The fees committee constituted under the chairmanship of Madras high court former judge justice S Rajeswaran has fixed the fees for MBBS courses under management and Nonresident Indian quotas for the academic year 2017-18 in the three private medical colleges cum hospitals in the Union territory of Puducherry .The committee fixed `12 lakh as fees per annum under management quota and `20 lakh under NRI quota. It had fixed the fees under state quota in March this year. It fixed `3.35 lakh as fee for Pondicherry institute of medical sciences, `3.13 lakh for Sri Manakula Vinayagar medical college and hospital and `2.99 lakh for Sri Venkateswaraa medical college and hospital. The committee submitted a report with details on the fees structure to the Puducherry government.
“The government posted the fees structure for MBBS and other courses recommended by the committee on Centac website on July 19. We urge the government to hold counselling in a fair and transparent manner briefing the students and their par ents and media on the allotment of seats and vacancies periodically and avoid confusion as encountered in the postgraduate medical admission a month ago,“ said Pondicherry state students' and parents' association president V Balasubramanian.
The three private medical colleges cum hospitals offer 150 MBBS seats each. Balasubramanian also sought the government ensure that the three private colleges surrender a minimum of 50% of the total seats under state quota.
There are four institutions affiliated to deemed universities in Puducherry Arupadai Veedu medical college, Vinayaga Mission medical college, Mahatma Gandhi medical college and research institute and Sri Lakshmi Narayana institute of medical sciences (Slims) ­ offering a total of 600 MBBS.
The four institutions were filling seats by holding combined or individual counselling until last academic year. However from this academic year the Union government had entrusted the directorate general of health services (DGHS) to hold counselling for all deemed universities in the country to admit students into MBBS course.

Four days after a single judge of the Madras high court quashed Tamil Nadu government's policy of reserving 85% of MBBS BDS seats available under government quota for students from the state board, the matter has gone before a division bench of the court.A bench said it would hear the appeal filed by the state government on Thursday .On July 14, a single judge quashed the government's 85:15 ratio of MBBSBDS seats between state board and CBSE studentsr espectively , and charged the government with meting out “step-motherly and discriminatory“ treatment to CBSE students.
Assailing the order, the Tamil Nadu government filed an appeal contending that the government was duty-bound to make provisions so as to protect the interests of a vast majority of students from state board who did not have access to CBSE schools.
The state board students cannot be held responsible for sudden change in the pattern of admission which is mainly based on syllabus, methodology and examination entirely different from each other, the government said.
Reiterating that the Tamil Nadu government had been consistently opposing the NEET, the government wanted the court to set aside the order of the single judge and allow the authorities to implement the reservation in the admission.

Man booked for sedition over WhatsApp messages

The Chennai police registered a sedition case against a man, who is the admin of a WhatsApp group, for forwarding and receiving messages that could incite hatred among communities.The man was released on bail immediately after he was produced before a magistrate court at Alandur.
The airport police arrested Tadikala Saleem, 36, of Ka dapa in Andhra Pradesh, based on the complaint of an inspector attached to the customs air intelligence at the Chennai airport.
Saleem had come to the Chennai airport's international terminal to receive his friend who had landed in the city from a country in the Middle East. But customs air intelligence officials detained his friend for carrying excess gold in his luggage. During inquiries, the man told officials that Sale em waiting outside. Soon, the officials rounded up Saleem.
Customs officials snatched his mobile and checked his WhatsApp messages. They came across text and voice messages “inviting youngsters to gather at Jantar Mantar in New Delhi for a flash protest“, said an official.
A message had a photograph of a woman stamping on the Quran.
Police booked a case under Section 124 (A) of the IPC.

Driver abducts doctor, seeks `5cr from Ola

In a story straight out of a crime thriller, a doctor traveling home in New Delhi in an Ola cab earlier this month was abducted by the cabbie and his associates. The kidnappers demanded a ransom of `5 crore, not from the doctor's family , but from Ola.The 13-day drama, which saw two police encounters with the accused and 200 Delhi cops being deployed for investigations and search operations, finally ended on Wednesday with the doctor's rescue and the arrest of four kidnappers from Meerut.At least other five accused, including the masterminds, are absconding. We are conducting more “ raids to nab the rest of them and also questioning some of the accused,“ said joint commissioner (eastern range) Ravindra Yadav, who headed the operation.
The doctor, Srikanth Goud from Hyderabad, works at a private hospital in east Delhi.He had booked the cab through the mobile app on the night of July 6 for returning from a birthday party in Noida.
Goud's friend, Dr Rakesh, had dropped him around midnight at the Preet Vihar Metro station, where Goud had booked the cab. He lives with a friend in Gautam Nagar, south Delhi.
After he boarded the cab, the driver locked the doors and drove the car towards Dadri. Goud told police he had protested when the driver took a turn towards Noida.However, the driver kept going and after they crossed into Noida, he threatened to kill the doctor if he tried to raise an alarm. Three of the cabbie's associates boarded the vehicle from Noida before driving off to Dadri.
The first call was made to the Ola call centre on July 7, in which the kidnappers demanded a ransom of `5 crore.Ola refused to comment on the developments.
Another call was made to the doctor's hospital. The kidnappers spoke to a nurse and asked the hospital to build pressure on Ola, saying they just wanted to teach the company a lesson. Meanwhile, they kept changing their loca tions.
To evade technical surveillance, the gang used the doctor's mobile. They shot the doctor's vidoes on his mobile and send the clips to Ola and the family .
It was found that two of the kidnappers are siblings and both had earlier worked with Ola. They are yet to be arrested. They were miffed with Ola due to alleged non-payment of incentives, sources said.
Wednesday's encounter took place in Shatabdi Nagar area of Meerut, when cops confronted the kidnappers near a railway crossing while they were changing their location with the doctor. They tried to take advantage of a group of kanwariyas and flee, but were surrounded by a joint team of Delhi Police and UP STF . When they were challenged by the cops, the men opened fire.

BSNL services to be hit

All is not lost, says Health Minister

Health Minister C. Vijaya Baskar on Tuesday told the Assembly that there was still a chance to secure a favourable decision from the High Court on implementing the Government Order allotting 85% of the medical seats in Tamil Nadu to State board students and 15% for CBSE students.

Responding to Opposition leader M.K. Stalin’s allegation that the advocate who appeared on behalf of the State government during a recent hearing had failed to convince the court about the vast difference between the syllabuses followed by State board and CBSE students, the Minister argued that the Advocate General (AG) had argued the case for half a day although he was not well.

“Nothing has come to an end. A single judge has stayed the order and we have filed an appeal. There is still a chance to get a favourable order. Efficient and senior lawyers will argue the case. Moreover, the Chief Minister has directed me to go to New Delhi, along with the Health Secretary, to exert pressure on the Centre regarding NEET,” he said.

“The government had consulted legal experts before issuing the order as it wanted to ensure that the order didn’t result in the dilution of the two Bills [seeking exemption from NEET] adopted in the Assembly, which are awaiting the presidential nod,” the Minister explained.


“Even though CBSE students constitute just 5% of those who appeared for NEET, the government allotted an additional 10% seats to them to dissuade them from going to court,” he said.

Mr. Vijaya Baskar also claimed that the Supreme Court had refused to stay the case and directed the High Court to dispose of it because the State government had roped in well-known lawyers like Nageswara Rao and P.P. Rao. He also rejected Mr. Stalin’s allegation that the State government had not brought adequate pressure to bear on the Centre to secure the presidential nod for the Bills seeking to exempt Tamil Nadu from NEET, saying Chief Minister Edappadi K. Palaniswami had raised the issue with Prime Minister Narendra Modi on multiple occasions.
“Some leaders are politicising the issue and using it as a subject for their daily statements. But we are fighting with a committed heart,” he said.

‘Leverage VP poll’

The DMK on Tuesday staged a walkout from the Assembly, expressing dissatisfaction with Health Minister C. Vijaya Baskar’s response to its suggestion that the State government should use the vice-presidential polls to bring pressure to bear on the Centre on finding a solution to the NEET issue.

Leader of the Opposition M.K. Stalin, who raised the issue in the Assembly, said that the State government could not rely on the High Court to resolve this matter. “The government should have utilised the presidential election to secure the [presidential] nod for the Bills passed in the Assembly seeking exemption for the State from NEET. The students as well as their parents will not forgive the State and the Centre for betraying them. The government should at least use the vice-presidential election to further this cause and make amends for its failure,” he said.
DMK deputy leader Duraimurugan said that the State government, in its effort to secure the exemption from NEET, should have adopted a method similar to the one it used to get the nod for conducting jallikattu. “It [the State government] is fully responsible for the stalemate and should quit, owning responsibility,” he said. Rejecting the parallels between NEET and jallikattu, Mr. Vijay Baskar argued that while the former was a nation-wide issue, the latter was confined to Tamil Nadu.





SC OKs plan to rejig MCI oversight panel

The Supreme Court on Tuesday approved the Centre's proposal to re-constitute the oversight committee (OC) which supervised functioning of the Medical Council of India (MCI) with a panel of five eminent doctors.

 

The five doctors are V K Paul, professor and head of paediatrics in AIIMS; Randeep Guleria, director, AIIMS; Jagat Ram, director, PGIMER, Chandigarh; B N Gangadharan, director, NIMHANS, Bengaluru; and Nikhil Tandon, professor and head of endocrinology, AIIMS.
The panel will replace the earlier OC headed by ex-CJI R M Lodha, which was appointed by the SC in the wake of largscale irregularities in the MCI's functioning and whose term had ended. The MCI regulates medical education, including recommending grant of recognition to medical colleges.
A bench of Chief Justice J S Khehar and Justices J Chelameswar, R K Agrawal, D Y Chandra chud and S Abdul Nazeer was in agreement with solicitor general Ranjit Kumar about the eminence of the five and their suitability to oversee the MCI's work.

However, the CJI had some doubts about these “busy“ doctors being able to spare time to oversee the MCI. “We are satisfied with the names. They are all truly outstanding persons and of impeccable integrity. I know some of them. They are very busy doctors and find it difficult to spare time outside their work. I have experienced that.Sometimes they do not have time to spare for the Chief Justice of India. If they do not have time for the CJI, will they have time for MCI?“ he asked.

Having narrated his personal experience, the CJI was quick to add a clarification, “Oversight Committee shall commence its functions forthwith and that liberty is being granted to the Union government to seek substitution of the names in the OC, if the occasion so arises.“ The bench also permitted the Centre to name one of the five as the OC chairman.

State Govts Yet To Receive Full Details Of NEET 2017 Results 

 

The blind-men-and-the-ele phant fable is all about our limited exposure to specific areas, and fragmented perception of a giant standing in our midst. Understanding the National Eligibility-cum-Entrance Test (NEET) for MBBSBDS admissions and its impact, too, is nothing less piecemeal.

NEET was held on May 7 and its results were declared on June 23. The nation saw 11, 38, 890 students writing the test in more than 1,900 centres.While an overwhelming majority of students wrote it in English, 47,853 opted for Gujarati, 34,417 chose Bengali, 15,206 wrote in Tamil, 3,810 in Assamese, 1,766 in Telugu, 978 in Marathi, 712 in Kannada and 452 in Odia.It's been almost a month since the results were declared, but students, parents and academic planners are still in the dark about key details such as category-wise pass details, language-wise marks and ranks, and state-wise qualifiers and toppers.

Leave alone parents, even state governments are not in possession of any such data to prepare their students for future versions of NEET or handle admission procedures arising out of NEET-2017.

Having waited in vain, the Tamil Nadu government did a quick backof-the-envelope computation and unveiled a freshly brewed policy of reserving 85% of the MBBSBDS seats for state board students, leaving out 15% for students from CBSE and other boards. The policy was destined to be struck down, as it was not founded on any hard data. While there was not much doubt about the fact that CBSE candidates would walk away with much of the seats on offer, in the absence of specific data the government could not show what necessitated the policy .
Tamil Nadu, today , does not have a merit list for the state, rank details of open category , BC, MBC and SC ST candidates and what are the indicative MBBSBDS seats available to them. If at all the state has any data on these, it must have been manually verified and compiled out of the filled-in applications submitted by the 50,000-odd MBBSBDS aspirants.

For the record, MCI and the Union government jointly piloted the NEET regimen and got the Supreme Court nod despite objection from states like Tamil Nadu. After the examination was conducted and results were declared by the CBSE, the directorgeneral of health services (DGHS) under Union health ministry took over the counselling process.

On May 12, when the Tamil Nadu government released its Plus Two results, it unveiled a tranche of data, analysing threadbare all aspects of the examination. A total of 8, 93,262 students took the examination, and 8, 22,838 cleared it. But, when it comes to NEET, the CBSE is yet to release anything other than results and a handful of toppers. If only CBSE uploads the entire list of qualified candidates on its website, there are state governments, private enthusiasts and academic counsellors to do the data mining. There are softwares to unravel the pass and rank dynamics of the result, which would help governments to schedule their counselling and training better.
So far, CBSE and DGHS have treated parents and state governments with utter contempt and sit on NEET result details like a treasureguarding demon. Such opacity helps none. Perhaps these central agencies are scared that release of caste-wise and language-wise data would strengthen arguments that NEET was tailor-made to suit the needs of well-to-do, convent-educated, urban populace, at the cost of the rural under-privileged. Allegations that some languages like Gujarati got a `less tough' question paper too need to be kept in mind. Non-release of result details only adds fuel to such speculations.

While the CBSE washes its hands off saying it was only mandated to conduct NEET, DGHS makes it clear it does only the counselling part of it.In case of any doubt over categories mentioned in the NEET score card or options locked by candidates, there is no single window system to clarify doubts. While mails to designated DGHS authorities never get a response, CBSE's regional unit which has jurisdiction over entire south India and stretches up to even Maharashtra, says NEET was being handled by a hub in Delhi.

Many journalists and parents who were able to get through to the `hub' were informed rather curtly that there were only four people handling the entire NEET, and so no information could be parted with.
In the absence of a neutral agency with sufficient infrastructure and enough hands, why design and implement NEET at all?

Asked For List Of Students Who Didn't Follow Rules 

 

The Madras high court on Monday issued notices to four medical colleges affiliated to deemed universities and three private medical colleges and hospitals in the Union territory of Puducherry to furnish the names of the students who have been given admission into postgraduate medical courses without following the procedure of counselling by the Puducherry government. Chief justice Indira Banerjee and justice M Sundar passed an order in this regard declaring that they have proposed to implead the students as respondents. The court passed the order while hearing a petition filed by advocate V B R Menon pleading for cancellation of all illegal admissions and admission of eligible students in their places.

The case was posted along with another petition with similar plea for further hearing.The four colleges affiliated to deemed university are Arupadai Veedu Medical College, Vinayaga Mission Medical College, Mahatma Gandhi Medical College and Research Institute and Sri Lakshmi Narayana institute of Medical Sciences (Slims). The three private medical colleges are Sri Manakula Vinayagar Medical College and Hospital, Sri Venkateswara Medical College and Research Institute and Pondicherry Institute of Medi cal Sciences.

The court also issued notices to secretary and director of the health and family welfare services, Puducherrry government, centralized admission committee convener, lt governor's secretary , Medical Council of India's secretary , secretary (human resources development ministry) and University Grants' Commission's secretary in this regard.

The court had earlier disposed Menon's contempt petition by directing the Centac to admit eligible students to the vacancies as reported by one of the institutions ­ Slims. The court closed the contempt proceedings against three other deemed university colleges as they reported `nil vacancies'. It gave Menon the liberty to file a separate writ petition against the illegalities and omissions and commissions observed during the hearing of the contempt petition. Menon also filed a fresh write petition, which came for hearing on Monday .

It might be recalled that the court on June 16 directed the four colleges affiliated to deemed universities to admit students into postgraduate medical courses by receiving a fee of `10 lakh each per annum before 5pm on June 19. However none of the colleges honoured the court's order forcing Menon to file a contempt petition. There are 316 postgraduate medical seats including 159 seats under State quota in three private medical colleges and four institutions affiliated to deemed universities.

அரசு மருத்துவ கல்லுாரி மருத்துவமனை உட்பட 10 அரசு மருத்துவமனைகள், 60 ஆரம்ப சுகாதார நிலையங்களில் தினமும் ஆயிரக்கணக்கானோர் சிகிச்சை பெறுகின்றனர். பெரும்பாலான மருத்துவமனைகளில் 'டாக்டர் இல்லை; நர்சுகளே சிகிச்சை அளிக்கின்றனர்' என புகார் வருகின்றன. குறிப்பாக ஆரம்ப சுகாதார நிலையங்கள் மீது குற்றச்சாட்டுகள் அதிகரிக்கின்றன.இதற்கு தீர்வு காண, சுகாதாரத்துறை சார்ந்த புகார்களை தெரிவிக்க, '104' என்ற இலவச போன் எண் வசதி கடந்த 2013ல் அரசால் அறிமுகப்படுத்தப்பட்டது. இதன் நோக்கம், பொதுமக்களுக்கு உரிய நேரத்தில்,உரிய சிகிச்சை கிடைக்க வேண்டும் என்பதே. இதுகுறித்து பொதுமக்களுக்கு போதிய விழிப்புணர்வு இல்லாததால், '104' ஐ அழைப்பவர்களின் எண்ணிக்கை குறைவாக உள்ளது. மதுரை மாவட்டத்தில் இந்தாண்டில் அதிகபட்சம் மாதம் 2 ஆயிரம் பேர் மட்டுமே இந்த எண்ணை தொடர்பு கொண்டுள்ளனர்.

தகவல் தொழில்நுட்பம் வேகமாக வளர்ந்துள்ள நிலையில், சில ஆண்டுகளுக்கு முன்பு எல்லா கல்லூரிகளிலுமே இறுதி ஆண்டு படிக்கும்போதே ‘கேம்பஸ்’ இன்டர்வியூவில் மாணவர்களுக்கு உடனடியாக வேலைவாய்ப்பும் கிடைத்தது, கைநிறைய சம்பளமும் கிடைத்தது. இந்த எதிர்பார்ப்பில்தான் பிளஸ்–2 படித்து முடிக்கும் மாணவர்கள் எல்லோருமே தங்கள் முதல் விருப்பமாக பொறியியல் படிப்பை நாடுகிறார்கள். ஆனால், காலப்போக்கில் தகவல் தொழில்நுட்ப நிறுவனங்களில் வேலைவாய்ப்பு குறைந்து விட்டதாலும், சர்வதேச நிறுவனங்களில் அவர்கள் எதிர்பார்க்கும் அளவிற்கு மாணவர்களின் கல்வித்தரம் இல்லாததாலும், இந்த வேலைவாய்ப்பு மங்கத்தொடங்கின. பொறியியல் கல்லூரிகளில் இடங்கள் முழுமையாக நிரம்புவதில்லை. தற்போது தமிழ்நாட்டில் உள்ள பொறியியல் கல்லூரிகளில் 2 லட்சத்து 61 ஆயிரத்து 692 இடங்கள் இருக்கின்றன. இதில், அரசு ஒதுக்கீடாக 1 லட்சத்து 75 ஆயிரத்து 500 இடங்களும், நிர்வாக ஒதுக்கீடாக 86 ஆயிரத்து 192 இடங்களும் இருக்கின்றன. தற்போது கவுன்சிலிங்கிற்கு 1 லட்சத்து 36 ஆயிரத்து 988 மாணவர்கள்தான் அழைக்கப்பட்டுள்ளனர்.

இன்றைய சூழ்நிலையில், மொத்த இடங்களில் 47.65 சதவீத இடங்கள் அதாவது, 1 லட்சத்து 24 ஆயிரத்து 704 இடங்கள் கல்லூரிகளில் காலியாக இருக்கும்நிலை உருவாகிவிட்டது. இது நிச்சயமாக கல்லூரிகளுக்கு மட்டுமல்ல, தொழில் நுட்ப கல்வித்துறைக்கே நல்லதல்ல. இந்தநிலை மாறவேண்டும் என்றால், அரசாங்கமும், அண்ணா பல்கலைக்கழகமும் உடனடியாக நடவடிக்கை எடுக்கவேண்டிய கட்டாயம் வந்துவிட்டது. அரசாங்கத்தின் பொறுப்பாக பொறியியல் படிப்பை முடிக்கும் மாணவர்களுக்கு உடனடியாக வேலைவாய்பு கிடைக்கும் வகையில், உற்பத்தி சார்ந்த நிறுவனங்கள், தகவல் தொழில்நுட்ப நிறுவனங்கள் பெருமளவில் தொடங்கப்படுவதற்கான ஏற்பாடுகளை செய்ய வேண்டும். பொறியியல் படிக்கும் மாணவர்கள் அனைவருக்கும் அரசாங்கம் மிகச் சொற்பமான அளவே வேலைவாய்ப்பை தரமுடியும். தனியார் நிறுவனங்கள்தான் பெருமளவில் வேலை வாய்ப்புகளை தர இயலும். அந்தவகையில், தனியார் தொழில் தொடங்குவதற்கான உகந்த சூழ்நிலையை உருவாக்குவது அரசின் கையில்தான் இருக்கிறது. அடுத்து தனியார் நிறுவனங்கள் எந்த உயர்தரத்துடன், தகுதியுடன் என்ஜினீயர்களை எதிர்ப்பார்க்கிறது என்பதை புரிந்து கொண்டு, அதற்கேற்றவகையில், அவர்கள் படித்து முடித்து வெளியே வரும் வகையில் பொறியியல் படிப்புக்கான பாடத்திட்டத்தை நவீன உயர்தரம் கொண்டதாக மாற்றுவதும், படிக்கும்போதே அவர்கள் செயல்முறை பயிற்சியை பெறுவதற்குமான திட்டங்களை வகுக்கவேண்டியதும் பல்கலைக்கழகங்களின் பொறுப்பில்தான் இருக்கிறது. உயர்கல்வித்தரம் இருந்தால் உலகின் எந்த மூலையிலும் தமிழ்நாட்டில் படித்த மாணவர்களுக்கு வேலைவாய்ப்பு காத்திருக்கும். அந்தவகையில் அரசும், பல்கலைக்கழகங்களும் ஒருங்கிணைந்து உடனடியாக தங்கள் பொறுப்பை– கடமையை ஆற்றவேண்டிய நேரம் தொடங்கி விட்டது.

Karunanidhi refrains from casting vote for Presidential polls

CHENNAI: The presidential elections in Chennai was over at 11.56 am, with the ailing DMK president M Karunanidhi being the only absentee.

In all, 232 MLAs from Tamil Nadu; Parakkal Abdulla, IUML MLA from Kerala, and Union Minister Pon Radhakrishnan, who have got special permission from Election Commission, cast their votes at the secretariat in Chennai.

The polling began at 10 am; the first vote was cast by Chief Minister Edappadi K Palaniswami followed by Assembly Speaker P Dhanapal, Leader of Opposition M K Stalin, Union Minister Pon Radhakrishnan and former Chief Minister O Panneerselvam.

“It is a secret ballot," said the chief minister, declining to reveal which candidate he had cast his vote for.

However, former Chief Minister O Panneerselvam had no such concern. “NDA’s *Vetri Vetpalar* (winning candidate) will register a massive victory," he said.
Though the polling was over after senior AIADMK member S Semmalai -- now in the rebel ranks -- voted, the polling booth will remain open till 5 pm as per the rules, Chief Electoral Officer Rajesh Lakhoni told mediapersons.

The two major factions of the AIADMK headed by Chief Minister Palaniswami and Panneerselvam, and the third one headed by deputy general secretary TTV Dhinakaran had declared their support for NDA candidate Ram Nath Kovind.

Thameemun Ansari, MLA from AIADMK ally Jananayaka Manithaneya Makkal Katchi, had declared his support for Opposition candidate S Meira Kumar.
DMK’s 88 MLAs, eight MLAs from Congress, one MLA from IUML, too, supported Meira Kumar.

CHENNAI: An online progress monitoring system for PhD students has been introduced by University of Madras, said its Vice Chancellor P Duraisamy at the 159th convocation of the varsity on Saturday.

Claiming that this is the first of its kind in Indian Universities, he said the university will move to becoming more digital.  Higher Education Minister K P Anbalagan, announced that University will be part of the Swayam Prabha scheme – a digital platform on revolutionising education in the country – an initiative by Ministry of Human resource development launched by the President this month.

He said the University administration is already progressing as part of digital initiatives like National Academic Depository (NAD) made operational by Ministry of Human Resources development. With NAD, all documents like certificates, diplomas, fee payment, hall ticket and other details are made available online.

He added that MHRD and UGC appointed NSDL Database Management limited (NDML)  to facilitate institutions to digitally, securely and quickly issue online awards to students directly in their online NAD account.

Student can access certificate at any time and authorise banks and employers to view and verify the certificates. He also said as part of Swayam Prabha scheme, classes and lectures will be made online or through electronic devices (DTH).

Duraisamy  said, “PhD students and their supervisors can now obtain information at every stage from admission to graduation,” adding that to retain and utilise knowledge and expertise of retired teachers from the University of Madras and other Universities, a new scheme, Honorary Emeritus Professor/Visiting Professor scheme has been introduced from this month.

For 2016-17, 987 PhD students have been admitted. He also said UGC had sanctioned `50 crore under Phase II of the UPE program and `5.5 crores under UGC-CPEPA.

Counselling begins, but facilities not in place in Anna varsity

No resting place for waiting students, parents; poor signage; no display showing updated vacancy

Vocational stream students who came to attend engineering counselling were disappointed to find that the facilities that would have made their counselling process smooth and easy were not in place.
In the past several years, Anna University had evolved a well-oiled system to update parents and candidates about the vacancy position in colleges as counselling progressed. There would be display boards showing the cut-off and their counselling session time.

Signage at strategic points would clearly indicate directions to toilets and the health centre, enabling candidates to get their medical fitness certificates. In recent years, banks had also been putting up stalls offering candidates and parents details of bank loans, besides an information kiosk to guide candidates. The university usually puts up tents under which parents and candidates can wait for their respective sessions. On Monday, which was day 1 of counselling, none of these facilities was in place.

A candidate from Kumarapalayam near Erode, whose session was at 5 p.m., had arrived at the venue around noon with his mother and cousin. He said he had no idea what his chances were in getting the college of his choice. “Usually candidates can see the vacancy position on the LED display board. They used to update the website during counselling. We could also download an app on our phone and look up the details. But this time there was nothing to go by,” said Guru*, who was hoping for a seat in a self-financing college in Coimbatore.

While university officials said all the arrangements would be made by Sunday when the academic counselling begins, Guru’s family was disappointed. “Three years ago, I came for counselling for my cousin. We had all the details when we went into the counselling room. Are students from vocational stream any less qualified than those from academic stream?” asked Guru’s cousin, an alumnus of the University.

9 sessions, 60 students
Higher Education Minister K.P. Anbalagan, who distributed the allotment letters to the top 10 candidates in the vocational stream, said all the facilities would be made in the coming days. He said facilities were in place for girl candidates to stay on campus if they were accompanied by a woman relative.

During academic counselling, there will be nine sessions on each day and each will accommodate 60 instead of 50 students. “Candidates who do not come for verification of their sports certificates on July 19 and 20 would not be allowed to participate in counselling on July 21,” he said. A total of 1,809 candidates are eligible for counselling under sports quota and are expected to participate in the certificate verification process.

At the end of the first day of counselling a total of 869 seats were allotted in government-aided and self-financing colleges. There were 5,356 vacancies. Counselling for vocational stream ends on Tuesday.

Chennai Corporation official stands by the quality of education it offers

Not many children coming from the South Asian Federation (SAF) Games Village at Koyambedu will head out to a Corporation school. But L. S. Tharunika did on Monday, her first day at school.
“I did not want my child to study at a private school. I wanted her to get educated in a Chennai Corporation school. So I enrolled her in the Chennai Primary School in Puliyur, Kodambakkam, on Monday. She started attending classes. She is so happy,” says her mother R.Lalitha, who is the Deputy Commissioner (Revenue and Finance), Greater Chennai Corporation. Ms. Lalithaa, an IAS officer, proudly says she is also a product of a government school.

Ms. Lalitha says the facilities in the Corporation schools are on a par with private schools, facilitating learning and other group activities of students. “Many parents do not understand how good the Corporation school is and are reluctant to send their kids to such a school. But our family was determined to get her to learn from the teachers of a Chennai Corporation school,” says Ms.Lalitha. Her husband E. Sumanth, an aviation specialist, has wholeheartedly supported her initiative.

Churning achievers

Chennai Corporation school teachers say they have been visiting various localities in an attempt to persuade parents to enrol their children, explaining the improvement in facilities at the corporation schools. But convincing the parents remains a challenge.

The Corporation has started offering a wide range of nutritious food to its students and paying the higher education fee of all students from its schools. Another set of 28 smart classrooms will be commissioned by Samsung India shortly. Many students have been achievers — cracking the IAS exam, joining institutions of excellence and winning in tough competitions. As many as 89,000 students are studying in these schools.

Pointing to the food supplied for all students free of cost at the school, Ms.Lalitha said: “I packed fruits for Tharunika today. But she opted to have food provided by her school.”
When asked what she learned on her first day at school, Tharunika said: “I learned ABCD and danced a lot.”

The State government on Monday went on appeal against the order of a single judge setting aside the reservation of 85% of the seats to State board students and 15% for others in MBBS/BDS courses for the current academic year.

Ravichandra Baabu ought to have considered that even though the National Eligibility-cum-Entrance Test (NEET) was common for all students, the question paper was prepared by the Central Board of Secondary Education (CBSE), and all the questions had been taken from the CBSE syllabus.

இந்த மனுக்களை விசாரித்த உச்ச நீதிமன்றம், நேர்மையான காரணங்களுக்காக பணத்தை மாற்ற முடியாதவர்களுக்கு மீண்டும் ஒரு வாய்ப்பு வழங்கலாமே? என்று கேள்வி எழுப்பிய உச்ச நீதிமன்றத்திடம், இரண்டு வாரங்களுக்குள்  மத்திய அரசு பதிலளிக்க உத்தரவிட்டது.

இதையடுத்து, இன்று உச்ச நீதிமன்றத்தில் பிரமாணப்பத்திரம் தாக்கல் செய்துள்ள மத்திய அரசு, பழைய ரூபாய் நோட்டுக்களை மீண்டும் வங்கிகளில் செலுத்த அனுமதிக்க முடியாது என்று தெரிவித்துள்ளது. மீண்டும் பழைய ரூபாய் நோட்டுக்களை செலுத்த அனுமதி கொடுத்தால், கருப்பு பணத்தை ஒழிக்க எடுக்கப்பட்ட பணமதிப்பு நீக்க நடவடிக்கையின் நோக்கமே தோல்வி அடைந்துவிடும்” என்று மத்திய அரசு தெரிவித்துள்ளது.

30-40% private engg colleges should be closed down: Ex-VC

Engineering education in the country seems to have reached saturation point. Around 54% of undergraduate and postgraduate seats in 2,980 private engineering colleges across the country , or 8.67 lakh seats of 16.07 lakh seats, went vacant in 2016-17, data put out by the Lok Sabha on Monday said.

 

In the 2017-18 academic year these institutions closed down around 96,000 seats and there are now 83 private colleges fewer, the data shows. All India Council for Technical Education chairman Anil D Sahasrabuddhe in April said 275 engineering colleges in the country had applied for closure.

In comparison, only 28% of seats (41,551) in government engineering colleges went vacant in 2016-17. In the current year, 6,151 seats were added in government colleges whose total went up from 411 to 429, the data shows.
In TN 1.55 lakh seats went empty. The state has 526 colleges, most in the country. The maximum vacancies were in private colleges in Himachal Pradesh (83%), Uttarakhand (74.23%), Haryana (73.32%), Rajasthan (69.68 %) and Uttar Pradesh (67.33%). In absolute terms, however, Tamil Nadu topped the list with 1.55 lakh seats going empty followed by Andhra Pradesh (99,286), Telangana (87,454) and Maharashtra (78,468). Tamil Nadu has 526 engineering colleges, most in the country , followed by Maharashtra with 380 and Andhra Pradesh with 325.

Former Anna University vice-chancellor M Anandakrishnan, a former chairman of IIT-Kanpur, said many students appeared to have realised that education provided by most private engineering colleges was worthless. And, the number of jobs in the market was far less than the huge number of engineers being churned out every year. He said 30%-40% of these colleges should be closed down. “Only then will the figures seem reasonable. Alternatively , 50% of the colleges should be converted into vocational training in stitutes, like China did, to provide skill based learning,“ Prof Anandakrishnan said. A senior TN IAS officer said the Centre was mooting a plan to allow engineering colleges to run other regulatory courses like arts and science but there was no update on that. “Very few private colleges can match or better the standard of government colleges. Most don't have proper teaching staff and are unable to attract placement or research funding.“





Woman not allowed to board flight misses betrothal: Agency, airline asked to pay up

An online travel company and a US airlines have been directed to pay `2 lakh as compensation to a woman whose betrothal had to be cancelled after she was not allowed to board a flight in Minneapolis, United States, despite having a valid ticket to fly on the aircraft. District Consumer Disputes Redressal Forum, Chennai (north) slapped the fine of `2 lakh on MakeMy Trip (India) Pvt Ltd and Delta Airlines, after applicant T A Prasanna said her daughter T A Indira Priya's betrothal could not be held on February 8, 2013.

To ensure that she is here in Chennai for her betrothal, the applicant had booked a Delta Airlines flight from Minneapolis to Amsterdam on February 5, 2013, and from there a connecting Delta flight the same day to New Delhi on February 7, 2013. He had booked all tickets through MakeMyTrip.
However, when Indira Priya approached Delta Airlines ground staff at Minneapolis terminal, they refused to issue her boarding pass saying no seat was available in the flight.

She had to spend an additional `2.8 lakh and travelled by a Lufthansa Airlines flight on February 21, 2013 from Minneapolis to Chennai.

“The act of MakeMy Trip and Delta Airlines amounts to negligence and unfair trade practice,“ the petition said, seeking refund of `91,000 fromMakeMy Trip, refund of the ticket fare of ` 2.8 lakh, besides `5 lakh as compensation.

MakeMyTrip submitted that she reached airport late to board the scheduled flight and the booking was marked as a `no show' by the airlines.Also, the portal said, it had acted merely as a facilitator for booking airlines and hence, it was not liable to pay any compensation.

A bench comprising forum president K Jayabalan member and T Kalaiyarasi, however, said Indira Priya had a valid ticket but the airlines failed to issue the boarding pass, which was deficiency in service.

MakeMyTrip is also equally liable for Delta Airlines not issuing boarding pass, it further held, adding that cancellation of betrothal posed untold sufferings and mental agony to Indira Priya.
The bench then directed MakeMy Trip and Delta Airlines to pay a compensation of `1.96 lakh, including refund of `91,000 to the woman and her father.
