Chennai: All corporations and municipalities in Tamil Nadu can approve residential building plans with a total floor space index (FSI) area of up to 1,500sqm (16,140sqft) and a maximum of 16 dwelling units, said an order issued by the housing and urban development department. 

FSI area is calculated by multiplying the plot area by the permissible FSI value. The earlier limit was 10,000sqft. “We have simplified the process. Under the previous regime, people faced unnecessary hassles,” housing and urban development minister B Rajkumar told TOI. 

The state govt has enhanced the powers of urban and rural local bodies to grant planning permission for residential and commercial buildings. The move is aimed at expediting approvals and decentralising decision-making. 

Town panchayats and rural development and panchayat raj bodies can now approve residential buildings with an FSI area of up to 1,200sqm (12,912sqft) with a maximum of 12 dwelling units, up from the earlier limit of eight. Under the revised delegation of powers, all rural and urban local bodies can approve residential and commercial buildings as tall as 14m, subject to a maximum of stilt-plus-three floors or ground-plus-two floors. 

The earlier height limit for residential buildings was 12m tall. For commercial buildings, all three categories of local bodies can grant permission for structures with an FSI area of up to 500sqm (5,380sqft). “This is a welcome move. The Greater Chennai Corporation earlier granted permission only for buildings of up to 3,280sqft, while other local bodies were limited to 2,000sqft. The latest decision will help prevent violations arising from misuse of buildings,” said S Ramaprabhu of the Builders Association of India-Southern Centre. 

The decision follows a recommendation by the commissioner of town and country planning to enhance the delegation of powers to local bodies. In 2020, AIADMK govt delegated planning permission powers to local bodies, excluding Chennai, allowing them to approve buildings with a built-up area of up to 10,000sqft and a maximum of eight dwelling units. 

The limit for commercial buildings was 2,000sqft. Following representations from the Builders Association of India and CREDAI, the subsequent DMK govt amended the criterion for residential approvals, replacing built-up area with FSI area.

CHENNAI: The Tamil Nadu government is planning to roll out a landmark scheme to fully fund the tuition and living costs of TN students who secure admissions to the world’s top 100 universities such as Stanford, Harvard, Oxford, and Cambridge.

Under the proposed scheme, eligible scholars would have their full academic and overseas living expenses covered in return for a commitment to contribute to the state’s development for three years after their graduation.

The obligation can be fulfilled through three specific ways: working as policy advisers or consultants to the government, serving as visiting faculty at higher education institutions in Tamil Nadu, or setting up enterprises and investing in the state.

The ‘Respect for Knowledge’ proposal, which figures in TVK’s vision document for the Higher Education Department, aims to bring the expertise students acquire at leading international institutions back to Tamil Nadu through roles in government, higher education, and industry.

The proposal is intended to address concerns over brain drain by making overseas education an investment for the betterment of Tamil Nadu’s own institutions and economy, officials said.

According to a rough estimate, 35,000 to 40,000 students from Tamil Nadu go abroad for higher education each year. Of them, around 5% to 6% enrol in the world’s top 100 universities.

Officials also said graduates could bring global expertise into policymaking, strengthen teaching and research, and mentor students in the state. The details, however, are still being worked out.

Higher Education Secretary Dheeraj Kumar told TNIE that the department was consulting stakeholders to devise an arrangement that would be practical for both the government and the students.

“We are working on how to implement the scheme efficiently. It needs to be designed carefully, taking into account the concerns and feedback of students who go abroad for higher education. If the conditions imposed by the state are perceived as cumbersome or burdensome by the students, then the scheme may not achieve its intended objectives. We have to be very careful about it,” he said.

“We have our avenues for consultation and we are working towards an arrangement that is practical and mutually acceptable,” he added.

Officials said the department plans to consult students currently studying abroad, alumni of leading global institutions, and academicians in Tamil Nadu before finalising the framework.

Details including eligibility, the method of identifying the top 100 universities, the selection process and how graduates would fulfil their three-year commitment, are still being worked out, officials said. The policy will also have to specify what happens if a beneficiary does not meet the conditions.

State health department plans to restructure the Directorate of Medical Education (DME) by creating four regional DMEs, citing the rise in govt medical colleges. DME was established in July 1966 by bifurcating the medical education wing from the Directorate of Medical Services (DMS). 

This allowed the state to form a specialised administrative body to manage teaching hospitals and the higher medical curriculum. “It was done when they realised that supervising both rural healthcare delivery and the complex logistics of tertiary medical institutions was too overwhelming for one department,” said a senior official. 

“With a policy to start one medical college in every district, we have 36 medical colleges now. It is difficult for one person to manage them centrally from Chennai,” he said. The orders for these structural changes will be ready in a couple of days, he said. The state will create four regional heads, who will report to the director of medical education. They will independently manage undergraduate, postgraduate, super-specialty medical and dental programmes, and allied health programmes, besides overseeing patient care, infrastructure and human resource availability in hospitals.

Doctors’ associations have opposed the plan. TN Government Doctors Association said govt cannot issue orders without consulting doctors’ groups. Service Doctors and Postgraduates Association said the department was needlessly complicating a simple process. “They must choose a DME from a seniority panel that was created before March 15, 2026. There were four names on the list. The department has added more deans to the seniority list and called them for an interview,” said association general secretary Dr A Ramalingam. 

“Deans already manage the colleges, and no intermediary layer is needed between them and the DME,” he said. Times News Network

A week after chief minister M K Stalin announced pension reform to end the Jacttogeo’s two-decades-old protest, Tamil Nadu govt issued an order detailing the rollout of the TN Assured Pension Scheme (TAPS). The scheme, effective from Jan 1, will be mandatory for all govt employees who entered service from the beginning of this year. It will also allow more than six lakh govt employees under the Contributory Pension Scheme (CPS), the option to choose between TAPS benefits and those available under the CPS at the time of retirement. 

Those opting for TAPS will be allowed to commute a portion of their pension. It was, however, subject to conditions. “The TAPS will become operational after the notification of rules and completion of the necessary statutory and accounting requirements,” additional chief secretary T Udhayachandran said in the order dated Jan 9, giving statutory backing to CM’s announcement. 

The govt, after carefully examining the recommendations of the Gangandeep Singh-led committee, decided to introduce TAPS, keeping in mind the welfare and expectations of govt employees, the state’s overall financial position, and its responsibility to ensure uninterrupted payment of salaries and pensions to serving employees and pensioners in the long term, the order said. 

Meanwhile, calling it a political move made with the assembly elections in mind, AIADMK general secretary Edappadi K Palaniswami described TAPS as nothing but “old wine in a new bottle”. PMK president Anbumani Ramadoss termed the TAPS as fraudulent, claiming it won't be implemented before DMK's term ends.

Chennai : Network issues at public distribution shops (PDS) and inordinate delay in biometric recognition forced ration card holders to wait in long queues to get the state govt’s Pongal gift of ₹3,000 in cash, 1kg raw rice, 1kg sugar, and a stalk of sugarcane. 

In many cases, people were asked to come back later. Chief minister M K Stalin, on Sunday, announced a Pongal gift of ₹3,000 to 2.23 crore ration card holders. Officials at cooperative societies said the dole was distributed to 78.30 lakh beneficiaries until 10am on Saturday. Ration card holders, however, narrated stories of how they were turned away in many places in the city after hours of waiting. “For most people, the system captures the fingerprints on the second or third attempt. But for some, it did not recognize them even after multiple attempts. We cannot hand over the Pongal gift and the cash without biometric confirmation. So, we ask them to come again during leisure hours,” said a salesman at a PDS shop in Anakaputhur in Tambaram corporation. 

Initially, the salesmen were given two options to record the biometrics—through fingerprints or iris scan. However, supervisors said that the iris scan option was disabled, as it could further slow down the system. Sekar, a ration card holder, said he was asked to update the biometrics at Aadhaar centres. “Aadhaar centres claim it takes one month for the new fingerprints to be recorded in the UIDAI system. I visit the ration shop every day without any luck,” he said. 

Supervisors blamed a slow server for the delay. “We were directed to speed up the cash distribution, but the system does not support it. We turn up early at shops and stay back beyond working hours. It still does not help,” said a supervisor.

Chennai : The talks held by the ministerial panel with representatives of the Joint Action

Council of Teachers’ Organisations and Government Employees’ Organisations (Jacto-geo) failed.on Monday. Representatives of Jacto-geo announced that they would go ahead with an indefinitestrike from Jan 6.

The talks by ministers E VVelu, Thangam Thennarasu and Anbil Mahesh with Jacto-geomembers lasted for nearly four hours at the Secretariat. Their demands included the restoration of the Old Pension Scheme (OPS) and the withdrawal of the Contributory Pension Scheme.

According to Jacto-geo members, Velu said the TN govt was keen on restoring the OPS but wasconstrained by financial limitations. He attributed the situation to Union govt’s failure to release

TN’s due share of funds under various schemes and projects, which mounted financial stress on the state.

Chennai : At least 35% of doctors’ posts in the Directorate of Medical Education have been vacant, affecting the quality of services and delaying surgeries and treatment for patients at staterun medical college hospitals across the state. On Monday, members from the Tamil Nadu govt doctors’ association met health officials at the secretariat, urging the govt to conduct counselling for promotions to fill up vacancies. Positions such as assistant, associate, and professors in medical colleges and hospitals are not direct recruitments to the govt.

 “Doctors who join as medical officers in primary health centres get placed in teaching and non-teaching positions at medical colleges after they clear their postgraduation,” said TN govt doctors’ association president K Senthil. They join as assistant professors and become eligible for promotion to associate professor in five years. Three years from then, they are eligible to become professors. “On average, it takes seventeen years for govt doctors to become associate professors and at least eight years after that to become professors. To fill up vacancies, the govt must conduct promotion counselling for associate professors and professors every year. 

When that does not happen, it delays promotions further,” he said. For instance, the 2024 round of counselling for assistant to associate professor is still due because the state just completed the promotions for 2023. The 2025 round of counselling for posts of associate professors and professors is delayed. “We have posts of at least 400 professors, 800 associate professors, and 1,800 assistant professors vacant. All this is because officials failed to conduct promotions on time,” he said. This year, all 36 govt medical colleges in the state received show cause notices from the National Medical Commission, the apex body regulating medical education in India, for deficiencies. “One of the main deficiencies quoted was vacancies in faculty positions. Some depts had up to 80% vacancies,” said service doctors and postgraduates association state secretary A Ramalingam.

Chennai: The Joint Action Council of Tamil Nadu Teachers Organisation and Govt Employees Organisation (Jactto-Geo), the supreme body of govt employees and teachers, on Monday decided to go on mass casual leave and hold protests near district collectorates on Tuesday after talks with a panel of four state ministers failed to reach a consensus. They are pressing for a 10-point charter of demands, including reverting to the old pension scheme from the existing contributory pension scheme.

The govt-constituted committee of ministers, including E V Velu, Thangam Thennarasu, Anbil Mahesh Poyyamozhi, and N Kayalvizhi Selvaraj, held a meeting earlier in the day with the representatives of employees. CM M K Stalin held a meeting with committee members at the Secretariat in the evening.

“They (the ministers) are seeking four weeks' time to address our grievances. We can’t give them that much time. Our protests will take place as scheduled at 11am,” Jactto-Geo state coordinator M Seenivasan told reporters.

Chennai : State govt on Tuesday carried out a reshuffle of senior officers, posting additional chief secretary Pradeep Yadav as secretary to deputy chief minister Udhayanidhi Stalin. An order to this effect was issued by chief secretary N Muruganandam. 

K Gopal has been appointed secretary of higher education department. Rajesh Lakhoni is now commissioner of revenue administration and disaster management, replacing P Amudha, who held the additional charge.

 Satyabrata Sahoo, the chief electoral officer, will now hold the full additional charge of post of secretary of animal husbandry, dairying, fisheries, and fishermen welfare until further orders. 

BC, MBC, and minorities welfare secretary C Vijayaraj Kumar would hold full additional charge as secretary of human resources management, replacing Nanthakumar. Nanthakumar has been appointed chairman and managing director of TNEB and Tangedco.

 V Amuthavalli would steer handlooms, handicrafts, textiles, and khadi department as secretary. Dharmendra Pratap Yadav has been named chair man and managing director of TN Small Industries Corporation Limited. S Swarna has been posted as state project director of Rashtriya Uchchatar Shiksha Abhiyan.

 E Sundaravalli and R Lilly would serve as commissioners of collegiate education and social welfare. Vishnu Chandran has been designated as director of employment and training and R Lalitha director of textiles.

Chief Minister M K Stalin on Saturday said temporary and part-time employees in all government departments will be permitted to work till they attain the age of 60.

CHENNAI: Chief Minister M K Stalin on Saturday said temporary and part-time employees in all government departments will be permitted to work till they attain the age of 60. Currently, the age limit is 58. Speaking at the State conference of the Joint Action Council of Teachers’ Organisations-Government Employees Organisations (Jacto-Geo), the CM recalled the DMK’s long association with teachers and government employees and said they were the reason for the DMK government to return to power in the State.

Stalin also said transparent online transfer counselling will be conducted for 16,000 temporary and part-time teachers and other employees who were not given transfer for a long time from October 15. A new district officer for primary education will be created in every district and a separate district-level posting will be created for administering private schools, he said. To address the long-pending demand of Anglo-Indian schools, order has been issued to bring all such schools under a single system for better administration, Stalin said.

Talking about the improvement in State’s revenue under his government, the CM said, “The State has witnessed improvement in all sectors. The State has recorded around 52% growth in revenue in the first quarter of the financial year compared to the same period last year as per CAG report. Many businesses have come forward to invest in Tamil Nadu, and this will contribute to robust industrial growth in the State,” the CM said.

‘10,338 posts created in 16 months’

The chief minister also said a total of 10,338 new posts were created across departments over the past 16 months to provide government services effectively.

The CM recalled the welfare measures implemented by successive DMK-led governments over the years, including increasing maternity leave to 12 months for women employees and increasing benefits under government employees’ health insurance scheme.

About Rs.98.45 crore was provided to 409 frontline workers who lost their lives while on duty during Covid-19, he said. The Chief Minister also said under the government employees’ health insurance scheme, a total of 75,574 employees got Rs 349.63 crore worth of medical treatment for various diseases.
