10 univs form campus companies to fast-track ₹1,000 crore upgrade

: Ten high-performing state universities across India are set to undergo ₹100 crore upgrade each this academic year as they are forming campus companies — special purpose vehicles — to receive grants directly from the Centre. Besides, they will be mentored by seven US universities, including Cornell, UPenn and UC Berkeley, in various disciplines.

Pune’s Savitribai Phule University, Kolkata’s Jadavpur University and Haryana’s Kurukshetra University are among the 10 universities with NAAC ratings of over 3.51 selected for the ₹100 crore grant under the Centre’s Rashtriya Uchchatar Shiksha Abhiyaan (RUSA) to promote excellence, with the condition that the money is spent by March 2020. The Union HRD ministry likens these ten universities to the IITs of 1960s that rose with large special funding and autonomy. The campus companies will also be allowed to raise additional resources from outside, sources said.

“These universities have been identified for their achievements thus far. To climb up, say to move from a 3.51to a 3.8 or a 3.9 involves a lot of work. It cannot be business as usual,” said an MHRD source. RUSA is a collaborative effort between the Centre and the state with Delhi shouldering almost 70% of the funding.

These campus companies, to be headed by V-Cs and having eminent faculty and independent domain experts, have been asked to make presentations and proposals, submit daily updates, weekly progress charts and they will undergo monthly reviews, much like a corporation. At present, funds usually move through a circuitous route: MHRD releases fund to the state’s finance ministry, which, in turn, releases it to the state education ministry from where the the grant is released to the university, where also there are several layers of bureaucracy. With the universities forming campus corporations under the Companies Act, the MHRD will send the funds directly to the institution’s SPV.

Savitribai Phule University, Karaikudi’s Alagappa University and Hyderabad’s Osmania University have already formed their companies, while the Odisha government has given its nod for Utkal University to form a company and Jammu University is in the process of setting up its company. “We need to have systems that are enabling and supportive. They must allow for quick decision making and they must fast track processes,” the MHRD source added.

“It would not be right to say that senate and management councils are hindrances. But they don’t meet every day or every week. One requires to take quick decisions and move fast. Although there is an SPV company, there is very close monitoring by the RUSA resource centre,” said a vice chancellor.

While Savitribai Phule University will be mentored by University of California, Berkeley, on Startup Accelerator Program, Jammu University will be mentored by University of South Florida on ‘Entrepreneurship Innovation and Sports’, by University of Pennsylvania on ‘Education Innovation’ and University of California, Berkeley, on Bio-Technology and Data Science.

TTV shocked at AMMK getting nil vote in 300 booths

After a dismal performance in the just concluded Lok Sabha elections and assembly bypolls in Tamil Nadu, recording a vote share of around 5.3%, AMMK general secretary T T V Dhinakaran alleged on Sunday that several votes have “disappeared”. He said the party got nil vote in about 300 booths, which meant even the AMMK booth agents didn’t vote for the party.

“We accept the verdict of the people and will now work harder to strengthen our base across the state. At the same time, through our internal reviews, we have found that in about 300 booths the AMMK had polled zero votes. This is shocking,” Dhinakaran told reporters.

“Let me even accept that the public did not vote for us and even our own party people did not vote for us. But, we had deployed at least four agents for every booth. Does that mean that even our agents did not cast their votes in our favour. We do not want to blame anyone, but the Election Commission should explain,” Dhinakaran said.

“If they were AIADMK people but pretended to be with us, they would have voted and scooted, abandoning the booths. Such agents would not have stayed on till the end, until the voting ended,” he said, while responding to a question on whether the agents were the AIADMK’s sleeper cell in the AMMK.

Dhinakaran also said there were several instances where their vote base in certain booths did not match the votes recorded in the EVMs. “In the booth, where me and my family cast our votes, there are at least 150 people who are part of our core support group, including relatives and friends, besides employees. But, during counting it showed just 14 votes for us. That is our concern,” he said.

While winning and losing are part of electoral politics, he said, AMMK will continue to raise its voice on issues pertaining to the state, even while gearing up for the local body polls. “No one person or a group of people can be forced to stick with one party. And just because some people leave, the party will not cease to exist,” Dhinakaran said, about possible desertions from the AMMK.

18 dogs poisoned, locals say a fish vendor did it

A group of residents from Konganagiri on College Road has lodged a complaint with the Tirupur north police against a fish vendor, who allegedly poisoned 18 dogs in the locality to death. The residents were alarmed after dogs, including strays, began to die one by one.

“They were found foaming at the mouth. Seven dogs were found dead on May 13, followed by four the next day. Some dogs, including one of mine, were struggling for life and were given medical treatment,” said AB Manikandan.

Doctors at a private veterinary clinic told the dog lovers that the animals had consumed poisoned food. “One of the residents, whose dog had died mysteriously, showed a CCTV footage showing a man on a moped giving some food to the dogs, which were killed. We identified him as Gopal, the fish vendor residing in the area,” Manikandan told TOI. “Gopal catches fish from an irrigation tank at night, bring them to his house and clean them before supplying to food stalls and hotels. Sometimes, stray dogs follow and bark at him when he rides the moped. Irritated over it, he has been killing the dogs by giving them fish laced with poison.”

Authorities should take action against Gopal and save the dogs, said N Chandrakala, another resident. “I have a pet dog and used to feed three strays in the locality regularly. Two of them are dead now,” he said. N Shanmughasundaram, who lost his pet dog, said, “When we showed the CCTV footage to Gopal, he refuted the charge. Police should arrest him and take action against him.”

Though the residents had submitted the CCTV footage as evidence, police are yet to register a case.
Stray cattle rule highways, motorists left helpless

Stray animal menace continues to haunt motorists in Chennai, particularly during the nights. While dogs or cats get in the way of vehicles within city limits, cattle have become a potential threat for those using highway stretches in the suburbs. This being the reality, official data says less than 10 accidents are caused by stray animals every year. Experts attribute this low figure to gross under-reporting or misreporting of such cases.

“In 99% of such cases, police invoke sections 337, 338 of the Indian Penal Code and section 304(A) when there is a fatality,” said V S Suresh, an advocate. These sections pertain to rash and negligent driving. But the apt section for accidents due to stray menace is 289 of the IPC, under which the cattle owner can be pulled up for negligent conduct and be liable to pay a fine of₹1,000 or face imprisonment for six months, he said. “It is unfair to blame the policemen as tracking cattle owners is difficult,” Suresh added.

When questioned about the cases, police pointed fingers at the civic body, holding them responsible for not controlling the stray cattle menace.

Though the corporation hiked penalty for owners allowing cattle to stray from ₹1,000 to ₹10,750, there has not been a decline in complaints about cattle menace. As per corporation data, while 543 complaints were registered in 2017, the number more than doubled in 2018, with 1,270 recorded.

When asked, corporation officials said vehicles to impound stray cattle were being deployed every day. “We face stiff resistance from owners due to increased penalty, but stray cattle are being impounded,” said an official. “Every month, more than 100 cattle are impounded,” added an official.

Residents in most areas, however, feel that with overflowing dustbins, the menace is only increasing. “The cattle roam day and night in search of food and litter the roads. Manapakkam Main Road is unsafe for motorists as cattle appear out of nowhere at nights,” said V Nagarajan. T Nagar, Kotturpuram, and Koyambedu residents also said the menace was rampant.

Animal activists said the corporation needs to have a better strategy to tackle cattle issue instead of taking action once in a while. “Only if there are frequent crackdowns, and the penalty is strictly imposed, there won’t be a problem in containing the problem,” said Arun Prasanna, of People for Cattle in India.

Chennai: Rules for the concession on tickets for children below 12 years continue to be a grey area for both passengers and conductors in government buses.

Recently, disciplinary action was initiated against a conductor for collecting full fare from a 6-year-old child from Chennai.

According to the complainant, M Kasimayan from Ayappakam, he was travelling with his wife and child from Tirupati to Chennai on January 17. It was late in the evening and the bus stops were crowded because of the Pongal holidays. After much trouble, the family got into a TNSTC bus around 8.30pm.

The conductor, Gnanam, asked Kasimayan to buy three full tickets. Kasimayan refused to buy a full ticket for his son as he was eligible for a concession. However, the conductor made Kasimayan pay ₹480 for three tickets.

Following his complaint, TNSTC has initiated disciplinary proceedings against the bus conductor and has apologised to Kasimayan for the inconvenience caused.

Transport workers' unions have called this move harsh. Khadar Ibrahim from SDPI transport union said, “Ticket checkers penalize us if we do not adhere to the rules strictly.”

Transport corporations now insist that conductors check proof of age before giving fare concession, he added.

According to a recent official circular, conductors are told to check the child’s birth certificate if the parent claims a concession.

If proof of age is not produced, conductors can collect full fare even if the child is eligible for concession.

The circular reiterated conductors should not only consider the earlier yardstick — below130cm height — while giving a concession if they fail to provide a birth certificate as proof. Markings at the entrance of the bus and on the grille behind the driver’s seat allow conductors to check a passenger’s height Children between the age of three and 12 must be charged only half the fare in all government buses expect those which are operated as town or metropolitan services, according to TN motor vehicle rules. Passengers complain that conductors do not accept ID proof such as Aadhaar and ration card.

Consumer rights’ activist K Kathirmathiyon said that it is unfair to reject ID proof issued by various government agencies and it is impossible for all passengers to carry birth certificates .

Based on a complaint he made a few years ago, transport corporations made it mandatory for buses to display the rules inside buses. However, this is hardly being followed.

Youth tries to jump to balcony, falls to death

An engineering student on Sunday died in a freak accident at Kelambakkam. Sattil Salman Shareef, 21, of Malappuram in Kerala, tried to jump to the balcony of his rented house from the terrace when he slipped and fell to death.

Police said Shareef, a final-year mechanical engineering student, briefly left his room at 1.30pm without the key and returned to find the door locked. Though his two friends were asleep inside, he decided not to disturb them and tried to jump to the balcony from the 12th floor. Police said Shareef stayed at the multi-storied apartment in Thaiyur with four friends, all natives of Malappuram.

His body was sent to the Chengalpet hospital for postmortem. His parents are employed in Dubai and were informed of the death through relatives. They are expected to arrive on Monday, said police.

This is the second such incident reported near Kelambakkam in less than two months. Mohamed Afridi, 21 and an engineering student from Kerala, fell to death from the 14th floor when he too tried to jump from the terrace to his balcony as the door to his house was locked.
Engg student commits suicide, complains of no freedom at home in note

A 21-year-old engineering student committed suicide on Sunday by jumping off the eighth floor of her hostel on college campus. She left behind a two-page suicide note in which she specified, “No one is responsible for my death”.

The deceased, M Anupriya, had just finished her last examination on Saturday and was about to leave for home on Sunday. Her mother Selvi and younger brother Raju Sundaram, a student at IIT Madras, had arrived at the SRM University hostel on Sunday to pick her up when they heard the news. Anupriya’s father Mathiyalagan is a technician at a private company.

Police found the suicide note when examining her room in the hostel. She had addressed the letter to her brother Raju.

“She claimed that she didn’t have any freedom at home, be it watching movies, television shows or even talking to those she liked. She said her parents were constantly peeping over her shoulder when she was home,” an investigating officer, who accessed the note, said. In the letter, she advised her brother to lead the life he wanted, adding that she didn’t want to live a fake life at home.

Anupriya, who was pursuing a BTech in bio-medical engineering, shared her hostel room with two others and most students had already left after the exams. She even got an out-pass from the warden to leave the hostel on Sunday with her family.

Police said the accident took place at around 8.40am. She sustained multiple fractures to the ribs, hands and legs. Hearing her cries, the security guard and other hostel inmates rushed to the spot and some informed the authorities. She was taken to the hospital on university campus, but was declared brought dead. College authorities said Anupriya was one of the best students in the course and had scored good marks in all her previous semester examinations.

On a complaint from Selvi, the Maraimalai Nagar police registered a case under the CrPC Section 174 (unnatural death). The girl’s body was handed over to her parents after an autopsy at the Government Hospital in Chengalpet.

Vandals damage 24 Smart Bikes, throw some into sea

While the hype around the cycle sharing system seems to have died down, miscreants have taken to vandalising the cycles with some even throwing them into the sea.

Smart Bike, which launched the project with 250 cycles at 25 locations on February 27, said it now operates just 226 cycles as many are under repair. Five cycles were damaged so badly that they had to be sent to Hyderabad for repair. Among the most notorious riders were those who hired the cycles from locations along Marina Beach — Labour Statue, Swimming Pool, opposite Madras university.

About 27,197 rides have been completed since the launch, which clocks at 313 rides a day with each cyclist using the vehicle for at least fiveand-a-half hours, N V Ram, general manager, operations, Smart Bike, told TOI. About 41,233 people have downloaded the mobile application, so far. Ram said people using the cycles for stunts is a major reason they are left damaged. “Some even use it after getting drunk. We were shocked to find cycles in the sea off Marina and many on the shore, but we managed to recover all of them. We filed a police complaint as well but not against any one person as when we find the person from whose mobile the ride is registered, they say their friend used it. We have imposed fines of ₹100 to ₹250 on those who do not park the cycles at the designated parking stations. Many cycles were found in Nanganallur, Tambaram and Pallavaram. We are still working on a way to reduce vandalism,” he said.

Many customers said they weren’t aware that they shouldn’t take the cycles to far flung places, the official added.

As per national and global standards, a cycle sharing system is popular only if it records four to eight rides per cycle a day, experts said. However, less than two rides per cycle a day have been recorded in the city.

“Pune records at least four rides per cycle a day since the system was launched. It will be very difficult to expand it to the entire city unless a proper system and awareness campaign is in place,” said an official.

The civic body is planning to expand the project to 5,000 cycles across 500 locations in a few months with Pondy Bazaar as their next prime location.

Anna Univ to offer post-doc fellowships

Varsity To Start With 20 Fellows, May Gradually Hike Numbers

To enhance the research and innovation ecosystem, Anna University for the first time has introduced postdoctoral fellowships, starting this academic year.

The selected fellows would receive a monthly stipend of ₹45,000 and house rental allowance of ₹10,000 which is on a par with central institutions such as IIT Madras.

“We hope to bridge the gap between research scholars and professors with post-doctoral fellows. It would help us create a better research ecosystem,” said M K Surappa, vice-chancellor of Anna University.

The university is likely to start with an offer of 20 post-doctoral fellowships in the first year and may gradually increase the numbers.

The varsity also hopes to attract talented engineers and scientists with diverse backgrounds to work on challenging and frontier areas.

“Many faculty members after being burdened with administrative duties have lost touch with research. Post-doctoral fellows can also write research papers and stay up-to-date with latest research. They can devote themselves completely to research,” VC Surappa said.

Besides HRA and fellowship, to make the offer more attractive to students, the varsity will provide post-doctoral fellows with travel grant of ₹1 lakh and 20 days leave in a year.

Professors from the university also said the varsity is planning to develop centres of excellence in cutting-edge fields.

“The post-doctoral fellowship would help these centres acquire high quality research scholars,” a professor said.

More than 13,00 candidates are pursuing their PhDs in Anna University and its affiliated colleges.

In its notification, the university said initially the fellowship will be last a period of 2 years, renewable to another year based on the performance of the fellow.

Candidates must have secured first class in their UG and PG courses and should apply for the fellowship within three years of completing their PhD. Candidates who are less than 32 years of age are preferred.

The post-doctoral fellow would be evaluated by a performance evaluation committee every six months.

The candidate should also present a progress report. If the performance is not satisfactory as per university standards, it can terminate the fellowship with two months’ notice.

The university had recently introduced minimum marks in the entrance exams for PhD scholars to improve the quality of the research.

As per the notification, eligible candidates must score 40 of 100 marks.

Fees remained the same for more than a decade, expenditure went up’

Managing a university with more than ₹80cr deficit is difficult, but professor P Duraisamy, vice-chancellor of the University of Madras, tells Ragu Raman how he has been doing it and what could be the way forward

• Your open talk about financial crisis among the faculty revealed the situation the university was in. Why did you inform them?

I wanted transparency. I have nothing to hide. There were doubts whether we could pay salaries and pension at that time.

• What led to the financial crisis?
While our fees remained the same for more than a decade, expenditure went up. The recent crisis began after implementing the seventh pay commission. In one-and-a-half years, our expenditure towards salary and pension increased by ₹50 lakh. Every month, the additional commitment increased by ₹2cr towards the salary and ₹1cr towards pension.

• How are the finances now?
Since we don’t have enough savings as buffer, we will find it difficult to pay salaries in the coming months. The major deficit is in the pension account. The university has ₹320cr as corpus to pay pension to retired staff. We receive ₹27cr as interest and our total commitment towards pensioners has increased to about ₹60cr.
The difference has to be met through our revenue. But we are unable to make it. We have approached the government to meet the deficit in our pension account.

• Distance education is a major source of revenue. Did jurisdictional restrictions imposed by UGC affect finances?

Till now there is no reduction in revenue. But last year’s admission was down due to delay in starting the process. We were given permission in September and admissions began in October. As a result, the number of enrolments came down. Now, UGC is insisting on approval for ODL (open and distance mode learning) programmes. University of Madras is among the few universities to get approval and we expect admissions to increase in coming years.

• The university has recently hiked various fees. Will that be enough to tide over the crisis? What is the long term plan to make the university sustainable?

We are planning to introduce several diploma and certificate programmes, bridge courses through distance education designed to meet the market demands and skill gap. These courses are expected to generate revenue. We are planning to introduce online degree and certificate programmes that have no jurisdiction.
Why Madras varsity may not be able to pay its staff

If the 161-year-old University of Madras does not receive urgent financial aid from the government and full salary grant, its finances may collapse in a month or two and it may not able to pay salaries and pension.

The university has presented a ₹203cr budget for 2019-20 with an accumulated deficit of ₹84.92cr. To stay afloat, the university has sought a ₹35cr annual bailout package from the government besides increasing various fees. It is exploring avenues to generate revenue.

Trouble started in 2011-12 when, without any allocation, the previous administrations constructed seven buildings on the Guindy and Taramani campuses, spending from the university’s funds. But officials said the current deficit was due to implementation of the seventh pay commission scales for teaching and non-teaching staff, and pensioners.

The university’s monthly expenditures have increased by ₹3cr. Though it receives ₹27cr as interest from its corpus fund, the expenditure towards pension is ₹60cr. “Salary grant is paid by the state government. But the university is paying the pension. The state should also bear it. For the first time, we were not able to pay retirement benefits from May 2018,” a senior professor from the university said.

When asked, P Duraisamy, vice-chancellor, said the university was unable to pay retirement benefits due to increase of gratuity, commutation and earned leave reimbursement. “We have approached the government to meet the deficit in the pension account. If it does, we can manage the salary of the staff members through our revenue,” he said.

The university is not receiving the full salary grant due to audit objections raised during the tenures of previous administrations. “The university is supposed to receive ₹56cr as salary grant but gets ₹36cr. The posts of assistant registrars and deputy registrars were filled by promotions instead of calling for open advertisements. The local fund audit objected to the promotions,” a syndicate member said. “Over the past 10 years, citing objections, the government gradually stopped giving salary grants to the non-teaching staff who have been promoted. We lost 40% grant due to violations,” he said.

But there were no objections in the 2017-18 fund audit. “Now that there is no objection, the government should give a one-time waiver to audit objections. If we receive full grant it would ease the financial stress,” said a source in the finance committee.

Less grant has invited more problems. This February, the Income Tax department slapped a ₹68 lakh tax notice on the university treating it as a ‘private’ institution. Professors said the varsity received onefifth of the total expenditure as grant from the government. Rules stipulate that a government institution should receive more than 50% as grant from a state or central government.

The university has recently increased the various fees for the PG and UG courses to tide over the crisis. The university hopes to raise ₹15cr through fee hikes. “We are adopting austerity measures and also would seek a one-time waiver to audit objections. If we receive full salary grant it would help us,” professor Duraisamy said.

JAMMU, Aug 10: In a judgement of far reaching consequences on the functioning of Universities all over the country, the Division Bench of State High Court comprising Chief Justice M M Kumar and Justice Hasnain Massodi has stated that Medical Council of India (MCI) Regulations only provide the bottom line and leave it entirely to the Universities to prescribe more strict examination regime to promote efficiency at the level of Graduate and Post Graduate Courses in the Medical Education.


The Division Bench delivered this significant judgement while dismissing the appeal filed by two students challenging the verdict given by the Single Judge.


Senior Advocate D C Raina along with Advocate Anil Verma appearing for the appellants submitted that appellants—Gafoor Ahmad and Sukhbir Singh were undergoing MBBS course at Government Medical College, Jammu and they failed to pass Clinical Examination on Obstetrics and Gynecology as they secured 24 marks as against the requirement of 25 marks out of 50 marks necessary for clearing the examination.


“Had the respondent University given them one grace mark the appellants would have sailed through but their request in this regard was rejected by the Jammu University on the ground that in terms of Statute 6.2 of the University Statutes introduced vide University Council Resolutions dated February 25, 2008 though up to five grace marks could be awarded in theory component of a subject yet no grace mark was permissible in Clinical (Practical) Examination”, they further submitted.


Aggrieved over the decision of the University, the students knocked the doors of the High Court on the ground that Statute 6.2 was in conflict with Clause 35 of the Medical Council of India Regulations and this was liable to be set-aside. Moreover, the Statute 6.2 was introduced in the University Statutes after their admission in the MBBS Course in the year 2001 as such the same was not applicable to the appellants’ case.


Another reason behind their appeal before the Single Judge was that the University granted benefit of grave marks in Clinical Examination notwithstanding Statute 6.2 to Sourabh Katoch and Kewal Krishan, who appeared in MBBS Final Professional Part-II Examination in 2009 and 2010 respectively.


However, the Writ Court didn’t find any merit in the grounds and accordingly dismissed the petition on May 7, 2012. Aggrieved over the Single Judge verdict, the students challenged the order in the Division Bench of the State High Court with the submissions that Writ Court had not appreciated the case in right prospective.
“While appellants projected their case inter-alia on the ground of legitimate expectation, the Writ Court treated it as one of retrospectivity and proceeded to reject their case”, the counsels appearing for the appellants submitted before the Division Bench, adding “the benefit of grave marks in Clinical Examination was extended to some of the MBBS final students but it was arbitrarily denied to the appellants”.


While countering the arguments of counsels for the appellants, Advocate W S Nargal appearing for the Jammu University said, “the object of Regulations made by the Medical Council of India to regulate Graduate and Post Graduate Education in the country is to maintain highest standards in Medical Education so that the knowledge and efficiency of medical graduates and post-graduates, who pass out from Medical Colleges/ Universities is up to the mark and comparable with medical graduates from top most Universities of the world”.


He also read the Clause 35 of the Medical Council of India Regulations, which states “the grace marks up to a maximum of five marks may be awarded at the discretion of the University to a student, who has failed only in one subject but has passed in all other subjects”.


He further submitted, “the University has acted well within its powers to restrict the grave mark to the theory component of a subject without leaving any scope of grace marks in the clinical or practical examination. Therefore, Statute 6.2 cannot be held to be in conflict with Clause 35 of MCI Regulations”.


After going through the appeal as also the Writ Court record and hearing the counsel for both the parties, the DB observed, “the Medical Council of India Regulation forms baseline and it doesn’t restrict the University from prescribing grace marks less than prescribed under Regulation/ Clause 35 or restrict it to either of the components (theory and practical) of a subject”, adding “the University is competent to decide that while it would ignore a candidate’s failure in the theory component of a subject by less than five marks, but would not accept a medical candidate, expected to have good clinical sense, to fail in clinical or practical examination”.


“Statute 6.2 of University Statutes therefore cannot be held to be in conflict with Clause 35 of the Medical Council of India Regulations. Had the University of Jammu made room for award of more than five marks, the Statute would have been in conflict with Regulation/ Clause 35 of the MCI Regulations because the MCI Regulations provide the bottom line and leave it to the University to prescribe more strict examination regime to promote efficiency at the level of Graduate and Post Graduate Courses in Medical Education”, the DB said.


In the order, the DB further said, “the University Statute undergo changes from time to time depending upon new developments in the field of academic, science and technology and to respond to the new challenges”, adding “a student enrolled in Graduate or Post Graduate programme striking over a period of three to five years cannot insist that the changes made in the University Statute should not be made applicable to him. An agreement with such a proposition would make exercise of making University Statute responsive to the challenges around meaningless”.


“The appellants cannot seek the benefit that is not permissible under the University Statute only because of such benefit has been extended in isolated cases, either due to clerical error or any inadvertence on part of the officials of University at lowest rung of the administrative machinery”, the DB further said.
With these observations, the DB dismissed Letters Patent Appeal as merit-less.

Case name: Ganesh v. Sudhirkumar Shrivastava & ors.

In the present matter, the parties had entered into divorce through mutual consent. One of the terms of the settlement between the parties was that the applicant i.e. the mother has released the right of monthly maintenance to the daughter with the non-applicant i.e. father. The applicant has fully accepted responsibility for the child’s livelihood, education and health.

The Supreme Court though accepted the terms of settlement, it expressed its reservation with reference to the aforesaid term. The Court stated that it was certainly open to the wife to give up any claim so far as maintenance or permanent alimony or stridhan but she could not have given up the rights which vest in the daughter insofar as maintenance and other issues are concerned.

Taking the aforesaid view, the Apex Court while exercising it’s powers under Article 142 of the Constitution of India, set-aside the impugned clause of the Consent Terms.

The alwa from Madurai's Prema Vilas lies on a mandarai leaf, dripping sugary ghee and reminding me of sunshine. Giving into the temptation instantly, I scoop a warm blob into my mouth using a wooden spoon. Sweet sunshine. That's how the alwa in Madurai’s Prema Vilas tastes and if you are a skeptic, I dare you to try for yourself.

Although Thirunelveli Iruttu Kadai alwa precedes it by its world-famous reputation, Madurai’s Prema Vilas has plonked itself on a sweet spot in a city that’s famed for its meat delicacies. Its location too cannot be any better at just a few hundred metres from the railway station. A reminder for you to not leave Madurai without having tasted Prema Vilas alwa.


There are quite a few Prema Vilas sweet shops in Madurai, but the one on Town Hall Road at West Veli Street junction is the oldest of the lot. Started by Ganga Ram Singh in 1954, the sweet stall is run by his five grandsons. Prema Vilas, we learn, was named after Ganga Ram Singh’s first daughter.

One of the five grandsons, 43-year-old Saravanan, whom we met on the day we visited the shop, smiles sheepishly when we ask him about his grandfather.

“We don’t know much of where they came from or why they started this stall. All that we know is that our grandparents who were farmers moved from Chokkampatti in Kadayanallur (Thirunelveli district) and started this sweet stall, Madurai’s first at that time," he says.

Ganga Ram Singh and his wife Ganga Bai look down upon the bustling sweet shop from their framed photos on the wall while Thilak Singh, Prema Vilas’s employee of 25 years, deftly hands over scooped up “sunshine” in mandarai leaves, a tradition that Ganga Ram Singh started. Almost 20 years after he set up the shop, Ganga Ram Singh passed away, leaving the business to his wife and four daughters.

With a little prodding from our end, Saravanan adds that his family is made of fifth generation Rajputs who moved down from “somewhere in the north” to Madurai. He also stakes his family's claim on all the famed sweets from this belt of Tamil Nadu. “Lakshmi Vilas in Vathalagundu, Srivilliputhur’s Venkateswara palkoa, Thirunelveli’s Iruttu Kadai, Madurai’s Lakshmi Vilas were all started by cousins from the same family. Chittappas and Periyappas,” he tells us.

The sweet shop’s name board has ‘Thirunelveli Lala Mittai Kadai’ just beneath Prema Vilas.

Historian Sriram in one of his pieces writes that the Singhs were originally Rajputs who were brought to Tamil Nadu as cavalrymen for the kingdom of Chokkampatti. It is believed that with their dispersal to other parts of the state, their tradition of sweets too reached far and wide, gaining the reputation it has today.

A few kilometres away in Subramaniapuram neighbourhood, is Prema Vilas’s factory where the alwas are lovingly stirred and transported at least twice a day to the shop where they are sold within seconds.

Every day, close to 5000 customers flow up and down the platform on which the shop stands. The owner, however, does not reveal how many kilograms of alwa they sell on a daily basis.

“We don’t keep a tab on it,” says Saravanan.

Every day, production begins at 7.00 am when generous amounts of ghee, sugar and wheat milk are laboriously stirred until the smooth and soft texture is achieved. While one kilogram of the alwa is priced at Rs 280, 50 gms served in mandarai leaves are up for grabs at Rs 15.

The sev milagu mixture too is a favourite among customers. The best way to treat your taste buds would be to devour the warm and glossy alwa sprinkled with cashews first and then crunch on some sev milagu mixture. And repeat.

When Congress' S Jothimani was chosen as the candidate for the DMK alliance in the Karur constituency, little did she expect that she would emerge a giantslayer. Her campaign in the 2014 Lok Sabha Elections had proven unsuccessful against the AIADMK's five-time MP and Deputy Speaker of the Lok Sabha M Thambidurai. But this year, with a victory margin of over four lakh votes, the Congress leader has proven herself to be a formidable opponent. Days after the result, TNM caught up with Jothimani who reveals that even as her leads grew in the constituency, watching her party fail nationally remains a devastating experience.

This is your first victory in a Lok Sabha election. What do you think worked in your favour this time?

Several things worked in my favour this election. I was aware that I am not from a strong financial background and will not be able to contribute too much money for the campaign. There was a discussion regarding this but the Congress President took a strong stand that a person from a humble background who is committed to work for people should not be denied a ticket. So, people accepted my candidature even before the announcement. That gave me an early boost. And on ground, it was a DMK-led campagin. The party workers accepted me whole heartedly. There were four district secretaries who worked with me and they all cooperated very well. DMK's Senthil Balaji and I decided on a campaign strategy, made a detailed manifesto and decided we will not go for a negative campaign. My speeches were about what I will do for the constituency if I get elected. I promised them that when I submit my affidavit again five years later, there will no be single rupee gained illegally.



You are now officially a giant slayer. You defeated the AIADMK's Thambidurai by close to four lakh votes.

Very few of us in the state Congress actually expected to win this contest, especially with this kind of margin. This is not just my win but one that every worker contributed to. As the campaigning progressed we saw that our message had reached the people on ground. Large crowds began to gather despite the heat and several women came just to meet me. I am grateful for this mandate and will now have to live up to the expectations of the people.

While you may have shined in Karur, your party has largely failed across the nation.

Yes, it was very unfortunate. Even as the early numbers were coming in, my leads were going up but my party's wasn't. It was devastating. It is not about the party alone but the country's future is at stake. We accept the people's mandate and who they have elected to power. This is a democracy after all. But in the last five years we saw a government which aimed at polarising people and a Prime Minister who was spreading hatred. But they have been brought to power again. We need to introspect about our failure. As far I am concerned, we succeeded in Tamil Nadu but in the other states, we need to study what happened. The next five years will definitely be tough.

What about Rahul Gandhi's future in this party?

It is not merely the results of elections that decide who leads a party. While Modi was spreading hate, Rahul was spreading love, Modi was dividing people and Rahul was unifying them, Modi works for the rich and Rahul for the poor. Hatred always spreads like wildfire but love will take time. But the truth will finally prevail. A few electoral losses will not unsettle the Congress President. He is very confident and knows what he is working towards. I have complete confidence in him and his vision for the country.

Any political party can recover from electoral defeat. Even last time we got only 44 seats but we still worked towards saving the idea of India against hatred and divisive politics. We will do it this time too and Rahul Gandhi will lead the charge.

What should Congress have done differently this election?

In my opinion, we did our best. The country is polarised but I don't blame people for that. The idea of Hinduism and Hindutva have been wrongly disseminated. If someone is really a follower of the Hindu religion, he/she should oppose the BJP. This is a line, we should have taken more aggressively. But beyond polarisation, money and media power also played a huge role in this election. People were watching what the BJP and RSS wanted them to see and were selectively informed about the country's happenings. This can't be reversed in a day, we have to keep fighting.

What is one takeaway for you from BJP's electoral success?

The BJP's election machinery at the booth level is stronger and more intact than ours. This is something that we, as a party, should work on.

India has elected a record 78 women leaders to Parliament this year. What does it mean for women in politics?

We have been fighting for more representation and even reservation for quite sometime now. I myself came to politics through reservation in the Panchayati Raj. Without it, someone like me with no relatives in politics or financial backing would not have succeeded. We will bring women's issues to the forefront. Reservation for women, sexual harassment and cybercrimes against women can be expected to become part of mainstream discussion in the Parliament.

What will be the Congress' first agenda in Parliament now?

We have been given a mandate to sit in the opposition and we will be a vibrant one. We will protect the idea of India and provide constructive criticism. The Modi government has fudged economic data and even undermined institutions like the media. We will work towards ensuring they correct these mistakes.

Three senior doctors of BYL Nair Hospital have been booked for abetment of suicide on Thursday after a 26-year-old post-graduate student at the hospital committed suicide by hanging herself at the college hostel on Wednesday.

On the basis of a complaint lodged by Tadvi’s parents, the Agripada police have registered a case against Dr Hema Ahuja, Dr Bhakti Mehar and Dr Ankita Khandilwal under section 306 (abetment for suicide) of the Indian penal code (IPC), sections of the SC/ST Atrocities Act, Anti-Ragging Act and Information Technology Act, 2000.

Dr Ramesh Bharmal, dean, BYL Nair Hospital remained unavailable for a comment. However, the administrative medical officer (AMO) of the hospital said that the woman was a second-year gynaecology student and the exact cause of suicide is yet unknown.

On Wednesday evening, Tadvi was found hanging on the eight floor of the college hostel. After primary investigation, police had registered an accidental death report (ADR) case. However, Tadvi’s parents came to Mumbai and filed a case against the three doctors on Thursday, police said.

“On Wednesday, we had registered a case of accidental death. However, we registered a case against the three doctors for abetment of suicide after Tadvi’s family lodged a complaint on Thursday. Investigations are on,” said S Agawane, senior police inspector, Agripada police station.

According to the police, Tadvi was in her second-year of doctor of medicine (MD) at Nair Hospital. She was a native of Jalgaon and had completed her MBBS from Miraj, a city in the southern part of the state. Tadvi’s husband, Dr Salim Tadvi, worked as an assistant professor at Cooper Hospital in Mumbai.

Nilesh Tadvi, brother of Tadvi, said, “On Wednesday, I received a call informing us that Tadvi was admitted in ICU. On reaching Mumbai, we got to know that she was no more.”

“Tadvi had been complaining about three senior doctors at the hospital who were harassing her from a long time. She alleged that the doctors would not allow her to meet her husband or have food during working hours as she belonged to a lower caste. They also threatened her that she would not be able to complete her MD,” Nilesh said.

Abeda Salim Tadvi, 53, Tadvi’s mother, said that she used to often visit Nair Hospital for her cancer treatment.

“Whenever I visited the hospital, I noticed that the three doctors would not allow my daughter to meet me. On Wednesday, at around 4pm, Tadvi gave me a call and started crying and narrated the harassment she was facing. I ensured her that we will visit her on Thursday and look for solutions to the problem,” Abeda said.

Tadvi’s family claimed that Tadvi was also harassed on a group that was made for doctors on WhatsApp. The doctors used to humiliate her on the group as she belonged to scheduled caste (SC).

“A few months back, Tadvi had sent us screenshots of the chat on the WhatsApp group. We had approached the superintendent of police of Jalgaon complaining about the issue. However, we have submitted the chats to the police now,” said Tadvi’ relative.

Salim Tadvi, Tadvi’s father, has appealed to the police to take strict actions against the three doctors who took his daughter’s life.

MUMBAI: The head of gynaecology department at BYL Nair Hospital and another professor were served show-cause notices on Friday by the institute, two days after a 26-year-old resident doctor, Dr Payal Tadvi, committed suicide after allegedly facing harassment and casteist jibes at the hands of three seniors. The professors, including Dr Tadvi's unit head, have been asked to explain why they failed to act on her verbal complaints.
"Prima facie, it seems that Dr Tadvi's unit head, Dr Yi Ching Ling, and department head, Dr S D Shirodkar, were aware of her issues as she had lodged verbal complaints. However, it is best known to these professors why such a serious complaint was not escalated to my level," said dean Dr Ramesh Bharmal, adding that he was in the dark about the case. "Whether or not the professors had resolved the matter, they should have brought it to my notice. If we find that her complaint was not appropriately handled, we will not hesitate to initiate action against the professors too."

Dr Tadvi, who hailed from Jalgaon and was pursuing MD in gynaecology at the civic-run medical college, hanged herself in her hostel room a few hours after performing two surgeries on Wednesday evening. Her family has alleged that she was being "harassed and humiliated" by her seniors-Dr Hema Ahuja, Dr Bhakti Mehar and Dr Ankita Khandilwal-as she belonged to a tribal community. They have been booked for abetment by the Agripada police, but no arrests have been made so far.

It has also come to light that the victim's father, Saleem, had, on May 10, written to health minister Girish Mahajan and the Agripada police asking for his daughter's unit to be changed. In his letter, he wrote that his daughter was always "reminded of her background". "They would make her work continuously for days, wouldn't even let her eat meals on time," he wrote. He also alleged that she was not allowed to meet her mother, a cancer patient, when she came to the hospital for treatment.

An anti-ragging committee, comprising doctors, police officials and NGO members, has started a parallel investigation into the case. Dr Bharmal said the report is expected by Tuesday, following which a decision on the suspension of the three accused doctors would be taken. A few political parties have also demanded Dr Bharmal's resignation.

The Maharashtra Association of Resident Doctors said they will organise a sensitisation campaign for doctors on how to deal with their own work stress, while helping their juniors. A resident doctor told TOI, "There are many seniors who give a tough time to their juniors, even passing off their workload, but it eases over time. However, it's a problem and needs to be addressed."

ChennaI: Pointing out that the management of educational institutions can claim exemption under section 32 (v) (b) of the Bonus Act, which exempts universities and other educational institutions from payment of bonus to its employees, the Madras high court has set aside an order of the Industrial Tribunal, which allowed the claim of drivers and technical personnel of buses run by Sathyabama University and directed the University to pay bonus to them.

Justice Anita Sumanth gave the ruling while allowing a petition filed by the management of Sathyabama University.

Originally, the Pudhiya Jananayaga Vagana Ottunargal Matturm Techniciangal Union comprising drivers and technical personnel filed a claim statement before the Industrial Tribunal that the members of the Union are entitled for bonus under the Payment of Bonus Act. The union said the management runs buses for the transportation of its students, teaching and non-teaching staff to the University and collects substantial transportation fee from the students as well as the employees using the facility. As such it is entitled to share the profits from such transport fee, the Union added. Resisting the claim, the management contended that the Bonus Act would not apply in the light of the exemption provided under section 32 (v) (b) of the Act. The Tribunal came to the conclusion that the Institution was not just profitable, but was indulging in profiteering and thus would not be entitled to the exemption and directed the management to pay bonus. Aggrieved, the management filed the present petition.

Pointing out sub-clause (b) (universities and other educational institutions) and (c) (institutions (including hospitals, chambers of commerce and social welfare institutions) established not for purpose of profit), of clause (v) of section 35 of Bonus Act, the judge said the petitioner’s case all along has been in terms of clause (v) (b) of section 35. Thus, there was really no reason to consider the provisions of sub-clause (c) at all that uses the phrase ‘not for profit’ except that the Union seeks to interpolate that phrase into the previous sub-clause as well, the judge added.

The judge said the petitioner nowhere admitted that it derives a profit from the services of transportation. Though, Senior Counsel S.Ravindran, appearing for the management fairly states that the costs for the provision of such infrastructure will be collected by the petitioner by way of consolidate payments imposed upon the students and faculty, there was nothing to support the conclusion of the Tribunal that the petitioner was engaged in ‘profiteering’, the judge added.

The judge said, “The union has been seeking the copies of financials of the institution to establish its case. The same have not been produced by the Institution till date. However, no adverse inference can, in my view, be drawn from this fact, as the relevant provision, that is, section 35 (v) (b) does not refer to ‘profitability’ as a factor to be taken into consideration at all”.

The judge said, “One walks a fine line while appreciating submissions in relation to changing times, evolving circumstances and stark realities on the one hand and the rigour of a statute that binds one in decision making, on the other. No doubt, there are those times that present an opportunity to legislate judicially and make an imprint on the changing sands of time and circumstances, and one must, if such an opportunity presents itself, avail the same, albeit cautiously and in appropriate measure. But this is not one such occasion”.

CHENNAI: What is the difference between ‘profit making’ and ‘profiteering’?

According to the Madras High Court, the former is accepted to be a legitimate exercise, necessary for the sustenance of all institutions. But ‘profiteering’ means taking advantage of unusual or exceptional circumstances to make excessive profits, which is to be frowned upon.

Justice Anita Sumanth made the definition while allowing a writ petition from the management of Sathyabama University at Semmenchery, challenging the orders dated March 24, 2017 of the Industrial Tribunal here, which held that the university was liable to pay bonus to members of Pudhiya Jananayaga Vagana Ottunargal Mattrum Techniciangal Union at Kodambakkam, under the Payment of Bonus Act.

The case of the union, comprising drivers and technical personnel, is that they are entitled for bonus under the provisions of the Bonus Act. The management runs buses for transportation of its students, teaching and non-teaching staff to the university, both morning and evening and collects substantial fees from the students and the employees using the facility, in addition to the tuition fees collected from students. As such, it is entitled to share the profits from such transport fee with the staff, the union argued.

However, management senior counsel S Ravindran submitted that the Bonus Act will not apply in the light of the exemption given in Sec. 32(v)(b) of the Act. The legislature was conscious of profit earning apparatus and had made a specific differentiation between the two clauses, deciding, in its wisdom, to purposely omit reference to ‘profits’ in clause (v)(b) of Sec. 32.


India is a knowledge capital and the activity of dissemination of education has necessarily to generate some profit for the sustenance of the institution itself and for the improvement of the standards and quality of the institution, the education imparted and the facilities and infrastructure offered.

The mere fact that the institution is profitable is not relevant, as profitability is not a criteria to be taken into account for grant of exemption under clause (v)(b). There is nothing untoward in the fees and charges levied by the university as the former were in line with the fee regulations and the latter were structured bearing in mind the costs incurred in maintaining and running the buses. Accepting his arguments, the judge set aside the order of the tribunal and allowed the petition.

CHENNAI: A Government Order (GO) dated August 11, 2017, stating that scholarship will be given only to the extent of rates fixed by the fee structure panel, that too for students admitted under the free seats under government quota with effect from 2017-2018, has been set aside by the Madras High Court.

Vacation judge RMT Teekaa Raman, who quashed the GO, also held that students studying in private colleges under the management quota are also entitled for the scholarship provided by the State government to students of Adi-Dravidar community studying engineering in government and government-aided colleges.

The judge was passing orders on a writ petition from 114 students of Bharathiyar Institute of Engineering for Women in Salem to quash the August 2017 GO of the Adi-Dravidar and Tribal Welfare Department.
The students also wanted the court to decide whether students admitted in private engineering colleges under management quota are also entitled to the scholarship.

Relying on an earlier order passed by a division bench of the High Court, which had held that even students of private colleges are entitled for such scholarship, the judge allowed the present petition.

The State, with a view to helping students belonging to the Adi-Dravidar community, had issued an order dated January 9, 2012, providing scholarship to students studying in government and aided institutions.

The government made certain amendments to the GO in August 2017 stating that the scholarship will be granted only to the extent of rates fixed by the fee structure committee for free seats under the government quota with effect from the 2017-2018 academic year. Aggrieved, the petitioner students moved the High Court.

NEW DELHI: The CBI has arrested six people, including the managing director of a Delhi-based education consultancy firm, for allegedly manipulating an online entrance examination of BITS, Pilani, officials said Saturday.

Besides Bhaskar Choudhary, the managing director of Pathway Education Service having office at Bhikaji Kama place here, other arrested are-- Ketan Barot of Ahmedabad-based Disha Education, cyber experts Sheth Mohammed Usama and Virag Harendra Kumar Shah, owner of Ahmedabad examination centre Nishikant Sinha and its manager Darpan Shirish Pathak, they said.

It is alleged that Choudhary in connivance with others was demanding around Rs 10 lakh from parents of a candidate for helping in BITSAT (the entrance exam) through unfair means, they said.

The exam was held between May 17 to 22, according to an FIR filed by the CBI.


The CBI has alleged that these accused entice the parents of candidates aspiring to join Birla Institute of Technology and Science (BITS), Pilani.

"The accused had resources to allegedly manage the online examination of BITS, Pilani, wherein the experts arranged by the accused persons provided answers by using Remote Desktop Technology from an unknown destination for an amount ranging from Rs 10-12 lakh(approx.)," a CBI spokesperson said.

The accused had allegedly connived with the examination centres where they had computers installed with dubious software which allowed solvers to take its control from a remote location during examination thereby ensuring admission, the agency said.

"Searches were conducted at Delhi, Ahmedabad, Vadodara and Mumbai which led to the recovery of several incriminating documents, including digital evidence and cash of over Rs 33 lakh (approx.) and number of blank signed cheques," the spokesperson said.
Over 4,000 students take common entrance test

Engrossed:Common entrance test for admission to central universities under way in Tiruvarur on Saturday.

More than 4,000 students took the common entrance examination for admission to central universities, being held on the Central University of Tamil Nadu (CUTN) campus on May 25 and 26.

These students are seeking admission to various undergraduate, postgraduate, integrated five-year and research programmes offered by the CUTs across the country. A total of 4,284 students will be taking up the CU Common Entrance Test 2019 (CUCET2019) at the CUTN campus, Tiruvarur, according to Controller of Examinations A. Ragupathy.

The CUCET2019 is being held in Chennai, Coimbatore, Madurai and Nagercoil, apart from the CUTN campus in Tiruvarur. In all, CUCET2019 is being conducted in 120 centres across the country for admission to courses offered at 14 CUs in the country.

While those seeking admission to undergraduate, postgraduate and other courses will have to take up the CUCET, the candidates with national-level fellowships such as UGC-JRF or UGC-CSIR-JRF and applying for admission to MPhil or PhD programmes are exempted from taking up the entrance test and have to apply through the CUCET2019 online portal. The programmes offered by the CUs have received good response from the students as the number of applications received for admission has increased to around 84,000 this year compared to around 60,000 last year.

இருக்கும் இடத்தில் இருந்தே சகல விதமான வேலைகளையும் வீட்டிலிருந்தே செய்து முடிப்பதால் உடல் உழைப்பின்றி பலவித நோய்களுக்கு உள்ளாகிறார்கள்.

ராமநாதபுரம், ராமேஸ்வரம்-சென்னை சென்ற சேது எக்ஸ்பிரஸ் ரயில் ராமநாதபுரம் அருகே மாடு மீது மோதியதில் இன்ஜினில் பழுது ஏற்பட்டதால் 3 மணி நேரம் தாமதமானதால் பயணிகள் அவதியடைந்துள்ளனர்.ராமேஸ்வரத்தில் இருந்து நேற்று முன்தினம் இரவு 8:15 மணிக்கு புறப்பட்ட சேது எக்ஸ்பிரஸ் ரயில், ராமநாதபுரம் அருகே சக்கரகோட்டை ரயில்வே கேட் அருகே சென்ற மாடு ரயிலில் அடிப்பட்டு இறந்தது. இதனால் ரயில் இன்ஜினில் கோளாறு ஏற்பட்டது.இதையடுத்து பழுதை சரி செய்து 3:00 மணிநேரம் தாமதமாக இரவு 12:45 மணிக்கு ரயில் ராமநாதபுரம் வந்து பயணிகளை ஏற்றிச் சென்றது.மூன்று மணிநேரம் தாமதத்தால் பயணிகள் அவதியுற்றனர். தண்டவாளத்தில் மாடு அடிபட்டது தொடர்பாக ரயில்வே போலீசார் விசாரிக்கின்றனர்.

கள்ளக்குறிச்சியில் போட்டியிட்ட, இவரின் சகோதரர், சுதீஷை தவிர்த்து, மற்ற மூவரும், தேர்தல் செலவிற்கு பணம் இல்லாமல் திணறினர்.கட்சி பொருளாளர் என்ற அடிப்படையில், அவர்களுக்கு எவ்வித உதவிகளையும் பிரேமலதா செய்யவில்லை. இதனால், அ.தி.மு.க., கூட்டணி நிர்வாகிகள் மற்றும் தொண்டர்களின் வெறுப்புக்கு, தே.மு.தி.க., வேட்பாளர்கள் ஆளாகினர். தி.மு.க., கூட்டணி வேட்பாளர்களின் பணபலம், படை பலத்தை எதிர்கொள்ள முடியாமல், தே.மு.தி.க., வேட்பாளர்கள் படுதோல்வியை தழுவியுள்ளனர்.

கட்சிக்கு, 3 சதவீத ஓட்டுகள் கூட கிடைக்கவில்லை. பிரேமலதாவின் தவறான வழிநடத்தலே, கட்சியின் தோல்விக்கு காரணம் என்ற, குற்றச்சாட்டு எழுந்துள்ளது.'விஜயகாந்த் துவக்கிய கட்சிக்கு, பிரேமலதா இறுதி அத்தியாயத்தை எழுதிவிட்டார்' என, சமூகவலைதளங்களில், தே.மு.தி.க.,வினர் கொந்தளிக்க துவங்கியுள்ளனர்.இது, தே.மு.தி.க.,வில் சலசலப்பை ஏற்படுத்திஉள்ளது.

Former Deputy Speaker of Lok Sabha and AIADMK leader M. Thambidurai suffered a humiliating defeat in Karur LS constituency.

Chennai: The 2019 results of the Lok Sabha poll in the state has sprung a few surprises. The political life of three leaders - one each from BJP, PMK and AIADMK - would be at stake as they faced humiliating defeat in the poll.

Former Deputy Speaker of Lok Sabha and AIADMK leader M. Thambidurai suffered a humiliating defeat in Karur LS constituency. Congress candidate S. Jothimani elected to Parliament from the constituency by a margin of over 4.2 lakh votes. The AIADMK veteran polled 2,75,151 votes while Jothimani polled 6,95,697 votes.

Thambidurai, who runs several educational institutions, was seeking re-election from Karur for a third consecutive time. He was the MP from the constituency in 2009 and 2014. Congress woman Jothimani, contested on behalf of the DMK-led alliance in Tamil Nadu. She had unsuccessfully contested in the 2014 Lok Sabha Elections from Karur, losing to Thambidurai.

In another similar defeat Dr Anbumani Ramadoss, PMK MP and son of party's founder leader Dr S Ramadoss, lost to first timer DMK's DNV Senthilkumar in Dharmapuri LS Poll. Anbumani Ramadoss, was banking on the Vanniyar votebank in the Vanniyar stronghold. He lost by a margin of over 70,000 votes, with Senthilkumar received over 5.74 lakh votes. Dharmapuri witnessed a tri-cornered contest this election. The sitting MP Anbumani Ramadoss sought a re-election, and was the candidate for the AIADMK-led alliance. Senthilkumar is the grandson of DN Vadivelu, who played a major role in making Dharmapuri a separate district. The family is well known in the district. The TTV Dhinakaran's AMMK candidate and former state minister Palaniappan came third in poll. PMK, Anbumani and Ramadoss were trolled on the social media for aligning with AIADMK led front to face the poll. The party leaders recently condemned the AIADMK for implementing various 'anti-people' policies.In another big blow, former Union Minister and BJP leader Pon Radhakrishnan was defeated by Congress' H Vasanthakumar in election to Kanniyakumari LS poll. The BJP had hoped to see the 'lotus bloom' in the state. However, it faced a huge set back in state. Kanniyakumari saw Congress' H Vasanthakumar defeat Union Minister of State Pon Radhakrishnan by 2.59 lakh votes.

NDA MPs to meet today to formally elect Modi as leader.

New Delhi: A day after the Lok Sabha verdict gave a second term to Prime Minister Narendra Modi-led NDA with a thumping majority, BJP sources indicated on Friday that the swearing-in ceremony of the new government could take place on May 30, giving Mr Modi enough time to visit his parliamentary constituency Varanasi on May 28 and seek his mother’s blessings in Gandhinagar the next day.

As celebrations in the saffron party continued, Mr Modi and BJP president Amit Shah on Friday called on party veterans L.K. Advani and Murli Manohar Joshi to seek their blessings.

Later in the day, Mr Modi met President Ram Nath Kovind and tendered his resignation along with that of his Council of Ministers. The President accepted the resignation and asked Mr Modi and the Council of Ministers to continue till the new government assumes office.

The BJP, meanwhile, has called a meeting of its newly elected MPs on Saturday that is expected to be followed by a meeting of the NDA to formally elect Mr Modi as their leader, setting in motion the process of formation of the new government.

The BJP said the meeting will take place in Parliament’s Central Hall at 5 pm. Mr Modi is expected to address the MPs following his election as their leader. Prior to this, BJP MPs will meet separately at Parliament House. The NDA has won more than 350 members in Lok Sabha, including 303 of the BJP.

BJP circles were abuzz with speculation over the possibility of several new faces from states like West Bengal, Odisha and Telangana state making it to the next Modi Cabinet. Many BJP leaders are of the view that Mr Shah may join the Modi Cabinet and is likely to be considered for either of the four key ministries — home, finance, external affairs and defence.

With Smriti Irani handing a shock defeat to Congress president Rahul Gandhi in Amethi, it is expected that the party may reward her with an important responsibility.

During the day, Mr Modi visited Mr Advani’s home and touched the feet of the party veteran before holding a brief interaction. Mr Advani had congratulated Mr Modi for his “unprecedented victory” and had hailed Mr Shah for an “enormous effort” in taking the party’s message to the voters.

Mr Modi later tweeted, “Called on respected Advani Ji. The BJP’s successes today are possible because greats like him spent decades building the party and providing a fresh ideological narrative to the people.”

After meeting Mr Advani, both Mr Shah and Mr Modi met Dr Joshi at the latter’s house. Dr Joshi greeted Mr Modi with a bouquet and presented him a stole.

In another tweet, Mr Modi said, “Dr Murli Manohar Joshi is a scholar and intellectual par excellence. His contribution towards improving Indian education is remarkable. He has always worked to strengthen the BJP and mentor several karyakartas, including me... Met him this morning and sought his blessings.”

Later talking to media, Dr Joshi said both Mr Modi and Mr Shah have done a great job and ensured a “magical victory” for the party.

Both Mr Advani and Dr Joshi, member of party’s “Margdarshak Mandal,” did not contest the polls.

Earlier, the outgoing Union Cabinet adopted a resolution recommending the dissolution of the 16th Lok Sabha.

KARUR: Aravakuichi’s newly elected legislator V Senthil Balaji on Friday taunted AIADMK leader MR Vijayabhaskar, who had said he would quit politics and resign as the transport minister if Senthil Balaji managed to get his deposit back.

“Please ask him and let me know when will Vijayabhaskar resign, so that we can prepare for a by-election in Karur,” said the DMK leader who beat the AIADMK’s VV Senthilnathan by a margin of 38,090 votes in the bypoll.

He further said, “Being in the ruling party and the police and election commission in their hands, he (Vijayabhaskar) made arrogant comments. He even said he would resign his post and quit politics if I managed to get back my deposit here. So we can expect his resignation soon.
