பொங்கல் பண்டிகைக்கு ஆண்கள் குளிக்காத விநோத கிராமம்

கொளகம்பட்டி கிராமம்

தருமபுரி மாவட்டத்திலுள்ள கிராமமொன்றில் பொங்கல் பண்டிகைக்கு ஆண்கள் மட்டும் குளிக்கக்கூடாது என்கிற ஐதீகம் கடைப்பிடிக்கப்பட்டு வருகிறது.

தருமபுரி மாவட்டம் அரூர் அடுத்த கொளகம்பட்டி கிராமத்தில் சுமார் 500க்கும் மேற்பட்ட குடும்பத்தினர் வசித்து வருகின்றனர். இந்த கிராமத்திலிருந்து பிரிந்து சென்ற ஆண்டிப்பட்டிபுதூர் கிராமத்தில் சுமார் 100 குடும்பங்கள் வசித்து வருகின்றன. இந்த இரண்டு கிராமத்திலும் உள்ள ஒரு வம்சத்தை (மேள, தாள பங்காளிகள்) சேர்ந்த 300 குடும்பங்கள் உள்ளனர்.

இந்த வம்சத்தைச் சேர்ந்தவர்கள் கொளகம்பட்டி ஊராட்சியில் உள்ள 10 கிராமங்களில் சுப மற்றும் துக்க நிகழ்வுகளுக்கும், திருவிழாவில் தோரணங்கள் கட்டுவதல், மேள, தாளங்கள் வாசிப்பர். அதேபோல், கிராமத்தில் உள்ள சாமிகளுக்குச் சேவை செய்து வருகின்றனர். இந்த கொளகம்பட்டி கிராமத்தில் மாட்டுப் பொங்கல் வைப்பவர்கள் அனைவரும், மாட்டுகாரப்பன் கோயிலில் பூஜை செய்து, அதிலிருந்து தீர்த்தத்தை எடுத்துச் சென்று போய், பட்டியில் மாட்டுப் பொங்கல் வைப்பது வழக்கம். இந்தக் கோயிலில் பூஜை செய்வது, இந்த வம்சத்தைச் சேர்ந்தவர்கள் தான் செய்வர். இவர்கள் தொடர்ந்து சாமிக்குச் சேவை செய்வதால், பொங்கலுக்கு முன், போகியில் காப்பு கட்டியவுடன் ஆண்கள் குளிக்ககூடாது என்பது ஒரு பாரம்பரியமாக உள்ளது.

இதற்கு காரணம் என்ன என ஊர் மக்கள் தெரிவித்ததாவது:

கடந்த காலங்களில் பொங்கல் தினத்தில், குளித்துவிட்டு காட்டுக்கு மேய்ச்சலுக்கு மாடு ஓட்டிச் சென்றவரின் தலையை சாமியின் தண்டு வந்து துண்டித்துள்ளது. இதனால், காட்டுக்குப் போனவர் வீடு திரும்பவில்லை. இதை அறியாமல், காணாமல் போனவரை எல்லோரும் தேடி வந்துள்ளனர். ஆனால், ஒருநாள், ஒருவருடைய கனவில் சாமி வந்து, எனக்கு சேவை செய்யும் நீங்கள், பொங்கல் தினத்தில் ஆண்கள் மட்டும் குளிக்காமல் சேவை செய்ய வேண்டும் என தெரிவித்துள்ளது.

மேலும் காணாமல் போனவரை தண்டித்ததாகவும் கூறியதாக ஒரு ஐதீகம் சொல்லப்படுகிறது. அன்று முதல் இந்த வம்சத்தைச் சேர்ந்த ஆண்கள் மட்டும் பொங்கல் தினத்தில் காப்பு கட்டியவுடன் குளிப்பதில்லை.

இதில் மற்ற நாட்களில் குளித்தாலும், பொங்கல் தினத்தில் குளிக்காமல் இருந்து வருகின்றனர். பொங்கல் தினத்தில் இந்த வம்சத்தைச் சேர்ந்த பிறந்த குழந்தைகள் முதல் முதியவர் வரையுள்ள ஆண்கள் மட்டும் குளிப்பத்தில்லை.

ஒரு சில பொங்கல் தினத்தில் குளிக்க வேண்டும் என முயற்சித்தாலும் கூட, அந்த முயற்சி தடைபடுவதாகவும், மேலும் குளித்தால், ஏதாவது பாதிப்பு ஏற்படுமோ என்ற அச்சத்தால், பெற்றோர்கள் குளிக்க அனுமதிப்பதில்லை என்றும் கூறுகின்றனர். இந்த நடைமுறையை தலைமுறை தலைமுறையாக இந்த வம்சத்தினர் பின்பற்றி வருகின்றனர்.

ஓய்வுபெறும் ஆசிரியர்களை கல்வி ஆண்டு முழுவதும் பணியாற்ற அனுமதிக்க வேண்டும்: உயர்நீதிமன்றம்

கல்வியாண்டின் நடுவில் ஓய்வு பெறும் ஆசிரியர்களை, மாணவர்களின் நலனைக் கருத்தில் கொண்டு கல்வி ஆண்டு முழுவதும் பணியாற்ற அனுமதிக்க வேண்டும் என உயர்நீதிமன்றம் உத்தரவிட்டுள்ளது.
சென்னை உயர்நீதிமன்றத்தில் ஆசிரியர் சாந்தி தாக்கல் செய்த மனுவில், நான் சென்னை ஆதம்பாக்கத்தில் உள்ள திருவள்ளுவர் நடுநிலைப் பள்ளியில் கடந்த 1973-ஆம் ஆண்டு பணியில் சேர்ந்தேன். கடந்த 32 ஆண்டுகளாக பணியாற்றிய பின் கடந்த 2005-ஆம் ஆண்டு நவம்பர் மாதம் ஓய்வு பெற்றேன். இதனையடுத்து 2005-2006 கல்வி ஆண்டு முழுவதும் அதாவது 2006-ஆம் ஆண்டு மே மாதம் இறுதி வரை பணிநீட்டிப்பு வழங்க வேண்டும் என கோரிக்கை விடுத்தேன். ஆனால் எனது பணி திருப்திகரமாக இல்லை என்ற காரணத்தைக் கூறி, எனது கோரிக்கையை பள்ளியின் தாளாளர் நிராகரித்து விட்டார். எனவே இந்த உத்தரவை ரத்து செய்ய வேண்டும் என கோரியிருந்தார். 

இந்த வழக்கு நீதிபதி எம்.வி.  முரளிதரன் முன் விசாரணைக்கு வந்தது. வழக்கை விசாரித்த நீதிபதி பிறப்பித்த உத்தரவில், மனுதாரர் கடந்த 32 ஆண்டுகள் ஆசிரியராக பணியாற்றி உள்ளார்.அவர் மீது பணி தொடர்பாக ஒரு குற்றச்சாட்டுக்கூட இல்லை. ஆனாலும், பணி திருப்திகரமாக இல்லை எனக்கூறி பணி நீட்டிப்பு மறுக்கப்பட்டுள்ளது. கல்வியாண்டின் நடுவில் ஓர் ஆசிரியர் பணி ஓய்வு பெற்றால் அந்தப் பள்ளியில் படிக்கின்ற மாணவர்கள் பாதிக்கப்படுவார்கள். எனவேதான் அந்த ஆசிரியர் விரும்பும்பட்சத்தில் கல்வி ஆண்டு முழுவதும் பணியாற்ற அனுமதிக்க வேண்டும் என்ற பொதுவான நடைமுறை உள்ளது.

இந்த நடைமுறை மனுதாரர் விவகாரத்தில் மறுக்கப்பட்டுள்ளது. எனவே மனுதாரருக்கு பணி நீட்டிப்பு வழங்க மறுத்து பள்ளியின் தாளாளர் பிறப்பித்த உத்தரவை ரத்து செய்கிறேன். 

மேலும், கல்வியாண்டின் நடுவில் ஒய்வு பெறும் ஆசிரியர்களை, மாணவர்களின் நலன்கருதி அந்த கல்வியாண்டு முடியும் வரை பணியாற்ற பள்ளி நிர்வாகம் அனுமதிக்க வேண்டும் என நீதிபதி பிறப்பித்த உத்தரவில் குறிப்பிட்டுள்ளார்.

வருமானவரி வரம்பு ரூ. 5 லட்சமாக உயரும்?: பிப்.1-இல் மத்திய பட்ஜெட்

ரூ.5 லட்சம் வரையில் வருமானம் ஈட்டும் தனி நபர்களுக்கு வரிவிலக்கு அளிக்க மத்திய அரசு திட்டமிட்டுள்ளதாகத் தகவல் வெளியாகியுள்ளது.
பிப்ரவரி 1-ஆம் தேதி தாக்கல் செய்யப்படும் 2019-ஆம் ஆண்டுக்கான இடைக்கால பட்ஜெட்டின்போது மத்திய நிதியமைச்சர் அருண் ஜேட்லி இந்த அறிவிப்பை வெளியிடலாம் என்று எதிர்பார்க்கப்படுகிறது.
மக்களவைத் தேர்தல் வரும் சூழலில், வரி செலுத்தும் தனி நபர்களின் ஆதரவைக் கவரும் வகையில் பாஜக தலைமையிலான மத்திய அரசு இந்த நடவடிக்கையை மேற்கொள்ளலாம் எனத் தெரிகிறது. 

தற்போதைய நிலையில் ரூ.2.5 லட்சம் வரையில் ஈட்டப்படும் தனி நபர் வருமானத்துக்கு வரி விலக்கு அளிக்கப்படுகிறது. ரூ.2.5 லட்சம் முதல் ரூ.5 லட்சம் வரையிலான வருவாய்க்கு 5 சதவீதமும், ரூ.5 லட்சம் முதல் ரூ.10 லட்சம் வரையிலான வருவாய்க்கு 20 சதவீதமும், ரூ.10 லட்சத்துக்கு மேலான வருவாய்க்கு 30 சதவீதமும் வரியாக வசூலிக்கப்படுகிறது.
80 வயதுக்கு மேற்பட்டோர் ஈட்டும் ரூ.5 லட்சம் வரையிலான வருவாய்க்கு தற்போது வரி விலக்கு அமலில் இருப்பது குறிப்பிடத்தக்கது. ரூ.5 லட்சம் வருவாய் ஈட்டும் ஒரு நபர், மருத்துவ மற்றும் போக்குவரத்துச் செலவினங்களாக தனது வரித் தொகையிலிருந்து ரூ.40,000 வரையில் கழித்துக் கொள்ள வழிவகை உள்ளது. 

இந்நிலையில், மத்திய அரசு திட்டமிட்டுள்ளதாக கூறப்படும் புதிய வரி விலக்கு வரம்பு தொடர்பாக ஐஏஎன்எஸ் செய்தி நிறுவனம் தகவல் வெளியிட்டுள்ளது. 

அதன்படி, பண மதிப்பிழப்பு நடவடிக்கையால் நாட்டில் நிதிச் செயல்பாடுகள் சற்று சுணக்கத்தை அடைந்தன. வரி விலக்கு வரம்பை உயர்த்தும் மத்திய அரசின் திட்டம் சமுதாயத்தில் உள்ள நடுத்தர வர்க்கத்தினருக்கு பலனளிப்பதாக இருக்கும் என்று எதிர்பார்க்கப்படுகிறது.
வரி விலக்கு வரம்பை ரூ.5 லட்சத்துக்கு உயர்த்த வேண்டுமென இந்திய தொழிற் கூட்டமைப்பு (சிஐஐ), பட்ஜெட்டுக்கு முந்தைய தனது பரிந்துரைகளில் ஒன்றாகத் தெரிவித்துள்ளது. அத்துடன், சேமிப்பு நடவடிக்கையை ஊக்குவிக்கும் வகையில், பிரிவு 80 சி-இன் கீழ் வரும் செலவினங்களுக்கான வரம்பை ரூ.2.50 லட்சமாக உயர்த்தவும் இந்திய தொழிற் கூட்டமைப்பு பரிந்துரைத்துள்ளது.

ஆட்சியிலிருக்கும் பாஜக அரசு, தனது பொருளாதார தொலைநோக்குக் கொள்கைகளை குறிப்பிட்டுக் காட்டுவதன் மூலமாக, வரும் தேர்தலிலும் ஆட்சியை தக்கவைத்துக் கொள்ள முயலுகிறது. எனவே, அதிக அளவிலான கொள்கை முடிவுகளை மேற்கொள்ளாத வகையில், அந்த அரசு எவ்வாறு இத்தகைய முக்கிய மாற்றங்களை இடைக்கால பட்ஜெட்டில் கொண்டுவரப் போகிறது என்ற எதிர்பார்ப்பு அனைத்துத் தரப்பினரிடையேயும் மேலோங்கியுள்ளது. 

இதனிடையே, நேரடி வரி விதிப்பு தொடர்பான புதிய சட்டம் குறித்த அறிக்கை வரும் பிப்ரவரி 28-ஆம் தேதி வெளியாகவுள்ளது. ஆனால், அதற்கு முன்பாகவே தாக்கல் செய்யப்படும் இடைக்கால பட்ஜெட்டில் வருமான வரி வரம்பு மாற்றம் குறித்த அறிவிப்பை வெளியிடுவது கண்டனத்துக்குரியதாக இருக்கும்.

நேரடி வரி விதிப்பு குறித்த புதிய சட்டமானது, வருமான வரிச் சட்டம் 1961-க்கு மாற்றாக கொண்டுவரப்படுகிறது. இதன்மூலம், வரி செலுத்தும் வரம்புக்குள் அதிகமான மக்களை கொண்டுவரவும், பாரபட்சமில்லாத வகையிலானதாக வரி விதிப்பு அமைப்பை மாற்றுவதற்கும் முயற்சிக்கப்படுகிறது.

அத்துடன், பெருநிறுவனங்களுக்கான வரி விகிதத்தை குறைப்பதன் மூலம் நிறுவனங்களிடையேயான ஆரோக்கியமான போட்டியை அதிகரிக்கவும், சட்ட நடவடிக்கைகளுக்கு வழி வகுக்கும் இதர வரி விலக்கு வரம்புகளை வழக்கொழிக்கவும் இந்த புதிய நேரடி வரி விதிப்பு விதிகள் மூலம் திட்டமிடப்பட்டுள்ளது.

தன்னிகரற்ற தலைவர்!

இன்று தமிழக முன்னாள் முதல்வர் எம்ஜிஆரின் 102-ஆவது பிறந்த நாள். 1972-ஆம் ஆண்டு முதல் 1987 வரை நான் முன்னாள் முதல்வர் எம்.ஜி.ஆரிடம் நேர்முக உதவியாளராக பணியாற்றியுள்ளேன்.

அந்தக் காலகட்டத்தில் புரட்சித் தலைவர் இல்லம் அமைந்துள்ள ராமாபுரம் பகுதிக்கு நந்தம்பாக்கத்திலிருந்து வரும் கார்களும், பேருந்துகளும் குறுகிய பாதையாக இருந்த சாலையில்தான் இரு மார்க்கத்திலும் செல்ல வேண்டும். அந்தக் காலத்தில் 54ஏ என்ற எண்ணுள்ள சுந்தரம் மோட்டார்ஸ் என்ற பேருந்தும் மற்றும் சில அரசு பேருந்துகளும் அந்த வழியாகத்தான் சென்று வரும்.

மணப்பாக்கம் ஆற்றின் குறுக்கே ஒரு வழிப்பாதையாக பாலம் இருக்கும். அந்தக் குறுகிய பாலத்தில் ஒரு புறம் பேருந்தோ அல்லது கார்களோ வரும் போது மறு பாதையில் வரும் வண்டிகள் நின்று தான் போக வேண்டும். எம்ஜிஆரின் ராமாபுரம் தோட்டத்தில் சாலை மிக குறுகியது. சிறிது ஓரமாக போனால்கூட போகும் வண்டிகள் எடை தாங்காமல் சரிந்து விடும்.
அந்தச் சாலையில் வரும் பேருந்துகள் சில சரிந்து விழுந்து விடும். உடனே அதில் பயணிக்கும் பொதுமக்கள் பேருந்திலிருந்து கீழே விழுந்து விடுவார்கள். பேருந்திலிருந்து விழும் பொது மக்கள் விழும் சத்தம் கேட்டு, தோட்டத்தின் உள்ளே இருக்கும் நானும் மற்றவர்களும் பேருந்தில் வந்தவர்களை அழைத்துச் சென்று அவர்களுக்கு டீ, காபி போன்றவைகள் தந்து ஆசுவாசப்படுத்துவோம். இது போன்ற சம்பவங்கள் மூன்று அல்லது நான்கு முறை நடந்துள்ளது. 

இந்தச் சம்பவங்கள் நடக்கும்போது தோட்டத்தில் எம்ஜிஆர் இருந்தால், அவரே நேரில் வந்து ஆறுதல் கூறுவார்.இவ்வாறு இருந்த சமயத்தில் 1977 ஜூன் 30-ஆம் நாள் தமிழக முதல்வராக எம்ஜிஆர் பொறுப்பேற்றார். அவர் முதல்வரான பிறகும் இதே நிலை நீடித்தது.

மணப்பாக்கம் குறுகிய பாலத்தில் எம்ஜிஆரின் கார், மறுபக்கம் வரும் வாகனங்களுக்கு வழி விட்டுத்தான் செல்லும். முதல்வராக எம்ஜிஆர் பொறுப்பேற்றதும் போக்குவரத்துத் துறை அமைச்சராக சி. பொன்னையன் பதவி ஏற்றார். அவரிடம் இந்த விவரத்தைக் கூறி, ராமாபுரம் சாலையையும் மணப்பாக்கம் பாலத்தையும் அகலப்படுத்த வேண்டும் என்று கூறினேன். எம்ஜிஆர் அனுமதி கொடுத்தால் உடனடியாக உத்தரவு போடலாம் என்று அவர் கூறி விட்டார். 

எம்ஜிஆரிடம் இரண்டு, மூன்று முறை ராமாபுரம் சாலையைப் பற்றியும், பாலத்தை அகலப்படுத்துவது குறித்தும் அனுமதி கேட்ட போது, அனுமதி தர மறுத்து விட்டார். எனக்காக சாலையை அகலப்படுத்தப்படுவதாக எதிர்க்கட்சியினர் குறை கூறுவார்கள்; தேவையில்லை என்று கூறிவிட்டார். அமைச்சர் பொன்னையன் கூறியும்கூட எம்ஜிஆர் மறுத்து விட்டார்.
1980-இல் எம்ஜிஆர் தலைமையிலான ஆட்சி கலைக்கப்பட்டு மீண்டும் தேர்தலில் வெற்றி பெற்று அவர் முதல்வராக பதவியேற்றபோது, போக்குவரத்துத் துறை அமைச்சராக முத்துசாமி பொறுப்பேற்றார். 1982-ஆம் ஆண்டு நந்தம்பாக்கம் முதல் பூவிருந்தவல்லி வரை உள்ள சாலையை தேசிய நெடுஞ்சாலையாக மாற்றுவதற்கு திட்டம் போடப்பட்டது. அப்போதுதான் அந்தச் சாலை அகலப்படுத்தப்பட்டது. பாலமும் அகலப்படுத்தப்பட்டது.
முதல்வராக பத்தாண்டுகள் ஆட்சி செய்தாலும் தனக்கென அரசு அதிகாரத்தை அவர் துஷ்பிரயோகம் செய்யவில்லை. தன்னுடைய சொந்தக் காரையே பயன்படுத்தினார். அதற்கான பராமரிப்பு, பெட்ரோல் செலவை தன்னுடைய சொந்தப் பணத்திலிருந்து செய்தார்.

1977-இல் எம்ஜிஆர் முதல்வரானபோது, தான் பயணிக்கும்போது பொது மக்களுக்கு தன்னால் எந்தவித இடையூறோ, சிரமமோ ஏற்படக் கூடாது என்று தனது பாதுகாப்பு அதிகாரிகளுக்கு உத்தரவிட்டார். இதே போன்று காரில் செல்லும் போது ஒலி எழுப்பான் இருக்கக் கூடாது என்றும் உத்தரவிட்டார். இதை அவர் தனது இறுதிக் காலம் வரை கண்டிப்புடன் கடைப்பிடித்து வந்தார்.

தன்னிடம் பணிபுரியும் அதிகாரிகள், காவல் துறை அதிகாரிகள், அலுவலர்கள் மற்றும் ஊழியர்களை யாரையும் அவர்களின் பெயர்களைச் சொல்லி அன்போடு அழைப்பார். அவர்களின் தொழிலைக் குறிப்பிட்டு யாரையும் அழைக்க மாட்டார். 

அவரிடம் வேலைக்குச் சேர்ந்த புதிதில் ஒரு முறை கதிரேசை கூப்பிடு என்றார். நான் அதற்கு டிரைவரையா என்று கேட்க, உடனே அப்படிச் சொல்லக் கூடாது என்று எம்ஜிஆர் கூறினார். மேலும், அவர்களின் பெயர்களையோ அல்லது அடைமொழியோடு அழைப்பதால் அவர்களுடன் நெருக்கம் அதிகரிக்கும். கார் ஓட்டியை டிரைவர் என்றோ, வாயில் காப்பாளனை வாட்ச்மேன் என்று தொழில் ரீதியாக அழைத்தால் அவர்களுக்குப் பரிவினை ஏற்படுத்துவது போலாகும். இதைத் தவிர்க்கவே நான் எல்லோரையும் அவர்களின் பெயரை வைத்து அழைக்கிறேன் என்று எனக்கு விளக்கம் அளித்து அறிவுரை கூறினார்.

அவர் ஆட்சியில் இருந்தவரை, தன்னிடம் பணியாற்றிய அரசு அதிகாரிகளையோ, அலுவலர்களையோ, ஊழியர்கள் மற்றும் காவல்துறை அதிகாரிகளையோ தன்னுடைய சொந்த விஷயங்களுக்கு என்றுமே பயன்படுத்திக் கொண்டதில்லை.

இதுபோன்ற பல உயர்ந்த பண்புகளை அவரிடம் நாம் காணலாம். அவர் மறைந்து 32 ஆண்டுகள் ஆன பிறகும் இன்றும் மக்கள் மனதில் நீங்காமல் வாழ்கிறார்.

மதுரைக்கு வழி! காட்டுமா 'செம்மொழி' எக்ஸ்பிரஸ் ரயில்... சும்மா நிற்கும் நேரத்தில் இயக்கலாமே!

கோவை:மன்னார்குடியில் இருந்து கோவை வரை இயக்கப்படும், செம்மொழி எக்ஸ்பிரஸ் ரயிலை, சும்மா நின்றுகொண்டிருக்கும் இடைப்பட்ட நேரத்தில், மதுரை வரை நீட்டித்து இயக்க, பயணிகள் வேண்டுகோள் விடுத்துள்ளனர்.

மன்னார்குடியில் இருந்து தினமும் இரவு, 8:15 மணிக்கு புறப்படும் செம்மொழி எக்ஸ்பிரஸ் ரயில் தஞ்சை, திருச்சி, ஈரோடு வழியாக மறுநாள் காலை, 4:45க்கு கோவை வந்தடைகிறது. 

கோவையில் இருந்து நள்ளிரவு, 12:30க்கு புறப்படும் ரயில் காலை, 7:40 மணிக்கு மன்னார்குடி சென்றடைகிறது.

காலை, 4:45 மணிக்கு கோவை வந்தடையும் ரயில் இரவு, 12:30 மணி வரை ஸ்டேஷனில் எவ்வித பயன்பாடுமின்றி நிறுத்தி வைக்கப்படுகிறது. போத்தனுார் - பொள்ளாச்சி அகல ரயில்பாதை பணிகள் முடிந்து இரண்டு ஆண்டுகளுக்கு மேலாகியும், கோவை - பொள்ளாச்சி, கோவை - பழநி இடையே பயணிகள் ரயில் மட்டும் இயக்கப்பட்டு வருகிறது.இதற்கு அமோக வரவேற்பு கிடைத்துவரும் நிலையில், கோவையில் இருந்து போத்தனுார், பொள்ளாச்சி வழியாக மதுரை, ராமேஸ்வரம் என தென்மாவட்டங்களுக்கு ஏற்கனவே இயக்கிய ரயில்களை, மீண்டும் இயக்க பயணிகள் கோரிக்கை விடுத்து வருகின்றனர்.

கடந்த வாரத்தில் மத்திய அரசாங்கம் யாரும் எதிர்பார்க்காத வகையில் பொதுப்பிரிவினருக்கும் 10 சதவீத இடஒதுக்கீடு அளிக்கும் வகையிலான மசோதாவை மக்களவையிலும், மாநிலங்களவையிலும் தாக்கல் செய்து நிறைவேற்றி, இப்போது ஜனாதிபதி ஒப்புதலை பெற்று சட்டமாகவும் ஆகிவிட்டது. ஏற்கனவே தாழ்த்தப்பட்ட மக்களுக்கு மத்திய அரசாங்கத்தில் 15 சதவீத இடஒதுக்கீடும், மலைவாழ் மக்களுக்கு 7.5 சதவீதமும், இதர பிற்படுத்தப்பட்டோருக்கு 27 சதவீதமும், ஆக மொத்தம் 49.5 சதவீத இடஒதுக்கீடு இருக்கிறது. சுப்ரீம் கோர்ட்டின் பல்வேறு தீர்ப்புகளில் இடஒதுக்கீடு என்பது வருமானத்தை மட்டும் அடிப்படையாக வைத்து வழங்கப்படுவதில்லை. சமூக ரீதியாகவும், கல்வி ரீதியாகவும் பின்தங்கியவர்களுக்குத்தான் வழங்கப்படுகிறது என்று அறிவித்திருந்தாலும், பொதுப்பட்டியலில் அதாவது உயர் சாதியினர் அடங்கிய பிரிவில் பொருளாதாரத்தில் நலிந்த பிரிவினருக்காக இப்போது 10 சதவீத இடஒதுக்கீடு அளிக்கப்பட்டுள்ளது.

இந்த இடஒதுக்கீட்டுக்கு தகுதியாக ஆண்டுக்கு குடும்ப வருமானம் ரூ.8 லட்சத்துக்கு குறைவாக இருக்கவேண்டும் என்று குறிப்பிடப்பட்டுள்ளது. அப்படியானால் மாதவருமானம் ரூ.66,666 பெறுகிறவர்களெல்லாம் பொருளாதாரத்தில் நலிந்த பிரிவினராகவே கருதப்படுகிறார்கள். நமது மக்கள்தொகையில் குறைந்தபட்சம் 95 சதவீத மக்களாவது இந்த பட்டியலில்தான் வருவார்கள். இதுதவிர, 5 ஏக்கருக்கு கீழ் விவசாய நிலம் வைத்திருப்பவர்களும் இந்த இடஒதுக்கீட்டின் பலனை அடைய தகுதியுடையவர்கள் ஆவார்கள். மக்கள்தொகையில் 86 சதவீதம் பேர் இந்தக் கணக்கில்தான் இருக்கிறார்கள். மேலும், 1,000 சதுரடிக்கு குறைவான வீடு வைத்திருப்பவர்களும் இந்த இட ஒதுக்கீட்டின் பயனை அடைவார்கள். இந்தியாவில் உள்ள மொத்த வீடுகளில், குறைந்தது 80 சதவீத வீடுகள், 500 சதுரடிக்கும் கீழான வீடுகள்தான். இந்த இடஒதுக்கீட்டு கணக்குப்படி, ஆண்டு வருமானம் ரூ.8 லட்சத்துக்கு குறைவாக இருப்பவர்கள் பொருளாதாரத்தில் நலிந்தவர்கள் என்றால், இதில் பெரும்பாலானவர்கள் வருமான வரி கட்டுபவர்களாகத்தான் இருப்பார்கள்.

ஆண்டு வருமானம் ரூ.2½ லட்சத்துக்கு மேல் ரூ.5 லட்சம்வரை உள்ளவர்கள் 5 சதவீதம் வருமான வரி கட்டவேண்டும். ரூ.5 லட்சத்தில் இருந்து ரூ.10 லட்சம்வரை வருமானம் பெறுபவர்கள் 20 சதவீதம் வருமான வரி கட்டவேண்டும். ஆக, 20 சதவீத வரி கட்டுபவர்கள் எல்லோரும் பொருளாதாரத்தில் நலிந்த பிரிவினராக கருதப்பட்டு 10 சதவீத இடஒதுக்கீட்டுக்கு தகுதியானவர்களாக ஆகிவிடுகின்றனர். ஆனால், ரிசர்வ் வங்கி மற்றும் பிரதம மந்திரியின் வீட்டு வசதி திட்டத்தின்கீழ் ஆண்டு வருமானம் ரூ.3 லட்சத்துக்கு கீழ் உள்ளவர்கள் பொருளாதாரத்தில் நலிந்த பிரிவினராகவும், ரூ.3 லட்சத்தில் இருந்து ரூ.6 லட்சம்வரை வருமானம் உள்ளவர்கள் குறைந்த வருவாய் பிரிவினராகவும் கருதப்படுகிறார்கள். தமிழக முதல்–அமைச்சரின் விரிவான மருத்துவ காப்பீட்டுத் திட்டத்தின் பலனை அடைபவர்களின் ஆண்டு வருமானம் ரூ.72 ஆயிரமாக இருக்கிறது. மத்திய, மாநில அரசுகளின் எந்த நலத்திட்டத்தின் பலனை அடைவதற்கும் குறைந்தபட்ச ஆண்டு வருமான வரம்பு ரூ.8 லட்சம் கிடையாது. ஆனால், மத்திய அரசாங்கத்தில் இப்போது ஆண்டு வருமானம் ரூ.8 லட்சத்துக்கு குறைவாக உள்ளவர்கள் பொருளாதாரத்தில் நலிந்த பிரிவினராக கருதப்பட்டு, இடஒதுக்கீட்டுக்கு தகுதியுடையவர்கள் என்றால், வருமானவரி செலுத்துபவர்கள் உள்பட மத்திய–மாநில அரசுகளின் அனைத்து நலஉதவி திட்டங்களிலும் ஆண்டு வருமானம் ரூ.8 லட்சம்தான் தகுதிக்கு அடிப்படையாக கருதப்படுமா? என்பதுதான் மக்களிடம் இப்போது உள்ள கேள்வி.

Chennai: Dismissing the allegations of Sayan in connection with the Kodanad estate episode, as ridiculous and concocted, State Fisheries Minister D. Jayakumar claimed, Sayan appeared to heap up baseless charges as the driver Kanagaraj who was killed in an accident, will not come alive to testify.

”There is no need (for us) to conceal anything. The case is in already in the court. I can only say: on what basis did Sayan make the allegations? He said it based on Kanagaraj who had died. Is it possible for the dead to come alive and testify? Impossible. That’s why the allegations are being woven,” Mr. Jayakumar said and dismissed the allegations involving Chief Minister Edappadi K. Palaniswami as “baseless and concocted.”

The CM had clearly explained this issue and had stated that there was nothing to hide, the Minister added.

The Kodanad estate break in case resurfaced recently after Tehelka’s former editor Mathew Samuel released a 16-minute investigative video report accusing the role of CM in the case. In the video, two accused (in the burglary case) Sayan and Manoj claimed that the CM wanted them to retrieve Rs. 2,000 crore and some important documents from inside the estate. Both had alleged that it was Jayalalithaa’s former driver Kanagaraj who had told that Mr. Palaniswami was involved in the planning of the estate break-in.

Mr. Jayakumar claimed that DMK president M. K. Stalin somehow wanted to capture power. “He had unsuccessfully tried and desperately wants the Assembly election to be thrust on Tamil Nadu…but more than us, the DMK MLAs are happy over the AIADMK government,” he added.

Chennai: The year 2019 began on a good note for a nonagenarian, who was struggling to eke out his livelihood, with the Madras high court directing the state government to grant the State Freedom Fighters Pension to him within eight weeks.

Disposing of the petition filed by Perumal, justice Pushpa Sathyanarayana said, “The petitioner claims to be about 96-year-old and instead of driving him to again go before the respondents (authorities), directing the respondents to sanction him State Freedom Fighters Pension from the date of his application that would meet the ends of justice. Accordingly, the respondents are directed to grant the State Freedom Fighters Pension to the petitioner within eight weeks.”

The petitioner had participated in the freedom movement and he was arrested and suffered imprisonment at the Bellary jail from October 15, 1942 to January 14, 1943. He had been taking part in various social activities thereafter. Though he was struggling to eke out his livelihood, he did not want to apply for pension, as according to him, it was a sacred duty to the nation. But, poverty finally drove him to apply for pension. However, the Krishnagiri district collector sent the impugned proceedings to the state government to turn down his request. The subsequent applications submitted by him were also rejected by the state government in 2014. Hence, he filed the present petition.

The judge said from the date of introduction of the scheme to the freedom fighters, the government issued various orders periodically prescribing the eligibility for availing the benefit. The government issued an order dated February 7, 1996, modifying the procedure for obtaining the co-prisoner certificates in the matter of grant of State Freedom Fighters Pension. There was no mention in the order as to whether the request of the petitioner was considered by the district screening committee, as mandated in the government orders.

In the absence of the same, the district collector alone cannot reject the request of the petitioner, the judge added.

Quoting various judgments, the judge said a perusal of the principles enunciated in the judgments make it amply clear that age cannot be the deciding factor to grant or refuse the pension to a freedom fighter.

3 found with fake tickets at Chennai airport

A businessman and a resident of Moulivakkam, entered the airport on Tuesday night by showing a cancelled ticket.

Further investigation revealed that he wanted to send off his wife and daughter and he had allegedly scanned the cancelled ticket to enter the terminal.

CHENNAI: The airport police are now investigating three persons who entered Chennai airport’s international terminal allegedly without valid tickets on Tuesday. According to officials, M. Krishna (42), a businessman and a resident of Moulivakkam, entered the airport on Tuesday night by showing a cancelled ticket. He wanted to see off his wife and daughter flying to Dubai.

He was detained when he tried to leave through the entrance to the departure after AI officials found no booking had been made in his name. The man also gave contradictory information, claiming that he had booked a ticket to fly to Dubai along with his family one week ago, but unfortunately, he had to attend a meeting in the city and cancelled his ticket two days ago.

Further investigation revealed that he wanted to send off his wife and daughter and he had allegedly scanned the cancelled ticket to enter the terminal. His wife who had boarded the flight by then told officials over the phone that he had no plans to fly along with them. Finally, airline officials handed him over to security authorities to probe for 'breach of security and fraud'. He was later handed over to the airport police.

Engg students held: Similarly, S. Vivaan Mhagi, 22, a third-year engineering student in the city originally from Odisha, presented an old ticket to fool CISF personnel and entered the departure lounge to send off her friend. According to reports, her friend had a ticket to travel from Chennai to Patna and she made a fake ticket of an Indigo flight. After her friend made it through the security check, she moved to the departure lounge and requested the CISF personnel that she no longer wanted to fly to Patna and wished to leave.

They found that the customer ID printed on her ticket was false. During interrogation, she admitted that she had manipulated an old ticket to send her friend off. In another case, Wasik Gupta (22), of Madhya Pradesh, who was pursuing final year engineering in the city, was also caught red-handed while leaving the departure terminal. He was handed over to the airport police on Wednesday morning. Further investigations are on.

SALEM: Chief Minister Edappadi K Palaniswami, on Wednesday, announced that the Salem-Chengapalli (near Coimbatore) National Highway will be converted into an eight-lane road at the cost Rs 1,931 crore. Stating that the cost would be Rs18 crore per kilometre for the 103-km stretch, he said that the Central government would sanction the fund.

The chief minister was in the city to inaugurate the memorial built for former chief minister J Jayalalithaa; he also unveiled statues of Jayalalithaa and AIADMK founder and late chief minister MG Ramachandran. Speaking at the event, Palaniswami praised the two former chief ministers for their contribution to the State.

“It was due to the dedication of these stalwarts that Tamil Nadu ranked first in various fields like education and health,” he said. Likening Jayalalithaa and MGR to gods, he said that their schemes would speak for the two for centuries to come. “I am very happy to open memorials and statues of these two great leaders and celebrating it as a government function.”

“We are celebrating and honouring those who worked for the people and the country. We opened a statue and memorial for actor Sivaji Ganesan in Chennai, a memorial and statue for former managing director of Daily Thanthi group B Sivanthi Aditanar at the cost of Rs1.30 crore at Tiruchendur, a memorial and statue for S S Ramasami Padaiyatchi in Karur at the cost of Rs2.1 crore and announced that his birthday will be celebrated as a government function. Works are on for a Bharat Madha temple at Papparapatti in Dharmapuri district and celebrating Pulidevan’s birthday at Tirunelveli district as a government function,” he detailed.


Development works

Participating in an event held at Magudanchavadi, Palaniswami laid foundation stone for two new flyovers at Magudanchavadi and in Ariyanoor on the Salem-Coimbatore National Highway, to be constructed at the cost of Rs90 crore. He also laid foundation stone for 53 new scheme works worth Rs121.55 crore and inaugurated 21 scheme works that were completed at the cost of Rs8.94 crore. He also distributed welfare assistance to 3,816 beneficiaries at the cost of Rs7.24 crore.

The chief minister on Wednesday announced that the Omalur main road will be named Bharat Ratna Puratchi Thalaivar Dr MGR Road. “We will destroy all the allegations levelled against us and the hindrance created by our enemies with the support of people and the blessing of the late leaders MGR and Jayalalithaa. On behalf of the government, statues of former chief ministers MGR and Jayalalithaa will be garlanded on their birthdays,” Palaniswami declared.

Down memory lane

Addressing the public at the event in Magudanchavadi, the chief minister recalled how the place helped him win his first election. He had first contested in assembly election in 1989 from the Edappadi constituency, under which fell Magudanchavadi union. It was with the support of people here that he won the election and became an MLA, he narrated.

Case against Stalin

Pointing out that the opposition leader was now visiting villages and conducting grama sabha meetings, the chief minister said that the people of Tamil Nadu will not fall for this. They are clever and know who is working for them, he remarked. He also claimed that M K Stalin had not done any of this when he was a minister.

“Meeting people now is fake advertisement for Stalin. As far as I know, Stalin had not visited any village when he was minister. It is considering the upcoming elections that he is conducting this drama,” Palaniswmai alleged.

Political enemies blamed

Chennai: Stating that political enemies of AIADMK were unleashing a malicious propaganda against the party, AIADMK coordinator O Panneerselvam and joint coordinator Edappadi K Palaniswami on Wednesday exhorted the party cadre to work for the victory of AIADMK in the ensuing Lok Sabha elections. Panneerselvam and Palaniswami, in their epistle to party cadre on the eve of 101st birth anniversary of AIADMK founder MG Ramachandran, said “Our political opponents are astonished at our unity and have been trying to malign the image of the government. EPS condemns attack

Chennai: Strongly condemning the attack on Tamil Nadu fishermen by Sri Lankan Navy near Palk Strait on January 13 wherein a fishermen from Ramanathapuram drowned, Palaniswami granted a financial assistance of Rs5 lakh to the bereaved family. He also promised to take all constructive steps to protect the livelihood resources of State’s fishermen. In a statement here, the Chief Minister said on January 12, nine fishermen from Rameswaram set out for fishing in two boats in Palk Strait, and in the wee hours of January 13, the Sri Lankan Navy chased them away. In the melee, two boats carrying Tamil Nadu fishermen capsized and eight of them were rescued later, while K Muniyasamy drowned.

MADURAI: Ajith starrer 'Viswasam' is running to packed houses, but none expected bulls at a theatre, led by die-hard fans of the actor.

Owners of Mayandi theatre at Usilampatti were flabbergasted when the fans turned up to watch the film, with their richly decorated bulls on 'Mattu Pongal' (worshipping of cattle) day.

On this day, cattle owners bathe their cattle, decorate and garland them and worship them as a mark of gratitude for helping them earn their livelihood.

However, the personnel manning the theatre explained to them that the bulls could not be allowed in a theatre, following which the disappointed fans went back to their villages, theatre officials said.

Newly married woman 'ends life' as husband refused to let her visit parents for Pongal

A depressed Parameshwari, 18, allegedly decided to end her life by consuming poison.

An 18-year-old woman from Tamil Nadu's Rasipuram allegedly committed suicide as her husband didn't allow her to visit her parents for Pongal. 

Parameshwari had tied the knot with 24-year-old Sabarishwaran four months ago. The couple had reportedly not been on good terms and got into an argument recently. When Parameshwari expressed her wish to visit her parents for Pongal, her husband refused to let her go. Subsequently, the depressed Parameshwari allegedly decided to end her life by consuming poison.

The woman's father has lodged a complaint with the police who are investigating the matter. Meanwhile, the woman's family alleged that Sabarishwaran had killed Parameshwari over a dispute. According to a Dinamalar report, the groom's family demanded dowry from Parameshwari. "My daughter is not a coward to commit suicide. They have killed her over the dispute," Parameshwari's mother was quoted as saying.


Parameshwari's relatives also held a protest by blocking roads in Rasipuram demanding that the police arrest Sabarishwaran immediately.

CHENNAI: Higher secondary school mathematics teachers fear that a sudden change introduced recently in the board exam question paper pattern may catch students off guard.

They say the objective type one-mark questions usually contained only ‘choose the correct answer’ type questions. However, according to a circular issued by the Department of Government Examinations (DGE) on January 3, the one-mark questions will include match the following, choose the odd man out, choose the correct or incorrect pair and assertion-reasoning.

“Until half-yearly exam, the objective question pattern was different. Students have been prepared for that. Both teachers and students do not know what kind of questions will come now,” said K Manikkam, a mathematics teacher from a private school in Chennai.


The circular notified that the total 90 marks is split up as 20 one-mark questions, seven two-mark questions, seven three-mark questions and seven five-mark questions. The change has been introduced only in the objective-type questions, he said.

The question pattern change may affect government school students the worst, said A Pandian, a higher secondary mathematics teacher from a school in Madurai. “Government school teachers may not be prepared to give impromptu questions in the new pattern and students too will not be able to face these patterns. They will particularly struggle with assertion-reasoning,” he said adding that the change was introduced to prevent students from studying only book-back questions.

13 persons injured as omni bus overturns

As many as 13 passengers were injured when a speeding omni bus overturned at Padur near Ulundurpet in the early hours of Wednesday.

The police said the private bus carrying 30 passengers was travelling from Coimbatore to Chennai.

Passengers trapped

The bus driver Nagaraj, of Theni district, lost control of the vehicle and it overturned after hitting the concrete median at Padur trapping the passengers inside.

On information, the Thirunavalur police rushed to the spot and rescued the passengers.

The injured were shifted to the Ulundurpet General Hospital and the Government Medical College and Hospital at Mundiyambakkam.

Lecturers accused of forging Ph.D certificates

Two assistant professors of the Government Arts College in Udhagamandalam have been accused of forging their Ph.D certificates, with the principal of the college submitting a complaint to the police, urging them to initiate action.

Sources from the college said that the two lecturers, working at the Department of Botany at the college, had obtained their PhDs from a college outside Tamil Nadu. When their certificates were verified by the Directorate of Collegiate Education, they were found to have been forged, and the principal of the Government Arts College was urged to submit a police complaint against the two.

An official from the college said that the certificates of the two lecturers had been checked by the Directorate of Collegiate Education, which had cross-verified their certificates with the universities from where they had alleged to have gotten their degrees from.

The Madurai Bench of the Madras High Court has raised the compensation awarded to the family of a motor accident victim after the Motor Accident Claims Tribunal erred in its calculation.

Justice J. Nisha Banu increased the compensation from Rs. 10.57 lakh to Rs. 15.38 lakh after the claims tribunal failed to take 25% of the income of the deceased as future prospects. The tribunal had notionally fixed the income of the deceased at Rs. 9,000.

The family of the deceased from Madurai moved the High Court Bench seeking an enhancement on the compensation amount granted by the claims tribunal. They claimed that at the time of the accident, the 45-year-old victim was working as a carpenter, earning Rs. 21,000 a month.

However, the claims tribunal had failed to add 25% of the income as future prospects as per guidelines laid down by the Supreme Court, the family said. It was established during the course of the hearing that the family had failed to produce the documents pertaining to the income of the deceased before the claims tribunal. Therefore, this prompted the claims tribunal to fix the income at Rs. 9,000. The court ordered the settlement be made within eight weeks.

Diabetics must avoid substance, say doctors

It is that time of the year when jaggery becomes integral to a traditional festive spread. But this is no sweet news for diabetics. Doctors and nutritionists say that jaggery is not a substitute for sugar, and those with poor control over their blood sugar levels should steer clear of recipes containing jaggery. ‘Sakkarai’ Pongal is synonymous with the festival of harvest. But this popular dish that contains jaggery should be kept out of bounds for diabetics. Sugarcane too should be avoided, say doctors.

Jaggery, unlike white sugar, does have a nutritive side to it. As Meenakshi Bajaj, senior nutritionist, Tamil Nadu Government Multi Super Specialty Hospital, pinpoints, it provides up to 5mg of iron per 100 grams and is a good source of calcium and potassium. But as far as diabetics are concerned, they should stay away from jaggery and sugar as both have equally high glycemic load.

Anand Moses, former director, Institute of Diabetology, Madras Medical College, said jaggery too gets converted into sugar in the body. “The only difference is the time taken for absorption. White sugar gets absorbed quickly, while jaggery gets absorbed slowly,” he said.

He receives patients with questions on whether they can take sweets during festivals, and about jaggery too. “As far as diabetics are concerned, only those with good control of diabetes can take food prepared with jaggery, and that too, in moderation. Those with no control of diabetes should stay away from such food. Jaggery is not a substitute for sugar and raises sugar level in the blood,” he explained.

Good control

By good control, he means a fasting sugar of below 100 mg/dl, two hours after meal of below 180 mg/dl and HbA1c (average level of blood sugar for three months) of below 7%.

“If a person is perfectly healthy and has no blood sugar issues, then he / she may use jaggery as an alternative to white sugar. Individuals with Type 2 diabetes should treat it as same as other sugars and use it sparingly as it still might raise blood glucose levels,” Ms. Bajaj noted. She added that the difference between the two — jaggery and sugar — is in being nutritive and non-nutritive sweeteners. “But both are calorie dense, high in glycemic load and glycemic index,” she pointed out.

Nihal Thomas, professor and head, Department of Endocrinology, Diabetes and Metabolism, Christian Medical College, also stressed the need for good control of diabetes. “If this is the case, they can have one odd meal but need to be careful. Jaggery contains 60 to 80% sucrose depending on how it is processed. Apart from this, it has healthy components such as iron, calcium and anti-oxidants that are good for the body. But it is as bad as sugar for diabetics,” he said.

10% quota in all admissions for 2019-20

The 10% reservation for the economically weaker sections in the general category will be implemented in all colleges and universities, including private institutions, from 2019-20, Human Resources Development Minister Prakash Javadekar said. “The UGC and AICTE will be given the operational mandate within a week to implement it.”

This quota will be over and above the existing quotas for Scheduled Castes, Scheduled Tribes and Other Backward Castes, which will also be implemented in private institutions, the Minister said on Tuesday.

Income criteria

The income criteria for the EWS quota would be set at a gross annual household income of Rs. 8 lakh, said a senior Ministry official, who spoke on condition of anonymity.

: They wanted answers under RTI but what they got were sealed packets of used contraceptives. This happened in Rajasthan where two petitioners sought answers under the RTI Act from their village panchayat on development projects.

Vikas Chaudhary and Manohar Lal, residents of Chani Badi in Bhadra tehsil of Hanumangarh district, had sent an RTI query to the panchayat on April 16 last year on alleged corrupt practices in the projects undertaken since 2001.

The RTI Act mandates that reply be given within 30 days but the petitioners said the reply came only recently. They said the reply was sent by the panchayat on the state information commission’s orders.

Choudhary was the first person to get a response. Apprehensive over the content of the other envelop, he and Lal called the BDO to their village so he could see what was in the other packet, Chaudhary said. “However, the BDO declined to come. Hence, we opened the packet in the presence of other villagers,” said Chaudhary.

The other packet also contained used contraceptives. The sarpanch implied the petitioners could have mailed the condoms to themselves. Navneet Kumar, zila parishad CEO, said there was a rivalry between groups who are trying to downplay each other.

Univs to increase seats by 25% to provide 10% quota: Javadekar

Government colleges, universities and technical institutions will increase seats by 25% to accommodate the 10% reservation for students from economically weaker sections (EWS) of the general category from this year. Delhi University could see the maximum jump in the number of seats considering that it has 70 affiliated colleges, sources said.

Speaking to reporters on the sidelines of an event on Wednesday, human resource development minister Prakash Javadekar said, “All poor students will get 10% reservation in getting admission in higher educational institutions. We have started the process for implementation and in one week all circulars will be out. Starting from this year in all colleges and universities and other IIT, IIIT, NIT and central universities, 10% reservation will be there. There will be no impact on students coming from other categories. There will be an overall increase of around 25% admission.”

Though the minister on Tuesday had said the reservation norm will be applicable for all institutes, including the private ones, officials remained tight-lipped how this will be implement in private unaided institutions. Sources said the norms and procedures for this will be out soon.

On Tuesday, Javadekar had said the 10% EWS quota will be implemented in the academic year 2019-20 itself in 40,000 colleges and 900 universities, without impacting the existing quotas for SCs,STs and OBCs and general seats.

“While University Grants Commission (UGC) will issue an office memorandum for implementation of the decision to institutions under its jurisdiction, the All India Council of Technical Education (AICTE) will circulars for the technical institutions affiliated to it,” said an official.

Sources said there are about four crore seats for higher education in the country and increasing the additional intake would depend on how many students the institutes admit and not just based on their total strength. The minister had said the modalities were being worked out and within a week’s time, they would have the exact number of seats that would be added. He had also said the colleges and universities would be asked to mention the quota in their prospectus as well and make infrastructural arrangements accordingly.

An AIADMK delegation led by deputy coordinators K P Munusamy and R Vaithilingam called on governor Banwarilal Purohit at the Raj Bhavan in Chennai on Tuesday and “presented facts” on allegations levelled against chief minister Edappadi K Palaniswami in connection with a burglary and murder linked to former chief minister J Jayalalithaa’s hillside retreat Kodanad estate in the Nilgiris.

The AIADMK team presented the governor a seven-page ‘clarificatory’ petition, along with a CD containing the report of a journalist.

“The governor took time to read out the petition. Munusamy told the governor that the DMK was creating unnecessary political turbulence in the state by levelling baseless allegations against the chief minister, who is innocent. He demanded that the DMK’s petition be rejected in toto,” said a source. Purohit is likely to forward the petition, along with DMK’s representation, to the Union home ministry, the source added. The DMK had urged governor to direct EPS to step down to pave way for a fair trial.

The AIADMK alleged that the DMK was apprehensive about its defeat in the Lok Sabha elections, and hence Stalin submitted a petition to discredit the AIADMK’s good governance and the growing popularity of the chief minister. “The allegations against the CM were to seek political mileage. What is the link between CM and Kodanad estate when the property is owned by someone? V K Sasikala maintains it. It is our duty to respond to the governor, not that he (governor) invited us. Giving false information is a punishable offence that attracts imprisonment of seven years,” Munusamy told TOI.

He was accompanied by MPs R Vaithilingam, P Venugopal, and organizing secretary P H Manoj Pandian, the signatories of the petition. MP D Jayavardan was also present. Munusamy said Stalin would be proved wrong and face disappointment and humiliation in the case.

As cadres celebrate his 102nd birth anniversary on January 17, is M G Ramachandran’s legacy still alive? Do ageing voters in TN’s southern hinterland still feel his presence in Dravidian politics? Has their adoration rubbed off on young voters? MGR films continue to be watched across Tamil Nadu and his contemporaries in politics and women fans are still bewitched by his celluloid aura. And, when it is time to make that ritualistic visit to polling booths, many in the state’s rural constituencies swear by MGR’s ‘retta ilai’ (two-leaves).

But, with TN parties gearing up for the Lok Sabha elections — sans political giants M Karunanidhi and J Jayalalithaa — observers say party symbols, the two-leaves and the rising sun, are likely to be the real heroes. Many AIADMK old timers believe that a good 25% of voters, aged 70 and above, would still vote for the two leaves symbol, despite the party’s performance — all for the sake of MGR. “It’s not just the old. Young AIADMK cadres have been fed stories of his warmth and generosity by their fathers and grandfathers, who take the name of MGR every day,” said 36-year-old Raj Satyan, AIADMK’s IT wing secretary.

MGR, particularly, has die-hard fans in a dalit sub-sect called Arunthathiyar, the daily wagers and the downtrodden. “The two leaves symbol is still identified with MGR and is perhaps the most potent factor in elections here and the biggest danger for the DMK,” said a former AIADMK leader, not willing to be named.

But, within the AIADMK, the struggle is to keep alive the aura of Jayalalithaa, ‘MGR’s true heir’. On January 17, 2008, when she sensed trouble from actor and DMDK leader Vijayakanth, Jayalalithaa made a quick visit to “Thottam” (MGR’s Ramavaram Gardens residence in Chennai). “We are MGR’s true political heirs”, she said, after she was given a warm reception by MGR’s adopted children for the first time. A few days later, she reinstated MGR acolyte C Ponnaiyan in the party and made him her political adviser. She had dropped him from the party in 2006 without giving any reason. Ponnaiyan, now the AIADMK spokesman, told TOI, “MGR is eternal.”

In the AIADMK’s pocket boroughs, MGR remained an icon. Fourteen years after his death, in the 2001 assembly election, old men and women in hamlets of Theni believed MGR was still alive. So strong was his allure that villagers were ready to bet on the two leaves symbol unconditionally. “The fan frenzy you see now is nothing compared to the adulation his fans had for MGR. They did not pour milk on his posters, they helped control crowds. He was warm, generous. He is in everyone’s heart even today,” said Abirami S Ramanathan, who pioneered the business of movie theatres in Chennai.

The adulation for MGR notwithstanding, some observers point out the emerging young, non-committed voters would eventually push to decide the outcome of polls based on real-time issues. “Even in the 1989 assembly election, the first after MGR’s death (in December 1987), the Jayalalithaa and Janaki factions of the AIADMK failed to capitalize on his legacy. The DMK won,” said N Sathiya Moorthy of Observer Research Foundation. But, as Jayalalithaa took over the reins and projected herself as MGR’s heir, the AIADMK’s fortunes soared.

MGR’s biographer R Kannan feels the former chief minister is now a distant memory for the generations of voters who have since come of age. Jayalalithaa and her memory could still be a potent force for her followers to exploit. But, with no one as charismatic as she was to exploit it as she did MGR’s, her legacy might be forgotten sooner with a sizeable number of first-time voters joining the political process, said Kannan.

The fight for the AIADMK will intensify. But, the magic that made MGR a phenomenon in TN politics may well be on the wane.

MTC to operate 480 spl buses for Kaanum Pongal

The Metropolitan Transport Corporation will operate 480 special buses in the city to accommodate the additional rush of people on Kaanum Pongal day, Thursday.

These buses will connect various bus termini with popular tourist spots, according to an official release.

As per official data, 7.17 lakh passengers used special buses operated from Chennai to different districts in the state over the last five days. The transport department earned ₹9.01 crore through the 1.8 lakh commuters who had reserved tickets in advance, data showed. Between January 17 and 20, 11,000 buses will be operated from other districts to the city.

This year, at least 56 extra postgraduate medicine seats in streams including community medicine, respiratory medicine and anaesthesia, have been added, taking the total number to 1,306. In addition, the directorate of medical education is expecting at least 100 more seats within a fortnight.

Results for PG NEET 2019 will be declared by end of January and the first round of counselling for the All India quota is expected to begin in March before which the Medical Council of India will announce the number of colleges and seats approved for postgraduate education.

In addition, the state is expecting at least 240 more seats in super speciality courses including nephrology and cardiology by May. “We may no longer be able to encourage super specialists in just tier 1 and tier 2 cities. The demand in increasing everywhere and so we need specialists everywhere,” said director of medical education Dr A Edwin Joe.

With statistics showing a steep rise in demand for dialysis and treatment of kidney diseases, the state wing of the national health mission is planning dialysis centres in several places.

Meanwhile, the state has also announced that by 2020 all colleges, wherein at least one batch of MBBS students pass out, will start PG courses.

Once grand Valluvar Kottam now a fading attraction

While the city celebrated Thiruvalluvar Day with pomp and gaiety, a local landmark, bearing the name of the poet-saint, in the city has become a dump yard for construction debris. The sprawling premises of Valluvar Kottam engraved with 1,330 couplets of ‘Thirukkural’ has turned into an eyesore for visitors because of neglect and poor maintenance.

A visit by TOI on Wednesday revealed cracks and broken walls at the entrance of Valluvar Kottam. The corners of the lawns have turned into dump yards for construction debris with thick vegetation covering the trash-filled spots. Ponds in three locations inside Valluvar Kottam have dried up with no sign of restoration. The interiors and exteriors of the grand 30-feet tall chariot, which houses an idol of Thiruvalluvar, has lost its sheen and the eye-catching paintings have faded away.

R Mani, a resident of Aminjikarai who visits Valluvar Kottam every ‘Thiruvalluvar Day’, rues the apathy towards maintaining the popular attraction. “I have not seen the chariot being re-painted at least in the last one decade. It is sad to notice the poor maintenance of one of the important attractions in the city that is often visited by foreigners,” he added.

The two-storey structure has an auditorium on the ground floor, ‘Kural Manimandam’ with 1,330 couplets of Thirukkural engraved on the first floor and entry to the sanctum of seven-foot tall Thiruvalluvar idol placed inside the chariot on the second floor. Of late, the dingy auditorium with a capacity to accommodate 3,500 people has started housing lifestyle exhibitions.

A woman tourist guide spotted at Valluvar Kottam on Wednesday expressed her concern over its maintenance. “It used to be on the tourist map of Chennai after it was inaugurated in the late 1970’s. Several government functions used to happen and now it has been reduced to an exhibition hall,” said the tourist guide requesting anonymity. The roofs of four corridors are broken sans any tubelight.

A project close to the heart of late CM M Karunanidhi, Valluvar Kottam was inaugurated in 1976. About 700 people visit Valluvar Kottam during weekdays and the numbers jump to 1,000 on weekends.

C Dhandapani, from Kodambakkam, wondered what the authorities were doing with the entry fee. “On Thursday, the entire premises will be full of people because of Kaanum Pongal. Can’t the officials even whitewash the walls and keep it clean?” he asked. Official sources said that ₹10 is being collected as entry fee.

When contacted, official sources with the memorial section of the information and public relations department that maintains Valluvar Kottam, said renovation works have commenced. “Renovation works are being carried out with a financial outlay of ₹85 lakh and 10% of the work is over. We expect the premises to be refurbished by March,” the official said.

Water connections should be cut off to buildings that are constructed in violation of rules, the Madras high court has said. This will help supply water to law-abiding citizens as Chennai might face severe water scarcity this year, the court said.

A division bench of Justice M Venugopal and Justice S Vaidyanathan made the observation while dismissing a plea moved by N Ravikumar seeking a direction to the Thiruvallur district administration to grant him patta for a piece of land he had encroached on.

The court said the authorities should not waste time cracking down on encroachments and illegal construction. “We are of the view that the authority, whether it be officials of corporation/ government/ municipality, is expected to decide such matters pending before them on a day to-day basis without adjourning the same beyond 15 days,” the bench said.

Unless there was a stay of the proceedings by the high court, the officials cannot close complaints or appeals on the ground of pendency of writ petition or writ appeal, the court said. “If they do so, it would amount to dereliction of duty. Officials shall be removed and posted in a nonsensitive post, if any complaint is made that they are not discharging their duties to the fullest satisfaction,” the court added.

Centre plans pre-filled I-T return form, 1-day refund from next yr

You may be able to get a pre-filled tax return form from next year and hope for a refund in a day with the cabinet on Wednesday clearing an ambitious ₹4,242-crore project for integrated e-filing and centralised processing.

The cabinet approval for the project will reduce the return processing and refund time from the current average of 63 days, railway minister Piyush Goyal told reporters after the cabinet meeting.

The government is building in an incentive for the service provider to process refunds in a day and there will be a penalty in case the work is not completed within 30 days, sources in the tax department told TOI. While Goyal announced that the project which will be implemented by Infosys will take around 18 months, sources said the idea is to implement it within 15 months, in time for filing of returns in 2020.

Once the new mechanism is in place, tax payers will get a pre-filled forms in their tax account which will have their name, PAN and other details. In addition, the columns related to salary, interest income and tax deducted at source captured in the 26-AS forms will also be there.

‘There will be a system for quicker solution to mistakes’

Tax payers can add to the form by adding other income that may have accrued but not reported to the tax department earlier, said an officer.

Goyal also said there will a system for quicker rectification of mistakes.

“This is a laudable initiative and will go a long way to ease tax compliance, collection of taxes and enhanced experience for tax payers. India will become more competitive and aligned with global best practices. However, the real success of this will be measured when the technologies and tools become easy to use for a common man or woman and technology changes are accompanied by changes in the mindset and culture of the tax authorities at the operational levels,” said Neeru Ahuja, partner at consulting firm Deloitte India.

In recent years, processing of returns has picked up and the tax department is also issuing refunds faster.

“By faster processing of returns and issue of refunds to the taxpayer’s bank account directly without any interface with the Department, by adhering to international best practices and standards (ISO certification) and by providing processing status updates and speedy communication using mobile app, email, SMS and on the department website, the decision will ensure transparency and accountability,” an official statement said.

National Aptitude Test in Architecture to be conducted twice a year

COIMBATORE: The National Aptitude Test in Architecture (NATA), conducted by the Council of Architecture would be held twice annually from the coming academic year (2019-2020), president of the council Vijay Garg said on Monday.
Garg was speaking to reporters here. He said the council has also proposed to have a national-level counselling for admissions into B Arch courses.

While earlier, the exam, mandatory to enter the bachelor of architecture (B.Arch) courses, was being conducted once a year in April, there were concerns from stakeholders that the date clashed with board exams, said Garg. “Some states asked us to postpone the exam or to have two exams. So we have decided to have two exams, one mid-Aril and another in the first week of July,” he said.

Students could write either one or both the exams and the best score among the two would be considered, said Garg.

The pattern of the exam has also been tweaked. While earlier both aptitude and drawing papers were given an equal 90 minutes each, from the coming academic year, aptitude paper would be given 60 minutes and drawing paper would be given 120 minutes, said Garg.

“We found that the failure rate was high in the drawing paper. So, in order to improve the performance, we have decided to increase the time for it from this year.”

The council has also proposed that there be a national-level counselling for admissions into architecture colleges.

Currently, architect aspirants have to apply for college admissions separately in different states. The council has floated the proposal for holding a centralised counselling to make it easy for students.

“The reservation policies of states would be taken into account while formulating counselling policies,” said Garg.

“Currently several seats in architecture colleges fall vacant, and if a centralised counselling is brought in, after filling the seats with local students, the remaining can be thrown open for candidates from other states,” he said.

Commenting on the decision of the council to make 50% marks in physics, chemistry and mathematics mandatory for B Arch admissions, Garg said as more technology-oriented construction was happening today, architects needed to know physics and chemistry to understand sensitive construction materials.

“Students from humanities also can get admitted into B Arch after taking additional exams in physics, chemistry and mathematics conducted by the CBSE,” he said.

Madras HC urges govt to allow banks to hold passports of loan-takers

The Madras High Court has suggested the Centre amend passport rules so that banks and financial institutions can demand surrender of passports from those availing loans and prevent defaulters from fleeing the country, according to a report by The Times of India.

“It is suggested that in order to prevent defaulters from fleeing from justice and migrating to an alien country, the government is expected to modify rules regarding surrender of the passport of the person availing a loan to the concerned institution, so that the person cannot travel abroad without the knowledge of such financial institution,” Justice S Vaidyanathan said.

“It can also be made clear that till the loan is cleared, the passport will not be handed over and may be temporarily cancelled in case of failure. Passport Act and rules can be amended so that in case of renewal of a passport, necessary endorsement should be obtained from banks or suitable orders obtained from the jurisdictional court or appropriate forum,” Vaidyanathan added.

The suggestion was made by the High Court while dismissing a plea moved by S Mangalam, a suspended anganwadi worker, seeking direction from the court to authorities to reinstate her services, the report said.

NEET MDS 2019 results declared(File)

NEET MDS 2019: Result of Master of Dental Surgery Course (MDS) has been declared by the National Board of Examinations (NBE) on its official website natboard.edu.in.

The examination was conducted on December 14, 2018. Candidates can check the merit lists on the official website or find it below.

Scorecard for the candidates will be available for download from January 19, 2019. The cutoff this year was 250 out of 960 for general category and 21 and 232 for SC/ ST/ OBC etc and UR-PH, respectively.

Steps to check your NEET MDS 2018 results

1. Visit the NBE website, nbe.edu.in

2: Click on the ‘NEET MDS Result’ link under the results section.

3: On the page that opens up, click on the ‘Results’ button flashing on the page in the ‘general links’ column.

4:A PDF with merit list will open.

5. Download results and take a printout

NEET-MDS is an eligibility-cum-ranking examination for various PG MDS courses. It is also a single window entrance examination for MDS courses. No other entrance examination, either at state or institution level is valid for entry to MDS Courses as per Dentists Act, 1948.

UGC stopping scholarship grants to researchers, alleges Mamata Banerjee

KOLKATA: West Bengal chief minister Mamata Banerjee on Monday accused the University Grants Commission (UGC) of stopping scholarship grants to researchers and issuing "fatwa" to higher educational institutes in the state.

Banerjee was speaking to reporters after a meeting with vice-chancellors of universities, principals of colleges and presidents of the primary and secondary education board, at the state secretariat 'Nabanna' here.

"We have received complaints from various colleges and universities about UGC stopping grants for scholarship for PhD projects under National Eligibility Test (NET)," she said.

"Many representatives of universities and colleges have also informed that they (the UGC) are regularly issuing 'fatwa' on different issues. This is not proper," the CM added.
