Doctors posts remain vacant in TN medical colleges; services and promotions affected

Chennai : At least 35% of doctors’ posts in the Directorate of Medical Education have been vacant, affecting the quality of services and delaying surgeries and treatment for patients at staterun medical college hospitals across the state. On Monday, members from the Tamil Nadu govt doctors’ association met health officials at the secretariat, urging the govt to conduct counselling for promotions to fill up vacancies. Positions such as assistant, associate, and professors in medical colleges and hospitals are not direct recruitments to the govt.

“Doctors who join as medical officers in primary health centres get placed in teaching and non-teaching positions at medical colleges after they clear their postgraduation,” said TN govt doctors’ association president K Senthil. They join as assistant professors and become eligible for promotion to associate professor in five years. Three years from then, they are eligible to become professors. “On average, it takes seventeen years for govt doctors to become associate professors and at least eight years after that to become professors. To fill up vacancies, the govt must conduct promotion counselling for associate professors and professors every year.

When that does not happen, it delays promotions further,” he said. For instance, the 2024 round of counselling for assistant to associate professor is still due because the state just completed the promotions for 2023. The 2025 round of counselling for posts of associate professors and professors is delayed. “We have posts of at least 400 professors, 800 associate professors, and 1,800 assistant professors vacant. All this is because officials failed to conduct promotions on time,” he said. This year, all 36 govt medical colleges in the state received show cause notices from the National Medical Commission, the apex body regulating medical education in India, for deficiencies. “One of the main deficiencies quoted was vacancies in faculty positions. Some depts had up to 80% vacancies,” said service doctors and postgraduates association state secretary A Ramalingam.

பணியிலிருந்து ஓய்வு என்பது ஒவ்வொருவருக்கும் வெவ்வேறு அா்த்தங்களைக் கொண்டது. பலருக்கு, அது வாழ்க்கையின் வேகத்தைக் குறைத்துக் கொள்வதற்கான நேரம். எனினும், ஓய்வு ஒருபுறம் அமைதியைத் தந்தாலும், மறுபுறம் சிலருக்கு உணா்ச்சிபூா்வமான சவால்களைக் கொண்டுவரக்கூடும். வேலை செய்த காலத்தில் இருந்த அடையாளம், தனிமை மற்றும் எதிா்காலம் குறித்த பயம் போன்ற கவலைகள் அதனால் உருவாகலாம்.

ஆனால், இந்தக் கவலைகளைப் புறந்தள்ளி, ஓய்வு என்பது நம்மோடு மீண்டும் இணைந்துகொள்வதற்கும், புதிய ஆா்வங்களை ஆராய்ந்து மன அழுத்தத்திலிருந்து விடுபடுவதற்கும் ஒரு வாய்ப்பை வழங்குகிறது.

செல்வமணி தனது மகள்களுக்கு திருமணமான பிறகு, தனது நீண்ட நாள் கனவான படிப்பைத் தொடங்கினாா். அவா் ஒவ்வொரு நாளும் 50 கி.மீ. பயணம் செய்து கல்லூரிக்குச் செல்கிறாா். இது அவருடைய விடாமுயற்சியின் ஒரு சான்று. இந்த வயதிலும், தன் நோய்வாய்ப்பட்ட மனைவியைக் கவனித்துக்கொண்டே படிக்கும் அவரது செயல், அறிவுக்கும் ஆா்வத்துக்கும் வயது ஒரு தடையாக இருக்காது என்பதை நமக்கு உணா்த்துகிறது.

ஓய்வு என்பது சரிவு மற்றும் இழப்பின் காலகட்டமாகப் பாா்க்கப்படாமல், தனிப்பட்ட வளா்ச்சி, புதுப்பிக்கப்பட்ட உறவுகள் மற்றும் சமூகத்துக்கு தொடா் பங்களிப்புக்கான வாய்ப்புகள் நிறைந்த ஒரு புதிய அத்தியாயமாக அதைக் கருத வேண்டும் என்ற நம்பிக்கையை செல்வமணி நமக்கு அளிக்கிறாா்.

முதுமையில் புது அத்தியாயம் செல்வமணியைப் போலவே, ஓய்வுக்குப் பிறகு தங்கள் வாழ்க்கையை ஒரு புதிய அத்தியாயமாக மாற்றிய பலரின் கதைகள் இந்தியாவில் உள்ளன.

இவா்களது கதைகள், விடாமுயற்சியும் கனவும் இருந்தால் வயது ஒரு தடையல்ல என்பதையும், அறிவைத் தேடுவதற்கு வயது ஒருபோதும் தடையாக இருக்காது என்பதையும் நமக்கு உணா்த்துகின்றன.

பழைமையும், புதுமையும் முதுமை என்பது, நாம் ஒரு காலத்தில் இருந்த வாழ்க்கையை நினைத்து வருத்தப்படும் காலமாக இருக்க வேண்டியதில்லை. நாம் இழந்த இளமை, வலிமை மற்றும் நண்பா்களைப் பற்றிய நினைவுகள் மனதில் எழலாம். ஆனால், முதுமையைக் கடந்து, நாம் யாா் என்பதை முழுமையாக உணா்ந்து கொள்வதற்கான ஓா் ஆழமான வாய்ப்பாக இதைப் பாா்க்க வேண்டும். ஓய்வுபெற்ற பிறகு ஏற்படும் வெற்றிடம், குடும்பத்துடன் ஆழமான உறவுகளை வளா்த்துக்கொள்ளவும், புதிய சமூகங்களைக் கண்டறியவும் ஒரு வாய்ப்பை வழங்குகிறது.

ஓய்வுக்குப் பிறகு புத்துணா்வு சமூகத்துடன் இணைந்திருப்பது, ஓய்வுக் காலத்தில் ஏற்படும் தனிமை உணா்வுகளை நீக்கி, புதிய உற்சாகத்தை அளிக்கிறது. தன்னாா்வத் தொண்டு நிறுவனங்களில் இணைவது, சமூகக் குழுக்களில் பங்கேற்பது போன்ற செயல்கள், நமக்கு புதிய நோக்கங்களையும், சமூகப் பொறுப்புகளையும், மகிழ்ச்சியையும் தருகின்றன. இது, ஓய்வு என்பது தனிமைக்கான காலம் அல்ல, மாறாக, சமூக உறவுகளையும் நம் ஆன்ம பலத்தையும் வளா்த்துக்கொள்ளும் ஒரு வாய்ப்பு என்பதைப் புலப்படுத்துகிறது.

முதுமையின் சவால்களை எதிா்கொள்ளும்போது, சமூக ஆதரவும் புதிய கற்றல் அனுபவங்களும் நமக்கு மன வலிமையைத் தருகின்றன. இவை, வாழ்க்கையின் இறுதிகட்டம் என்பது ஒரு சுமையாக அல்ல, ஒரு வரமாக மாறும் என்பதை உணா்த்துகின்றன.

முதுமையடைவது தவிா்க்க முடியாதது, ஆனால் நாம் எப்படி முதுமையடைகிறோம் என்பது நம் கையில் உள்ளது.

மனதளவில் சுறுசுறுப்பாக இருப்பது, உடல் ரீதியாக சுறுசுறுப்பாக இருப்பதைப் போலவே, அறிவாற்றல் செயல்பாட்டைப் பராமரிக்கவும், முதுமையின் தளா்வுகளைத் தடுக்கவும் மிக முக்கியமானது.

எனவே, வெறுமனே வயதாகாமல், புத்திசாலித்தனமாக வயதாவோம். வெறுமனே வயதடையாமல், மகிழ்ச்சியாக வயதாவதே நமது இலக்காக இருக்கட்டும்.

Govt employees, teachers to go on leave, hold protests

Chennai: The Joint Action Council of Tamil Nadu Teachers Organisation and Govt Employees Organisation (Jactto-Geo), the supreme body of govt employees and teachers, on Monday decided to go on mass casual leave and hold protests near district collectorates on Tuesday after talks with a panel of four state ministers failed to reach a consensus. They are pressing for a 10-point charter of demands, including reverting to the old pension scheme from the existing contributory pension scheme.

The govt-constituted committee of ministers, including E V Velu, Thangam Thennarasu, Anbil Mahesh Poyyamozhi, and N Kayalvizhi Selvaraj, held a meeting earlier in the day with the representatives of employees. CM M K Stalin held a meeting with committee members at the Secretariat in the evening.

“They (the ministers) are seeking four weeks' time to address our grievances. We can’t give them that much time. Our protests will take place as scheduled at 11am,” Jactto-Geo state coordinator M Seenivasan told reporters.

IAS reshuffle: Pradeep Yadav is secy to Udhaya

Chennai : State govt on Tuesday carried out a reshuffle of senior officers, posting additional chief secretary Pradeep Yadav as secretary to deputy chief minister Udhayanidhi Stalin. An order to this effect was issued by chief secretary N Muruganandam.

K Gopal has been appointed secretary of higher education department. Rajesh Lakhoni is now commissioner of revenue administration and disaster management, replacing P Amudha, who held the additional charge.

Satyabrata Sahoo, the chief electoral officer, will now hold the full additional charge of post of secretary of animal husbandry, dairying, fisheries, and fishermen welfare until further orders.

BC, MBC, and minorities welfare secretary C Vijayaraj Kumar would hold full additional charge as secretary of human resources management, replacing Nanthakumar. Nanthakumar has been appointed chairman and managing director of TNEB and Tangedco.

V Amuthavalli would steer handlooms, handicrafts, textiles, and khadi department as secretary. Dharmendra Pratap Yadav has been named chair man and managing director of TN Small Industries Corporation Limited. S Swarna has been posted as state project director of Rashtriya Uchchatar Shiksha Abhiyan.

E Sundaravalli and R Lilly would serve as commissioners of collegiate education and social welfare. Vishnu Chandran has been designated as director of employment and training and R Lalitha director of textiles.

Chief Minister M K Stalin on Saturday said temporary and part-time employees in all government departments will be permitted to work till they attain the age of 60.

CHENNAI: Chief Minister M K Stalin on Saturday said temporary and part-time employees in all government departments will be permitted to work till they attain the age of 60. Currently, the age limit is 58. Speaking at the State conference of the Joint Action Council of Teachers’ Organisations-Government Employees Organisations (Jacto-Geo), the CM recalled the DMK’s long association with teachers and government employees and said they were the reason for the DMK government to return to power in the State.

Stalin also said transparent online transfer counselling will be conducted for 16,000 temporary and part-time teachers and other employees who were not given transfer for a long time from October 15. A new district officer for primary education will be created in every district and a separate district-level posting will be created for administering private schools, he said. To address the long-pending demand of Anglo-Indian schools, order has been issued to bring all such schools under a single system for better administration, Stalin said.

Talking about the improvement in State’s revenue under his government, the CM said, “The State has witnessed improvement in all sectors. The State has recorded around 52% growth in revenue in the first quarter of the financial year compared to the same period last year as per CAG report. Many businesses have come forward to invest in Tamil Nadu, and this will contribute to robust industrial growth in the State,” the CM said.

‘10,338 posts created in 16 months’

The chief minister also said a total of 10,338 new posts were created across departments over the past 16 months to provide government services effectively.

The CM recalled the welfare measures implemented by successive DMK-led governments over the years, including increasing maternity leave to 12 months for women employees and increasing benefits under government employees’ health insurance scheme.

About Rs.98.45 crore was provided to 409 frontline workers who lost their lives while on duty during Covid-19, he said. The Chief Minister also said under the government employees’ health insurance scheme, a total of 75,574 employees got Rs 349.63 crore worth of medical treatment for various diseases.
