சந்திரனின் இந்தப் போக்கு சிவபெருமானுக்குத் தெரியவரவே அவர் சந்திரனை அழைத்து எச்சரித்தார். அப்போது மனோகாரகனான சந்திரன், ''ஐயனே, என்னை மன்னிக்கவேண்டும். தொடர்ந்து பணி செய்வதால், என் உடலும் மனமும் மிகவும் சோர்ந்து போகின்றன. எனவே, என் பணிக்காலத்தில் எனக்கு குறிப்பிட்ட இடைவெளியில் ஓய்வு தேவைப்படுகிறது. அப்போதுதான் என் பணிகளை நல்ல விதமாகச் செய்யமுடியும்'' என்றான்.

சந்திரனிடம் இரக்கம் கொண்ட சிவபெருமான், சந்திரனின் வேண்டுதலை ஏற்றுக்கொண்டார். அதன்படி சந்திரன் தன் பணிக்காலத்தில் குறிப்பிட்ட கால இடைவெளிகளில் சிறிது ஓய்வு எடுத்துக்கொள்ள அனுமதித்தார். ஆனாலும், சந்திரனிடம் நம்பிக்கை இல்லாமல், சந்திரனின் பணிகளைப் பார்வை இடுவதற்காக சிலரை நியமிக்கவும் செய்தார். அவர்களுக்கான பணிக் காலத்தையும் நிர்ணயம் செய்தார். அவர்களே திதிகள் என்று அழைக்கப்பட்டனர். இவர்கள் வளர்பிறையில் சுபர்களாகவும், தேய்பிறையில் அசுபர்களாகவும் கருதப்படுகின்றனர்.



இதன்படி சந்திரனுக்கு ஒருநாள் முழுவதும் முழுநேரப் பணியும், ஒருநாள் முழுவதும் முழுநேர ஓய்வும் கிடைத்தது. சந்திரனின் முழுநேரப் பணிநாளை கவனிக்க பௌர்ணமி திதியும், முழுநேர ஓய்வின்போது சந்திரனின் ஓய்வுக்குத் தொந்தரவு வராமல் கவனித்துக்கொள்ள அமாவாசை திதியும் ஒதுக்கினார் சிவபெருமான்.

அமாவாசை என்னும் சந்திரனின் ஓய்வு நாளுக்குப் பிறகு சந்திரனின் வேலைகளை படிப்படியாக அதிகரிக்கும்படிச் செய்தார் சிவபெருமான். அந்த பதினான்கு நாள்களில் சந்திரனின் பணிகளை மேற்பார்வை செய்ய 14 பேர்களை நியமித்தார். அவர்களே பிரதமை, துதியை, திரிதியை, சதுர்த்தி, பஞ்சமி, சஷ்டி, சப்தமி, அஷ்டமி, நவமி, தசமி, ஏகாதசி, துவாதசி, திரயோதசி, சதுர்த்தசி என்னும் திதிகள் ஆவர். சந்திரனின் ஓய்வுக்குப் பிறகு வரும்போது இந்தத் திதிகள் வளர்பிறை திதிகள் என்றும், சந்திரனின் முழுநேரப் பணிக்குப் பிறகு இவர்கள் வரும்போது தேய்பிறை திதிகள் என்றும் அழைக்கப்படுகின்றனர்.

இந்தத் திதிகளில் பௌர்ணமி திதி, தனக்கு ஒருநாள் முழுக்க சந்திரனின் பணிகளை மேற்பார்வை இடும் பொறுப்பை கொடுத்துவிட்டதாகவும், அமாவாசை திதி, தனக்கு ஒருநாள் முழுவதும் சந்திரனின் ஓய்வுக்கு இடைஞ்சல் வராமல் பார்த்துக்கொள்ளும் பொறுப்பைக் கொடுத்து விட்டதாகவும் வருத்தப்பட்டன. இவர்களின் வருத்தம் இப்படி இருக்க, மற்ற 14 திதிகள் தங்களுக்கு வளர்பிறை, தேய்பிறை என்று இரண்டு நாள்கள் பணியைக் கொடுத்துவிட்டதாக வருந்தின.

அவர்கள் அனைவரின் கவலையை அறிந்த சிவபெருமான், ''சந்திரனின் பணிகளை மேற்பார்வை இடும் நீங்கள் திதிகள் என்று அழைக்கப்படுவீர்கள். அனைத்து நற்செயல்களுக்கும் சங்கல்பம் செய்துகொள்ளும்போது உங்கள் பெயரும் கட்டாயம் சொல்லப்படும். காலக் கணக்கை நிர்ணயம் செய்வதில் நீங்களும் முக்கியத்துவம் பெறுவீர்கள். அதன்மூலம் உலகத்தில் உங்களுக்கு மிகுந்த மதிப்பு உண்டாகும்'' என்று அனுக்கிரகம் செய்தார்.



இந்தக் காலக்கட்டத்தில்தான் உலக மக்கள் அஷ்டமி மற்றும் நவமியை ஒதுக்கி வைக்கும்படியான நிலைமை அந்தத் திதிகளுக்கு ஏற்பட்டது. காரணம், திதிகளின் கடமை மற்றும் அவைகளின் பெருமை ஆகியவற்றைப் பற்றி சிவபெருமான் விளக்கிக் கொண்டிருந்தபோது, அஷ்டமி, நவமி ஆகிய திதிகள் கவனிக்காமல் அசட்டையாக இருந்துவிட்டன. அவைகளின் அசட்டையைப் பார்த்த சிவபெருமான், ''என் வார்த்தைகளை கவனிக்காமல் இருந்த உங்கள் இரண்டுபேரையும் ஒதுக்கி வைப்பார்கள். உங்களுடைய நாள்களில் சுபநிகழ்ச்சிகளை நடத்தமாட்டார்கள்'' என்று சாபம் கொடுத்து விட்டார்.

அஷ்டமியும் நவமியும் தங்கள் தவற்றினை உணர்ந்து, தங்களை மன்னிக்கும்படி பிரார்த்தித்தன. அவைகளிடம் இரக்கம் கொண்ட சிவபெருமான், ''நான் கொடுத்த சாபத்தில் இருந்து நான் மீறமுடியாது. ஆனால், நீங்கள் இருவரும் விஷ்ணுமூர்த்தியிடம் சென்று பிரார்த்தனை செய்யுங்கள். உங்களுக்கு வேறுவிதத்தில் நல்ல பலன் கிடைக்கலாம்'' என்று கூறினார்.

அந்தத் திதிகளும் அப்படியே விஷ்ணுவிடம் சென்று பிரார்த்தித்தன. அவைகளின் குறையைத் தீர்க்கவே, விஷ்ணு அஷ்டமியில் கண்ணனாகவும், நவமியில் ராமனாகவும் அவதரித்து, அஷ்டமி, நவமி திதிகளுக்குப் பெருமை சேர்த்து அருள்புரிந்தார்.

HC breather for NEET aspirants in Telangana, Andhra Pradesh

HYDERABAD: In the interest of scores of medical education aspirants, a division bench of the  High Court on Thursday vacated the stay granted by it on August 17 this year with regard to admissions to superspeciality (DM/MCH) courses in colleges affiliated to NTR and KNR universities of health sciences in Andhra Pradesh and Telangana states respectively. The bench made it clear that the ‘open category’ seats in the above courses will be filled based upon NEET ranking and all-India level competition. With regard to the main issue of applicability of Article 371-D and the Presidential Order to the institutions in both the states in the light of bifurcation of erstwhile AP, it will be decided in final hearing on Sept 11.

“In fact, the interim order (stay) sought by some of the petitioners on the basis of Article 371-D has actually boomeranged upon their own brethren of the very states of Andhra Pradesh and Telangana”, the bench of justices V Ramasubramanian and T Rajani observed. One batch of petitioners contended that admission to professional courses in the states of Telangana and Andhra Pradesh were governed by the Presidential Order issued in exercise of the power conferred under Article 371-D of the Constitution. Since these Presidential Orders to have effect notwithstanding anything contained in any other part of the Constitution, the respondents were not entitled to conduct a common counselling at the national level, for the seats coming within the control of these two universities.   

The Presidential Order, Article 371-D and the 1979 Circular specify that 85 pc of non-statewide seats shall be reserved in favour of local candidates and the remaining 15 pc seats are to be treated as unreserved seats for the non-state candidates who have qualified in the entrance test.Another batch of petitioners, whose admissions to various colleges located in other parts of the country were cancelled by the National Board of Examinations pursuant to the order of stay granted by the High Court, wanted the 15 pc seats be open for all the students in the country based on NEET ranking so that students from AP and Telangana can get seats in other states. 

The bench, in its common order, cited the Supreme Court judgment in Dr Pradeep Jain case where it had made it clear that in admission to postgraduate medical courses, excellence cannot be allowed to be compromised by any other considerations as that would be detrimental to the interests of the nation. It also traced the history of formation of Andhra in 1953 and then formation of AP after the merger of Telangana, coastal and Rayalseema (ceded) districts.

“As a matter of fact, as rightly predicted by the Supreme Court in the Pradeep Jain case, a large chunk of students in AP and Telangana states have now become victims of the very benefit for which they fought and got over 40 years ago. If ‘x’ number of seats are available in all statewide educational institutions and state-wide universities in the states of Andhra Pradesh and Telangana, the opportunities available in the rest of the country for the eligible students of Andhra and Telangana are many times more than that figure.”

“Therefore, holding on to Article 371-D and the Presidential Order has today proved to be more of a liability than of an asset,” the bench noted.Stating that though the stay granted earlier was beneficial to a few individuals, it has caused immense hardship to scores of candidates who have secured admission to the said courses in other states, the bench vacated the stay by applying the rule of balance of convenience and irreparable hardship.

Tiruchy railway junction goes digital

TIRUCHY:  The Tiruchy railway junction has aimed to go completely cashless by providing all the catering staff, vendors at the junction and all the shops with Quick Response Codes. A passenger can just take out his smartphone and scan the QR code placed on the vendors’ uniforms to carry out the transaction. All staff at the junction are currently made to wear badges of Paytm with QR codes, allowing passengers to make transactions even for as low as `10.

According to railway officials, the system was mooted by Tiruchy Divisional authorities after Railways decided to go completely digital. A total of 90 catering vendors attached to the cell kitchens and other eateries are now walking with Quick Response Codes attached to their uniforms. A senior railway official attached to the Catering Department of Tiruchy railways says, “All the caterers and vending staff in the division were briefed about the technology, who in turn are making the passengers know the advantages of the payment through the QR code.

After the success of the QR codes during demonetisation by various small kirana shops, the use of the same even for small payments was mooted during a meeting by the railway authorities and is now being implemented across the division.”

As a first, the railway authorities have brought it to the places of Mayiladuthurai, T h a n j av u r a n d Tiruchy, where a total of 90 cell kitchen staff attached to the eateries have adapted to the technology. The railway officials also said the vendors are also made to look into the customers’ transactions till they become successful as the messages are received directly by the parent company.

On an average, at least 20 transactions are made daily through the Paytm QR codes, say railway officials. The officials brought the exclusively-made tags from a Bengaluru-based company involved in manufacturing such tags.

VELLORE: The narrow K K Thangavelu Street behind Jolarpettai railway station has been buzzing with activity since Friday night as A G Perarivalan (47), a life convict in the Rajiv Gandhi assassination case, returned home after 26 years, for 30 days of leave from prison.

About 400 people, mostly relatives and friends, flocked to Perarivalan’s residence on Saturday, celebrating his leave with renewed hopes of him getting released permanently. Many relatives admitted it was the first time they were visiting the house in a decade, and added that until 2002, they were reluctant to help Perarivalan’s mother Arputhammal in her legal battle.

“When Arivu (Perarivalan) was arrested in 1991, almost all relatives and family friends distanced themselves from his family. Arputhammal was invited for family functions at that time, but it wasn’t until late 2002 that many of us were convinced that Arivu would not have been involved in the assassination, said Thachananthan, a 33-year-old army man and relative of Perarivalan.

On returning home on Friday, Perarivalan reportedly told his mother he could not recognise the street or locality. “He said he couldn’t recognise any of the places beyond the bypass road, except the school and railway track,” said another relative.

On Arputhammal saying she wanted to see her son married, Perarivalan reportedly replied that he would think about marriage only after getting released from jail permanently.

Qatar Airways flight makes emergency landing at Shamshabad airport in Hyderabad

HYDERABAD: A Qatar Airways flight carrying 240 passengers made an emergency landing at Shamshabad airport here after the co-pilot suffered pain in his chest.

The flight landed at Rajiv Gandhi International Airport (RGIA) here at 12.05 am, and the pilot Andrei Dinu was rushed to Jubilee Hills Apollo hospital for treatment. The flight was on the way from Doha to Denpasar, Indonesia.

According to sources, the Qatar airways flight (QR 964) was diverted to RGIA, when the co-pilot Andrei Dinu (Staff no. 84362) suffered severe pain in his heart and lungs. 

"The 34-year-old Romanian national was immediately rushed to Apollo hospital in the airport at 1.20 am. The doctors said the crew member was suffering from severe pain in the heart and lungs, but it was not confirmed by the doctor what the actual medical condition was. Later, the doctor decided to shift him to Jubilee Hills Apollo Hospital where he is being treated now," said a source at the airport. 

Qatar airlines made alternative arrangements for the flight and ensured it reached its destination, Denpasar, on time at 8 am, sources said.

Reliance Jio suspends pre-booking of JioPhone

NEW DELHI: Reliance Jio has suspended the pre-booking of its much awaited "effectively free" 4G feature phone following overbooking of initial lot which is expected to be delivered in September.

"Millions have pre-booked the JioPhone. We will inform you when pre-booking resumes," a message on Reliance Jio website said.

A company official said pre-booking has been suspended after receiving overwhelming response. However, Jio didn't respond to queries on whether the pre-booking was stopped across all Jio stores and retailers.

Reliance Industries Chairman Mukesh Ambani in his last annual general meeting speech had said the company plans to sell 5 million JioPhone every week.

The pre-booking of JioPhones started on August 24 against payment of refundable deposit of Rs 500 and rest of the refundable deposit of Rs 1,000 has to be paid by customer when company starts delivering them in September.

Ambani had announced that total amount will be refunded after 36 months when the customer returns the phone.

According to sources, the delivery of the JioPhone is expected to start around second week of September.

He said that voice calling for customers of the "effectively free" JioPhone would always be free and they would get unlimited data for a month against a payment of Rs 153.

JioPhone, which can be operated by speaking out instructions to dial, type messages and the like will come with pre-loaded Jio apps for messaging and entertainment. The phone can be connected with television sets for watching live TV using the Jio TV app.

The phone will also include some of the popular instant messaging and social networking apps.

The place where dead bodies are burnt in the open after the chimney of Thiruvottriyur Electric Crematorium got damaged | ASHWIN PRASATH

CHENNAI: “MODERN crematorium” – Reads the entrance arch of the crematorium at Tiruvottriyur. But, inside, the bodies are still being burnt in open pyres and clearly, there is nothing modern about it. The reason is that even eight months after cyclone ‘Vardah’ damaged the chimney of this biogas crematorium, the city corporation is yet to repair it. So the NGO staff who are running the crematorium have returned to old ways of burning bodies. But, the real problem is that the shed in the crematorium can at best accommodate three pyres at a time.

As people always want the cremation only during the fixed hours, they are forced to wait in the queue. Even then they can pay their last rites to their loved ones amidst two other families in the same situation. Many times, to manage the crowd, the staff cremate the bodies outside the shed. “All that we want is a respectable burial for my grandfather, but burning a person’s body outside the shed when three other bodies are kept in the shed does not seem to pay a good sign of burial,” said M Karthick (name changed on request), who had come to cremate his grandfather’s body.

Karthik's father, in fact, picked an argument with the staff at the crematorium as he felt, like many, his father deserved more respect during the last rites. “Anyone else too would feel the same. Either the electric crematorium should be opened or the shed for burning the pyre should be expanded.” “The problem with open pyres is that it takes much time (to burn the bodies) and the relatives have to wait,” said the person in-charg e of the crematorium.

The Tiruvottriyur biogas crematorium was built in 2011 with a 100-feet tall chimney to avoid smoke reaching the nearby Tiruvottriyur Kuppam. On December, 12, 2016, when the city was hit by cyclone ‘Vardah’, the chimney was broken and now only 30 feet of the chimney is left. In January, the staff of Indian Community Welfare Organisation (ICWO), the NGO that is running the crematorium, stopped using the biogas crematorium since the low height of the chimney resulted in dense smoke spreading in the nearby residential area.

But the bodies were burnt in pyres in a nearby shed. “It has been eight months now and the corporation has not repaired the chimney, said one of the staff at the crematorium. “In spite of writing to officers there is still no response and they are delaying.” Residents of nearby areas are the ones who have to deal with smoke and smell that the pyres emit every day.

“We wish they set up the chimney and start burning the bodies so that there would be less smoke around the area” said Kumari Muthu of Tiruvottriyur Kuppam. When contacted, Corporation officials told Express that the needful will be done. “The chimney would be ready within a week and the biogas crematorium will start functioning soon,” said a zonal corporation officer in charge of the functioning of the crematorium.

மாத சம்பளக்காரர்கள் கவனிக்க வேண்டிய வருமான வரி மாற்றங்கள்!

நிதியாண்டு 2017-18-ல் வருமான வரி விதிமுறைகள் மற்றும் முதலீடு குறித்த சலுகைகளில் பல்வேறு மாற்றங்கள் செய்யப்பட்டுள்ளன. இதனை அறிந்துகொள்வதன் மூலம் மாத சம்பளக்காரர்கள் தங்களுக்கான வருமான வரியை இன்னும் துல்லிய மாகத் திட்டமிட்டுக்கொள்ள முடியும். இந்த ஆண்டு முதல் நடைமுறைக்கு வந்துள்ள முக்கியமான வருமான வரி மாற்றங்கள் சிலவற்றைக் கீழே பட்டியலிட்டுள்ளோம்.

1. வருமான வரி வரம்பு குறைப்பு

ரூ.2.5 லட்சம் முதல் ரூ.5 லட்சம் வரையில் வருமானம் உள்ளவர்களுக்கு 2016-17-ம் ஆண்டில் 10% வருமான வரி விதிக்கப்பட்டது. இது நடப்பு 2017-18-ம் நிதியாண்டில் 5 சதவிகிதமாகக் குறைக்கப்பட்டுள்ளது. இதன் மூலம் இந்த வரம்புக்குள் வருமானம் கொண்ட 80 வயதுக்கு உட்பட்டவர்களுக்கு வருமான வரியில் ரூ.12,500 மிச்சமாகும்.

2. வரிக்கழிவு குறைப்பு
பிரிவு 87A-ன் கீழ் வழங்கப்பட்ட வரிக்கழிவு (Rebate) ரூ.5,000-லிருந்து ரூ.2,500-ஆகக் குறைக்கப்பட்டுள்ளது. இதனால், வரி கட்டுபவர்களுக்கு ரூ.2,500 இழப்பு ஏற்படும் நிலை உருவாகி இருக்கிறது. மேலும், இந்த வரிக்கழிவு சலுகையைப் பெறுவதற்கான வருமான வரம்பு ரூ.5 லட்சத்திலிருந்து ரூ.3.5 லட்சமாகக் குறைக்கப்பட்டுள்ளது. இதன் மூலம் இந்தச் சலுகையைப் பெறுபவர்களின் எண்ணிக்கையை மத்திய அரசு கணிசமாகக் குறைத்திருக்கிறது. இந்த வரிக்கழிவானது, இந்து கூட்டுக் குடும்பத்தினர் (ஹெச்.யூ.எஃப்), வெளிநாடு வாழ் இந்தியர்களுக்குக் (என்.ஆர்.ஐ) கிடையாது.

3. ராஜீவ் காந்தி பங்கு சார்ந்த சேமிப்புத் திட்டம் வரிச் சலுகை ரத்து

கடந்த 2012-13-ம் ஆண்டுக்கான மத்திய பட்ஜெட்டில், முந்தைய ஐக்கிய முற்போக்குக் கூட்டணி ஆட்சியின்போது ராஜீவ் காந்தி பங்கு சேமிப்புத் திட்டம் (Rajiv Gandhi Equity Savings Scheme – RGESS) அறிமுகப்படுத்தப்பட்டதுடன் அதற்கு வரிச் சலுகையும் அளிக்கப்பட்டது.

இந்தத் திட்டத்தில் முதலீடு செய்பவர்களுக்கு 80சி-க்கு வெளியே வருமான வரிச் சட்டம் பிரிவு 80 சிசிஜி பிரிவின் கீழ் வரிச் சலுகை அளிக்கப்பட்டது. வரிச் சலுகை பெற பல குழப்பமான நிபந்தனைகள் விதிக்கப்பட்டன (விளக்கமாகப் படிக்க: http://bit.ly/2uuqRfG). இதன் காரணமாக இதில் அதிகமான வர்கள் முதலீடு செய்ய முடியவில்லை.

இந்த நிலையில், 2017-18-ம் நிதியாண்டு முதல் இந்த வரிச் சலுகை ரத்து செய்யப்பட்டுள்ளது. இந்த வரிச் சலுகையின் மூலம் குறிப்பிட்ட சில தனிநபர்களே பயன்பெற்று வருவதால், அது ரத்து செய்யப்பட்டுள்ளதாக மத்திய அரசு தெரிவித்துள்ளது.

4. வீட்டுக் கடன் வட்டிச் சலுகை குறைப்பு

நடப்பு 2017-18-ம் நிதியாண்டில் வீட்டுக் கடனில் திரும்பக் கட்டும் வட்டிக்கான வரிச் சலுகை குறைக்கப் பட்டுள்ளது. இது பற்றி முன்னணி ஆடிட்டரான எஸ்.சதீஷ்குமார் விளக்கமாக எடுத்துச் சொன்னார்.

“வீட்டுக் கடன் மூலம் வீடு வாங்கி, அதில் குடியிருந்தால் திரும்பக் கட்டும் வட்டியில் ரூ.2 லட்சம் வரைக்கும் நிதியாண்டில் வரிச் சலுகை அளிக்கப்பட்டது. இந்த வீட்டை வாடகைக்கு விட்டிருந்தால் வரம்பு இல்லாமல் முழு வட்டிக்கும் வரிச் சலுகை தரப்பட்டது. அதே நேரத்தில், வீட்டு வாடகையை வருமானமாகக் காட்டுவது அவசியம். ஒருவர் இரண்டுக்கும் மேற்பட்ட வீடுகளை வீட்டுக் கடன் மூலம் வாங்கி, ஒரு வீட்டில் குடியிருந்து, மற்ற வீடுகளை வாடகைக்கு விட்டிருந்தால், அனைத்துக் கடன்களையும் திரும்பக் கட்டும் வட்டியில், மேலே கூறப்பட்டது போல் வரிச் சலுகை அளிக்கப்பட்டது.

நடப்பு 2017-18 ம் நிதியாண்டில், ஒருவர் வீட்டுக் கடனுக்கான வட்டியில் வரிச் சலுகையாக அதிகபட்சம் ரூ.2 லட்சம் மட்டுமே பெற முடியும் என வரம்பு நிர்ணயிக்கப்பட்டுள்ளது. இதனால், ஒரு வீட்டில் இருந்துகொண்டு, மற்ற வீடுகளை வாடகைக்கு விட்டிருந்தவர்கள் அதிகமாக வரி கட்டும் சூழ்நிலைக்குத் தள்ளப்பட்டிருக்கிறார்கள். இதன் காரணமாக, வரிச் சலுகைக்காக வீடு வாங்குவது குறைந்து ரியல் எஸ்டேட் துறை மந்த நிலைக்குத் தள்ளப்படும் சூழ்நிலை உருவாகும்.

எனினும், வீட்டுக் கடன் வட்டி மூலமான இழப்பை எட்டு ஆண்டுகளுக்கு எடுத்துச் செல்லும் முந்தைய சலுகை இப்போதும் தொடர்கிறது” என்ற சதீஷ்குமார், இழப்பை எட்டு ஆண்டுகளுக்கு எப்படி எடுத்துச் செல்வது என்பது பற்றியும் சொன்னார்.

“வீட்டுக் கடன் மூலம் வீட்டை வாங்கி வாடகைக்கு விட்டதன் மூலம் நடப்பு 2017-18-ம் நிதியாண்டில் ரூ.1,20,000 கிடைத்திருப்பதாக வைத்துக்கொள்வோம். இந்த வாடகைத் தொகையில் நகராட்சிக்குக் கட்ட வேண்டிய வரி மற்றும் பராமரிப்புச் செலவைக் கழித்துக்கொண்டு, மீதியை வாடகை வரவாக எடுத்துக்கொள்ள வேண்டும். நகராட்சிக்கு கட்டிய சொத்து வரி ரூ.15 ஆயிரம் என வைத்துக் கொண்டு, அதைக் கழித்துக் கொள்வோம். மீதமுள்ள 1.05 லட்சத்தில் 33 சதவிகிதத்தைப் பராமரிப்புச் செலவான ரூ.34,650-யைக் கழித்தால் ரூ70,350-ஆகக் கிடைக்கும். இதனை வாடகையாக எடுத்துக் கொள்ள வேண்டும்.

அந்த நிதியாண்டில் வீட்டுக் கடன் திரும்பக் கட்டும் வட்டி ரூ.2.25 லட்சம் என வைத்துக் கொள்வோம். இதிலிருந்து வீட்டு வாடகை ரூ.70,305-யைக் கழித்தால், அவருக்கு வட்டி மூலமான இழப்பு ரூ.1,54,650 ஆகும். இந்தத் தொகையை அடுத்த எட்டு ஆண்டுகளில் கிடைக்கும் வாடகை வருமானத்தில் ஈடுசெய்துகொள்ளலாம். இதேபோல், அடுத்து வரும் வருடங்களுக்கும் வீட்டு வாடகையையும், திரும்பக் கட்டும் வட்டியையும் கணக்கிட வேண்டும். வட்டிக் குறைந்தால் அல்லது வாடகை தொகை அதிகரித்தால் மட்டுமே இப்படி ஈடு கட்டுவது லாபகரமாக இருக்கும்” என்றார்.

5. என்.பி.எஸ் – கூடுதல் வரிச் சலுகை தொடர்கிறது

நேஷனல் பென்ஷன் சிஸ்டம் (என்.பி.எஸ்) மூலம் செய்யப்படும் முதலீட்டுக்கு 80CCD (1B) -ன் கீழ் வழங்கப்பட்ட ரூ.50,000-க்கான வருமான வரிச் சலுகை இந்த ஆண்டும் தொடர்கிறது. இது 80சி பிரிவுக்கு வெளியே தரப்படும் சலுகை என்பதால், மாத சம்பளக்காரர்கள் மற்றும் சுய தொழில் செய்பவர்கள் கூடுதல் வரியை மிச்சப்படுத்த முடியும். இதற்குமுன்பு, என்.பி.எஸ் திட்டத்தில் 60 வயதுக்குப் பிறகுதான் பணத்தை எடுக்க முடியும் என்கிற நிலை இருந்தது. இப்போது மருத்துவம் போன்ற அவசரத் தேவைக்கு நாம் ஏற்கெனவே செய்த பங்களிப்பிலிருந்து 25 சதவிகித தொகையைத் திரும்ப எடுத்துக்கொள்ளலாம். இந்தத் தொகைக்கு வரிப் பிடித்தம் இல்லை என்பது கூடுதல் சலுகையாகும்.

7. பணவீக்க விகித சரிகட்டல் அடிப்படை ஆண்டு மாற்றம்

நீண்ட கால மூலதன ஆதாயத்தைக் கணக்கிடுவதற்கான பணவீக்க விகித சரிக்கட்டல் அடிப்படை ஆண்டு 1981 என்பது 2001-ஆக மாற்றப்பட்டுள்ளது. இதன் மூலம் அதிக எண்ணிக்கையிலான வரிதாரர்கள் பயன் அடைவார்கள் என மதிப்பிடப்பட்டுள்ளது.

8. சொத்துகளுக்கான நீண்ட கால ஆதாயம்

சொத்துகளுக்கான (மனை மற்றும் வீடு) நீண்ட கால ஆதாயம் கணக்கிடுவதற்கான கால வரம்பு மூன்று ஆண்டுகளாக இருந்தது. அது 2017-18 நிதியாண்டு முதல் இரண்டு ஆண்டுகளாகக் குறைக்கப்பட்டுள்ளது. இதன் மூலம் அதிக எண்ணிக்கையில் சொத்துப் பரிமாற்றம் நடப்பதோடு, சொத்து விற்பவர்கள் கட்டும் வரியும் குறையும் என மதிப்பிடப்பட்டுள்ளது.

9. பங்குகளுக்கான நீண்ட கால மூலதன ஆதாய வரி
பங்குகளை வாங்கும்போது பங்குப் பரிவர்த்தனை வரி (Securities Transaction Tax – STT) கட்டியிருந்தால் மட்டுமே நீண்ட கால மூலதன ஆதாய வரிச் சலுகையைப் பெற முடியும். 2014, அக்டோபர் 1-ம் தேதிக்குப்பிறகு வாங்கப்பட்ட அனைத்து பங்குகளுக்கும் இது பொருந்தும்.

10. ஆதார் கார்டு, பான் எண் இணைப்பு

2017 ஜூலை 1 முதல், புதிய பான் கார்டு பெற ஆதார் எண் அவசியமாகும். மேலும், பான் எண்ணையும், ஆதார் எண்ணையும் இணைப்பது அவசியம் எனத் தெரிவிக்கப்பட்டுள்ளது.

11. வரிக் கணக்கு தாமதமாக தாக்கல் செய்தால் அபராதம்

2017-18-ம் நிதியாண்டுக்கான, வருமான வரிக் கணக்கை 2018 ஜூலை 31-ம் தேதிக்குள் மாத சம்பளக்காரர்கள் சமர்ப்பிக்க வேண்டும். இந்தக் கெடு தேதி தாண்டினால், வரிக் கணக்கு தாக்கலில் திருத்தம் ஏதும் செய்ய முடியாது. அதே நேரத்தில், கெடு தேதி தாண்டி, 2018 டிசம்பர் 31-க்குள் வரிக் கணக்கைத் தாக்கல் செய்தால், ரூ.5,000 அபராதம் கட்ட வேண்டும். இது தாமதக் கட்டணம் என்கிற பெயரில் வசூலிக்கப்படும். வரிக்கு உட்பட்ட வருமானம் ரூ.5 லட்சத்துக்குள் இருந்தால், இந்த தாமதக் கட்டணம் ரூ.1,000 கட்ட வேண்டும்.
சுயதொழில் செய்பவர்களுக்கும் நிறுவனங் களுக்கும் தாமதக் கட்டணம் ரூ.10,000 என அறிவிக்கப் பட்டுள்ளது. இந்தத் தாமதக் கட்டணம், வரிக் கணக்கு தாக்கல் செய்யும்போது, கம்ப்யூட்டர் திரையிலேயே தாமதக் கட்டணம் காட்டப்படும் எனச் சொல்லப்படுகிறது.

12. ஒரு பக்க எளிய வருமான வரிப் படிவம்

2017-18-ம் நிதியாண்டில், ஆண்டுக்கு ரூ.5 லட்சத்துக்கும் குறைவான சம்பளம் உள்ளவர்கள் (வணிக வருமானம் இருக்கக் கூடாது), வருமான வரிக் கணக்கை எளிமை யாகத் தாக்கல் செய்ய வசதியாக ஒரே ஒரு பக்கம் கொண்ட வருமான வரிப் படிவம் (Income Tax Return – ITR) அறிமுகப்படுத்தப் பட்டுள்ளது.

13. முதல் முறை வரிக்கணக்கு தாக்கல் செய்பவர்களுக்கு மீளாய்வு இல்லை
முதன்முதலாக வருமான வரிக் கணக்கு தாக்கல் செய்பவர்களின் வருமான விவரங்கள் மீளாய்வு (Scrutiny) செய்யப்படாது என மத்திய அரசு அறிவித்துள்ளது. எனினும், மிக அதிக தொகையைப் பரிவர்த்தனை செய்து, அது குறித்த தகவல் வருமான வரித் துறைக்கு கிடைத்திருக்கும்பட்சத்தில் இது பொருந்தாது.

14. பத்து ஆண்டுகள் வரை வருமான வரிக் கணக்குகள் ஆய்வு
தற்போது, கடைசி ஆறு ஆண்டுகளுக்கு வருமான வரி விவரங்கள், குறிப்பாக அறிவிக்கப்படாத வருமானம் அல்லது சொத்து குறித்து வருமான வரித் துறையால் மீளாய்வு செய்யப்படுகிறது. இனி பத்து ஆண்டுகளுக்கான விவரங்கள் மீளாய்வுக்கு உட்படுத்தப்படும் என வருமான வரித் துறை அறிவித்துள்ளது. இதனால் வரிதாரர்கள், குறைந்தபட்சம் பத்து ஆண்டுகளுக்கான ஆவணங்களைப் பாதுகாக்க வேண்டிய சூழ்நிலைக்குத் தள்ளப்பட்டிருக்கிறார்கள். பழைய ஆவணங்களைப் பலரும் ஒழித்துக் கட்டியிருப்பர்கள். அவர்களிடம் இப்போது அந்த ஆவணங்களையும், ஆதாரங்களையும் கேட்டால், அவர்கள் எங்கே போவார்கள்?

மருத்துவமனை பிணவறையில் இறந்த பெண்ணின் உடலை சாப்பிட்ட தெருநாய்கள் அதிர்ச்சி சம்பவம்!!

உத்தரபிரதேச மாநிலம் லக்னோவில் ராம் மனோகர் லோகியா என்ற மருத்துவமனையில் கடந்தசில தினங்களுக்கு முன் இளம்பெண் ஒருவர் உடல்நிலை சரியில்லாத காரணத்தினால் சிகிச்சை பலனின்றி இறந்தார். அவரது உடலை பிரேத பரிசோதனைக்காக மருத்துவமனையில் உள்ள பிணவறையில் வைத்து இருந்தனர்.

இந்த நிலையில் நேற்று தெருநாய்கள் சர்வ சாதரணமாக மருத்துவமனையின் பிணவறைக்கு சென்று அந்த இளம்பெண்ணின் உடலை கடித்து குதறி சாப்பிட்டுள்ளது. மருத்துவமனை ஊழியர்களின் அலட்சியத்தால் இந்த சம்பவம் அரங்கேறியுள்ளது.

இறந்தவரின் உடலை அடையாளத்தை கண்டுபிடிப்பதற்கு ஊழியர்களுக்கு பெரும் சவாலாக இருந்துள்ளது. மோசமான அளவில் அந்த பெண்ணின் உடலை தெருநாய்கள் கடித்து குதறி உள்ளது.

இந்த சம்பவம் தொடர்பாக பிணவறை காவலர், வார்டு நபர், சூப்பரவைசர் இடைநீக்கம் செய்யப்பட்டுள்ளதாக அந்த மருத்துவமனையின் இயக்குனர் தேவேந்திர சிங் நெகி கூறியுள்ளார். இந்த சம்பவம் குறித்து விசாரணைக்கு உத்தரவிட்டுள்ளதாக இனி வரும் காலங்களில் இது போன்று கவனக்குறைவாக செயல்படும் ஊழியர்கள் மீது கடும் நடவடிக்கை எடுக்கப்படும் என எச்சரிக்கை விடுத்துள்ளார்.

Health department files complaint against nine

Four candidates in the medical rank list withdrew from the ongoing counselling after admitting to possessing double nativity certificates.

They were among the nine candidates against whom the Health Department had lodged a complaint with the Chennai Commissioner of Police on August 24, as they had claimed nativity in Tamil Nadu and Kerala.

This year, NEET scores is the basis for medical seats in the State and on the first day of general counselling itself, Health secretary J. Radhakrishnan had warned of criminal action and withdrawal of allotment if malpractice was proved.

“When we interrogated the nine candidates, four of them admitted to have double nativity certificates,” said Director of Medical Education, A. Edwin Joe.

The DME has so far received at least four complaints. Three complaints were received on Sunday about 50 candidates from Puducherry claiming nativity here and in the UT. Another complaint was received through social media from abroad, he said.

Meanwhile, Ezhilan Naganathan, who runs Youth Org, listed 189 candidates whose names figured in the medical merit list of both Kerala and Tamil Nadu.

“We found that 932 candidates who had been allotted seats in management quota hold two nativity certificates. If these candidates are eliminated after a thorough examination, then more Tamil Nadu students will be eligible,” he said. As many as 188 candidates from Andhra Pradesh and 149 from Telangana are featured in the merit list, among the total of 1,269 candidates who have applied under the management category from other states, Mr. Naganathan pointed out.

According of officials, the confusion has arisen as Tamil Nadu has used the NEET registration number (eight digit) whereas Kerala has used the NEET roll number (nine digits). If Tamil Nadu had also gone for roll number, then the numbers would have matched making it easy to identify such candidates.

Second round

Medical Education officials said if the complaints are proven, then the seats would be redistributed during the second round of counselling.

“If, however, scrutiny is delayed, the department may have to appeal to the Medical Council of India for an extension to complete the process,” Dr. Edwin said.

On Sunday, seats in OC, BC and BCM category in government medical colleges were filled. The selection committee had called 1,596 candidates for counselling.

On Monday the officials had slated counselling for 2,989 candidates but with fewer seats on offer, selection secretary G. Selvarajan asked parents and candidates to visit www.tnhealth.org and tnmedicalselection.org to ascertain the availability of seats in their respective category before coming to the venue.

Power supply will be suspended in the following areas on 28.08.2017 from 09.00 am to 04.00 pm for maintenance work. Supply will be resumed before 04.00 P.M if the works are completed.

இன்று நடத்தும் பாடத்தை நாளை படித்து வர வேண்டும் என்பது பொதுவான விதி. அதையே ஆசிரியர்கள் கடுமையான கட்டளையாக சொல்லக்கூடாது. படிக்காமல் வந்தால் 10 முறை இம்போசிஷன் எழுத வைப்பேன் எனப் பயமுறுத்துவது போன்ற பாணியில் படிக்க வைக்க முயல்வது தவறு. இது, அந்தப் பாடத்தின் மீதும், சம்பந்தப்பட்ட ஆசிரியர் மீதும் ஒருவித வெறுப்பினை உண்டாக்கும். அதேபோல் குறிப்பிட்ட ஒரு மாணவன் மீது காரணம் இல்லாமல் வெறுப்பினைக் காட்டுவது, முதல் நாள் ஒரு விஷயத்தை ஃபாலோ செய்யச் சொல்லிவிட்டு மறுநாள் வேறு ஒன்றை வலியுறுத்துவது, முன்னுக்குப் பின் முரணான கட்டளைகள் இடுவது, போன்றவை மாணவர்களைக் குழப்புவதோடு மன உளைச்சலுக்கும் ஆளாக்கும். இது ஆசிரியர்- மாணவர் இருவருக்குமான இணக்கத்தை கெடுத்துவிடும். இதுபோன்ற செயல்களை ஆசிரியர்கள் கண்டிப்பாகத் தவிர்க்க வேண்டும்.

ஒரு நாளில் என்ன வேலைகளையெல்லாம் மாணவனால் செய்ய முடியும் என்பதைக் கணக்கிட்டு அதற்கேற்ப அவர்களுக்கு வேலைகளை பிரித்துக்கொடுக்க வேண்டும். மாணவர்களிடம் மனப்பாடம் செய், எழுது என்று செய்ய இயலாத அளவுக்கு வேலைகளை வாங்கும்போது, மாணவர்களின் கவனம் படிப்பிலிருந்து விலகிச் செல்ல நேரிடும். எந்த மாணவரிடமிருந்து எப்படிப்பட்ட திறனை எதிர்பார்க்க முடியும் என்பதைத் தெரிந்துகொண்டு அதற்கேற்ப வேலை வாங்கினால் ரிசல்ட் திருப்திகரமாக இருக்கும்.

இன்றைய குழந்தைகள் சுயமரியாதையை அதிகம் எதிர்பார்ப்பவர்களாக இருக்கிறார்கள். ஐந்து வயது குழந்தையாக இருந்தால்கூட மற்றவர் முன்னிலையில்தான் திட்டுவாங்குவதை அவர்கள் விரும்புவதில்லை. அதையும் மீறி திட்டினால் அதைப் பெருத்த அவமானமாக நினைத்து விபரீத முடிவுகளை எடுக்கிறார்கள். இது மாணவர்களின் படிப்பில் பாதிப்பை ஏற்படுத்தலாம். பாராட்டுவதை எல்லோர் முன்னிலையிலும், திட்டுவதை தனியாகவும் செய்ய வேண்டும். ஆசிரியர்கள் எஜமானர்கள் போலவும், மாணவர்கள் தொழிலாளிகள் போலவும் நடத்துவதை நிறுத்த வேண்டும்.

ஆசிரியர்கள், தாங்கள் உதிர்க்கும் வார்த்தைகளில் கவனம் கொள்ள வேண்டும். தகாத வார்த்தைகளை உபயோகப்படுத்தி திட்டுவது, அடிப்பது போன்ற செயல்கள் வேண்டாம். தவறு மனித இயல்பு. தவறு செய்வதை புரியும்படி திருத்தினாலே அவை மீண்டும் நிகழாது. இன்றைய குழந்தைகள் அதிகநேரம் இருப்பது வகுப்பறையில்தான். எனவே மாணவர்களுக்கு மன அழுத்தம் ஏற்படாத வகையில் ஆசிரியர்கள் நடந்துகொண்டாலே போதுமானது. நன்கு படிப்பவர்களே அறிவாளிகள் என்கிற சிந்தனையை ஆசிரியர்கள் தங்கள் மனங்களில் இருந்து நீக்கினாலே போதும். மாணவர்கள் மிளிர்வார்கள்.

Perarivalan home abuzz with visitors

VELLORE: A narrow lane leading to K K Thangavel Street in Jolarpet is buzzing with activities. Hundreds of friends, relatives and neighbours headed to Perarivalan Illam on Friday.

The faces of men and women giving their names, addresses and phone numbers to the police personnel posted in front of the house were filled with happiness and excitement to see A G Perarivalan, a life convict in the Rajiv Gandhi assassination case, after 26 years. He was arrested at the age of 19.

The police allowed the visitors by batches as the three-room house was jam-packed through the day. "Visitors are pouring in," said a woman police Nirmala, who was busying registering the visitors' details since 8am. Visitors were allowed till 8pm.

Perarivalan's lawyer K Sivakumar said, "In the past 26 years, there was a minor change his three-room house. Two doors were changed." One of the rooms was turned into an archive of newspapers, magazines and documents related the case since he was arrested.

Perarivalan was happy to see hundreds of his friends and well-wishers visit him since he returned home on Thursday night. "Everyone shared their memories of good old days with him and wished him to be a free man soon. It gave him confidence to him to go further," said Sivakumar. Perarivalan's father, Gnanasekaran, 75, a physical education teacher, who lay on a cot and looked at his son talking to visitors, said "I still cannot believe this to be true. Though I spoke with him for long hours after he came home, I thought it was a dream when I woke up. But he was sitting in front of me when I opened my eyes."

Gnanasekaran wanted his son to get married, but was also worried who would come forward to marry him. "I want him to get married and have children. He went to jail at a young age and got parole for the first time now (at 46 years). I hope he will get a life partner, who can understand him well. His mother (Aruputhammal) also wants the same."

Perarivalan has been asked to sign in the register at Jolarept police station during his parole period. However, police, considering various factors, decided to get his signature at his house itself, said Sivakumar. Perarivalan has been instructed not to attend any public meeting or programme during his parole.
