மறக்கமுடியாத திரையிசை: கவிஞருக்கும் இசைஞருக்கும் போட்டி! 




அது 1972-ம் ஆண்டு. சாண்டோ சின்னப்பா தேவரின் ‘தெய்வம்’ படத்துக்கான பாடல்களுக்காக இசை அமைப்பாளர் குன்னக்குடி வைத்தியநாதன், தயாரிப்பாளர் சின்னப்பாதேவர் ஆகியோர் கவியரசு கண்ணதாசனின் வருகைக்காகக் காத்துக்கொண்டிருந்தனர்.

கவிஞருக்கு இது ஒரு சவால்தான். காட்சி அமைப்புக்கான பாடல் என்றால் மனிதர் பின்னி எடுத்துவிடுவார். இதுவோ எந்தக் கதைப்போக்கும் இல்லாத முருகன் தலங்களில் நடக்கும் திருவிழாக்கள் சம்பந்தப்பட்ட பாடல்களாக எழுத வேண்டும்.

கவிஞர் ஒரு சிக்கலில் மாட்டிக்கொண்டிருந்த நேரம் அது. அவருடைய நான்காம் மகளுக்குத் திருமண நாள் நெருங்கிக்கொண்டிருந்தது. எதிர்பார்த்த இடத்திலிருந்து பணம் கைக்கு வராத சூழல்.

என்னதான் கடவுள் மேல் பாரத்தைப் போட்டிருந்தாலும் ஒரு தகப்பனுக்கே உரிய கவலைகள் மனதின் மூலையில் கறையானாக அரித்துக்கொண்டுதான் இருந்தன. அந்தக் கவலைகளோடு பாட்டெழுத வந்த கவிஞரை வரவேற்றார் தேவர்.

“முருகா... நம்ம படத்துலே முதல்லே மருதமலை தைப்பூசத் திருவிழாவைக் காட்டப் போறோம். அதுக்கான பாட்டை முதல்லே கொடுங்க” என்று கேட்டுக்கொண்டார் தேவர்.

இசை அமைப்பாளர் குன்னக்குடி வைத்தியநாதனோ கவிஞரை அப்போது ஒரு சவாலுக்கு அழைத்தார்.

“கவிஞரே. இப்போ உங்க பேனாவுக்கும் என் வயலினுக்கும் ஒரு போட்டி வச்சுக்கலாம். நான் வயலினில் வேகமா ஒரு மெட்டை வாசிப்பேன். அந்த வேகத்துக்குக் குறையாம நீங்க சட்டுன்னு பல்லவியைச் சொல்லணும்” என்றார் விளையாட்டாக.

இதெல்லாம் வழக்கமாக இசை அமைப்பாளரும் பாடலாசிரியரும் தத்தம் திறமைகளை நட்போடு வெளிப்படுத்திக்கொள்ள நடத்திக்கொள்ளும் உற்சாகமான ஆரோக்கியமான போட்டி. அதுவும் கவியரசருடன் பாடல் பதிவு என்றாலே இசையமைப்பாளருக்கு உற்சாகக் கொண்டாட்டம்தான்.

கவலையை மனதின் ஓரத்தில் தள்ளிவைத்துவிட்டு உற்சாகமாக நிமிர்ந்தவராக “அவ்வளவுதானே. வாசித்துக் காட்டுங்க பார்க்கலாம்” என்று போட்டிக்குத் தயாரானார் கவியரசர்.

மறுகணம் குன்னக்குடியின் விரல்கள் வேகமாக - லாகவமாக வயலினில் விளையாடின. தர்பாரி கானடா ராகத்தின் ஸ்வரங்கள் நறுக்குத் தெறித்தாற்போல வந்து விழுந்தன. வாசித்து முடித்துவிட்டுத் தலை நிமிர்வதற்குள்.. கவிஞர் மடை திறந்த வெள்ளம் போல வார்த்தைகளைப் பொழிய ஆரம்பித்தார்.

“கோடி மலைகளிலே கொடுக்கும் மலை எந்த மலை

கொங்கு மணி நாட்டினிலே குளிர்ந்த மலை எந்த மலை


தேடி வந்தோர் இல்லமெல்லாம் செழிக்கும் மலை எந்த மலை

தேவாதி தேவரெல்லாம் தேடி வரும் மருதமலை”

‘அட’ என்று வியந்த குன்னக்குடி, “கவிஞரே. இப்போ பல்லவியை வாசிக்கறேன். வார்த்தைகளைச் சொல்லுங்க பார்க்கலாம்” என்று வயலினில் வில்லைப் பொருத்தி ஒரு வீச்சு வீசி முடித்து வில்லை எடுப்பதற்குள் வார்த்தைகள் தெறித்து விழுந்தன கவியரசரிடமிருந்து.

“மருதமலை மாமணியே முருகையா

தேவரின் குலம் காக்கும் வேலய்யா அய்யா…”

அடுத்த கணம் தனது வயலினைக் கீழே வைத்துவிட்டு எழுந்து வந்த குன்னக்குடி, “கவிஞரே உங்க பேனாவுக்கு முன்னாலே என்னோட வயலின் தோத்துப் போயிடுத்து” என்று மனமாரப் பாராட்டித் தனது தோல்வியை ஒப்புக்கொண்டார். அங்கு வந்த சின்னப்பா தேவரிடம் நடந்த சம்பவத்தை விவரித்துப் பாடல் வரிகளையும் சொல்லிக் காட்டினார்.



உற்சாகம் தாங்கவில்லை தேவருக்கு.

‘முருகா... கவிஞன் வாயிலே இருந்து வார்த்தை வந்தா அதுதான் சத்தியம். கவிஞரே… தேவரின் குலம் காக்கும் வேலய்யான்னு என் பரம்பரையையே முருகன் காப்பாத்துவான்னு சொல்லிப்புட்டீங்களே…” என்று பரவசப்பட்டுப் போனார் தேவர்.

உண்மையில் கவிஞர் குறிப்பிட்டது அசுரரை வென்று முருகன் தேவர்களது குலம் காத்த சம்பவத்தைத்தான். ஆனால், அதனை தனக்கே சொன்னதாக எடுத்துக்கொண்டு பூரித்துப் போனார் சின்னப்பா தேவர்.

அந்தப் பூரிப்பு தந்த உற்சாகத்துடன் “கவிஞரே. உங்க பொண்ணு கல்யாணத்துக்கு ஒரு லட்ச ரூபாய் நான் தரேன். அது மட்டுமில்லே கல்யாணமும் என்னோட மண்டபத்திலேயேதான் நடக்கணும். அதுக்கு ஒரு பைசா கூடா வேண்டாம்” என்றார்.

கவிஞருக்கு மெய்சிலிர்த்தது.


“நான் கண்ணனை நம்பினேன். அவன் கந்தனின் வடிவில் வந்து எனது கவலையைத் தீர்த்துவிட்டான்” என்று உள்ளம் நெகிழ்ந்தது.

சொன்னதோடு நிற்காமல் செயலிலும் சின்னப்பாதேவர் காட்ட, கவியரசரின் மகளின் திருமணம் வெகு விமரிசையாக நடந்தேறியது.

‘தெய்வம்’ படப் பாடல்களை கர்னாடக இசையில் முன்னணிக் கலைஞர்களாக இருப்பவர்களைப் பாடவைக்கலாம் என்று குன்னக்குடி வைத்தியநாதன் சின்னப்பாதேவரிடம் சொல்ல “நீ யாரை வேணுமானாலும் பாட வைச்சிக்க. ஆனா எனக்குக் கண்டிப்பா டி.எம்.எஸ். வேணும். சீர்காழியையும் கூடச் சேர்த்துக்க” என்ற நிபந்தனையோடு சம்மதித்தார் தேவர்.

‘மருதமலை மாமணியே’ பாடலை அமரர் மதுரை சோமசுந்தரம் அவர்கள் பாட - பாடல் பதிவு நடந்துகொண்டிருந்தது.

“கோடிகள் குவிந்தாலும் கோமகனை மறவேன்.

நாடி என் வினை தீர நான் வருவேன்.

அஞ்சுதல் நிலை மாறி ஆறுதல் உருவாக

எழு பிறப்பிலும் உன்னை எட்டுவேன்."

எளிமையாக அமைந்த சரண வரிகளை உணர்ச்சிப்பெருக்கோடு பாடிக்கொண்டே வந்த வந்தவர், ’வருவாய்… குகனே... வேலய்யா...’ என்று பாடலை உச்சத்தில் ஏற்றி நிறுத்தி முடிக்கும்போது தன்னிலை மறந்து அப்படியே மயங்கி விழுந்த சம்பவமும் நடந்தது.

திரைப்படத்துக்காக மதுரை சோமு பாடிய பாடல் இது ஒன்றே ஒன்றுதான்.

ஆனால், இன்றளவும் அவர் பெயர் சொன்னால் உடனேயே சட்டென்று நினைவுக்கு வருமளவுக்கு முத்திரை பதித்த பாடல் இது!

உலகத்தில் எத்தனையோ தொழில்கள் இருந்தாலும் முதலிடம் விவசாயத்துக்குத்தான். உயிர் வாழ அத்தியாவசியத் தேவை உணவுதானே?

அந்தப் பெருமைக்குரிய தொழிலைச் செய்யும் விவசாயப் பெருமக்களின் உயர்வைச் சிறப்பாகப் பாடலில் வார்த்தெடுத்த பெருமை கவிஞர் மருதகாசியைச் சேரும். 1967 தீபாவளித் திருநாள் அன்று, தேவர் பிலிம்ஸ் தயாரிப்பில் வெளியான ‘விவசாயி’ படத்தில் இடம்பெற்ற பாடல்தான் அது. காதுக்கு ரம்மியமாகக் குறைந்த வாத்தியக் கருவிகளைப் பயன்படுத்தி (ஒரு டேப், தபலா, புல்லாங்குழல் - இவ்வளவுதான்) பாடலின் தரத்தையும் தனது பொறுப்பையும் உணர்ந்து, இந்தப் பாடலை அமைத்துத் தந்திருக்கிறார் ‘திரையிசைத் திலகம்’ கே.வி. மகாதேவன்.

பாடியிருப்பவர் டி.எம்.சௌந்தர்ராஜன் எனும்போது பாடலின் சிறப்பைப் பற்றிச் சொல்லவா வேண்டும்?
கடவுள் உலகத்தில் ஒவ்வொருவருக்கும் ஒவ்வொரு தொழிலைத் தந்திருக்கிறார். ஆண்டவனே இந்தத் தொழிலை யாரிடம் கொடுக்கலாம் என்று அலசி ஆராய்ந்து, தேடிக் கண்டெடுத்த தொழிலாளி ஒருவர் உண்டென்றால் அவர்தான் விவசாயி. உயர்வுநவிற்சி அணி நயம் அற்புதமாகப் பொங்கும் ஒற்றை வரியிலேயே விவசாயப் பெருமக்களின் மாண்பை உச்சத்தில் ஏற்றிவிடுகிறார் கவிஞர் மருதகாசி.

‘கடவுள் என்னும் முதலாளி கண்டெடுத்த தொழிலாளி விவசாயி’

கடவுளே கண்டெடுத்த தொழிலாளி எனும்போது அவருக்குப் பொறுப்பு அதிகம்தானே. ஆகவே அவர், ஒரு குறிக்கோளை வைத்துக்கொண்டு அதற்கான பாதையில் முழுமூச்சோடு நாள்தவறாமல் உழைக்கிறார். பொதுவாக, முத்து எடுக்க வேண்டும் என்றால் ஆழ்கடலில் இறங்கி மூச்சடக்கி உயிரைப் பணயம் வைத்துச் செயல்பட வேண்டும்.
அதற்குச் சற்றும் குறைந்ததல்ல; விவசாயப் பெருமக்களின் பணி. இவர்கள் சிரத்தை, கவனம், கடின உழைப்பு. ஆகியவற்றைச் செலுத்தி மண்ணிலே முத்தெடுக்கிறார்கள்! இவர்கள் கண்டெடுத்து அளிக்கும் நெல்மணி, கடல் முத்தைவிடச் சிறந்ததல்லவா? அதைக்கூட உலகத்தார் வாழ வழங்கி விடுகிறார்களே! எப்படி வந்தது இந்த வழங்கும் குணம்? காரணம், அவர்கள் கடவுளே தேடிக் கண்டெடுத்த தொழிலாளி அல்லவா! அவர்களுக்கு இல்லாமல் வேறு யாருக்கு வருமாம் இந்தக் குணம்.?

‘முன்னேற்றப் பாதையிலே மனதை வைத்து
முழுமூச்சாய் அதற்காகத் தினம் உழைத்து
மண்ணிலே முத்தெடுத்து பிறர் வாழ
வழங்கும் குணமுடையோன் விவசாயி’

அடுத்த சரணத்தில் உணவுக்காகத் தானிய இறக்குமதி செய்யும் நிலை ஏன் ஏற்பட்டது? இங்கு நிலவளம் இல்லையா, ஒழுங்காகப் பாடுபட்டு உற்பத்தியைப் பெருக்கினால் நமது மதிப்பை மேல்நாட்டில் உயர்த்திக்கொள்ளலாம் அல்லவா என்று ஆவேசமாகக் கேட்கிறார் கவிஞர்.

‘என்ன வளம் இல்லை இந்தத் திரு நாட்டில்
ஏன் கையை எந்த வேண்டும் வெளிநாட்டில்?
ஒழுங்காய்ப் பாடுபடு வயற்காட்டில்
உயரும் உன் மதிப்பு அயல்நாட்டில்’



எந்தப் பேதமும் பார்க்காமல் ஒற்றுமையாக உழைக்க வேண்டும். எப்படி உழைப்பது என்பதை அறிந்துகொள்வதொன்றும் சிரமமே இல்லை. அதைத்தான் பொறுப்புடன் முன்னோர்கள் சொல்லி வைத்துவிட்டுப் போயிருக்கிறார்கள். அனுபவமிக்கப் பெரியோரின் வழிமுறைகளைப் பின்பற்றி உழைத்தால் சாகுபடி பெருகாமல் போகுமா என்று கேட்டு, விவசாயத் தொழிலில் ஈடுபட நினைக்கும் இளைய தலைமுறைக்கு வழியும் காட்டுகிறார் மருதகாசி.

‘கறுப்பென்றும் சிவப்பென்றும் வேற்றுமையாய்க்
கருதாமல் எல்லோரும் ஒற்றுமையாய்ப்
பொறுப்புள்ள பெரியோர்கள் சொன்னபடி
உழைத்தால் பெருகாதோ சாகுபடி’

இந்த நாட்டில் கட்சிகளுக்கும் கட்சிக்கொடிகளுக்கும் பஞ்சமே இல்லை.
ஆனால், பட்டொளி வீசிப் பறக்க வேண்டிய கொடி எது தெரியுமா?
அதுதான் நாட்டில் பஞ்சம் என்பதே இல்லை என்பதைப் பறைசாற்றக்கூடிய ‘அன்னம்’ என்னும் உணவுக் கொடி. அது மட்டும் பட்டொளி வீசிப் பறந்துவிட்டால் இரண்டாம் சரணத்தில் கேட்டதுபோல வெளிநாட்டில் உணவுக்காகக் கையேந்த வேண்டிய நிலையே ஏற்படாது என்று அழுத்தம் திருத்தமாகச் சொல்கிறார் கவிஞர்.

‘இருந்திடலாம் நாட்டில் பல வண்ணக்கொடி
எத்தனையோ கட்சிகளின் எண்ணப்படி
பறக்க வேண்டும் எங்கும் ஒரே சின்னக்கொடி - அது
பஞ்சம் இல்லை என்னும் அன்னக்கொடி’

முதல் மூன்று சரணங்களின் கடைசி வரிகளை ஒரே ஒருமுறை டி.எம்.எஸ்ஸைப் பாடவைத்த கே.வி.மகாதேவன், இந்தக் கடைசி சரணத்தின் கடைசி வரியை மட்டும் வாத்தியங்களை நிசப்தமாக்கிவிட்டு ஒருமுறைக்கு இருமுறையாய்ப் பாடவைத்திருக்கும் நயம் – மக்களிடம் சென்று சேரவேண்டிய கருத்துக்குக் கொடுத்திருக்கும் முக்கியத்துவம். ஓர் இசை அமைப்பாளர் எப்படி ஒரு பாடலைக் கையாள வேண்டும் என்பதற்கு ஒரு பாடம்.
இந்தப் பாடலைப் படத்தில் டைட்டில் முடிந்தவுடனேயே கதாநாயகனின் அறிமுகக் காட்சியாக இடம்பெறச் செய்ய வேண்டும் என்று சின்னப்பாதேவர் விரும்பினார்.

ஆனால், எம்.ஜி.ஆரோ படம் தொடங்கி ஐந்து நிமிடங்கள் கடந்த பிறகு, இடம்பெற வேண்டும் என்பதில் பிடிவாதமாக இருந்தார். அதற்கு அவர் சொன்ன காரணம்:

“படம் பாக்க வரவங்க எல்லாருமே முதல்லேயே வந்துடுவாங்கன்னு சொல்ல முடியாது. சில பல காரணங்களாலே ஐந்து, பத்து நிமிடங்கள் தாமதமா வாரவங்க கூட இருப்பாங்க. அருமையான கருத்தைச் சொல்லுற இந்தப் பாட்டு, எல்லாரையும் போய்ச் சேரணும். அதனாலே ரெண்டாம் காட்சியோட தொடக்கமா இந்தப் பாடல் காட்சி இருக்கணும்”

அவரது விருப்பப்படியே செய்தார் சின்னப்பாத் தேவர். இதைவிடச் சிறந்த அங்கீகாரம் ஒரு பாடலுக்குக் கிடைக்க முடியுமா என்ன?

CHENNAI: After Express carried a report titled ‘Govt schoolgirl scripts a NEET success story’ on July 27, its readers have come forward to help the girl, Charumathi J, through medical school. While Charumathi, who studies at the Thiruvarur medical college, was not reachable, her sister Sankari J told Express, “We are grateful for the help we have received so far. It has come at a time when our father has been diagnosed with cancer. But, we have promised ourselves that we will spend the money we receive only for Charumathi’s education.”


Parthasarathy R, a retired senior manager, Bank of India, came forward with a cheque of Rs 10,000 that was encashed by Charumathi’s family on Wednesday. “Hers is a situation that was similar to my own when I was young — three siblings cooped up in a small space with nowhere to study in peace. But she has done exceedingly well when compared to me,” Parthasarathy said. “I would be happy if more readers come forward to help her,” he added.

Another reader, Preetha A Anand, a retired television news producer from Doordarshan, has provided her medical textbooks for two years now and will be providing her with the remaining textbooks for the next three years in October. “I met her family in person and gave them the books. We also gave her 12 new sets of salwar kameezes because she has recently joined the college,” said Preetha.

CHENNAI: For the first time, voters have an opportunity to correct by themselves the errors including in address, name or photo in electoral rolls by using the national portal nsvp.in or the mobile app, between September 1 and 30.

Generally, booth level officers (BLOs) make house to house visits to verify the information of voters. This time, voters themselves can make the changes. First-time voters can also apply through the facility.

Addressing a press conference after chairing a meeting of recognised political parties about the summary revision of electoral rolls, at the Secretariat, Chief Electoral Officer Satyabrata Sahoo said the facility for self-correction in the nsvp.in and the mobile app for this purpose would be activated from September 1.

Corrections or changes made will be verified by Booth Level Agents. Voters can also carry out corrections in electoral rolls by using the Voter Help Line 1950 (for senior citizens and PwDs only), by visiting the Common Service Centres (e-Seva centres) and by submitting hard copy of filled-in forms through BLOs. Voters should pay Rs 1.18 as nominal charge per person when they use these centres.


The supporting documents for making corrections should also be uploaded. The documents include passport, driving licence, Aadhaar card, family card or any other document as approved by the Election Commission. The draft rolls will be published on October 15. Based on this, voters can file objections. The final rolls will be published in January next year.

CHENNAI: At an event held at GRT Grand Convention Centre on Tuesday, Madurai-based J Dhaanya Thasnem was declared as one among three students to go on an educational tour to National Aeronautics and Space Administration (NASA) and interact with astronauts there. The class 10 student bagged the opportunity after winning the National Space Science Contest 2019.

The other two winners are from Andhra Pradesh and Maharashtra. The contest was conducted earlier this year by the US-based Go4Guru, online tutoring and educational tour services company. “The students will be fly to the United States to visit NASA for nine days. There, the students will write an exam with other international participants. Five winners will be selected and given a USD 10,000 scholarship to study at the Florida Institute of Technology,” said Kayamboo Ramalingam, CEO, Go4Guru.

The company has been organising educational tours since 2011. So far the organisation has taken about 4,000 Indian students to space organisations in the US, Europe and Japan.

Dhaanya Thasnem, studying at Mahatma Montessori Matric Higher Secondary School said she was looking forward to learning things practically and that she was always interested in Space Sciences.


Dr Don Thomas who served at the International Space Station program overseeing NASA experiments said, “I was 35 years old when I got selected in NASA and 39 years old when I went to space. I have gone around the earth 692 times and it all started with a moment of inspiration. That is what Go4Guru is doing through the contest.”

Don Thomas will be delivering talks at various school in Tamil Nadu and other parts of India until October 4.

Kakra residents get Jan. 1 as default date on Aadhaar card

“I think I am 30,” says Kallo Adiwasi who, according to her crisp Aadhaar card, is 39, and going by her tattered black-and-white voter ID, 49.

But there’s one thing that this member of the vulnerable Saharia tribe shares with other residents of Kakra village in Madhya Pradesh’s Shivpuri district: the date and the month of birth mentioned on the Aadhaar card — January 1.

Young or old, male or female, in fact, anyone without a proof of date of birth has been shown to be born on January 1.

“I like to tell people I am 25 in order to seem younger,” says Ashok Adiwasi, born on January 1, 1985, as per his card. “We don’t have a system of recording birthdays. I don’t even know when I was born. How does it matter anyway? We don’t celebrate birthdays.”

Jagaram, Maho, Puran, Asarapi, Radha and Jasodi and several other villagers share the same birthday. Even Ajuddi Adiwasi, purportedly 84, shares his birthday with Kallon Adiwasi, now four.

According to the policy of the Unique Identification Authority of India (UIDAI), tasked with enrolling citizens under the programme, if an individual is unable to produce a proof of birth at the time of registration, they can declare it without supporting documents. In case they don’t remember the date, merely stating the age will do.

In 2016, at Jakhanod village, when it was Ramadullhari Adiwasi’s turn at a registration camp, she was left stammering when she was asked her age. “The official scanned me from top to bottom and declared that I was 39,” she says, flashing her card that shows January 1, 1977, as her date of birth.

Default birthday

In 2017, news reports claimed that nearly all residents of a tribal-dominated village in Hardwar in Uttarakhand were born on January 1 as per their Aadhaar cards. The UIDAI had clarified that as per its policy, if a person was only able to declare his or her age during enrolment, the system by default takes January 1 of that year as the date of birth.

BU notifies exam dates for pvt. candidates

Bharathiar University has notified the examination dates for undergraduate and post-graduate courses for private candidates. A release said that it would start the examination on November 1.

It would start the practical examination on October 4 for undergraduate courses and October 11 for post-graduate courses.

The candidates would do well to contact the principal of the college concerned for the exact date and session, it added.

The last date for submission of filled-in application was September 13 and last date with fine was September 23 with a fine of Rs. 10 a day.

The mothers of Rohith Vemula and Dr. Payal Tadvi moved the Supreme Court on Wednesday seeking a direction to the University Grants Commission to take steps to implement norms against “rampant” caste discrimination in varsities and higher educational institutions.

Abeda Salim Tadvi is the mother of Dr. Payal Tadvi, a tribal student of TN Topiwala National Medical College who committed suicide on May 22, 2019 after being subjected to caste-based discrimination by her upper caste peers in the college.

Radhika Vemula is the mother of Rohith Vemula, a PhD scholar at Hyderabad Central University who committed suicide on January 17, 2016 after being subject to caste-based discrimination in the university.

“There have been several incidents of caste-based discrimination against members of the SC, ST community which reflect flagrant non-compliance with the existing norms and regulations in place for the same. These incidents are violative of the fundamental rights to equality, right against discrimination, equal opportunity, abolition of untouchability, and right to life,” the petition said.

They urged the court to order the strict enforcement of and compliance with the UGC (Promotion of Equity in Higher Educational Institutions) Regulations, 2012.

They have sought a range of directions, including the revival and funding of Equal Opportunity Cells on the lines of such other existing anti-discrimination internal complaints mechanisms and to include members from the SC/ST communities and independent representatives from NGOs or social activists to ensure objectivity and impartiality in the process.

They urged a direction to universities and higher educational institutions to conduct preparatory courses, bridge courses, including peer learning mechanisms, to support SC/ST students and first/second generation learners from these communities on campus.

Delhi University-affiliated colleges under the Aam Aadmi Party government are facing a “deep financial crisis”, the Opposition BJP alleged here on Wednesday.

Leader of the Opposition in the Delhi Assembly Vijender Gupta sought to urge Chief Minister Arvind Kejriwal to take urgent measures to release the required grants and sanctions to colleges fully funded by the Delhi government.

“These colleges need immediate financial assistance for smooth and effective functioning... it is the Delhi government’s primary duty to protect the interests of students, teachers and employees alike,” Mr. Gupta said.

“The government must ensure that withheld grants should not hamper introduction of new academic programmes and courses... the Delhi government’s release of grants and sanctions to University colleges is inadequate and is causing deep concern amongst students, teachers and staff of these colleges,” he said further.

According to Mr. Gupta, the arrears of revised HRA with effect from July 1, 2017, of the 7th UGC pay package had not yet been paid to employees in Delhi government colleges.

Salary dues

If grants were not released in time in the coming months, Mr. Gupta alleged, it would be difficult even to pay salaries of teachers.

“These colleges had introduced some new academic programmes and courses. But the required additional teaching strength could not be obtained due to administrative reasons,” he said.

Passengers on Metro trains in the country will be allowed to carry one bag weighing up to 25 kg, up from the earlier limit of 15 kg, though baggage in the form of “bundles” would not be allowed, according to rules notified by the Union Housing and Urban Affairs Ministry on Tuesday.

Amending the Metro Railways (Carriage and Ticket) Rules, 2014, the Ministry said the passengers on Metro trains will be allowed to carry one piece of baggage, not more than 80 cm in length, 50 cm in breadth and 30 cm in height and 25 kg in weight, except with prior approval from the metro administration.

Under the 2014 rules, passengers were allowed one bag up to 15 kg in weight, with dimensions of 60 cm x 45 cm x 25 cm.

In addition to changing the baggage allowance, the Metro Railways (Carriage and Ticket) Amendment Rules, 2019, put in place a rule against “bundles”.

“Baggage in form of bundles is not permitted,” the rules said.

Airport metro lines

The amended rules also put in place restrictions on bags carried on dedicated airport Metro lines, like the Airport Express Line in Delhi.

“In case of a dedicated metro line for airport connection, no person shall, while travelling in metro railway, carry with him any goods other than two baggages containing personal belongings not exceeding 90 cm x 75 cm x 45 cm in size and 32 kg in gross weight, except with prior approval of the metro railway administration. Baggage in form of bundles is not permitted,” the rules said.

The Central Information Commission has directed the Ministry of Home Affairs (MHA) to provide copies of file notings and correspondence relating to the decision of the Central government on the proposal of Tamil Nadu seeking remission of sentence for seven life convicts in the Rajiv Gandhi assassination case.

Passing orders after hearing Perarivalan, one of the life convicts who appeared through video-conferencing from Puzhal central prison here, and the Deputy Secretary, MHA, Chief Information Commissioner Sudhir Bhargava said the details sought by the petitioner were not a part of the Ministerial advice to the President and hence, could be provided to him.

However, he observed that the disclosure of some of the file notings and the correspondence/documents may prejudicially affect the security and integrity of India as well as its relation with foreign States and hence, its disclosure was exempted under Section 8(1)(a) of the RTI Act. The MHA had earlier refused to part with any details requested by petitioner on the grounds that it was "privileged" information.

Perarivalan had moved the CIC stating that his death sentence was commuted to life by the Supreme Court in 2014 and he had been in prison for over 27 years. The government of Tamil Nadu had decided to remit his sentence and sent a proposal to the Centre to communicate their views under Section 435 of the Cr.PC. He said the documents sought for related to remission of his sentence and hence pertained to his life, liberty and human rights.

MHA’s contention

The MHA contended that considering the sensitivity of the case, the disclosure of some of the file notings and the correspondence/documents could prejudicially affect the security and integrity of India as well as its relation with foreign State. Therefore, disclosure was exempted under Section 8(1)(a) of the RTI Act. The respondent further stated that the files also contained communication from the Central Bureau of Investigation which is an organisation exempted under the Act. The MHA which earlier stated that the President had rejected the mercy plea of the prisoners later admitted that the file was not referred to Rashtrapati Bhavan and the decision was taken at the Ministry level.

“A stupid man cannot launder [money],” the Enforcement Directorate (ED) told the Supreme Court, defending its push to arrest former Union Finance Minister P. Chidambaram in the INX Media case.

The ED is investigating the money laundering angle in the case.

Solicitor-General Tushar Mehta, for the ED, told the court that a “stupid man cannot launder” because the crime requires “layers and layers of concealment” devised by a crafty brain.

Mr. Mehta then explained the “basics” of money laundering to a Bench of Justices R. Banumathi and A.S. Bopanna.

“If I rob a bank — this is only an example for the benefit of Your Lordships' understanding — of ₹2,000 crore, I have to park the money somewhere. So I launder the proceeds of the crime... Money laundering is never thought of in the heat of the moment... It has to be cleverly crafted,” he said.

It was usually difficult to trace the money trail. Transactions were digital and global. “It is not like rape where forensics can collect blood stains,” he said.

India, he said, was part of an international community which has vowed to wipe out the global phenomenon of money laundering. The crime had affected the integrity and economy of nations.

‘It is prevention’

Mr. Chidambaram’s lawyers have described the arrest as a deliberate attempt to humiliate the senior Congress leader. “They say it was humiliation, humiliation, humiliation. We say it is prevention, prevention, prevention,” Mr. Mehta said.

Money laundering was an independent crime and the offenders faced extradition. The question of custodial interrogation should be left to the special court to decide, he noted.

The probe agencies have based their case against Mr. Chidambaram on cogent evidence and not on fabricated records, as contended by the other side, he said. “We have received material, like records from banks all over the world... We have been given specific inputs like house numbers, companies which own them, etc,” he said.

Mr. Mehta submitted that a statutory procedure was followed before seeking arrest. Firstly, only a Director (of the ED) can make an arrest, that too, after recording the reasons for the arrest in writing. Any material collected as evidence in the course of investigation was sent to a neutral adjudicatory authority. The material was kept enclosed in doubly sealed envelopes and not opened. “It is too sensitive... Copies of evidence cannot be shared with accused before chargesheet is filed," he contended.

Sibal’s intervention

Senior advocate Kapil Sibal, for Mr. Chidambaram, intervened to say he never argued for getting any copies of the evidence.

He argued only on the limited point that the ED should have confronted Mr. Chidambaram first with the evidence before using them in a sealed cover in the Delhi High Court to deny him anticipatory bail on August 20.

Mr. Sibal said this way the High Court could have had the benefit of both the evidence as well as Mr. Chidambaram’s reactions to them before deciding the question of anticipatory bail.

Mr. Sibal argued that Mr. Chidambaram was denied bail solely on the basis of sealed documents handed over to the Delhi High Court judge.

“He [Mr. Mehta] has got it wrong. I never said I wanted copies of the evidence. I only said the accused should have been confronted with the evidence first. Only such evidence should have been shown to the High Court to deny him anticipatory bail,” Mr. Sibal protested.

While both lawyers clashed over what was actually argued, Justice Banumathi drew on her past experience as trial judge to consult her handwritten notes of the arguments made in the past two days. Her notes agreed with Mr. Sibal's version.

Coming soon: 25% discount in select trains

The Indian Railways on Wednesday announced a scheme under which travellers may get a discount of up to 25% on tickets in AC chair car and executive class sitting. The scheme, which will be implemented from September, is aimed at improving earnings.

The Ministry of Railways in a statement said this scheme would be applicable on AC chair car and executive chair car in Shatabdi, Gatimaan, Tejas, Double Decker and Intercity trains. Only those trains with monthly occupancy of less than 50% in the previous year would be eligible for the discount.

75 medical colleges in three years

The Cabinet on Wednesday approved the setting up of 75 medical colleges in the next three years, with the Centre spending ₹24,375 crore on them. The colleges will be set up in under-served areas and would be attached to district hospitals having at least 200 beds.

After a Union Cabinet meeting, Minister of Environment, Forest and Climate Change and Minister of Information and Broadcasting said, “The Cabinet Committee on Economic Affairs gave its approval for the establishment of 75 additional government medical colleges by 2021-22 attached with existing district/referral hospitals under Phase-III of the ongoing scheme.”

He said they would increase the availability of qualified health professionals, improve tertiary care in the government sector, better the utilisation of districts hospital infrastructure and promote affordable medical education.

Air India has forced its Regional Director for East, Rohit Bhasin, to resign after an internal probe found that he had shoplifted a wallet from a duty-free shop at the Sydney airport on June 22, officials said on Wednesday.

The national carrier rejected his request to exit the airline under the Voluntary Retirement Scheme (VRS), which would have given him certain post-retirement benefits, said an official.

In April 2016, Bhasin was involved in another serious incident while operating a Delhi-Paris flight as the pilot-in-command. Before take off, he had asked the first officer to enter fraudulent low temperature in the system so that take off was permitted.

Once the flight took off, he took the B787 Dreamliner aircraft to an altitude that was beyond its operational capability, endangering the lives of passengers, the official said.

His last day at work would be August 31. “Bhasin’s suspension was revoked on Monday so that his resignation could be accepted on Tuesday,” said the official.

Justices Vineet Kothari and C.V. Karthikeyan imposed a cost of ₹1 lakh on K.M. Krishnan, a whistle blower from West Mambalam here.

Lunch motion

The appellant had moved a lunch motion on Monday and obtained leave to appeal an order passed by a single judge of the High Court permitting the college to make admissions through common counselling.

The leave was granted by another Division Bench since Justice Kothari was in the Madurai Bench of the High Court on Monday. Then, that Bench passed an interim order permitting counselling to go on but ordered that students would have to get admitted at their own risk.

When the appeal came up for hearing on Wednesday, the Bench found that the appellant appeared to be a busybody who was projecting himself as a champion of students.

The Bench found the appeal to be frivolous and unnecessary.

Planning approval in local bodies goes digital

The move, inspired by the Model Building Bye-Laws of the Centre, is expected to boost transparency

The State government, to usher in greater transparency, has initiated online sanctioning of planning permission for construction of houses.

Local Administration Minister S.P. Velumani has announced that property owners who own plots measuring less than 2,500 sq. ft. and who plan to build less than 1,200 sq. ft. of residential accommodation could get planning permission by submitting their applications online.

The online facility https://tnurbanepay.tn.gov.in is available for residents of 15 corporations, 121 municipalities and 528 town panchayats in the State.

As per the announcement the Local Administration department, to simplify the planning permission modelled on the Model Building Bye-Laws 2016 of the Centre is aimed at simplifying the planning permission procedures and obviating the need for any inspection.

The online facility available only for regularised plots could be accessed for getting plan approval by uploading all the documents, including the plan document through a registered civil engineer after getting these documents certified through a notary.

The registered engineer should issue a structural stability certificate. If any deviation is found in the construction, the planning permission would be cancelled along with revoking of the registration of the engineer.

Rainwater harvesting

Once the planning permission is uploaded through the online mode, the building plan approval and digital certificate would be issued online after ensuring that the rainwater harvesting design is also available.

The online facility integrates payment of property tax, water and sewage taxes for the new buildings. Thus, the property owners need not run from pillar to post for getting water and sewer connections.

The online mode could be used for paying property tax, commercial tax, and water and sewage taxes.

The Local Administration department has warned that strict action would be taken against any corporation and municipality officials in case of any complaints received from the public for not giving proper answer regarding the queries.

Three marquee films – actor Vijay’s Bigil, actor Karthi’s Kaidhi and actor Vijay Sethupathi’s Sangathamizhan – are set to lock horns at the box office during Deepavali.

Films with big stars releasing on the same weekend has become a new trend in Tamil cinema – after actor Ajith’s Viswasam clashed with actor Rajinikanth’s Pettai on Pongal day in January. The industry earlier preferred a solo release to fill up screens. Producers insist that audiences are looking to watch movies in theatres during Deepavali and it is best to cash in on this.

While Tamil movie fans will have three movies on Deepavali day, the distributors and theatre owners, who have been complaining about dwindling occupancies at the cinemas, are unsure about the new trend.

Made at a staggering budget of ₹200 crore, AGS Entertainment confirmed to The Hindu that Bigil will hit the screens on the Deepavali weekend. Speaking about the film, Archana Kalpathi, CEO, AGS Cinemas, and the film's creative producer, said that the film will release in every screen this Deepavali despite the competition. “Bigil is our biggest film till date, with the biggest star in Tamil cinema now. We have spent close to ₹200 crore and the audience will see the magnitude and scale of the film when the trailer comes out. We are coming for the Deepavali weekend and we are very sure that the film will release in almost every screen in Tamil Nadu,” she said.

Asked if she was confident that Bigil would get the maximum number of screens, she said that biggest of films will get the most number of screens. “When you announce a date and stick to it, the release will be smooth and it will get maximum screens. Cinema owners also prefer movies such as Bigil, which has a superstar like Vijay, who can bring in huge crowds,” she said.

‘One may drop out’

With AGS Productions having a history of sticking to release dates, sources in the trade are hopeful that either Kaidhi or Sangathamizhan will drop out of the race, choosing to release on a weekend when there are no big movies.

A top executive at one of the biggest movie chains said that he expects one of these films to pull out of the race. “I feel that one of the films will eventually drop out. That way, they can come when there is a dry weekend with no films. However, three big films on the same weekend will give more negotiating power for theatres to get better revenue-sharing terms,” he said.

‘Enough screens’

Presenting a different view, S.R. Prabhu, producer of Kaidhi, said that there are enough screens to accommodate these films.

“Earlier, only around 70-100 films were made and biggest films aimed for festival release as people thronged to theatres. However, with the advent of multiplexes, there are now more release centres. If a multiplex has 6 screens, how can they run one film in all 6 screens? Since this is a festive weekend, there is a need for a second film,” he said

Doctors are closely monitoring the 12-day-old infant, who was admitted to Government Raja Mirsudar Hospital in Thanjavur, after she was fed mercury mixed with betel leaf juice by her maternal grandmother to cure stomach ailments. As the chemical element has moved to the large intestine from the small intestine, there is a possibility of gradual recovery of the infant, pediatricians said.

The child is the daughter of Saravanam, 33, a carpenter and S Sumithra, 28, of Kallur near Kumbakonam in Thanjavur district. The infant’s maternal grandmother, a native of Mayiladuthurai in Nagapattinam district, had fed mercury mixed with betel leaf juice to the kid, thinking that it would clean and heal her stomach as it seemed swollen. After that the baby developed ailments and was admitted to the hospital on August 17. The girl has been undergoing treatment at the ICU. A team of doctors headed by pediatric surgeon R Prakash have been monitoring the girl. “A series of X-rays have been taken to monitor the movement of mercury in the baby’s stomach. As it is in liquid form, it is very difficult to remove it forcefully. However, the mercury has moved from the small intestine to the large intestine. We hope that it would come out,” Prakash said.

Meanwhile, Dr G Sambasivam, a pediatrician from Kumbakonam, said that proper breastfeeding alone can help the foreign object to come out. “Wrong beliefs still prevail among the people. It is time to create awareness among the public, particularly among women, amid practices like feeding children mercury,” he added.

Voters would be allowed to rectify mistakes in the electoral rolls on their own from September 1 to 30, said Tamil Nadu chief electoral officer Satyabrata Sahoo on Wednesday.

After a meeting representatives of recognised political parties in Chennai, Sahoo appealed to the electorate to make use of the opportunity to make necessary corrections in name, age, date of birth, relation’s name and type, change in address, photographs and gender.

Voters should submit documents like Aadhaar card, driving licence, passport and ration card, which are approved by the Election Commission of India to make the changes. They can access the national voters’ service portal using their EPIC number and make the changes, he said. It will be subsequently verified by booth-level officers through a door-to-door campaign.

In the wake of regional connectivity scheme, airlines started around 30 new flights from Chennai to small towns in the past five years but they have gradually withdrawn around 11 flights and have cut down on the frequency of the rest.

However, ministry of civil aviation has listed the 30 flights as new flights started from Chennai in the past five years in an information given in Lok Sabha last month to stress on growth in connectivity to small towns. The direct flights were started by Indi-Go, SpiceJet, GoAir, Truejet and Air India. SpiceJet has cancelled five of the 11 flights it started from Chennai while IndiGo has cancelled two of the eight flights.

GoAir has cancelled two of the five flights and Trujet cancelled one flight. Air India has cancelled its Varanasi flight, which was shown as the only new service the airline started from Chennai during the period. Direct flights were pulled out from Hubli, Mangaluru, Belagavi, Rajahmundry, Bangkok, Raipur, Udaipur, Kolkata, Kochi, Vijayawada and Varanasi. Air fares are high to Udaipur, Belagavi, Hubli, Raipur and Varanasi as passengers have to fly via another airport. The fares for travel next week are between ₹5,000 and ₹8,000.

An Airports Authority of India (AAI) official said airlines often try out the routes to cash in on the interest but redeploy planes on profitable routes. “Domestic airlines discontinued many flights to operate services on metro routes vacated by Jet Airways,” he said. He said when regional connectivity scheme was introduced two years ago, most airlines wanted to start a service on the routes connecting small towns without joining the scheme so that they would be able to capture the market. Major domestic airlines did not want to join the regional scheme because they have to agree to a fare cap and have to fly for a fixed number of years. An airline official said it was usual to add and withdraw flights as part of route rationalization process. Airlines have moved some of the direct flights to Bengaluru and Hyderabad from Chennai.

The airlines offer flights to Udaipur via Delhi, Raipur via Hyderabad, Belgaum via Bengaluru. This is also because of constraints in availability of parking bays at Chennai airport.

Cautionary note: Stash your cash before you board a train next time

The next time you clutch your bag of cash and jewellery tightly and refuse to put it down even when you go to the loo during a train journey, remember you could be alerting thieves that there’s loot for the taking.

The government railway police (GRP), who held a function in the city on Wednesday to return valuables they had recovered, said cash and gold jewellery are what train passengers lose the most on their journeys.

Stealing mobile phones may be easier, but selling them is not as lucrative as disposing of cash or gold jewellery. Stealing laptops, mostly carried by single men on business trips, is the least lucrative for thieves, a GRP officer said, citing difficulty in disposing of electronic items.

A GRP officer said the thieves observe the body language of the passengers to choose their targets. People often don’t wear much gold during train journeys, but instead carry the jewellery in a bag that they tend to carry whereever they go, even to the toilet, and sleep with it under their heads. The same passengers will leave phones lying around unattended.

An officer said many thieves strike when the passengers are sleeping. Or they befriend them and make away with the valuables when the opportunity arises.

The GRP recovered ₹2.58 lakh in cash, 257 sovereigns of gold jewellery valued at ₹65 lakh and 336 mobile phones from 157 accused in theft and robbery cases in Chennai and Trichy railway police districts since 2018.

To improve security on trains and at railway stations, DGP C Sylendra Babu said CCTV cameras would be set up and awareness would be created among the passengers on how to stay safe. On Wednesday, 233 people who had lost valuables got them back at function at the Railway Marriage Hall in Egmore in the presence of V Vanitha, inspector general (railways).

The police personnel who were part of the special teams to nab the accused were also rewarded.

Govt to set up 75 new med colleges by ’21-22, to add 16k MBBS seats

In a move to ramp up medical infrastructure and resources in the country, the Cabinet committee on economic affairs on Wednesday approved setting up of 75 government medical colleges attached with existing district or referral hospitals by 2021-22.

The establishment of new medical colleges, under the third phase of an ongoing centrally-sponsored scheme, is expected to add at least 15,700 MBBS seats in the country leading to an increase in the availability of doctors, improved tertiary care in government hospitals, and better utilisation of existing health infrastructure of district hospitals.

The new medical colleges would be set up in under-served areas having no medical colleges, with district hospitals having at least 200 beds, a government statement said.

தமிழகம் முழுவதும் உள்ள வட்டாரப் போக்குவரத்து அலுவலகங்களில் புரோகிராமர், சிஸ்டம் அனலைசர் பணியிடங்களில் பணியாற்றிய கணினி ஊழியர்கள் 151 பேர் வேலையிழந்ததுடன், பணிபுரிந்த காலத்துக்கான 6 மாத ஊதியம் கிடைக்காமல் அவதிக்குள்ளாகியுள்ளனர்.

தமிழக அரசின் போக்குவரத்துத் துறையின் கீழ், சென்னையில் உள்ள தலைமை அலுவலகம் மற்றும் அனைத்து மாவட்டங்களிலும் வட்டாரப் போக்குவரத்து அலுவலகங்களில் கணினிகளை கையாளுவதற்கும், மென்பொருள் தொடர்பான பணிகளும், கணினிகளில் கோளாறு ஏற்பட்டால் நிவர்த்தி செய்யவும் புரோகிராமர், சிஸ்டம் அனலைசர் பணிகளுக்கு அவுட்சோர்சிங் முறையில் ஆள்கள் தேர்வு செய்யப்பட்டனர். கடந்த 2009-ஆம் ஆண்டு சென்னையைச் சேர்ந்த தனியார் நிறுவனம் இந்த பணியை எடுத்து வட்டாரப் போக்குவரத்து அலுவலகங்களுக்கு தேவையான பணியாளர்களை வழங்கியது.
புரோகிராமர் பணியிடத்துக்கு ரூ.6 ஆயிரம், சிஸ்டம் அனலைசர் பணிக்கு ரூ.9 ஆயிரம் என்ற அடிப்படை ஊதியத்துடன் பணியமர்த்தப்பட்டனர்.

86 வட்டாரப் போக்குவரத்து அலுவலகங்கள், 60 மோட்டார் வாகன ஆய்வாளர் அலுவலகங்கள், 14 மண்டல அலுவலகங்களில் மொத்தம் 145 புரோகிராமர்கள், 6 அனலைசர் பணியமர்த்தப்பட்டனர். சென்னையைச் சேர்ந்த தனியார் நிறுவனத்திடம் இருந்து மற்றொரு நிறுவனத்துக்கு அவுட்சோர்சிங் பணிக்கான ஒப்பந்தம் மாற்றப்பட்டது. இதன் பிறகு ஊதியம் வழங்குவதில் காலதாமதம் ஏற்பட்டு வந்தாலும் முறையாக வழங்கப்பட்டது. 

இந்நிலையில், வட்டாரப் போக்குவரத்து அலுவலக பணிகள் அனைத்தும் ஆன்-லைன் நடைமுறைக்கு மாற்றப்பட்டதால் பொதுமக்களும், ஓட்டுநர் பயிற்சி நிலையம் நடத்துவோரும் அவரவர்களாகவே வட்டாரப் போக்குவரத்து அலுவலக சேவையை இருந்த இடத்தில் பெறும் நிலை உருவானது. இதன்காரணமாக 2018ஆம் ஆண்டு டிசம்பருடன் 151 பணியாளர்களுக்கும் வேலை இல்லை என அறிவிக்கப்பட்டது. ஆனால், 2018 ஜூலை மாதம் தொடங்கி டிசம்பர் வரையில் பணிபுரிந்த காலத்துக்கு ஊதியம் வழங்கவில்லை. பணியில்லை என வாய்மொழியாக தெரிவிக்கப்பட்டு அனைவரும் நிறுத்தப்பட்டுள்ளனர்.
இதுதொடர்பாக, பாதிக்கப்பட்ட ஊழியர் ஒருவர் கூறியது: 2009-ஆம் ஆண்டு பணியில் அமர்த்தியபோது முறையாக பணி ஆணை வழங்கப்பட்டது. ஒப்பந்த அடிப்படையில் பணி என்றாலும் எந்த வகையான பணி, எவ்வளவு ஊதியம், சலுகைகள், பிடித்தம் உள்ளிட்டவற்றை தெளிவாகக் குறிப்பிட்டு பணியில் சேருவதற்கான ஆணை வழங்கப்பட்டது. ஆனால், பணிநீக்கத்துக்கு எந்தவித ஆணையும் வழங்கப்படவில்லை. அவுட்சோர்சிங் முறையிலான பணி என்பதால் ஆணை வழங்க முடியாது என போக்குவரத்துத் துறை கூறிவிட்டது. எங்களை பணிக்கு அமர்த்திய நிறுவனமோ தமிழக அரசின் போக்குவரத்துத் துறை கூறியதால்தான் வேலை வழங்கவில்லை என்கின்றனர். 10 ஆண்டுகளுக்கு மேலாக பணிபுரிந்துவிட்டு திடீரென வேலையில்லை என ஒற்றை வார்த்தையில் கூறி 151 குடும்பங்களை நிர்கதியாக்கியுள்ளனர். 6 மாதங்கள் பணிபுரிந்த காலத்துக்கு வழங்க வேண்டிய ஊதியத்தையும் வழங்கவில்லை என்றார்.
151 பேருக்கு பணி வழங்கிய தனியார் நிறுவனத்தின் வட்டாரம் கூறுகையில், அரசிடம் பெறப்பட்ட தொகைக்கு முறையாக ஊதியம் வழங்கப்பட்டு வந்தது. 2018 ஜூலை முதல் டிசம்பர் மாதம் வரையிலான காலத்துக்கு ஊதியம் வழங்குவதற்கு அரசிடம் இருந்து இன்னும் தொகை விடுவிக்கப்படவில்லை. இந்தத் தொகை கிடைத்தால் மட்டுமே நிலுவை ஊதியத்தை திருப்பி வழங்க முடியும் என்றனர்.

ஆட்டுச் சந்தை, மாட்டுச் சந்தை, மீன் சந்தை, பூச்சந்தை, போல நம்ம இட்லிக்கும் சந்தை இருக்கு தெரியுமா? இங்கு நாளொன்றுக்கு சுமார் 20 ஆயிரம் இட்லிகள் தயாராகிறது...


மனித இனம் பரிணாம வளரச்சியடைந்ததைப் போல, அவர்கள் உண்ணும் உணவுப் பொருள்களும் காலத்துக்கேற்றாற்போல மாற்றமடைந்து வருகின்றன. சாதாரண உணவு வகைகள் மறைந்து, இன்று சைனீஸ் புட், பாஸ்ட் புட் என எவ்வளவோ மாற்றங்கள் வந்து கொண்டிருக்கின்றன.

ஆனால் என்னதான் மாற்றங்கள் வந்தாலும், தென்னிந்தியாவில் மக்களின் மனதில் நீங்கா இடம் பிடித்த ஓர் உணவுப் பொருள் உண்டென்றால் அது இட்லி, சட்னி, சாம்பார்... தான்.

வெளிநாட்டவர்கள் இந்தியா வந்தாலும் கேட்டு வாங்கிச் சுவைப்பது இட்லியைத்தான். நம்மவர்கள் வெளிநாடு சென்றாலும், தேடிப் பிடித்து வாங்கிச் சாப்பிடுவதும் இட்லியைத்தான்.

அந்தளவுக்கு பச்சிளங்குழந்தைகள் முதல் பல் போன பாட்டி வரை அனைவரின் விருப்ப உணவாக இருப்பதும் இட்லி. சைவ உணவுப் பிரியர்களாகட்டும், அசைவ உணவுப் பிரியர்களாகட்டும் இட்லியைப் பிடிக்காது என்று கூறுபவர்களைக் காண்பது அரிது.

அந்தளவுக்கு அனைவருக்கும் பிடித்த, எளிதில் ஜீரணமாகக் கூடிய அரிசி மாவினால் தயாரிக்கப்படும் இந்த டிபன் சத்தமில்லாமல் பல சாதனைகளை நிகழ்த்தி வருகிறது.

ஆட்டுச் சந்தை, மாட்டுச் சந்தை, மீன் சந்தை, பூச்சந்தை, காய்கனிச் சந்தை என எவ்வளவோ பொருள்களுக்குச் சந்தை இருப்பது நாமறிந்ததே. ஆனால் இட்லிக்கும் சந்தை இருப்பது நம்மில் பெரும்பாலானவர்களுக்குத் தெரியாது. ஆம். நம் பேவரிட் காலை உணவான இட்லிக்கும் ஓர் சந்தை உள்ளது.

ஈரோடு மாவட்டம், கருங்கல்பாளையத்தில் சத்தமில்லாமல் இயங்கி பல்வேறு சாதனைகளை செய்து வருகிறது இந்த பாரம்பரியமிக்க இட்லி சந்தை. இங்கு நாளொன்றுக்கு சாதாரணமாகவே சுமார் 20 ஆயிரம் இட்லிகள் வரை விற்பனையாகிறது. அதிலும் ஸ்பெஷல் ஆர்டர் என்றால் இட்லி விற்பனை லட்சங்களைத் தொடுமாம்.

மலேசியாவில் நடைபெற்ற உலகத் தமிழ் மாநாட்டுக்கே இங்கிருந்துதான் இட்லிகள் ஏற்றுமதி செய்யப்பட்டது என்பது யாருக்கும் தெரியாத ஆச்சரியமான உண்மை.

தினந்தோறும் அதிகாலை 2 மணிக்குத் தொடங்கும் இவர்களது இட்லி வியாபாரம் இரவு 11 மணி வரை நடைபெறுகிறது. மொத்த ஆர்டரின்பேரில் இட்லிகளை தயாரித்து விற்பனை செய்யும் இவர்கள், சில்லரை விற்பனையிலும் ஈடுபட்டு வருகின்றனர்.

சாதா இட்லி, மினி இட்லி, ரவா இட்லி, நெய் இட்லி, காஞ்சிபுரம் இட்லி, பெங்களூரு இட்லி என இவர்களிடம் இட்லியிலேயே பல்வேறு வெரைட்டிகள் கிடைக்கிறது. சட்னியும் பல்வேறு ரகங்களில், சுவைகளில் தரமாக கிடைக்கிறது.

தலைமுறைகளைக் கடந்து நடைபெறும் இந்த இட்லி சந்தையில் ஓர் இட்லி 50 பைசா என தொடங்கிய வியாபாரம், தற்போது பல்வேறு ரக சட்னிகளுடன் ஓர் இட்லி ரூ. 6-க்கு விற்பனை செய்யப்படுகிறது.

CHENNAI: Government doctors withdrew their protest after Health Minister C Vijaya Baskar assured them that their demands will be met within six weeks.

Marathon talks between the government doctors and the minister began at noon and went on till 10 pm.
The minister called for a meeting with the representatives of doctors at the Secretariat, hours after the strike was intensified on Tuesday.

After the talks health minister said pay hike as per GO 354 will be implemented and also doctors strength depending on the patients load will be increased in hospitals. These will be done within six weeks of time. A committee under Senthilraj, Project Director, Tamil Nadu AIDS Control Society, will review the progress every two weeks.

The minister said he will also discuss all the demands of doctors with the Chief Minister Edappadi K Palaniswami.

Hundreds of doctors assembled at the Rajiv Gandhi Government General Hospital campus, to stage a protest to highlight their four-point charter of demands which included pay hike. Patients health care services across the districts were hit after government doctors went on a one- day strike, excluding emergency and casualty services.

Medical college hospitals in Chennai, however, managed patient care services with the help of post graduate doctors and doctors who did not take part in the protest. Six government doctors began a fast unto-death on Friday with other doctors extending support to them. Among six, the health condition of four deteriorated and they were hospitalised.

The DMK, CPI and CPI(M) extended their support to the doctors protest. Members of Federation of Government Doctors Association had been staging various protests.

OP services hit in several hospitals

Chennai: Out-patient services at government healthcare institutions across the State were hit by a strike observed by the umbrella organization of government doctors-Federation of Government Doctors Association (FOGDA) on Tuesday. Leaders of FOGDA claimed that except emergency services, other activities in the medical colleges, government hospitals (GHs) and primary health centres (PHCs) were largely affected. Government doctors across the state, who struck work barring emergencies on Tuesday, backed down after health minister C Vijayabaskar assured them that their demands, including salary hike, would be met within six weeks.

The doctors called off their strike at 10.15pm after talks with the minister that lasted close to 10 hours. The doctors had rallied around six of their colleagues, who were on the fifth day of a fast, demanding promotions and pay hike.

“Doctors want the prospective clause of government order 354 promising time-bound promotion in five, nine, 11, 12 years of service to be implemented. They want us to appoint more doctors and 50% service quota in medical education for government doctors. All this will be considered,” Vijayabaskar said.

The state has appointed Tamil Nadu State AIDS Control Society project director Dr K Senthil Raj as a special officer to look into the doctors’ demands. “There will be a review once in two weeks and the report will be finalised in four weeks,” he said.

Service doctors and PG Association state president Dr Lakshmi Narasimhan said doctors were hopeful that the government would fulfil their long-term demand in less than six weeks. “We are now withdrawing our strike,” he said.

In the morning, when news about the deteriorating health condition of fasting doctors spread, hundreds of their colleagues took out rallies, held placards and raised slogans. Outpatient units in various districts were deserted and elective surgeries were pushed. By noon, Vijaya Baskar called the Federation of Government Doctors’ Association for talks.

Doctors in the state are demanding pay parity with those at the Centre in addition to special service rules taking into account their nature of work and a higher age of retirement as in the case of central government doctors whose superannuation age is 65. The salary of doctors in state and central services is the same when they join duty, but doctors in central government services receive promotions in four, nine, 13 and 20 years, compared to eight, 15, 17 and 20 years in the state government. Doctors in the state get their first increment with a basic salary of ₹56,900 (₹800 increment from the basic joining salary) in their eighth year of service, by which time a central government employee will earn nearly₹78,800 with two increments. “Every time we strike work they promise to do something. It has never worked out,” said Dr A Ramalingam, convenor of Federation of Government Doctors’ Association. “Today, we were told that a committee that was appointed last time made its recommendation to the state but it was rejected. Now, we want the GO to be implemented,” he said.

The six doctors on a fast since August 23 are being monitored at the intensive care unit of the Rajiv Gandhi Government General Hospital.

Besides cities, the strike had an impact on healthcare services in district hospitals and PHCs. In Tiruvanammalai and Vellore, patients who came for wound dressing, review of surgery and vaccines were sent away.

Teachers to protest in September against reorganizing schools

Teachers’ associations in Tamil Nadu have opposed the move to restructure government schools saying it would cause confusion and chaos in governance of elementary as well as high and higher secondary schools.

Teachers’ associations under the Joint Action Council for Tamil Nadu Teachers’ Organisations and Government Employees’ Organisations (JACTTO-GEO) have called for a series of protests at block and district levels in September, demanding the withdrawal of government order 145. As per the order, headmasters of government high and higher secondary schools will monitor primary and middle schools within a 5km radius to create clusters of 10 to 15 schools.

“The headmasters will become senior teachers in primary and middle schools. It will render the micro-management of schools ineffective in these schools,” said R Doss, one of the co-ordinators of JACTTO-GEO.

“Though the government claims it is for the improvement of teachers and students, it will create chaos and pose a threat to elementary education in the state,” he added. The associations expressed concern that the order would lead to winding up of directorate of elementary education. “Government order 101made big changes in the monitoring of schools as it abolished district-level elementary education official posts. Government order 145 further removes separate monitoring of elementary schools,” said K Meenatchi Sundaram, general secretary, Tamil Nadu Primary School Teachers Mandram.

Temp teachers to fill vacancies

School education department has permitted headmasters to fill PG teacher posts with temporary teachers till recruitment of teachers. “To help students in government schools preparing for Class XI and XII board exams, the department is giving permission to fill vacancies immediately with temporary teachers. The appointment period should be between August and December 2019,” a circular said.

Why is it ‘provisional’ admission, ask students

There were tense moments durng counselling for admission to fill 150 MBBS seats in Muthukumaran Medical College on Tuesday as parents and students wanted the selection committee to explain why it had decided to give ‘provisional’ admission to students when a case against the college was still pending in court. The process had to be paused for nearly half hour in the morning.

A division bench of Justice S Manikumar and Justice Subramonium Prasad on Monday passed an interim order stating that admissions through counselling can only be provisional.

The selection committee put out a notice saying that selection and provisional admission accepted by the student shall be at their own risk and any such selection and admission shall be subject to the order of the Madras high court in connection with one of the cases against the college.

On Tuesday, when counselling opened, students seeking re-allotment from other self-financing colleges were told that they may have to lose their seat if Muthukumaran college lost recognition.

“If the new admission is cancelled the student won’t have the right to claim the seat he/she was originally allotted,” selection committee secretary G Selvarajan said.

Earlier, the Tamil Nadu Dr MGR Medical University had denied affiliation to the college because nearly seven buildings belonging to the medical college including students’ hostels, postgraduate/doctors’ quarters, nursing hostels and libraries that are illegal were facing demolition.

The Chennai Metropolitan Development Authority (CMDA) has asked Tangedco to cut power supply to the seven buildings.

Only on August 19, based on a plea from the college, a single judge of the court had directed the Tamil Nadu Dr MGR Medical University to grant affiliation to the institute and include 150 MBBS seats available with the college in counselling.

On Monday, hearing the writ appeal by K M Krishnan challenging the single judge order, the court said parents would have to be warned.

“I am glad we know about this. But why put students’ lives at risk? That too, for a decision to be taken after three months? What were they all doing from January,” asked Ram Narayanan, whose niece was seeking an MBBS seat in the college.

A few other parents wanted to know why the state had handed over NRI seats back to the college after one round of counselling.

“They have allowed the colleges to convert these into management seats, where the fee is lower. But colleges are now demanding capitation because they can admit students to these seats on their on,” said Mohan Kumar, a parent of a medical aspirant.

Kota institute to give free NEET coaching to 200 city students

More than 400 students from 12 government and government aided schools in Tamil Nadu including six in Chennai will receive free online coaching for NEET from EtoosIndia, an institute based in Kota, Rajasthan.

In Chennai, 200 Englishmedium students frm Government Higher Secondary School, MGR Nagar, Lady Sivasami Ayyar Girls Higher Secondary School, Mylapore (government aided), Dr Ambedkar Government Higher Secondary School, Egmore, Dr KK Nirmala Government Girls Higher Secondary School, Ashok Nagar, Government Higher Secondary School, GKM Colony, and St Joseph’s Girls Higher Secondary School, Choolai (government aided) will get the coaching, an official said.

Students of four schools in Coimbatore and two in Erode will also be provided user ID and password, giving them access to video lectures and study material. “They can access study material and lectures given by star trainers,” said Ashish Singh, general manager (business), Etoos Education Private limited. There will be no personal coaching.

“We will conduct periodical tests. Question papers will be sent directly to schools and after evaluation we will give national level ranking for students,” he said. NEET 2020 is scheduled for May 3.

Separately, based on a screening test on August 7, the school education department shortlisted 13,000 students for NEET and JEE coaching which will begin soon. “They will be trained by government school teachers. The department has also instructed officials to conduct weekly tests for the students,” the official added.

Of 19,355 students trained at government sponsored centres last year, only one student got the MBBS seat this year.

A tech fair to encourage innovation in students

School and college students from across the country will exhibit 1,200 projects, which they have developed, at the National Science and Technology Fair 2019 here.

The event, organised by the Coimbatore District Small Industries Association (Codissia) as part of its golden jubilee celebrations, is aimed at connecting the industry and students and encouraging innovations by students.

Entries

Chairman of the Fair C. Muthusami, and Codissia president R. Ramamurthy told presspersons here on Tuesday that the three-day programme from August 29 at the Codissia Trade Fair Complex will have 872 innovations by college students and over 200 projects by school students. “We expected about 500 entries when we announced the Fair. The response we got was 1,300. We have selected 1,200 for display. Almost 75 % of the projects will be exhibited as working models,” said Mr. Muthusami.

Participants

The students are from IIT Madras, PSG College of Technology, Coimbatore College of Technology, institutions from Rajasthan, Karnataka, and Uttar Pradesh, and three government schools. “We hope to commercialise at least 25 innovations,” Mr. Muthusami added.

All the micro, small, and medium-scale enterprise (MSME) owners, students and the public will visit the Fair. The students will be supported through mentoring, handholding, and finances to commercialise the innovation.

The MSMEs are looking for innovations. If they are interested in an innovation or project, the Codissia will organise one-on-one meeting between the industry and the students.

Cash prize

The first, second, and third best projects by school and college students will get a total cash prize of ₹2 lakh.

Codissia has invested nearly ₹1 crore in this initiative. The aim is to support students in their innovations and enable MSMEs get new technologies for their operations, said Mr. Ramamurthy. This is a new venture for Codissia and if it is successful, it will be organised regularly, he said.

Public servants have the inclination to indulge in corruption and this tendency has to be curbed with a stern hand, a Delhi court said on Tuesday while awarding a four-year jail term to a police official for taking bribe.

Special Judge Sanjay Bansal sentenced Sarup Singh to rigorous imprisonment of four years and also imposed a fine of ₹1 lakh on him.

“It is no more debatable that offences under Prevention of Corruption (PC) Act cannot be treated lightly. The problem of corruption is perhaps the biggest challenge being faced by our country,” he said.

“Public servants still have the inclination to indulge in corruption. This proclivity has to be curbed, and with a stern hand. Considered so, there is no question of imposing lesser sentence of imprisonment than the minimum,” he added.

The case against Singh was registered in 2016 under Section 7 of Prevention of Corruption Act, 1988 on the basis of a written complaint.

It was alleged that the complainant was renovating his canteen at Lawrence Road Industrial Area and it was stopped by Singh, who was head constable at that time.

According to the complaint, Singh demanded ₹2 lakh bribe to allow renovation work. Following this, the CBI laid a trap and caught Singh red-handed while accepting money from the complainant.

Online coaching for competitive exams to begin at 12 centres

The classes will be for students studying in the English medium sections in government and aided schools only.

The School Education Department on Tuesday organised an orientation programme for teachers and students for online coaching for NEET and other competitive exams. The facility will be made available to students in six centres in Chennai, four centres in Coimbatore and two centres in Erode, all located in schools. The classes will be meant for students studying in the English medium sections of government and government-aided schools only.

The department has tied up with ETOOS India, a private company involved in coaching students for competitive exams including NEET. “The centres have been given access to our content through USER IDs and Passwords. They can access video lessons, tests and other material during their classes and students too can contact us for doubts or feedback if needed,” said a representative from the company.

A headmaster from Chennai said at the centre on his school campus, students from the nearby government and government-aided schools would be expected to attend the online coaching classes. “We are yet to receive information on how frequently we should conduct the classes through the week, but we’re hoping to have a minimum of three classes per week,” he added. Teachers from these schools are expected to coordinate the classes and be present to answer students about any queries they might have.

There is a lack of clarity with regard to when full-fledged coaching for government and government aided students will begin this year. The School Education department conducted a screening test to select students to attend the coaching.

A senior official said they short-listed nearly 13,000 students from both classes 11 and 12. “Tests are being conducted across all schools every Friday to prepare students to take up NEET. These tests are for 240 marks and the question papers are being prepared by a team of teachers and sent to all the schools every week,” she added.
