequential letters and allowed the writ petitions with the observations and directions.

CHENNAI: Three years after an SETC bus killed a 22- year-old man along the East Coast Road, the Motor Accidents Tribunal awarded a compensation of over Rs 43 lakh to the family members of the deceased.

The SETC bus plying from Chennai to Pondicherry hit V Sesank, who was working in a prominent IT firm and riding the pillion of a bike, on August 16, 2016. The victim sustained fatal injuries and died in the hospital on the same day.

In a petition, the family had sought adequate compensation for the death of the techie, caused by the rash and negligent bus driving.

The family’s counsel argued that it was due to the negligence of the bus driver that their son, the family’s sole bread-winner, who was earning `30,000 a month, was killed.


The SETC counsel argued that the motorcycle dashed against a car from behind and was thrown away to the left-side wheel of the bus which ran over the victim.

However, the tribunal headed by K Ayyappan, based on the reports, observed, “No evidence is available to prove that the bus driver is not responsible for the accident except the interested testimony of the driver of the government bus.” Hence the tribunal came to the conclusion that the accident occurred only due to the rash and negligent driving of the bus driver and awarded the family a sum of `43,40,153.

CHENNAI: Patients at the Urban Primary Health Centre at Mangadu in Kancheepuram district were made to buy syringes from private medical shops around the centre on Monday as the doctor also stayed away from attending the patients.

In the absence of a duty doctor in the 24-hour health centre, a nurse and a pharmacist were attending to patients who were queued up in one of the busiest centres. “I was told to buy a syringe at a private medical shop, so I went and bought a syringe at a nearby pharmacy,” said a 60-year-old woman in the area.

When asked about it, the officials claimed it happened only on Monday as insulin syringes stock was over just then and the nurse had no other option but to make the patients buy from a medical shop.


Speaking to Express, Dr T Senthil Kumar, Deputy Director of Health Services, said, “The patients were asked to buy only insulin syringes as that stock was over. Usually, we make local purchase and stock it, but I was told by the nurse when I inquired that the regular supplier didn’t come for the last two days as it is festival time or so. So, as there was no stock, the nurse said she asked the patients to buy. However, there are enough stocks at the nearby Block Primary Health Centre in Kundrathur.

The nurse could have sent someone and got from there, but she failed to do that.” He denied it was a regular business at the centre.

The 24-hour Urban PHC was also functioning without doctor on the busy day. Some of the regular cases were attended by the nurse and the pharmacist there. Some patients were send back.

“My daughter is having fever for the last three days. I came here to check with the doctor and thought of doing a blood test. But, I was told only the doctor can prescribe the test and so, there was no point waiting here,” said a mother who visited the centre.

When asked about absence of doctor, Senthil Kumar said, “On an average, the PHC gets close to 400 cases every day. So, we posted two medical officers. One senior medical officer went on leave, and the other medical officer who lives close by kept visiting the centre now and then due to some personal commitments,” he added.

Regular affair in PHSs?

A medical officer, who worked in a PHC in the State, said that nurses attending patients is a regular affair in many of the PHCs. “In the absence of doctors, the nurse will just distribute tablets and administer injection to old patients, who come with their previous treatment history record at the centre,” he said

A 24-hour health centre

The local people said that since the Mangadu Urban PHC is a 24-hour centre, the lone medical officer has to take care of the affairs in the night also. Deliveries are also conducted in the centre and it is a busy centre, they said

CHENNAI: Does the plastic ban apply only to small and medium scale vendors? While the city Corporation is taking smaller stores to task for not following the ban, retail giants such as Saravana Stores and Jeyachandran Stores are distributing plastic bags generously to their customers.

When Express visited T-Nagar Saravana Stores on Sunday, staff were seen handing out plastic bags of varying sizes depending on purchases.

When asked about the ban, senior staff at the store said: “This is only for today... We are giving away plastic bags to clear off stock. After that we will use 100 per cent compostable bags that are organic,” the staff said. Similarly, a senior staff of Jeyachandran stores in Usman road said that he has received orders from superiors to give away plastic bags until today. Pongal shopping rush was high on Sunday.


"We will be switching to cloth bags after this. The plastic bags are being used only for one day today," the staff said. Single-use, non-biodegradable plastic bags have been banned in the State since January 1.

The stores giving out plastic bags were counting on an exemption from strict enforcement owing to Pongal shopping rush. “We have requested officials for some leeway during Pongal sales and they have agreed,” claimed the Saravana Stores store manager.

Corporation officials denied the claims. "No such exemptions have been given to anyone. Inspections are going on in the premises of violators," said a senior Corporation official.

The Corporation, on Thursday alone, seized 5,121 kg of banned plastic from all 15 zones. A senior Tamil Nadu Pollution Control Board (TNPCB) official said that the onus was on the civic body to carry out strict enforcement of the ban. Can they rein in the big stores?

Technical glitch makes VTU students write exam late

Students of Visvesvaraya Technological University (VTU), Belagavi, who appeared for the semester examination were made to wait for around one-and-a-half hours as there was a technical snag in the VTU server at its headquarters in Belagavi. There was a delay in the question papers reaching the students as the question papers are delivered online.

Students who were scheduled to appear for the afternoon session of the exam at 2 p.m. were made to wait till around 3.30 p.m. in some centres.

Satish Annigeri, Registrar (Evaluation) of VTU said: “We are using a new software and there was no problem for all the other examinations. Monday was the last day of the regular examinations and we had a small technical glitch.”

He did not elaborate on the exact nature of the problem, citing confidentiality reasons.

Major fire in women’s hostel in Chennai

Short circuit suspected to be the cause

Five women, one of whom was pregnant, were rescued from the bathroom of a women’s hostel in Choolaimedu after a fire broke out in the two-storeyed building on Monday morning.

According to the police, the fire broke out on the first floor of Sri Dhanshika Lady’s Hostel, located on Third Street, Choolaimedu.

About 30 working women stay in the hostel. On Monday, only 10 were on the premises as the others had left for their home towns for Pongal.

Short-circuit to blame

Police suspect that the fire was the result of a short-circuit in a hall on the first floor. The blaze spread fast and the five women could not get out of the hall due to the flames and thick smoke.

Panic-stricken, the women locked themselves inside a bathroom. One of them called the hostel owner on her mobile, while another called a friend. The hostel owner, Mahesh, came with a fire-extingusher and tried to put out the fire. The neighbours called up the fire control room for assistance.

Fire and Rescue Service personnel led by Fire Officer M. Arifa reached the spot immediately. As the street is narrow, the water tenders could not enter the street. After much difficulty, the fire service personnel managed to spray water on the building to douse the flames.

The Fire Officer told The Hindu , “After putting out the fire, we managed to enter the premises surrounded by thick smoke. On reaching the first floor, we searched every room. We found five women in a bathroom. One of them was pregnant and unconscious. I physically lifted her and brought her down.”

The rescued inmates, Vidya, Kavitha, Pavithra, Ranjitha and Ayana, sustained minor burns. The owner of the hostel has been admitted to Kilpauk Government College Hospital with 41% burns.

Rules flouted

Senior police officers inspected the spot. “The building has no fire-fighting equipment, which is mandatory. We have registered a case of accidental fire. We are investigating whether the premises had the necessary licence and followed procedures. If there is any violation, we will take action against the owner,” a senior police officer said.

A rare and critically endangered Egyptian vulture, Neophron percnopterus, was spotted in Kannankurichi Lake here recently.

A. Kasi Viswanathan, a birder, spotted and photographed a lone juvenile Egyptian vulture soaring above the lake.

He said that it was totally an unexpected sighting as they look very different in juvenile and adult phases of life.

The adult bird looked dirty white with bare yellowish face and had black flight feathers. The juvenile bird looked all black and attained the adult plumage as it matured, he added.

Vulture conservationist S. Bharathidasan of Arulagam that works towards the conservation of fauna and flora in the State said that the population of Egyptian vultures was more than crows several decades ago. However, their numbers dropped alarmingly and today it was the rarest resident vulture species in the State. Apart from feeding on dead animal carcasses, these vultures feed on larvae in the cow dung.

S.V. Ganeshwar of Salem Ornithological Foundation said the other and only evidence for previous published sighting of the Egyptian vulture around Salem comes from a statement in the Vernay Scientific Survey of the Eastern Ghats, conducted in 1929 that reported a single bird on the Chitteri plateau. “Today, most of the Chitteri range falls outside Salem’s boundaries,” he added.

Mr. Kasi Viswanathan said the sighting was uploaded in eBird, an international database to document birds and was approved by ornithologists.

HC asks school to pardon student

The Madurai Bench of Madras High Court has asked the school authorities to pardon a boy who allegedly threw ink at his teacher during an examination.

The mother of a Class XI student from Sivaganga moved the court after he was issued a transfer certificate.

The woman said her son’s ink pen had stopped writing and when he tapped the pen, ink splashed on to the trousers of the invigilator, who complained to the school authorities, terming it a deliberate act.

Following this, the Headmaster issued a transfer certificate.

KMCH performs heart transplantation

Kovai Medical Center and Hospital (KMCH) recently performed a heart transplantation on a 26-year-old man from Erode.

The patient was brought to the hospital with only a 15 % heart function, as he had dilated cardio-myopathy, a condition wherein the heart muscle is too weak to pump blood.

Cardio-thoracic surgeon Prashant Vaijyanath and interventional cardiologist R. Sureshkumar examined the patient and concluded that a heart transplantation was the only solution.

The transplantation was performed last week when the hospital was allotted a heart donated from a brain dead person through the Transplant Authority of Tamil Nadu. The transplantation was done free of cost as it was covered under the Chief Minister’s ComprehensiveHealth Insurance Scheme.

Chairman of KMCH Nalla G. Palaniswami said the entire process, right from harvesting the heart from the brain dead person to the transplantation, had to be done within a short span of time.

Website open for NEET application corrections

The National Testing Agency has opened its website for candidates to correct errors they may have inadvertently committed while filling the forms for the National Eligibility cum Entrance Test (UG) 2019.

The facility will be available on the NTA  websitewww.ntaneet.nic.in from 11 a.m. on January 14 to 11.50 p.m. on January 31.

The sale of applications for UG NEET began on November 1 and the last date was December 7. The NTA notification, signed by Senior Director NEET (UG), NTA, informs that a one-time correction facility has been provided to candidates to amend their online application form.

Candidates must pay additional fee while making the correction in gender and category. Aspirants have been advised to visit the NTA website for guidelines.
