PSG Pharmacy College to host international conference

The PSG College of Pharmacy here will host a two-day international conference from Friday with support from the Central Government’s Department of Science and Technology. It will focus on the roles and responsibilities of pharmacist on chronic disease management, adverse drug reaction and therapeutic drug monitoring, according to a press release.

Dr. Suphat Subongkot, Chair, Clinical Pharmacy Division, Khon Kaen University, Thailand is scheduled to address the conference, which will include interactive sessions and oral/poster presentations

பிளஸ்-2 தேர்வு விடைத்தாள் திருத்தும் பணி கடந்த 18-ந்தேதி முடிவடைந்தது. தற்போது டேட்டா சென்டரில் மதிப்பெண் பதிவு செய்யப்பட்டு வருகிறது.

இதேபோல் எஸ்.எஸ். எல்.சி. தேர்வு மார்ச் 19-ந்தேதி முதல் ஏப்ரல் 10-ந்தேதி வரை நடைபெற்றது. இந்த தேர்வை தமிழ்நாடு மற்றும் புதுச்சேரியில் 10 லட்சத்து 72 ஆயிரத்து 691 பேர் எழுதினார்கள். விடைத்தாள் திருத்தும் பணி கடந்த 20&ந்தேதி தொடங்கியது.

இந்தநிலையில் பிளஸ்-2 தேர்வு முடிவு மே 7-ந்தேதியும், எஸ்.எஸ்.எல்.சி. தேர்வு முடிவு மே 21-ந்தேதியும் வெளியாகிறது. இதுபற்றிய அதிகாரபூர்வ அறிவிப்பு நேற்று வெளியிடப்பட்டது.

எளிமையான வருமானவரி வசூலிப்பு முறை

வருமானவரி உள்பட எந்த வரியும் வசூலிக்கும்போது, அதற்கான முறைகள் செக்கில் போட்டு அரைக்கும் எள்போன்ற நிலையில் இருக்கக்கூடாது. மூதறிஞர் ராஜாஜி சொன்னதுபோல, மயில் இறகால் வருடும் நிலையில் துன்புறுத்தாமல் வசூலிக்கவேண்டும். அப்படிப்பட்ட இந்த தார்ப்பரியத்துக்கு பங்கம் வந்துவிடுமோ என்று அச்சப்பட்ட நிலையில், நிதி மந்திரி அருண் ஜெட்லியின் அறிவிப்பு சற்று ஆறுதலாக இருக்கிறது. எந்த ஒரு அரசாங்கம் என்றாலும் சரி, அதன் வருவாய்க்கு நிச்சயமாக வரி வசூல் மூலமாக கிடைக்கும் வருவாய்தான் பெரிதும் கைகொடுக்கும். 120 கோடிக்குமேல் மக்கள் தொகை கொண்ட இந்தியாவில், ஏறத்தாழ 3 கோடியே 50 லட்சம் பேர்தான் வருமானவரி கட்டுகிறார்கள். அதாவது 3 சதவீதம் பேர் மட்டுமே வருமானவரி கட்டுகிறார்கள் என்றால் ஆச்சரியமாக இருக்கிறது. 30 கோடியே 80 லட்சம் மக்கள் தொகை கொண்ட அமெரிக்காவில், 13 கோடியே 80 லட்சம் பேர் அதாவது, 45 சதவீதம் பேர் வருமானவரி கட்டுகிறார்கள். இந்த 3½ கோடி மக்களில் 89 சதவீதம் பேர் ஆண்டு வருமானம் ரூ.5 லட்சத்துக்கும் கீழ் உள்ளவர்கள். 5.50 சதவீதம் பேர் ரூ.5 லட்சம் முதல் ரூ.10 லட்சம் வரையிலும், 4.30 சதவீதம் பேர் ரூ.10 லட்சம் முதல் ரூ.20 லட்சம் வரையிலும், மீதமுள்ளவர்கள் ரூ.20 லட்சத்துக்குமேல் வருமானம் பெறுகிறோம் என்று கணக்கு காட்டி, வருமான வரி கட்டுகிறார்கள். 42,800 பேர் மட்டும் அதாவது .1 சதவீதம் மட்டுமே ஆண்டுக்கு ஒரு கோடி ரூபாய்க்கு மேல் வருமானம் ஈட்டுகிறோம் என்று வருமானவரி கட்டுகிறார்கள். தற்போது வருமானவரி கட்டுபவர்களின் எண்ணிக்கை 4 கோடியை தாண்டிவிட்டது எனவும் தகவல் வந்துள்ளது.

ஆக, சமுதாய கடமையோடு வரிகட்டும் இந்த 3 சதவீத மக்களுக்காக வருமானவரியை கட்டும் முறைகள் எளிமையாக்கப்படவேண்டும் என்ற கோரிக்கை வலுத்து வரும் நிலையில், வருமானவரி கணக்கை வருமான வரித்துறையில் தாக்கல் செய்வதற்கு இப்போது ஒரு பக்கத்தில் சரள் என்ற விண்ணப்ப படிவத்தில் தாக்கல் செய்வதற்கு பதிலாக, இனி 14 பக்கங்களில் நிறைய தகவல்களை தாக்கல் செய்யவேண்டும், அதில் எத்தனை வங்கிகளில் கணக்கு இருக்கிறது, வெளிநாட்டு பயணம் மேற்கொண்டீர்களா என்ற பல தகவல்களை பூர்த்தி செய்யவேண்டும் என்று குறிப்பிடப்பட்டிருந்தது. அடிக்கடி வேலைமாறுதலுக்கு ஆளாகும் உத்தியோகத்தில் இருப்பவர்களெல்லாம் போகிற ஊர்களில் எல்லாம் வங்கிக்கணக்கை தொடங்குவது தவிர்க்க முடியாததாகும். இப்போது தகவல் தொழில்நுட்பம் வளர்ந்துள்ள நிலையில், வங்கிக் கணக்குகளெல்லாம் கம்ப்யூட்டர் மயமாக்கப்பட்டுள்ள சூழ்நிலையில், பான் கார்டு என்று சொல்லப்படும் நிரந்தர கணக்கு எண், ஆதார் எண் எல்லாமே பயன்பாட்டிலிருக்கும் போது, எல்லா விவரங்களையும் வருமான வரித்துறையே நேரடியாக பெற்றுக்கொள்ளலாமே, அப்படி இருக்கும்போது 14 பக்க விண்ணப்ப படிவம் என்றால் பலர் அதன் சிரமங்களால் வருமானவரி கணக்கை தாக்கல் செய்யாத நிலை ஏற்படுமே என்று மக்களிடையே கிளம்பிய எதிர்ப்பு குரல், அமெரிக்காவில் உலக வங்கி கூட்டத்தில் கலந்துகொள்ளச்சென்ற மத்திய நிதி மந்திரி அருண் ஜெட்லியின், காதுக்கு எட்டி உடனடியாக மறுபரிசீலனை செய்யச்சொல்லி உத்தரவிட்டது மிகவும் வரவேற்புக்குரியது. வருமானவரி கட்டாமல் வெளியே ஏய்த்துக்கொண்டு இருப்பவர்களை கண்டுபிடித்து அவர்களை கட்ட வைப்பதே பிரதான கடமையாக இருக்கவேண்டுமே தவிர, சட்டத்துக்கு உட்பட்டு வருமானவரி கட்டுபவர்களை சிரமப்படுத்தக்கூடாது.

Attendance records, HoD sign forged

In many earlier batches at GMCH, the majority of the 200 MBBS students have not completed the internships but managed to get the certificates by manipulating the college staff (the internship coordinator from the preventive and social medicine or PSM department and associated officials).

Sources in GMCH say that the previous internship coordinator used to openly take a bribe to issue the certificates. But when this fact was brought to the notice of present dean Dr A Niswade, he appointed Dr Uday Narlawar from the PSM department as new coordinator for maintaining records of attendance and other documentation, and took upon himself the responsibility of monitoring the programme.

However, Dr Niswade himself didn't take any action against the irregularities brought to his notice by the coordinator. Sources say that it was obstetric and gynaecology head Dr Shalini Fuse who brought to the coordinator's notice that none of the 30 students whose attendance record was brought to her for confirmation by the coordinator had actually attended the training. She also complained that her signatures had been forged on the attendance certificate.

Later, two other heads, Dr Raj Gajbhiye of surgery and Dr Sajal Mitra of orthopaedics department, had also written to the coordinator that students in their departments had not attended the training and their signatures too were forged.

Forging signatures is a big offence and should have actually been reported to the police. But the dean didn't take cognisance of these complaints and instead told the students to complete the remaining internship before June end to get the certificates, and took affidavits from them and parents who pressurized him. The dean also claimed that he was under extreme political pressure from the top echelons of the state government and about 30 MLAs.

This year, only 25 students have completed their internships and got the certificates. But unfortunately, they couldn't clear the PG entrance examination. "Look at the irony. Those who work hard don't get admission and those who don't take the training and attend tuitions clear the exam," said a senior teacher.

Now, UGC wants varsities to celebrate yoga day

KOLHAPUR: The University Grants Commission (UGC) has asked all universities under its jurisdiction to celebrate June 21 as Yoga day on campus as well as across all affiliated colleges.

UGC secretary Jaspal Sandhu issued an official letter on April 17, stating that the 69th session of the United Nations General Assembly had adopted a resolution to observe June 21 as International Yoga day, every year. The letter directed the universities and colleges to observe Yoga day. It advised that promotional films and other information and communication on Yoga be distributed on the day.

"The idea to declare International day of Yoga was formally proposed at the United Nations by the Prime Minister of India, in his maiden address to UNGA. The government of India has decided to give practical effect to the resolution by ensuring that the first International Day of Yoga is commemorated in a befitting manner on June 21," the letter stated.

A university official said that the initiative is a must and will be a great success. "Students in educational institutes celebrate Valentine's Day, friendship day, teachers' day and various other events but our heritage remains unknown to them. Celebrating International Yoga day might enlighten them of the true heritage of our country and will also benefit in stressing the importance of yoga among the youths," the official said.

34 med PG students to lose seats

NAGPUR: The directorate of medical education and research (DMER) has issued an order to cancel the post graduate (PG) admissions of all students admitted in the first round if they have failed to submit their internship completion certificate before April 20.

This order will lead to cancellation of admissions of 34 students of Government Medical College and Hospital (GMCH), who got admissions at various colleges in the state or across the country. It includes one student from GMCH who got admission in the same college.

This historic step is expected to put an end to the alleged practice of GMCH issuing internship completion certificates to all students (200 each year) for past three or more years (2012, 2013, and 2014) to safeguard the image of the college and save their skin and avoid any action against the college or students.

Though the order is basically meant for Government Medical College and Hospital (GMCH) Nagpur, the competent authority and joint director of DMER (dental) Dr Mansingh Pawar, who issued the order late on Monday evening told TOI that it is a common and routine order for all 14 medical colleges issued every year.

"I have not done anything extraordinary. It is all as per the Medical Council of India (MCI) norms, which say that the certificates should be submitted by March 31 every year. It is an administrative decision taken after consent of the DMER and the medical education and drugs department officials," said Dr Pawar.

The letter reads that as per DMER and the PGM-CET 2015 brochure (8.13.3) those who have not completed their internships by March 31 and not submitted the certificates from the college till April 21, their PG admissions should be cancelled immediately and the colleges should inform about the action to the DMER by fax or e-mail immediately.

"If the respective college doesn't respond in time then the related official would be responsible for it and the college will be held equally responsible," reads the letter.

DMER director Dr Pravin Shingare admitted that the letter was part of routine procedure but it will surely set an example for future interns. "The only exception this year is that the for the first time any dean (GMCH dean) requested DMER to allow the college to issue certificates by April 20 instead of March 31, which we had agreed to and hence cancellation of any PG admissions is historical. But we had also clarified that the certificate should be issued in back date only and should not be dated April 20," said Dr Shingare.

On Wednesday, a group of 25-30 interns met GMCH dean Dr A Niswade during the college council meeting. The dean told them to put their grievance before the department heads present there, who told them that they couldn't issue the certificates if the students hadn't completed their 365 days of training in 20 subjects.

The GMCH interns who had just been following the three-year pattern were so casual in their approach that despite the dean allowing them an extension in internship till June they had still not begun attending the training, assuming that like earlier two batches they too will be issued the certificates by the internship coordinator from the PSM department. "This happens every where. We are unnecessarily being targeted," said a few students.

Admission under NRI quota to MBBS, BDS courses by test

BHOPAL: For the first time, students seeking admission to medical and dental colleges though non-resident Indian (NRI) quota will have to appear for a common entrance test from upcoming academic year 2015-2016.

Acting on a Medical Council of India circular, MP directorate of medical education has asked medical and dental colleges to admit students under the NRI quota based on merits through a common entrance test.

"It applies to both private and government medical colleges. Government colleges rules for admission for NRI quota has been submitted to government for approval. We intimated private colleges to adhere to MCI circular," said DME Dr S S Kushwah.

Action on DME letter to private medical and dental colleges depends on view taken by Madhya Pradesh admission and fees regulatory committee (MPAFRC) and association of private dental and medical colleges in Madhya Pradesh (APDMC).

Until now, NRI quota students did not have to appear for any entrance exam and were admitted on basis of the class XII performance. "Rules and regulations for NRI seats and their admission criteria await an approval from MPAFRC. MCI circular will be put forth before MPAFRC member during a scheduled committee meeting on April 27," said MPAFRC officer on special duty Dr Sunil Kumar. 15% seats in private colleges are reserved for NRI students and there are 28 NRI quota seats MBBS in government medical colleges.

Activist Dr Anand Rai welcomed the MCI decision, citing without any entrance exam, students with bare minimum 45% marks in XII or equivalent were admitted to medical and dental colleges.

NRI quota students pay about $10,000 per year (4.5 years MBBS course) along with a year's fees as security deposit. "For more than a decade, certain ineligible candidates have benefitted by seeking admission through NRI quota. Fees from NRI quota is a huge revenue source," he said.

He cited a Supreme Court seven judges bench order of 2005 that stated 'amount of money in whatever form collected from NRI quota students, should be utilized for benefitting economically backward students and educational institute might admit on subsidized payment of their fee'.

"As of today seldom has a medical colleges directed to use fees charged from NRI quota students to benefit economically backward students. SC directive too should be followed by medical colleges," said Dr Rai.
