Online booking for darshan at Chamundeshwari temple

The online booking of direct entry tickets for darshan at Chamundeshwari temple atop the Chamundi Hills was launched on Wednesday for the benefit of devotees and tourists. The facility was launched by PWD Minister H.C. Mahadevappa.
Devotees will have to provide basic details like name, phone number, email address and number of tickets on the website Chamundeshwaritemple.in, and payment can be made online through net-banking, credit or debit cards. The devotees will receive ticket through email and also on their mobile through SMS. At the main gate entry at the temple, tickets received on the mobile phone of the devotees will be scanned and it will get registered on the temple website as approved entry.

Consumers slam hike in price of LPG cylinders

Non-subsidised cylinder will now cost ₹607

Domestic liquefied petroleum gas (LPG) prices have gone up by ₹74 per cylinder in September. Last month, the price of a non-subsidised cylinder in Chennai was ₹533 and this month it is ₹607.
Oil industry sources explained that this is just the beginning of the upward trend, which is likely to continue till March next year. “Unlike prices of petrol and diesel that are linked to crude oil prices, LPG prices are linked to international butane and propane rates. Butane and propane are combined to make LPG. The hike happens when consumption increases in the West when their heating requirement increases,” the source explained.
LPG prices are revised in the beginning of every month.
Last year in March, in Chennai, a cylinder of domestic LPG cylinder was priced at ₹746.50, which was the highest price that year, after which it came down to ₹533.
Consumers are grumbling about the increase. S. Lalitha, a resident of West Mambalam, said that already consumers were burdened by 5% GST on domestic LPG.
“We are shelling out more on petrol prices that have touched ₹72 a litre now. Though the government keeps saying that inflation rates are down, they don’t seem to be taking into consideration the prices of other goods. We now pay ₹1,500 as GST for a provision bill of ₹10,000, which is quite steep. Vegetables and fruits are very costly too. If prices keep going up, how can consumers like us afford things,” she asked.
T. Sadagopan, consumer activist, said that another problem that consumers face is that of subsidy amount being credited into incorrect bank accounts.
“Many have linked mobile numbers with their Aadhar numbers and after that, we are receiving text messages that the subsidy amount has been sent to some other bank account. Distributors and our bankers are unable to help consumers,” he said.

Committee didn’t follow UGC norms: Governor

The Governor has rejected the shortlist of three candidates recommended by the search committee for the post of V-C of Tamil Nadu Dr. Ambedkar Law University.
This was stated in a counter-affidavit filed by the Principal Secretary to the Governor on Wednesday before the Madurai Bench of the Madras High Court in the case against the constitution of the committee. The counter-affidavit said that the Governor had rejected the recommendations as UGC norms were not followed by the committee. The Governor had also decided that a new search committee should be formed.
A Division Bench of Justices K. K. Sasidharan and G. R. Swaminathan, which had earlier stayed all proceedings of the committee, disposed of the petition filed by the Tiruchi Government Law College Alumni Association. The petitioner had questioned the credentials of members of the committee and said that one of the nominees was a member of the ruling party. The court had earlier observed that Tamil Nadu Dr. Ambedkar Law University Act, 1996, was silent on the eligibility of members of the search committee.

20 PHCs in Salem get blood cell counters

The Health Department distributed automated blood cell counters to 20 primary health centres, one in each block in the district.
District Collector Rohini P. Bhajibhakare handed over the equipment to the PHCs on Wednesday, in the presence of Deputy Director of Health K. Poongodi.
The 20 cell counters have been purchased at an outlay of Rs. 75 lakh at the rate of Rs. 3.75 lakh each.
In a statement, the Collector said that State Government has procured the equipment following the outbreak of dengue and viral fever in the district.
The cell counters will be used for counting blood cells within a duration of 10 seconds.
Until now only four hospitals in the district – Government Mohan Kumaramangalam Medical College Hospital in the city, the government headquarters hospital at Mettur and the government hospitals in Edappadi and Omalur towns owned the equipment.
In case of dengue, by knowing the platelet count at the primary health care level itself, patients can be managed at the early stages of fever and can be referred to higher institutions if needed.
The referral to major hospitals from the PHCs will be zero in future because of the introduction of cell counters at block level.
Second phase
In the second phase, the Health Department has placed order for six more cell counters – one for the Government Mohan Kumaramangalam Medical College Hospital and five for other government hospitals in the district.
The Collector said that experts would install the cell counters in the PHCs and impart training to the lab staff in handling them.

Anitha’s death: SC declines plea for early hearing

The Supreme Court refused an urgent hearing of a petition seeking a direction to the Tamil Nadu government to initiate a judicial inquiry by a panel led by a retired Madras High Court judge into the death of S. Anitha, a Dalit girl who filed a case in the apex court against NEET.
Chief Justice of India Dipak Misra told advocate G.S. Mani, who filed the petition, that the matter would come up in due course.
The petition has also asked the court to intervene and direct the State government to maintain the law and order situation. The death led to widespread protests, road blocks by students across the State.
“The agitations and road blocks create a law and order situation which is very dangerous. The State is unable to keep the situation under control,” the petition said. The petition asked the court to “not permit political parties and the public to conduct illegal strike/boycott/human chain/road blocking/rail roko or any other mode of strike against NEET”.

HC refuses to quash cheating case filed against Pachamuthu

Appoints commissioner to refund Rs. 85 crore to medical seat aspirants

In a major setback to T.R. Pachamuthu of the SRM group of educational institutions, the Madras High Court on Wednesday directed the Chennai Central Crime Branch police to complete the investigation and file a final report within eight weeks in a cheating case registered against him last year on charges of not giving medical seats to about 136 students despite receiving over Rs. 85 crore from them through his accomplice Madhan.
Justice M.S.Ramesh also appointed N. Paul Vasanthakumar, former Chief Justice of Jammu and Kashmir High Court, as a court- appointed commissioner to refund the money to the students by utilising Rs. 75 crore deposited by Mr. Pachamuthu before a Metropolitan Magistrate court at Saidapet here on September 8, 2016 for obtaining bail in the case. The judge pointed out that the accused had also furnished a bank guarantee for Rs. 10 crore.
Though Mr. Pachamuthu had approached the court to get the case quashed on the ground that the students had agreed to withdraw the complaint if he settles the amount to them, the judge refused to quash the case on the ground the alleged offences were “heinous and serious in nature and have a serious impact on the society.” The judge said that the students would have apparently agreed to withdraw the complaints in their desperation to get back the money.
“The amounts due to each of the claimants are huge and from the affidavits filed by most of them, it is seen that many had raised the funds by borrowing, pleading and mortgaging. Hence, it cannot be said that the claimants have voluntarily agreed to withdraw their complaints.”

1 in 7 medical seats goes to Chennai

315% increase compared to last year; other cities do well too

The introduction of the National Eligibility cum Entrance Test this year, and basing admissions solely on marks scored in the test has resulted in a marked change in the pattern of admission to medical colleges. A district-wise analysis shows that, due to NEET, students from certain pockets in the State, including metros, have reaped greater benefits.
The data accessed by The Hindu reveal that more candidates from Chennai, Kancheepuram, Tiruvallur, Madurai, Coimbatore, Tirunelveli and Kanyakumari districts have been admitted to medical colleges under the State government quota than in the past when aggregate Class 12 marks were used as admission criteria.
Read with 2016, when four districts, Erode, Dharmapuri, Krishnagiri and Namakkal, accounted for 1,750 seats, it presents a picture of contrast. This year, only 364 seats went to candidates from these districts.
Interestingly, last year, from Ariyalur (incidentally the district where S. Anitha who committed suicide) only four candidates could get into medical colleges. This year, as many as 21 candidates have got in. Similarly, the Nilgiris has seen a windfall with 24 candidates qualifying this year as against two last year.
Some observers point out that the change in admission pattern has only established what the State government has been repeatedly telling courts. Even in the case of CBSE students, only some centres would have done well as the rest would not have had access to coaching facilities, they say.
“NEET has blown the myth that students from SC, ST will lose out. Also, BC candidates have managed to garner over 40% seats. Yet, it does not offer the best solution. It is not a level playing field,” said a senior bureaucrat who has keenly watched the developments.
‘Based on coaching’
Opponents of NEET like G. R. Ravindranath, general secretary of Doctors’ Association for Social Equality, say the admission data only prove their theory that students who do not have access to coaching centres for NEET, particularly in rural areas, have lost out.
“The increase in the number of students is on account of repeaters, those who took NEET several times. In urban areas where there are more centres for training, the students have done well. What we require is the data on the number of students who took NEET for the first time and completed plus 2 this year,” he says.
“This also shows that there is a need to prepare students for competitive exams, for which the syllabus must be improved,” he adds.
Former director of medical education J. Mohanasundaram also concurs with this view but adds that students may not have taken NEET seriously as there was no clarity. They may have lost in the admission process due to confusion, he said.

DigiLocker no substitute for licence’

Dispelling doubts among public, the city traffic police made it clear that the ‘DigiLocker’ cannot be used by motorists in lieu of carrying original driving licence as per the Motor Vehicles Act.
Even as the Madras High Court on Monday declined to pass an interim order restraining the State police from insisting on original driving licences from motorists, the hearing on the main case is likely to be taken up on Friday. Under such circumstances, the Additional Director of Police, State Traffic Planning Cell, in a release said, “Carrying original licence while driving shall not be insisted upon till September 8.”
Meanwhile, a senior traffic police officer said that carrying the licence on DigiLocker will not be valid. “The idea of using the digiLocker is only to keep documents safe. But there is no application tool either with the police personnel or transport authorities. Moreover, there is no provision in the Motor Vehicles Act to allow digiLocker instead of carrying original licence. In the absence of a necessary application tool with law enforcing authorities, there is no question of the usage of digilocker.”
The DigiLocker (digilocker.gov.in), a platform launched two years ago by Prime Minister Narendra Modi under the Digital India drive, was to facilitate access to documents any time and anywhere, eliminating the need to carry them in person. Traffic police officers clarified further that insisting on motorists carrying original driving licence was nothing new.
Mandatory as per law
As per section 3 of the Motor Vehicles Act, 1988, it is mandatory that no person shall drive the motor vehicle in any public place unless he holds an effective driving licence issued to him authorising him to drive the vehicle.
Adding that the law allows imposing a fine of Rs. 500 on the violator, another police officer said, “We are conducting awareness campaigns on the same.”

CHENNAI: Officials expect a renewed exodus of housemaids to Kuwait from the country — primarily from Tamil Nadu, Kerala, Karnataka and Andhra Pradesh — with the Centre on Tuesday scrapping a $2,500 bank guarantee it had made mandatory for employers in the Gulf country to pay for recruitment of Indian domestic workers.

The Centre imposed the rule in 2014 for all Gulf nations to protect domestic workers from the country against exploitation or non-payment of wages. Under the rule, Indian embassies in those countries would receive the guarantee before it endorsed the worker's recruitment.

Kuwait was the only Gulf country to refuse to comply with the condition and New Delhi, in November that year, asked that nation to stop issuing visas to Indian domestic workers. Indian ambassador to Kuwait Sunil Jain told TOI that he now expects a resumption of the former annual flow of 30,000 Indian housemaids to Kuwait. "Kuwaitis prefer Indian house maids because they have proven to be honest and hardworking," he said. "[The government's decision] will provide thousands of Indian housemaids employment opportunities in Kuwait."

A statement the embassy in Kuwait released on Tuesday said the Indian government had taken "the decision to implement the bank guarantee provision of 720 Kuwaiti dinars ($2,500)... as a welfare measure" because of "some cases of maltreatment and abuses suffered by Indian female domestic workers in Kuwait".

The decision created an uproar in Kuwait, it added, because of "some misunderstanding in a section of the media" there. Kuwait had, since then, repeatedly sought to assure New Delhi that local domestic labour laws included all guarantees for domestic help and prevented problems pertaining to non-payment of salaries and working hours, India diplomats said.The decision to scrap the bank guarantee comes coincides with a scheduled visit to Kuwait by minister of state for external affairs M J Akbar on September 18.The embassy statement said six government recruitment agencies will from now regulate future recruitment of domestic workers in Kuwait. The agencies are Overseas Manpower Corporation Ltd (OMCL), Chennai; the Kerala government's non-resident Keralite affairs department; Overseas Development and Employment Promotion Consultants, Thiruvananthapuram, Kerala; Uttar Pradesh Overseas Manpower Recruiting Agency; Telangana Overseas Manpower Company; and Overseas Manpower Company of Andhra Pradesh.

20 research centres planned in med colleges: ICMR chief

Chennai: The Centre plans to start at least 20 centres of excellence in medical research at the best performing colleges across the country, on the lines of Harvard Medical School and Johns Hopkins University, to encourage students, Indian Council of Medical Research director general Soumya Swaminathan said here on Monday.



Tamil Nadu has managed to bringg down maternal and infant mortality rates, but its research output remains poor despite rich clinical material and resources, she said. "Countries like Sri Lanka are better in terms of both quality and quantity of research per million population," she said at the Tamil Nadu Dr MGR Medical University where 19,183 UG and PG students were conferred degrees in medicine, dentistry, AYUSH and allied health science courses at the 29th convocation. Around 2,925 students received degrees in person. Governor and university chancellor Ch Vidyasagar Rao presented medals to 166 students for their exceptional performance. PhD degrees were conferred on 59 students.


Dr Swaminathan said, "In the 90s, when I went to Javadu hills for a TB programme. There were no government programmes then. People wanted to know why we were developing a programme for TB when they did not have a government doctor who could offer primary care. People said they had to walk up to 20 km if they were unwell. Unless researchers ask the community what they want we would not be able to do justice."



Institutions should start departments for research like JIPMER, Puduchery, which now has a new dean for medical research, she said. At the undergraduate level 8,000 students from across the country, particularly the south, apply for ICMR short term studentships and 1,000 students receive grants for a 3-6 month project.

7 dists see slump in med admissions, 4-fold rise in Chennai

Chennai: 'Merit factories' in districts such as Namakkal, Krishnagiri and Dharmapuri, known to churn out state toppers in Class XII, sent hundreds of students to medical colleges until 2016 by skipping the Class XI syllabus and promoting rote learning. This year, however, these districts have taken a beating in the NEET-based MBBS admissions, seeing a decline of up to 90%.

District-wise data at the end of the NEET-based single window counselling drawn up by the state selection committee shows that Namakkal, which sent 957 students to government quota seats medical colleges in 2016, had just 109 students in 2017 although the total number of seats went down marginally from 3608 to 3534. Similarly, the number of students went down from 338 to 82 in Krishnagiri and from 225 to 82 in Dharmapuri. Four other districts also saw a slump in admissions.

On the flip side, 25 of the 32 districts saw an increase of up to fourteen-fold in the number of students entering medical colleges. This includes several backward districts, debunking the premise of a rural-urban divide over NEET. In Chennai, which has the maximum number of students, the number went up from 113 to 471, while in districts like Tiruvarur and Ariyalur, which had two and four students respectively in 2016, there were 28 and 21 students in 2017.

In 2006, when the state cancelled all competitive and entrance examinations for professional admissions and made Class XII marks the criterion for admissions, several residential schools cropped up in the districts that have seen a slump this year. The managements charged up to Rs1.5 lakh as annual fee, but it came with a promise that students will score high enough to enter medical or engineering colleges. "These schools skip class XI syllabus completely and make students by-heart the entire Class XII portions for nearly two years," said T Rajeshwari, a teacher in Perambalur.

Most of these students struggle when they join medical college. "The first year pass percentage is one of the lowest in MBBS. When they give up rote learning, they begin to do well in the course. That happens in the second year for many students," said former Tamil Nadu Dr MGR Medical University vice chancellor Dr K Anandakannan. "If schools manage to do away with rote, the quality of students would be much better," he said.

CHENNAI: As a much sought after relief for 136 aspiring medical students who paid over Rs 85 crore to secure medical seats in SRM University but were allegedly cheated by university chairman T R Pachamuthu and his aide S Madhan, the Madras high court on Wednesday allowed the students to claim their respective amounts from Rs 85 crore deposited by him (Pachamuthu) in the trial court.

Justice M S Ramesh also refused to quash the FIRs filed against Pachamuthu and Madhan, but instead directed the Central Crime Branch (CCB) to continue investigation and file a final report within eight weeks.

The court appointed former Chief Justice of Jammu & Kashmir high court N Paul Vasanthakumar as commissioner for the purpose of discussing the amounts to the claimants as ascertained by him.

The case relates to complaints lodged by 136 parents and students who had paid over Rs 85 crore to Madhan and his associate Sudhir for MBBS, MS and MD admissions in SRM institutions. On May 29, 2016, Madhan absconded leaving behind a suicide note connecting Pachamuthu as the person to whom he had entrusted the money so collected.

Based on complaints and allegations, Pachamuthu was arrested and released on bail after he had deposited 75 crore. Madhan was arrested from a hideout in Tirupur later and he claimed that he had given whatever he collected to Pachamuthu.

Subsequently, the high court permitted Pachamuthu to provide bank guarantee for Rs 10 crore in addition to 75 crore he had already deposited into the account of XI metropolitan magistrate court, Chennai.
