NTA to hold next NEET on May 3

The National Testing Agency (NTA) has announced on Thursday that National Eligibility-cum-Entrance Test (NEET) 2020 to admit students in MBBS and other medical courses will be held on May 3, 2020.
“The exam will be conducted in pen and paper mode. Candidates can register from December 2 to 31, 2019,” NTA said in the notification. NEET results will be announced on June 4.
The agency has announced the schedule of examinations to be conducted from December 2019 to June 2020 at all India level.
As per the schedule, the joint entrance examination (main), the first of the two-stage examination to join IITs, will be conducted in January and April. “The first spell will be conducted from January 6 to 11 and second spell will be conducted from April 3 to 9,” it said.
Except NEET, all other exams including joint entrance exam (main) and UGC NET will be held as computer based test. TNN

The Madurai Bench of the Madras High Court on Wednesday summoned the Director of Medical and Rural Health Services to assist the court in a public interest litigation petition that sought a direction to the State to ensure adequate infrastructure at Ramanathapuram Government Headquarters Hospital.
A Division Bench of Justices M. Sathyanarayanan and B. Pugalendhi summoned the Director to be present before the court and adjourned the hearing till September 17. The court was hearing the petition filed by G. Thirumurugan of Ramanathapuram, who sought a direction to the State to fill up vacancies in key posts at the hospital and provide basic infrastructure.
In an earlier hearing, the court had raised queries over the infrastructure of district headquarters hospitals across the State.
The court asked whether CT, MRI and ultrasound scan, ECG, ECHO facilities, operation theatres and ICUs were available at these hospitals.
The court further sought details of vacancies in key posts at the hospitals and asked whether the attendance of staff was marked in biometric system.
The court also sought information on the hygiene of the premises and asked whether ambulances in running condition were available at the hospitals.

ஒன்றாம் வகுப்பு முதல் 5 வகுப்பு வரை பாடம் நடத்த விரும்பு ஆசிரியர்கள் ஆசிரியர் தகுதித் தேர்வு எழுதியாக வேண்டும். 2011-ம் ஆண்டு முதல் இந்தத் தேர்வு (Teachers’ Eligibility Test ) நடத்தப்படுகிறது. 1 முதல் 5-ம் வகுப்பு வரை பாடம் நடத்த விருப்பப்படுபவர்கள் முதல் தாளையும் 5 முதல் 8-ம் வகுப்பு வரை பாடம் நடத்த விருப்பப்படுபவர்கள் இரண்டாம் தாளையும் எழுத வேண்டும்.

மொத்தம் 150 மதிப்பெண்களுக்கான தேர்வில், பொதுப் பிரிவினர் 90 மதிப்பெண்ணும், இட ஒதுக்கீட்டுப் பிரிவினர் 82 மதிப்பெண்ணும் பெற வேண்டும். இந்த ஆண்டுக்கான டெட் தேர்வு கடந்த ஜூன் 8-ம் தேதி நடைபெற்றது. தமிழகத்தைச் சேர்ந்த 1,62,323 பேர் இந்தத் தேர்வை எழுதினர். ஆசிரியர் தகுதித் தேர்வு முடிவுகள் நேற்று மாலை வெளியிடப்பட்டன.
சுமார் ஒரு லட்சம் பேர் எழுதிய தேர்வில் வெறும் 482 பேர் மட்டுமே தேர்ச்சி அடைந்துள்ளனர். இதில் அதிகபட்சமாக ஒருவர் 99 மதிப்பெண் பெற்றுள்ளார். மேலும் 72 பேர் 90-க்கும் அதிகமான மதிப்பெண் பெற்று தேர்ச்சி அடைந்துள்ளனர்.
தமிழகத்தைச் சேர்ந்த 1% பேர் மட்டுமே இந்தத் தேர்வில் தேர்ச்சி அடைந்துள்ளனர் என்ற தகவல் அதிர்ச்சியை ஏற்படுத்தியுள்ளது.
தேர்வில் தேர்ச்சி விகிதம் குறைந்ததற்கான காரணத்தை அறிந்துகொள்ள கல்வியாளர் ஜெயபிரகாஷ் காந்தியை தொடர்புகொண்டு பேசினோம், ``ஆசிரியர் தகுதித் தேர்வுக்காகத் தயாராகும் மாணவர்கள் யாரும் தற்போது தங்கள் பாடத்திட்டங்களைத் தாண்டி பிற பகுதிகளைப் படிப்பது கிடையாது. அனைவருக்கும் புத்தகத்தில் உள்ளதை மனப்பாடம் செய்யும் அறிவு மட்டுமே உள்ளது. இந்தக் காலகட்டத்தில் பி.எட் (B.Ed) படிக்கும் மாணவர்கள், தேர்வு எழுதி தேர்ச்சி பெறும் ஒரே நோக்கத்துடனே படிக்கிறார்கள். இதற்கு நம்முடைய கல்வி முறைதான் முக்கியமான காரணம்.
இந்த வருடம் டெட் தேர்வு எழுதிய மாணவர்கள் அனைவரும், பள்ளிகளில் படிக்கும்போது புளூ பிரிண்ட் என்ற ஒன்று நடைமுறையிலிருந்தது. அதைவைத்து, எந்தப் பகுதிகளைப் படித்தால் எவ்வளவு மதிப்பெண்கள் வாங்கலாம் என்ற திட்டமிடலின்படி படித்தனர். அதன் விளைவுதான் தற்போது நாம் ஆசிரியர் தகுதித் தேர்வில் பார்ப்பது. புத்தகங்களையும் தாண்டி இருக்கும் விஷயங்களை அவர்கள் கற்கத் தவறிவிட்டனர்.

இழந்த தரத்தை எட்டுமா சட்டக் கல்வி?

அடுத்த மூன்றாண்டுகளுக்குப் புதிய சட்டக் கல்லூரிகள் திறக்க அனுமதியில்லை என்று முடிவெடுத்திருக்கிறது பார் கவுன்சில் ஆஃப் இந்தியா.
இதே போன்றதொரு முடிவை சமீபத்தில் அனைத்திந்திய தொழில்நுட்பக் கல்வி கவுன்சிலும் எடுத்திருக்கிறது.
பி.வி.ஆர். மோகன் ரெட்டியின் அறிக்கையை ஏற்றுக்கொண்டுள்ள ஏ.ஐ.சி.டி.இ., 2020-க்குப் பிறகு புதிய பொறியியல் கல்லூரிகளுக்கு அனுமதியில்லை என்று அறிவித்திருக்கிறது. இது வெறும் வேலைவாய்ப்போடு தொடர்புடைய பிரச்சினை மட்டுமல்ல. சட்டம், தொழில்நுட்பம் என்று அனைத் துத் தொழிற்கல்விப் படிப்புகளின் தரத்தையும் பாதுகாக்க வேண்டிய கட்டாயத்துக்குத் தள்ளப்பட்டிருக்கிறோம்.
வகுப்புகள் நடைபெறுவதில்லை
இந்தியாவில் தற்போது ஏறக்குறைய 1,500 சட்டக் கல்லூரிகள் இருக்கின்றன. பெரும்பாலான கல்லூரிகளில் பேராசிரியர்கள், நூலக வசதிகள் என அத்தியாவசியமான உள்கட்டமைப்பே இல்லை. சில கல்லூரிகளில் வகுப்புகளே நடப்பதில்லை. இத்தகைய கல்லூரிகளில் சேர்ந்து வகுப்புகளிலும் தேர்வுகளிலும் கலந்துகொள்ளாமலே பட்டம் பெற்று வழக்கறிஞர்களாகவும் பதிவுசெய்து கொள்பவர்கள் சட்டத் துறையின் மாண்புக்கேசுட்டிக்காட்டி கேடுவிளைவிக்கிறார்கள் என்று தொடர்ந்து நீதிமன்றங்கள் சுட்டிக்காட்டிவருகின்றன. வகுப்புக்குச் செல்லாமலே முழுநேர சட்டப் படிப்பு படித்ததாகச் சொல்லி வழக்கறிஞர்களாகப் பதிவுசெய்பவர்கள் மீது உரிய நடவடிக்கை எடுக்க வேண்டும் என்று சென்னை உயர் நீதிமன்ற நீதிபதி என்.கிருபாகரன் தொடர்ந்து அறிவுறுத்திவருகிறார்.
தமிழகத்தைப் பொறுத்தவரை, சட்டக் கல்வித் துறை தூங்கி வழியும் துறையாகவே மாறியிருக்கிறது. கடந்த பத்தாண்டுகளில் அரசு சட்டக் கல்லூரிகளின் எண்ணிக்கையை உயர்த்துவதில் ஆர்வம் காட்டிய தமிழக அரசு, அதே வேகத்தைப் பேராசிரியர்களின் காலிப் பணியிடங்களை நிரப்புவதில் காட்டவில்லை. சில மாதங்களுக்கு முன்பாக சென்னை உயர் நீதிமன்றத்தின் அறிவுறுத்தலின்படி, 186 உதவிப் பேராசிரியர்கள் பணியிடங்களுக்கு ஆசிரியர் தேர்வு வாரியத்தால் தேர்வுகள் நடத்தப்பட்டிருக்கின்றன. நியாயமான முறையில் தேர்வுகள் நடத்தப்பட வேண்டும் என்று நிபுணர் குழுவை நியமித்தது சென்னை உயர் நீதிமன்றம். ஆனால், நேர்முகத் தேர்வுகளில் கலந்துகொண்டவர்களின் மதிப்பெண்களையும் விடைக் குறிப்புகளையும் வெளியிடாமலேயே பணியாணைகளை வழங்க ஆரம்பித்துவிட்டது தமிழக சட்டக் கல்வித் துறை.
தமிழகத்தில் அரசு சட்டக் கல்லூரிகள் தவிர தனியார்ப் பல்கலைக்கழகங்களும் சட்டப் படிப்புகளை நடத்திவருகின்றன. பக்கத்து மாநிலங்களைப் போல, வகுப்புக்குச் செல்லாமல் சட்டத் துறையில் பட்டம் பெறுவதற்குத் தமிழகத்தில் வாய்ப்பில்லை. என்றாலும், தமிழகத்தைச் சேர்ந்தவர்கள் பக்கத்து மாநில கல்லூரிகளில் அப்படிப் பட்டங்களைப் பெறுவதற்கான வாய் 5 ப்புகள் தொடரவே செய்கின்றன. அப்படிப் பட்டம் பெறுபவர்களே நீதிமன்றப் பணிகளுக்குக் குந்தகம் விளைவிக்கிறார்கள் என்று அறிவுறுத்தினார் நீதியரசர்

சட்டம் படிக்காமலேயே பேராசிரியரா?
கடந்த சில ஆண்டுகளாகத் தமிழக அரசு சட்டக் கல்லூரிகளில் கலைப் பாடங்களைப் பயிற்றுவித்து வந்த ஆசிரியர்கள், முழுநேரமும் சட்டக் கல்லூரிகளில் பணிபுரிந்துகொண்டே பக்கத்து மாநிலங்களில் பட்டம்பெற்று வழக்கறிஞர்களாகவும் பதிவுசெய்துகொண்டிருக்கிறார்கள். ப்ரி-லா எனப்படும் சட்ட முன்படிப்பு வகுப்புகளுக்கு இவர்களை நியமிப்பதற்கு நேரடியாகவும் மறைமுகமாகவும் முயற்சியில் இறங்கியிருக்கிறது தமிழக சட்டக் கல்வித் துறை.
சட்ட முன்படிப்பு வகுப்புகளுக்கு சட்டம், கலைத் துறைகள் இரண்டிலும் முதுநிலைப் பட்டம் பெற்றவர்களை உதவிப் பேராசிரியர்களாக நியமிப்பதே இதுவரையில் வழக்கமாக இருந்துவந்தது. ஏனெனில் சட்டம் கலந்த கலைப் பாடங்கள்தாம் தமிழக அரசு சட்டக் கல்லூரிகளில் சட்ட முன்படிப்பின் பாடத்திட்டமாகும். தற்போது சட்டம் படிக்காதவர்களும் சட்டக் கல்லூரிகளில் பேராசிரியராகலாம் என்று விதிகளைத் திருத்தும் முயற்சியில் இறங்கியிருக்கிறது தமிழக சட்டக் கல்வித் துறை.
புதிய சட்டக் கல்லூரிகளுக்கு அனுமதியில்லை என்று முற்றுப்புள்ளி வைப்பது மட்டுமே சட்டக் கல்வியின் தரத்தை உயர்த்திவிடாது. தற்போது அனுமதிக்கப்பட்டுள்ள கல்லூரிகளின் உள்கட்டமைப்பு வசதிகளையும் தொடர் ஆய்வுக்கு உட்படுத்த வேண்டும். சட்டக் கல்வி என்பது தொழிற்படிப்பும்கூட. முழுநேரமாகச் சட்டம் பயின்றவர்களையும், நீதிமன்ற அல்லது சட்ட ஆராய்ச்சி அனுபவம் கொண்டவர்களையும் ஆசிரியர்களாக நியமிப்பதே சரியான அணுகுமுறையாக இருக்க முடியும்.

Compulsory bond for PG medicos upheld SC Fixes Service Period At 2 Years, ₹20L For Breach

The Supreme Court has upheld the compulsory bond condition imposed by states for students taking admission in PG and speciality courses in government medical colleges and asked the Centre to frame a policy to make it mandatory for them to serve in public hospitals in rural areas for a certain period after passing out.
Noting that the government spends huge money on each medical student student, a bench of Justices L Nageswara Rao and Hemant Gupta on Tuesday said the condition is not illegal and arbitrary and is meant to ensure that specialist healthcare is extended to rural areas.
As the conditions imposed by different states are not uniform and the compulsory service period varies from 2-5 years while the bond amount in case of violation is also different across states and goes up to ₹50 lakh, the court fixed the service period at two years and penalty at ₹20 lakh.
As per the conditions imposed by states, a student has to execute a bond at the time of admission to postgraduate and super speciality courses in government colleges that they would serve in public hospitals and health centres after completing the course.
The court asked the Centre and Medical Council of India to step in and frame a uniform policy to be applicable across the country. “Taking note of the fact that certain state governments have rigid conditions in the compulsory bonds to be executed by the appellants (students) and the felt need of uniformity in the matter pertaining to the compulsory bonds, we suggest that suitable steps be taken by Centre and MCI to have a uniform policy regarding the compulsory service to be rendered by doctors who are trained in government institutions,” it said.
So far Andhra Pradesh, Goa, Gujarat, Himachal Pradesh, Karnataka, Kerala, Maharashtra, Odisha, Rajasthan, Tamil Nadu, Telangana and West Bengal have imposed provision for compulsory service. Justifying their policy, some of the states contended that an amount of over ₹50 lakh is spent on each student per year for specialization and doctors are also given stipend of around ₹90,000 per month while the annual fee is less than ₹80,000.
“Huge infrastructure has to be developed and maintained for running medical colleges with post-graduate and super speciality courses. The amount of fees charged from the students is meagre in comparison to private medical colleges. Reasonable stipend has to be paid to the doctors. Above all, the state governments have taken into account the need to provide healthcare to the people and scarcity of super specialists in their states. Consequently, a policy decision taken by the states to utilize the services of doctors who were beneficiaries of government assistance to complete their education cannot be termed arbitrary,” the bench said.
The apex court said the laudable objective behind policy is to protect the fundamental right of the deprived sections to have basic health services. “It is for the state to secure health to its citizens as its primary duty. No doubt the government is rendering this obligation by opening hospitals and health centres, but in order to make it meaningful, it has to be within the reach of its people, as far as possible, and it has to provide all facilities to employ best of talents,” it said.

காதல் முதல் வேலைவரை பல கல்லூரிகளில் பேசும்போது இளைஞர்கள் என்னிடம் அதிகம் கேட்கும் கேள்வி இதுதான்: “பயம், தாழ்வு மனப்பான்மையைப் போக்குவது எப்படி?” காதல் முதல் வேலைக்கான நேர்காணல்வரை மனத்தில் உள்ளதைச் சரியாகச் சொல்ல இயலாமல் தடுப்பவை அவர்களின் எண்ணங்களே. இதைப் பல கூட்டத்திலும் தனிநபர் ஆலோசனையிலும் தொடர்ந்து சொல்லிவருகிறேன். “ஏன் தாழ்வு மனப்பான்மை?” என்று கேட்டால் பெரும்பாலான காரணங்கள் என்னென்ன?
“எனக்கு இங்கிலீஷ் பேச வராது.” “கிராமத்தில படிச்சதாலே முன்னேற முடியலை” என்பது போன்ற மிக வலிமையான எதிர்மறை எண்ணங்கள். இவை எத்தனை காலம் எத்தனை படங்களை உள் மனத்திரையில் ஓட்டியிருக்கும், இவ்வளவு வலிமைபடைத்த எண்ணங்களை மாற்ற முடியுமா, என்ன?

“அது தாண்டா. நீ விழுறத பத்தி நினைச்சே. அதுவே நடந்துடுச்சு!”
நிஜமான மாயை
எதை வேண்டாம் என்று யோசிக்கிறோமோ அதுதான் கரு. ஆகக் கூடாது என்பது உள் நோக்கம். ஆனால், மனத்தின் கற்பனை ஓட்டத்தில் நிகழ்வது எதை வேண்டாம் என்று நினைக்கிறோமோ அதுதான். அது உள் மன ஆற்றலிலும் உடலின் ஒவ்வொரு அணுவுக்கும் இந்தச் செய்தியைப் பலமாகக் கொண்டுசெல்கிறது.
அது நடப்பதற்கான சூழலை உங்கள் மனம், உடல், உங்களைச் சுற்றிய பிரபஞ்ச சக்தியும் ஏற்படுத்தும். இது ஒன்றும் மாந்திரீகம் அல்ல. மிக எளிய அறிவியல் உண்மை.
உங்கள் எண்ணம் ஒரு படமாகத்தான் உள்மனத்தில் பதிவுசெய்யப்படுகிறது. அச்சு எழுத்துகளால் அல்ல. அதனால் காட்சி வடிவத்துக்கு உண்மையா பொய்யா, நன்மையா தீமையா என்ற பாகுபாடு கிடையாது. எண்ணங்களைக் கற்பனையில் சம்பவங்கள்போல ஓட்டிப் பார்ப்பது மனத்தின் வேலை. திரைப்படம் பார்க்கும்போதுகூட உணர்ச்சிவசப்படுவது இதனால்தான். கண் முன்னால் நடப்பது மாயை என்றாலும் உடலும் மனமும் அதை நிஜம்போலத்தான் பாவிக்கின்றன.
எதிர்மறையான நேர்மறை தேவையா?
ஒரு படத்தைவிட ஆயிரம் மடங்கு வீரியம்கொண்டவை எண்ணங்களால் தயாராகும் உள்மனப்படங்கள். காரணம் அவை ஒரே காட்சியைப் பலமுறை ஓட்டிப் பார்க்கும். ஏன்? ஒரே எண்ணத்தைத்தானே நாம் பலமுறை நினைத்து நினைத்துப் பார்க்கிறோம்.

இவையே இதற்குக் காரணிகள். வாழ்க்கை ஒரு இலக்கை நோக்கி ஓடுவதல்ல. போகும் பாதையை ரசிப்பது. தன் வாழ்க்கைக்குக் குறிக்கோள் கிடைக்காவிட்டால் பரவாயில்லை எனப் பிறர் வாழ்க்கைக்கு உதவலாமே. இன்று சேவைதான் சிறந்த சுய உதவி. உங்களை மறந்து பிறரைக் கவனத்தில் கொள்ளுங்கள். உங்களுக்கென ஆயிரம் கதவுகள் திறக்கும்.

நிர்வாக வசதிக்காக மாநிலங்கள் பிரிக்கப்படுவதையும், மாவட்டங்கள் பிரிக்கப்படுவதையும், மாநகராட்சிகள், நகராட்சிகள், பேரூராட்சிகள் உருவாக்கப்படுவதையும் தவிர்க்க முடியாது. விடுதலைக்குப் பிறகு பெரிய மாநிலங்கள் பல பிரிக்கப்பட்டதைத் தொடர்ந்து, வளர்ச்சி விரைவுபடுத்தப்பட்டிருக்கிறது என்பதை மறுக்க முடியாது. சிறிய மாநிலங்களேயானாலும் சிறப்பாகச் செயல்பட முடியும் என்பதற்கு ஹரியாணாவும் சத்தீஸ்கரும் எடுத்துக்காட்டுகள்.
ஒன்றுபட்டிருந்த சென்னை ராஜதானியில், தமிழகத்தில் சென்னை, செங்கல்பட்டு, வடஆற்காடு, தென்னாற்காடு, தஞ்சாவூர், திருச்சி, சேலம், கோவை, நீலகிரி, மதுரை, ராமநாதபுரம், திருநெல்வேலி என்று 12 மாவட்டங்கள் மட்டுமே இருந்தன. திருவிதாங்கூர் சமஸ்தானத்திலிருந்து கன்னியாகுமரி மாவட்டம் தமிழ்நாட்டோடு இணைக்கப்பட்டதைத் தொடர்ந்து 13-ஆக உயர்ந்தது.
கடந்த ஜனவரி மாதம் முதல் தமிழக முதல்வர் எடப்பாடி கே. பழனிசாமி இதுவரை ஐந்து புதிய மாவட்டங்களுக்கான அறிவிப்புகளை வெளியிட்டிருக்கிறார். எட்டு மாதங்களில் மிக அதிகமான மாவட்டங்கள் அறிவிக்கப்பட்டிருப்பது இதுதான் முதல் முறை. நீண்டகால கோரிக்கைகள் விரைந்து நிறைவேற்றப்படுகின்றன என்றும் இதை எடுத்துக்கொள்ளலாம்.
கடந்த ஜனவரியில் கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு புதிய மாவட்டம் அறிவிக்கப்பட்டது. திருநெல்வேலி மாவட்டத்தைப் பிரித்து தென்காசியைத் தலைமையிடமாகக் கொண்ட புதிய மாவட்டமும், காஞ்சிபுரத்தைப் பிரித்து செங்கல்பட்டு மாவட்டமும் உருவாக இருப்பதாக ஜூலை மாதத்தில் தெரிவிக்கப்பட்டது. இப்போது தனது சுதந்திர தின உரையில் வேலூர் மாவட்டத்தை மூன்றாகப் பிரித்து ராணிப்பேட்டை, திருப்பத்தூர் ஆகிய இடங்களைத் தலைமையிடமாகக் கொண்டு மேலும் இரண்டு புதிய மாவட்டங்கள் உருவாக இருப்பதாக முதல்வர் அறிவித்திருக்கிறார். தமிழகத்தில் மொத்தமுள்ள மாவட்டங்களின் எண்ணிக்கை 37-ஆக உயரப்போகிறது.
தமிழகத்தைப் பொருத்தவரை, மாவட்டங்கள் நிர்வாக வசதிக்காக மட்டுமல்லாமல், அரசியல் காரணங்களுக்காகவும் பிரிக்கப்படுகின்றன. திண்டுக்கல் மாவட்டத்துக்கு எம்ஜிஆர் ஆட்சிக் காலத்தில் அண்ணாவின் பெயரைச் சூட்டியதும், திமுக ஆட்சி அமைந்தபோது காஞ்சிபுரம் மாவட்டத்துக்கு அண்ணாவின் பெயரைச் சூட்டியதும் அரசியலல்லாமல் வேறென்ன?
மக்கள்தொகைப் பெருக்கம் ஒருபுறம், மக்களுடைய எதிர்பார்ப்பு அதிகரித்திருப்பது இன்னொருபுறம், நிர்வாகத் தேவைகள் விரிவடைந்திருப்பது மற்றொருபுறம், ஒட்டுமொத்த சமஸ்தானத்தை திவான் ஒருவரே நிர்வகித்து வந்ததும், மாநிலங்களை ஆங்கிலேயே ஆளுநர்கள் தங்களுடைய நேரடிக் கட்டுப்பாட்டில் வைத்திருந்ததும் பழங்கதை. இன்று சாத்தியம் அல்ல.
மாவட்டங்கள் பிரிக்கப்படுவதும், சிறிய மாவட்டங்கள் உருவாக்கப்படுவதும் தவிர்க்க முடியாதவை. மாவட்டங்கள் பிரிக்கப்படுவதால் நிர்வாகச் செலவு கூடும் என்பதில் அர்த்தமில்லை. வரி வருவாய் அதிகரிக்கிறது என்பதையும் கணக்கில் கொண்டால், சிறிய மாவட்டங்கள் விரைவான வளர்ச்சிக்கு வழிகோலும் என்பதை உணர முடியும்.
மாவட்டங்களைப் பிரிக்கும்போது அரசியல் காரணங்களுக்காக மட்டுமே பிரிப்பதால், தேவையில்லாத பிரச்னைகளும் முரண்களும் ஏற்படுகின்றன. நாகப்பட்டினம் மாவட்டம், மயிலாடுதுறையை தலைமையிடமாகக் கொண்டு தனி மாவட்டமாகப் பிரிக்கப்படாமல் திருவாரூர் மாவட்டம் உருவாக்கப்பட்டதன் விளைவால், இப்போதும் மயிலாடுதுறை மக்கள் மாவட்டத் தலைநகரான நாகப்பட்டினத்துக்கு திருவாரூர் வழியாகச் செல்ல வேண்டிய அவலம் தொடர்கிறது.
இப்போது வேலூர் மாவட்டம் திருப்பத்தூர், ராணிப்பேட்டை என்று மூன்றாக பிரிக்கப்பட்டிருக்கும் அறிவிப்பைத் தொடர்ந்து, அரக்கோணத்தை ராணிப்பேட்டை மாவட்டத்துடன் இணைக்காமல் காஞ்சிபுரத்துடன் இணைக்கவும், ஆம்பூரை திருப்பத்தூர் மாவட்டத்துடன் இணைக்காமல் வேலூரில் தொடரவும் கோரிக்கைகள் எழுந்திருக்கின்றன.
நாடாளுமன்றத் தொகுதிகள் மாவட்டமாக இருக்கும் வகையில் திருத்தி அமைக்கப்பட்டால், நிர்வாகம் மேம்படும் என்பது மட்டுமல்லாமல், அந்தந்த மாவட்ட மக்களின் பிரச்னைகளை நாடாளுமன்றத்தில் எழுப்புவதற்கு அது வழிகோலக்கூடும்.
நாடாளுமன்ற உறுப்பினரும், அப்படி அமையும் மாவட்டத்திலுள்ள சட்டப்பேரவை உறுப்பினர்களும் தங்களது தொகுதி மேம்பாட்டு நிதியை மாவட்டத்தின் வளர்ச்சிக்கு வழங்க முடியும். அதுபோன்ற வரைமுறையை ஏற்படுத்தாமல் அரசியல் காரணங்களுக்காக மாவட்டங்கள் உருவாகும்போது, எதிர்பார்த்த வளர்ச்சி ஏற்படாமல் போகும்.
மாவட்டங்களைப் பிரிப்பதற்கு முன்னால், முறையான ஆய்வு நடத்தப்பட்டு பொதுமக்களின் கருத்துகள் கோரப்பட்டு மக்கள் நலன், நிர்வாக வசதி ஆகியவற்றின் அடிப்படையில் உருவாக்குவதுதான் சரியான அணுகுமுறையாக இருக்கும். வேலூர் மாவட்டம் பிரிக்கப்பட்டதைத் தொடர்ந்து இப்போது தமிழகத்தின் மிகப் பெரிய மாவட்டமாக திகழும் சேலம் பிரிக்கப்பட வேண்டுமென்றும், பொள்ளாச்சி தனி மாவட்டமாக வேண்டுமென்றும், கும்பகோணத்தை தலைமையிடமாகக் கொண்டு மாவட்டம் உருவாக்கப்பட வேண்டும் என்றும் கோரிக்கைகள் எழுந்திருக்கின்றன. இப்படியே போனால், பேரூராட்சிகளெல்லாம் மாவட்டமாக வேண்டும் என்கிற கோரிக்கை எழக்கூடும்.
மாவட்ட சீரமைப்புக் குழு அமைக்கப்பட்டு அனைத்துத் தரப்பு மக்களின் கருத்துகளைக் கேட்டறிந்து, நாடாளுமன்றத் தொகுதிகள் மாவட்டங்களாக அறிவிக்கப்படுவதுதான் நிரந்தரமான தீர்வாகஇருக்கும்!

நிர்வாக வசதிக்காக மாநிலங்கள் பிரிக்கப்படுவதையும், மாவட்டங்கள் பிரிக்கப்படுவதையும், மாநகராட்சிகள், நகராட்சிகள், பேரூராட்சிகள் உருவாக்கப்படுவதையும் தவிர்க்க முடியாது. விடுதலைக்குப் பிறகு பெரிய மாநிலங்கள் பல பிரிக்கப்பட்டதைத் தொடர்ந்து, வளர்ச்சி விரைவுபடுத்தப்பட்டிருக்கிறது என்பதை மறுக்க முடியாது. சிறிய மாநிலங்களேயானாலும் சிறப்பாகச் செயல்பட முடியும் என்பதற்கு ஹரியாணாவும் சத்தீஸ்கரும் எடுத்துக்காட்டுகள்.
ஒன்றுபட்டிருந்த சென்னை ராஜதானியில், தமிழகத்தில் சென்னை, செங்கல்பட்டு, வடஆற்காடு, தென்னாற்காடு, தஞ்சாவூர், திருச்சி, சேலம், கோவை, நீலகிரி, மதுரை, ராமநாதபுரம், திருநெல்வேலி என்று 12 மாவட்டங்கள் மட்டுமே இருந்தன. திருவிதாங்கூர் சமஸ்தானத்திலிருந்து கன்னியாகுமரி மாவட்டம் தமிழ்நாட்டோடு இணைக்கப்பட்டதைத் தொடர்ந்து 13-ஆக உயர்ந்தது.
கடந்த ஜனவரி மாதம் முதல் தமிழக முதல்வர் எடப்பாடி கே. பழனிசாமி இதுவரை ஐந்து புதிய மாவட்டங்களுக்கான அறிவிப்புகளை வெளியிட்டிருக்கிறார். எட்டு மாதங்களில் மிக அதிகமான மாவட்டங்கள் அறிவிக்கப்பட்டிருப்பது இதுதான் முதல் முறை. நீண்டகால கோரிக்கைகள் விரைந்து நிறைவேற்றப்படுகின்றன என்றும் இதை எடுத்துக்கொள்ளலாம்.
கடந்த ஜனவரியில் கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு புதிய மாவட்டம் அறிவிக்கப்பட்டது. திருநெல்வேலி மாவட்டத்தைப் பிரித்து தென்காசியைத் தலைமையிடமாகக் கொண்ட புதிய மாவட்டமும், காஞ்சிபுரத்தைப் பிரித்து செங்கல்பட்டு மாவட்டமும் உருவாக இருப்பதாக ஜூலை மாதத்தில் தெரிவிக்கப்பட்டது. இப்போது தனது சுதந்திர தின உரையில் வேலூர் மாவட்டத்தை மூன்றாகப் பிரித்து ராணிப்பேட்டை, திருப்பத்தூர் ஆகிய இடங்களைத் தலைமையிடமாகக் கொண்டு மேலும் இரண்டு புதிய மாவட்டங்கள் உருவாக இருப்பதாக முதல்வர் அறிவித்திருக்கிறார். தமிழகத்தில் மொத்தமுள்ள மாவட்டங்களின் எண்ணிக்கை 37-ஆக உயரப்போகிறது.
தமிழகத்தைப் பொருத்தவரை, மாவட்டங்கள் நிர்வாக வசதிக்காக மட்டுமல்லாமல், அரசியல் காரணங்களுக்காகவும் பிரிக்கப்படுகின்றன. திண்டுக்கல் மாவட்டத்துக்கு எம்ஜிஆர் ஆட்சிக் காலத்தில் அண்ணாவின் பெயரைச் சூட்டியதும், திமுக ஆட்சி அமைந்தபோது காஞ்சிபுரம் மாவட்டத்துக்கு அண்ணாவின் பெயரைச் சூட்டியதும் அரசியலல்லாமல் வேறென்ன?
மக்கள்தொகைப் பெருக்கம் ஒருபுறம், மக்களுடைய எதிர்பார்ப்பு அதிகரித்திருப்பது இன்னொருபுறம், நிர்வாகத் தேவைகள் விரிவடைந்திருப்பது மற்றொருபுறம், ஒட்டுமொத்த சமஸ்தானத்தை திவான் ஒருவரே நிர்வகித்து வந்ததும், மாநிலங்களை ஆங்கிலேயே ஆளுநர்கள் தங்களுடைய நேரடிக் கட்டுப்பாட்டில் வைத்திருந்ததும் பழங்கதை. இன்று சாத்தியம் அல்ல.
மாவட்டங்கள் பிரிக்கப்படுவதும், சிறிய மாவட்டங்கள் உருவாக்கப்படுவதும் தவிர்க்க முடியாதவை. மாவட்டங்கள் பிரிக்கப்படுவதால் நிர்வாகச் செலவு கூடும் என்பதில் அர்த்தமில்லை. வரி வருவாய் அதிகரிக்கிறது என்பதையும் கணக்கில் கொண்டால், சிறிய மாவட்டங்கள் விரைவான வளர்ச்சிக்கு வழிகோலும் என்பதை உணர முடியும்.
மாவட்டங்களைப் பிரிக்கும்போது அரசியல் காரணங்களுக்காக மட்டுமே பிரிப்பதால், தேவையில்லாத பிரச்னைகளும் முரண்களும் ஏற்படுகின்றன. நாகப்பட்டினம் மாவட்டம், மயிலாடுதுறையை தலைமையிடமாகக் கொண்டு தனி மாவட்டமாகப் பிரிக்கப்படாமல் திருவாரூர் மாவட்டம் உருவாக்கப்பட்டதன் விளைவால், இப்போதும் மயிலாடுதுறை மக்கள் மாவட்டத் தலைநகரான நாகப்பட்டினத்துக்கு திருவாரூர் வழியாகச் செல்ல வேண்டிய அவலம் தொடர்கிறது.
இப்போது வேலூர் மாவட்டம் திருப்பத்தூர், ராணிப்பேட்டை என்று மூன்றாக பிரிக்கப்பட்டிருக்கும் அறிவிப்பைத் தொடர்ந்து, அரக்கோணத்தை ராணிப்பேட்டை மாவட்டத்துடன் இணைக்காமல் காஞ்சிபுரத்துடன் இணைக்கவும், ஆம்பூரை திருப்பத்தூர் மாவட்டத்துடன் இணைக்காமல் வேலூரில் தொடரவும் கோரிக்கைகள் எழுந்திருக்கின்றன.
நாடாளுமன்றத் தொகுதிகள் மாவட்டமாக இருக்கும் வகையில் திருத்தி அமைக்கப்பட்டால், நிர்வாகம் மேம்படும் என்பது மட்டுமல்லாமல், அந்தந்த மாவட்ட மக்களின் பிரச்னைகளை நாடாளுமன்றத்தில் எழுப்புவதற்கு அது வழிகோலக்கூடும்.
நாடாளுமன்ற உறுப்பினரும், அப்படி அமையும் மாவட்டத்திலுள்ள சட்டப்பேரவை உறுப்பினர்களும் தங்களது தொகுதி மேம்பாட்டு நிதியை மாவட்டத்தின் வளர்ச்சிக்கு வழங்க முடியும். அதுபோன்ற வரைமுறையை ஏற்படுத்தாமல் அரசியல் காரணங்களுக்காக மாவட்டங்கள் உருவாகும்போது, எதிர்பார்த்த வளர்ச்சி ஏற்படாமல் போகும்.

2020 ஆம் ஆண்டுக்கான நீட் தேர்வு மே 3ஆம் தேதி நடைபெறும் என்று தேசிய தேர்வு முகமை அறிவித்துள்ளது.
மருத்துவ படிப்பில் சேர்வதற்காக தேசிய அளவில் நீட் என்ற பொது நுழைவுத்தேர்வு நடத்தப்பட்டு வருகிறது. இந்நிலையில் 2020 ஆம் ஆண்டுக்கான நீட் தேர்வின் தேதியை தேசிய தேர்வு முகமை இன்று வெளியிட்டுள்ளது. இதன்படி, நீட் தேர்வு அடுத்தாண்டு மே 3ஆம் தேதி நடைபெறுகிறது.

திருநெல்வேலி, பாரா மெடிக்கல் கல்லுாரி தாளாளர் அபுதாஹீர் 43, விஷம் குடித்து தற்கொலை செய்து கொண்டார்.திருநெல்வேலி மாவட்டம் கடையநல்லுார் கிருஷ்ணாபுரத்தை சேர்ந்தவர் அபுதாஹீர். பாரா மெடிக்கல் கல்லுாரி தாளாளர். இரண்டு ஆண்டுகளுக்கு முன்பு கல்லுாரியின் அனுமதி ரத்து செய்யப்பட்டது. நேற்று முன்தினம் மாலை கருப்பாநதி அணைக்கு சென்று அங்கு வைத்து விஷம் குடித்துவிட்டு வீட்டிற்கு தகவல் தெரிவித்தார்.குடும்பத்தினர் அவரை மீட்டு மருத்துவமனைக்கு கொண்டு சென்றனர். சிகிச்சை பலனின்றி நேற்று அவர் இறந்தார். சொக்கம்பட்டி போலீசார் விசாரிக்கின்றனர்.

Chennai: The Madras high court has directed the Tamil Nadu Dr.M.G.R. Medical University to grant affiliation to Sri Muthukumaran Medical College Hospital and Research Institute at Mangadu in Chennai, after getting undertaking from them that within a period of three months, they will rectify the defects pointed out by the Inspection team.
Justice G.Jayachandran gave the directive while disposing of a petition from the college, which sought a direction to the University to include the petitioner college in the seat matrix for the academic year 2019-2020 so as to enable admission of students before August 31, 2019.
The judge said the Institution was running with approval from MCI. The Dr MGR medical university has also affiliated the college and while releasing the seat matrix for admission in the academic year 2019-2020, the college has been included in the seat matrix permitting intake of 150 seats. However, in view of the show cause notice issued by the CMDA for lock and seal of 14 buildings under the petitioner trust, the University has revoked the permission granted to the institution for admitting students. This has forced the petitioner to approach this court, the judge added.
The judge said the petitioner trust has now approached the CMDA for regularization of the buildings constructed without approval and the matter was pending consideration. In the said circumstances, the government has also taken a positive view, on the representation given by the Institute and addressed to the University to consider the petitioner’s representation and take appropriate decision to include the institution in the seat matrix for the academic year 2019-2020, subject to the condition that the Institute shall furnish a declaration stating that the planning permission for the 7 buildings of Sri Muthukumaran Medical College and Research Institute will be ubtained from the CMDA within three months. Pursuant to this letter, the university has deputed an inspection team, which after inspection, pointed out certain defects, the judge added.
The judge said the university in its counter expressed apprehension as to what will happen to the students admitted, if the institute fails to rectify the defects pointed out within 3 months. The defects pointed out by the inspection committee appear to be compliable, if really the Institute genuinely wants to rectify and comply.
“This court is of the opinion that the Institute may not take the risk of disaffiliation by not complying the undertaking, to rectify the defects pointed out by the Inspection Committee within three months. The last defect regarding the approval of CMDA, the government communication indicates that the CMDA will consider the representation of the petitioner for regularization of the building and will re-visit its earlier demolition notice. Even otherwise, the petitioner has come forward to provide alternate building to accommodate the college and hospital”, the judge added.

In the said circumstances, the government has also taken a positive view, on the representation given by the Institute and addressed to the University to consider the petitioner’s representation and take appropriate decision to include the institution in the seat matrix for the academic year 2019-2020, subject to the condition that the Institute shall furnish a declaration stating that the planning permission for the 7 buildings of Sri Muthukumaran Medical College and Research Institute will be ubtained from the CMDA within three months. Pursuant to this letter, the university has deputed an inspection team, which after inspection, pointed out certain defects, the judge added.
The judge said the university in its counter expressed apprehension as to what will happen to the students admitted, if the institute fails to rectify the defects pointed out within 3 months. The defects pointed out by the inspection committee appear to be compliable, if really the Institute genuinely wants to rectify and comply.
“This court is of the opinion that the Institute may not take the risk of disaffiliation by not complying the undertaking, to rectify the defects pointed out by the Inspection Committee within three months. The last defect regarding the approval of CMDA, the government communication indicates that the CMDA will consider the representation of the petitioner for regularization of the building and will re-visit its earlier demolition notice. Even otherwise, the petitioner has come forward to provide alternate building to accommodate the college and hospital”, the judge added.

CHENNAI: Extension of service beyond the age of superannuation cannot be claimed as a matter of right, the Madras High Court has held. Justice S Vaidyanathan gave the ruling, while dismissing a writ petition from one S Rajendran. Rajendran served as a lecturer in the department of mathematics in the Jawahar Science College in Neyveli, Cuddalore district, which is governed by Section 2 (8) of the TN Private Colleges Act, and was relieved from service on April 30, 2016, on his crossing the retirement age of 58 years. CHENNAI: E-commerce giant Amazon which has doubled its last-mile delivery network in Tamil Nadu on Thursday announced the launch of its largest "delivery station" in the state.
Located in Chennai, the new station will enable Amazon to strengthen its last-mile delivery network and ensure faster deliveries across the city.
Delivery stations enable Amazon Logistics to supplement capacity and provide flexibility to Amazon's delivery capabilities to support the growing volume of customer orders.

The company also announced the expansion of its delivery network in Tamil Nadu including cities and towns like Namakkal, Tiruchengodu, Sivakasi, Krishnagiri and Tiruvallur, to name a few.
"We have doubled our last-mile delivery network in the state and also opened Tamil Nadu's largest delivery station spread across 24,000 square feet of space," Prakash Rochlani, Director, Last Mile Transportation, Amazon India, said in a statement.
"This expansion will further create thousands of work opportunities for individuals in Tamil Nadu as we continue to remain committed to our long term investment in infrastructure and technology in the state," Rochlani said.
The growth of the delivery network will enable Amazon to penetrate further into smaller towns across Tamil Nadu and have a direct delivery presence in more than 1200 pin codes of the state with a significant number of customers now being able to enjoy one-day and two-delivery promises.
The announcement comes a day after Amazon opened its largest campus building in the world in Hyderabad, reaffirming its long-term commitment to India.

The US Consulate General in Chennai, Robert Burgess, invited the public to visit the American Centre and tour its 50th-anniversary historical photo exhibit and the new ‘S Muthiah Collection’. Held on the eve of the 380th founding of Madras, the event celebrated the longstanding cultural, educational, and commercial ties between the United States and South India.
“As we mark five decades of operating the Consulate and American Centre at this location in Gemini Circle, we celebrate not only our iconic building, but the people - students, dignitaries, American Centre patrons, exchange participants, business people, scholars, and staff - who have brought special meaning and great substance to the relationship of the United States of America with this city and the larger South India region,’’ said Juster, according to the statement.

CHENNAI: After two years of struggle, a girl from West Bengal, recovered Rs 3.6 lakh pending with a private dental college, thanks to the intervention of the District Legal Services Authority.
Smrikana Biswas enrolled herself for the dental course at the Thai Moogambikai Dental College and Hospital in 2017, by paying a sum of Rs 4.50 lakh under the assurance from the college authorities that her fees will be repaid in case she drops out prior to attending the classes.
Smrikana Biswas, without attending a single class, left for West Bengal to pursue other opportunities. However, the college authorities failed to repay the sum collected. Despite reminders, they did not heed to the request and Smrikana Biswas’s parents knocked on the doors of the District Legal Services Authority.
Speaking to TNIE, I Jayanthi, the secretary of the District Legal services, said that the entire issue has been pending for two years and the college authorities failed to repay the same. She further added that the parents of the girl came to Chennai and petitioned the department through which the complaint was taken up.
On Wednesday, the college authorities held a meeting in the presence of the girl’s parents and Jayanthi, where an amicable solution was arrived at. They handed over a cheque of Rs 3.60 lakh to the parents. Daman Prosad Biswas, the girl’s father, lauded the efforts of the DLSA.

CHENNAI: Is the six-year old building at Government Stanley Medical College Hospital developing cracks? The building which was inaugurated by former Chief Minister J Jayalalithaa in 2013 has been showing visible cracks.Authorities have written to the Public works Department officials to inspect it and certify whether it is safe.
A Public works department official, who is in-charge of the hospital building, told Express that he had written the letter to the planning and design wing of the PWD after noticing the visible cracks. "Yes, its a new building, but it started developing cracks. Last week we wrote a letter to the Planning and Design Wing of the PWD. They have to come and inspect the building and tell whether its safe or
not", the official said.
The New Tower Block (NTB) has 400 beds capacity and houses many departments like Emergency and Casuality, Orthopaedics, Cardiology, Radio Diagnosis, Nephrology, and Convicts ward.
When contacted by Express, Dr M Ramesh, Resident Medical Officer of Government Stanley Medical College Hospital said," They are expansion joints given during the construction and not cracks". This was echoed by a former PWD official. "If the building length exceeds 40m, we have to provide expansion joint. It is to allow thermal expansion. The officials leave 20cm gap. So, its not a crack but purposeful method done by the engineers," he said.
It was also learnt that Dr R Shanthi Malar, Dean, Government Stanley Medical College Hospital also wrote a letter to the PWD officials. However, she told Express,"Nothing has come to my knowledge. Regarding the issue, there is no fault in the building, and all the departments are functioning well". She also denied contacting PWD officials.
According to officials, the building construction was started in around 2010 and completed in 2013. The same year, it was inaugurated by the then Chief Minister through video conferencing from the Secretariat. It was constructed at a cost of around Rs 75 crores.

M. Mansoor Ali, a social science teacher at Diamond Jubilee Higher Secondary School in Gobichettipalayam and R. Selvakkannan, Headmaster of Panchayat Union Primary School at K. Paramathi in Karur have been selected from the State for the national award for best teachers for 2018.
A communication they received from the Ministry of Human Resource Development (Department of School Education and Literacy), states the award will be presented to them at Vigyan Bhawan in New Delhi on September 5. It carries a certificate of merit, a cash award of ₹50,000 and a silver medal.
Mr. Mansoor Ali, who has been teaching for 27 years, also holds a doctoral degree. He told The Hindu that his simple method of teaching, 3D method of teaching Indian map, teaching through wall paintings, distribution of 2,000 saplings to students and the public every year and creating awareness among the students on national integration through drawings were his focus areas. Also, organic farming is done in the school garden, involving students.
A resource person for the State Council of Education Research and Training, he had also prepared the social science manual for Continuous and Comprehensive Evaluation for Class 9. Among other awards he had received was the State Environmental Award.
Mr. Selvakkannan took over as the headmaster of the school in K. Paramathi in 2005 and improved the infrastructure of the school with ₹75 lakh donated by the villagers, alumni and parents. He said that the school had transformed in the past 14 years and had received the State Government’s innovative school award. The school has a green campus with a herbal garden. The campus was brought under CCTV surveillance to ensure safety for students, he said.

Differentiating between issues being adjudicated by other High Courts and that which they were dealing with, the judges said, a decision was taken by them long back to “not address” the prayers as such in the two PIL petitions in view of the Supreme Court verdict upholding the constitutional validity of Aadhaar with riders.
In a majority opinion delivered in Justice K.S. Puttaswamy’s case on September 26, 2018, the Supreme Court had held that there was nothing wrong in linking Aadhaar with the Permanent Account Number (PAN) issued by the Income Tax department but declared as unconstitutional its linkage with bank accounts and SIM cards.

However, when the State police complained to the court about lack of cooperation by most of the social media giants in solving cyber crimes, the Bench decided to adjudicate that issue alone in terms of the provisions of the Information Technology Act of 2000 and the statutory rules framed thereunder.
Senior counsel Mukul Rohatgi, representing one of the social media companies, stated that all these issues were brought to the notice of the Supreme Court on Tuesday by Attorney General K.K. Venugopal. Yet, the apex court had restrained the Madras High Court from passing any kind of “effective order” on the PIL petitions.
Stating that it was actually a polite way of asking the High Court to not proceed with the hearing on the PIL petitions until a decision was taken by the apex court on the transfer petitions, the senior counsel urged the court to simply adjourn the hearing after September 13, the next date of hearing on the transfer plea.
Accepting his submissions, the Bench led by Justice Manikumar adjourned the hearing on the two PIL petitions to September 19. It said, propriety would demand that the High Court await the decision of the superior court.

Differentiating between issues being adjudicated by other High Courts and that which they were dealing with, the judges said, a decision was taken by them long back to “not address” the prayers as such in the two PIL petitions in view of the Supreme Court verdict upholding the constitutional validity of Aadhaar with riders.

The Madurai Bench of the Madras High Court on Wednesday summoned the Director of Medical and Rural Health Services to assist the court in a public interest litigation petition that sought a direction to the State to ensure adequate infrastructure at Ramanathapuram Government Headquarters Hospital.
A Division Bench of Justices M. Sathyanarayanan and B. Pugalendhi summoned the Director to be present before the court and adjourned the hearing till September 17. The court was hearing the petition filed by G. Thirumurugan of Ramanathapuram, who sought a direction to the State to fill up vacancies in key posts at the hospital and provide basic infrastructure.
In an earlier hearing, the court had raised queries over the infrastructure of district headquarters hospitals across the State.
The court asked whether CT, MRI and ultrasound scan, ECG, ECHO facilities, operation theatres and ICUs were available at these hospitals.
The court further sought details of vacancies in key posts at the hospitals and asked whether the attendance of staff was marked in biometric system.
The court also sought information on the hygiene of the premises and asked whether ambulances in running condition were available at the hospitals.

A video of a Regional Transport Office employee here allegedly accepting a bribe is being circulated on social media.
In the nearly fine-minute video, which has been captured surreptitiously, a youth is seen giving ‘bribe’ to the RTO employee sitting in front of a computer.
Regional Transport Officer S. Mannar Mannan said that the video seemed to have been shot in the Learner Licence section, where capturing of pictures and other data entry works had been outsourced to an agency. He said that action would be taken against those involved in the incident.

The correspondent of a private nursing college allegedly committed suicide by consuming poison.
Police said Abuthahir, 43, of Krishnapuram near Kadayanallur, who was the correspondent of a private nursing college in the same area, was found unconscious near Karuppanadhi dam on Tuesday.
After administration of first aid, Abuthahir was rushed to Tirunelveli Medical College Hospital, where he died on Wednesday morning.
Chokkampatti police, who registered a case in this connection, suspect that Abuthahir might have taken the extreme step following a domestic quarrel or due to health issues.
Those in distress or having suicidal tendencies could seek help and counselling by calling State’s health helpline 104 or Chennai-based Sneha’s suicide prevention helpline 044-24640050.

More than 42 lakh teachers and principals of primary and elementary-age government schools across the country will undergo a five-day training programme over the next few months to learn innovative teaching methods, the use of art and technology in the classroom and basic counselling techniques.
On Wednesday, the Human Resource Development Ministry kicked off the National Initiative for School Heads' and Teachers' Holistic Advancement (NISHTHA), calling it “the world’s largest teachertraining programme”.
“We need to support our teachers so they can encourage critical thinking among students rather than rote learning,” said School Education Secretary Rina Ray at the inauguration of NISHTHA.
