Students in government schools across the state have been left in the lurch as 1.7 lakh government school teachers continued their agitation for better pay for the seventh day on Monday. The functioning of 65% of government schools has been affected.

With their annual practical exams scheduled for next week, higher secondary students are wondering what to do. It’s not just them. Children in other classes too are worried about finishing their portions as they have already lost a significant number of working days due to extended Pongal holidays and the year-end vacation. Children in areas hit by cyclone Gaja are worse off as they had gone without classes for even longer.

Ezhil, a Class XI student at Villivakkam Government School, said the strike had taken a toll on preparations for the annual exam. “This is the most crucial part of the academic year as teachers rush to complete the syllabus and revise content taught in earlier terms. We will definitely be running short of time this year and I don’t think we will have time for revision tests,” he added.

To make matters worse, the government had changed the exam duration and question pattern for Class XII this year. The new question pattern contains fill-in-theblanks and logical reasoning questions. S Mani of state parents’ welfare association said there was no one to help students prepare for these questions. VC 

Rameswaramurgan, director, school education department, said temporary teachers would help overcome the shortage. But students protested in some parts of the state, including in the city suburbs, against this move, claiming that temporary teachers were not going to help them prepare for board exams.

Besides higher secondary grades, primary classes were the worst hit. Of the 1.5 lakh primary teachers, more than one lakh were absent till Monday. Government has filled 450 posts that fell vacant after teachers were suspended for participating in the protests. Teachers who don’t return to work on Tuesday, will lose their jobs, the government has warned. Cold comfort for the children.

Students across state hold protest against teachers’ strike

Students across many parts of the state on Monday held protests against the ongoing stir by government school teachers. More than 200 Class X and XII students of Ulundurpet Government Girls Higher Secondary School staged a sit-in in front of the school, protesting appointment of temporary teachers. The Ulundurpet education officer and police went to the spot and managed to convince the students to withdraw the stir. In Vellore, parents of around 70 students from Ammur Panchayat Union Primary School made their kids sit in front of the school, demanding opening of the school. Walajapet tashildar rushed to the spot and opened the school. More than 30 students of Annaimalai Panchayat Union Elementary School along with their parents staged a road roko between Pollachi and Sethumadai Road. Eleven of 85 government elementary schools in Pollachi educational district remained closed since the start of the strike. TNN

Lakh applicants, posting to begin today, says government

More than one lakh applicants thronged the chief education offices in the districts over the last two days even as the state government toughened its stand and geared up for appointments of temporary teachers from Tuesday. With members of JACTTO-GEO refusing to give up their protests, personnel and administrative reforms minister D Jayakumar said the government employees were intimidating the government and not the other way round.

Against the backdrop of the Madras high court on Monday declining to pass orders on the ongoing strike, the school education department has set a fresh deadline for teachers to resume work. “The primary and middle section teachers will have to approach the district educational officers by 9am on Tuesday, while the rest can contact chief educational officers. They can reach out by phone, SMS or WhatsApp expressing interest to resume work, failing which, the posts will be treated vacant and temporary staff will be appointed immediately,” said a senior education department official.

The plan is that temporary staff, whose contact numbers have been obtained by the department, will be intimated immediately. At least 1.7 lakh teachers, constituting 50% of the workforce boycotted work until Monday morning, but the overwhelming response from the retired teachers/qualified teachers (TET pass for secondary grade/BEd and minimum qualification for PG) in the neighbourhood for temporary posting prompted the government to begin recruitment. “We cannot keep the schools shut, risking the future of students. As temporary staff will be on a monthly pay, we can run the schools without any hassle for a month also,” another official said. The teachers will be allowed to work in the same school if they meet the Tuesday deadline.

Jayakumar said the state government had clarified its position clearly to the teachers, given the financial constraints in running the administration. The state spends ₹88,370 crore towards salaries, pension and administrative expenses annually. “We are forced to act (against the staff)… There is no need for us to intimidate anyone. Are we terrorists? A democratically-elected government has to maintain equality of all sections. The state is transparent in admitting the fiscal status,” he said, urging the protesting teachers to resume work for the welfare of students.

Govt teachers aren’t labourers to agitate on roads, says HC

Pulling up the protesting government teachers who are on indefinite strike along with other government employees, the Madras high court on Monday said being in a noble profession they must not barge onto roads to stage agitations like labourers.

Justice N Kirubakaran also wondered whether the teachers would accept if the court prohibited teaching for their children who are predominantly in private schools as long as they continued their strike. The judge then asked the JACTTO-GEO (Joint Action Committee of Teachers’ Organisation–Government Employees Organisation) to inform the court by Tuesday noon whether its members were willing to resume work in the interest of students.

Justice Kirubakaran made the observations while hearing a plea moved by a government teacher from Tiruvannamalai challenging his suspension from service.

“Consider giving up the agitation, at least till the exams are over,” the judge said, adding the court is refraining from passing any directions in connection with the protest since two other division benches of the court were already seized of the matter.

Noting that the protesting teachers should compare their salaries with that of their counterparts working for private institutions, the court pointed out that even for the posts of sanitary workers and office assistants in the high court several degree and postgraduate degree holders are applying. The salaries for the posts are just around ₹6,500 and ₹18,000 respectively, he added.

The court observed that it is also not wise on part of the government for not attending to the longstanding problems of the teachers. The state must consider their demand and start dialogue with them, the court observed.

The state government has decided to take strict action against the healthcare professionals responsible for the mix-up that led to a pregnant woman being given HIV-infected blood in a Sivaganga hospital and to formulate rules that will clearly fix responsibility for every step of the blood collection, storage and transfusion process.

The six-member inquiry committee headed by the additional director of medical services, Dr S Madhavi, indicted the district blood bank professionals, staff and voluntary testing centre counsellor in Sivakasi, and the Chennai-based monitoring officers working with the Tamil Nadu AIDS Control Society.

A senior health official said, “We have an existing guideline which tells blood bank professionals what they should do. The new one will fix responsibilities on who should conduct camps, who should draw blood and who should maintain cold chain.”

“We have suspended two lab technicians, Valarmathi and Ganesh Babu, along with lab counsellor Ramesh. We also found that the seniors they reported to, including senior blood bank officials and district monitoring officials, were negligent. We will be initiating action against all of them,” said a senior official.

The counsellor was aware of the HIV status of the donor in 2016 but did not persistently call the donor or escalate the case to higher officials when unable to get in touch with the donor. District monitoring officials, who should have sought regular status reports from the counsellor, did not follow up on the case.

Lab technicians say they tested the blood before labelling it as safe, the committee said and added that the kits used by the government were provided by National AIDS Control Organisation and did not fail quality tests.

“In this case, we have reason to believe that the tests were never done and the blood bank managers too failed to monitor blood safety,” the official said.

Madras HC wants producers council to produce accounts of ‘Ilaiyaraja 75’ event

The Madras high court on Monday directed the Tamil Nadu Film Producers Council (TNFPC) to produce the accounts of funds received and spent in connection with the felicitation function organized to celebrate music maestro Ilaiyaraja’s 75th birthday.

Justice K Kalyanasundaram passed the interim order on a plea moved by J Sathish Kumar, a member of the council, alleging mismanagement of funds by the council’s officer-bearers.

The judge also wanted the council to answer whether it’s possible to postpone the event, which is scheduled on February 2, as the allegations are of a serious nature. The court then adjourned the hearing to January 30 for the council to file its response.

According to the petitioner, the decision to organize the event titled ‘Ilaiyaraja 75’ was taken without discussing it at the council’s annual general body meeting. He further alleged that the office bearers including actor Vishal, who is the president of the association, has siphoned off funds from fixed deposits of the council to the tune of ₹7.53 crore.

At present, the council has only ₹50 lakh in its accounts. Even after repeated requests, the office-bearers refused to provide the audited accounts of the council for 2015-16 and 2016-17.

Alleging that permitting the officer-bearers to conduct the event would be against the interest of the council and its majority members, the petitioner wanted the court to restrain the office-bearers from proceeding further with the event.

‘Ilaiyaraja 75’ is a two-day event scheduled on February 2 and 3 on the YMCA grounds, Nandanam.

Met office can’t pay ₹75k fee, to stop PhD research

University of Madras has moved a proposal to withdraw recognition to the Regional Meteorological Centre (RMC) Chennai to conduct research leading to a PhD in atmospheric science. This is because the RMC, the central government’s official body in Chennai responsible for weather forecasting, was not able to pay ₹75,000 which was the university’s fee for inspection and continuation for running the research programme.

S Balachandran, deputy director general of RMC, Chennai, told TOI that the centre had conducted research on northeast monsoon and radars which had led to PhDs in the past. “We continue to publish papers in journals, but won’t be able to take students for PhDs,” he said.

Another reason cited by the university was that there were no research supervisors at the institute as on date.

University sources said in May 2017, the university gave recognition to the PhD programme run by RMC based on an inspection report. However, it declined to exempt the inspection fee and asked the centre to pay up. The reason given by RMC was that

their headquarters had not given permission to pay the fee.

In July 2018, R Suresh, a deputy-director at the centre, told the varsity that the institute had only two recognised PhD supervisors of which one was Y E A Raj, the deputy director general who retired in 2014. Another was Suresh himself who was due to retire by July end. Five scholars were pursuing their PhD from the institute of which two completed and three withdrew.

“We are not in a position to appoint a research guide. We can’t pay the fee,” sources quoted the RMC as telling the university.

University vice-chancellor P Duraisamy confirmed the reasons for the proposal but said it was on hold. The syndicate in its December meeting had deferred the move, sources said.

Balachandran said there were too many issues involved in running the PhD programme which RMC as a central government organisation would not be able to follow. “The rules framed by the university were too stringent. There is no provision to collect fees, ” he said.

Officials who are to guide PhD scholars may be transferred to other locations as it was a central government office, he said.

The striking state government employees on Monday moved from a stand-off with the government to a collision course.

On a day when the government anticipated the week-old JACTTO-GEO protests demanding better pay and pension would fizzle out, it gained momentum with some transport corporations and electricity board unions expressing solidarity.

The government served an ultimatum to the striking teachers to report to their education officers at 9am on Tuesday or consider their posts vacant. These posts, the government threatened, will be filled with temporary or retired employees. More than a lakh have so far applied for these posts.

Unmindful of the government flexing its muscles, six associations including those in the state secretariat announced a token strike on Wednesday. Schools, especially in places outside Chennai, are the worst affected. The state school education department has suspended about 450 teachers who have been on strike.

The government tried to dangle some carrots too. School education minister K A Sengottaiyan said teachers willing to return to work will be transferred to schools of their choice. He had earlier said no action would be initiated against those who got back to schools on Monday. In response, some 5% of teachers returned to work, according to official data.

As many as 694 teachers in Chennai were detained by police for protesting on Monday.

சென்னை ஐகோர்ட்டில் நீதிபதிகள் எம்.சத்தியநாராயணன், பி.ராஜமாணிக்கம் ஆகியோர் கொண்ட பெஞ்சு, 2015–ம் ஆண்டு நடந்த உலக முதலீட்டாளர்கள் மாநாட்டின்போது, போடப்பட்ட புரிந்துணர்வு ஒப்பந்தங்களின்படி, எத்தனை திட்டங்கள் நிறைவேற்றப்பட்டுள்ளன? அதன்படி, எத்தனைபேருக்கு வேலைவாய்ப்பு கிடைத்துள்ளது? அவற்றின் தற்போதைய நிலை என்ன? என்பது குறித்து தமிழக அரசின் தொழில்துறை அறிக்கை தாக்கல் செய்ய வேண்டும் என்று கேட்டு இருக்கிறது. இப்போது நடந்த 2–வது உலக முதலீட்டாளர்கள் மாநாட்டில் ரூ.3 லட்சத்து 431 கோடி முதலீட்டை ஈர்க்கும் வகையில் 304 புரிந்துணர்வு ஒப்பந்தங்கள் கையெழுத்திடப்பட்டுள்ளன. இதில் மகிழ்ச்சிக்குரிய செய்தி என்னவென்றால், இந்த 304 புரிந்துணர்வு ஒப்பந்தங்களை தவிர, 12 ஆயிரத்து 360 சிறு, குறு மற்றும் நடுத்தர நிறுவனங்களை தொடங்கும் வகையிலான ஒப்பந்தங்கள்தான். நிச்சயமாக சிறு, குறு மற்றும் நடுத்தர நிறுவனங்கள் விரைவில் தொடங்கப்படுவதற்கும், ஏராளமானவர்களுக்கு வேலைவாய்ப்பு கிடைப்பதற்கும் வாய்ப்பு இருக்கிறது. மொத்தத்தில் இந்த மாநாட்டில் கையெழுத்திடப்பட்டுள்ள ஒப்பந்தங்கள் எல்லாம் நிறைவேற்றப்பட்டால் 10,56,141 பேருக்கு புதிதாக வேலைவாய்ப்பு கிடைக்கும். வீட்டுவசதி, சுற்றுலா, வேளாண்மை, உயர்கல்வி, கல்வி, எரிசக்தி, தகவல் தொழில்நுட்பம் என்று பலதரப்பட்ட புதிய தொழில்களுக்கான முதலீடுகள் ஈர்க்கப்பட்டுள்ளன. ஏற்கனவே இருக்கும் பல பெரிய நிறுவனங்களும் விரிவாக்க திட்டங்களுக்கு முன்வந்துள்ளன.

கனரக தொழில்களுக்காக மட்டும் 136 ஒப்பந்தங்களும், வீட்டு வசதி துறையில் 70 ஒப்பந்தங்களும், உயர்கல்வி நிறுவனங்களை தொடங்குவதற்காக 50 ஒப்பந்தங்களும் கையெழுத்தாகி உள்ளன. இவ்வளவு புரிந்துணர்வு ஒப்பந்தங்கள் கையெழுத்திடப்பட்டுள்ள நிலையில் இதில் 70 சதவீதத்திற்கு மேலான ஒப்பந்தங்களையாவது நிறைவேற்றி முடிக்கும்வகையில், இந்த மாநாட்டை நடத்தி காட்டிய முனைப்பை விட அதிகமான முனைப்பை தமிழக அரசு காட்ட வேண்டும். அந்த பணிகளும் இதேவேகத்தில் தொய்வில்லாமல் நடந்து தொழில்துறையில் தமிழகம் முதல் இடத்தை பெறவும், லட்சக்கணக்கான படித்த, படிக்காத, திறன் படைத்த தொழிலாளர்களுக்கு வேலைவாய்ப்பை அளிப்பதுமே தனது இலக்காகக் கொண்டு தமிழகஅரசு முழுமூச்சுடன் செயல்படவேண்டும். புரிந்துணர்வு ஒப்பந்தங்கள் போடப்படுவதோடு மட்டுமல்லாமல், அது நிறைவேற்றப்படுவதில்தான் சாதனை இருக்கிறது என்பதை முழுமையான குறிக்கோளாகக்கொண்டு தமிழகஅரசு வெற்றி காண வேண்டும்.

Dhoti, suits, sari replace colonial dress at NU convocation

NAGPUR: Jodhpuri suits, dhoti or chudidar for men and white sari along with scarves for women would replace the traditional academic attire of dashboard hats and colourful gowns when the Nagpur University holds its 106th convocation ceremony at Suresh Bhat Auditorium on Saturday. The NU would be fourth in the state to do so.
Beside change in dress code, the NU would also be witnessing the presence of chancellor in this convocation after nearly a decade. Former governor SC Jamir was the last chancellor to attend NU’s 96th convocation on July 25, 2009, as per university records.

Though three ceremonies were held here under his tenure, governor Ch Vidyasagar Rao would be making his first appearance at the NU convocation.

A former VC said the governor, who is also the chancellor, should ideally attend the senate meetings too but university affairs are not on their priority list. “Nagpur has virtually become a power centre. That may have impacted the governor’s decision this time,” the ex-VC said.

NU watchers have blamed earlier VCs for the absence of chancellor during the last nine convocations. Union minister Nitin Gadkari is being credited for Rao’s decision to attend the ceremony. Recently, both had shared the dais during the convocation of Mahatma Phule Agriculture University at Rahuri. It was the same function where Gadkari had fainted for which he had blamed the traditional robes.

Talking about shunned the traditional robes, vice chancellor SP Kane said there was no decision to continue with the gowns and caps after the 100th convocation.

Pro-VC Pramod Yeole said the colonial gowns and caps were introduced for first time to mark the special occasion of the 100th convocation. “Till 99th ceremony, academic procession has been donning traditional Jodhpuri suits only,” he said.

City’s Visvesvaraya National Institute of Technology (VNIT) and Ramtek-based Kavikulguru Kalidas Sanskrit University are the other institutions to have dropped the attire from their convocations last year. On January 11, Pune University conducted the ceremony in ethnic attire along with Puneri pagdi.

The NU has finalized scarves having different colours as per the four faculties. The deans and students would don these scarves as per their respective faculty. The academic costume of Jodhpuri suits is not applicable to governor, chief guest Shiv Nadar, guest of honour Gadkari.

Kane said in the past students have come on stage in their traditional attire to receive medals and NU has never insisted on a particular dress.

MHRD issues orders for revision of allowances of teachers, equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in the Universities and Colleges as per the Recommendations of Seventh Central Pay Commission

The much awaited orders on revision of allowances and special allowances for teachers and equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in Central Universities and Colleges there under have been issued by the Ministry of Human Resource Development. This also includes centrally funded Deemed to be Universities.The orders come into force with immediate effect.

The revised special allowance per month for Vice Chancellor, Pro-Vice Chancellor, Principal in PG College and Principal in UG College are Rs. 11,250/-, Rs. 9,000/-, Rs. 6,750/- & Rs. 4,500/- respectively.

This is likely to benefit 30000 teaching and equivalent staff in Central Universities and 5500 in Deemed to be Universities.

This will serve as a bench mark for 7 lakh teachers in State Universities.

7 nursing colleges to lose RGUHS affiliation over certificate scam

BENGALURU: Seven nursing colleges in the state will be disaffiliated from Rajiv Gandhi University of Health Sciences(RGUHS) from 2019-20 due to their alleged involvement in the certificate scam.

“The disaffiliated colleges are Bethel Medical Institute of Nursing Sciences, Hosmat College of Nursing, Pan Asia College of Nursing, Bethel College of Physiotherapy, Hosmat College of Physiotherapy, Hosmat Hospital and Educational Institution and Gayathridevi College of Nursing, all located in Bengaluru. These institutions are run by a single management and are facing allegations of involvement in the certificate scam. The disaffiliation will remain in place till the colleges come clean,” said Dr S Sacchidanand, vice-chancellor, RGUHS.

The move will reduce nursing seats by about 350 in 2019-20. “These seven institutions will be disaffiliated soon and a notice will be sent to them. We will issue a public notice shortly to bring about awareness among students not to seek admission in these colleges,” said Dr Sacchidanand.

RGHUS said the colleges had been told not to admit students during 2018-19 but they went ahead and enrolled 350 students. “We will see if there are any provisions to accommodate over 1,000 students currently on the rolls of these institutions in other colleges,” said another senior university official.

Sunny D, chairman, Bethel Medical Mission (BMM), which runs the seven institutions, said the university has not sent them any notice. “The varsity has to call for verification before taking up the disaffiliation. The case is being investigated by the CID,” said Sunny. He denied any affiliation with Gayathridevi Nursing College, though as per the records, it’s run by BMM.

UGC Increases Guest Faculty Salary; Details Here

The Honorarium has been enhanced to Rs1,500 per lecture subject to a maximum of Rs. 50,000 per month.

University Grants Commission (UGC) in a letter to the registrars of all universities said the Honorarium for Guest Faculty be enhanced to Rs1,500 per lecture subject to a maximum of Rs. 50,000 per month. The UGC, higher education regulator, said the Commission in its 537th meeting held on December 10, 2018 considered the issue of enhancement of the rates of Honorarium of Guest Faculty in universities and colleges consequent upon the implementation of the recommendations of the 7th Pay Commission.

Prior to this the per lecture Honorarium was Rs. 1000 and maximum in a month was Rs. 25,000.

According to the UGC, the Guest Faculty be appointed only against sanctioned post.

"However, for the universities where the sanctioned posts are not adequate as per the teaching working load, the number of Guest Faculty to be appointed can be up to 20% over and above the sanctioned posts," the notification added.

It also said the qualification for Guest Faculty has to be the same as those prescribed for the regular Assistant Professors of Universities/Colleges in UGC Regulations.

"The Selection procedure for appointing Guest Faculty shall be the same as those of regularly appointed Assistant Professors," it added.

The Commission also said Guest Faculty will not be treated like regular teachers for the purpose of voting rights or for becoming the members of the various statutory bodies of the university.

"The superannuated teachers may also be considered for engagement as Guest Faculty subject to a maximum age limit of 70 years," it said.

The Guest Faculty will not be given the benefit of allowances, pension, gratuity and leave etc. as admissible to the regular teachers, it said.

"These guidelines will come into force with effect from the date of issue of this letter," said the letter which was written on January 28, 2019.

"We are happy with the increase in total pay in a month though our demand was 65,000 per month for a teacher. But, the per lecture Honorarium should have been been more," said an office bearer from a teacher organisation.

TN class XII question pattern changed

In a last minute decision, the Tamil Nadu government announced changes in question patterns for the upcoming class XII state board exam.

Fill in the blanks, assertion-reason, match the following and similar questions will replace all the Multiple-choice questions (MCQs) this year in Part -A (one-mark questions).

Although there was no mention of such changes when the model question papers were released by the State Council for Educational Research and Training (SCERT) earlier this month.

The class XII examination will be conducted from March 1, 2019, and the studnets will follow the new pattern. Students are apprehensive that the new question pattern may have adverse effect on the results.

Marks per subject from 200 to 100 and the exam duration by 30 minutes have already been reduced by the government.

Computational thinking (CT) is a problem-solving process that involves steps like formulating a problem, finding a solution and elucidating in a way that humans or machines can understand the solution. Characterisation of computational thinking is the ‘3 As’ iterative process based on three stages– 1. Abstraction deals with problem formulation, which means observing an event and formulating the problem statement, 2. Automation creates an algorithmic solution and 3. Analysing deals with solution execution and evaluation.

COMPUTATIONAL THINKING IN EDUCATION

The most important function of education is to prepare our students for a future, about which we know a little. “The ways in which the upcoming generations work, interact, and communicate with technology will continue to evolve at a rapid pace. Young children will have to be equipped with computational thinking and technology-driven perspectives that will drive many tools and services of tomorrow,” said Ratnesh Jha, managing director - South Asia, Cambridge University Press. The students have to be equipped to live and lead in a world where humans and machines will coexist.

“Students should be educated about CT as it is an enabler that will equip them with higher order thinking skills to adapt to problem-solving approach in any aspect of life,” said Maneesh Prateek, dean, School of Computer Science, UPES.

COMPUTATIONAL THINKING V/S CODING

Coding is the expression which helps deliver the solution which is understandable and executable by a machine, while CT is a problem-solving process wherein the solution is designed to make humans and machines understand and execute it. “Coding is a post-process of CT. It is the intellectual ability to lay down commands and making the computer process information to perform a function. Computational thinking helps in breaking down the task and know how to execute the solution,” said Arun Albert, head, Training and Professional Development, OP Jindal Global University.

PROFESSIONAL RELEVANCE

“Computing is a fundamental part of daily life commerce in the modern economy. This is an era where machines, digital technology and innovation are working with humans to enhance capabilities,” added Jha.

In the contemporary times, computational thinking touches all aspects and functions of a business setup. Its need has been identified and is becoming ever crucial as a skill at the workplace where almost everything is driven by data – be it analysing human behaviour, changes in the financial market, health sector hygiene.

“As big data is a crucial part of people’s lives,statistics need to be added more prominently, in education and jobs. Stronger integration of statistics will require a cadre of professionals equipped with fluent computational skills,” SV Subramanian, professor of Population Health and Geography at Harvard University.

Crises of skilled teachers across institutes

India is yet to come up with education-friendly policies to deal with shortage of skilled teachers in schools and universities. There is no dearth of talent, but due to absence of strict evaluation process and training, we are not able to churn out skilled teachers.

“Sudden expansion of educational institutes in India has led to shortage of experienced and skilled teachers,” said Subhash Bhalla, professor, University of Aizu, Japan. The Indian-origin professor who has studied in IIT Delhi, has been involved with teaching the University of Aizu in Japan for the past few decades.

“Several higher education institutes are struggling to have full-time experienced teachers. They are dependent on temporary teachers to somehow manage with minimum requirements,” said Bhalla, on the sidelines of Confluence 2019 organised by Amity University.

Bhalla appreciated government’s move to invite Indianorigin professors working in foreign universities to return to teach in India. “Retirement age of the professors has also been increased and some of the retired professors are being called back to teach in the universities. However, such temporary measures will bring about impactful changes,” he added.

Like Japan, where all the universities follow a uniform educational pattern, India too must have a centralised system for the schools and universities to have strict guidelines on the courses and teaching methods.

Instead of eyeing the PhD holders and professors from abroad, the government should focus on nurturing local talent, and create skilled and experienced teachers.

Bhalla has been involved with research in big data analytics (BDA) and electronic health records standard, helping in creating a uniform standard in medical science and healthcare. This will create life time medical records, sharing information across hospitals and laboratories, through archival services. These huge collections of big data will also allow mass scale (population data) for medical research and studies.

“Research and compilation of medical data has been carried out across the globe. In India, C-DAC has been actively looking into standards for healthcare. These standards will make medical data sharable and help its transfer and storage,” he added.

These standardised records make data to make it language neutral that helps in sharing it among rural primary health centres. His research will be useful globally to deal with different terms and medical standards world-wide.

Japanese government, says Bhalla, is encouraging its universities to collaborate with India. Increasing globalisation has encouraged Japanese researchers to work in English.

The University of Aizu in association with few universities in India such as DU, IIIT Hyderabad, University of Hyderabad, NIT Delhi, IIT-Delhi, has started an annual conference on BDA in 2012. Several conferences held in Indian cities helped the researchers from both the countries to network and collaborate.

Travels during the year-end break helps me meet many people. This week’s story is about three seniors I met. The trouble with nudging the age 60 mark is that we end up worrying about retirement without much provocation. Here are some of the observations and lessons swirling in my head.

Patil Mama is 92. He lives in his village and walks in his fields every day. He enjoys his food and keeps his routine. Shakuntala Mami is 76 and lives by herself in a rented house. She is immersed in spiritual and religious pursuits and spends her time teaching shlokas. Bawa is 68 and lives with his doting wife and son. He is unable to walk or hold himself straight and his condition is deteriorating.

First, all three draw pensions from the government. A tidy sum that appreciates every year from dearness allowance, and gets reset when pay commission recommendations are implemented. So many of us now work for the private sector. Those who work for the government now have the NPS. The annuity markets pay too little and the era of guaranteed returns is gone. And when we retire, we will have to use finer techniques to draw upon the corpus, without depleting it. So, how do we make the corpus grow while using it?

Second, they all lead simple and frugal lives. They don’t need expensive gadgets or clothes; they eat simple food; they are happy to travel by public transport. These simple habits make their pensions adequate, leaving behind a small saving at the end of the month. On the other hand, we have converted into a society of consumers. Would those of us on the verge of retirement, be willing to give up the luxuries our corporate lives have afforded us?

Third, the quality of the seniors’ lives is determined primarily by their relationships and their health. Mama is still the patriarch, well respected by the villagers. Mami is loved for being the dynamic and fearless lady who lives by herself. Her neighbours and friends dote on her. Bawa, however, is a lonely man. His wife worries if he is depressed. We are a generation with no roots. We went where the jobs took us, made friends along the way, and hope to make more new friends in the retirement villa we have bought.

Fourth, the qualitative difference in their lives, and the joy in everyday existence is driven by a strong sense of purpose. Mama is keenly following the efforts of his son to create orchards and is learning even at this age. Mami is learning new shlokas and hymns each day to teach more people. Bawa is a sad man who does not practice medicine that he learned, or acupuncture and yoga that he mastered. He has been gripped with fear after an accidental fall a few years ago. Without purpose, so much of life is lost.

Fifth, Mama hardly complains of health issues. He rests when tired, and is otherwise active. Mami keeps good health and has her routines of daily walk and exercise. Bawa sadly, is unwilling to see the doctor to get treated and has all but lost his mobility and independence.

While friends tell me lovely new age stories of how the newly retired travel the world, meet friends, eat out, and have a lot of fun, I remain concerned about the safety nets of pension, family, habits and health. Bawa’s deterioration sets alarms bells ringing in my head. I wonder if we are truly well prepared.

Food delivery apps now deliver six crore orders a month

On-demand Food Delivery Biz Grows Four-fold In Nine Mths

The Indian appetite for food delivered through mobile apps such as Swiggy and Zomato is growing at a fast clip with about 6 crore (60 million) orders being placed on these online platforms in December, a four-fold increase in just nine months. The on-demand food delivery business, which saw 15 million orders in March 2018, is scaling up rapidly. This growth has been primarily driven by Swiggy and Zomato, which are currently the largest food delivery companies in the country and together command a market share of nearly 80%. These food delivery majors alone now employ about around 2.8 lakh persons described as “delivery executives or delivery partners”. Both Swiggy and Zomato claim that they each deliver over 25 million orders per month now, sources said.

“In the last 12 months, we have seen a four-fold increase in transactions on the platform,” Swiggy said. “This exceptional growth on an already large base is indicative of the convenience that Swiggy brings to consumers lives and the vast potential of the food delivery space in India,” the company said.

“Growth in the food delivery sector has been massive in the past few months. Our order volume has grown more than five-fold,” a Zomato spokesperson said. Zomato is also rapidly expanding its footprint — from 15 cities last January to 144 cities now with the number of restaurants on the platform surging from 28,000 to more than 80,000 during the timeframe. “Our efforts are on track to expand our footprint to more than 200 cities and more than 1,00,000 restaurants within this financial year,” the Zomato spokesperson said.

“Swiggy continues to expand the food delivery category adding millions of new users every month, emerging as the go-to food delivery platform in the country with presence in 69 cities (54 cities added in the last nine months),” the company said. “In the last 12 months alone, we have more than doubled the number of restaurant partners on the platform to close to 60,000,” Swiggy said. “Swiggy’s fleet comprises of over 1.3 lakh active delivery partners including over 200 women delivery partners,” the food delivery major said.

Foodpanda and UberEats, the food delivery platforms promoted by taxi hailing apps Ola and Uber, are also scaling up fast. With an average order size of Rs 250, the GMV (gross merchandise volume) for the on-demand food delivery business is now estimated to be around ₹18,000 crore or $2.6 billion on an annualised basis. The top-10 cities in the country account for about 80% of volumes implying a monthly run rate of 48 million orders.

Food delivery companies are pumping about $30 million (about ₹210 crore) per month into their business. Swiggy delivered about 75 million orders in the fourth quarter of 2018, a whopping 279% surge on a year-on-year (y-o-y) basis, data compiled by Kotak Institutional Equities from multiple sources showed.

The annualised GMV for both Swiggy and Zomato is estimated to have touched $1 billion in 2018. “We believe this (growth) has been on account of increased capital availability and its deployment into delivery infrastructure creation, customer acquisition and rapid expansion into tier-I/II cities,” analysts at Kotak Institutional Equities said.

Women in high-demand jobs tend to gain weight

Women who face heavy psychological pressures at work are more likely to gain weight, a study claims.

The study, published in ‘International Archives of Occupational and Environmental Health’, included data from over 3,872 participants in Sweden. “We saw that high job demands played a part in women’s weight gain, while for men there was no association between high demands and weight gain,” said Sofia Klingberg, a researcher at University of Gothenburg in Sweden.

The participants in the study were investigated on three occasions over a 20-year period with respect to such variables as body weight and demands and control at work. They were followed either from age 30 to 50 or from 40 to 60.

To estimate the level of job demands, they were asked about their work pace, psychological pressures, if there was enough time for their duties and how often the demands made were contradictory.

The results show that the respondents with a low degree of control in their work more frequently gained considerable weight, defined as a weight gain of 10% or more, in the course of the study. This applied to women and men alike.

But long-term exposure to high job demands played a part only for women. In just over half of the women subjected to high demands, over the 20 years, weight gain was some 20% higher than in women subject to low job demands. PTI

Why was IAF’s requirement cut from 126 Rafale fighters to 36?

UPA’s deal was to purchase 18 aircraft in flyaway condition. The rest were to be manufactured in India. Neither the 18 nor the rest happened. Since 2000, Air Force has been desperately asking for help saying its squadron strength is coming down. Nothing happened for 10 years and the Air Force was in deep trouble. I explained in Parliament how our neighbour was getting emboldened. We increased the purchase of flyaway aircraft from 18 to 36. There is no reduction from 126 to 36. For the rest, we have already issued an RFI for them to be manufactured in India through a strategic partnership. Anybody can join hands with them. It could be HAL or anybody else.

Was the IAF kept in the loop while finalising the Rafale deal?

Nothing in the government of India, at least in the defence ministry, happens without the service concerned pitching in. I explained in Parliament that every time emergency purchases – a maximum of two squadrons – were made, Air Force had advised. I have explained how Mirage was bought from France and how Sukhoi was bought from Russia. That was the case when purchases were made from the US too. Each time, it has been two squadrons; so, it is this time too.

What are the issues in disbursing payment to HAL?

If HAL says its payments are delayed, IAF says deliveries are delayed. HAL’s argument is that IAF keeps changing its standards. IAF’s stand is specifications can be frozen only if delivery happens within a reasonable time.

IAF asks, if delivery is delayed by several years, is it under compulsion to buy outdated equipment or can it ask for an upgrade?

This reflects poorly on the capability of the PSUs manufacturing aircraft and weapons.

Air Force, Army and Navy have to sit with HAL and see how best they can speed up things. Ministry has to work towards strengthening existing capabilities. All these cannot be demanded of the Modi government in three years. They had not happened in 30 years. When the government delivers some rapid changes, questions are being raised as to why HAL is not being paid. Public accounts committee headed by Shri Mallikarjun Kharge has written about issues concerning HAL. When Dassault-HAL deal was not happening, why didn’t the then raksha mantri do something to ensure it? I can’t answer that question. If HAL has not got the Rafale order now, nobody has got it. It is just 18 flyaway increased to 36.

Congress has been demanding a JPC probe into Rafale. Why do you oppose it?

What is the need for a JPC probe when there is no scam in the Rafale deal? In the case of 2G, CAG had come out with a detailed report. In the case of Bofors, media went all out to see where the money came from, who were the individuals, what connections they had.

Congress has said that when it comes to power, it would make HAL the offset partner for Rafale.

They can do what they want. First of all, I have no official record on who is the offset partner for Rafale deal. And that’s not a flaw. They have time to tell us when and with whom they are going. It need not necessarily be for production. What was supposed to go to HAL through Dassault (as per UPA’s proposed deal) is not what is going to A, B or C now. It is absolutely wrong to say that Modi government has taken away from HAL and given it to the brother of somebody. If at all something is going there, it is the offset. I don’t know it officially. This is an absurd twist that what Dassault was supposed to give to HAL for the manufacture of 126 aircraft has been given to Reliance in Nagpur.

Offset policy demands Dassault spend at least 50% of the money in India. Now, we are only talking about offset. It can go to one company or 100 companies. It can be for the production of tyre or tube or wing or fuselage of some other defence equipment. The offset OEM can do anything with that money.

You said Congress is a pawn in an international corporate rivalry. What did you mean?

They did not buy the equipment when Air Force was desperate. Even after making provision to buy 18 flyway aircraft, they did not place the order. The then defence minister asked, where is the money? When you had already made provision in the budget, how could you ask where is the money? As they claim that 95% of the negotiation was over and only the last 5% was pending, something else has to be there. You didn’t buy it and when we are buying through an inter-governmental agreement, you are trying to stop it. It gives the impression that you don’t want the order. Is national interest there in your mind at all?

Train 18 named Vande Bharat Express

India's fastest train, Train 18, will be known as Vande Bharat Express, railway minister Piyush Goyal said on Sunday.

The 16-coach train will run between Delhi and Varanasi at a maximum speed of 160 kmph and will be flagged off by PM Narendra Modi. Goyal said he has sought time from the PM for the launch. The train was manufactured in 18 months at a cost of ₹97 crore by Integral Coach Factory, Chennai. The train received all statutory clearances for commercial operations on Friday.

The fully air-conditioned train will stop at Kanpur and Allahabad and will have two executive chair cars and and 14 non-executive chair cars. The train fare is likely to be higher than what is charged in Shatabdi trains, which will include food as well.

Officer wins award for good governance, but caught for graft

Hours after he was conferred the chief minister’s award for excellence and good governance in education on Republic Day, the Uttarakhand government removed Almora’s chief education officer (CEO) over corruption charges.

While Jagmohan Soni was accepting the award from Union minister Ajay Tamta and state cabinet minister Harak Singh Rawat in a grand ceremony in Almora on Saturday, the orders to remove him were being typed in state capital Dehradun.

In fact, the state government deemed the matter so urgent that education secretary Bhupinder Kaur Aulakh was asked to come to office on Republic Day when all offices were closed and sign the letter sanctioning his removal. The officer has now been attached to the education directorate in Dehradun. Though the government order does not mention the reason for Soni’s removal, officials in the education department said he was accused of accepting bribes while hiring teachers in government-aided schools.

Talking to TOI, Soni confirmed that he had received orders of his removal but added that the allegations against him were not true. “I am aware of the allegations, but they are baseless. I was awarded for my contribution to the state’s education on the very same day I was removed from my post. This is absurd,” he said.

“Local residents had complained that some officials, including Soni, were demanding bribes ranging into lakhs of rupees to hire teachers,” an official told TOI on condition of anonymity.

FB post against PM lands man in jail

The Sirkazhi police in Nagappattinam district arrested an MDMK functionary for making a post against Prime Minister Narendra Modi on social media website Facebook on Saturday night.

The police arrested the town secretary of MDMK in Sirkazhi, Sathiyaraj Balu, for creating a picture of Modi carrying a ‘begging bowl’ (Thiruvodu) in his hand and posting it on Facebook on January 24. Taking offence to the post, leaders of Hindu Makkal Katchi and the BJP brought the issue to the notice of the Sirkazhi police on January 25. They also lodged a complaint with the police demanding action against the MDMK man.

Acting on the complaint, the police registered a case against Sathiyaraj Balu under sections 504 (intentional insult with intent to provoke breach of the peace) and 505 (2) (statements creating or promoting enmity, hatred or ill-will between classes) of IPC.

Prime Minister Narendra Modi laid the foundation stone for the All India Institute of Medical Sciences (AIIMS) in Madurai on Sunday. He said that AIIMS had cultivated a brand name for healthcare. With setting up AIIMS in Madurai at a cost of more than ₹1,200 crore, the brand would reach out to all corners of the country, from Kanyakumari to Kashmir and Madurai to Guwahati to Gujarat, he said.

After laying the foundation stone, the Prime Minister also inaugurated, via video conference, three super-specialty hospitals in Madurai, Tirunelveli and Thanjavur, which have been established at a cost of ₹150 crore each. The NDA government was giving priority to the health sector to ensure affordable healthcare to all. Medical colleges and undergraduate seats in medical colleges have been increased by 30% in the last four-and-a-half years. “The speed and scale of Mission Indhradhanush is setting a new paradigm in preventive healthcare,’’ he said.

Pradhan Mantri Matru Vandana Yojana and Pradhan Mantri Surakshit Matritva Abhiyan are making safe pregnancy a mass movement. He said that 1.5 lakh health and wellness centres are being set up to provide comprehensive primary care and preventive healthcare services. Tamil Nadu has set up 1,320 of these centres, he said.

Pradhan Mantri Jan Arogya Yojana health insurance offers up to five lakhs per family a year to cover 10 crore needy families in case of hospitalization. It is the largest health insurance scheme in the world.

“I am happy to learn that 1.57 crore people in the state are covered under the scheme. In just over three months about 89,000 beneficiaries were admitted to hospitals and an amount of Rs 200 crore has been authorized for them in Tamil Nadu,” he said. The Central government is committed to TB elimination by 2025. “I am happy to learn that the state government is upscaling the tuberculosisfree Chennai initiative and sticking to eliminate tuberculosis in the state by 2023 itself. I complement the state for the commitment of all aspects of the national TB control program,” he said.

The GPO centre will cater to residents of North Chennai. The units were set up after regional passport office (RPO) sought the services of the postal department to identify post offices for setting up the kendra. These units will function like the Passport Seva Kendra of RPO.

More than 500 candidates thronged government schools in the city to apply for the teaching posts that might fall temporarily vacant on Monday due to the ongoing strike by government teachers.

The state school education department had earlier announced that government teachers who don’t drop out of the protest will lose posting forever. They will be replaced by temporary or retired staff at a consolidated pay of ₹10,000 a month, the state had said.

Further, protesting teachers who return to work after Monday will face disciplinary proceedings and might have to work from a different school depending on the vacancy position. They will also bear a pay cut for absence from work. Till Sunday evening, more than 450 teachers have been suspended for participating in the protests and cases have been registered against them for unlawful assembly, public nuisance, wrongful restraint and deterring public servants from discharge of duties.

In Chennai, 427 boycotted work of whom 12 were suspended. Applications were invited to temporarily fill their vacancies and 500 applied till Sunday afternoon, according to official records.

Office-bearers of the Joint Action Committee of Tamil Nadu Teachers Organization-Government Employees Organization (Jacto-Geo), on the other hand, have reiterated that they will continue their protests till their demands are met. They have been on an indefinite strike since Tuesday, pressing nine-point charter of demands, including revival of old pension scheme, pay on a par with central government teachers and payment of 21 months arrears.

They further rejected claims by state fisheries minister D Jayakumar that increasing their pay scale will take a toll on the amount spent towards welfare schemes. K A Sengottaiyan, state school education minister, has expressed willingness to hold talks and resolve the issue so that functioning of schools can resume.

Since Tuesday, over 70% of government-funded schools in TN are not fully functional due to high rate of absenteeism among teachers. Besides primary schools, higher secondary students are also left in the lurch. Though practical exams for the boards begin next week, preparatory work has come to a standstill in most schools.

Boy behind wheel leaves two injured, 10 vehicles damaged

A teenager drove a car through narrow streets of Washermenpet, banging into people and vehicles on Sunday evening. The mayhem left two people injured and ten vehicles damaged.

A first-year college student from Madurai, the boy had come to Chennai on Saturday to meet one of his relatives. On Sunday, he told his relatives that he knew driving and that he would park the car outside the compound. Relatives told police that they refused to give him the car, but he took it away when they were away.

The boy, who clearly did not know driving, lost control of the vehicle and crashed against a few vehicles near his house. When some people on bikes shouted and chased him, he panicked and tried to speed away through Elaya Street, Sundaram Pillai Nagar and Vaidyanathan bridge.

“He went through narrow stretches, damaging bikes parked all along the street,” said a police officer. “He drove for at least to 2km.” A CCTV footage recovered from Elaya street showed the maroon colour car zipping across a street and damaging a motor bike. A few motorists were seen chasing the car. After crossing the bridge, he did not know how to bring the vehicle to a halt and rammed into a tree, damaging the vehicle.

People finally caught him and bashed him up. A traffic policeman rescued him from the angry crowd. Washermenpet traffic investigation police booked him for rash driving. He was later let off on bail.

Prime Minister Narendra Modi on Sunday sought to defend the 10% reservation for the economically weaker sections in Tamil Nadu, where it met with stiff opposition from all quarters, promising that the quota will not affect those who enjoy reservation at present.

The decision has been taken in such a way that it does not affect dalits, tribals or other backward classes who are already availing the benefits of reservation, Modi told a public meeting in Madurai. “It is unfortunate that some people create suspicion and mistrust in Tamil Nadu to serve their selfinterest,” he said.

The new quota was among measures to provide employment opportunity and education to all sections of society.

In what could be the BJP’s campaign theme for TN for the Lok Sabha election, Modi said his government would come down hard on corruption and those who “looted” the country.

“The Union government is taking effective steps against corruption. All those who cheated or looted the country shall be brought to justice. This is regardless of whether they are in India or abroad,” Modi told a public meeting organized by the BJP in Madurai shortly after laying the foundation stone for AIIMS in the city on Sunday. Modi’s statements come against the backdrop of reports of the Centre moving ahead with its plan to bring back economic offenders who have fled the country.

At a time when EVMs are again in the news over fresh hacking claims, Prime Minister Narendra Modi, in in his monthly radio programme ‘Mann Ki Baat’on Sunday, praised the Election Commission for its “meticulous organising abilities” and adherence to “free and fair polling”. “The scale on which elections are held in India is a matter of great awe for the world. Taking a dig at the ‘grand alliance’ of opposition parties in the making, Modi said, “All those who made deals in government contracts, defence deals and welfare schemes are facing the music. That is why they are coming together”. “They have set aside their differences just to keep the watchman (him) away”.

“Whatever group they form out of fear and negativity, Narendra Modi will stand firmly with the poor. I call upon the people of Madurai and the youth of Tamil Nadu to reject the forces of negativity,” he said.

When Modi landed in Madurai at 11.30am, a group of protesters led by MDMK leader Vaiko, a DMK ally, released black balloons elsewhere in the city. Police rounded them up. He said TN has been one of India’s most progressive industrial states and it was leading in the ‘Make in India’ initiative. “It shall also be one of the pioneering states for the defence industrial corridor. Our aim is to make TN the hub for aerospace engineering, design, manufacturing and allied activities. Defence industry corridor shall be generator of employment opportunity as well,” he said.

Giving credit to TN for developing high speed T18 trains, he said it has elicited interest among several countries. When production begins on a large scale it can provide a large number of employment opportunities. He said better infrastructure for better connectivity was essential for employment creation and that Tamil Nadu will have 10 smart cities including Madurai.

Ultra-modern Tejas trains will soon connect Madurai and Chennai. Relating to Devendra Kula Vellalar community’s plea for ensuring justice and opportunity, he said the issue was brought to him and he was fully sensitive towards their demand. “And you would be happy to know that there is significant progress with regard to it. I assure the community that justice will be done,” he said.

Efforts were on to re-establish railway connectivity between Rameswaram and Dhanushkodi destroyed in a cyclone in 1964. He began his speech by recalling the richness of Madurai’s heritage and Tamil Sangam and paid respect to former CM Jayalalithaa.

Lashing out at the DMK for its criticism against the PM, BJP state president Tamilisai Soundararajan said cadres would sacrifice anything to make Modi PM again in 2019.

ஏழை, நடுத்தர மக்கள் தனியார் மருத்துவமனைகளுக்குச் செல்லவே பயப்பட்டுக் கொண்டிருக்கிறார்கள் என்பது நிதர்சனம். மத்திய, மாநில அரசுகளே, லட்சக்கணக்கில் தொகை வழங்கும் மருத்துவக் காப்பீட்டுத் திட்டங்களைத் தொடங்கும் அளவுக்கு, தற்போது மருந்துவக் கட்டணங்கள் உயர்ந்திருக்கின்றன.

"சொந்த ஊர் பல்லடம். தந்தை என்.கிருஷ்ணராவ், தாய் நாகம்மை. தந்தை மருத்துவர் என்பதால், பணி நிமித்தமாக தஞ்சாவூர் வல்லத்துக்கு இடம்பெயர்ந்துவிட்டோம். அங்கு பள்ளிப் படிப்பு முடித்த பின், சென்னை ஸ்டான்லி மருத்துவக் கல்லூரியில் மருத்துவம் பயின்றேன்.

விடுதியில் தங்கிப் படிக்க செலவு அதிகம் என்பதால், தஞ்சாவூர் மருத்துவக் கல்லூரிக்கு மாற்றம் செய்து, அங்கு கல்லூரிப் படிப்பை முடித்தேன். பின்னர், மதுரை மேலுார் வெள்ளலூரில் உள்ள துணை சுகாதார நிலையத்தில் கடந்த 1966-ம் ஆண்டு தற்காலிக மருத்துவராகப் பணியில் சேர்ந்தேன். அங்கு ஓராண்டு பணிபுரிந்தேன்.

"எனது தந்தை ரூ.3 மட்டுமே மருத்துவக் கட்டணமாக பெற்றார். அவரிடமிருந்துதான் எனக்கு இந்தப் பழக்கம் ஏற்பட்டது. பல ஆண்டுகளாகவே ரூ.10 தான் கட்டணம். காலை 11.30 மணி முதல் 4 மணி வரை சர்க்கரை ஆலையிலும், மாலையில் மோகனூரில் உள்ள வீட்டிலும் சிகிச்சை அளித்து வருகிறேன். மாத்திரை, மருந்து எழுதித் தந்துவிடுவேன். ஆஸ்துமா நோயாளிகளுக்கு மட்டும் இலவசமாக மருந்து வழங்குகிறேன். அவற்றை, எனது உறவினர் ஒருவர் அன்பளிப்பாக அளித்து வருகிறார்.

பெரும்பாலும் ஏழை, எளிய மக்களே சிகிச்சைக்கு வருகின்றனர். அவர்களிடம் அதிக கட்டணம் வசூலிப்பது முறையா? மருத்துவம் ஒரு சேவைதான். அர்ப்பணிப்பு உணர்வோடு பணியாற்றுவது அவசியம்" என்றவரிடம், "மருத்துவம் தாண்டி வேறு எதில் கவனம் செலுத்துகிறீர்கள்?" என்றபோது, "இதுவரை ஆன்மிகம் சார்ந்து இரு புத்தகங்கள் எழுதியுள்ளேன். 'மனித இயல்பும், வாழ்க்கை நெறியும்', 'மெய்ப்பொருள்' என்ற இரு புத்தகங்கள் எழுதியுள்ளேன்" என்றார்.

தொடர்ந்து சிகிச்சையில் கவனம் செலுத்திய டாக்டர் ஜனார்த்தனன், நோயாளிகளிடம், அவர்களது குடும்ப உறுப்பினர்போல பேசியபடி, சிகிச்சை அளித்தார்.

கோடை விடுமுறை நாட்கள். காலை எழுந்து கொஞ்ச நேரத்துக்குள்ளாக எனது மகன், ‘போரடிக்குதும்மா’ என்றபடி விளையாடுவதற்காக ‘ஐபேட்’ கேட்டு நச்சரிப்பான். எனது குழந்தைப் பருவ நாட்களை யோசித்துப்பார்த்தேன். வீட்டில் கிடைக்கும் பொருட்களை வைத்தே பொழுதுகளைப் போக்கிய நாட்கள். மிகச் சாதாரணமான அத்தகைய விளையாட்டுகளெல்லாம் இன்று ‘கிரியேட்டிவிட்டி’ என்று விதந்தோதப்படுகிறது!

நானும் அண்ணனும் செய்த ‘ராமரின் வில் - அம்பு’, காகிதத்தாளுக்கு நடுவில் குச்சியை ஒட்டிச் செய்த பட்டம் என வெறும் தென்னை விளக்குமாறு குச்சியை வைத்துக்கொண்டு செய்த விளையாட்டுப் பொருட்கள் ஏராளம். ஒத்த வயதுச் சிறுமிகளுடன் செய்த செப்புச் சமையல். இன்றும் நவீன சமையலறை விளையாட்டுப் பொருட்களை வைத்துப் பிள்ளைகள் விளையாடத்தான் செய்கிறார்கள். ஆனால், உண்மையான அரிசியை, உண்மையான செடிகளின் இலைகளைப் பறித்து, தண்ணீரில் போட்டுக் குழம்பு வைத்து சமைத்துச் சாப்பிடும்போது கிட்டிய சுகம், இன்றைய எவ்வளவு நவீனமான செயலிகளிலும் எக்ஸ்பாக்ஸ்களிலும் கிடைக்காதது.

கொஞ்சம் போரடிக்கவிடுங்கள்

குழந்தை வளர்ப்பு குறித்த பல்வேறு ஆராய்ச்சிக் கட்டுரைகள் சமூக வலைதளங்களில் வந்தவண்ணம் இருக்கின்றன. எல்லோருக்கும் அதன்மீது அக்கறை திரும்பியிருப்பது ஆரோக்கியமான விஷயம்தான். ஆனால், இவையெல்லாம் இன்னதென்று வரையறுப்பவற்றை, எந்தப் பெயரிடுதலும் இல்லாமல் நம்முடைய குழந்தைப் பருவங்களில் நாம் செய்தவைதான். உதாரணமாக, ‘உங்கள் குழந்தைகளைச் சில மணி நேரங்களுக்காகவாவது பொழுதுபோகாமல் இருக்கச்செய்யுங்கள்’ என்கிறார்கள். அதாவது ‘போரடிக்கவிடுங்கள்’. “எப்போதும் டிவி, செல்போன், எழுத்து, படிப்பு என ஏதாவது செய்துகொண்டே, ஏதாவது திட்டமிடப்பட்ட வேலைகளைக் கொடுத்தவண்ணம் இருக்காதீர்கள். ஏனெனில், அவ்வாறு போரடிப்பது அவர்களுக்குள் இருக்கும் படைப்புத் திறனை ஊக்குவிக்கும்” என்கிறார்கள். “கண்ணில் படும் சிறு பொருட்களை வைத்து அவர்களாகவே விளையாட்டுகளை உருவாக்கிக்கொள்ளும்போது குழந்தைகளின் கற்பனைத்திறன் மேம்படும்!” என்கின்றன ஆராய்ச்சி முடிவுகள்.

எது எப்படியோ, ரத்தமும் சதையுமான ஓர் அன்பு நிறைந்த இறுகிய அணைப்புக்காக ஒவ்வொரு குழந்தையும் காத்துக்கிடக்கிறது. அவர்கள் கதைக்கும்போது அகலவிரியும் நம் கண்களைத் தேடுகிறது. “ஒவ்வொரு வருடமும் திருவிழாவுக்கு வரும் பல உறவினர்களில் ஒரே ஒரு தாத்தா மட்டும் ஐம்பது காசு என்றும் பாராமல் எப்போதும் பால் ஐஸ் வாங்கித்தருவார்” என இன்றும் என் அம்மா நினைவுகூர்வார். வருடங்கள் பல கடந்தாலும் இன்றும் நினைவில் வாழ்கிறார் அந்த இலைக்கடை தாத்தா. குழந்தைப் பருவம் அலாதியானது. எங்கேயோ, எப்போதோ, யாரோ செய்யும் சிறுசிறு செயல்கள் ஒவ்வொரு குழந்தையையும் செதுக்குகிறது. முதன்முதலில் காகிதக்கப்பல் செய்து உடனிருந்து மழைநீரில் விட்ட தாத்தா, தூங்கும் வரை வள்ளுவன் - வாசுகி கதை சொன்ன ஆச்சி, செருப்பு வாங்க கடைக்குச் செல்லும்போது ஒவ்வொரு செருப்பாய்ப் போட்டுப்பார்த்து நடந்துகாட்டச் சொல்லும் அப்பா, மின்வெட்டு நாட்களில் விடிய விடிய விசிறியால் வீசி வேர்க்காமல் தூங்கவைத்த அம்மா, மாமா வாங்கிக் கொடுத்த குதிரைப் படம் போட்ட அட்டைப் புத்தகம், சித்தியுடன் சேர்ந்து மொட்டைமாடியில் நட்சத்திரங்களை ரசித்தது, நமக்காகவே விடுமுறை நாட்களில் காத்துக்கிடக்கும் அத்தைப் பிள்ளைகள். ஒவ்வொருவரின் நினைவுகளிலும் சின்னஞ்சிறு பருவத்தை சிறுசிறு செயல்களால் சிறப்பாக்கிய நண்பர்கள், உறவுகள் எப்போதும் நிலைத்திருக்கும். விளையாட்டு குழந்தைகளைக் களிப்படையவும் செய்கிறது, இளைப்பாறவும் வைக்கிறது.

வெவ்வேறு திசைகளில் எண்ணங்கள் ஓடிக்கொண்டிருக்க, விளையாடுவதற்கு ஐபேடைக் கேட்ட என் மகனிடம், மைதா மாவைப் பிசைந்து அவன் கைகளில் கொடுத்தேன். சட்டெனக் குதூகலமடைந்தவனாய், அந்தக் கையளவு மாவுருண்டையில் ‘பீட்ஸா’ கடைவைத்து, அவனுடைய பொம்மைக் கார்களில் ‘டெலிவரி’ செய்து, அரை நாளில் செல்வந்தனாகிப்போனான். கண்கள் மினுங்கக் கூத்தாடினான்!

ஈரோடு மாவட்டத்தில் கம்ப்யூட்டர் சென்டர் நடத்திவந்த நபருக்கும், அங்கு பணிபுரிந்த பெண் ஒருவருக்கும் கடந்த 1997-ல் திருமணம் நடந்தது. இவர்களுக்கு கடந்த 1999-ல் ஒரு பெண் குழந்தை பிறந்துள்ளது. இந்நிலையில் தனது உடல் ரீதியிலான ஆசையை மனைவி பூர்த்தி செய்யவில்லை எனக்கூறி கணவர் கடந்த 2013-ம் ஆண்டு ஈரோடு குடும்ப நல நீதிமன்றத்தில் விவாகரத்து கோரி வழக்கு தொடர்ந்தார்.

இந்த வழக்கில் மனைவி தாக்கல் செய்த பதில் மனுவில், ‘‘கணவரின் தாம்பத்திய ஆசையை பூர்த்தி செய்ததால்தான் எனக்கு பெண் குழந்தை பிறந்துள்ளது. கணவருக்கும், அவருடைய அத்தை மகளுக்குமிடையே தவறான தொடர்பு உள்ளது. அவர்கள் இருவரும் திருமணம் செய்து கொள்வதற்கு ஏதுவாக என்னிடம் விவாகரத்து கோருகிறார். எனவே எனது கணவருக்கு விவாகரத்து வழங்க முடியாது. மேலும் எனக்கும், எனது மகளுக்கும் மாதம் ரூ. 30 ஆயிரத்தை ஜீவனாம்சமாக வழங்க கணவருக்கு உத்தரவிட வேண்டும்’ என அதில் கோரியிருந்தார்.

இந்த வழக்கை விசாரித்த ஈரோடு குடும்ப நல நீதிமன்றம், ‘மனைவி மற்றும் மகளின் பராமரிப்புக்காக கணவர் மாதந்தோறும் ரூ. 7,500-ஐ ஜீவனாம்சமாக வழங்க உத்தரவிட்டு, கணவரின் மனுவை தள்ளுபடி செய்தது.

இந்த உத்தரவை எதிர்த்து சென்னை உயர் நீதிமன்றத்தில் கணவர் மேல்முறையீடு செய்தார். இந்த வழக்கை விசாரித்த நீதிபதிகள் ஆர்.சுப்பையா, சி.சரவணன் ஆகி யோர் அடங்கிய அமர்வு, ‘மனுதார ரான கணவர் 16 ஆண்டுகள் கழித்து தனது மனைவி தாம்பத்திய ஆசையை பூர்த்தி செய்யவில்லை எனக்கூறி விவாகரத்து வழக்கை தொடர்ந் துள்ளார்.

இது ஏற்புடைய தல்ல. வயது, உடல்நிலை, குழந்தை வளர்ப்பு போன்ற காரணங்களால் குடும்பத்தின் கூடுதல் சுமை மனைவி மீது விழும் சூழலில், இல்லற வாழ்வில் ஒத்துழைக்க மறுக்கிறார் எனக்கூறி எளிதாக ஒதுக்கிவிட முடியாது. இது குடும்பச் சூழ்நிலை மற்றும் வழக்கின் உண்மைத்தன்மைக்கு ஏற்ப மாறுபடும் என்பதையும் ஏற் கெனவே பல்வேறு தீர்ப்புகள் உறுதிசெய்துள்ளன. இந்த வழக்கில் கீழமை நீதிமன்றம் சரியான உத்தரவைதான் பிறப்பித்துள்ளது” எனக்கூறி மனுவை தள்ளுபடி செய்தனர்.

நாட்டின் அதிக வேக ரயில் வந்தே பாரத் எக்ஸ்பிரஸ், கடந்த டிசம்பர் மாதம் ராஜஸ்தான் மாநிலம் கோடா-சவாய் மதோப்பூர் ரயில் நிலையங்களுக்கிடையே சோதனை ஓட்டத்தின்போது.

நம்நாட்டிலேயே உருவாக்கப்பட்டுள்ள அதிவேக ரயில் 18 ரக ரயிலுக்கு 'வந்தே பாரத் எக்ஸ்பிரஸ்' என பெயர் சூட்டப்படுவதாக மத்திய ரயில்வே துறை அமைச்சர் பியூஷ் கோயல் தெரிவித்துள்ளார்.

டெல்லியிலிருந்து வாரணாசிக்கு 160 கி.மீ.வேகத்தில் செல்லக்கூடிய உள்நாட்டிலேயே வடிவமைத்து தயாரிக்கப்பட்ட இந்த ரயில் தயாரிக்க ரூ.97 கோடி செலவாகியுள்ளது.

இந்த ரயிலுக்கு புதிய பெயர்சூட்டப்பட்டது குறித்து ரயில்வே துறை அமைச்சர் பியுஷ் கோயல் நேற்று (சனிக்கிழமை) வெளியிட்ட அறிக்கையில் கூறியிருப்பதாவது:

புல்லட் ரயில் போன்ற தோற்றத்தில் வடிவமைக்கப்பட்ட இந்த ரயில் நாட்டிலேயே அதிகவேகமாக செல்லக்கூடியது. 16 பெட்டிகள் கொண்ட இந்த ரயில் கடந்த 18 மாதங்களில் உருவாக்கப்பட்டுள்ளது.

நாட்டிலேயே என்ஜின் இல்லாமல் முதன்முதல் தயாரிக்கப்பட்ட இந்த ரயில் ரேபரேலியில் உள்ள மாடர்ன் கோச் பேக்டரியில் கட்டப்பட்டதாகும்.

இது முழுக்கமுழுக்க குளிர்சாதன வசதி கொண்டது. இந்த ரயில் இரண்டு பெட்டிகளில் சொகுசு இருக்கை வசதி செய்யப்பட்டுள்ளது. இந்த ரயில் கான்பூர் மற்றும் அலகாபாத் நிலையங்களில் மட்டும் நின்று செல்லும்.

இது முழுக்க முழுக்க ஒரு மேட் இந்தியா ரயில் ஆகும். ஷதாப்தி எக்ஸ்பிரஸ் ரயிலுக்கு பதிலாக இயக்கப்படும் இந்த 'ரயில் 18' ரக ரயிலுக்கு பொதுமக்கள் பல்வேறு பெயர்களை பரிந்துரை செய்தனர். ஆனால் நாம் முடிவாக 'வந்தே பாரத் எக்ஸ்பிரஸ்' என பெயர் சூட்டி குடியரசு தின பரிசாக மக்களுக்கு வழங்குகிறோம். இந்த ரயிலை விரைவில் பிரதமர்ல மோடி கொடியசைத்து தொடங்கிவைப்பதார்.
