No NAAC stamp, many West Bengal colleges face deaffiliation...TOI

KOLKATA: At least 172 colleges in West Bengal may lose affiliation and fund support from UGC because they have never applied for NAAC certification, which will be mandatory from 2017.

"The UGC has said that any college or university that does not have NAAC accreditation in the current five-year cycle will be de-affiliated. Several colleges in Bengal have not bothered to renew their accreditation. Of the 460 state-aided colleges, only 288 were accredited at some point of time but several of them did not renew their accreditation. Some colleges have received 'C' grade and are not eligible for government aid," said a source in the state secretariat at Nabanna.

Desperate to catch up with other states, the Bengal government is offering financial help of up to Rs 2 crore to colleges that have NAAC A-grade or B-grade rating, hoping that it will encourage other colleges to apply for the certification. But only 59 of these 288 colleges were found eligible to receive funds. Among them are St Xavier's College, Midnapore College, Lady Brabourne College and Bethune College. "Midnapore College received A+ grade in 2004 and A grade in 2012. Bethune College was accredited 'A' in 2006 and 2015," said a source.

"Accreditation ensures quality and we want all the colleges and universities to get graded by NAAC. The state incentive may help colleges to strengthen infrastructure," said an official at Nabanna. The government also needs to fill up teaching vacancies in colleges. In Krishnanagar's Dwijendralal College, for instance, there are only six full-time teachers for 669 students.

But why does a college need the NAAC tag when it is affiliated to a state university? The purpose is to ensure quality in education and standardisation of performance levels of colleges across the country, said an official.

Many states like Maharashtra, Karnataka, Gujarat, Tamil Nadu and Uttar Pradesh are way ahead of Bengal on NAAC accreditation, putting a question mark on the future of Bengal colleges. Private colleges are mushrooming in the state and even state-aided colleges are introducing self financing courses, with licence to seek funds from the industry. "Such diversity calls for parity in curriculum, infrastructure, teaching and research. UGC has set parameters of standard performance and also provided for grading of colleges and universities to make the process transparent," pointed out a UGC official.

The state's financial incentive is likely to set the ball rolling. At present, colleges that have NAAC grade do not see how it differentiates them from those that didn't bother to apply for it. Asutosh College, for instance, was rated C++ in 2002 but didn't feel it necessary to re-apply when the rating expired in 2007. The reason, as former principal Dipak Kar puts it, is that a NAAC rating hardly makes a difference. "Funds were released to our college irregularly, on ad hoc basis. We had to wait for prolonged periods to get them. It defeats the purpose of development," Kar said.

State higher education officials now want NAAC-rated colleges to submit detailed project reports (DPR) for availing incentives. "We need to know how they will spend the amount," an official said.

Only Jadavpur University and Vidyasagar University have got graded in the current cycle. The 17 other varsities — including Calcutta University — have applied for gradation. "The rules say that a university can apply for NAAC accreditation only if two batches have graduated or it has completed six years. Hence, newly formed universities like Presidency, Diamond Harbour Women's University, Cooch Behar Panchanan Barma University and Kazi Nazrul University, will fail to meet the criteria," an official said.

STATE ANNOUNCES 6% DA HIKE FOR STAFF

RMO’s suicide attempt: report sent to DME

K.A.P. Viswanatham Medical College, which controls Mahatma Gandhi Memorial Government Hospital, has sent a report to the State government on the suicide attempt made by Resident Medical Officer (in-charge) N. Nehru recently.

The report has been sent to the Directorate of Medical Education (DME) for further action.

Sources told The Hindu that information relating to his duties and responsibilities, his response to them, attempt made by him to end life, admission to hospital for treatment, the reasons cited by him for attempting suicide, and the stand of management on the issue were all covered in the report.

Sources said soon after the suicide attempt, Mr. Nehru had been relieved from the post of the RMO. He was on medical leave for a month, and a new RMO had been appointed. Mr. Nehru took a heavy dose of sleeping pills at his house at Sangilandapuram on April 6. He had also alleged that he got “repeated calls” from personal assistants of various Ministers asking him to take steps for providing special treatment to some patients.

New PG course in Theni medical college soon

A special team from Tamil Nadu Dr. MGR Medical University, comprising convenor A. Jayabhaskaran, Professor of Anaesthesiology, Coimbatore Medical College, and member A. Paramasivan, Professor of Anaesthesiology, Madurai Medical College, visited Theni Government Medical College at Gandamanur pass and assessed the facilities as the college has proposed to start a postgraduate course in the Department of Anaesthesiology with six seats.

College Dean R.M. Raja Muthiah said that the PG course in Anaesthesiology would be started soon. With commencement of this course, students as well as the public would benefit. With sharp increase in the number of surgeries performed here, PG courses would be helpful in conducting surgeries and for the smooth functioning of the hospital.

Efforts were also on to start new PG courses in the Departments of Medicine, Surgery and Orthopaedics. A PG course had already been started in the Departments of Paediatrics and Obstetrics and Gynaecology in the hospital, he added.

High Court ruling on claim for quota

Candidates who had pursued their schooling as well as graduation through Tamil medium of instruction but had completed postgraduation alone through English medium are not entitled to preference in government jobs to Tamil medium candidates if the minimum qualification required for those jobs happened to be a Master’s degree, the Madras High Court Bench here has ruled.

A Division Bench of Justices S. Manikumar and G. Chockalingam passed the order while dismissing a writ appeal filed by J. Stephen Raja, an aspirant to the post of Postgraduate Assistant in economics being filled up by the Teachers Recruitment Board at the behest of the School Education Department and in pursuance of a recruitment notification issued on November 7, 2014 calling for applications.

The judges pointed out that the recruitment notification categorically stated that those applying for the PG Assistant post must possess a postgraduation degree in the relevant subject apart from a Bachelor of Education (B.Ed.) degree and that the candidates should have studied the same subject, for which they had applied, in their graduation as well as postgraduation courses.

“Though the appellant had studied the same subject (economics) in graduation as well as postgraduation and had obtained B.Ed., degree in Tamil medium, he had not obtained M.A. in economics through Tamil medium. Thus, he cannot be said to be a person eligible to seek appointment under the preferential category of persons who had studied in Tamil medium,” the Bench observed.

It recorded the submission of Special Government Pleader V.R. Shanmuganathan that the government provided for 20 per cent concession in public recruitment for Tamil medium candidates and a G.O. issued on September 30, 2010 defined the term ‘persons studied in Tamil medium’ as those who had obtained the qualification required for direct recruitment through Tamil medium of instruction.

Subsequently, a Government Letter was sent to the TRB, Tamil Nadu Public Services Commission and the Tamil Nadu Uniformed Services Recruitment Board clarifying that the definition in the G.O. should be understood to mean that those applying for posts requiring a postgraduation degree should have pursued their Master’s degree through Tamil medium to claim the concession.
