Home WiFi can be your worst nightmare

If your home WiFi is what makes you feel secure about online transactions, official work or sharing personal and sensitive data from the comfort of your bed, be warned. You might be surprised at how easy it is to hack into your home WiFi network, courtesy that humble router.

According to Finnish cyber security firm F-Secure, for very little money, a hacker can rent a Cloud-enabled computer and guess your network’s password in minutes by brute force or using the powerful computer to try many combinations of your password.

According to Sanjay Katkar, joint managing director, Quick Heal Technologies, cyber criminals exploit vulnerabilities in home WiFi routers by delivering a payload.

“Once infected with the malware, the router can perform various malicious activities like redirecting the user to fake websites when visiting banking or other e-commerce sites,” Katkar said. In addition to stealing personal and financial data, cyber criminals can also infect smart devices connected to the home network.

According to F-Secure, apply some mind to which router you purchase. “Routers that come bundled with your internet connection or the most popular routers on e-commerce sites are also the ones that are most often hacked because their popularity makes them an obvious target,” said the cyber security firm.

Ask for a router that supports the newest WiFi Protected Access (WPA) security standard called ‘WPA3’. You can also create a separate network for your guests with a different network name and password, so in case of hacking from their devices, your family data is secured.

With 20% student vacancies year after year, some of Karnataka’s engineering colleges have fastened a new responsibility on lecturers: Bring in fresh admissions or take a pay cut.

Now that second-year PU examinations and Common Entrance Test are over, colleges are gearing up for admission season. Students are waiting for the counselling calendar. And some lecturers are dreading the thought of becoming marketing agents by baiting students for their institutions.

According to lecturers STOI spoke to, the student admission target varies between 2 and 20. The pay-cut threat is real. Karnataka colleges have 1 lakh engineering seats, and some 20,000 go abegging. In extreme cases, a handful of lecturers have been hounded of their jobs.

Areputed college in Bengaluru reportedly sacked a few lecturers who didn’t like the diktat. “Their attendance biometrics was withdrawn without notice. The management assigned no reason before sending them home. Some had eight years of experience,” a lecturer privy to developments said.

KM Karthik, president of All-India Private Colleges’ Employees’ Union (AIPCEU), said, “If lecturers do raise their voice against the diktat, managements blacklist them and ensure no college hires them.” Sources said managements are pushing principals to bring more revenue from admissions. The principals turn the heat on lecturers.Last week, AIPCEU president (Karnataka chapter) Ranganath Gowda filed a PIL in the high court seeking nod to establish unions to protect lecturers’ interests. The high court has allowed the petition.

Syndicate meeting of BDU put off to May 27

After leaving the syndicate meeting of Bharathiar University in Coimbatore last week in haste, higher education secretary Mangat Ram Sharma has decided to conduct syndicate meeting of Bharathidasan University in the secretariat at Chennai on May 27.

While the syndicate meeting was going to be held on Monday, May 20, it has now been postponed to May 27. But the meeting may not take place on May 27 either as another crucial meeting on constituent colleges is scheduled on the same date, a source said.

Speaking to TOI, university registrar Gopinath Ganapathy said that the syndicate meeting was scheduled to take place on Monday, May 20. But it was postponed as higher education secretary is not available on the day. Based on his availability, the date has been rescheduled to May 27. But the fact that the date falls after election results, he insisted on conducting the meeting in Chennai as all principal secretaries will be in Chennai, Ganapathy said.

“Vice chancellor’s request for conducting the meeting in the university premises was rejected by the higher education secretary,” said sources from the university.

A crucial meeting on constituent colleges, which was to take place on May 21, has been rescheduled on May

27. It is unlikely for the higher education secretary to attend both the meetings, said the source.

“Usually the syndicate members will be given travel allowance for attending syndicate meeting. The cost will increase manifold, which is unnecessary spending to the university and can be avoided,” said a syndicate member. Affiliation to some of the new colleges that will start functioning from this year is pending, which has to be taken up in this syndicate meeting. Apart from approval to new courses started by some of the affiliated colleges, discussion on appointment of some of the vacant teaching posts in the university is likely to take place, a source said.

Don’t insist on parents buying accessories from school: HC

The Madras high court has directed Coimbatore-based Amirtha Vidyalayam, run by Matha Amirtanandamayi Trust, not to insist that parents of their wards buy material other than textbooks from the school.

“The school can sell books necessary for the students. As for other accessories, there cannot be any compulsion on the parents to purchase them, except uniform and shoes,” Justice C V Karthikeyan said.

The vacation judge was passing the interim order on a plea moved by M Hemalatha and S Vijayababu, whose children are studying in the school.

According to the petitioners, for the past two years, the school management had been profit-oriented, contrary to the avowed ideals of its founder.

They further alleged that the school insisted on the parents to buy accessories — including shoes, socks, sports dress, school bag and lunch bag s from the school itself.

This apart, instead of the textbooks prescribed by the National Council for Educational Research and Training (NCERT), which cost ₹450, the school management was compelling parents to buy books published by Oxford and Cambridge and costing ₹5,500.

The school management had issued a circular to parents, insisting that they pay ₹5,500 for textbooks and ₹5,000 for other accessories, including lunch bags. The petitioners further pointed out that the management insisted on brown shoes for the kids as such shoes would not be easily available in the market. It is an indirect compulsion to buy them from the school, they said.

When a section of parents opposed such moves, the management threatened to issue transfer certificates to their children. Even a complaint made to the district collector has not evoked any convincing response, they claimed.

As the management was still insisting that they buy such material from the school at an exorbitant price, the petitioners approached the court.

Almost 90% cut in prices of nine anti-cancer drugs

In a major step to make cancer cure affordable for patients and their families, the retail prices of nine anti-cancer drugs, including commonly used chemotherapy injections to treat lung cancer, have been slashed by up to 87% by the National Pharmaceutical Pricing Authority.

As per the revised order, the maximum retail price of chemotherapy injection pemetrexed (500mg), sold under the brand name Pemxcel and used to treat lung cancer, has come down from ₹22,000 to ₹2,800. A 100mg dose of the same injection will henceforth cost ₹800 against ₹7,700. The retail price of another common chemo drug, epirubicin (brand name Epichlor), will be ₹276.8 for a 10mg injection against ₹561 and ₹960 for a 50mg injection against ₹2,662.

The price of erlotinib tablets, sold as Erlotaz, will cost ₹1,840 for a pack of 10 of 100mg strength, against the old price of ₹6,600, and ₹2,400 for a 10-tablet pack of 150mg strength against the old price of ₹8,800.

Similarly, the price of everolimus (brand name Lanolimus) of strengths 0.25mg and 0.5mg have been brought down to ₹406 and ₹739 from ₹726 and ₹1,452, respectively.

The price of leuprolide acetate hormonal therapy injection (brand name Leuprogon Depot), commonly administered to cancer patients, has come down to ₹2,650 from ₹3,990. “Most of these are commonly used in several cancer therapies. The cost cut will be extremely beneficial to patients, particularly those who spend out of their pocket,” said Apollo Speciality Hospital senior oncologist Dr T Raja.

NPPA is an independent body of experts under the Union ministry of chemicals and fertilisers that monitors and controls drug prices in India. This is the second time the NPPA has announced a price cut on anti-cancer drugs since March.

In February, it invoked extraordinary powers in public interest under the Drugs (Prices Control) Order, 2013 to bring 42 nonscheduled anti-cancer drugs under price control, capping trade margin at 30% through trade margin rationalisation.

At least 72 formulations and more than 390 brands reduced costs following the order.

Though major drug manufacturers did not comment on the ramifications of the price cut, health industry spokespersons said the companies have been asked not to cut down on production volumes.

Patient groups and organisations are happy with the government order. “My doctor has told me that the reduction in medicine cost will bring down my chemo bills drastically. I will have to see my bills to know how much it will be,” said 56-year-old Arunachalam V, a banker. He has medical insurance but had exhausted the limit a few months ago after a surgery. “Any price cut is good for patients like me,” he said.

Bad loans: Supreme Court ruling a big blow to banks, defaulters rejoice

India’s new insolvency regime, which has proven in a short span to be much more efficacious than the unwieldy one it superseded in resolving stressed assets, has hit a speed-breaker, with the Supreme Court on Tuesday quashing the Reserve Bank of India’s (RBI) February 12, 2018, circular that sought to quicken the process and add more rigour to it. With the apex court declaring the central bank’s fiat ultra vires, the lenders will now be under no compulsion to take the Insolvency and Bankruptcy Code-mandated process to resolve scores of stressed assets in various industries.

Instead, they could bide time and adopt the resolution plans of their own choice.

While the IBC process requires the existing promoters to step out, they could feel more secure of being in the saddle if bankers decide to use the non-IBC route.

In view of the SC order, the central bank may decide to modify its directive, while still not digressing from the objective of efficient resolution of stressed loan accounts, analysts said. However, till the RBI comes up with a new policy, its previous circulars and schemes like SDR could get revived.

The apex court held that the Section 35AA introduced by the government in the Banking Regulation Act in early May 2017 (which the RBI used to issue the circular) allowed directions that “can only be in respect of specific defaults by specific debtors” and not those meant for debtors generally. It also held that reference under the IBC has to be with authorisation from the central government.

Through the circular, the RBI stipulated a one-day default rule on term loans in general — it said that a borrower missing repayment even for a day will be treated as a ‘defaulter’ and added that banks will finalise a resolution plan for such defaults of over `2,000 crore within the next 180 days and if they fail in doing so, the account will be subject to the IBC process.

Among the immediate beneficiaries of the SC order are the promoters of nearly three dozen stressed power sector assets with a combined capacity of over 40,000 MW and a debt exposure of some `2 lakh crore and those of a clutch of sugar and shipping firms. Rating agency Icra had earlier said the RBI circular required as many as 70 large corporate accounts, with loans worth `3.8 lakh crore, to come up for IBC resolution by September 1, 2018.

The SC ruling will provide relief to the promoters of even those firms that have already been taken by lenders to the National Company Law Tribunal (NCLT) under the RBI circular including the cases admitted by the tribunal — some power assets of RattanIndia, GMR, GVK, ILFS and Coastal Energen are in this category. Of course, the high-profile insolvency cases such as Essar Steel, Bhushan Power and Steel and Jaypee Infratech, which had reached the IBC arena before the RBI issued the contentious circular, won’t be impacted by Tuesday’s SC order.
Through the circular, the RBI practically had said if a resolution plan wasn’t found for the ‘default’ cases by August 27, 2018, the accounts should be sent to bankruptcy courts. However, the apex court on September 11 last year asked banks to maintain status quo and not to initiate insolvency proceedings against the defaulting companies under the circular.

While the circular was challenged first in the Allahabad and Madras High Courts, latter the cases were clubbed and heard by the SC. During the hearings, the RBI has been categorical in its defence of the circular.

The RBI said it wanted to address the “serious malady of evergreening of stressed accounts being resorted to by lenders in order to avoid provisioning” as well as “preserve the economic value of assets and enable banks to extend a holding hand to various companies which are under stress”. According to the central bank, since stressed assets and NPAs in the banking system had reached “unacceptably high levels”, it was incumbent upon it to take urgent measures for their speedy resolution in order to improve the financial health of banks.

On March 14 this year, the RBI pointed out that none of the corporate defaulters, who deferred the insolvency process, thanks to the SC’s status quo order, managed to come up with any resolution plan that could be considered by banks. “It is apparent that they don’t have any resolution plans,” the RBI said. “It is noteworthy that the additional period of 180 days also came to an end on 28.02.2019. Barring 2 or 3 cases which have been resolved and some more cases which have been referred to the NCLT, the position remains the same,” it said.

Since the circular has now been quashed, all consequential proceedings, including IBC proceedings, initiated under Section 7 of IBC have been quashed.

The SC bench comprising RF Nariman and Vineet Saran said, “the impugned circular applies to banking and non-banking institutions alike, as banking and non-banking institutions are often in a joint lenders’ forum which jointly lend sums of money to debtors. Such non-banking financial institutions are, therefore, inseparable from banking institutions insofar as the application of the impugned circular is concerned. It is very difficult to segregate the non-banking financial institutions from banks so as to make the circular applicable to them even if it is ultra vires insofar as banks are concerned. For these reasons also, the impugned circular will have to be declared as ultra vires as a whole, and be declared to be of no effect in law.”

According the HC, the practice of exhibiting photo of a person and shaming him in public for the sin of being not paying back a loan cannot be encouraged in civilised societies

The Kerala High Court on Tuesday held State Bank of India (SBI)'s decision to publish photos of load defaulters in newspapers as 'arbitrary and illegal'. The Court said that the threat held out by banks to publish photos of defaulters in newspapers lacked legislative sanction.

Allowing writ petitions filed by two defaulters against the SBI notice, Justice V Chitambaresh said, “The practice of exhibiting a photograph of a person and shamming him in public for the sin of being in an impecunious condition cannot be encouraged in civilised societies like ours.”

The move was clearly an affront to the right to live with dignity and honour as well as the right to privacy of the loanees and such publication of photographs therefore, violates the rights guaranteed to the loanees under Article 21 of the Constitution of India, the court held.

The judge said that there was nothing immoral in their (loanees) failure to repay the loans owing to a floundering business or other unavoidable reasons.

During the hearing, SBI contended that terms and conditions of the loan agreements allowed them to publish defaulters’ photographs in newspapers. But the HC pointed out that there was no provision in the Security Interest (Enforcement) Rules (SARFAESI) that enables banks to threaten to publish photograph of defaulters.

The HC pointed out that the clause in the agreement at best empowered the bank to reveal only the names of borrowers in the print media or to disclose the information and details relating to the credit facility. "Even if there was such a permissive clause, the loanees would not (be) stopped from challenging the action of a bank on the ground of violation of fundamental rights of loanees,” the court said.

Earlier this week, a division bench of justices CN Ramachandranan Nair and CK Abdul Rehim ruled that loan defaulters should be given freedom to sell mortgaged land themselves at market prices and settle liabilities.

The HC's order was in response to an appeal filed by KC Thampi of Thiruvaniyoor in Ernakulam seeking an order allowing him to settle the liability of around Rs9 lakh to a primary cooperative bank by selling a part of his mortgaged properties consisting of over two acres of land and his house.

The High Court said the power of banks to sell mortgaged land should be used in a discreet, as opposed to destructive, manner. "Bank should try to sell the minimum extent of land of the defaulter, the sale price of which will be sufficient to discharge the debt and allow the defaulter to retain his remaining property," the Court said.

The Bench also made it clear that its order would have the effect of a general direction and it would be applicable to all recovery proceedings initiated by cooperative societies and government institutions falling under Kerala Revenue Recovery Act.

Dying Declaration not Invalid if not Certified by a Doctor- Supreme Court

Case name: Poonam Bai v. The State of Chhattisgarh

The present appeal assails High Court’s order, whereby the Court convicted the appellant under Section 302 of the Indian Penal Code for committing the murder of the deceased Vimla Bai. Here it would be relevant to mention that there were no eye witnesses to the incident in question and the prosecution’s case mainly rested on two dying declarations.

Bench’s Verdict

In view of the facts and circumstances and evidence adduced in the case, the Three-Judge Bench of the Supreme Court held that the dying declaration was not trustworthy and acquitted the appellant accordingly. While refusing to rely on the dying declaration, the Supreme Court made some essential observations pertaining to dying declaration in the case as under:

That there cannot be any dispute that a dying declaration can be the sole basis for convicting the accused. However, such a dying declaration should be trustworthy, voluntary, blemishless and reliable.

That in case the person recording the dying declaration is satisfied that the declarant is in a fit medical condition to make the statement and if there are no suspicious circumstances, the dying declaration may not be invalid solely on the ground that it was not certified by the doctor. That insistence for certification by the doctor is only a rule of prudence, to be applied based on the facts and circumstances of the case.

The real test is as to whether the dying declaration is truthful and voluntary. It is often said that man will not meet his maker with a lie in his mouth. However, since the declarant who makes a dying declaration cannot be subjected to cross­examination, in order for the dying declaration to be the sole basis for conviction, it should be of such a nature that it inspires the full confidence of the court.

Chennai: Passenger held for kissing woman airlines staffer

After the complaint by the girl, the Chennai airport authority was informed and the CCTV footage at the boarding pass counter was checked. The video showed the man kissing her hand twice before fleeing the spot.

Chennai: The airport police arrested a 34-year-old passenger from Cuddalore for kissing a woman private airlines staffer at Chennai international airport on Friday night. The Dubai -bound passenger was offloaded and handed over to the police.

According to police, the accused Mohammed Sherif( 34) supervisor at a private company in Dubai, originally from Panruti in Cuddalore arrived at Chennai international airport on Friday evening to board a private flight to Dubai.

Sources said at around 7 pm Mohammed was waiting in the queue along with the other air passengers to receive his boarding pass from the counter. Police said a 23-year-old woman employee of the private airlines was giving boarding pass.

Police said when the girl gave him the pass, he allegedly held her right hand tight and started kissing her hand. The girl, however, managed to pull her hand back and informed the airline's authority. Mohammed, however, fled the spot.

After the complaint by the girl, the Chennai airport authority was informed and the CCTV footage at the boarding pass counter was checked. The video showed the man kissing her hand twice before fleeing the spot. The man was nabbed from the domestic terminal of the airport later. Based on the complaint by the private airlines, A case had been lodged with the airport police.

The airport police filed a case under IPC 4b and remanded him under judicial custody.
NGO demands probe against former chief secretary Rama Mohana and his brothers

Chennai: Aroppor Iyakkam, a NGO, has demanded the Directorate Vigilance and Anti-Corruption wing to expedite probe against former Chief Secretary Rama Mohana Rao and his brother for allegedly committing irregularities to the tune of Rs 400 crore in providing manpower service to 70 Government Hospitals across the State.

Addressing media persons in Chennai on Friday Convener of Arappor Iyakkam, Jayaram Venkatesan has demanded the Directorate of Vigilance and Anti-Corruption Wing personnel to act on its complaint dated January 9, 2017. After filing the complaint, the NGO provided additional evidence to the DVAC in July 2017.

On Friday, the NGO has provided additional evidence disclosing illegalities in outsourcing of housekeeping and security services by Padmavathi Hospitality and Facilities Management for 70 government hospitals in the State. Colluding with the senior government officials, the HR firm committed irregularities to the tune of Rs 400 crore.

According to Arappor Iyakkam, the Tamil Nadu Medical Services Commission (TNMSC) had floated a tender on January 8, 2016, for outsourcing of housekeeping and security services for a total of 70 Government Hospitals under the control of the Directorate of Medical Education. The illegalities continued for three years.

He said evidence gathered by the NGO shows that Rama Mohan Rao’s brother P Srinivasa Rao was a partner of Padmavathi Hospitality and Facilities Management in 2014, which has been taking up outsourcing tenders of housing and security services from 2014 till now. The HR firm deliberately manipulated the attendance of the staffs to show that a higher number of staffs in the attendance records than actual number of staffs, who worked in the hospitals. This was done colluding with the authorities in the government hospitals. Over invoicing of staffs leading to enrichment of the HR firm.

The HR firm committed irregularities to the tune of Rs 35.05 crore in 70 hospitals between 2016 to 2019. The hospitals includes Rajiv Gandhi Government General hospital, Medical College Hospital, Omandurar Government Estate, Government Stanley Medical College hospital and Government General Hospital, Royapettah, Chennai.

The staffs were also illegally diverted the staffs from government hospital to private hospitals. The HR firm had not installed the bio-metric devices. Two years after the complaint, the DVAC the probe is in the initial stage.

Disclosing the additional evidences the NGO demanded the DVAC to expedite investigation, which remained in the initial stage, blacklist the firm and recover the swindled amount from the firm.

MADURAI: The Madurai Bench of the Madras HC dismissed petitions filed by three postgraduate engineering students seeking revaluation of their semester marks on the grounds that some of the questions were out of syllabus.

Justice G R Swaminathan passed the order by citing the delay made by the petitioners in voicing out their grievance. The judge noted that 315 students from 65 institutions across the State had appeared for the examination, but the grievance regarding the impugned question had emanated only from the petitioners.

He also pointed out that there was no complaint from petitioners about the questions being framed out of syllabus before the declaration of results.


The petitioners ought to have made the complaint before the pre-valuation meeting was conducted or the publishing of results so that it could have been examined, he stated.

CHENNAI: Pedestrians struggling to cross the busy GST Road to get access to East Tambaram and West Tambaram, now have something to cheer as the feasibility study by the Highways department, has suggested a 500 metre-skywalk cum foot overbridge, connecting East Tambaram to West Tambaram, at a cost of Rs 71 crore.

This comes as there is no direct connectivity between East and West Tambaram. The proposed skywalk will connect the East near MCC College and the West near SETC Bus Stop. Pedestrians currently use the existing railway foot overbridge (FoB), which is congested and some people cross the railway tracks, risking their lives.

According to a survey, the maximum pedestrian volume in the area per hour works out to be 3,072, i.e, 51 pedestrians per minute. It is learnt that the feasibility study has taken into consideration, an average population rise of 1.2 per cent for the next 20 years and calculated that by the next two decades, the pedestrian population will rise to 3,900 in the area per hour, which is 65 pedestrians per minute. As such, the width of foot overbridge is worked out at five metres, as per Indian Road Congress guidelines. Since the major skywalk portion falls on the railway portion, the concurrence of the alignment was obtained from Southern Railways in January this year.


The proposed skywalk, which will connect with the existing FoB at Tambaram Railway Station, will eliminate conflicts between pedestrians and vehicles and reduce traffic congestion.

To be built in three phases, the phase-1 will include the highways area of 41.30 metre and the second phase involves railway area of 318.70 metres. The third phase involves 186.70 metre railway area above track.

CHENNAI: The All India Council for Technical Education (AICTE) has recently asked Sree Saastha Institute of Engineering Technology to submit a forensic report verifying the signature on the appointment letter and joining report of T Vasanthavannan, a former faculty of the college, who killed himself last year after the college refused to return his academic certificates.

This has come to light through a letter sent by AICTE to KM Karthik, president of All India Private Colleges Employees Union (AIPCEU) on May 11. While the mother of the deceased alleged that the college had given no appointment letter to

Vasanthavannan, the management had submitted one to the AICTE. Therefore, the council asked the institute to prove lack of foul play by submitting a forensic report on the signature.

Illegal retention of academic certificates by the college had allegedly led to the suicide of the assistant professor. When Vasanthavanan requested the college to relieve him, the management had allegedly withheld his certificates and threatened him not to fight the management, alleged members of his family and former colleagues. They further alleged that he was repeatedly harassed ultimately pushing him to kill himself.

Apart from asking for the forensic report, the council remarked, “After hearing both sides (parent of the deceased and institution representatives), the council is of the opinion that the Mr T Vasanthavannan might have had some health issues. However, it appears that the institute also had harassed him by not giving his education qualification certificates (sic).”

The AICTE has asked the institute to submit the forensic report by June 6.

CHENNAI: Engineering aspirants preparing for 2019 counselling and faculty members from private engineering colleges have urged Anna University to divulge details about the report of a recent inspection conducted on 537 private engineering colleges.

Following the report, varsity officials have reduced the intake of students in 92 colleges owing to insufficient resources including infrastructure, faculty and funds. A senior official said that 22 of the inspected colleges had not applied for affiliation.

The inspection has been conducted at a time when aspirants are preparing for the Tamil Nadu Engineering Admissions (TNEA) 2019. Aspirants are urging the university to release the names of colleges in which intake will be reduced.

“The university has inspected aspects such as infrastructure and faculty strength. These are crucial parameters we consider before short-listing colleges we want to apply to. Anna University should release the report in public domain so that students can benefit from it,” said Rashmi Sandeep, an engineering aspirant.

Faculty members from private engineering colleges too allege that they will be caught in the cross-winds as the reduction of intake will affect their employment. “Reduction in intake will directly lead to unethical termination of faculty members,” charged KM Karthik, president, All India Private Colleges Employees Union (AIPCEU).

Several teachers have been terminated after the All India Council for Technical Education (AICTE) had relaxed the teacher-student ratio from 1:15 to 1:20. “We also want the varsity to release the compensation that the university will provide for the forthcoming loss of teachers in the intake reduced courses,” he said, adding that he had also requested a detailed response from under RTI Act.

University officials told Express that they had taken no decision to make the report public yet. “Some colleges have voluntarily decided to reduce the intake. It may create a bias among people that these institutions too did not have enough infrastructure. That is why we have not released the report in public,” said Registrar J Kumar.

However, MK Surappa, Vice-Chancellor, said that he was in support of maintaining transparency. “I will discuss with other stakeholders and decide how the report can be made public. If TNEA members want the findings of the report, we will give it to them immediately.”

CHENNAI: For failing to settle claim, a consumer forum has directed United India Insurance to provide a compensation of Rs 3.17 lakh to an 80-year-old man.

P Thiyagarajan, a former engineer in the highways department, in his complaint at the forum submitted he underwent surgery at a private hospital in 2016 and was never provided the claim.

According to the petition submitted at the District Consumer Disputes Redressal Forum, Chennai (South), the complainant underwent a shoulder and neck surgery after he met with an accident near Velachery railway station in 2016.

Though retired in 1995, the department intimated Thiagarajan that he was eligible for coverage under United India Insurance Company as a retired government servant. However, after the surgery, the insurance firm never settled the claim, he said.


The forum presided by M Mony observed that the insurance firm even after collecting the insurance premium had not given any attention to settle expenses causing mental agony.

The Madurai Bench of the Madras High Court dismissed petitions of three postgraduate students of engineering for grace marks for a question which they claimed was out of syllabus.

A.G.S. Emmanuel, A. Allwin Pon Suthers and Kanmani Mathana were pursuing Masters from the Government College of Engineering, Tirunelveli.

The petitioners could not clear their theory paper, ‘Integrated Mechanical Design’. The students contended that a question which carried 54 marks was ‘out of syllabus’ and sought additional marks for the question.

Justice G.R. Swaminathan, who took the help of academicians in the case, was told that the question was very much from the syllabus. But the students who were present in the court disagreed with the contention.


The court took cognisance of the fact that the students had challenged the question paper only after the results were out, though they claimed that the issue was raised with the Head of Department.

As many as 315 students across the State took the examination, out of which 90 successfully cleared the test. Apart from the three students, no other student or department complained about the question, the court said.

Such a complaint should have been raised before a pre-evaluation board meeting. If no complaint was made before the meeting, it could not be examined later. The petitioners have not raised the complaint on time.

Ignorance of the procedure is no excuse. The petitioners are guilty of laches, the court said and dismissed the petition.

With nearly a week to go for the results of the Lok Sabha elections, some sections of people in Theni constituency seem to have the slightest doubt on who the winner will be. This is evident in a plaque put up at the Kasi Sri Annapoorani temple which describes the AIADMK candidate — deputy chief minister O Panneerselvam’s son — as “P Ravindranath Kumar, Theni MP,” much to the chagrin of his rival camp.

The temple is situated close to the famous Kuchanoor Saneeswaran temple in Theni district. It is visited by thousands of people every day for “Sani dosha’’ protection. The kumbabhishekam for the rajagopuram of the temple was held on Thursday and the names of the donors who had contributed to the construction works were prominently inscribed on granite stones.

Late chief minister J Jayalalithaa’s name is displayed as a major donor of the temple, followed by the name of deputy chief minister O Panneerselvam. His younger son Jayapradeep Kumar’s name has also been inscribed on the plaque. However, what took many of the devotees who came to the temple by surprise on Friday was the temple administration designating Panneerselvam’s elder son Ravindranath Kumar as member of parliament from Theni.

AMMK spokesperson Thanga Tamilselvan told reporters in Madurai on Friday that the temple administration should remove the plague dated May 16, 2019 immediately as the election results were awaited. He said deputy chief minister O Panneerselvam seemed to have influenced the temple administration to display his son’s name in such a way. ``The AIADMK had violated poll rules many times and the election commission has not acted on complaints regarding them, and now this is one more instance,’’ he said adding that May 23 would put an end to all such gimmicks. MCI seeks assurance on construction in TN college

The state health department will be submitting a written assurance to the Medical Council of India that soon pending construction work will be completed and required faculty members will be appointed to get 95 additional MBBS seats for the government medical college in Madurai. This takes the total tally of seats in the college to 250.

The council has granted permission for the state to start a new medical college in Karur with 150 seats and add 100 more seats to its college in Tirunelveli. After inspecting the government college at Madurai, however, the council has insisted on written assurance.

State health secretary Beela Rajesh will be submitting the letter to the council early next week. If this works out, the state will have 345 additional MBBS seats in government medical colleges. In 2018, Tamil Nadu had 2,900 MBBS seats in 22 government medical colleges. This year, it is likely to have 3,275 seats in 23 colleges.

In addition, the state Kovai Medical College Hospital has got permission to admit 150 students for the undergraduate medical programme from 2019.

The state has taken a policy decision to increase the number of medical colleges or add additional seats to existing colleges every year. Proposals for new medical colleges in Perambalur, Ooty and Ramanathapuram are pending and pressure has been building up for establishing new colleges in Tiruvallur and Kancheepuram.

“All new colleges now have 150 seats. We are trying to increase the number of MBBS seats to 250 in all existing medical colleges,” said director of medical education Dr A Edwin Joe.

The state will surrender 15% of the seats in government colleges for admission through all-India quota, which will be done by the directorate general of health service through online counselling. For the remaining 85% of the seats, the state will use merit in NEET score and 69% rule of reservation to place students to various colleges.

“The pressure on students, particularly in rural areas, has been building high ever since NEET became mandatory. More government colleges in tier 2 and tier 3 cities will mean more students have a chance of getting themselves a seat,” said Doctors Association for Social Equality general secretary Dr G R Ravindranth.

Staff in govt hosps fudged attendance, claims NGO

A Chennai-based NGO, working on anti-corruption and governance issues, on Friday alleged that attendance records of housekeeping and security staff at government hospitals across the state were fudged over the last three years, leading to the government being over-invoiced to the tune of ₹35 crore.

Arappor Iyakkam, released copies of the attendance records which it said were obtained from whistleblowers, has filed a complaint with Directorate of Vigilance and Anti-corruption (DVAC) submitting all evidence.

The contractor supplying housekeeping and security staff is Padmavathi Hospitality Services, a company allegedly linked to former chief secretary Rama Mohan Rao. The DVAC, for the past two years, has been inquiring into whether there was malfeasance in the tender awarded.

Arappor convenor Jayaram Venkatesan said the contractor maintained two registers — one in which the actual number of staff mark their attendance and another where numbers are inflated. The latter is then given to the Directorate of Medial Education (DME) for claiming payments from the government.

Photocopies of the two registers show a difference of 30% in staff attendance.

The idea for the investigation by Arappor came from the health department’s internal inquiry two years ago. The Government Raja Mirasudar hospital in Thanjavur on September 5, 2017, wrote in a report that two attendance registers were being maintained for workers. During inquiry, signatures of housekeeping staff were found fake. The report also flagged over-lapping of staff from one shift to another with night duty workers being made to work in mornings. At Pudukottai Medical college, the register showed 176 housekeeping staff as present, though only 141 were.

Security staff were found working overtime, while biometric attendance, implementation of which is a contract condition, was absent in most hospitals. Records obtained by Arappor showed prevalence of fake attendance of around 30% in the Institute of Child health (ICH) Egmore in April. Internal calculation of mandays and salary paid and that claimed from the government showed the DME was over-invoiced for ₹3.41lakh for ICH in February, Jayaram said. “When extrapolated to 70 hospitals under the DME for the contract period, the loss to the exchequer may be ₹35 crore,” he said.

DME Edwin Joe told TOI he could not answer allegations made by Arappor. “They are finding fault with the system,” he said over a flawed mobile connection. He said he was currently on a holiday.

Fake PhDs plague colleges in TN, 11 profs suspended

At least 11 professors from government arts and science colleges have been caught with fake PhD certificates and placed under suspension, prompting the directorate of collegiate education (DCE) to order verification of all certificates submitted by faculty members in government colleges.

Sources said the erring faculty members had submitted fake certificates from non-existent universities in Meghalaya, Rajasthan and Bihar.

The DCE, in an RTI reply, said that departmental action had been initiated against the professors caught with fake PhD certificates recently.

The recent bout of fake PhD certificate issue started when two assistant professors — Krishnamoorthy and Nagendiran — from the department of botany in Government Arts College in Ooty were held for producing fake PhD certificates in January this year. “One of them had produced a certificate in the name of Veer Ranveer University in Rajasthan and another faculty produced the certificate from Meghalaya — both are non-existent universities,” sources said.

Some of the professors claimed that at least 50 more fake PhD-holding faculty could still be in the rolls of government and government-aided colleges in the state.

“The DCE is lenient and is not taking strong action against the faculty members who produced fake certificates to get appointment as assistant professors. Even now, the suspended faculty members are receiving half their salary from the government,” they said.

“Now, government-aided colleges are also affected by the fake certificates issue. The punishment is not severe. Those who submit fake certificates must be immediately suspended from service,” said N Pasupathy, president, Association of University Teachers (AUT).

“Since there was no mechanism to verify PhD certificates, majority of the fake certificates were generated in the name of universities in north India. The authorities need to scrutinize the certificates during recruitment or immediately after recruitment,” he said.

Faculty associations have demanded state and central governments to introduce QR code in PhD certificates to prevent this malpractice. “Such a mechanism is necessary to prevent malpractices in PhD certificates as well,” said S Swaminathan, advisor of NET/SLET Association.

Despite several attempts by TOI, R Sarumathi, director of collegiate education, was unavailable for comment.

CHENNAI: OF the 577 private colleges affiliated to Anna University (AU), at least 22 have not applied for affiliation this academic year, the university officials have said. The affiliation is mandatory for private engineering colleges to conduct courses. As per rules, non-autonomous colleges have to apply every year for affiliation.

After receiving the application, the University will send a team to conduct inspections —check and review infrastructure and other parameters — before granting permission to these colleges to conduct courses. “These colleges not applying for affiliation is an indication that they want to shut shop,” said a university official.

The official added that the University would stop “all activities regarding the provision of affiliation and other permissions to private colleges on May 15 (Wednesday)”. University Registrar J Kumar confirmed that a total of 22 colleges had not applied for affiliation this year. “As a result, they cannot conduct courses anymore,” he said.

Private engineering colleges in the State have been struggling to fill seats in the last few years. “Last year, too, we had a few colleges shutting down. The real concern is that the number of colleges going out of business is rising every year,” the official added. The list also includes a few architecture colleges. “We thought architecture colleges were doing better,” he said.

After conducting inspections for affiliation, the University has asked 92 colleges to reduce their intake capacity this academic year due to lack of appropriate infrastructure, especially due to the lack of proper facilities and equipment in laboratories. The University has decided to reduce the intake in a total of 300 departments in these 92 colleges in the State.

CHENNAI: The Madras High Court on Wednesday dismissed a plea seeking it to quash a Tamil Nadu government circular asking officials to perform 'yagna' for good seasonal rains, observing it cannot interfere with religious beliefs.

V Anbazhagan, who said he is the editor of a web magazine, had filed the plea against the circular issued in April by the commissioner, Hindu Religious and Charitable Endowments, a government department which manages the temple administration in Tamil Nadu.

In the plea, he said promoting yagna for rain without saving rainwater, growing trees and removing encroachments on waterways, the state government was causing financial loss to the general public and religious institutions.

"The circular is without jurisdiction," he said, adding it is creating a situation whereby the rituals prescribed by the authority will spread irrational thinking.

The petitioner said the government can only indulge in secular activities and not profess to enforce the beliefs of a particular religion.

He said it was against the Constitution of India.

But the court said it cannot interfere with any religious beliefs or hopes.

The judge ordered notice to Anna University and Devi Karumariamman Educational Trust and posted to June 7, further hearing of a petition filed by Maximum ARC Ltd. "Since Devi Karumariamman Educational Trust has consented to clear the entire dues, it is open to the petitioner to consider the said request", the judge added.

The judge said, "Considering the totality of the circumstances, this court is of the view that if the trust is permitted to admit students for the academic year 2019-2020, the future of the students will definitely be in peril and they will be let down. Moreover, this court do not want the students to again knock at the doors of this court, seeking admission in different colleges, as in the case of the previous batch of students. Therefore, in the interest of the students, more particularly the students, there shall be an order of interim injunction, restraining Devi Karumariamman Educational Trust from admitting students from the academic year 2019-2020".

It was the case of the petitioner that the Devi Karumariamman Educational Trust was running Annai Medical College affiliated to Dr.MGR Medical University and Arignar Anna Institute of Engineering and Technology and Arignar Anna Institute of Management Studies and Computer Applications, affiliated to the Anna University. The trust having availed various loans from the Central Bank of India and Bank of India and having stepped into the shoes of the bank, has been taking steps to auction its moveable and immovable properties and since the petitioner had acquired the debt of the trust from the Bank of India vide assignment agreement, the trust should not be allowed to admit students, as the same will create chaos and confusion in the minds of the students, the petitioner added.

The judge said it was brought to the attention of this court by the petitioner that taking note of the plight of the students, some of the students have been directed to be admitted in different colleges, on the basis of the orders of this court dated December 22, 2017, and that the contention of the trust that they were willing to pay the balance amount, can only be taken as a statement made in the air and written on the water. The judge said from the pleadings put forth on either side, it could be seen that pursuant to non-repayment of loans by the trust for years together availed from various banks, SARFAESI ( Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest Act, 2002) proceedings have been initiated against the Trust and the interim order passed by the Debts Recovery Tribunal has not been complied with. "It is needless to mention here that the Devi Karumariamman Educational Trust being a religious educational trust, is expected to not only give quality education, but also preach moral values of life to its students. But to the contrary, there is a continuous default in repayment of loans, that the interim order of the Tribunal has not been complied with and that there is already an order of this court as early as on December 22, 2017", the judge added.

Chennai: Weeks after stopping child marriage, Chennai man hacked to death in public view. On the fateful night of Sunday, 45-year-old auto driver Jebaseelan was murdered in front of his family members by an armed gang. His wife, who protested the attack, was severely injured, The New Indian Express reported.

The shocking incident came two weeks after the deceased intervened to stop a child marriage in his Ayanavaram locality, hence giving rise to speculation that 'revenge' could be the motive.

On the auspicious day of his daughter's wedding reception, Jebaseelan was attacked by the armed gang on his way to the event, just a few metres away from his home. Relatives and other guests were the silent spectators of the murder, the police said.

On April 17, the Jebaseelan saw a poster of the wedding of a 16-year-old girl and informed the police about it. He later accompanied the cops to stop the wedding.

“Two days ago, Jebaseelan’s daughter got married in Tirupati. The reception was scheduled to happen on Sunday evening,” said a police officer.

Chennai: The District Consumer Disputes Redressal Forum, Chennai (South), directed a famous parcel service in the city to pay compensation of Rs 21,000 to a person for misplacing his parcel. He had sent a dining table and two chairs through K.P.N. Speed Parcel Service Pvt. Ltd., Guindy, seven years ago.

In the petition, S. Mohammed Ismail of Velacherry submitted that he planned to send a dining table and two chairs to his father-in-law residing in Mettupalayam. He purchased these for Rs 6,800 from Ram Sons Bedding Mart at Alandur. He booked a parcel containing a dining table and two chairs through K.P.N. Speed Parcel Service Pvt. Ltd., Guindy on January 23, 2012. The parcel did not reach the destination at Mettupalayam. Initially, the parcel service replied that they were searching for the consignment. Subsequently, there was no response from them. He issued a notice on May 28, 2012, to the manager of the company.

He said that the act of the company had caused him great mental agony. Hence, he filed the petition, seeking a direction to the company to pay him compensation along with refund of Rs 6,800 paid towards purchasing the furniture.

In the reply, the manager stated that even after booking the parcel on January 23, 2012, Mohammed Ismail had kept silent till the end of May 2012. As per the terms and conditions, the parcel shall be taken delivery of within two weeks. But the complainant did not claim the parcel for a long time.

Therefore the company had not committed any deficiency in service and the complaint was liable to be dismissed, the manager said.

The bench comprising president M. Mony, members K. Amala and R. Baskarkumaravel submitted that considering the facts and circumstances, the forum was of the view that the opposite party shall pay Rs 6,800, the value of the parcel and a sum of Rs 240, registration charges along with a compensation of Rs 10,000 and costs of Rs 5,000.

CHENNAI: In an interesting turn of events, a girl from near Chennai approached the police on Tuesday to lodge a complaint against her father who had confiscated her school certificates and insisted that she join a graduation course of his choice.

The Class-XII passout from Vepampattu in Thiruvallur district sent a WhatsApp message to police’s common complaints number (7997700100) seeking help. When they asked her to file a written complaint at the nearby police station, she called the child helpline (1098) and they, in turn, asked Sevvapettai police to help the girl.

“My father wants me to join BSc Physics or Chemistry and become a teacher. But, I want to study journalism or BA (Defence),” she said.

“Since I refused to join the course of his choice, my father is not giving me my certificates,” she told Express. The girl’s parents separated in March this year. “When he left the house, he took my Class-X certificates. He said he would return them when I needed it. Later, without my knowledge, he went to my school and collected the transfer certificate.”


Speaking with Express later in the day, the girl said that personnel from Sevvapettai police station contacted her and asked her to come to the station on Wednesday as her father had agreed to hand over the certificates.

MADURAI: The Madurai Bench of Madras High Court issued a statutory notice to the Director of Medical Education and the Director of Public Health and Preventive Medicine and the Dean of Madurai Medical College (MMC) for withholding the original educational certificates of four Postgraduate (PG) doctors even after the Court’s direction. Justice G R Swaminathan issued the notice on the contempt petitions filed by the doctors against the college for failing to comply with the order passed by the Court in their petition in March 2019.

The petitioners – J Christeena Indrani, M Vivek, K Priyadharshini and S Kadhirvel – had successfully completed their PG degree courses in the said medical college but their certificates were withheld by the college as they refused to serve the government as undertaken by them in the agreement bond at the time of joining. As the court order to issue certificates was not complied with, the petitioners filed the contempt petition.

NEW DELHI: The Delhi High Court on Monday granted interim relief to a Delhi University student, who was short of attendance, by allowing her to appear in the annual examinations.

Justice C Hari Shankar said this latitude was granted to the petitioner only because she was a student and “if she is not permitted to appear in the examination, possibly irreparable loss would ensue”.

The petitioner was a sixth-semester student of BA (Hons) English course in Delhi University’s Vivekanand College and her exams were scheduled to commence on May 11. Her counsel said she was into drama society and had participated in over 40 programmes in the 6th semester and the approval was granted by the college authorities.

“In order to balance the equities of the present, the petitioner is permitted to appear in the 6th semester examinations. It shall not be treated as creating any equities in favour of her and shall abide by the outcome of the writ petition,” the court said.

Advocates Rituparn Uniyal and Pawan Pathak, appearing for the student, said the woman would be entitled to have the lectures, which took place during the period of her absence on account of her participation in the extra-curricular activities, while reckoning the number of classes attended by the student.

The counsel referred to the Ordinances applicable to the university, dealing with the requirement of attendance of the students who are eligible to appear in various semester examinations.
As per rules, a student is required to have a minimum of 66 per cent attendance to be eligible for appearing in an examination.

According to the petitioner, her attendance was 63.62 per cent and as per the university, the attendance came out to be 60.84 per cent.

The court said there was a discrepancy between the attendance table given by the university and the student and the matter would need to be examined.

The court sought the response of the university and the college on the petition and listed the matter for further hearing on August 13.

As an interim measure, the court allowed the student to appear in the examination and directed that her result be kept in a sealed cover and shall be opened on the basis of the outcome of this petition.

It also directed the authorities to issue her requisite admit card to enable her to write the sixth-semester examination.

HYDERABAD: A plane made and emergency landing at the Hyderabad airport to usher in the birth of a newborn. The incident took place on May 8, when the flight originating from Riyadh to Philippines made an urgent request to land at Hyderabad in order to help one of the passengers going through labour.


The flight made an emergency landing to enable medical assistance for the lady who was in an advanced stage of pregnancy and labour pain.

A team of doctors and nurses from Apollo Cradle were stationed at the airport, post security checks. The moment the flight landed, the medical team helped the mother deliver a baby girl normally, in the flight itself. However, the umbilical cord was left intact, as the team could not carry the surgical blade necessary to sever the cord, due to security restrictions. They transferred the mother and baby with the umbilical cord intact to Apollo Cradle.

CHENNAI: The Greater Chennai Corporation’s cycle-sharing system has managed to maintain a steady stream of users although the initial enthusiasm has been slightly marred by the summer heat.
The system has recorded 12,728 rentals from April 1 to May 5, according to data available with the city Corporation.

The civic body has also received 3,361 registrations from residents during this period. Although the numbers are quite satisfactory, the number of users during the day have dwindled owing to the heat, said Corporation officials.

“During early mornings and evenings, there are still many users for the cycle-sharing system,” said a Corporation official.

On average, the system has around 200 rentals every day. The system has clocked a total number of 8,646 registrations from February 27 to May 5 and a total of 24,127 rentals during the same period.

The Smart City’s cycle-sharing system, which was inaugurated by chief minister Edappadi K Palaniswami on February 28, 2019, is functional in Anna Nagar, Shenoy Nagar and Marina beach areas. The project is expected to be scaled up to 25 more locations.


Aimed at reducing the last mile connectivity, the cycles were rented out for `1 during the first month after which users are charged Rs 5 for the first hour and `9 for every additional half hour. The cycle-sharing system has been implemented as part of the city Corporation’s Non-Motorised Transport (NMT) policy and is backed by a dedicated mobile application. Facilities for cashless transactions have also been made available to encourage more residents to take up cycling.

CHENNAI: After Tamil television channels in the State failed to respond to the notices issued by Tamil Nadu Board of Indian Medicine (TNBIM), the board has now written to Telecom Regulatory Authority of India (TRAI) and Advertising Standards Council of India requesting them to instruct these channels not to telecast programmes, both of quacks and qualified.

The move came after TNBIM found that a few unqualified Siddha medicine practitioners were found promising miracle cures in television channels.

In its recent letter to TRAI and Advertising Standards Council of India, the board said, “As per regulation 24 of Code of Ethics framed by Central Council of Indian Medicine, a practitioner shall not make use of or aid or permit others to make use of him or his name or photograph as subject of any form or manner of advertising or publicity”.


“It is observed that a lot of quacks appear on television and promise miracle cure and thereby cheating many poor and innocent people, who go there for treatment by spending huge amount,” the letter said.
“I am therefore to request you to instruct all television channels in Tamil Nadu not to telecast any programme, both of quacks and qualified, registered doctors as per the above Code of Ethics,” Registrar, TNBIM and Tamil Nadu Siddha Medical Council, G Rajasekaran, said in the letter.

Speaking to Express, he said, “ We sent notice last year, but except one channel, the others did not respond to us. So, we wrote the letter to TRAI and Advertising Standards Council of India recently. But, we are yet to get any response from them”.

The registrar said that the notice was issued after the board found advertisement by quacks attracting people saying only they have medicines for particular diseases and people get cured when they come to them.

UGC nod for KSOU’s 31 courses

D. Shivalingaiah, Vice-Chancellor of Karnataka State Open University (KSOU), has said that the University Grants Commission (UGC) has permitted KSOU to offer 31 in-house non-technical programmes.

Addressing presspersons here on Tuesday, Prof. Shivalingaiah said UGC had granted recognition to KSOU in accordance with its 2017 regulations. Accordingly, admissions were started during July 2018 and around 12,000 students were admitted. Subsequently, admissions were made for B.Ed and MBA programmes during the 2019 cycle. The KSOU had submitted statistics to the UGC.

As per the timetable prescribed by UGC, the last date for admission to programmes and courses was August 31, 2019. The students will have adequate time to get admission to the KSOU.
