UGC publishes draft regulations on plagiarism, invites feedback till Sept 30

KOLHAPUR: The University Grants Commission (UGC) has published draft regulations 2017 on its website regarding promotion of academic integrity and prevention of plagiarism in higher educational institutions.

It has asked for feedback on the draft and it can be sent by September 30. In a public notice on September 1, UGC secretary P K Thakur said the UGC had constituted a committee of experts to look into issues of plagiarism and recommend institutional mechanism to eliminate the scope of this menace in higher education system in the country.

The objective of the regulations is to promote academic research and deterrence from plagiarism by developing systems to detect plagiarism. "As a result, the committee emphasised on the needs to refer plagiarism in a broader way by putting appropriate systems and checks in place," he said, adding that the draft prepared by the committee members is open for observations and suggestions of stakeholders.

"The feedback and comments on the draft can be sent to the UGC on pgmhei.2017@gmail.com on or before September 30," he added.

The objectives of the draft, according to the UGC, are to create academic awareness about the responsible conduct of research, study, project work, assignments, thesis, and dissertation.

It said that promotion of academic integrity and prevention of misconduct, including plagiarism, in academic writing among students, researchers, faculty and other members of the academic staff also is a major objective.

The draft has also focused on developing of systems to detect plagiarism and set up mechanisms to prevent plagiarism and punish a student, faculty or staff of higher educational institution (HEI) committing the act of plagiarism.

The draft also suggested of establishing a mechanism for the responsible conduct of research, study, project work.

It said that the awareness programmes and trainings shall be organised for the awareness among students and faculty members.

Med counselling over, 494 BDS seats returned

CHENNAI: The selection committee of the Directorate of Medical Education surrendered 494 BDS management seats back to self-financing colleges after finding no takers at the end of the common counselling on Wednesday.On Wednesday, at the end of medical counselling for admissions to MBBS and BDS courses in the State, all government seats were filled.But 494 management seats in self-financing colleges remained vacant. The selection committee had called 3,104 candidates to fill these management seats, but only 121 turned up. Ninety-nine seats were filled in management quota and 22 candidates were waitlisted.

“Remaining 494 seats were returned to self-financing colleges for them to fill. Any candidate with just pass mark in NEET can go to these colleges and take the seat. They have time till September 10,” said G Selvaraj, secretary, selection committee.This year medical admission was conducted based on NEET marks. The government conducted counselling for government seats and management seats in self-financing colleges this year.

ஒரு வருடம் முடிந்து விட்டது எல்லாரும் தொட்டிகளை முதலாளியிடம் காட்டுவதற்காக எடுத்து வந்தார்கள்.வாசு தன் மனைவியிடம் காலி தொட்டியை நான் எடுத்து போகமாட்டேன் என்று சொன்னான்.அவன் மனைவி அவனை சமாதானப்படுத்தி நீங்கள் ஒரு வருடம் முழுக்க உங்கள் முதலாளி சொன்ன மாதிரி செய்தீர்கள்.செடி வளராததற்கு நீங்கள் வருந்த வேண்டியதில்லை .நேர்மையாக நடந்து கொள்ளுங்கள் தொட்டியை எடுத்து சென்று முதலாளியிடம் காட்டுங்கள் என்றாள்.

வாசுவும் காலி தொட்டியை ஆபிஸுக்கு எடுத்து சென்றான்.எல்லார் தொட்டியையும் பார்த்தான் விதவிதமான செடிகள் ஒவ்வொன்றும் ஒவ்வொரு உயரத்தில் இருந்தன.இவன் தொட்டியை பார்த்த அனைவரும் சிரிக்க ஆரம்பித்தனர்.

முதலாளி எல்லாரையும் தன்னுடைய அறைக்கு வருமாறு சொன்னார்.வாவ் எல்லாரும் அருமையாக செடியை வளர்த்து உள்ளீர்கள் உங்களில் ஒருவர் தான் இன்று பொறுப்பு ஏத்துகொள்ளபோகறீர்கள் என்றார்.எல்லாருடைய செடியையும் பார்வை இட்டார்.வாசு கடைசி வரிசையில் நின்றிருந்தான் அவனை அருகே வருமாறு அழைத்தார்.

வாசு தன்னை வேலையை விட்டு நீக்கத்தான் கூப்பிடுகிறார் என்று பயந்து கொண்டே சென்றான்.முதலாளி வாசுவிடம் உன் செடி எங்கே என்று கேட்டார்.ஒரு வருடமாக அந்த விதையை நட்டு உரமிட்டு தண்ணீர் விட்டதை விலாவாரியாக சொன்னான்.

முதல் நாளிலேயே தொழில்நுட்பக் கோளாறு உ.பி. மெட்ரோ ரயிலுக்குள் சிக்கித் தவித்த பயணிகள்

உத்தரப் பிரதேசத்தில் பாதி வழியில் நிறுத்தப்பட்ட மெட்ரோ ரயிலில் அவசர வழி மூலமாக வெளியேறும் பயணிகள்.

உத்தரப் பிரதேச மாநிலம், லக்னெளவில் புதன்கிழமை தொடங்கப்பட்ட மெட்ரோ ரயில் சேவையானது முதல் நாளிலேயே தோல்வியில் முடிந்தது. 

சார்பக் -டிரான்ஸ்போர்ட் நகர் வரை செல்லும் மெட்ரோ ரயில், பாதி வழியில் தொழில்நுட்பக் கோளாறு காரணமாக நிறுத்தப்பட்டது. இதனால், அதில் பயணித்த நூற்றுக்கும் மேற்பட்ட பயணிகள் பாதிக்கப்பட்டனர். சுமார் ஒரு மணி நேரத்துக்கும் மேலான போராட்டத்துக்குப் பிறகு அவர்கள் பாதுகாப்பாக மீட்கப்பட்டனர். தங்களது முதல் மெட்ரோ ரயில் அனுபவம் மோசமாக அமைந்ததாக பல பயணிகள் அதிருப்தி வெளிப்படுத்தியுள்ளனர்.
உத்தரப் பிரதேசத்தின் முக்கிய நகரங்களில் மெட்ரோ ரயில் சேவைகளைத் தொடங்க அந்த மாநில அரசு திட்டமிட்டு, அதற்கான பணிகள் தீவிரமாக நடைபெற்று வருகின்றன. இந்நிலையில், முதல்கட்டமாக சார்பக் - டிரான்ஸ்போர்ட் நகர் வரையிலான சேவைகள் புதன்கிழமை தொடங்கப்பட்டன. காலை 7 மணிக்கு நூற்றுக்கும் மேற்பட்ட பயணிகளுடன் மெட்ரோ ரயில் புறப்பட்டது. அதற்கு அடுத்த 15 நிமிடங்களில் தொழில்நுட்பக் கோளாறு ஏற்பட்டதாகத் தெரிகிறது. 

இதனால், ரயில் பாதி வழியில் நிறுத்தப்பட்டது. அப்போது மின் விளக்குகள், குளிரூட்டும் சாதனங்கள் எதுவும் இயங்கவில்லை எனக் கூறப்படுகிறது. இத்தகைய சூழலில் சுமார் 1 மணி நேரத்துக்கும் மேலாக பயணிகள் ரயிலுக்குள் சிக்கியிருந்தனர். பின்னர் அவசர வழி மூலமாக ஒவ்வொருவராக வெளியேற்றப்பட்டனர். இந்தச் சம்பவம் தொடர்பாக விசாரணைக்கு உத்தரவிடப்பட்டுள்ளது.

 

ஆட்சியரானார் விவசாயியின் மகள்!

வானமும் மண்ணும் கை விரித்து விட்டதால் வறுமை வீட்டுக்குள் வந்து உட்கார்ந்துவிட்டது. அரசு விவசாயிகளுக்கு தரும் நிவாரண உதவி பெற அரசு அலுவலகங்களில் பல அதிகாரிகளைக் கண்டு மனு கொடுத்து கெஞ்சிக் கூத்தாடியதுதான் மிச்சம். ஒரு பலனும் இல்லை.

சோர்ந்து களைத்து வீடு திரும்பும் அப்பாவைப் பார்த்து மகளுக்கு கண்கள் பனிக்கும். "இப்படி தினமும் அலைகிறீர்கள்... அரசு தருவதாகச் சொன்ன உதவி நிவாரணம் கிடைத்தபாடில்லை.. இந்த உதவிகளை வழங்க பொறுப்பான அதிகாரி யார்' என்று அப்பாவிடம் கேட்க.. "மாவட்ட ஆட்சியர்தான் இந்த உதவிகளை செய்து தர வேண்டும்' என்று அந்த விவசாயி மகளிடம் சொன்னார். மகளின் மனதில் அது பதிந்தது. இருபத்தி மூன்று ஆண்டுகளுக்குப் பிறகு அந்த விவசாயியின் மகள் தன்னை மாவட்ட ஆட்சியராக மாற்றிக் காட்டி இருக்கிறார். அவர்தான் ரோகிணி. சேலம் மாவட்ட ஆட்சியர்.

"அப்பா அரசு அலுவலங்களில் நிவாரணம் பெற ஏறி இறங்கி கஷ்டப்பட்டதுதான்' ஒரு பொறுப்பான அரசு அதிகாரியாகி மக்களுக்குப் பொறுப்பான முறையில் சேவை செய்ய வேண்டும் என்ற எண்ணத்தை என்னுள் விதைத்தது'' என்கிறார் ரோகிணி. இவர் சேலத்திற்கு வருமுன் கூடுதல் ஆட்சியராகவும், சில சம பொறுப்புகளிலும் எட்டு ஆண்டுகள் மதுரையில் பணியாற்றியுள்ளார். அதனால் சகஜமாக மதுரைத் தமிழ் பேசுகிறார். ரோகிணியின் கணவர் விஜயேந்திர பிதாரி ஒரு ஐபிஎஸ் அதிகாரி.

"நான் பள்ளிப் படிப்பினை அரசு பள்ளியில்தான் படித்தேன். பள்ளிப் படிப்பிற்குப் பிறகு, அரசு பொறியியல் கல்லூரியில்தான் படித்தேன். ஐஏஎஸ் தேர்விற்காக சுயமாக பயிற்சிகளை மேற்கொண்டு என்னைத் தயார் படுத்திக் கொண்டேன். எந்த பயிற்சி நிறுவனங்களிலும் சேரவில்லை.

அரசு பள்ளிகளில் திறமையான ஆசிரியர்கள் பணி புரிகின்றனர். நன்றாகப் பாடங்களை சொல்லித் தருகின்றனர். இது நான் என் சொந்த அனுபவத்தில் உணர்ந்தது. ஆனால் அரசுப் பள்ளிகளில் போதுமான வசதிகள் இருப்பதில்லை. சேலம் மாவட்டத்தில் அரசுப் பள்ளிகளில் போதுமான வசதிகளை செய்து தருவதில் கவனம் செலுத்துவேன். அப்பாவுக்கு இப்போது அறுபத்தைந்து வயதாகிறது. "அப்பா.. நான் சேலம் மாவட்ட ஆட்சியராகப் பொறுப்பேற்கிறேன்'' என்று தெரிவித்தேன். "பொது மக்களுக்கு முக்கியத்துவம் கொடும்மா'' என்று வலியுறுத்தினார். அதில் எத்தனை அர்த்தங்கள் உண்டு என்பதை நன்றாகப் புரிந்து கொண்டிருக்கிறேன்'' என்கிறார் ரோகிணி நெகிழ்ச்சியுடன்.

Accused used texts showing transfer of money to buy gadgets

A 24-year-old man has been arrested for allegedly cheating people by showing fake text messages of money transfer to their accounts on the pretext of buying costly gadgets from them, the police said on Wednesday.

In April, a new app 'False Text Message' was launched and the accused, Rishi Kapoor, started using it to dupe people.

“He used to show fake text messages from banks regarding a particular amount being debited from his account and getting transferred to the seller's account,” said Deputy Commissioner of Police (South) Ishwar Singh.

Kapoor revealed that he had cheated people of 28-30 iPhones and four Apple Macbooks.

He used to call the sellers of costly gadgets who had advertised on portals like OLX, Quikr, etc. After finalising a price, he used to buy the gadget by showing or forwarding a fake message of money transfer, he said.

Purchase of laptop

In June, one Nisha Gajwani approached the police with the complaint that Kapoor had visited her house for purchasing her laptop after seeing an advertisement on a portal, they added.

He told her that he had transferred the money online in her account and showed a text message that Rs. 45,000 had been transferred to her account and bought the laptop. Later, she found that the money had not been credited and approached the police.

The police obtained call details of Kapoor and it was found that he was shuttling between Delhi and Mumbai frequently.

On the intervening night of September 3 and 4, Kapoor was arrested from Mayur Vihar, said the DCP. Ten debit and credit cards of different banks, a branded wrist watch and a mobile phone were recovered from him.

Two-year Govt. service must for PG medicos

The State Government ordered that aspirants to super-speciality courses will have to sign a bond valued at Rs. 50 lakh while taking admission. This is to ensure two-year compulsory government service. Currently an individual who opts for PG or super-speciality studies has to sign up for one-year service. Now, that the duration has been doubled. The order assumes significance as the counselling for 150 seats in the State is underway. The move is unlikely to be opposed by the PG medicos. This year, admission to super-speciality courses is through the common NEET pool. Performance of students from Telangana has not been as good as those from other states. Given that all other states have bonded compulsory service between one year and three years, aspirants here would lose out to aspirants from rest of the country on merit basis. “The Government had introduced the bonds to ensure that our students do not lose out to the competition.

Fee for DM, M.Ch courses is Rs. 24 lakh

It can be increased by 5% annually

The State government on Wednesday fixed the tuition fee for DM (Doctor of Medicine) and M.Ch (Master of Surgery) courses at Rs. 24 lakh per annum on the basis of the material placed before it on the actual costs involved in imparting quality education, escalation in costs, and increase in the university related fee.

The government also permitted the colleges to increase the tuition fee by 5% every year towards cost escalation and instructed that the institutions collect the fee every year and obtain bank guarantee for the remaining period of the courses.

The colleges had been ordered to pay stipend to super-speciality students as per the Andhra Pradesh State Regulations.

It was stated in G.O. MS No. 149, dated September 6, that admissions to DM and M.Ch courses in the State should be made through a common national counselling conducted by the Medical Admission Committee of the Director General of Health Services for 2017-18.

The fee fixation is in accordance with a consensual arrangement arrived at on the admission policy and fixing of the fee for the seats in unaided non-minority medical colleges in respect of super-speciality courses between the government and the A.P. Private Medical and Dental Colleges Managements’ Association.

Online booking for darshan at Chamundeshwari temple

The online booking of direct entry tickets for darshan at Chamundeshwari temple atop the Chamundi Hills was launched on Wednesday for the benefit of devotees and tourists. The facility was launched by PWD Minister H.C. Mahadevappa.

Devotees will have to provide basic details like name, phone number, email address and number of tickets on the website Chamundeshwaritemple.in, and payment can be made online through net-banking, credit or debit cards. The devotees will receive ticket through email and also on their mobile through SMS. At the main gate entry at the temple, tickets received on the mobile phone of the devotees will be scanned and it will get registered on the temple website as approved entry.

Consumers slam hike in price of LPG cylinders

Non-subsidised cylinder will now cost ₹607

Domestic liquefied petroleum gas (LPG) prices have gone up by ₹74 per cylinder in September. Last month, the price of a non-subsidised cylinder in Chennai was ₹533 and this month it is ₹607.

Oil industry sources explained that this is just the beginning of the upward trend, which is likely to continue till March next year. “Unlike prices of petrol and diesel that are linked to crude oil prices, LPG prices are linked to international butane and propane rates. Butane and propane are combined to make LPG. The hike happens when consumption increases in the West when their heating requirement increases,” the source explained.

LPG prices are revised in the beginning of every month.

Last year in March, in Chennai, a cylinder of domestic LPG cylinder was priced at ₹746.50, which was the highest price that year, after which it came down to ₹533.

Consumers are grumbling about the increase. S. Lalitha, a resident of West Mambalam, said that already consumers were burdened by 5% GST on domestic LPG.

“We are shelling out more on petrol prices that have touched ₹72 a litre now. Though the government keeps saying that inflation rates are down, they don’t seem to be taking into consideration the prices of other goods. We now pay ₹1,500 as GST for a provision bill of ₹10,000, which is quite steep. Vegetables and fruits are very costly too. If prices keep going up, how can consumers like us afford things,” she asked.

T. Sadagopan, consumer activist, said that another problem that consumers face is that of subsidy amount being credited into incorrect bank accounts.

“Many have linked mobile numbers with their Aadhar numbers and after that, we are receiving text messages that the subsidy amount has been sent to some other bank account. Distributors and our bankers are unable to help consumers,” he said.

Committee didn’t follow UGC norms: Governor

The Governor has rejected the shortlist of three candidates recommended by the search committee for the post of V-C of Tamil Nadu Dr. Ambedkar Law University.

This was stated in a counter-affidavit filed by the Principal Secretary to the Governor on Wednesday before the Madurai Bench of the Madras High Court in the case against the constitution of the committee. The counter-affidavit said that the Governor had rejected the recommendations as UGC norms were not followed by the committee. The Governor had also decided that a new search committee should be formed.

A Division Bench of Justices K. K. Sasidharan and G. R. Swaminathan, which had earlier stayed all proceedings of the committee, disposed of the petition filed by the Tiruchi Government Law College Alumni Association. The petitioner had questioned the credentials of members of the committee and said that one of the nominees was a member of the ruling party. The court had earlier observed that Tamil Nadu Dr. Ambedkar Law University Act, 1996, was silent on the eligibility of members of the search committee.

20 PHCs in Salem get blood cell counters

Rohini P. Bhajibhakare, District Collector, inspecting the new cell counter procured by the Department of Health in Salem.  

The Health Department distributed automated blood cell counters to 20 primary health centres, one in each block in the district.

District Collector Rohini P. Bhajibhakare handed over the equipment to the PHCs on Wednesday, in the presence of Deputy Director of Health K. Poongodi.

The 20 cell counters have been purchased at an outlay of Rs. 75 lakh at the rate of Rs. 3.75 lakh each.

In a statement, the Collector said that State Government has procured the equipment following the outbreak of dengue and viral fever in the district.

The cell counters will be used for counting blood cells within a duration of 10 seconds.

Until now only four hospitals in the district – Government Mohan Kumaramangalam Medical College Hospital in the city, the government headquarters hospital at Mettur and the government hospitals in Edappadi and Omalur towns owned the equipment.

In case of dengue, by knowing the platelet count at the primary health care level itself, patients can be managed at the early stages of fever and can be referred to higher institutions if needed.

The referral to major hospitals from the PHCs will be zero in future because of the introduction of cell counters at block level.

Second phase

In the second phase, the Health Department has placed order for six more cell counters – one for the Government Mohan Kumaramangalam Medical College Hospital and five for other government hospitals in the district.

The Collector said that experts would install the cell counters in the PHCs and impart training to the lab staff in handling them.

Anitha’s death: SC declines plea for early hearing

The Supreme Court refused an urgent hearing of a petition seeking a direction to the Tamil Nadu government to initiate a judicial inquiry by a panel led by a retired Madras High Court judge into the death of S. Anitha, a Dalit girl who filed a case in the apex court against NEET.

Chief Justice of India Dipak Misra told advocate G.S. Mani, who filed the petition, that the matter would come up in due course.

The petition has also asked the court to intervene and direct the State government to maintain the law and order situation. The death led to widespread protests, road blocks by students across the State.

“The agitations and road blocks create a law and order situation which is very dangerous. The State is unable to keep the situation under control,” the petition said. The petition asked the court to “not permit political parties and the public to conduct illegal strike/boycott/human chain/road blocking/rail roko or any other mode of strike against NEET”.

Appoints commissioner to refund Rs. 85 crore to medical seat aspirants

In a major setback to T.R. Pachamuthu of the SRM group of educational institutions, the Madras High Court on Wednesday directed the Chennai Central Crime Branch police to complete the investigation and file a final report within eight weeks in a cheating case registered against him last year on charges of not giving medical seats to about 136 students despite receiving over Rs. 85 crore from them through his accomplice Madhan.

Justice M.S.Ramesh also appointed N. Paul Vasanthakumar, former Chief Justice of Jammu and Kashmir High Court, as a court- appointed commissioner to refund the money to the students by utilising Rs. 75 crore deposited by Mr. Pachamuthu before a Metropolitan Magistrate court at Saidapet here on September 8, 2016 for obtaining bail in the case. The judge pointed out that the accused had also furnished a bank guarantee for Rs. 10 crore.

Though Mr. Pachamuthu had approached the court to get the case quashed on the ground that the students had agreed to withdraw the complaint if he settles the amount to them, the judge refused to quash the case on the ground the alleged offences were “heinous and serious in nature and have a serious impact on the society.” The judge said that the students would have apparently agreed to withdraw the complaints in their desperation to get back the money.

“The amounts due to each of the claimants are huge and from the affidavits filed by most of them, it is seen that many had raised the funds by borrowing, pleading and mortgaging. Hence, it cannot be said that the claimants have voluntarily agreed to withdraw their complaints.”
