‘It’s everyone’s duty to take care of the downtrodden’

Renowned orthopaedic surgeon and former Dean of Tirunelveli Medical College S. Ramaguru has received the State Government’s ‘Ambedkar Award’ for his sustained service to the downtrodden, poor and the marginalised.

Fondly known asMakkal Maruththuvar(people’s doctor), Dr. Ramaguru received the award from Chief Minister Edappadi K. Palaniswami at a function held at Chennai on Monday.

When he headed the Department of Orthopaedics, TVMCH, Dr. Ramaguru organised a special camp in September 2007 for conducting free surgeries for 100 children with cerebral palsy, caused by permanent brain injury, with the objective of improving their living conditions.

He, along with renowned neurosurgeon from Hyderabad Anirudh K. Purohit, conducted the corrective surgeries to improve the living conditions of the young patients.

The first un-cemented hip and knee replacement surgeries were performed in TVMCH when he was the head of the Department of Orthopaedics in October 2005.

Whenever he came to know of students from poor family background who struggled to pay their tuition fee, Dr. Ramaguru and his team of friends would come to their rescue by mobilising funds from the philanthropists. With his help, more than 15 students, who were on the verge of dropping out of college or were unable to join a course owing to poverty even after getting free medical seats under merit quota, successfully completed their medical education.

Through Tamil Nadu Association for the Rights of All Types of Differently Abled and Caregivers (TARATDAC), Dr. Ramaguru has conducted several free medical camps with the objective of improving their quality of life. Those who suffered from cerebral palsy were recommended for surgery to be performed by Dr. Anirudh.

In recognition of his tireless service for the betterment of the physically challenged, he was selected by the State Government as the Best Doctor Award for serving the disabled in 2010.

When he retired from service, a group of people organised a fitting farewell in a private hall in Palayamkottai, which overflowed with a few hundred patients who benefited from his surgical skills.

After receiving Dr. Ramaguru on the nearby main road, they garlanded him and fondly took him to the hall situated inside a narrow stretch.

A loud supporter of human rights activists, Dr. Ramaguru, who always identified himself with the Left parties, has organised sevral conferences in Palayamkottai by bringing renowned activists. The meetings organised by him to protect human rights and environmental activists working against casteism, untouchability, illegal sand mining and usury have yielded excellent results.

When contacted, Dr. Ramaguru was not so enthused about receiving the award. “It’s everyone’s duty to take care of the downtrodden, uncared-for brethren and, hence, I’m just discharging my duty. The government has approved it by giving me the award for which I’m grateful to the Chief Minister, the Deputy Chief Minister and the Minister of Adi Dravida Welfare,” replied Dr. Ramaguru, who still performs free surgeries by admitting poor patients in the hospitals of his friends as he does not have a hospital.
Gutkha scam: I-T dept. submits documents

The Income Tax Department on Monday submitted certain ‘documents’ pertaining to the gutkha scam in a sealed cover before the Madurai Bench of the Madras High Court.

The court was hearing a plea that accused Chief Secretary Girija Vaidyanathan of perjury in a 2017 case that challenged the extension of service granted to DGP T.K. Rajendran, who is accused of involvement in the scam.

A Division Bench of Justices K.K. Sasidharan and P.D. Audikesavalu said the court would hear the petition on January 22 after perusing the documents.

The petitioner, K. Kathiresan, the Madurai district secretary of the AITUC, had accused the Chief Secretary of submitting a false affidavit to the court in the earlier case.

The Chief Secretary had, in a counter-affidavit filed in connection with the earlier case, claimed that through a verification of documents maintained in the office, it was found that no communication had been received from the Income Tax Department in relation to the gutkha scam files.

However, the documents of the Income Tax Department on the findings in the gutkha scam, which allegedly involved high-ranking police officers, were kept in cold storage, he alleged. Accusing the Chief Secretary of perjury and misleading the court, he sought the initiation of criminal proceedings against her.

The court directed the Chief Secretary to file a counter to the plea, which sought a direction to restrain DGP T.K. Rajendran from discharging his official duties till the investigation into the gutkha scam was completed. The plea also filed by K. Kathiresan, further sought a probe into the case of the missing documents in the gutkha scam case.

Refusing to pass an interim order in the case, the court said the petition would be taken up for disposal on January 28 until which the case was adjourned.
De-notified Communities seek DNT status

Representatives of different De-notified Communities (DNCs) in the State strongly presented their demand for reclassifying them as De-notified Tribes.

Appearing before the committee constituted to examine the request for change of nomenclature from DNCs to DNTs here on Monday, they said the Tamil Nadu government wronged them through an order in 1979 that changed the nomenclature from DNTs to DNCs. The socio-economically backward communities had been stripped of all benefits, including reservation, availed by DNTs elsewhere in the country.

P. Ayyakannu, who previously led protests by a group of Tamil Nadu farmers in Delhi, said that the 68 communities that formed part of the DNC list were ostracised and stigmatised during the British rule through the Criminal Tribes Act and were later brought under DNT status to improve their socio-economic condition through affirmative action. “However, the benefits were taken away in Tamil Nadu alone. We are not asking anything new, but to restore the status that prevailed till 1979,” he said.

P.V. Kathiravan, former MLA of Usilampatti constituency, said that these communities had not witnessed any socio-economic progress. “Even the few who managed to join government service got only entry-level jobs such as police constables, drivers, conductors or anganwadi workers,” he said.

B. Chandrasekaran, president of Federation of Piramalai Kallar Associations, alleged that while reservation for DNC was being provided under the Most Backward Class (MBC), the sub-category of DNC within MBC was often ignored in reservation for jobs.

All the representatives appealed to the committee to submit its report at the earliest as the announcement of parliamentary election might force the government to delay the decision on their demand.

Kuravars

While a majority of the communities demanded the change of nomenclature from DNC to DNT, M. Jagannathan, a person representing various kuravacommunities, demanded that they be removed from DNC list and instead included in Scheduled Tribes list. “There are 27 types of kuravar communities in the DNC list. Both the Sattanathan and Ambasankar Commissions recommended that these communities be included in the ST list similar to the ‘Malai Kuravar’ community that is already in the list. However, this has been ignored for long despite formation of committees to explore the possibility,” he said. He, however, added that their community supported the demand for DNT status of the remaining communities.

Responding to the request, Atulya Misra, Principal Secretary, Revenue and Disaster Management Department, who heads the committee, highlighted that its scope was limited to discussing the change of nomenclature from DNC to DNT. The committee would organise similar meetings in Dindigul and Theni Collectorates on Tuesday.
24x7 chest pain clinic launched

Gleneagles Global Health City on Monday launched a 24x7 chest pain clinic and primary angioplasty support group.

According to a press release, the chest pain clinic will have dedicated interventional cardiologists working round-the-clock to provide treatment for all kinds of cardiac emergencies. All cardiac services will be available under one roof. Basic tests at the time of chest pain such as ECG, echocardiography screening and cardiac enzymes test will be done at the centre. It will also provide information on prevention of chest pain.

Survivors of heart diseases will run the primary angioplasty support group.

Actor Dhanush inaugurated the centre. K. Ravindranath, chairman, Gleneagles Global Hospitals, said there was a steady increase in the number of persons, especially young adults, suffering from cardiovascular diseases in the last few decades.

Reserves verdict on plea against event

The Madras High Court on Monday reserved its judgment on a public interest litigation petition filed by a Singapore-based private firm to restrain the State government from conducting the Global Investors Meet (GIM) on Wednesday and Thursday without framing guidelines to protect foreign investors from getting cheated by tainted domestic companies.

A Division Bench of Justices M. Sathyanarayanan and P. Rajamanickam deferred their verdict after wondering which law requires the State government to frame such guidelines. “What is your legal right? On what ground are you seeking such a direction to the State government?” the senior judge asked two senior counsel representing the petitioner firm.

‘Don’t participate’

When they contended that the government was bound to protect the interests of investors while spending public money to conduct such meets, the judge retorted: “The State government is organising the meet to attract investments and generate employment. Is there any compulsion on you to participate? If you are apprehensive, then don’t participate.”

Stating that there were enough laws in the country to deal with fraud, Mr. Justice Sathyanarayanan said, it was up to the investors and not for the State to do background check of the investors.

Earlier, Advocate General Vijay Narayan said the State spent Rs. 53 crore for conducting the meet. He said 2,900 people had registered online apart from 5,000 others who had been invited to participate in the meet. He lamented the practice of one or the other person filing cases against every other move taken by the government for the welfare of the State.

In so far as the present case was concerned, he said, the petitioner firm had attempted to give the colour of a PIL to a private dispute between it and another firm which had participated in the last GIM held in 2015.

The celluloid villain maintained cordial ties with the heroes he plotted against

His name was a byword for villains of all stripes in Tamil cinema, with even superstar Rajinikant imitating him in a scene in the recent box office hit Kabali .

Manjeri Narayanan Nambiar slipped so effectively into the skin of the characters he played that fans of the heroes he opposed on screen continued to nurture their hatred for him long after they walked out the theatres.

However, Nambiar, whose birth centenary begins in March this year, in real life was far removed from the evil he portrayed.

“He was a vegetarian and teetotaller and we never cooked non-vegetarian food n our house. We have a separate kitchen just for making even omelettes. We could buy non-vegetarian food from outside, but were supposed to have it on a separate table,” said Mohan Nambiar, younger son of the late actor.

Born in Kannur in Kerala on March 7, 1919, Nambiar moved to Tamil Nadu after his father’s death, and lived with his elder sister in Ooty.

Keen on acting, he joined Nawab Rajamanickam’s theatre troupe and subsequently entered the world of films.

First as comedian

The ubiquitous villain of Tamil cinema began his career as a comedian inBhaktha Ramadoss made in Hindi and Tamil in 1935.

“He also acted as a hero in a few films before donning villainous roles. He would say that he would have continued as a hero if the film Kavitha had been successful. He was a man of great humour and played a memorable role in the film Missiamma ,” recalled B.R. Ravishankar, son late director B.R. Panthulu.

Fitness freak

Nambiar was a fitness fanatic and would begin his day with a walk from the Gandhi Statue on the Marina at 4.30 a.m. He also regularly undertook the pilgrimage to Sabarimala, then sans the motorable roads and access of today.

“He had a gym at home and a ball badminton court. Actor Gemini Ganesan and Sivaji Ganesan’s brother Shanmugam used to play with my father. He would return home immediately after the day’s shooting was over. Despite his busy schedule he would keep the month of May for the family and we would stay at Ooty,” recalled Mr. Mohan.

Though he dominated the film world for over five decades, Nambiar did not encourage his sons Sukumaran and Mohan to enter the tinsel world. “He was versatile and directors deliberately kept lengthy fight scenes of MGR and Nambiar as they were devoured by fans,” said Venkatesh Chakravarthy, dean, Ramanaidu Film School, Hyderabad.

Interestingly, while on screen Nambiar plotted all manner of villainy against MGR and Sivaji Ganesan, he maintained a very close relationship with actors off screen. “MGR was the groomsman for my father’s wedding. He and V.N. Janaki would regularly visit our house in Coimbatore. He liked the food cooked by our mother Rukmani. MGR was very strict and my brother would call him pollatha mama (evil uncle),” recalled Mr. Mohan.

“He used to visit theatres for late night shows with Sivaji Ganesan, but stopped the habit as he could not stay awake after 11 p.m,” he added.

Even though he worked with many actors, Nambiar was a great fan of the other villain-comedian M.R. Radha.

Not interested in entering politics: Ajith

Actor says he will never ask his fans to support a particular party

Tamil film star Ajith Kumar on Monday categorically stated that he would not enter politics “directly or indirectly” and appealed to his fans not to associate him with politics in any manner.

In a statement, the actor said he had no interest whatsoever in entering politics. The statement comes against the backdrop of claims that some of his fans had joined the BJP on Sunday.

“My participation in politics is restricted to standing in a line during elections to vote. I will never ask my fans to support a particular political party or urge them to vote for a particular political party. I will not do so in future as well,” he said.

Encouraging his fans to exercise their political affiliations in their individual capacity, he underlined, “I have my own likes and dislikes when it comes to politics. I have neither imposed my political views on anyone nor have I allowed anyone to impose theirs on mine. I have never liked my photographs or name to be associated with any political event.”

The actor pointed out that he had been careful not to make political statements, either in person or in his films.

‘Acting my profession’

“I have made up my mind that being an actor in the film industry is my profession. I disbanded my fan clubs a few years ago only for this. I have been very careful not to allow political affiliation on myself or my fan clubs. Even after I took this decision, there have been certain reports associating me or my fan clubs with political events,” he said.

“With elections around the corner, such reports might make the public think that I harbour political ambitions,” he pointed out.

Advice to students

“The only thing I expect is for students to concentrate on their studies or those who have their own business or a job to do their duty properly, be a law-abiding citizen, take care of health, forget differences and promote unity and be respectful towards others,” he said.

Reacting to the so-called social media war after the release of his film Viswasamand Rajinikanth’s Petta , the actor said, “I have never accepted derogatory comments made against certain actors or critics on social media. The world that is watching everything will not pardon such actions.”

Officials working round the clock for key event

The stage is all set for the second edition of Global Investors Meet (GIM) 2019, the first major event for the Edappadi K. Palaniswami government. State government officials are working round the clock and wrapping up deals that have come at the eleventh hour.

A source from the government said that in terms of MoUs and investment this GIM will be bigger than last time.

The Confederation of Indian Industry (CII) is the organising partner chamber for the event. M. Ponnuswami, chairman, CII Tamil Nadu, and chairman & managing director, Pon Pure Chemicals India Private Limited, said there will be investments in various sectors including housing, tourism, hospitality, IT and logistics. “You will see some good investments coming in and the sentiments have been good so far,” he added.

Most of the industrialists said that accessibility to government officials this time was better and gave them courage to expand their investments in the State.

Strong U.K. presence

The two-day event that will start on January 23 will see participation from countries like Australia, Canada, the U.K. , Korea, Japan, Taiwan and France. A 45-member U.K. business delegation will take part in this GIM.

Jeremy Pilmore-Bedford, British Deputy High Commissioner in Chennai, said, “The U.K. is a major contributor to the Tamil Nadu success story. Numerous U.K. companies have set up and grown their business in Tamil Nadu and are now expanding their operations to other parts of India. In fact, U.K. companies have created around 55,000 jobs in Chennai alone since 2000.”

The Global Investors Meet was the pet project of the then Chief Minister Jayalalithaa. During the first edition of the event in 2015, the State managed to attract investments to the tune of Rs. 2.42 lakh crore.
Cop writes to Modi over missing ₹59 a month

A head constable of Madhya Pradesh police has blown the whistle against an alleged ‘undue’ monthly deduction of ₹59 as transaction charges by a public sector bank despite exemptions under State Government Salary Package (SGSP) scheme.

He not only approached banking lokpal and forced the bank to credit the money back to his salary account, but also got a probe initiated from the police HQ to see if the same had happened to 50,000-odd policemen across the state.

Assistant IG-police welfare has written to all police units, asking officers/employees to check if they are facing any such deductions. All unit heads have been asked to consult with their subordinates and junior officers about this. “If there are any complaints of imposing and deducting charges on transactions, it is the responsibility of unit heads to approach the branch manager concerned and ensure availability of benefits under SGSP scheme,” reads the AIG’s letter.

The cop has also written to Prime Minister Narendra Modi, pointing out that if this money is being deducted from other government accounts, the amount could run into crores.
Some bull tamers suffered serious injuries in chest

Five men, who were injured during the three jallikattu events held in Madurai last week, are still undergoing treatment at the Government Rajaji Hospital (GRH). Among the five, Dhavidan, 55, suffered severe injury in the small intestine after being gored by a bull during the Alanganallur jallikattu and underwent surgery.

In the remaining four cases, three men had suffered serious chest injuries and one suffered severe injury in the leg.

The hospital administration maintained that all those who were admitted were stable.

It may be recalled that in Avaniyapuram (January 15), Palamedu (January 16) and Alanganallur (January

17) jallikattu events – a total of 105 people including bull tamers and spectators – suffered injuries, of which 32, who suffered relatively more serious injuries were referred to the GRH for tertiary care.

Dean in-charge of GRH, Dr Dr S Shanmugasundaram said that compared to previous year, the number of people who suffered serious injuries during jallikattu this year was very less.

He said that among those referred, five suffered chest injuries and were fitted with inter-costal drainage (ICD) tube, Dhavidan suffered two holes in the small intestine and surgery was performed and one more suffered fracture below the left knee.

“Others suffered only trivial injuries, minor tears etc., and have been discharged. Two of the five who have been fitted with ICD tube have also been discharged,” he told TOI.

GIM 2019 NEEDS TO ENSURE NEW JOBS, NOT INVESTMENT JARGON

Conversion Of 30% After Last Meet In 2016, Puts Pressure On State To Make Better Choices

For the second time, organizers of the just-concluded Vibrant Gujarat, a global investment summit backed by Prime Minister Narendra Modi, did not talk about the crores of rupees promised at the end of the meet. Instead, they highlighted the 21 lakh jobs that will be created as a result of the 28,360 memorandums of understanding (MoUs) that were signed at the event.

In less than 72 hours, Tamil Nadu will reveal its investment numbers at the end of the second edition of its Global Investors Meet (GIM) on Thursday. A couple of questions arise: In the absence of a leader like J Jayalalithaa, will the Edappadi K Palaniswami-led government be able to sell the idea of the state as an attractive investment destination? Will TN be inclined to take a cue from Gujarat and focus on job creation?

In GIM 2016, Tamil Nadu attracted lot of promise. MoUs for attracting more than ₹2.42 lakh crore in investments were signed to generate more than 4.7 lakh jobs. However, the changing thermal map resulted in fewer investments in the energy space (power companies promised 40% of the total investments), pulling down the conversion rate of investment to commitment to around 30%. In other words, only a third of the promised money flowed in.

Will GIM 2019 be any different? “Forget about Gujarat, Tamil Nadu is far ahead in terms of conversion of promise into action. The state has been selective about the companies they sign MoUs with. If conversion was 30% last time, it will be much higher this time,” says M Ponnuswami, Tamil Nadu chairman of CII, which is partnering with the government for GIM 2019.

“The state focuses on 12 sectors including automobile, textiles, aerospace, agro and food processing, pharmaceutical and chemicals. The first question the government asks an investor is, ‘what is the job creation potential?’ and only then the question on investment is asked. Job creation is a top objective. This year’s GIM has focused attention on new areas like tourism, housing and construction and even schools,” says Ponnuswami.

Industry experts feel the focus of Gujarat on employment numbers and not investment figures is for political reasons. “The BJP is getting hit over its failure on its promise to create two crore jobs every year. To change that perception they are talking about employment numbers. Even if they create so many jobs that will anyway be filled by labour from Bihar and other states,” said an industry person on condition of anonymity.

Tamil Nadu should not be scattered in its efforts and instead concentrate on select sectors where its strengths lie. “To create jobs, the state should focus on automobiles and auto components, gems and jewellery, handicrafts, textiles, leather parks, and agro industries like food processing,” says M Rafeeque Ahmed, former chairman of Council for Leather Exports. “The more you go for hi-tech industries, it restricts employment generation. We should attract more companies like the Taiwanese sports shoe makers, which has set up base near Cheyyar in Kancheepuram and offers jobs to more than 10,000 women from the region,” he adds.

M V Subramanian, director, Native-Lead Foundation, which has been focusing on identifying startups in smaller cities in the state, feels employment has not become fully formal, to put a number for every sector. “It is easy to do so for IT, since only graduates are directly employed, and estimates indicate this sector will offer an incremental annual growth of only about 5% to 6% over the next five years, along with related sectors like construction, mobility, hospitality and healthcare,” says Subramanian.

State industries secretary K Gnandesikan sought to downplay the employment numbers being touted by Gujarat. “At close to 22,000, MSMEs formed bulk of the MoUs signed by them. With each MSME on an average employing 25 people, it would result in generating employment for only five lakh. What they have mentioned is quite a tall order,” he said.

“GIM 2019 will focus on textiles and garments, electronics hardware and sports shoes, besides automobiles, auto components, engineering and service sectors too. Tech-intensive industries, with low employment potential, too are approaching us. We need to have a blend of everything and this GIM will offer that,” says Gnanadesikan said. Pirated ‘Petta’ screened on govt bus

At a time when the Tamil film fraternity and state law enforcement agencies are fighting movie piracy, Rajinikanth-starrer ‘Petta’ was screened freely on a government bus on Saturday.

Passengers who boarded State Express Transport Corporation (SETC) bus at Karur were surprised to find the movie playing on the on-board television. Some of the passengers posted images and videos of the Pongal-release being screened on various social media platforms requesting the authorities concerned to take necessary action. The bus (ID no- E 5186 along route 429Classic) was plying towards Chennai on January 19.

When contacted, SETC officials said they would inquire into the issue and find out if the conductor or driver was involved in the violation. Police are yet to receive a formal complaint.

Meanwhile, actor Vishal from Tamil Nadu Film Producers Council (TFPC), tweeted about the incident. “Truly hope the Govt takes some action on Piracy. Here is confirmed source with evidence that Pirated Movies are played in Govt Bus,” he posted on his official Twitter handle, referring to a video posted by a Rajini’s fan club page.

This is not an isolated case. In 2016, two bus drivers were arrested for screening actor Vijay’s blockbuster ‘Theri’ based on Vishal’s complaint. Following the incident, in December 2017, the Intellectual Property Right Enforcement Cell (IPREC), functioning under the state home department, held a meeting with bus operators across Tamil Nadu to explain that, despite cases being booked under then against bus operators only under the Cinematography Act, 1952 with a fine of ₹1,000- ₹2,000 per violation, things would change then on.

Since 2017, violators have been booked under two different sections under the Copy Rights Act, 1957 which attracts a bigger penalty. IPREC identified 7,000 moffusil buses in TN with audio and video systems and instructed them to obtain broadcasting licences (similar to the ones given to cable TV operators) to play authorised content. Saying this would escalate operating costs, Federation of Bus Operators’ Associations of Tamil Nadu instructed all their members to remove the electronic sets. However, cases of copyrights violation continue to be filed.

Cops asked to pay ₹3L to man for custodial torture

The State Human Rights Commission (SHRC) has directed the government to pay ₹3 lakh as compensation to the manager of a city-based restaurant and another ₹1 lakh to his son, as they had been subjected to torture and human rights violations by police, including an assistant commissioner. Besides ordering recovery of the amount from the salaries of the personnel concerned, SHRC said appropriate criminal and departmental proceedings should be initiated against them.

D Jayachandran, member of SHRC, passed the order while allowing a complaint moved by G Ravi, manager of Saravana Bhavan Hotel’s George Town branch. The commission also directed the commission to recover the amount from the personal funds of Adhimoolam, inspector of police, Sankar Nagar, Chennai; Alagu, assistant commissioner of police, Saidapet; Krishnakumar, sub-inspector of police, Mangadu; and Lawrence, SSI, Mangadu.

This apart, the SHRC has also recommended the state initiate appropriate departmental and criminal prosecution against the officers. According to the complainant, his wife Ambika, who was a whistle blower and had exposed fraudulent occurrences in Kancheepuram Central Co-operative Bank, Porur, was murdered by two identifiable people in police uniform on January 24, 2012, in the presence of her son.

On January 25, 2012, the complainant and his son were taken to Mangadu by two policemen and illegally detained. He was made to kneel down and assaulted. His minor son was also subjected to cruelty compelling the complainant to give a confession owning up the murder.

He was kept in illegal detention from January 25, 2012, to February 4, 2012, in Mangadu police station and continuously tortured by police by using various third-degree methods. He was released on February 7, 2012 after his family members ‘signed’ a statement that police handed over the complainant safely.

Denying the allegation, the police officials submitted that since the complainant was the husband of the deceased Ambika, he was called for enquiry regarding the motive for the murder. The police had registered a case and made an inquiry and action was taken against the persons involved in the offence. Hence there were no question of violation of human rights arose against the Complainant, they claimed.

The police concerned followed the directives of the apex court and they had not violated the human rights of the complainant and his son. Therefore, the complaint is devoid of merits and the same is liable to be dismissed, they added.

Disbelieving their submissions, the commission allowed the complaint and ordered the compensation.

A couple of days after government schools and offices reopened following the extended Pongal holidays, another disruption is on the cards with various teachers and government employees’ unions annoucing an indefinite strike from Tuesday. Chief secretary Girija Vaidyanathan, however, warned of strict disciplinary action against protesting staff.

“More than 10 lakh members from nearly 175 unions across Tamil Nadu will be boycotting work from Tuesday,” said Thygarajan, a member of the Joint Action Committee of Tamil Nadu Teachers Organization-Government Employees Organization (JACTOGEO). Their charter of demands include scrapping of the new contributory pension scheme and reviving the old pension scheme, regularisation of services of those under special consolidated pay and payment of 21-month arrears of pay commission recommendations. As far as teachers are concerned, those handling secondary grade sections in government schools have requested the government to enhance their pay at par with their counterparts in central government and not to post them in newly opened kindergarten sections in middle schools.

Teachers have also condemned the government's recent initiative to merge elementary schools with nearby high or higher secondary schools stating that it will have an adverse impact on the students’ learning process.

Meanwhile, the chief secretary, in a letter to all the secretaries of government, district collectors and heads of departments, said that participation in the strike, affecting normal functioning of government offices, amounted to violation of TN Government Servants' Conduct Rules, 1973.

The government has reiterated that absence from work will be considered unauthorised and they will not be entitled to pay and allowances on those days.

“It is also informed that application for casual leave or any other leave from the employees, other than medical leave, shall not be allowed during the period of the strike,” Vaidyanathan said.

Staff on daily wages and on consolidated pay are liable to be discharged from service, the letter added. However, JACTOGEO is firm on going ahead with the protest as earlier attempts to gain government's attention and to hold talks failed.

Meanwhile, the office bearers of TN Secretariat Association and TN Government Officials Association and TN Government Office Assistants and Basic Servants Central Association said they would not participate in the strike.

HC trashes plea by Class XII boy against Jacto-Geo stir

The Madras high court on Monday refused to entertain a petition filed by a Class XII student to restrain Joint Action Committee of Teachers’ Organisation– Government Employees Organisation (JACTO-GEO) from resorting to any form of strike or boycott owing to board examinations at hand and to ensure classes and revision examinations are conducted as per schedule. Tamil Nadu is already in bad shape when it comes to NEET-like exams. If the strike is allowed, it would further worsen the condition, said Naveen Kumar Murthi, counsel for the petitioner. However, refusing to admit the plea or to pass an interim order, Justice T Raja wondered why the petitioner chose to approach the court at the eleventh hour though the strike had been announced a month in advance. That apart, the issue has been already seized of by a division bench of the Madurai bench of the high court, he said, adding that it would be appropriate for the petitioner, who is a Class XII student from Chennai, to approach the division bench. As counsel submitted that the prayer in the plea pending before the division bench , the court adjourned the plea to Tuesday. According to the petitioner, the actions of the association would result in the petitioner being insufficiently equipped to compete on an equal footing during application to undergraduate courses. Three murders within a span of 24 hours have left the city shocked. While three men chased and hacked to death a history-sheeter in front of a private college at Arumbakkam on Monday morning, a 70-year-old had his throat slit by a relative at Mogappair on Sunday night and the same night an autorickshaw driver died after being beaten on the chest in Avadi.

Around 11.20am on Monday, Kumerasan, 37, and seven others, who had gone to a Poonamallee court for a murder case trial, were returning when they stopped at a hotel in Arumbakkam around 11.20am for breakfast. Soon, three men entered with sickles.

Sensing danger, Kumerasan ran out of the hotel, but the assailants chased and cornered him before setting upon him with weapons 50 metres from the college. A clip from a CCTV camera at the spot showed Kumerasan running and the three armed men attacking him.

After the assailants fled, a few people in the area alerted police. A team arrived and sent the body to a government hospital for autopsy. Police said Kumerasan had two murder cases registered against him at Chetpet and Choolaimedu. “We have traced the suspects and hope to nab them soon,” said a police officer.

At Mogappair, after a man named Yesurajan was found murdered at his residence in Collector Nagar, police conducted inquiries and arrested Yesurajan’s wife Kala, daughter Jennifer, son-in-law Francis and have launched a hunt for Gopal, a relative.

Over the past year, police found, Yesurajan had confined himself to his room and had not been talking to his wife. He was being fed by his daughter-in-law Ruby, who lived in the same locality.

Kala and Jeniffer suspected Yesurajan might transfer his property to his son and daughter-in-law, police said. On Sunday night, Gopal met Yesurajan and urged him to transfer the property in the names of his wife and daughter. An argument ensued, Gopal slashed the elderly man’s throat with a knife and fled. At 11pm, the others in the family returned home, found Yesurajan slain and called police.

In the third incident, autorickshaw driver Arumugam, 45, was talking with Devaraj, a relative, in front of his house at Mandhava Mettur near Avadi, over fixing a motor pump when Devaraj hit him on the chest and fled. Arumugam returned to his house where complained of chest pain. His family members and he started for a hospital but he died on the way. The Avadi police registered a murder case and arrested Devaraj.

PIL for global investors meet guidelines: HC reserves order

The Madras high court on Monday reserved orders on a petition filed by a Singapore-based company, to stall the conduct of the Global Investors Meet (GIM) 2019 in Chennai till the government frames guidelines for participation of companies. The two-day event is on January 23 and 24.

A division bench of Justice M Sathyanarayanan and Justice P Rajamaniackam said that they were reserving orders after concluding the final hearing of the plea moved by Cascade Energy Pvt Limited, a Singapore-based company. The firm wanted the court to direct the state to frame guidelines to protect foreign investors from getting cheated by tainted companies .

According to the petitioner, it had been cheated to the tune of Rs 33 crore after it had invested in an Indian company called Zynergy Solar Projects and Services Private Limited.

The petitioner company purchased 51% of equity shares belonging to Zynergy, but did not receive any returns for its investments. The money was not utilised for the purpose for which it had been invested. The funds had been misused and transferred with mala fide intention to various shell companies for personal gains, it said.

Claiming that such companies were utilising GIM as a platform for committing such fraud on foreign companies, senior counsel P Wilson submitted that the petition was not against the investors’ meet but only wanted the government to frame guidelines to protect the interests of investors, particularly from foreign nations.
Anna univ not ready to lower standards, says VC

Amid protests by Anna University students against the new exam regulation, Vice Chancellor MK Surappa said that he was not ready to lower education standards.

“Genuine concerns of students can be addressed by making small changes. But we can't lower exam rigour or toughness of question papers to suit students who don't understand what engineering is," he told reporters here on Monday.

Students had complained against the choice based credit system,introduced in 2017, which they said forced students to wait for a year to reappear for subjects in which they had failed.

When questioned about this, Surappa said that it was a highly competent University Grants Commission that made the decision and not Anna University.

Health minister C Vijayabaskar on Monday told the Justice (retd) A Arumughaswamy commission that the cabinet met on October 19, 2016, when former chief minister J Jayalalithaa was in hospital, to discuss her health. “This is contrary to law minister C Ve Shanmugham’s statement that the cabinet did not meet on that date,” said Raja Senthoor Pandian, counsel for V K Sasikala.

The cabinet prayed for her quick recovery, but did not discuss anything about taking her abroad for treatment, sources quoted Vijayabaskar as saying.

The minister also added that he had no doubts about the treatment given by Apollo Hospitals, multiple sources present at the proceedings said. His deposition lasted six hours with cross-examination by Pandian and Apollo counsel Maimoona Badsha. According to sources, Vijayabaskar said he would only reply to queries pertaining to Jayalalithaa’s hospitalisation and death.

To a question on suspicions and doubts about the condition in which Jayalalithaa was brought to Apollo on September 22, 2016, Vijayabaskar reportedly said he had no such doubts. He also told the panel that deputy CM O Panneerselvam knew everything about the treatment being given to her.

Vijayabaskar told the commission that he saw Jayalalithaa once, on October 7, 2016, when she was being wheeled in for tracheostomy, Pandian said. “He reiterated what health secretary J Radhakrishnan said and concurred with points made by him,” Pandian added. Vijayabaskar said he gave his suggestions to Apollo. Responding to a question from Pandian if O Pannerselvam had raised any doubts about the treatment given to Jayalalithaa, Vijayabaskar said no. He also stated that Jayalalithaa’s health was improving from October 1 to 12 and that the topic of foreign treatment came up, but the doctors had decided that it was not necessary. Vijayabaskar told the commission that Richard Beale came to Apollo at the behest of the state government, sources said.

Vijayabaskar was asked political questions as well as some pertaining to various probes, sources said. To this Vijayabaskar took offence, stating that he was a sitting minister and he would bring an advocate or file just an affidavit and leave rather than face such questions, sources said. “I treated her like my mother, but now you are posing such questions to me,” sources quoted an exasperated Vijayabaskar as saying during the proceedings. Later he told presspersons that Jayalalithaa was responsible for his political career and that he was yet to come to terms with her loss.

On Monday, when the bunch of petitions pertaining to formation of a medical board came up before the commission, Pandian asked the commission’s standing counsel, Mohammed Jafarullah Khan, to show evidence regarding the allegations he had made against Radhakrishnan, Apollo and Sasikala about collusion and medical negligence.

Chennai: It might be cliched to say that the clock is ticking but ticking it is when it comes to the Global Investors’ Meet (GIM) that is set to happen in three days time, here.

The Tamilnadu government has been mulling to bring in new investments and also overcome the number of MoUs signed last time around that promised the State that upto Rs 2.42 lakh crore proposals will be converted into investments.

With the realisation rate hovering around 30 per cent, News Today spoke to chairman, CII Tamilnadu, M Ponnuswami, about the realisation rate, market status, Tamilnadu as a place for investors, among others.

Q) With claims not met last time with respect to investments, how different will GIM 2019 be?


A) Since the last GIM, Rs 64,000 crore has been realised and some work is in progress. Thosde which were not completed will be done in one or two years. There have been other investments other than those promised at GIM that came to the State. The conversion rate since last GIM has been 30 per cent, which is very much respectable. It exceeded expectations.

Q) Will more investments find their way in this time?


A) Yes. There definitely will be a higher number, both in terms of investors and investments than last time. Also, industries from different fields are showing interest. Last time the power sector dominated the meet, while this time sectors like tourism, auto, textile, etc are showing more interest. We think, we will reach a higher number than last time. GIM will be highly successful.

Q) A word on operations of single window portal in the State.
A) The single window portal has been highly transparent and approvals to the rate of Rs 11,500 crore have been given. Till now. Two hundred and fifty two MSME proposals out of 350 have been approved.

Q) How welcoming do you think Tamilnadu is for new investments today?


A) The situation has changed. The government, officials and bureaucrats in Tamilnadu are all approachable at present. So, for investors, approaching people at the helm of affairs is easy. However, the biggest change is in the way that the departments in the State are working. They are looking to solve problems that are plaguing the industries already present rather than focus only on new investors.

Q) What is TN’s trump card in GIM and what policies are expected to be announced?


A) Tamilnadu has good skilled manpower. The fact that the State has 45 per cent national share in exports in the auto industry alone is testimony to the fact. Key policies on electric vehicles may be dicussed. But I think policies on defence and aerospace might very well be announced by the State government.

Q) Which industry do you think will make the most investments this time?


A) Textile industries will have more presence this time around, with casting, auto component makers, food processing units, all are to come. IT investments will also be more.

Q) Will the State’s dream to become No.1 in the country come closer with GIM 2019?


A) Absolutely. The time frame will very well shorten as the State is looking to play to its strengths and also bring in new sectors.
MSME focus 


It must be noted that the GIM this year is expected to focus more on micro, small and medium enterprises (MSMEs). Chief Minister of State Edappadi K Palaniswami had said the State government’s single window portal for MSMEs was ensuring time-bound processing of applications and issue of clearances by various departments. Approvals of MSME proposals would lead to generation of jobs for more than 15,000 people, he said.

Further, to improve the global competitiveness of MSMEs in the State and attract foreign investments into the sector, the State government is in the process of creating a separate entity.

DMK moves Madras high court challenging 10% job quota for general categoryCHENNAI: Reservations are not poverty alleviation programmes but are more in the nature of social justice to uplift communities which have not had access to education or employment for centuries, says the DMK which has approached the Madras high court challenging the10% reservation+ based on economic background brought in by the central government.

"Therefore, essentially, the exception to the equality clause is only available to those communities which were ostracised for centuries in matters of education and employment. However, economic criteria have been used as a filter to exclude the creamy layer, persons belong to the backward classes but who are economically advanced. Hence, application of economic criteria solely is not contemplated as an exception to the rule of equality, and consequently to provide reservation solely on economic criteria offends the basic structure of the Constitution," said DMK organising secretary R S Bharathi.

Moving the plea on behalf of the petitioner, senior counsel P Wilson said, "It’s well settled that the ceiling limit of 50% in reservation is also part of the basic structure and has been asserted by the Supreme Court in several cases. However, in Tamil Nadu, the ceiling limit is 69% due to the Tamil Nadu Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in the Services under the State) Act, 1993 which is placed in the IX Schedule. Hence, the reservation cannot be beyond 69% in the state. However, the recent amendments enable reservation to go up to 79% and the same are unconstitutional."

Contending that the power to amend the Constitution is subject to the limitation that the basic feature of the Constitution could not be destroyed by such amendments, Wilson added, “In so far as the reservation is concerned, as already stated, the 50% ceiling limit in other states and 69% in Tamil Nadu and the prohibition against prescribing economic status as the sole criterion for reservation have been held to be part of the basic feature.”

The petitioner wanted the court to pass an interim injunction against the operation of the Constitution (One Hundred and Third Amendment) Act, 2019 pending disposal of the plea.

New Delhi: A constitution amendment bill granting 10% reservation for economically weaker sections of the general category was challenged in the Supreme Court on Thursday, a day after Parliament approved the draft law.

The petition challenging the quota bill was filed by Youth for Equality, an organization opposing caste-based reservations. Its president, Kaushal Kant Mishra, claimed that the amendment violates several basic features of the Constitution.

The amendment, which introduced Articles 15(6) and 16(6) into the Constitution, violates the equality code of the Constitution and was in “breach of the basic structure of the Constitution", he added.

The petition also raised questions on the use of the expression “economically weaker sections" as this remains undefined under the amendment. This is left to be notified by the states, which is “arbitrary and unworkable", said the petitioners.

The petition relied on the 1992 Supreme Court judgement in the Indira Sawhney vs Union of India case, where a Constitution bench had specifically stated that economic criteria cannot be the sole basis for reservations under the Constitution. Other cases upholding the 50% limit on quota such as the 2006 judgement in the M. Nagaraj vs Union of India case and the 2018 verdict in the Jarnail Singh vs Lachhmi Narain Gupta case were also cited by the petitioners.

“The impugned amendment fails to consider that Articles 14 (equality before law) and 16 (equality of opportunity in public employment) form the basic feature of equality, and that they have been violated with the doing away of the restraints that were imposed on the reservation policy, i.e. the 50% ceiling limit and the exclusion of economic status as a sole criterion," the plea added.

On Wednesday, the Rajya Sabha passed the Constitution (124th Amendment) Bill, 2019, with the opposition divided over its stance on the legislation. The quota bill was passed in the Rajya Sabha by 165 votes, more than two-thirds the majority of the House. Seven members voted against it.

The Lok Sabha had passed the bill on Tuesday. The bill will become law after the President’s assent, which is expected soon.

The passage of the bill, with all major opposition parties supporting it, is significant as it comes ahead of the 2019 Lok Sabha elections due by May. The immediate trigger for the bill was the backlash faced by the Bharatiya Janata Party from upper castes in the recently concluded assembly elections in Madhya Pradesh, Chhattisgarh and Rajasthan which it lost in a direct contest with Congress.

The 124th Amendment Bill provides for 10% reservation to economically weaker sections in the general category, especially upper castes.

“Weaker section beneficiaries" include people earning less than ₹ 8 lakh annually; owning less than five hectares of agricultural land, residential property of less than 1,000 sq. ft and a residential plot less than 109 square yards in a notified municipality, or 209 square yards in a non-notified municipality.

10% reservation for economically weak in general category comes into force

NEW DELHI: The constitutional provision to provide 10 per cent reservation in government jobs and education to economically backward section in the general category came into force on Monday, a government notification said.

The Constitution (103 Amendment) Act, 2019 received the assent of the President on Saturday.

"In exercise of the powers conferred by sub-section (2) of section 1 of the Constitution (One Hundred and Third Amendment) Act, 2019, the Central government hereby appoints January 14 as the date on which the provision of the said Act shall come into force," a gazette notification by the ministry of social justice and empowerment read.

 The Act amends Articles 15 and 16 of the Constitution, by adding a clause which allows states to make "special provision for the advancement of any economically weaker sections of citizens".

These "special provisions" would relate to "their admission to educational institutions, including private educational institutions, whether aided or unaided by the state, other than the minority educational institutions".

It also said the reservation would be "in addition to the existing reservations and subject to a maximum of 10 per cent of the total seats in each category".

The bill was passed by Parliament+ on January 9.

"For the purposes of this article and article 16, 'economically weaker sections' shall be such as may be notified by the State from time to time on the basis of family income and other indicators of economic disadvantage," the notification read.

Amendment of Article 16 stated, "Nothing in this article shall prevent the State from making any provision for the reservation of appointments or posts in favour of any economically weaker sections of citizens other than the classes mentioned in clause (4), in addition to the existing reservation and subject to a maximum of ten per cent of the posts in each category."

While introducing the bill in Parliament, Union minister Thaawarchand Gehlot had said that at present, the economically weaker sections of citizens have largely remained excluded from attending the higher educational institutions and public employment on account of their financial incapacity to compete with the people who are economically more privileged.

According to the objects of the bill, "The directive principles of state policy contained in Article 46 of the Constitution enjoins that the State shall promote with special care the educational and economic interests of the weaker sections of the people, and, in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation."

ஒரு ஆணை முதன்முதலில் பார்க்கும்போது அவரிடம் எதைக் கவனிப்பீர்கள், அவர் எப்படி இருக்க வேண்டும், எப்படி இருக்கக் கூடாது என்றெல்லாம் எதிர்பார்ப்பீர்கள் என்று நவநாகரிக மங்கையரிடம் கேட்டு அதை வீடியோ ஆக்கியிருக்கிறார்கள். அதற்கு அந்தப் பெண்கள் சொன்ன பதில்களைக் கேட்டால் கொஞ்சமல்ல ரொம்பவே ‘ஜெர்க்’ஆகிவிடுவீர்கள்.

நிறைய பெண்கள் ஆண்களின் காலணிகளை, ஷூக்களைத்தான் முதலில் கவனிக்கிறார்கள். பாலிஷ் செய்த ஷூக்களைப் போட்டிருக்க வேண்டும் என்று எதிர்பார்க்கிறார்கள். ஒரே ஜோடி சாக்ஸை ஒரு வாரம் போடுபவரா நீங்கள்? என்றால் பெண்களிடமிருந்து பல கிலோ மீட்டர் விலகிச் செல்லுங்கள். ஆம், நாற்றமடிக்காத சாக்ஸை அணிந்திருக்க வேண்டும் என்று பெண்கள் பலரும் எதிர்பார்க்கிறார்கள். மால், பப் போன்ற இடங்களுக்குச் சாதாரண காலணிகளைப் போட்டு வரும் ஆண்களையும் அவர்களுக்குப் பிடிப்பதில்லையாம். பளபளா இடங்களில் பளபளா ஷூக்கள்தான் போட்டுவர வேண்டுமாம்.

அது மட்டுமா, உடல் துர்நாற்றம், வேர்வை நாற்றம், வாய் துர்நாற்றம் என்றாலே முகம் சுளிக்கிறார்கள். பாவம், பேருந்துகளில் எவ்வளவு அவஸ்தைப் பட்டிருப்பார்கள். இருந்தாலும் பெண்களுக்கு மோப்ப சக்தி அதிகம்தான், இல்லையா. ரொம்பவும் வேர்த்து வடியக் கூடாது, வேர்வையைத் துடைப்பதற்குக் கையில் எப்போதும் கர்ச்சீஃப் வைத்திருக்க வேண்டும் என்றும் சொல்கிறார்கள். கால்களைப் போலவே கைகளையும் கூர்ந்து கவனிக்கிறார்கள் பெண்கள். குறிப்பாக, அழுக்கு மியூசியமாக இருக்கும் நகங்களென்றாலே அவர்களுக்கு ரொம்பவும் அலர்ஜி.

இங்கிதமில்லாமல் ஆண்கள் செய்யும் அட்டூழியங்கள் எதையும் அவர்கள் விட்டுவைக்கவில்லை. ரோட்டில் எச்சில் துப்புவது, எக்குத்தப்பான இடங்களில் சொறிந்துகொள்வது போன்றவற்றையும் கவனித்து ஒதுக்குகிறார்கள்.

இப்படியாக சுத்தம் தொடர்பான விஷயங்கள் மட்டுமல்ல, ஆண்கள் நடந்துகொள்ளும் விதம், பாடி லாங்குவேஜ் போன்றவற்றையும் உன்னிப்பாகக் கவனிக்கிறார்கள். ஹோட்டல்களில் வெயிட்டர்களிடம் எப்படிப் பேசுகிறீர்கள், மற்றவர்களிடமும் எப்படிப் பேசுகிறீர்கள் என்பதையும் கவனிக்கிறார்கள். தெருவில் போகிற வருகிற பெண்களை வெறித்துப் பார்த்துக்கொண்டிருப்பவரா நீங்கள், எல்லாப் பெண்களையும் பார்த்து அசடுவழிபவரா நீங்கள்? அப்படியென்றால், கடைசிவரை நீங்கள் அதையேதான் செய்துகொண்டிருக்க வேண்டும்.உங்களிடம் எந்தப் பெண்ணும் ஃப்ரெண்ட் ஆக மாட்டார்.

இங்கிதமில்லாமல் பேசினால் பிடிக்காது, பயமுறுத்தும்படி பேசினால் பிடிக்காது, ரொம்பவும் நேர்மையாக, வெளிப்படையாகக் காட்டிக்கொண்டால் பிடிக்காது, ரொம்ப நல்லவனாக இருந்தாலும் பிடிக்காது, கெட்டவனாக இருந்தாலும் பிடிக்காது, தப்புத்தப்பாக இங்கிலீஷ் பேசினால் பிடிக்காது, மோசமான ரசனைக்கும் நோ, ஆர்வக் கோளாறுக்கும் நோ, ஓவர் தன்னம்பிக்கைக்கும் நோ, ராமராஜன்மாதிரி கலர் காம்பினேஷன் டிரெஸ் போட்டாலும் நோ, முகத்தைப் பார்த்து, கண்களைப் பார்த்துப் பேச வேண்டும், கண்கள் வேறு எங்கேயும் அலைந்தால் ‘நோ’!

அப்பப்பா, மூச்சு முட்டுகிறதா?! அப்புறம் என்னதான் செய்ய வேண்டும் பாஸ் என்று பெருமூச்சுடன் கேட்கிறீர்களா? ஒன்றும் செய்ய வேண்டாம். உங்கள் இயல்புடன் இருங்கள், போதும்! இம்ப்ரெஸ் செய்ய வேண்டும் என்று நினைக்கும்போதுதான் ஊத்திக் கொள்கிறது. கூடவே, சுத்தபத்தமாக இருங்கள். அப்போதுதான் அட்லீஸ்ட் பார்க்கவாவது செய்வார்கள்.

பெண்களெல்லாம் நம்மை அதிகம் பார்க்கவே மாட்டார்கள் என்றுதானே நினைத்துக்கொண்டிருந்தேன், இவ்வளவு தூரம் கவனித்திருக் கிறார்களே என்ற கேள்வி உங்களுக்கு வருகிறதா? பாவம் சார் நீங்கள், இன்னும் ஒரு மில்லினியம் ஆனாலும் பெண்களை உங்களால் புரிந்துகொள்ளவே முடியாது. ஆண்கள் எல்லாவற்றையும் பார்ப்பவர்கள், அதனால் எல்லாவற்றையும் தவறவிடுகிறார்கள். பெண்களோ குறிப்பாகப் பார்ப்பவர்கள், தேவையானவற்றை மட்டும் பார்ப்பவர்கள், பார்க்காததுபோல் பார்ப்பவர்கள்.

திருமண வேலைகளைத் திட்டமிடுவது எப்படி?

கல்யாணம் பண்ணிப் பார்... திருமணத்துக்காகச் செய்யப்படும் செலவையும் உடல் உழைப்பையும் மையப்படுத்தி வந்த பழமொழி இது. திருமண வேலை என்றாலே பலருக்கும் தலையே சுற்றிவிடும். எந்த வேலையைச் செய்வது, எந்த வேலையை விடுவது என்று சொல்லும் அளவுக்கு வேலைகள் இருக்கும். ஆனாலும், திட்டமிட்டுச் செய்தால் திருமண வேலையை எளிதாக்கிவிடலாம்.

முதலில் திருமணம் என்றால் என்னென்ன வேலைகள் இருக்கும் என்று பட்டியலிட வேண்டும். மண்டபம் பிடிப்பதில் தொடங்கி நல்ல சமையல்காரர் அல்லது கேட்டரிங் காண்டிராக்டரைப் பிடிப்பது, துணி எடுப்பது, திருமணப் பத்திரிகை தேர்வு செய்வது, அதை அச்சடிக்க கொடுப்பது, மேளதாள ஆட்களைத் தேர்வு செய்வது, முகூர்த்தப் பட்டு வேஷ்டி, சேலை எடுப்பது, போட்டோ எடுக்க ஆர்டர் கொடுப்பது, தாலி செய்வது, மாலை செய்ய ஆர்டர், மண்டபத்தை அலங்கரிக்க ஆட்களைத் தேடுவது, ஸ்பீக்கர் வைப்பது, பந்தல் போடுவது எனத் திருமண வேலைகளைச் சொல்லி மாளாது.

இதில் முதன்மையான பணி என்றால், நிச்சயதார்த்தம் முடிந்தவுடனேயே நல்ல மண்டபம் பிடிப்பதுதான். எந்த மண்டபம் வசதியானது, வாடகை குறைவானது என்பதை முதலில் முடிவு செய்துவிட வேண்டும். நாம் நினைக்கும் முகூர்த்தத் தேதிக்கு மண்டபம் கிடைக்காவிட்டால், வேறு எந்த முகூர்த்தத் தேதியில் மண்டபம் கிடைக்கும் என்பதை உறுதி செய்து அந்தத் தேதிக்கு அட்வான்ஸ் கொடுப்பதில் தவறில்லை. அதற்கு ஏற்ப முகூர்த்த நாளுக்கு ஒன்றுக்கும் மேற்பட்ட தேதிகளை முன்கூட்டியே முடிவு செய்வது நல்லது.

திருமணப் பணியில் இன்னொரு முக்கியமான பணி, துணி எடுப்பது. கல்யாண மாப்பிள்ளை, பெண் தவிர்த்து வீட்டில் உள்ள உறுப்பினர்கள், முக்கிய உறவினர்கள் எனப் பலருக்கும் துணி எடுக்க வேண்டியிருக்கும். ஒவ்வொருவரும் ஒவ்வொரு கடையாக ஏறி இறங்கி அனைவரையும் வெறுப்பேற்றிவிடுவார்கள். ஒரே கடையில் துணி எடுப்பதே நல்லது. நம் பணி விரைவாகவும், சுலபமாகவும் முடிக்க இதுவே வழி.

இதேபோலத்தான் சீர்வரிசை பொருட்களையும் ஒரே கடையில் வாங்க முயற்சிக்கலாம். பொதுவாக எல்லோரும் ஒரே நேரத்தில் சீர்வரிசை பொருட்களை வாங்கி வைத்திருக்க மாட்டார்கள். வீட்டில் அவ்வப்போது வாங்கிய பொருட்களை மூட்டை கட்டி வைத்திருப்பார்கள்.

போட்டோ, வீடியோ ஆர்டர் எடுப்பது, முகூர்த்தப் பை அச்சடிப்பது, ஸ்பீக்கர் கட்டுவது, வாழை மரம் கட்டுவது, பந்தல் போடுவது போன்ற சிறு பணிகளை வீட்டு உறுப்பினர்களிடமோ, நண்பர்களிடமோ விட்டுவிட்டால், இதற்காக மெனக்கெடுவது குறையும். அந்த நேரத்தில் மற்ற வேலைகளைப் பார்க்கலாம்.

கோவை: கோவை அருகே, கருமத்தம்பட்டியில், அரசு பள்ளி ஆசிரியர், தன் தாய், மனைவி மற்றும் இரு குழந்தைகளுக்கு விஷம் கொடுத்து கொலை செய்து, துாக்கிட்டு தற்கொலை செய்து கொண்டார்.கருமத்தம்பட்டி, அமலி நகரை சேர்ந்தவர், அந்தோணி ஆரோக்கியதாஸ், 38. இவர், திருப்பூர் மாவட்டம், கூலிப்பாளையம் அரசு பள்ளியில், ஆசிரியராக பணியாற்றி வந்தார். நேற்றிரவு, 7:30 மணியளவில், அவரது வீட்டில் துாக்கில் தொங்கியவாறும், அவரது மனைவி ஷோபனா, 28, மகன் ரித்திக் மைக்கேல், 7, மகள் ரியா என்னும் 18 மாதக் குழந்தை மற்றும் ஆசிரியரின் தாய் புவனேஸ்வரி, 58, வாயில் நுரை தள்ளியவாறும், பிணமாக கிடந்தனர்.அக்கம்பக்கத்தினர் அளித்த தகவலை அடுத்து, கருமத்தம்பட்டி போலீசார், இறந்தவர்களின் உடல்களை கைப்பற்றினர். ஆசிரியர் அந்தோணி ஆரோக்கியதாஸ், நான்கு பேருக்கும் விஷம் கொடுத்து, துாக்கிட்டு தற்கொலை செய்து கொண்டுஉள்ளார். அவரது வீட்டில், இரண்டு பக்க அளவிலான கடிதத்தை, போலீசார் கைப்பற்றினர்.அதில், தினமும் கூலிப்பாளையத்துக்கு இரு சக்கர வாகனத்தில் செல்வதால், தீராத முதுகுவலியால் அவதிப்படுவதாகவும், அதனால் தற்கொலை செய்து கொள்வதாகவும், அந்தோணி குறிப்பிட்டுள்ளார்.மேலும் அந்த கடிதத்தில், 'இது ஆசிர்வதிக்கப்பட்ட ஜெப வீடு. என்னை எல்லாரும் மன்னித்து விடுங்கள். எங்கள் தற்கொலைக்கு யாரும் காரணமில்லை' என கூறி, உறவினர்கள் சிலரது பெயரை குறிப்பிட்டு, மன்னிப்பு கேட்டு எழுதப்பட்டுள்ளது.கருமத்தம்பட்டி போலீசார், இறந்தவர்களின் உடல்களை கைப்பற்றி விசாரிக்கின்றனர். போலீசார் கூறுகையில், 'ஆசிரியர் அந்தோணி ஆரோக்கியதாஸ் மதம் மாறி, திருமணம் செய்ததால், குடும்பத்தில் பிரச்னை ஏற்பட்டு வந்ததாக விசாரணையில் தெரியவந்துள்ளது. தொடர்ந்து விசாரித்து வருகிறோம்' என்றனர்.

பெங்களூரு விமானங்கள் சென்னையில் இறக்கம்

சென்னை: பெங்களூரில் கடுமையான பனிமூட்டம் காரணமாக, அங்கு தரையிறங்க வேண்டிய, ஐந்து விமானங்கள், சென்னை விமான நிலையத்திற்கு திருப்பி விடப்பட்டன.பெங்களூரு விமான நிலைய பகுதியில், நேற்று அதிகாலை கடும் பனிப்பொழிவு இருந்தது. அதனால், மும்பை, ஜெய்ப்பூர், கொச்சி, ஐதராபாத் உள்ளிட்ட நகரங்களில் இருந்து வந்த, ஐந்து விமானங்களால், அங்கு தரையிறங்க முடியவில்லை.எனவே, அந்த விமானங்கள், சென்னைக்கு திருப்பி விடப்பட்டன. இவை, சென்னை நிலையத்தில் உள்ள, விமான நிறுத்துமிடத்தை பிடித்துக் கொண்டதால், குவைத்திலிருந்து, கோவா வழியாக, சென்னைக்கு, 157 பயணியருடன், இன்று காலை, 9:30 மணிக்கு வந்த, 'ஏர் இந்தியா' விமானத்திற்கு, தரையிறங்க இடம் கிடைக்கவில்லை.அதனால், ஏர் இந்தியா விமானம், ஐதராபாத்திற்கு திருப்பி விடப்பட்டது. பெங்களூரு விமான நிலைய பகுதியில், பிற்பகலுக்கு மேல் நிலைமை சீரானதும், சென்னையில் தரையிறங்கிய, பெங்களூரு விமானங்கள், அங்கு புறப்பட்டு சென்றன.

உலகின் வயதான மனிதர் காலமானார்

டோக்கியோ: உலகின் வயதான மனிதர் என பெருமை பெற்ற ஜப்பானின் மசஜோ நோனகா, 113 வயதில் காலமானார்.

25.07.1905 ல், அவர் பிறந்ததாக, கின்னஸ் சாதனை புத்தகத்தில் பதிவு செய்யப்பட்டுள்ளது. டோக்யாவில் இருந்து 900 கி.மீ., தூரத்தில் உள்ள ஹொக்கைடோ தீவில் பிறந்த நோனகாவுடன் 6 சகோதரர்களும், ஒரு சகோதரியும் உடன் பிறந்தனர். அவருக்கு 1931 ல் திருமணம் நடந்தது. 5 குழந்தைகள் உள்ளனர். வயதான காலத்தில் நோனாகா, டிவியில் சுமோ குத்துச்சண்டை போட்டிகளை ரசித்தும், இனிப்புகளை ருசித்ததாக அந்நாட்டு மீடியாக்கள் செய்தி வெளியிட்டு உள்ளன.

ஜப்பானில் தான் அதிகம்பேர் நீண்ட வயது வாழ்ந்து வருகின்றனர். அந்நாட்டை சேர்ந்த ஜிரோயிமோன் என்பவர் 116 வயதில் 2013ல் காலமானார். இவருக்கு முன், பிரான்சின், ஜியானே லூயிசி கால்மென்ட் என்பவர் ,122 வயதில், 1997 ம் ஆண்டு காலமானதாக கின்னஸ் புத்தகத்தில் உள்ளது.

Chennai: The Madras high court has upheld an order of the Director General of Central Industrial Security Force (CISF), confirming the order of the Senior Commandant, CISF Unit, Visakhapatnam, prematurely retiring a 55-year-old head constable from service.

Justice T. Raja dismissed the petition filed by S. Balakrishnan, challenging the order of the DG of CISF dated July 27, 2015.

Petitioner’s counsel M.Md.Ibrahim Ali submitted that the petitioner after joining the CISF in the year 1984 as constable was given promotion to the rank of head constable in the year 2004. As the petitioner has not suffered any punishment for his doubtful integrity or creating nuisance or theft or quarreling, the order passed by the senior commandant prematurely retiring the petitioner, which has been confirmed by the DG of the force were wholly unjustified and untenable, he added.

Senior Central government standing counsel J. Madana Gopal Rao submitted that the petitioner was awarded with three punishments during the period 2004 to 2013. Of these three punishments, on two occasions he was awarded the penalty for overstaying on leave unauthorisedly and on one another occasion, he was found sleeping while on duty. Since the petitioner being a member of the force was expected to discharge his duties with highest order of discipline, integrity, energy and efficiency to perform the tasks assigned to him, he utterly failed to follow. In spite of giving number of chances to improve his lapses, he failed to mend his ways and has become incorrigible, Madana Gopal Rao added.

The judge said a perusal of the criteria to be followed by the committee in making their recommendation for retention in service, shows that when the appropriate committee causes review of the cases of CISF personnel for continuance beyond the age of 55 years or on completion of 30 years of service, the entire service record of the officer should be considered at the time of review. Since the petitioner, admittedly, has suffered two Below Average grading and nine Average grading during his service tenure and also failed to maintain good service record after his promotion to the rank of head constable (GD), the senior commandant, CISF Unit, Visakhapatnam, who was the competent authority to review the case of the petitioner for his retention, has rightly passed the order. On appeal, the Director General of the Force also, analysing the annual confidential reports of the petitioner, as per Rule 48 of the Central Civil Services (Pension) Rules and FR 56 (j), has prematurely retired the petitioner from service. Hence, this court finds no infirmity or illegality in the impugned orders. Accordingly, the petition fails and it was dismissed, the judge added.
TN government rolls out innovation policy to create 5,000 startups by 2023

CHENNAI: Tamil Nadu government has rolled out the much-expected Startup and Innovation Policy 2018-2023 aimed at creating at least 5,000 startups, including 10 global high growth companies, by 2023. Besides, the policy also has comprehensive measures for creating, supporting and nurturing a vibrant startup ecosystem in the State.

The policy aims at enabling the State to emerge as the ‘knowledge capital and innovation hub of the country’, besides attracting entrepreneurs and investors across the globe. The policy was unveiled by Chief Minister Edappadi K Palaniswami on Friday.

Numerous measures spelt out in the policy are expected to nurture innovation, investment in R&D, infrastructure, knowledge creation, technological development and skilled manpower, resulting in high growth entrepreneurial ventures across the spectrum of sectors from agriculture, manufacturing, health care, education, logistics, environment, to Fintech and ICT.

For implementing the policy, the State will set up Tamil Nadu Startup Fund with a corpus of `250 crore. The fund will be invested in other SEBI registered Alternative Investment Funds for investment in startups and MSMEs established in Tamil Nadu. The government will invest `75 crore in the fund. The first tranche of `25 crore will be allocated in the budget for 2019-2020.

Besides, a Tamil Nadu Startup Seed Grant Fund (TNSSGF) of `50 crore with an allotment of `5 crore in the first year will be created in partnership with financial institutions and universities for supporting early stage financing requirements of the startups in the form of grants to fill the gap in fund requirement for research & innovation.

The TNSSGF would also provide funding for Idea-to-PoC (Proof of Concept) stages which are pre-startup activities. This will be similar to the erstwhile Technopreneur Promotion Programme (TePP) grant provided by DSIR and would support prototyping and testing of innovative ideas of students/ faculty/ individuals. The Tamil Nadu Startup and innovaTN Mission (TANSIM) will manage this fund, which will be governed by a professional Scientific Startup Seed Fund Board.

The policy will be reviewed every five years. However, amendments in this policy could be made with the approval of the State cabinet without affecting the beneficiaries already covered under the policy. Besides, the performance of this policy will be reviewed by Tamil Nadu Startup and Innovation Council (TANSIL) every six months based on Key Performance Indicators (KPIs) to be fixed by the council. The TANSIM will also arrange for annual evaluation of the policy and the report will be placed before TANSIL for review and direction.

A centralised registry cum repository on venture firms, incubators, intellectual property support centres, mentors, database of different talents for startups to hire, stakeholders and other activities will be established. The agency will host an online sub-portal for startups to apply for and avail grants and other benefits.

Core objectives of project

Encourage, facilitate and support emergence of at least 5,000 technology startups
Extend support to at least 10 global high growth startups developing innovative technology solution in sectors like sanitation, clean energy, healthcare, food, education, etc
Establish support infrastructure and strengthen the existing mechanism in thrust areas
Collaborate with educational institutions to promote entrepreneurship among youth
Maximise industry engagement

Provide adequate incentives and resources to startups, facilitators, mentors and investors to promote startup culture in the State
Nurture budding startups defined as START STEPs to graduate into startups

The policy will be reviewed every five years. The performance of this policy will also be reviewed by Tamil Nadu Startup and Innovation Council every six months
Demand to begin AYUSH nursing courses

‘There is a need for nurses with knowledge of traditional medicines and methods’

With many turning to Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) systems of medicine, colleges are demanding that Rajiv Gandhi University of Health Sciences (RGUHS) begin a nursing course in AYUSH.

A senior official at RGUHS said the request was sent to a committee to deliberate upon the matter. “This has been sent to the new courses committee that looks into the pros and cons of starting a new course. Based on the recommendations of this committee, we will take a call on this matter,” said an official of the university.

B.R. Ramakrishna, Dean of Life Sciences, Swami Vivekananda Yoga Anusandhana Samsthana and Vice-President, Central Council of Indian Medicine (Ayurveda), said that there was a likelihood of the course being in demand given that there are several AYUSH hospitals. “These hospitals currently employ nurses who are trained in allopathy. But they may not be competent to treat patients who are undergoing treatment in AYUSH hospitals,” he said.

He added that there was a need for nurses to have a knowledge of traditional medicines and methods. “While some part of the syllabus pertaining to human anatomy and hygiene will be the same, a large chunk of it will be based on the requirements for the AYUSH stream,” he said. “This gains significance as the Union Ministry of AYUSH was planning to open an AYUSH hospital in every district in the State.”

Other states

Universities in several States like Kerala and Rajasthan are already offering programmes such as a diploma in Ayush Nursing and Pharmacy and a certificate course in Ayush-Nursing (Ayurveda).

Students and faculty members also hope that the university will grant approval. “We certainly need assistance from nurses when we are treating patients and it will help if they are trained in Ayurveda so that they understand our treatment protocol,” said Gurumurthy S., who is pursuing an M.Sc in Ayurvedic medicine.
