No Attendance Relaxation For Pregnancy During LLB Course: Delhi HC [Read Judgment] | Live Law: The Delhi High Court on Tuesday refused to grant attendance relaxation to a second year student of the LL.B course of Faculty of Law, University of Delhi (DU) who had missed college due to her pregnancy.

Achieves feat for 32nd year; missed top slots only twice since its formation

In keeping with its tradition, Virudhunagar district stood first in overall pass percentage in Plus Two public examination for the 32nd year.

Recording a pass percentage of 97.05, a dip of 0.80% from last year’s performance, Virudhunagar remained at the top position, followed by Erode and Tiruppur districts which secured an overall pass percentage of 96.35 and 96.18 respectively.

A total of 21,580 of the 24,297 students, who appeared for the examination in Virudhunagar district, cleared it. The average pass percentage achieved by the students of 84 government schools in the district was 94.26. Out of the 8,153 students of government schools, who sat for the examination, 7,685 succeeded.

A total of 73 students, including 50 girls, secured more than 1,151 marks.

Chief Educational Officer R. Swaminathan attributed the continuing good performance of the schools to the voluntary and dedicated service of teachers.

“That every district takes efforts to give additional care to slow learners is universal. But, here the teachers through their sincere efforts have made the difference,” the CEO said.

Heads of schools had a competitive spirit and kept motivating their teachers. “In our part, we organised motivational classes for slow learners. Even counselling was given to the students who did not show much interest in studies,” Mr. Swaminathan said.

The officials, through the corporate social responsibility funds from different organisations, supplied special guidance books for slow learners. “We have also been recognising the efforts of teachers and heads of schools who come up with distinction,” he added. The district has missed the top slots only on two occasions ever since its formation.

From homeless to exam toppers

The boys scored above 1,000 marks

Sudarshan was around six or seven years old when he was found loitering alone in the streets. An orphan, he was rescued by Childline. He spent the next 10 years of his life in various shelters.

A few years ago, he was sent to the Don Bosco Anbu Illam, a shelter for homeless boys where he met Vignesh. Vignesh too shares a similar story, only that he ran away as his aged father could not provide for him. The two lived together at the home learning to coexist, making friends and of course, studying well.

On Wednesday morning, the authorities of the home were overjoyed to find out that the two boys had scored over 80% in the Class XII examination. Mr. Sudarshan scored 1052 out of 1200 and Mr. Vignesh 1014. The two studied at the St. Joseph’s Higher Secondary School, Erukkancheri.

While Mr. Sudarshan was known to be a quiet lad, Mr. Vignesh was a popular student at the school. He was also made the school pupil leader because of his accomplishments in academics and sports.

Fr. Joseph Leo, director of the home, said that they were trying to locate their families so that they could pass on the good news to them. “But we don’t know much about Sudarshan’s family as he can’t remember them. But I’m sure when they find out they will be proud of him,” he said.

The boys are currently attending a summer camp at Loyola College. Not only them, six of the seven boys living in homeless shelters in the city had fared well in the public exam.
Engineering cut-off could go down marginally

Stricter evaluation has reduced the number of students in the higher mark ranges. For instance, this year, only 231 students scored above 1,180 marks, whereas last year, there were 1,171 students.

In each of the subsequent mark ranges, the number of students has fallen drastically.

Though the strict evaluation may not affect admission to medicine or Indian systems of medicine (the National Eligibility cum Entrance Test is the qualifying test), it could push up the cut-off for courses in pharmacy, nursing, paramedical and allied health sciences.

The cut-off for engineering could fall by one mark, estimates Erode-based educational consultant Murthy Selvakumaran. “There has been a 400% fall in the number of students in the 1,180 mark range, which is a result of strict evaluation. The cut-off could fall by 1.5 for the 194.75 to 185 mark range. And it could be 2 marks lower in the 180 to 160 mark range,” he says.

But engineering educators feel that with a recession year and fewer jobs, students may stay away from engineering programmes.

S. Kuppuswami, principal of the Kongu Engineering College, says the overall performance of students has been lower compared to the last two-three years.

There has been only a marginal fall in pass percentage, he points out.

NEET preparation

The marks may also indicate that students may have concentrated on NEET rather than Class 12 exams.

For Commerce subjects, which have always been in demand, the competition would be tougher, teachers say.

Court opens doors past midnight; 3-judge Bench to hear plea

In late-night drama on Wednesday, Karnataka Governor Vajubhai Vala invited former Chief Minister B.S. Yeddyurappa to form the government on the basis of his election as Leader of the BJP Legislature Party. Mr. Yeddyurappa will take oath — for the third time — as the 29th Chief Minister of Karnataka on Thursday morning. He has been asked to prove he enjoys the confidence of the Assembly within 15 days of assuming office.

The Governor’s decision came after both the BJP and the Janata Dal (Secular), with the support of the Congress, staked claim to form the government. Although the signatures of 117 elected members were submitted by the leaders of the JD(S) and the Congress, the Governor invited Mr. Yeddyurappa, the leader of the single largest party in the Assembly.

Without losing time, the Congress approached the Chief Justice of India, Dipak Misra, at his residence, seeking an urgent hearing of its petition challenging the Governor’s decision. A three-judge Bench of Justices A.K. Sikri, Ashok Bhushan and S.A. Bobde was scheduled to hear the plea at 1.45 a.m.

Meanwhile, in an effort to keep its flock together, the Congress herded its elected partymen and two Independent legislators to a resort on the outskirts of the city. One of its members, mining baron Anand Singh, remained off the party’s radar, fuelling speculation about his crossover. He had shifted to the Congress from the BJP just before the polls. The JD(S) too is likely to shift its MLA-elects to a resort.

Kumaraswamy’s charge

Soon after the announcement from the Governor’s office, JD(S) State president H.D. Kumaraswamy, who has been supported by the Congress to form the government, said the 15-day time given to Mr. Yeddyurappa was unprecedented and “threw the doors wide open for horse-trading.” He said the Governor should direct the BJP leader not to take any decision during the period.

The Governor’s decision to invite the BJP, which emerged as the single largest party with 104 seats (eight short of majority in the 222-member House, with two constituencies yet to go to the polls), is expected to intensify the political slugfest after the people’s mandate threw up a hung Assembly.
Students in MP to say ‘Jai Hind’ during roll call

Students in Madhya Pradesh schools will have to answer roll calls with ‘Jai Hind’ after the state government issued an order on Tuesday making it mandatory for all state-run schools. The decision, the government said, was taken to “instil patriotism among students”.

The order, however, does not mention about its implementation in private schools though school education minister Vijay Shah had earlier said that an advisory would be issued to all private schools in this regard. The new system will come into effect from July when schools reopen after summer vacations.

The order, signed by deputy secretary of school education Pramod Singh, reads, “It has now been made compulsory for students in all 1.22 lakh government schools in the state to answer attendance roll calls by saying ‘Jai Hind’ instead of ‘yes, sir/ ma’am.”

Official sources said the school education department got permission from chief minister Shivraj Singh Chouhan on Monday, following which the order was issued. In its proposal to the CM, the department had stated that the present practice of “yes, sir/ madam” did not foster patriotism and, therefore, must be replaced with “Jai Hind”.

Satna was the first district in MP where the practice was introduced last year after Shah’s announcement in September 2017 that students of government schools in the district would answer their roll calls with “Jai Hind” from October 1 on an experimental basis. 





Varanasi tragedy: Builder, police blame each other

A day after the Varanasi flyover collapse, the UP State Bridge Corporation Limited (UPSBCL) and Varanasi traffic police accused each other of being responsible for the tragedy.

While UPSBCL claimed on Wednesday that it had written several letters to traffic police seeking assistance, traffic cops said they provided all necessary help whenever asked and had even lodged an FIR against the UPSBCL project manager.

The traffic police said UPSBCL did not follow safety norms throughout the ongoing construction but the latter accused the police of not supporting them by managing traffic. UPSBCL MD Rajan Mittal said on Wednesday his department had cautioned about the chances of a mishap and sought removal of vendors, fruit-sellers and carts from the service lane but got no help.

SP (traffic) S P Rawat strongly refuted Mittal’s claims and said that traffic police had cleared encroachments below the flyover four times and had pictures of the drive as proof.

Rawat said UPSBCL should have constructed concrete service lanes on both sides of the flyover before construction but didn’t do so.
