The Indian Council of Medical Research (ICMR) on Tuesday directed the States not to use the COVID-19 rapid testing kits for the next two days following reports of wide variations in results.

The kits would be tested and validated by ICMR teams and an advisory issued in the next two days. If they were found to be not up to the mark, replacements would be sought from the manufacturers, ICMR spokesperson Dr. R.R. Gangakhedkar said.

The Rajasthan government on Tuesday decided to halt rapid antibody tests after an experts’ team questioned the use of the newly distributed Chinese kits following inaccurate results.

Chief Minister Ashok Gehlot said at a videoconference with journalists in Jaipur that since his request to Prime Minister Narendra Modi a fortnight ago to carry out centralised purchasing of medical equipment was not heeded, the kits of inferior quality had been supplied to the States. “This has seriously hampered our efforts to get fast test results for starting the treatment and contain the spread of the virus.”

Rajasthan Health Minister Raghu Sharma said, “We did rapid tests on 168 confirmed cases but only 5.4% tested positive for antibodies. The majority of the confirmed cases tested negative.”

The ICMR said of the total COVID-19 tests conducted so far, 69% were asymptomatic cases and 31% symptomatic.

India on Tuesday registered over 1,336 new cases in the past 24 hours, taking the total number to 18,985. The total number of deaths stood at 603, while 3,259 people have recovered so far. The country has registered a recovery rate of 17.48%, the Health Ministry said.

Reports from the States put the death toll at 647, with 15,497 active cases out of a total of 20,060 cases.

Dr. Gangakhedkar said 80% of cases came with no symptoms or very mild symptoms, 15% with moderate symptoms and 5% needed ICU aid.

“Four districts — Mahe [Puducherry], Kodagu [Karnataka], Pauri Garhwal [Uttrakhand] and Pratapgarh [Rajasthan], have not reported any fresh cases in the last 28 days. There are now 61 additional districts from 23 States/UTs that have not reported any fresh cases in the last 14 days,” said Lav Agarwal, Joint Secretary, Health Ministry.

States can have own academic calendar: Min

Even as many young, affluent and employed individuals are pennypinching for a rainy day, three senior citizens in TN, all aged above 80 years, have shown why fighting coronavirus is everyone’s battle, and how each of us can contribute to it in our own little ways.

S A Palaniammal, 82, a retired school teacher in Coimbatore, has donated ₹1lakh from a trust run with her pension corpus and that of her late husband’s to buy personal protective equipment for frontline workers battling Covid-19 in Coimbatore, while A Shanmugam, 85, of Erode, has distributed ‘kabasura kudineesr’, a herbal concoction, to more than 9,000 people, and 86-year-old Ramamoorthy of Dindigul has handed over his entire monthly pension of ₹26,378 to the CM’s relief fund.

Palaniammal, who retired in 1996 after teaching Science and English at a government school in Sulur near Coimbatore for 37 years, and her son Senthilnathan, a doctor, manage the ‘Arundhavapasu SAS Trust’. “We use the interest amount from the trust fund to support our philanthropic work,” the octogenarian said.

“Every August, we give ₹10,000 to 60 underprivileged government students who have scored well in Class XII. This year, too, we would help students from Coimbatore and Pollachi,” she said.

After the pandemic broke out, she decided to donate money to the CM’s fund to buy protective gear for frontline workers. “It’s sad to see people stepping out even when a lockdown is in place. If people follow lockdown guidelines and stay at home, the spread can be controlled,” she said.

While Palaniammal wants to protect the Covid-19 warriors from the outside, social worker A Shanmugam of Erode, is worried about the inner wellbeing of people. He has distributed more than 9,000 packets of ‘kabasura kudineer’ in the district. Most poor people don’t know about it. Even if they do, they don’t have the money, he said.

Man hands over pension to CM fund

The man who travels 12km every day to hand it over to the poor said, “I was procuring them from medical stores. Each herbal packet cost me₹140.”

But after health officials, who heard about his service, advised him to get it from the government siddha hospitals and clinics, the social worker has been getting them in bulk and repacking them into smaller ones of 6g each.

On Tuesday in Dindigul, meanwhile, 86-year-old retired teacher Ramamoorthy walked 5km from his residence in Nagal Nagar to the Dindigul collectorate to hand over his pension of 26,378 to the CM’s fund. His contribution followed many others, including children, who donated to the CM’s relief fund for the Covid-19 crisis in the district.

Dindigul has received funds to the tune of 1.29 crore for the CM’s relief fund so far. Collector M Vijayalakshmi said Ramamoorthy’s gesture showed his commitment to the wellbeing of society even at this age.

Villagers use temple fest fund to tide over crisis

The novel coronavirus may not have reached most of the rural areas in the state, but the people in the villages are more severely hit by the lockdown than in the cities. Not only have they lost their livelihood, the restrictions on free movement have also led to increase in prices of essential items.

It is in these trying circumstances that villagers of T Meenakshipuram near Usilampatti decided to split a savings fund meant for conducting temple festivals equally among themselves. An amount of ₹7.5 lakh was distributed among 250 families in the village, located about 50 kms from Madurai city, with every family receiving ₹3,000 each.

It was a decision taken by the village elders to utilize the money in the best possible way after finding the villagers struggling to make both ends meet. Every year they used to collect money to celebrate festivals for Ayyanar and Muthalamman temples. The remaining amount would be given as loans at modest interest rate to the

villagers. The ₹7.5 lakh had accumulated as savings over the years.

Due to the lockdown, the villagers were not able to celebrate the festival at Muthalamman temple in the first week of April.

They initially thought of using the fund to renovate the temples but decided against it saying it could be carried out later also. “We used to celebrate the festival with crackers, drumbeats, mike sets and cultural programmes every year. We could not celebrate this year as police would not give permission. But, on seeing the people suffer, we decided to help them with the money by sharing it equally,” N Palraj, 55, a villager said.

P Muthumari, a farm labourer, said he used to earn ₹250 as wages a day but it had stopped after the lockdown. Moreover, agriculture also had failed this season rendering them without any work. “The ₹1,000 given by the government was enough for a week. The ration rice provided by the government was only fit to feed the cattle. So, the ₹3,000 shared amongst ourselves was of big help in these difficult times,” he said. The village has a population of about 750 people most of whom are construction and farm labourers.

One in every five Covid-19-positive cases in Tamil Nadu till Monday was reported in Chennai, making it the largest hotspot in the state. With 303 of the 1,520 across the state, the capital registers an average of 13 cases a day.

The rate of increase in Chennai is much higher when compared to Coimbatore, which has the second largest number of cases, 134. Coimbatore records a daily average of seven cases, while Tirupur, which has 109 cases, reports an average of five cases a day.

On Sunday, Chennai reported 50 cases, nearly half of the 105 cases in the state. The next day, when the number of cases in the state dropped to 45, Chennai topped the list with 18. On Tuesday, 55 of the 76 people who tested positive in TN were from Chennai.

After more than four weeks of lockdown, the number of people with travel history testing positive has dropped drastically, but a large number of their close contacts are now testing positive. A majority of such cases are in north Chennai.

While the state as whole deals with the Tablighi Jamaat cluster and their contacts, Chennai has a second cluster emerging: among journalists. “We now have a new cluster among journalists and media personnel in the Chennai. There is already a cluster of about a dozen healthcare workers, including seven doctors at the Rajiv Gandhi Government General Hospital,” said a senior epidemiologist tracking cases at the state control room.

Each person in this group is considered a primary source. “We will be testing their close contacts and family to see if the infection has spread. As of now we don’t know if there are clusters from visitors of Pheonix Mall where two employees tested positive. We have not tested people who visited the place,” the doctor said.

The pattern in Chennai is similar to that of many metros, said director of public health Dr K Kolandasamy. “Chennai is densely populated and hence the spread is more rapid,” he said. A more densely populated Mumbai bears 44% of Maharashtra’s load, Hyderabad has 39% of Telangana’s cases, Bengaluru houses 24% of Karnataka’s cases and Kolkata 26% of Bengal’s positive cases.

In a densely populated area the spread of infection is faster. For instance, for every primary source tested positive, the number of their family members and contacts testing positive is higher in Chennai than any other district. Officials say that more samples are drawn in urban centres than in rural areas.

Chennai has the largest number of testing facilities and hospitals in the state. Nearly half of the 33 testing laboratories are in Chennai. “The number of samples drawn is relatively more in cities. When you test more people, you see more positive cases,” said Kolandasamy.

60 TN infected have no source, experts flag community spread

The curious case of some 60 people, mostly in Chennai, having tested positive with no trace of the source of infection has led public health experts to point to community transmission of Covid-19, though the TN government denies this.

Out of the 1,596 cases so far, state officials could not trace the source of infection of more than 60 people. Most of them were from Chennai, including a patient who tested positive more than a month after the suspected primary source was found infected.

As state health officials continue to say that the spike in the number of cases was  due to increased screening and rise of secondary infections, medical experts say these cases could be a sign of community transmission.

Dr Jayaprakash Muliyil, chairman of the scientific advisory committee of the National Institute of Epidemiology, said the Chennai patient testing positive a month after contact with an infected person was a clear indicator of community transmission. He said the Chennai patient would have got the disease from some other infected person, as the virus has so far exhibited an incubation period of a maximum of only 14 days.

‘Rising number of cases result of weak testing strategy’

This particular virus is not that catching. Only a certain proportion of the people who come in contact with a case get infected. This person must have got it from somebody else. It is a very good example of what a community transmission looks like, he said.

Chennai has recorded the highest positive count in the state, with 358 cases as on Tuesday. “Most of the cases are related to that single cluster (Tablighi Jamaat). Without that, Tamil Nadu would have been in a better position. I am sure Chennai is also affected due to the same reason,” said Dr Abdul Ghafur, infectious diseases expert.

Earlier this week, health minister C Vijayabaskar said there was no community transmission in the state and that the high numbers were due to the increased screening among asymptomatic close contacts and those with influenza-like illnesses. But experts blame it on a weak testing strategy.

T Sundararaman, public health expert and former dean of school of health systems studies, TISS, said the rising number of hotspots and locking down of neighbouring areas is itself an indication of community transmission and that the government is only uncovering the cases that had already existed as it has extended testing outside the cluster.

He blamed the rising number of cases both in the state and the country to a weak testing strategy.

“In Chennai, they are doing more tests because it has hotspots. They are testing influenza like illness and all symptomatic cases whereas it is not done in other places. There is a sense that if there is community transmission, Tamil Nadu will be in great danger. But the reality is, it was always there and once you cross 100 cases, it is more or less likely to be there. It is a phase in the way an epidemic spread,” he said.

“The whole idea of community transmission has been tweaked into ridiculous levels. The government should admit to the existence of the problem and manage. We won’t blame them for that, but denial is very dangerous,” he added.

He said it is time for the government to start managing the disease through proper public health approach instead of extending lockdown measures. Adopting a strategy to test all people with respiratory infections, isolation, good disease surveillance system, home quarantine of contacts and good ICU centre for treatment are ways to combat the disease after the lockdown is lifted.

“Perhaps, lockdown is simpler for government because they do not have the confidence to do complex things that they need to do. Lockdown is not going to eliminate the disease. They should lift the lockdown because the disease will anyway come back,” he added.

Man murders father-in-law, surrenders

A 42-year-old man hacked his 73-year-old father-inlaw to death over a family dispute and surrendered before police near Tiruchengode in Namakkal on Tuesday. Police identified the deceased as K Rajamani, of Modamangalam village. A farmer, he is survived by his two daughters who have been married off. A police officer said Rajamani had recently gifted his elder daughter some jewels and cash. “He hardly gave anything to his second daughter, which irked her husband Nallamuthu.” The officer said Nallamuthu used to pester his father-inlaw, demanding cash and jewels for his wife. “On Tuesday morning, he once again approached Rajamani and demanded jewels and cash. When he refused, Nallamuthu suddenly attacked him with a sickle and fled,” the officer said.

Three die after being knocked down by car:

Three pedestrians, including two women, died on the spot when a speeding sport utility vehicle (SUV) knocked them down at Kaluneerkulam near Tenkasi on Tuesday morning. The deceased have been identified as M Madasamy, 59, M Thuraichi, 55, and M Ponnammal, 60, of Kaluneerkulam near Alangulam in Tenkasi district. They were farm labourers. The victims were walking on the roadside towards V K Pudur around 7am when the SUV knocked them down. The SUV was driven by J Jones Antony, 32, of Akarakattu village in Tenkasi district.

AYUSH practitioners offer their services

Practitioners of alternative systems of medicine -- particularly those of Ayurveda, Yoga, Unani, Siddha and Homeopathy (AYUSH) -- claim that they can play a vital role in the efforts in prevention of Covid-19, and also support the conventional care via allopathic system.

AYUSH practitioners say that their resources have so far been underutilized by the government.

B R Ramakrishna, vice president of Central Council for Indian Medicine, Ministry of AYUSH, said, “We don’t claim that AYUSH system has a specific cure for Covid-19 but there are different techniques and immunomodulatory herbs to improve general immunity which should help in handling the disease better.”

One such popular intervention is kabasura kudineer. Soon after the AYUSH ministry released a guideline recommending the herbal concoction to build immunity, demand shot up as many started buying it. There is a need for better regulation and creation of awareness when bringing in such concoctions,” said K Balaji, a siddha practioner.

Homeopathy doctors claim that their system has always been at the forefront when it comes to epidemics. “There are hardly any side effects in homeopathy because it is given in a very diluted form. Just like other medicinal system, of course, we need to be allowed to experiment to prove anything,” said Dr S Sekar Pandian, a homeopathy doctor, who runs his own private clinic in Madurai.

There needs to be support from the government to try and distribute their medicines to at least a group of people in a district and then study it. If even in allopathic medicine, such studies are a must, then we should be encouraged equally, he added.

In the given scenario, most things which the modern system of medicine recommends was at par with what AYUSH system was suggesting in the past, Ramakrishna said, adding, “This includes advices regarding avoiding physical contacts, dining together and sharing cosmetics during disease outbreak.”

Allopathic doctors too acknowledged that AYUSH practitioners can play a vital role in the fight against Covid-19 as they have in the past during outbreak of any new disease. “Whatever treatment or medicines AYUSH practitioners bring in, it is fine as long as it is backed up by regulatory bodies. We have seen how nilavembu kudineer and papaya extract has helped in fight against dengue. However, Covid-19 is still a very much unknown disease and with many patients being asymptomatic too, for any form of medicine, there must be no jumps to conclusion when it comes to treatment and prevention,” said Dr P Prem Ananth, a consultant interventional pulmonologist.

After the Madras high court took suo motu notice of the early Monday morning attack on a few corporation staff, ambulance crew as well as the family members of neurosurgeon Dr Simon Hercules, who died of Covid-19, by residents of Velangadu near Anna Nagar, police on Tuesday booked 69 people. They had earlier arrested 21 people including a woman in this connection.

The 21 suspects including a man named Annamalai were detained in the police station at Anna Nagar until evening before they were produced before the Egmore metropolitan magistrate at his residence. They were charged with attacking assistant executive engineer Kalaiyarasan and executive engineer Senthil

Kumar of Greater Chennai Corporation and ambulance crew members Anand and Damodaran, who suffered injuries in the assault.

Investigators have collected CCTV camera footage from a few private television channels as well as from police personnel who captured the mayhem on their mobile cameras and identified the 69 suspects in first information report (FIR) registered based on the complaint of a corporation engineer who was one of those attacked by the mob.

Police said they may include a few more people who were involved in the attack. A case under IPC Sections 307 (attempted to murder), 332 (preventing to discharge the duty of a government servant), apart from 147 (riot), 148, 324 (attacking with sticks), 294 (B) (abusing), 506 (II) (criminal intimidation), 269 (Negligent act likely to spread infection of disease dangerous to life) IPC and Section 3 of the TNPPDL Act was registered.

Police commissioner A K Viswanathan had earlier said stern action would be initiated against those violating the prohibitory orders as well as those trying to prevent people from conducting the last rites for Covid-19 victims. The Madras high court had also demanded that the city police and the state government submit affidavits detailing the safety measures being ensured for those conducting the last rites for people dying of Covid-19.

CM relief fund receives ₹161cr

The Tamil Nadu government on Tuesday said members of the public, philanthropists and corporates have contributed a total of ₹160.93 crore to help the state in its fight against Covid-19.

“Tamil Nadu chief minister Edappadi K Palaniswami has thanked the institutions, public and voluntary organisations and all those kind-hearted, who continuously support the government,” said an official release. A total contribution of ₹26.3 crore was received last week alone. Sterlite Copper-Vedanta Group donated ₹5 crore to the CM’s public relief fund while Sundaram Fasteners Limited has contributed ₹3 crore and ITC Education ₹2 crore. The Sanmar Group donated ₹1crore and Aachi Masala Foods Limited ₹1.10 lakh, the release said.

Government departments such as fire and rescue services donated ₹64.74 lakh, Tamil Nadu Magnesite Limited ₹77.30 lakh and Tamil Nadu Small Industries Development Corporation Limited ₹26 lakh. Tamil Nadu Chamber of Commerce and Industry, Madurai and Supreme Industries Limited donated ₹31 lakh. The contribution to the CM’s public relief fund is fully exempted from income tax under Section 80(G) of Income Tax Act. The Union government has already clarified that all contributions to the state disaster management authority for Covid-19 will qualify as admissible CSR expenditure. இதனிடையே கொலை செய்த 4 பேரும் தப்பி போகும் போது வழியில் சென்ற பெண்ணிண் கழுத்தில் இருந்த 10 சவரன் தங்க சங்கிலியை பறித்து சென்றுள்ளனர். தற்போது கொரோனா வைரஸ் தடுப்புக்காக ஊரடங்கு விதிக்கப்பட்டுள்ளதால் இவர்களால் வேலூரை வீட்டு வெளியே செல்லமுடியவில்லை. வழிபறி செய்த 10 சவரன் தங்க சங்கலியையும் விற்க முடியவில்லை. மேலும் சாப்பிடுவதற்கு உணவகங்கள், கடைகள் எதுவும் இல்லாததால் உணவின்றி தவித்துள்ளனர்.

டி.யு.சி.எஸ் நிறுவனத்தின் மூலம் மளிகைப் பொருட்களை மொத்தமாக கொள்முதல் செய்யப்பட்டு இணைப்பில் கண்டவாறு மாவட்ட வாரியாக ஒதுக்கீடு செய்யப்படுகின்றது. இதற்கான விற்பனையை இன்று அமைச்சர் செல்லூர் ராஜூ தொடங்கி வைத்தார். தமிழகத்தில் உள்ள 23,486 நியாய விலைக்கடைகள், கூட்டுறவு அங்காடிகள், அம்மா கூட்டுறவு அங்காடிகள், நகர பசுமை அங்காடிகள் உள்ளிட்ட அனைத்து இடங்களிலும் விற்பனைக்கு வர உள்ளது.

சென்னையில் கரோனா நோய்த் தொற்றால் இறந்த மருத்துவா் சடலத்தை அடக்கம் செய்ய எதிா்ப்பு தெரிவித்து, மறியலில் ஈடுபட்ட 90 பேர் மீது மிரட்டல் உள்ளிட்ட 6 பிரிவுகளில் காவல்துறையினர் வழக்குப்பதிவு செய்துள்ளனர்.

அமைந்தகரை நெல்சன் மாணிக்கம் சாலைப் பகுதியைச் சோந்த பிரபல மருத்துவா்(வயது 55). கரோனா பாதிப்பால் ஆயிரம்விளக்கு கிரீம்ஸ் சாலையில் உள்ள ஒரு தனியாா் மருத்துவமனையில் சிகிச்சை பெற்று வந்த இவா் ஞாயிற்றுக்கிழமை மாலை இறந்தாா். இதையடுத்து அவரது நண்பா்கள், மாநகராட்சி ஊழியா்களுடன் மருத்துவரின் சடலத்தை அடக்கம் செய்வதற்கு, கீழ்ப்பாக்கம் நியூ ஆவடி சாலையில் உள்ள கல்லறைத் தோட்டத்துக்குக் கொண்டு சென்றனா். ஆனால் அப்பகுதி பொதுமக்கள், மருத்துவரின் சடலத்தை அடக்கம் செய்தால் அதன் மூலம் கரோனா பரவுவதற்கு வாய்ப்பு இருப்பதாக கருதி, அதற்கு எதிா்ப்பு தெரிவித்துப் போராட்டத்தில் ஈடுபட்டனா்.

அங்கு வந்த மாநகராட்சி உதவிப் பொறியாளா் கலையரசன், ஆம்புலன்ஸ் ஓட்டுநா் ம.தாமோதரன் (28), ஊழியா் ஆனந்த் (30) உள்பட 5 பேரை தாக்கினா். இதில் 5 பேரும் பலத்தக் காயமடைந்தனா். இத் தாக்குதலினால் மருத்துவரின் நண்பா்கள் அங்கிருந்து பாதுகாப்பு தேடி ஓடும் நிலைக்குத் தள்ளப்பட்டனா். இதையடுத்து அங்கு கூடுதல் போலீஸாா் உடனடியாக வரவழைக்கப்பட்டனா். அங்கு வந்த காவல்துறையினர், காயமடைந்த 5 பேரையும் மீட்டு கீழ்ப்பாக்கம் அரசு மருத்துவமனைக்கு கொண்டு சென்றனா். போராட்டத்தில் ஈடுபட்டவா்களை அங்கிருந்து அப்புறப்படுத்தினா். அதன் பின்னா் நள்ளிரவில் பலத்த காவல்துறையினர் பாதுகாப்புடன் மருத்துவரின் சடலம் வேலங்காடு இடுகாட்டுக்கு கொண்டு செல்லப்பட்டு, அடக்கம் செய்யப்பட்டது.

மாநகராட்சி ஊழியா்களைத் தாக்கியும், ஆம்புலன்ஸ் வாகனத்தை சேதப்படுத்தியதாகவும் 10 பிரிவுகளில் அண்ணா நகா் காவல்துறையினர் வழக்குப் பதிவு செய்தனா். இந்த சம்பவம் தொடா்பாக 20 பேரை காவல்துறையினர் கைது செய்தனா். மேலும் 5 பேரை தேடி வருகின்றனா். இச் சம்பவம் மருத்துவத் துறை வட்டாரத்தில் பெரும் அதிா்ச்சியை ஏற்படுத்தியது. இந்த நிலையில் கரோனா நோய்த் தொற்றால் இறந்த மருத்துவா் சடலத்தை அடக்கம் செய்ய எதிா்ப்பு தெரிவித்து, மறியலில் ஈடுபட்ட 90 பேர் மீது மிரட்டல் உள்ளிட்ட 6 பிரிவுகளில் காவல்துறையினர் வழக்குப்பதிவு செய்துள்ளனர்.

கரோனா நோய்த்தொற்றுக்கு ஆளாகி உயிரிழந்தவா்களின் இறுதிச் சடங்குகளை நடத்தவிடாமல் பல்வேறு இடங்களில் எதிா்ப்புகள் எழுந்து வருவது, மக்களிடையே அந்த நோய்த்தொற்று குறித்த புரிதல் இல்லாததைக் காட்டுவதாக சுகாதார ஆா்வலா்கள் சாடியுள்ளனா்.

அதிலும், மருத்துவா்களின் உடலைக்கூட தகனம் செய்ய விடாமல் தடை விதிப்பது சமூகத்துக்காக சேவையாற்றும் ஒவ்வொருவருக்கும் இழைக்கப்படும் அவமரியாதை என்றும் அவா்கள் கூறியுள்ளனா்.

தமிழகத்தில் இதுவரை 1,520 பேருக்கு கரோனா பாதிப்பு உறுதி செய்யப்பட்டுள்ளது. அதில், சிகிச்சை பலனின்றி 17 போ் உயிரிழந்தனா்.

கரோனாவால் உயிரிழந்த நபா்களின் உடலில் இருந்து வெளியாகும் திரவங்களின் மூலம் அந்த வைரஸ் பரவும் என்பதால், இறுதிச் சடங்குகளை நடத்துவதற்கு சில வழிகாட்டுதல்களை உலக சுகாதார அமைப்பு வெளியிட்டது.

அதன் அடிப்படையிலேயே தமிழகத்தில் இறந்தவா்களின் உடல்கள் தகனமோ அல்லது அடக்கமோ செய்யப்படுகிறது. இந்த நிலையில், கடந்த சில நாள்களாக கரோனாவின் தாக்கம் அதி தீவிரமாக பரவத் தொடங்கிய பிறகு மக்களிடையே பல்வேறு அச்ச உணா்வுகள் எழுந்தன. அதை முன்னிறுத்தி பல வதந்திகளும் பரவின.

அதன் விளைவாகத்தான் கடந்த சில நாள்களாக, மயானங்களை முற்றுகையிட்டு மக்கள் போராட்டம் நடத்தி வருகின்றனா். கடந்த வாரத்தில் ஆந்திர மாநிலம், நெல்லூரைச் சோ்ந்த மருத்துவா் ஒருவா் சென்னையில் கரோனாவுக்கு பலியானாா். அதேபோன்று, கடந்த ஞாயிற்றுக்கிழமை தனியாா் மருத்துவமனையின் நிா்வாக இயக்குநரான நரம்பியல் மருத்துவா் உயிரிழந்தாா்.

போரில் ஒரு ராணுவ வீரா் உயிரிழந்தால், அவருக்கு தேசமே தலைவணங்கி வழியனுப்பி வைக்கிறது. ஆனால், கரோனாவுக்கு எதிரான போரில் உயிரிழக்கும் மருத்துவா்களை அவமரியாதையுடன்தான் அடக்கம் செய்ய வேண்டிய நிலை உள்ளது.

இதைத் தவிா்க்க வேண்டுமாயின் மயானங்களில் காவல் துறை பாதுகாப்பை பலப்படுத்த வேண்டும். வன்முறைச் சம்பவங்களில் ஈடுபடுவோரை குண்டா் சட்டத்தில் கைது செய்ய வேண்டும்.

கரோனாவால் பாதித்தவா்களின் சடலங்களை எரியூட்டினாலோ அல்லது அடக்கம் செய்தாலோ காற்றின் மூலமாக கரோனா பரவாது என்று உலக சுகாதார அமைப்பு தெரிவித்துள்ளது.

அதேவேளையில், சடலங்களைக் கையாளும் பணியில் உள்ள அனைவரும் உரிய பாதுகாப்புடன் இருக்க வேண்டும் என்று கூறியுள்ளது.

அதன்படி, உயிரிழந்தோரின் சடலங்களை பிளாஸ்டிக் உறையில் சுற்றி, கிருமிநாசினி தெளிக்கப்பட்ட பிறகே மயானங்களுக்கு எடுத்துச் செல்ல வேண்டும் என்றும், அவற்றை தொடாமல் இறுதிச் சடங்குகளை நடத்த வேண்டும் என்றும் வழிகாட்டி நெறிமுறைகள் கூறுகின்றன.

ஒரு வாரத்துக்கும் மேல் கரோனா நோயாளிகளுடனே தொடா்பில் இருக்கும் மருத்துவா்களுக்கு பிறரைக் காட்டிலும் அதிக அளவில் வைரஸ் பாதிப்பு பரவ வாய்ப்புள்ளதாகத் தகவல்கள் தெரிவிக்கின்றன.

பாதுகாப்பு கவசங்கள் இல்லை

மருத்துவ உபகரணங்களுக்கு ரூ.3,000 கோடியும், நிவாரணப் பொருள்களுக்கு ரூ.9,000 கோடியும் மத்திய அரசிடம் கோரிய நிலையில், மாநிலப் பேரிடா் நிவாரண நிதியாக ரூ.510 கோடியும், தேசிய நலவாழ்வு குழும நிதியாக ரூ.314 கோடியும்தான் மத்திய அரசால் வழங்கப்பட்டிருக்கின்றன. மக்களவையில் 38 உறுப்பினா்களைக் கொண்ட திமுக கூட்டணி, மத்திய அரசிடம் கூடுதல் நிதியுதவி கோர முதல்வருடன் இணைந்து கேட்காவிட்டாலும், தங்களது எம்பிக்களின் சாா்பில் பிரதமரையும், நிதியமைச்சரையும் சந்தித்து வலியுறுத்துவதுதானே, பொறுப்பான எதிா்க்கட்சிக்கு அழகு. அதை விட்டுவிட்டு, விளம்பர மோகத்தில் தன்னை மட்டுமே முன்னிலைப்படுத்தி ஆட்சி நடத்துகிறாா் முதல்வா் என்று அறிக்கை விடுகிறாா் எதிா்க்கட்சித் தலைவரான திமுக தலைவா் மு.க. ஸ்டாலின்.

முன்பு தனியாா் ஆழ்துளைக் கிணற்றில் குழந்தை விழுந்து இறந்தபோது பெற்றோருக்கு கட்சி நிதியிலிருந்து ரூ.10 லட்சம் வழங்கி தவறான முன்னுதாரணம் படைத்தாா். இப்போது நிவாரண வசதிகளைச் செய்து கொடுப்பதற்கே திணறிக் கொண்டிருக்கும் தமிழக அரசு. தீநுண்மி நோய்த்தொற்றால் மரணமடைபவா்களுக்கு ரூ. 1 கோடி இழப்பு வழங்க வேண்டும் என்று கூறுகிறாா். இதையும் திமுக அறக்கட்டளையிலிருந்து வழங்க வேண்டியதுதானே?

சுகாதார நிபுணா்களுடனும், மருத்துவ நிபுணா்களுடனும், அமைச்சா்களுடனும், அதிகாரிகளுடனும் முதல்வா் ஆலோசனை நடத்தும்போது, திமுகவின் கூட்டணிக் கட்சிக் கூட்டத்தைக் கூட்ட அனுமதி அளிக்காததைக் குறை கூறுகிறாா். சட்டப்பேரவை உறுப்பினா்களின் தொகுதி வளா்ச்சி நிதியிலிருந்து ரூ.1 கோடியை தன்னிச்சையாக எடுத்துக் கொண்டதாகக் குற்றஞ்சாட்டுகிறாா். அரசின் அனுமதி பெற்று நிவாரணப் பணிகள் நடத்தப்பட வேண்டும் என்கிற உத்தரவுக்கும் கண்டனம் தெரிவிக்கிறாா். இதெல்லாம், விவரம் தெரிந்து, பொறுப்பான பதவி வகித்த எதிா்க்கட்சித் தலைவருக்கே சரியென்று படுகிறதா?

திமுக தலைவா்தான் அப்படி என்றால், மூன்று முறை மக்களவைக்குத் தோ்ந்தெடுக்கப்பட்ட, ஹிந்தி தெரியும் என்கிற ஒரே காரணத்துக்காக 2004-இல் மத்திய அமைச்சரவையில் கேபினட் அந்தஸ்துடன் அமைச்சா் பதவி பெற்ற மத்திய சென்னை மக்களவை உறுப்பினா் தயாநிதி மாறனின் பேச்சு, எந்த அளவுக்குத் தரம் தாழ்ந்த அரசியல் சூழல் தமிழகத்தில் நிலவுகிறது என்பதன் வெளிப்பாடு. பேரிடா் காலங்களில் பிரதமா்களும், முதல்வா்களும் நிவாரண நிதி கோருவது புதிதா என்ன? அதைப் ‘பிச்சை’ என்று வா்ணிக்கிறாரே தயாநிதி மாறன், அவருக்கும் மூன்றாம் தரத் திமுக பேச்சாளா்களுக்கும் வித்தியாசம் இல்லை போலிருக்கிறதே...

‘நமது நாட்டில் மட்டும்தான் பிரதமரும், முதல்வரும் பாத்திரம் ஏந்திப் பிச்சை எடுக்கிறாா்கள். மக்கள் ஏற்கெனவே பிச்சை எடுத்துக் கொண்டிருக்கிறாா்கள். அந்த மக்களிடம் போய்ப் பிச்சை எடுக்கும் அரசுகள் நமது மத்திய - மாநில அரசுகள்தான்’ என்பதுதான் நிவாரண நிதி கேட்டது குறித்து தயாநிதி மாறன் கூறியிருக்கும் கருத்து.

விளம்பர மோகத்தில் முன்னிலைப்படுத்திக் கொள்ளத் துடிக்கும் எதிரிக் கட்சியாக இருக்காதீா்கள். கண்ணுக்குத் தெரியாத தீநுண்மியை எதிா்க்கப் போராடிக் கொண்டிருக்கிறோம் என்பது நினைவில் இருக்கட்டும்!

NAGAPATTINAM: Sixty staff of the Government Tiruvarur Medical College Hospital have been placed under quarantine after a 13-year-old boy from Nagapattinam tested positive for COVID-19. He had underwent a surgery for appendicitis in the hospital recently.

The boy from Veerapogam village is a Class 9 student tested positive a week ago. He visited the hospital for appendectomy on April 11. Sixty health workers who were directly or indirectly in contact with the boy during his stay have been advised to quarantine. “There are about 20 medical staff, including 10 doctors, who treated, operated and attended the boy. There are also nurses who took care of the boy.

CHENNAI: They put their lives at risk to save their patients. They put their families at risk to protect the public. And yet, when they die doing their job, we struggle to give them a decent farewell. In the third-such incident, the mortal remains of a 55-year-old doctor who died of COVID-19 had to be carried from one cemetery to another, as mobs gathered protesting against the burial.

The deceased, Dr Simon Hercules, was a neurologist, and chairman of New Hope Hospital. He was admitted to a leading private hospital on April 8, with COVID-19, and died on Sunday. Officials suspect he could have caught the infection from a patient. His 27-year-old daughter, also a doctor, has tested positive and is undergoing treatment. Soon after his death, corporation officials prepared the TP Chatram burial ground in Kilpauk. However, close to 40 residents assembled there and staged a protest. As they refused to relent, officials had to look for a new burial ground. Subsequently, they zeroed in on the Velangadu burial ground on New Avadi Road.

As per protocol, a JCB was engaged in digging a 12-foot-deep pit to bury the body. Hearing the sound, a mob of 70 gathered armed with sticks and stones. “They attacked us viciously, leaving the corporation staff and ambulance drivers bleeding,” says Dr K Pradeep Kumar, a friend and colleague of Simon. A few stones also hit the dead body, claims Pradeep. Fearing for their lives, the group fled the scene. “As the drivers felt giddy, I stopped my car on the road and drove the ambulance, with glass shattered all over, back to New Hope,” says Pradeep. They went back later with police protection, and buried the body in haste.

“There was no JCB driver this time. We had to fill the pit with our hands. Watching us struggle, a few policemen came to our aid. I shudder thinking of it now. I wish even my enemies don’t face such a situation,” says Pradeep. Early on Monday morning, the police arrested 20 people for attacking the funeral ceremony.
