யானைகளுக்கும் உரிமையுண்டு!

 கடந்த பத்து நாள்களில் மூன்று வெவ்வேறு நிகழ்வுகளில், யானை தாக்கி மனிதர்கள் கொல்லப்படுவதும், யானைகள் அடிபட்டுச் சாவதும் நிகழ்ந்திருக்கின்றன. இப்போதெல்லாம், இது கோவை, நீலகிரி மாவட்டங்களில் தொடர்கதையாக மாறிவிட்டிருக்கிறது. கடந்த இரண்டு ஆண்டுகளில் ஏறத்தாழ 40 வனவிலங்குகள் கொல்லப்பட்டிருக்கின்றன. அதில் பெரும்பாலானவை யானைகள். அதேபோல, யானைகளும், புலி, சிறுத்தைகளும் ஊருக்குள் நுழைவதும் மனிதர்களைத் தாக்குவதும்கூட அதிகரித்த வண்ணம் இருக்கின்றன.

கடந்த வாரம், கோவையை ஒட்டிய மதுக்கரை வனச்சரகத்துக்கு உட்பட்ட பகுதியில் ஆண் யானை ஒன்று அடிக்கடி குடியிருப்புப் பகுதியில் நுழைந்து வந்தது. வரும் பாதையில் உள்ள பயிர்களையும், பொருள்களையும் அழித்து வந்த அந்த யானையைத் துரத்த முயன்ற இரண்டு காவலர்கள் தாக்கப்பட்டனர். மதுக்கரை சிமென்ட் தொழிற்சாலை குடியிருப்புப் பகுதி, கணேசபுரம் பகுதி என்று வெறித்தனத்துடன் நுழைந்த அந்த யானை, அங்கே தெருவில் தூங்கிக் கொண்டிருந்த நான்கு பேரைத் தாக்கிக் கொன்று விட்ட சம்பவத்தால் இப்போதும் அந்தப் பகுதியில் பீதி தொடர்கிறது.
கோவை வனக் கோட்டத்தில் இந்த ஆண்டில் மட்டும் இதுவரை பத்து பேர் உயிரிழந்திருக்கிறார்கள். நீலகிரி மாவட்டத்தில் கடந்த இரண்டு ஆண்டுகளில் 36 பேருக்கும் அதிகமானோர் வன விலங்குகளால் தாக்கப்பட்டு, உயிரிழந்திருக்கிறார்கள். இவற்றில் பெரும்பாலானவை, யானைகள் தாக்கியதால் ஏற்பட்ட மரணங்கள்.
மிக அதிகமாக ஆசிய யானைகள் காணப்படுவது இந்தியாவில்தான். ஏறத்தாழ 30,000 யானைகள் இந்தியாவில் இருப்பதாகக் கூறப்படுகிறது. யானைகளின் எண்ணிக்கை அதிகரித்து வருவதாக ஒரு புள்ளிவிவரம் தெரிவிக்கிறது என்றால், யானைகள் கொல்லப்படுவதும், ஊருக்குள் நுழைந்து மனிதர்கள் யானைகளால் தாக்கப்படுவதும் இன்னொருபுறம் அதிகரித்து வருகிறது.
மத்திய சுற்றுச்சூழல் மற்றும் வனத்துறை அமைத்த யானைகள் பாதுகாப்புக் குழு, 2010-இல் ஓர் அறிக்கையைச் சமர்ப்பித்திருக்கிறது. அதன்படி, 1987 முதல் 2010 வரையிலான காலகட்டத்தில் 150 யானைகள் கொல்லப்பட்டிருப்பதாகத் தெரிகிறது. 2010க்குப் பிறகு கடந்த ஆறு ஆண்டுகளில் குறைந்தது 60 முதல் 70 யானைகள் கொல்லப்பட்டிருக்கலாம் என்று தனியார் புள்ளிவிவரம் ஒன்று தெரிவிக்கிறது.
யானைகள் கொல்லப்படுவதற்கு முக்கிய காரணம், அவற்றின் எல்லைக்குள்ளும், அவை நடமாடும் பகுதிகள் வழியாகவும் ரயில் பாதைகளும், சாலைகளும் உருவாக்கப்படுவதுதான் என்கிறார்கள் இயற்கை ஆர்வலர்கள். யானைகள் சாலை விபத்தில் மரணமடைவதைவிட, ரயில் மோதி மரணமடைவதுதான் அதிகமாக இருக்கிறது.
உச்சநீதிமன்றத்தில் தொடுக்கப்பட்ட பொதுநல வழக்கொன்றில், மத்திய, மாநில அரசுகள் இதுகுறித்து என்ன நடவடிக்கைகள் எடுத்திருக்கின்றன என்று நீதிபதிகள் கண்டனம் தெரிவித்திருக்கிறார்கள். யானைகள் அதிகம் காணப்படும் ஒடிஸா, மேற்கு வங்கம், அஸ்ஸாம், உத்தரகண்ட், ஜார்க்கண்ட், கேரளம், கர்நாடகம், தமிழ்நாடு, மத்தியப் பிரதேசம், உத்தரப் பிரதேசம் போன்ற மாநிலங்கள், ரயில் தண்டவாளங்களில் சிக்கி அல்லது ரயில் மோதி மரணமடையும் யானைகள் பிரச்னைக்கு என்ன தீர்வு காணப்போகின்றன என்கிற உச்சநீதிமன்றத்தின் கேள்விக்கு இதுவரை மத்திய, மாநில அரசுகள் விடை கண்டுபிடித்ததாகத் தெரியவில்லை.
நகரமயமாக்கலின் விளைவால், வனப் பகுதிகள் ஆக்கிரமிப்புக்கு உள்ளாவது மட்டுமல்ல, பெரிய பெரிய தோட்டங்கள் அமைக்கப்பட்டு, அவற்றைச் சுற்றி பெரிய சுற்றுச்சுவர், மின் வேலிகள் என்று அமைக்கப்படும்போது, யானைகளின் நடமாட்டமுள்ள வழித்தடங்கள் அடைபட்டு விடுகின்றன. தங்களது வழித்தடங்கள் அடைபடுவதாலும், தாங்கள் உயிர் வாழ்வதற்கான வனப்பகுதிகள் சுருங்கிவிட்டதாலும்தான் யானைகள் ஊருக்குள் புகுவது அதிகரித்திருக்கிறது என்பதைச் சொல்லித் தெரிய வேண்டியதில்லை. யானைகளின் வழித்தடங்களில் ஊரக சாலைகளும், ரயில் பாதைகளும் அமைக்கப்படுவதும், ரயில் மோதி யானைகள் மரணமடைவது அதிகரித்திருப்பதற்குக் காரணம்.
உத்தரகண்டிலுள்ள ராஜாஜி தேசிய வனவிலங்குப் பூங்காவில் சில முன்னெச்சரிக்கை நடவடிக்கைகள் மேற்கொள்ளப்பட்டதால், யானைகள் ரயில் தண்டவாளத்தில் அடிபட்டு உயிரிழப்பது இப்போது முற்றிலுமாகத் தடுக்கப்பட்டிருக்கிறது. ரயில் தண்டவாளம் அருகில், யானைகளுக்கு உணவு, தண்ணீர் ஆகியவை கிடைக்காமல் செய்வது, அவற்றின் உணவு, தண்ணீர்த் தேவைகளைக் காட்டிற்குள் உறுதிப்படுத்துவது, ரயில் ஓட்டுநர்களுக்கு யானைகள் அதிகம் காணப்படும் பகுதிகளில் எப்படி எச்சரிக்கையாகச் செல்ல வேண்டும் என்று பயிற்சி அளிப்பது உள்ளிட்ட முயற்சிகள் பயனளித்திருக்கின்றன.
இப்போதே நூறு பெண் யானைகளுக்கு ஒரு ஆண் யானை என்கிற அளவில்தான் இருப்பதாகத் தெரிகிறது. இப்படி ஆண்டொன்றுக்கு நூறுக்கும் அதிகமான யானைகள் கொல்லப்படுவது தொடர்ந்தால், இந்தியாவில் இருக்கும் 30,000 யானைகள் 3,000 யானைகளாகச் சுருங்கி விடுவது தவிர்க்க முடியாதது. யானைகள் கூட்டம் கூட்டமாக வாழும் விலங்கினம். அவற்றின் வாழ்வாதாரம் அழிக்கப்படாமலும், வழித்தடங்கள் அடைக்கப்படாமலும் இருந்தால், அவையும் வாழும்; நம்மையும் வாழ விடும். அதற்கு, அவற்றின் தடையில்லாத நடமாட்டம் உறுதிப்படுத்தப்பட வேண்டும்.
நமது சரித்திரத்திலும், மத நம்பிக்கைகளிலும் பண்பாட்டிலும், கலை இலக்கியங்களிலும் யானைகளுக்குப் பெரும் பங்குண்டு. அவை அழிந்துவிடாமலும், அச்சுறுத்தப்படாமலும் அவற்றின் வாழ்வாதாரங்கள் அழிக்கப்படாமலும் பாதுகாப்பது நமது கடமை!

ஆபத்தில்லா வாகனம்

இருசக்கர மோட்டார் வாகனங்கள் பெருகி வருகின்ற இந்தக் காலகட்டத்தில் நாம் சைக்கிள் குறித்து சற்றே சிந்திக்க வேண்டியவர்களாக இருக்கிறோம். சைக்கிள் மனித சக்தியால் இயங்குவதால் ஓட்டுபவருக்குப் பயிற்சியும் அதன் மூலம் நல்ல உடல் நலமும் கிடைக்க ஏதுவாகிறது.
சைக்கிளில் புகை இல்லை, சப்தம் இல்லை, எரிபொருள் தேவை இல்லை, சுற்றுச்சூழலை மாசு படுத்தாது, பராமரிப்பது எளிது, கையாள்வதும் எளிது, விபத்துகளும் குறைவு. இன்னும் எத்தனையோ நன்மைகளைப் பட்டியலிடலாம்.
தற்காலத்தில் நகரங்களில் மட்டுமின்றி, கிராமப்புறங்களிலும் ஒருவரைப் பார்த்து ஒருவர் புதிது புதிதாக இருசக்கர மோட்டார் வாகனங்களை வாங்கி ஓட்டி அழகு பார்க்கின்றனர். இயந்திரத்தில் இயங்குவதால் தேவையின்றி அதனை எடுத்துக் கொண்டு நண்பர்களுடன் சுற்றுகின்ற நிலையையும் காண முடிகிறது. எவ்வளவு விலை உயர்ந்த வாகனமாயினும் எரிபொருள் இன்றி ஓடுமா? ஓட்டத்தான் முடியுமா?
இருசக்கர மோட்டார் வாகனமே ஓட்டிப் பழகியவர்களுக்கு சைக்கிள் ஓட்டுவதென்பது முதலில் சற்று கடினமாகத்தான் இருக்கும். சைக்கிள் ஓட்டுவதைப் பழக்கமாக்கினால் படிப்படியாக எளிதாகி புதுத்தெம்பும், புத்துணர்வும் நிச்சயமாகக் கிடைக்கும்.
வகை வகையான இருசக்கர மோட்டார் வாகனங்களை ஓட்டுவதென்பது அந்தஸ்தின் அடையாளம் என நினைப்பது மிகப்பெரிய அறியாமை.
தற்காலத்தில் அனைத்தும் இயந்திரமாகி உடலுக்கு எந்தப் பயிற்சியுமே இல்லாத சூழ்நிலையில் உடல் நோயுற்று, நலிவுற்ற பின், மருத்துவர்களின் ஆலோசனைக்குப் பிறகே நடைப்பயிற்சி மேற்கொள்வதையும், சைக்கிளில் பயணிப்பதையும் பழக்கமாக்குகின்றனர்.
மிகச் சிறு வயதிலேயே ஓட்டுநர் உரிமம்கூடப் பெறாமல் எத்தனையோ பேர் இருசக்கர வாகனங்களில் அளவுக்கதிகமான வேகத்தில் சென்று அடிக்கடி விபத்துக்குள்ளாவதையும் அன்றாடம் காண்கிறோம்.
பெற்றோரே சைக்கிள் ஓட்டுவதைப் பழக்கமாக்கி குழந்தைகளுக்கு வழிகாட்டலாம். உலகிலேயே சீன நாட்டில்தான் சைக்கிள் உபயோகிப்போர் அதிக அளவில் இருக்கின்றனர்.
அங்கு சிறுவர்கள், இளைஞர்கள், பெண்கள், வயதானவர்கள் என அனைத்துத் தரப்பினரும் அன்றாடம் பல மைல் தூரம் சைக்கிளில் பயணம் செய்கின்றனர். சைக்கிள் வைத்திருப்பதையும், அதை ஓட்டுவதையும் சீனர்கள் கவுரவமாகக் கருதுகின்றனர்.
உலகிலேயே மகிழ்ச்சியான நாடு என்று டென்மார்க்கைச் சொல்வார்கள். அந்நாட்டு மக்கள் குறைந்த தூரப்பயணத்துக்கு எப்போதும் சைக்கிளைத்தான் பயன்படுத்துகிறார்கள். நெதர்லாந்தில் 99 சதவீதம் பேரிடம் சைக்கிள் இருக்கிறதாம்.
ஜெர்மனி, ஸ்வீடன், நார்வே, பின்லாந்து, ஜப்பான், சுவிட்சர்லாந்து, பெல்ஜியம் ஆகிய நாடுகளில் சைக்கிளை விரும்பி உபயோகிக்கின்றனர்.
உலகிலேயே சைக்கிள் அதிகம் பயன்படுத்தும் முதல் 10 நாடுகள் பட்டியலில் 50 கோடி சைக்கிள்கள் பயன்படுத்தி சீனா முதலிடம் வகிக்கிறது. இந்தியா பத்து நாடுகள் பட்டியலில் இடம் பெறவில்லை.
தமிழக அரசு சில ஆண்டுகளாகப் பள்ளி மாணவ - மாணவியருக்கு இலவசமாக சைக்கிள் வழங்கும் திட்டத்தை அறிமுகப்படுத்திச் செயல்படுத்தி வருகிறது. இது வரவேற்க வேண்டிய நல்ல திட்டம்தான்.
ஆனால் சிறிது தூரம் செல்ல வேண்டி மாணவ - மாணவியர்கூட இலவச பஸ் பாஸைக் கையில் வைத்துக்கொண்டு மணிக்கணக்கில் பேருந்துக்காகக் காத்துக்கிடப்பதையும், பேருந்து வந்ததும் முண்டி அடித்துக்கொண்டு பேருந்தில் ஏறுவதும், கூட்டநெரிசலில் சிக்கித் தவித்து சில நிமிடங்களில் இறங்கி விடுவதும் வழக்கமாகிவிட்டது.
ஐந்து கி.மீட்டருக்கு மேல் சென்று வரும் மாணவர்களுக்கு மட்டுமே பஸ்பாஸ் வழங்கியும், மற்றவர்கள் நடந்தோ அல்லது சைக்கிளில் செல்வதையோ அரசு ஊக்கப்படுத்தலாம்.
ஒரு சில மேலை நாடுகளில் சைக்கிள் உபயோகிப்பதை ஊக்கப்படுத்தும் வகையில் நகரின் பல முக்கியமான இடங்களில் தேவையான அளவு சைக்கிள்களை வாடகைக்கு வைத்திருக்கின்றனர். எடுத்த இடத்திலேயே திரும்பக்கொண்டு போய் விட வேண்டிய அவசியமில்லாமல் அவர்கள் சென்றடைய வேண்டிய இடத்திற்கு அருகிலேயே அந்த சைக்கிளை ஒப்படைத்து உரிய வாடகையைச் செலுத்தி விட்டுச் செல்ல வசதி இருக்கிறதாம்.
அத்துடன் சில நாடுகளில் சைக்கிளில் செல்வோரின் வசதிக்காகச் சாலைகளில் தனிப் பாதையும் ஒதுக்கப்பட்டுள்ளதாம். இந்த மாதிரியான ஏற்பாடுகளை நம் நாட்டிலும் அனைத்து நகர்ப்புறங்களிலும் செயல்படுத்தினால் சுற்றுச்சூழல் மாசுபடுவதிலிருந்து காத்துக்கொள்ளலாம். எரிபொருளையும் மிச்சப்படுத்தலாம்.
அரசாங்கம் சைக்கிள் உற்பத்திக்கு முழுமையான வரிவிலக்கு அளித்து குறைந்த விலையில் சைக்கிள் கிடைக்கச் செய்யலாம். அத்தோடு உற்பத்தியாளர்களும் இலகுவாகவும், விரைவாகவும் செல்லக்கூடிய வகையில் சைக்கிள்களைப் புதிது புதிதாக வடிவமைத்து இளைஞர்கள் விரும்பி வாங்கிப் பயன்படுத்திடச் செய்யலாம்.
இன்சூரன்ஸ், ஓட்டுநர் உரிமம், வாகனப்பதிவு, வாகன ஆயுள்வரி, தலைக்கவசம் இவை எதுவும் இன்றி சிறுவர் முதல் பெரியவர் வரை ஆண்கள் - பெண்கள் என அனைவரும் எளிதாகப் பயன்படுத்திடக் கூடிய சைக்கிள் மனித சமுதாயத்திற்குக் கிடைத்திருக்கும் மிகச்சிறந்த வரமாகும். அதனைப் பயன்படுத்திப் பயன் பெறுவோமாக.

இன்டிகோ (IndiGo) விமான நிறுவனம் இன்று முதல் மூன்று நாட்களுக்கு மழைக் கால சலுகையாக ரூ.899 க்கு குறிப்பிட்ட பகுதிகளிடையே விமான பயணம் மேற்கொள்ளலாம் என அறிவித்துள்ளது. இதுகுறித்து வெளியிடப்பட்டுள்ள அறிக்கையின்படி

தில்லி-கோவை, கோவா- சென்னை, சென்னை-போர்ட் பிளைர், மும்பை-கோவா, ஜம்மு-அமிர்தசரஸ், தில்லி-உதய்பூர், அகமதாபாத்-மும்பை, ஹைதராபாத்-மும்பை, மற்றும் கொல்கத்தா-அகார்தலா உள்ளிட்ட பகுதிகளுக்கிடையான விமான பயணங்களுக்கு சலுகை விலை அறிவிக்கப்பட்டுள்ளது.

இந்த மூன்று நாட்களுக்குள் முன் பதிவு செய்யும் டிக்கெட்கள் ஜூலை 1 மற்றும் செப்டம்பர் 30 தேதிகளில் செல்லுபடியாகும். மேலும் இந்த சலுகை  கோவா, குவஹாத்தி, ஹைதராபாத், இம்பால், இந்தூர், ஜெய்ப்பூர், ஜம்மு, கொச்சி, கொல்கத்தா, கோழிக்கோடு, லக்னோ, மதுரை, மங்களூர் ஆகிய நகரங்களில் இருந்து அகமதாபாத், அஹ்மதாபாத், அம்ரித்ஸர், பாக்தோக்ரா, பெங்களூரு, புவனேஸ்வர், சண்டிகர், சென்னை, கோவை, டெஹ்ராடூன், டெல்லி, திப்ருகார், , மும்பை, நாக்பூர், பாட்னா, போர்ட் பிளேர், புனே, ராய்பூர், ராஞ்சி, ஸ்ரீநகர், திருவனந்தபுரம், உதய்பூர், வதோதரா, வாரணாசி மற்றும் விசாகப்பட்டினம், ஆகிய இடங்களில் இருந்து புறப்படும் நிறுத்தப்படாத விமானங்களில் செல்லுபடியாகும்.

தில்லி- மும்பை இடையான டிக்கெட் விலை வழக்கமாக ரூ.7000. ஆனால் இந்த ஜூன் மாதம் மட்டும் ரூ. ரூ.2,100 கட்டணத்தில் பயணம் மேற்கொள்ளலாம் என தெரிவிக்கப்பட்டுள்ளது. 

மேலும், கோஏர் (GoAir) விமானசேவை நிறுவனமும் இதேபோன்ற ஆஃபர்களை வழங்குவதாக கூறப்படுகிறது.

வட்டி குறைப்பால் மவுசு இழக்கும் செல்வமகள் சேமிப்புத் திட்டம்

மத்திய அரசால் கொண்டு வரப்பட்ட செல்வமகள் சேமிப்புத் திட்டத்தில் வட்டி விகிதம் குறைக்கப்பட்டதால், அதில் சேருவோர் எண்ணிக்கைக் குறைந்து வருவது தெரியவந்துள்ளது.


பிரதமர் நரேந்திர மோடி தலைமையிலான மத்திய அரசு ஆட்சிக்கு வந்தது முதல், பெண்களின் பாதுகாப்புக்கு பல்வேறு நடவடிக்கைகள் எடுத்து வருகிறது. குறிப்பாக, ஆண்களுக்கு நிகராக பெண்களின் பிறப்பு விகிதம் குறைந்து வருவதைத் தடுக்கும் நோக்கில் செல்வமகள் சேமிப்புத் திட்டம் கடந்த 2015 ஜனவரி மாதம் கொண்டு வரப்பட்டது.

இத்திட்டத்தில் இரண்டு பெண் குழந்தைகள் பயனடைவதோடு, 10 வயதுக்குள்பட்ட பெண் குழந்தைகளுக்கு திட்டத்தில் மாதந்தோறும் குறைந்தபட்சம் ரூ.1,000 செலுத்த முடியும். அதிகபட்சமாக ஒரு பெண் குழந்தைக்கு ஆண்டுக்கு ரூ.1.5 லட்சம் வரையில் சேமிக்க முடியும். தொடர்ந்து 14 ஆண்டுகள் திட்டத்தில் பணம் செலுத்த வேண்டும்.

இத்திட்டத்தில் சேர்ந்தால் வருமான வரியில் விலக்கு அளிக்கப்பட்டிருப்பதோடு, திட்டம் கொண்டு வரப்பட்ட ஆரம்பக் கட்டத்தில் வட்டி விகிதம் அதிகமாக நிர்ணயிக்கப்பட்டது.

இத்திட்டத்தில் இருக்கும் இதுபோன்ற சாதகத்தால் பெண் குழந்தை வைத்துள்ள பெற்றோர்கள், திட்டத்தில் சேர அதிகம் ஆர்வம் காட்டினர். ஆனால் தற்போதய நிதியாண்டின் முதல் காலாண்டில் 8.5 சதவீதமாகவும், அதன் பிறகு 8.4 சதவீதமாகவும் வட்டி குறைக்கப்பட்டதால் இத்திட்டத்தில் சேருவோர் எண்ணிக்கை குறையத் தொடங்கியுள்ளது.

ஒரு தலைமை அலுவலகம், 46 துணை அலுவலகம், 104 பகுதி நேர அலுவலகங்களைக் கொண்ட வேலூர் கோட்டத்தில் செல்வமகள் சேமிப்புத் திட்டம் தொடங்கப்பட்டது முதல், கடந்த 2017 மே மாதம் வரையில் 21,406 பெண் குழந்தைகள் சேர்க்கப்பட்டுள்ளனர்.

இத்திட்டத்தில் வட்டி குறைக்கப்பட்டதோடு, கடனுதவி பெற வாய்ப்பு இல்லை போன்ற காரணங்களால் இதைக் காட்டிலும் அஞ்சலகங்களில் உள்ள மற்ற திட்டங்களில் சேர பலர் ஆர்வம் காட்டுகின்றனர்.

இதுகுறித்து வேலூர் கோட்ட அஞ்சலக கண்காணிப்பாளர் கே.விஜயா கூறியதாவது: பெண் குழந்தைகளுக்கு மிகவும் பாதுகாப்பானத் திட்டமாக வாடிக்கையாளர்கள் கருதியதால், இத்திட்டம் கொண்டு வரப்பட்ட இரண்டு ஆண்டுகளில் அகில இந்திய அளவில் தமிழக அஞ்சல் வட்ட உறுப்பினர்கள் சேர்க்கையில் முதலிடம் பெற்றது.

தற்போது இத்திட்டத்தில் வட்டி குறைக்கப்பட்டதோடு, கடனுதவி பெற இயலாது உள்ளிட்ட காரணங்களால் புதிதாக சேருவோர் எண்ணிக்கைக் குறைந்துள்ளது.

One more medical college debarred

CHENNAI: Yet another private medical college in Tamil Nadu was barred from admitting students to MBBS course for two years, robbing 150 medical seats including 50 percent under government quota  from this academic year.

Ponnaiyah Ramajayam Institute of Medical Sciences at Nallur on the East Coast Road is the fifth private medical college in the State to have its approval rescinded, resulting in the loss of 750 seats in all.

A letter, signed by an undersecretary in the Union Health Ministry, said the Ponnaiyah Ramajayam Institute of Medical Sciences, which was granted conditional approval to offer 150 MBBS seats last year, has been debarred from admitting students for 2017-18 and 2018-19 academic years.

Prospectus for MBBS and BDS admissions to follow Supreme Court order

CHENNAI: The Directorate of Medical Education will release prospectus for admission to MBBS and BDS courses 2017-18 and will subsequently issue applications within 24 to 48 hours of the government’s direction, said Director of Medical Education Dr A Edwin Joe.

The prospectus will be released after making changes to it as per the Supreme Court order. “We are yet to receive full details of the judgment. Once that is done, the State government will make changes to the prospectus. The prospectus will be released after the State’s direction,” said Dr Joe.

The announcement came after the Supreme Court on Monday asked the CBSE to declare the results of the National Eligibility-cum-Entrance Test (NEET) for admission to MBBS and BDS, staying the Madras High Court order restraining the publication of results.

According to the Medical Council of India regulations, MBBS and BDS counselling should be completed by September 31. However, there are outstanding issues, including whether management seats in the self-financing colleges and deemed universities would be filled by the government. Full details are awaited, officials added.

The DME will conduct the counselling for admissions to MBBS and BDS courses after merit list is released based on NEET marks.Going by the current developments, the medical admissions for this academic year will most probably be conducted on the basis of NEET marks, as the State is yet to get the Presidential assent for two NEET bills adopted by the Tamil Nadu Assembly.

Docs want all-party meet for Presidential assent
The Doctors’ Association for Social Equality requested the State government to convene an all-party meeting to pressure the Central government to expedite the process to get the Presidential assent for NEET bills. The association added that the Centre should intervene and conduct a re-exam of NEET, as the recently-concluded one did not have uniform question paper.

Airport works inspected

V. Paneerselvam, MP, inspected the works on Salem Airport here on Monday.

S. Vetrivel and G. Venkatachalam, both MLAs; and Salem Airport Manager Selvakumar; accompanied him. He held discussions with officials. The airport is getting ready for flight service under the Ude Desh ka Aam Nagrik (UDAN) scheme of the Union Government.

Mr. Paneerselvam said that two service providers have expressed their willingness to operate flights from Salem to Chennai, Puducherry, and Bengaluru.

Mr. Paneerselvam said that issues such as lack of bus facilities to the airport, and toll will be taken up with the Chief Minister Edappadi K. Palaniswami.

The airport was established in 1993 and was closed soon. A private airline introduced passenger service from Salem to Chennai in 2009, and was stopped due to poor patronage.

NEET: students remain on tenterhooks

Even as anticipation mounts on the release of NEET results, students and parents are apprehensive of what the results have in store for them. Though students have kept their options open, parents are hoping that the government would regulate the admission process to management quota seats.

Students who had undergone coaching are more confident but those in State board schools are hoping the government would take their aspirations also into account.

For Coimbatore-based R.T. Subhashini the anxiety has lowered slightly. She had applied to TNAU, which had already released its rank list and was preparing for counselling. “There was no let up on the stress since the run up to class 12 exams. And it had not eased yet,” she said.

While diabetologist S. Narayanaswamy, whose son had taken the test, wondered if management quota seats in medical colleges would be filled using the NEET score, the Centre director of a coaching institute A. Aravendhan feels the State government should clarify on the admission process to its quota of seats in medical colleges and regulation of admissions to management quota seats.

State Board students in Erode express helplessness as they took the test knowing there was no level-playing field. State government school teachers say the government must heed to their aspirations.

Hailing from a village near Radhapuram in Tirunelveli district S. Muthulakshmi, daughter of construction worker M. Selvaraj, completed class 12 in Tamil medium.

Mr. Selvaraj said: “The CBSE maintains that the question papers are of equal difficulty level. It is like saying the clothes are of different colours but of same quality. Let’s hope they are correct.” Muthulakshmi is hoping to score well in NEET. But Mr. Selvaraj said, “I can afford her education only if she is admitted to a government medical college.”

For B.A. Purnamita Saras, a student from Kendriya Vidyalaya No 1 Narimedu, who has several options, medicine is still the first choice. “I do not want two years of hard work for NEET to go waste. I appeared for many engineering and medical admissions. I did not crack JEE (Advanced). If NEET is delayed further, I may have to choose National Institute of Tecnology although I do not like it much,” she said. Teachers of CEOA Matriculation Higher Secondary School that has many NEET aspirants, hope the results are fair. Its co-chairman E. Samy said: “If only the issue over different sets of question papers had been sorted. Let us hope that the NEET results will be fair to all students.”

In Tiruchi a cross-section of students said the delay and uncertainty put them on tenterhooks.

A. Ashika Beham of who topped class 12 at Dr. Maduram Corporation Higher Secondary School in Tiruchi with 1101 marks, hoped that the admission process would begin soon. Her month-long coaching for NEET had been sponsored by actor Suriya’s Chennai-based Agaram Foundation. She took the test in Tamil. “Questions on Physics were tough, but I had done reasonably well,” she says.

Due to the confusion over NEET she for the Tamil Nadu Engineering Admissions. “My aim is to become a doctor. I hope the result will be known soon and I am able to decide quickly,” she said.

Now, Chennai residents can get power connection in 48 hours

Those interested can apply online in two steps

Residents in the city hereafter could get power connection within 48 hours of submitting the applications. Electricity Minister P. Thangamani launched the one-day service connection scheme in the city on Monday.

Mr. Thangamani said power supply connections would be effected within 48 hours to domestic and commercial consumers (special and multi-storeyed building not included) of submitting the application.

Under the scheme introduced by the Tamil Nadu Generation and Distribution Corporation (Tangedco) domestic and commercial buildings requiring low tension electricity service connection within 100-feet from the electrical mains would be effected on the same day.

However, if any road cut sanction for installing underground cable has to be received the power connection would be effected within a maximum of 48 hours.

Mr. Thangamani said the consumers could either apply through Tangedco’s web portal (www.tangedco.gov.in) or by visiting at the local office.

Under the online mode, applicants have to take only two steps: fill details and upload scanned copies of ownership document and other documents.

On filing the application, the applicant could pay online necessary connection charges. To bring transparency the details of connection charges for both domestic and commercial consumers comprising single and three-phase connections are available on the website.

SMS system

Mr. Thangamani also inaugurated a SMS facility that will send messages to the registered phone numbers of consumers in advance about power outages in their area.

The facility is being offered under the ‘Minsara Nanban’ scheme.

Under the ‘Minsara Nanban’ scheme, 1.60 crore mobile numbers out of 1.95 crore domestic consumers would be getting the message.

New Chennai airport terminal to open for Haj pilgrims

The arrival hall of the new international terminal, which remained unutilised for four years, may finally be put to use in about two months, especially for Haj pilgrims.

While the arrival and departure halls of the new domestic terminal and the departure hall of the new international terminal have been in use, the arrival operations of international terminal continue in the old terminal.

Officials of Airports Authority of India (AAI) said they plan to open the arrival hall during August and September when the Hajj pilgrims will be travelling to Mecca.

There will be a total of 12 departure and nine arrival flights this year, specially for Haj pilgrims, officials said.

Arrangements have been made to make use of the hall for both departures and arrivals, officials added.

“Since the departure and arrival halls are connected, the hall will facilitate handling both departure and arrival operations. We regularly carry out maintenance of the arrival hall though it has not been functional so far. We thought this will help in both effectively handling the Hajj pilgrims and putting the hall to use,” an official said.

It is not clear if the arrival hall will continue to be used after these flights.

The hall had not been unused owing to a lack of sufficient manpower for immigration and customs procedures.

The phase I modernisation of Chennai airport started in 2008 and the terminals were opened five years later after a long delay.

The plan to start phase II modernisation has started and is likely to begin by early next year.

‘PIL seeks reservation in V-C appointments

The Madras High Court has ordered notice to the State government on a Public Interest Litigation seeking adequate representation to scheduled caste and scheduled tribe communities, women and minorities in the appointment/nomination to the posts of vice chancellors and members to the governing councils, boards of management, syndicate and senate of the 21 State universities.

When the PIL moved by Viduthalai Chiruthaigal Katchi leader Thol. Thirumavalavan came up for hearing before the First Bench of Chief Justice Indira Banerjee and Justice M. Sundar, the Bench ordered notice to the State government, the University Grants Commission (UGC) and the Governor of Tamil Nadu in his capacity as the Chancellor of the State universities returnable by July 17.

According to the petitioner, though the Constitution has provided scope for adequate reservation for the SC/ST, women and minorities in all the government appointments, no such opportunities are given when it comes to the appointment of vice chancellors and members of other boards in the universities.

“Though many competitive candidates are available from these categories, not even minimal representation is given to them. They are wantonly and wilfully ignored by the government in such high-profile appointments,” said advocate Palanimuthu, representing the petitioner.

He wanted the court to direct the authorities to consider his representation dated March 13 and to ensure adequate representation to the SC/STs and others as mandated by the Constitution.

Transgender students are often forced to drop out of schools and colleges because of the discrimination and hostility they face on campuses. But now a few educational institutions are becoming more inclusive.Krishnan Bhaskar, vice chancellor of Manonmaniam Sundaranar University , Tirunelveli, recently announced that the university would offer transgender students free education. “We will provide free education in all 73 affiliated colleges and 10 constituent colleges, in addition to the 27 university departments on the main campus,“ he said.
Bhaskar took the step after attending a programme organised by Indian Transgenders Initiative in Tirunelveli. At the event, family members of people from the transgender community came up on stage and spoke about how proud they were of their loved ones who otherwise faced discrimination in society. Soon after the event, Bhaskar convened a meeting with the department heads at the university. With the staff welcoming e move and also coming for the move and also coming forward with donations, the university will offer scholarships of `3,000 per month for the transgender students, he said. The university has also made separate hostel arrangements and toilet facilities for transgender students, he added.
Inspired by the step, other institutions have also followed suit. “We also welcome transgender students at our educational institutions and they will be treated on a par as other students,“ said Bishop Devakadasham of CSI Kanyakumari diocese.
However, in many other institutions, members of the community still have to battle discrimination. “I scored 59% in Class XII this year and applied to a college in Virugambakkam. Though I was on the waiting list, students after me secured admission and I did not,“ says a 21-yearold transgender. “When I approached the administration to ask why I was not granted admission, an official asked me what I would do with an education and threw away my mark sheet. I felt insulted and humiliated. I am desperately trying to secure an admission in some other city college.“

Minutes after the Supreme Court allowed the CBSE to announce the National Entrance-Cum-Eligibility Test (NEET) results, officials from the health department and directorate of medical education camping in New Delhi began poring through legal documents to see if they can reserve up to 60% of seats for students from the state board.With legal advisors telling state health officials, including health secretary J Radhakrishnan, that there is no possibility of complete exemption from NEET for Tamil Nadu, officials are looking at up to 60% reservation for state board students, at least in state-run colleges and state quota seats of self-financing colleges affiliated to the state medical university . “The admission will be completely based on NEET rank. After surrendering 15% for all-India quota, we want to reserve 60% of seats for state board students.Even among the state reservation, students will be picked based on NEET rank,“ said a senior official.
Tamil Nadu, which scrapped entrance examinations for professional courses a decade ago, has been opposing a common entrance examination for MBBSBDS admissions. The state health minister C Vijaya Bhaskar passed two bills in the assembly to exempt the state from NEET for both undergraduate and postgraduate courses even after the Supreme Court made NEET mandatory in April 2016.
Until last week, Vijaya Bhaskar said he was hopeful of getting the President's assent and officials were pinning their hopes on the cases against NEET filed in the Madurai bench of the Madras high court. On Monday , when the SC vacated the stay and said it will hear all cases related to NEET, the legal advisors told state officials that they have exhausted almost all options to get themselves exempted from NEET.
“Like in the case of PG co urses, we may have to use NEET rank list as the sole criterion for selection. But since the court and MCI had earlier said we can have our own reservation policy , legal experts say this should not be a problem,“ a senior medical education official said. “The school education department is already working on syllabus revision. Once there is a uniform syllabus, we will be able to proceed without any reservation for state board,“ he added.
