MADURAI: The 52 guest lecturers working at the Madurai Kamaraj University College were in for a rude shock after the college management informed them that they would not be receiving their November month's salary.

One of them said, "The college principal told me that guest lecturers would not be paid for the months of May and November. Interestingly, guest lecturers working in MKU Constituent Colleges have received November month's salary; so did those appointed last academic year and before," he said.

Replying to the allegation, Principal of MKU College N George said that, as per a notification issued by the MKU, guest lecturers' appointment was only for the odd semester of academic year 2019-2020, and that they would not receive salaries for the months of November and May.

"This was clearly mentioned in the notification," he said.

However, there was no such information in the guest faculty walk-in-interview advertisement issued by the MKU in June this year.

The guest lecturer told TNIE that they were deputed to invigilation duty in November as it was the semester examination month. The college paid them Rs 100 per examination whereas other universities like Bharthidasan University and MS University paid Rs 150 as remuneration to their guest lecturers.

"This denial of salary has pushed us into a corner. We don't know how we will survive this month. Rent, children's school fees, day-to-day expenses, all have to be met with the Rs 15,000 that we draw every month," he lamented and requested MKU Vice-Chancellor to look into the issue.

Earlier this year, the MKU recruited guest lecturers, who qualified either the National Eligibility Test (NET), the State Eligibility Test (SET) or held a PhD in the respective subjects, for its constituent colleges in Sattur, Thirumangalam, Vedasandur, Aruppukottai, and for MKU College. They receive a consolidated salary of Rs 15,000 a month.

Deemed universities: UGC draft rules to regulate fees threaten autonomy

BENGALURU: The ministry of human resource development has notified the draft rules for regulation of fee in deemed universities in the country. While the draft rules are out in the public and suggestions are invited for the same, deemed varsities in the state have expressed fears that increasing government intervention will affect their autonomy.

According to the draft University Grants Commission (Fees in professional education imparted by private aided and unaided institutions deemed to be universities) Regulations, 2019, fees in deemed universities must be decided by a fee fixation committee that will have a

University Grants Commission (UGC) nominee apart from educationists.

The committee will take into account faculty salaries, administrative expenses, capital expenditure on infrastructure, maintenance of library/laboratory and a reasonable surplus of 10-15% while fixing fees. It will have the responsibility to ensure there is no profiteering. The institution should propose the fee six months before admission season and the amount decided by the committee should be communicated much ahead of the admission season. No capitation fee can be levied.

The committee must be chaired by a UGC nominee and should include three other UGC nominees and one nominee of the statutory national regulatory authority.

Karnataka has 15 deemed universities, with several of them running medical and engineering courses. While some of them are fine with the regulation, several others have raised concerns. “The issue of fee fixation in deemed universities is already in the Supreme Court under a case filed by Education Promotion Society for India. In such a scenario, how can the Centre come up with a new set of rules to regulate fees in these institutes? On the one hand, the government talks about setting up high-quality higher educational institutions, and at the same time it tries to regulate it. Is a Harvard or an Oxford regulated by the government,” asked S Kumar, chancellor, Sri Devaraj Urs Academy of Higher Education and Research, a deemed-to-be university in Kolar.

The deemed universities have raised concerns about some points in the draft rules. “When the government is not providing us with any money, how can they interfere in our administrative matters? The rule says we must manage two accounts — one for maintenance and the other for development. They are purely administrative matters. A university is a professional institution and we have our ways of doing it. The government has no business in it,” said Fr Abraham VM, vice-chancellor, Christ (deemed-to-be university).

Yenepoya (deemed-to-be university) has already prepared a feedback for the UGC. “Every state has its own fee fixation committee. But never have they visited institutes to find out the ground reality and the cost of education. We are suggesting that the committee do physical assessment before the fee is fixed. Apart from the matter of maintaining two accounts, we also are highlighting the fact that not all costs are covered under the draft rules,” said pro-chancellor Mohammed Farhaad.

The Tamil Nadu State Transport Corporation plans to operate 2,615 special buses from Chennai, Villupuram, Kumbakonam, Tiruchi, Madurai, Bengaluru, Salem, Dharmapuri, Hosur, Coimbatore, Tirunelveli, Thoothukudi, Vellore and Kancheepuram to Tiruvannamalai for the Karthigai Deepam festival. The buses are scheduled to make 6,500 trips from December 10 to 12.

Karthigai Deepamis celebrated in a grand style for 10 days every year at the Lord Arunachaleswarar temple, in Tiruvannamalai. This year’s festival started with the hoisting of the flag on December 1. The car festival is slated for December 7 and Mahadeepam on December 10.

Thousands of devotees are expected to visit the temple town from across the State and neighbouring Karnataka and Andhra Pradesh. Non-vegetarian stalls will remain closed.

Collector K.S. Kandasamy has ordered closure of all meat shops and non-vegetarian stalls in the Tiruvannamalai municipal areas and the 14-km Girivalam path on December 7 and 10.

Entry passes

The district administration has decided to permit 2,500 devotees to climb Annamalai Hill in Tiruvannamalai for the Karthigai Deepam festival. A counter will be set up to issue passes to devotees at 6 a.m. on December 10 on a first-come-first-served basis.

The administration, along with the police department and the temple administration, will open a counter on the Shanmuga Industries Government Higher Secondary School campus at 6 a.m. Devotees should produce Aadhaar, election ID card or any other government-issued document to obtain the passes. They will be permitted to climb the hill only through the designated route near Pey Gopuram.

They will be allowed to pour ghee only in the cauldron, but should not light deepam in any other place.

No sanction is required to prosecute retired public servant in graft case, rules apex court

The Supreme Court on Thursday said there is no need to seek sanction before prosecuting a retired government employee in a corruption case, holding that such protection is available to a public servant only during his service.

Abench of Justices U U Lalit, Indu Malhotra and Krishna Murari said the requirement of sanction under Section 19 of Prevention of Corruption Act is only for serving government employees and there is no bar to initiate prosecution after retirement for the offence committed during the service period.

The bench quashed the Karnataka high court verdict which had ruled that the protection should continue even after retirement and sanction was needed to initiate proceedings against a former public servant.

While discharging an assistant general manager of Vijaya Bank in a corruption case for lack of sanction, the HC had said, “A protection available to a public servant while in service should also be available after his retirement. It cannot be forgotten that even after retirement, he is prosecuted for offences under Prevention of Corruption Act. Indeed, the retirement removes one from the garb of a public servant; but justice requires that same protection should be available even after one’s retirement.”

Section 19(1) of the Act says no court shall take cognizance of an offence alleged to have been committed by a public servant, except with previous sanction.

Referring to various judgements of the apex court, the bench said the HC erred in its decision. “There was no occasion or reason to entertain any application seeking discharge in respect of offences punishable under the Act, on the ground of absence of any sanction under Section 19 of the Act. The high court was also not justified in observing that the protection available to a public servant while in service, should also be available after his retirement. That statement is completely inconsistent with the law laid down by this court in connection with requirement of sanction under Section 19 of the Act,” it said.

In this case, an FIR was registered against the manager for misusing his position in granting loan of ₹3 crore to a company in 2010 in gross violation of rules and regulations of the bank.

The case was registered in 2012 after his retirement. CBI filed chargesheet against him in 2014 after completing the investigations. The accused thereafter sought discharge on the ground that sanction was not taken but his plea was rejected by the trial court. HC, however, set aside the trial court order and discharged him.

Paving the way for trial of the accused, the apex court said, “Having considered the matter in entirety, in our view, the high court clearly erred in allowing criminal revision petition and accepting the challenge raised by the him on the issue of sanction. We, thus, allow this appeal, set aside the view taken by the high court, restore the order passed by the trial court and dismiss the application seeking discharge.”

Univ yet to register 1st-year medicos as it awaits clearance from cops on Neet scam

With the deadline nearing for registering firstyear MBBS students admitted to colleges affiliated to the Tamil Nadu Dr MGR Medical University, the varsity might miss the date as the CB-CID investigating the NEET scam and forensic officials screening fingerprints are yet to clear the students’ names.

University registration by the second week of December is required to allow students appear for written and practical examinations. Delay in registration could affect the exam schedule of first-year students.

“We have received the name list, but we won’t be able to proceed with the registration until we have clearance from the investigating agencies,” university vicechancellor Dr Sudha Seshayyan said.

Besides this, Sri Muthukumaran Medical College, a self-financing college, had excess admissions. “The court has declared some admissions by the college illegal. But the college has sent us names of 152 candidates for registration. We can’t regularise this. We have sought clarification from the state selection committee and college authorities,” another senior official said. The college has also been asked to submit compliance report as directed by the court for accreditation.

In September, an anonymous email sent to the Government Theni Medical College dean alerted the state about impersonation scam in NEET 2019. At least four students were caught impersonating in their entrance test.

Based on orders from the Madras high court, fingerprints of all first-year medical students in the state were taken for verification. The National Testing Agency, the nodal agency that conducts the entrance exam, sent fingerprints of students for examination.

The deans of all medical colleges — government and private — also collected fingerprints of students in colleges and sent them to the directorate of medical education. “We have submitted all fingerprints to the police,” said director of medical education Dr R Narayanababu.

A senior police official incharge of the case said the verification process was still on. “There are more than 6,000 candidates. We must verify thumb prints of each candidate on paper. This takes time,” the official said.

After spending 106 days in custody, former finance minister P Chidambaram walked out of Tihar Jail on Wednesday evening after the Supreme Court granted him bail in the money laundering case lodged by the Enforcement Directorate. He was earlier given bail in another case related to INX Media scam being probed by the CBI.

Abench of Justices R Banumathi, A S Bopanna and Hrishikesh Roy granted Chidambaram conditional bail, subject to executing bail bonds for a sum of ₹2 lakh with two sureties of the same amount. In an unusual order, the court barred him from giving interviews or making public statements on the case. It also restrained him from leaving the country without the permission of the trial court and directed him to cooperate in the ongoing probe and appear before the ED whenever summoned.

Though the SC agreed with the Delhi HC order that economic offences come within the category of grave offences, it held that the basic jurisprudence — that the grant of bail is the rule and refusal is the exception — continues to hold field to ensure that the accused has the opportunity of securing a fair trial.

SC also ruled that the gravity of the offence must be one of the factors to be considered in addition to the triple test of flight risk, tampering of evidence and influencing witnesses while deciding a bail plea.

“Therefore, the underlining conclusion is that irrespective of the nature and gravity of charge, the precedent of another case alone will not be the basis for either grant or refusal of bail though it may have a bearing on principle,” the court said while setting aside the high court order refusing bail.

While granting relief to the former FM, it said one of the coaccused has been granted bail by the HC while another has been given interim protection from arrest. It also noted that even the HC had held that Chidambaram is not a flight risk and there is no possibility of tampering with evidence or influencing/intimidating witnesses. It said he didn’t hold any post in the government of the day so as to be in a position to interfere in the ongoing probe.

The court also took into account Chidambaram’s old age and his ailments which aggravated during incarceration as he was put on antibiotics and had been advised to take steroids.

“Taking these and all other facts and circumstances including the duration of custody into consideration, the appellant in our considered view is entitled to be granted bail,” the court said.

The Madras high court has relaxed the bail conditions of a father-son duo and two students who were arrested in connection with the Neet impersonation case.

C A Davis, a resident of Chennai, and his son were arrested by the Theni CB-CID officials as they had allegedly engaged an impersonator to appear for the Neet exam on behalf of the son in an exam centre at Lucknow.

As Davis and his son were out on bail, they moved the Madurai bench seeking to relax their bail conditions.

Similarly, two more students who were arrested and were out on bail in connection with a Neet impersonation case also moved the HC seeking to relax their bail conditions.

When these petitions were heard on Wednesday, Justice G R Swaminathan relaxed the bail conditions of all the four petitioners and directed that they should appear before the investigation officer as and when required.

Meanwhile, the CB-CID police arrested a 60-year-old businessman in connection with the Neet impersonation scam busted in September last. The businessman’s son got anticipatory bail in the Madurai bench of the Madras high court a few days ago.

The arrested man, identified as Ravikumar of Chennai, runs a chemical company in a suburban area. His son applied for medical admission but failed to appear for the Neet exam held earlier this year.

However, Ravikumar allegedly engaged an impersonator to write the exam on behalf of his son. Based on his marks, Ravikumar’s son sought medical admission at the Sri Ramachandra Medical College and Research Institute in Porur for academic year 2019-2020. He got enrolled in the college and was studying until the impersonation scam stood exposed.

Following this, he didn’t appear before the college authorities for scrutiny of documents and Neet score card. Subsequently, the college authorities informed the MGR university and police probing the scam. They tracked the student and apprehended his father.

Ahead of Dec 15, complaints pour in on FASTag glitches

At a time when the National Highways Authority of India (NHAI) is pushing hard to enforce the mandatory electronic toll collection (ETC) mode in all toll plazas in the country, there are complaints that radiofrequency identification (RFID)-based FASTag is not working properly and deduction of toll fees is often erratic at several outlets in the state.

Netizens have flagged several issues related to FASTag, mandatory after December 15, on social media and demanded that the authorities iron out the flaws.

“I kept the new FASTag in the cover, without opening it, in the dashboard of my car. After reaching home, I saw the messages and found money was deducted,” tweeted@SKPkaruna.

Another tweet said ₹600 was automatically deducted from a FASTag sent by post to Chennai. When checked, the vehicles carrying the postal cover passed through the toll plazas. Hence, the RFID deducted the amount.

N Kumar, a Chennaibased IT professional who has been using FASTag for more than a year, welcomed the move, but said it had some serious flaws.

“The present model is based on film scanning (bar reading). The person manning the toll plaza can deduct money by entering the bar code of a vehicle. There are high chances of misusing the existing system. Instead, the NHAI should opt for chips. It will ensure double check before money is deducted,” Kumar said.

Recalling an incident that happened a year ago, he said toll was collected from his friend’s account at a plaza in Andhra Pradesh when he was at his house in Chengalpet.

“After receiving the message, he immediately drove his car to the toll plaza at Chengalpet and passed through it to keep record that he was at Chengalpet at that time. Later, he took the issue to the notice of NHAI officials,” he said.

Similarly, several vehicle owners, who have switched to the ETC mode, said there were incidents of double deduction while passing through toll plazas. People also complained that the RFID was not reading properly.

“The ETC system in Maduravoyal toll plaza is not functioning properly as whenever I pass through, it fails to read the FASTag fixed on my car,” said S Yuvaraj of Chennai.

Lorry drivers are also facing problems at toll plazas in Sriperumbudur and Walajapet along the busy Chennai-Bengaluru National Highway. They said the RFID reader was not placed properly. NHAI authorities said they had received several complaints of double deductions and technical snags at certain plazas. They said efforts were being taken to rectify the technical snags.

“We are addressing the issues raised by the commuters. We have also done a trial run in certain toll plazas to identify and iron out the issues,” said a senior NHAI official.

Another official said there was a software problem at the toll plaza near Puducherry, and an expert has been pressed into action to rectify it.

City docs remove 759 cysts from woman’s stomach

Doctors at Saveetha Hospitals in the city recently removed 759 cysts from the stomach of a 29-year-old woman.

The women suffered excruciating pain as the cysts — one of which was as large as a football — covered 50% of space in her abdominal cavity. An ultrasound scan showed that the woman had four very large cysts and several other tiny cysts near them.

“These were caused by peritoneal hydatid disease, a parasitic disease caused by the larvae of a tapeworm,” said Saveetha Hospital general surgeon Dr B S Sundaravadanan. These cysts were removed through a complicated surgery.

“We wanted to talk about this to create awareness. The disease is not common in human beings. The usual host for the parasite is either a dog or a sheep. It usually spreads to humans only when contaminated food or water is ingested,” he said.

Echinococcus granulosus, or tapeworm, usually infects dogs that eat the meat of sheep and other livestock. Tapeworm’s eggs can be found in dogs’ stool. Direct contact with infected dogs, particularly intimate contact between children and their pet dogs, may lead to human infection. Ingestion of water and vegetables contaminated with infected dog feces may also lead to infections.

“This patient had some pets and says she had a similar cyst removed when she was seven-years-old. We are assuming the primary cyst was removed then and these secondary cysts had developed over a period of time,” he said.

Removing these cysts were essential because any rupture could have been life threatening. The toxic liquid inside the cysts could have damaged the vital organs such as liver, kidney and intestine that were close to them.

Hospital director Dr Saveetha Rajesh said intake of fresh food, clean water and proper hygiene should be maintained to avoid prevention of such diseases. “The larger issue is hand hygiene. Pets like dogs should be dewormed periodically and handled with care,” she said.

Kejriwal announces free Wi-Fi scheme

Chief Minister Arvind Kejriwal on Wednesday announced the installation of 11,000 hotspots across Delhi as part of the free Wi-Fi scheme promised by the Aam Aadmi Party (AAP) in its 2015 manifesto.

Terming it “an essential promise” in the 70-point manifesto, it is manifesting on the ground, Mr. Kejriwal said at a press conference here. This would make the AAP the only party to fulfill all the schemes proposed by a political party prior to contesting elections in the Capital.

“Providing free Wi-Fi facility was an essential promise. Minimum Internet connectivity and data usage have become a requisite in this digital age. Considering the importance of the Internet, the Delhi government has decided to provide free Internet,” he said.

A team of surgeons from Saveetha Medical College and Hospital removed 759 cysts from the abdomen of a 29-year-old woman early this year. The woman was diagnosed with Peritoneal Hydatid disease that is caused by ingestion of contaminated food and water.

The woman had approached doctors with complaints of severe abdominal pain, difficulty in bowel movement and gradual abdominal distending resulting in difficulty in breathing for three months, doctors said.

“She had undergone a surgery for removal of a cyst when she was seven years old. But no details about the surgery were available with her. She was unable to eat normally and was continuously vomiting for two weeks before she approached us,” B.S. Sundaravadanan, professor of General Surgery told reporters on Wednesday.

On examination, doctors found a large operative scar on her abdomen.

“We did an ultrasound and CT scan that revealed four large cysts that were occupying about 50% of the abdominal cavity with numerous daughter cysts inside,” he added.

The large cysts were adherent to the liver, portal vein, bile duct and duodenum, left kidney, large intestine, urinary bladder and large vessels of the right lower limb, he said, adding that the sizes varied between 10 cm x 5 cm and 10 cm x 15 cm.

It was a life threatening situation, and if left untreated, it could have led to shock and death, he added. “On July 9, a team of surgeons removed the cysts in a 4.5 hour long surgery. The total count of the daughter cysts in all the four cysts was a staggering 759. We had to take precaution as the cysts were adhered to organs,” he said. The woman was discharged and was doing well.

Kannan, professor of Surgical Gastroenterology, said Hydatid disease, a tapeworm infestation, was endemic in certain places of the State such as Madurai.

“It spreads through animal faeces. The cycle involves dogs and sheep, and human beings are accidental intermediate hosts. When ingested, tapeworm eggs go to the liver first. Cases of Hydatid disease is reducing due to improvement in hygiene,” he added.

P. Anbalagan, professor of Surgical Gastroenterology said that patients are usually asymptomatic. The cysts grow slowly for 1 to 5 cm a year, doctors said.

They stressed on hygiene practices including hand washing, washing of vegetables, fruits and greens, ensuring safe drinking water, de-worming of pets and maintaining cleanliness at slaughter houses. Care should be taken when consuming salads too.

University Vice-Chancellor M. Krishnan said all posts had been filled up according to the MKU Acts and Statutes. “We are merely following the rules and ensuring that there are no violations,” he said.

A member privy to the meeting said, on condition of anonymity, that the decision to appoint a Registrar was made because former Registrar in-charge R. Sudha wanted to resign.

“On November 7, Ms. Sudha wanted to resign but we requested her to stay until we could appoint a Registrar. However, since she submitted her resignation on Friday, we accepted it,” the member said.

The member said a panel to appoint Registrar would be formed and a decision would be taken in three weeks.

The Telangana government on Wednesday issued an order designating the first additional district and sessions judge of Mahbubnagar as the special court for speedy trial of the rape and murder case of the veterinarian. The Registrar General of the High Court would issue further directions on the matter, the order said.

The crucial process of reconstructing the sequence of events in the rape and murder of the woman veterinarian will commence after the Shadnagar court, 50 km from here, on Wednesday allowed a petition from the Cyberabad police seeking custody of the four accused in the case.

Three days after the investigators filed a petition, the court passed an order allowing them to take custody of the accused for seven days. As the order was issued late in the evening, the police are likely to take the four into custody on Thursday from the Charlapally Central Prison. “We need to ascertain several facts. How they shifted the victim’s body after violating her and several other dots need to be linked,” the investigators said.

Tight security

Security arrangements were made at the court in Shadnagar town in Rangareddy district. No journalist was allowed inside the court. The accused were not brought to the court for the hearing on the police petition.

With the Shadnagar and Mahbubnagar district bar associations saying that none of their members would represent the accused, there were no counter arguments on the petition seeking their police custody.

The petition for their custody was filed on Monday. No arguments were presented that day too as the local prosecutor was not available. The prosecutor from the Jadcherla district court eventually appeared on behalf of the police.

On Tuesday, notices were issued to the accused. They were told the investigators wanted to take them into custody. On Wednesday, the court finally issued an order for their custody.

When the password is keyed in, the system permits the official to access the database and enter the details of the cardholders’ entitlements.

It was while responding to a snag at a fair price shop in Velachery that an official stumbled upon the option of using an OTP (one-time password) to disburse essential commodities.
The official wanted to ensure that ration cardholders did not have to go home empty-handed, though the Point of Sale (PoS) machine was not in a position to scan the ration cards.
As it turned out, the machine had a provision which would render even the card superfluous.
What this feature permits the ration shop official to do is enter the registered mobile number of the cardholder. Once this is done, the cardholder gets an OTP on his or her mobile phone. When the password is keyed in, the system permits the official to access the database and enter the details of the cardholders’ entitlements, depending upon what the beneficiary gets at the shop.
The idea of making the OTP option the norm was mooted five years ago, but the proposal faced opposition from within the department on the grounds that not all ration cardholders would possess a mobile phone, and people in rural areas could be put to "severe hardship”. But over the years, the authorities have realised that there is a deep penetration of mobile phones in the State, and the number of mobile phones registered with the Civil Supplies Department has crossed the two-crore mark. The official at the Velachery fair price shop, who wished to remain anonymous, said the intention was to avoid sending the cardholders back disappointed, especially at the beginning of the month. “I am told that it will take at least 10 days to repair the machine’s camera, which scans the cards. I could have remained idle till then, telling people to return to the shop after 10 days. But I did not want to do that when an alternative provision in the machine was available,” the official explained.
The guideline
A senior official in the department said that as per the guideline, the option of using the registered mobile number for providing the commodities was to be exercised only when the PoS machine’s camera failed to operate and scan the cards.
Another improvement that was being planned by the department was to install machines at the fair price shops to capture the biometric details of the cardholders, the official added.

NEET case: students’ bail conditions relaxed

The Bench of the Madras High Court on Wednesday relaxed the bail conditions of three students and a parent in the NEET impersonation case.

They have now been directed to appear before the CB-CID as and when required by the investigating agency.

Hearing the plea of the students and the parent, Justice G.R. Swaminathan relaxed the bail conditions imposed on them.

The High Court had earlier granted bail with conditions to the students, directing them to appear before the CB-CID daily.

The parent was granted bail by a lower court in Theni.

செங்கல் ஏற்றி வந்த அந்த வாகனத்தில் 28 கி.மீ. தொலைவிலுள்ள சட்டம்பள்ளி என்கிற இடத்திற்கு அந்தப் பெண்ணின் உடலை எடுத்துச் சென்று அடையாளம் தெரியாமல் இருக்க தீயிட்டுக் கொளுத்தினாா்கள். மீண்டும் சம்பவ இடத்திற்கு வந்து இருசக்கர வாகனத்தை பத்திரமாக ஓா் இடத்தில் நிறுத்திவிட்டு கட்டுமானப் பணி நடக்கும் இடத்திற்கு செங்கல் ஏற்றிய வாகனத்துடன் அவா்கள் சென்றுவிட்டனா்.

அந்தப் பெண்ணின் குடும்பத்தினா் இரவு 11 மணிக்கு செல்லிடப்பேசி செயல்படாததைத் தொடா்ந்து காவல்துறையை அணுகினாா்கள். தங்களது அதிகார வரம்பில் இல்லை என்று கூறி அவா்கள் காவல்நிலையம் காவல்நிலையமாக அலைக்கழிக்கப்பட்டனா். அடுத்த நாள் இரவு ஒரு கோயிலின் சுற்றுச்சுவருக்கு வெளியே எரிக்கப்பட்ட சடலம் அடையாளம் காணப்பட்டது. அந்தப் பகுதியில் உள்ள சிலா் எரிந்து கொண்டிருந்த உடலைப் பாா்த்ததும் தண்ணீா் விட்டு அணைத்தனா். ஆனால், அந்தப் பெண்ணின் உடல் அதற்குள் முழுவதுமாக எரிந்துவிட்டிருந்தது . ஹைதராபாதில் நடந்த இந்தச் சம்பவம், மகளிரின் பாதுகாப்பு குறித்த பல கேள்விகளை எழுப்புகிறது.

2012 டிசம்பா் மாதம் 23 வயது ‘நிா்பயா’ கூட்டு பாலியல் வன்கொடுமைக்கு தலைநகா் தில்லியில் ஆளானது முதல் இன்று வரை தொடா்ந்து பல நிகழ்வுகள் ஒன்றன் பின் ஒன்றாக நடந்து கொண்டிருக்கின்றன. மும்பையில் சக்தி மில்ஸ், உத்தரப் பிரதேசத்தில் பதான், தில்லியில் உபோ், ஜம்மு - காஷ்மீரத்தில் கதுவா, இப்போது ஹைதராபாதிலும் ராஞ்சியிலும் என்று தொடா்கதையாகி விட்டிருக்கிறது பெண்கள் பாலியல் வன்கொடுமைக்கு ஆளாகும் நிகழ்வுகள். தேசிய குற்ற ஆவண புள்ளிவிவரப்படி, ஒவ்வொரு 20 நிமிடத்திலும் இந்தியாவின் ஏதாவதொரு பகுதியில் பாலியல் வன்கொடுமைக்கு ஒரு பெண் ஆளாகிறாா்.

2012 நிா்பயா சம்பவத்தைத் தொடா்ந்து, அன்றைய மன்மோகன் சிங் அரசு நீதிபதி ஜெ.எஸ். வா்மா தலைமையில் விசாரணைக் குழு ஒன்றை அமைத்தது. அதன் பரிந்துரையின் அடிப்படையில், குற்றவியல் சட்டம் 2013-இல் திருத்தம் கொண்டுவரப்பட்டது. இந்திய தண்டனைச் சட்டம், 1973 குற்றவியல் நடைமுறைச் சட்டம், 1872 இந்திய சாட்சிச் சட்டம், 2012 போஸ்கோ சட்டம் ஆகியவற்றில் திருத்தங்கள் கொண்டுவரப்பட்டன. பாதிக்கப்பட்ட பெண்ணின் மரணம், முற்றிலுமான செயலிழப்பு, ஒருமுறைக்கு மேலான பாலியல் குற்றம் ஆகியவற்றுக்கு மரண தண்டனை விதிக்க வழிகோலப்பட்டது.

2018-இல் அந்தச் சட்டம் மேலும் கடுமையாக்கப்பட்டு, 12 வயதுக்கும் குறைவான சிறுமிகளின் பாலியல் வன்கொடுமை வழக்குகளில் மரண தண்டனையும், 12 வயதுக்கு மேல் 16 வயதுக்கு கீழ் உள்ள சிறுமிகளாக இருந்தால் ஆயுள் தண்டனையும் வழங்குவதற்கு வழிகோலப்பட்டது. அதனால் எந்தவித மாற்றமும் ஏற்பட்டதாகத் தெரியவில்லை.

2013 செப்டம்பரில் தில்லி நிா்பயா வழக்கில் விரைவு நீதிமன்றத்தால் நான்கு பேருக்கு மரண தண்டனை வழங்கப்பட்டது. அவற்றில் ஒருவா் 18 வயது ஆகாதவா் என்பதால் சிறாா் சிறையில் வைக்கப்பட்டு விடுவிக்கப்பட்டாா். ஏனைய மூவருடைய மேல்முறையீடு உச்சநீதிமன்றத்தால் 2017-இல் நிராகரிக்கப்பட்டது. இரண்டு வருடங்கள் கழிந்து இப்போதும் அவா்களுடைய மறுசீராய்வு மனுவின் மீது தீா்ப்பு வழங்கப்படாமல் தொடா்கிறது.

தேசிய குற்ற ஆவணக் காப்பக புள்ளிவிவரப்படி, 2017 வரை 3.59 லட்சம் பெண்களுக்கு எதிரான பாலியல் வழக்குகள் பதிவு செய்யப்பட்டிருக்கின்றன. இவற்றைவிட பல மடங்கு அதிகான நிகழ்வுகள் வெளியில் தெரியாமலேயே மறைக்கப்பட்டிருக்கும். அந்தப் புள்ளிவிவரத்தின்படி, காவல்துறை பதிவு செய்யும் 86% வழக்குகளில், 13%தான் விசாரணைக்கு எடுத்துக் கொள்ளப்படுகின்றன. தண்டனை வழங்கப்படுவது 32% வழக்குகளில்தான். காரணம், முறையான வழக்குப் பதிவோ, சாட்சியங்களோ காவல்துறையால் வழங்கப்படுவதில்லை என்பதுதான் அதற்குக் காரணம்.

கடந்த 2007-இல் மத்திய நிதியமைச்சராக ப.சிதம்பரம் பதவி வகித்தபோது, ஐஎன்எக்ஸ் மீடியா நிறுவனம் ரூ.305 கோடி வெளிநாட்டு நிதியைப் பெறுவதற்கு, மத்திய நிதியமைச்சகத்தின் கீழ் இயங்கும் அந்நிய முதலீட்டு மேம்பாட்டு வாரியம் முறைகேடாக அனுமதி வழங்கியதாகக் குற்றச்சாட்டு எழுந்தது. இதில், ஐஎன்எக்ஸ் மீடியா நிறுவனத்துக்கு ப.சிதம்பரத்தின் மகனும், சிவகங்கை தொகுதி எம்.பி.யுமான காா்த்தி சிதம்பரம் உதவியதாகவும் குற்றச்சாட்டு எழுந்தது.

இதுதொடா்பாக, சிபிஐ கடந்த 2017-ஆம் ஆண்டு வழக்குப்பதிவு செய்தது. அதனடிப்படையில், சட்டவிரோத பணப்பரிவா்த்தனை தடுப்புச் சட்டத்தின்கீழ் அமலாக்கத் துறையும் கடந்த 2018-இல் வழக்குப்பதிவு செய்து, விசாரணை நடத்தி வருகிறது.

இந்நிலையில், ப.சிதம்பரம் கடந்த ஆகஸ்ட் 21-இல் சிபிஐ அதிகாரிகளால் கைது செய்யப்பட்டாா். இந்த வழக்கில் உச்சநீதிமன்றம் அவருக்கு கடந்த அக்டோபா் 22-இல் ஜாமீன் வழங்கியது.

எனினும், அமலாக்கத் துறை பதிவு செய்த வழக்கில் அக்டோபா் 16-இல் ப.சிதம்பரம் கைது செய்யப்பட்டிருந்ததால், அவரது சிறைவாசம் தொடா்ந்தது. இந்த வழக்கில் அவருக்கு ஜாமீன் வழங்க தில்லி உயா்நீதிமன்றம் மறுத்துவிட்டதையடுத்து, உச்சநீதிமன்றத்தில் மேல்முறையீட்டு மனு தாக்கல் செய்யப்பட்டது.

இந்த விவகாரத்தில் ஏற்கெனவே நடைபெற்ற விசாரணையின்போது, ‘ப.சிதம்பரத்தை ஜாமீனில் விடுவித்தால், வழக்கில் தொடா்புடைய சாட்சிகளை அவா் கலைத்துவிடுவாா்; ஆதாரங்களையும் அழிக்க வாய்ப்புள்ளது’ என்று அமலாக்கத் துறை தரப்பில் வாதிடப்பட்டது. மேலும், சட்டவிரோத பணப் பரிவா்த்தனை என்பது நாட்டின் பொருளாதாரத்தை பாதிக்கக் கூடியதாகும். அதிகாரத்தில் இருப்பவா்கள் இதுபோன்ற குற்றங்களில் ஈடுபடும்போது, நிா்வாக அமைப்புமுறை மீது மக்கள் நம்பிக்கை இழந்துவிடுவா் என்றும் அமலாக்கத் துறை வாதிட்டது.

ஆனால், ‘ப.சிதம்பரத்தின் மீதான குற்றச்சாட்டுகள் அடிப்படையற்றவை; அவா் தொடா்புடைய நேரடி அல்லது மறைமுக ஆதாரங்கள் எதையும் அமலாக்கத் துறை சமா்ப்பிக்கவில்லை’ என்று அவரது தரப்பில் ஆஜரான மூத்த வழக்குரைஞா்கள் அபிஷேக் சிங்வி, கபில் சிபல் ஆகியோா் வாதிட்டனா். இருதரப்பு வாதங்களும் நிறைவடைந்த நிலையில், உச்ச நீதிமன்றம் இன்று சிதம்பரத்துக்கு ஜாமீன் வழங்கி உத்தரவிட்டது.

அரசு ஓய்வூதியத்தில் சேராத ஓய்வூதிய தொகுப்பு பணப்பலன்: 10,000 பேர் பாதிக்கப்பட்டுள்ளதாக புகார்
தமிழகம் முழுவதும் ஓய்வூதியம் பெறும் 10,000 பேரின் ஓய்வூதியத்தில், ஓய்வூதிய தொகுப்பு பணப்பலன் சேர்க்கப்படவில்லை என, பாதிக்கப்பட்டோர் கூறுகின்றனர்.

தமிழகத்தில் பல்வேறு துறைகளில் சுமார் 12 லட்சத்துக்கும் மேற்பட்ட அரசு ஊழியர்கள், ஆசிரியர்கள் பணிபுரிகின்றனர். 7 லட்சத்துக்கும் மேலான ஓய்வூதியர்களும் உள்ளனர்.

ஒவ்வோர் அரசு ஊழியர், அலுவலர், ஆசிரியர்களும் பணி ஓய்வின்போது, ஓரிருமாதத்தில் ஓய்வூதி பணப் பலன்களுடன் அவர்கள் பணிபுரிந்த ஆண்டுகள் மற்றும் சம்பளத்திற்கு தகுந்தவாறு ஓய்வூதிய தொகுப்பு தொகை வழங்கப்படுகிறது. 2003க்குபின் ஒவ்வொருவருக்கும் பல லட்சக்கணக்கில் தொகுப்பு தொகை வழங்கப்படுகிறது.

இத்தொகையை 15 ஆண்டு வரை கணக்கீட்டு, ஓய்வூதியத்தில் இருந்து மாதந்தோறும் அந்தந்த மாவட்ட கருவூலத்தால் பிடித்தம் செய்யப்படுகிறது. 15 ஆண்டுகளுக்குப் பிறகு ஒவ்வொரு மாதமும் பிடித்தம் செய்த அந்தத் தொகை மீண்டும் அவரவர் ஒய்வூதியத்தில் சேர்த்து வழங்கப்படும். இதுவே தற்போது நடைமுறையில் உள்ளது.

இந்நிலையில், கடந்த 15 ஆண்டுகளுக்கு முன்பு ஓய்வு பெற்ற பல்வேறு துறைகளைச் சேர்ந்த ஊழியர்கள், அலுவலர்களுக்கு ஓய்வூதிய தொகுப்பு தொகை பிடித்தம் காலம் முடிந்தும், அதற்கான தொகை ஓய்வூதியத்தில் சேர்க்கப்படவில்லை என புகார் எழுகிறது.

பாதிக்கப்பட் டோர் நேரில் சென்று கருவூலத்தில் மனு கொடுத்தும் நடவடிக்கை இல்லை என ஓய்வூதியர்கள் சிலர் தெரிவிக்கின்றனர்.

இது குறித்து ஓய்வூதியர் சங்க நிர்வாகி என்.அழகுமுத்துவேலாயுதம் கூறியது:

மதுரை மாவட்ட காவல் கண்காணிப்பாளர் அலுவலகத்தில் அலுவலக கண்காணிப்பாளராக பணிபுரிந்து 15 ஆண்டுக்கு முன்பு ஓய்வு பெற்றேன். எனக்கான ஓய்வூதிய தொகுப்பு தொகை பிடித்த கால அளவு முடிந்து சில மாதமாகியும் அந்தத் தொகை ஓய்வூதியத்தில் சேர்க்க படாமல் உள்ளது.

கருவூலத்தில் முறையாக மனுகொடுத்தும் நடவடிக்கை இல்லை. என்னைப் போன்று தமிழகத்தில் 2003-க்கும் முன்பு பணி ஓய்வு பெற்ற சுமார் 10 ஆயிரத்துக்கும் மேற்பட் டோர் பாதிக்கப்பட்டுள்ளோம்.

கருவூல அலுவலங்கள் கணினி மயமானாலும் இந்நிலை தொடர்கிறது. கருவூல அதிகாரிகள் இது பற்றி ஆய்வு செய்து, நடவடிக்கை எடுக்கவேண்டும், என்றார்.

கருவூல அதிகாரி ஒருவரிடம் கேட்டபோது, ‘‘ மாவட்ட கருவூலங்கள் கணினி மயமாக்கப் பட்டுள்ளன. அனைத்து ஓய்வூதியர்களும் ஆன்லைனில் இணைக்கப்பட்டுள்ளனர்.

தொகுப்பு தொகை பிடித்தம் காலம் முடிந்தவுடன் அது தானாகவே உரியவர் ஓய்வூதியத்தில் சேர்ந்துவிடும். ஒருவேளை பிரச்சினை இருந்தால் சம்பந்தப்பட்ட கருவூலத்தை அணுகலாம். பென்சன் புத்தக நகலுடன் புகார் மனு கொடுத்து, நிவர்த்தி செய்யலாம்,’’ என்றார்.

நாடு முழுவதும் வெங்காயம் விலை அதிரடியாக உயர்ந்து வருகிறது. வெங்காயம் விலை உயர்வு தொடர்பாக பார்லி.,யில் எதிர்க்கட்சிகள் போராட்டம் நடத்தி வருகின்றன. இந்நிலையில் சென்னை கோயம்பேடு காய்கறி மார்க்கெட்டில் பெரிய வெங்காயத்தின் விலை ரூ.100 முதல் 130 வரையிலும், சின்ன வெங்காயத்தின் விலை ரூ.140 முதல் 180 வரையிலும் விற்கப்படுகிறது. வட மாநிலங்களில் இருந்து தமிழகத்திற்கு வரும் வெங்காய லாரிகளின் வரத்து குறைந்துள்ளதால், தமிழகத்தில் வெங்காயத்தின் விலை அதிகரித்துள்ளதாக வியாபாரிகள் தெரிவித்துள்ளனர். வட மாநிலங்களில் வெங்காயத்தின் இருப்பு குறைந்ததால் தமிழகத்திற்கு வரும் வெங்காயத்தின் அளவு குறைந்ததால், விலை அதிகரித்துள்ளதாக கூறப்படுகிறது.

Chennai: The Madras high court has held that those government servants /employees, who are freshly appointed on or after April 1, 2003, are not entitled to pension in view of proviso to Rule 2 of Tamil Nadu Pension Rules, 1978 inserted by G.O dated August 6, 2003.

The Full Bench comprising Justices R.Subbiah, P.T.Asha and C.Saravanan gave the ruling while answering the reference made to it on a batch of petitions and appeals from individual employees and state government.

The Full bench said such reference came to be made by the division bench on noticing that there were two conflicting decisions rendered by the division benches of this court. In one of the judgments, it was held that persons who were absorbed and/or regularized to service after April 1, 2003 were not entitled to count half of the past service rendered by them for the purpose of conferment of pensionary benefits along with the service rendered by them after regularization.

Another division bench held that such persons, whose service came to be regularized after April 1, 2003 were entitled and/or eligible to count half of the services rendered by them on daily wage basis prior to their regularization, for the purpose of conferment of pensionary benefits. Thus, this contrary view taken by two division bench of this court has led to the present reference to this Full bench, the Full bench added.

The Full Bench held that those government servants/employees appointed prior to April 1, 2003 whether on temporary or permanent basis in terms of Rule 10 (a) (1) of Tamil Nadu State and Subordinate Service Rules will be entitled to get pension as per the Tamil Nadu Pension Rules, 1978.

In case, a government employee/servant had also rendered service in non-provincialised service, or on consolidated pay or on honorarium or daily wage basis and if such services were regularized before April 1, 2003, half of service rendered shall be counted for the purpose of conferment of pensionary benefits, the Full Bench added.

The Full Bench said those government servants who were appointed in the aforesaid four categories before the cut off date and later appointed under Rule 10 (a) (1) of Tamil Nadu State and Subordinate Service Rules and absorbed into regular service after April 1, 2003 will not be entitled to count half of their past service for the purpose of determination of qualifying service for pension.

Those government servants, who were appointed in the aforesaid four categories before April 1, 2003 but were absorbed in regular service after April 1, 2003 will not be entitled to count half of their past service for the purpose of determination of qualifying service for pension, the Full Bench added.

TIRUCHY: A 34-year-old patient jumped from to his death from the terrace of the new building of Mahatma Gandhi Memorial Government Hospital (MGMGH) on Tuesday morning. Ganesh Murthy, who was under treatment for jaundice, died due to the impact of the fall, said doctors who tried to revive him.

“He was admitted to the hospital on 22nd November with fever and was subsequently diagnosed with jaundice and we treated him for that. He responded to the treatment well and was going to be discharged in a few days,” said Dr K Vanitha, Dean of MGMGH Tiruchy.

Ganesh was admitted in a ward on the 6th floor of the new building.

“He asked his father Nagaraj to go get some food for him at 7:30. The door to the terrace was open from where he jumped. When he fell down, we tried to revive him but unfortunately, he died,” said Dr Yeganathan, Medical Superintendent.

It is said that there were no security officials or nurses in the ward when Ganesh took the drastic step. The nurse on duty had reportedly gone to check on the pressure valve on the terrace and left the gate to the terrace open.

Dean says that no one expected Ganesh to take this step.

“We did not detect any suspicious signs of depression or suicidal thoughts. It is said he was unemployed and had recently applied for a foreign job. As he was diagnosed with Hepatitis B, his dream of going abroad was uncertain. We suspect this to be the reason behind Ganesh's extreme step, ” added Dr. Vanitha.

The incident raises questions about security at the hospital. Doctors say that this is the first such incident where a patient jumped from the terrace.

CHENNAI: With an eye on reducing workload, government nurses have appealed to the health department to enrol male students in Diploma Nursing Course in government School of Nursing Colleges. The Tamil Nadu Government Nurses Association recently submitted a memorandum, for which senior officials replied they would consider after discussion with directorates of the department.

Speaking to Express, S Kaliyammal, State treasurer of the association said, “Male nurses can be posted in sensitive wards like trauma and convicts wards, which we find tough to handle. Now, they are recruiting male nurses through Medical Recruitment Board who are graduated from private nursing colleges and they directly join. But if the department offers the course to male students, they can be trained in government hospitals during training period. This will reduce burden on us.”

A source said, “The health department stopped course for male students in 2008. One of the main reasons was it could not arrange for accommodation as it is a residential course. Also only a few seats were available, besides nursing profession is more synonymous with female as they have to assistant deliveries also. If it was male, pregnant women may feel uncomfortable.”

Nursing students stage protest on DME campus

Chennai: Around 200 people who completed their nursing assistant courses in government colleges held a protest at the Directorate of Medical Education office campus on Tuesday. S Manikandan, said, “I completed my course at Govt Kilpauk Medical College in 2014-15. Only 2009 batch students were posted in govt hospitals but subsequent batches were not posted. We request the State to give us job as there are vacancies.”

AYUSH practitioners to get nod to prescribe allopathy drugs

The government of Karnataka is keen on allowing practitioners of the Indian systems of medicine, such as ayurveda, yoga, Unani, Siddha and homeopathy (AYUSH), to practice allopathy and will come out with rules in this regard soon, according to a statement issued by State Health Minister B. Sriramulu.

The Minister had recently assured AYUSH practitioners that if their clinics had been shut down for cross-practice, the District Health Officers (DHOs) would be directed to reopen them.

Doctor gets 14 traffic notices

A doctor received 14 notices from the Traffic Management Centre (TMC) for violations that he did not commit. It was only when he approached the centre did the police realise that the notices had been sent to the wrong address because of an error in the registration number on a scooter. The incident came to light when Sanjay G.R. approached the TMC challenging the notices. After verification, the police concluded that someone was misusing the registration number and sounded an alert to the traffic police.

After analysing videos from across the city, Assistant sub-inspector Ravi Kumar and constable Allabakash, attached to the TMC, zeroed in on one motorist who frequently rode on Tannery Road, where most of the violations were reported. They intercepted the rider on Monday.

Ravikanthe Gowda B.R., Joint Commissioner of Police (Traffic), said the owner, Sheikh Wasim, had a scooter with the same colour as that of the doctor’s vehicle. He had bought it three months ago and got the registration done through a middleman from the RTO. The middlemen gave him a registration number that originally belonged to Dr. Sanjay. All the letters and numbers were the same, barring one numeral.

Wasim got a number plate made with the given number but did not bother to cross-check it with the RC smart card, which had the correct number. “Wasim admitted to the mistake and even paid the penalty of ₹2,600 for 14 traffic violations,” said a senior police officer.

A Comptroller and Auditor General (CAG) report tabled in the Delhi Assembly on Tuesday criticised different government bodies for their lapses and laxity which has cost hundreds of crores of rupees to the exchequer.

Under assessment/short levy/loss of revenue and other irregularities involving ₹1,701.14 crore in 500 cases was revealed during test check of the records of 70 units of the Department of Trade and Taxes, State Excise, Transport and Revenue conducted during 2017-18, the report said.

The CAG report came down heavily on the Department of Transport and the Department of Tourism.

“Due to failure of Delhi Transport Infrastructure Development Corporation Limited [DTIDC] to provide work fronts timely, the upgradation work of ISBT Kashmere Gate could not be completed even after more than eight years of stipulated completion date, resulting in raising of claims of ₹113.80 crore by contractor and DIMTS,” the report read.

“Delhi Transport Infrastructure Development Corporation Limited incurred avoidable payment of interest of ₹2.76 crore due to default/delay in filing of ITR and default/deferment in payment of advance tax,” the report said. It also pointed to the lapse of not establishing ISBTs at North and South West entry points of Delhi in Dwarka and Narela even after Supreme Court directions 20 years ago.

“The objective of reducing air pollution in GNCTD [Government of National Capital Territory of Delhi] by establishing these two ISBTs could not be achieved as 516 and 1,243 inter-State diesel operated buses arriving from Haryana, Rajasthan, Punjab and Himachal Pradesh continue to ply to/from ISBTs at Sarai Kale Khan and Kashmere Gate respectively on daily trip basis,” it said.

“In the case of Narela ISBT, after releasing payment of ₹10.30 crore to DDA, the land for establishment of the ISBT has not yet been finalised even after the lapse of 11 years,” the report said. It also read that even after over five years after being assigned the responsibility of managing the bus queue shelters (BQS), the DTIDC failed to construct any new BQS.

“Injudicious decision of Delhi Tourism and Transportation Development Corporation to enter into an agreement with a firm for the operations of Coffee Home without seeking consent of New Delhi Municipal Corporation [land owning agency] has resulted in loss of revenue of ₹3.05 crore,” the report said.

During the period — July 2017 to March 2018—, 70% to 98% taxpayers had filed their returns. The report also said as, on March 31, 2018, there were 18 State PSUs which included 16 government companies and two statutory corporations. Of this, 13 PSUs (other than Power Sector) incurred overall losses during the five year period from 2013-14 to 2017-18.

“Major losses were incurred by Delhi Transport Corporation to the tune of ₹3,843.62 crore as per the latest finalised accounts of the corporation. As per the latest finalised accounts for 2017-18, out of 13 PSUs, five earned profit of ₹70.32 crore and four PSUs incurred losses of ₹3,859.78 crore and four incurred marginal profit and loss,” the CAG report said.

During the last five years, the turnover of five power sector undertakings recorded compounded annual growth of 2.81% and compounded the annual decline in debt was 6.97% due to which the debt-turnover ratio improved from 1.87 in 2013-14 to 1.25 in 2017-18.

No scam found: CM

Chief Minister Arvind Kejriwal said the CAG is the most admired auditing agency in India and in the last 70 years, it had unearthed many scams like 2G, Coal and CWG etc.

“In spite of harsh scrutiny, the CAG couldn’t find out anything wrong with the Delhi government in the last five years. We have fulfilled the responsibilities entrusted to us by the public,” he added.

BSNL VRS window closes

The voluntary retirement scheme (VRS) being offered by BSNL and MTNL seems to have been a success, with nearly one lakh employees opting for it.

While a total of 78,569 BSNL employees have opted for the scheme, the number for MTNL stood at 14,387 employees, a source said.

“The application window which was opened on November 4, closes on December 3. Till evening today [Tuesday], the combined employees count who opted for VRS for the two PSUs stood at 92,956. We should be able to give the final figures on Wednesday,” the source added.

Police bust scam of job aspirants producing fake sports certificates

After launching a sting operation and laying a trap, the district police have busted a scam of candidates producing fake certificates to seek recruitment under sports quota in the just-concluded recruitment conducted by Tamil Nadu Uniformed Services Recruitment Board (TNUSRB) for grade II constables, jail warders and firemen.

The district police busted the scam after a person from Karisalkulam called Superintendent of Police V. Varun Kumar through the police helpline 94899 19722 and alerted him to the racket. After investigation, two special teams carried out a sting operation and arrested Seeman, a Chennai-based kabaddi coach, attached to Tamil Nadu Amateur Kabaddi Association (TNAKA). The special teams, headed by Sub-Inspectors Guganeshwaran and Muruganathan, also arrested Rajiv Gandhi, a police aspirant, who acted as a conduit between aspiring candidates and the coach, and an Armed Reserve police constable, who had joined the police force last year by allegedly producing fake sports certificate.

As investigation revealed that five candidates produced fake certificates issued by Seeman this time. The SP, suspecting that the scam could have wider ramifications, has written to the TNUSRB, suggesting verification of certificates produced by all candidates, who had joined the force under the sports quota.

“After arresting three accused, we have launched a hunt for six others – a person who had joined the forest department, and five candidates, who had reached the final stage in the just-concluded recruitment process,” the SP said. The five candidates hailed from the district and were relatives of Rajiv Gandhi, he added.

Investigations revealed that Seeman had issued certificates to at least five candidates, who were relatives of Rajiv Gandhi as if they had represented Tamil Nadu in the National Junior Kabaddi Championship held in Kasargod in 2014.

The modus operandi was that Seeman would not issue certificates to the substitutes and distribute those certificates to others after receiving a lump sum, the SP said. He demanded ₹50,000 be transferred to his bank account for a certificate when the special teams launched a sting operation and laid a trap, he said.

Registrar in-charge at MKU resigns

Registrar in-charge of Madurai Kamaraj University (MKU) R. Sudha has resigned from her post.

Vice-Chancellor M. Krishnan, who accepted her resignation letter submitted on Friday last, said that only those below 58 years of age and, hence, could complete a three-year term as Registrar, could be allowed in the post.

However, considering that Ms. Sudha, one of the senior-most professors in the university, was appointed only as an in-charge until a permanent appointment was made, a section of faculty members felt there was no need for her to resign. “There have been instances in the past where professors, who were aged 58 years or above, were appointed as Registrar (in-charge),” a faculty member said.

Ms. Sudha was appointed on June 9. The process for appointing a full-time Registrar began in June.

Welcoming the intent to adhere to the university statute in the case, Madurai Kamaraj University Faculty Association (MUFA), in its letter to the Vice-Chancellor, questioned the non-adherence of the rules in the appointment of Public Relations Officer, National Service Scheme Coordinator, and Rastriya Uchchatar Shiksha Abhiyan (RUSA) Coordinator.

Stating that this was not acceptable, the association urged the Vice-Chancellor to enforce the rules for all posts.

Ms. Sudha told The Hindu that she intended to resign from the post on November 7 to follow the rules laid down by the administration. “The Syndicate had then requested that I stay on until they find a full-time Registrar. So, I obliged. Recently however, certain associations at the university raised questions regarding my appointment and I thought it was time,” she said.

Mr. Krishnan said that a meeting of the special Syndicate would be convened on Wednesday to decide on her successor.

On MUFA’s letter, the Vice-Chancellor said that he was aware of the issue and would take steps to address them.

In a significant verdict, the Madras High Court on Tuesday held that government servants appointed in non- provincialised service or on consolidated pay or honorarium or daily wage before April 1, 2003 (when the contributory pension scheme was introduced) and absorbed in regular service after that date are not entitled to count half of their past service for the purpose of determining the qualifying service for grant of regular government pension.

A Full Bench comprising Justices R. Subbiah, P.T. Asha and C. Saravanan gave the ruling while answering a reference made to it by a Division Bench of the High Court due to conflicting verdicts on the issue.

A batch of over 270 writ petitions were referred to the Bench constituted by the Chief Justice for answering the reference.

‘Commitment on IoE for varsity if quota continues’
Minister seeks MHRD assurance

Tamil Nadu Higher Education Minister K.P. Anbalagan on Tuesday said that the letter of commitment from the State government on the Institute of Eminence status for Anna University will be provided only after assurance from the Ministry of Human Resource Development (MHRD) that the existing reservation policy in the State can continue.

In a brief interaction with the media after the 40th convocation of the university here, the Minister said the State would have no hesitation in issuing the letter of commitment the moment MHRD provided confirmation on the reservation policy.

He insisted that IoE status to Anna University should not affect the 69% reservation followed for Other Backward Classes, Scheduled Castes, Scheduled Tribes and Muslims in student admissions and faculty recruitment.

Earlier, delivering the welcome address and presenting the annual report, V-C M. K. Surappa appealed to the State government to issue the letter of commitment.

A Phenomenal Six Months

Modi government has hit the ground running as it starts its second term

Last Saturday, the Prime Minister Narendra Modi led government completed six months in office in its second term. Within this six months several historic and transformative decisions have been taken by Modi 2.0 touching positively, in particular, the lives of poor, downtrodden, farmers, women, youth, middle class, Scheduled Castes, Scheduled Tribes.

The overarching principle and spirit of all decisions by the Modi government has been “India First”. In line with the mandate and faith re-imposed emphatically by the people of India, the government under Modi’s dynamic leadership has engaged in realising and fulfilling the promises made by the BJP in its election manifesto.

With the larger vision of “Sabka Saath Sabka Vikas”, Modi 2.0 is steadfastly working and seeking “Sabka Vishwas”.

Several core promises of the BJP have already been fulfilled. One Nation, One Flag, One Constitution became a reality under the Modi government.

It was a historic moment when the bill to abrogate Article 370, piloted by BJP president and Union home minister Amit Shah, was passed by Parliament. The passage of the triple talaq bill has delivered gender justice to Muslim women.

The six months’ tenure of Modi 2.0 in the country also saw the historic verdict of the Supreme Court on Ayodhya, paving the way for the construction of a magnificent Ram temple on “Ram Janmabhoomi”.

Significantly, some of the key political opponents did everything to delay the judgement on Ayodhya. However, as mentioned by Modi in his “Mann Ki Baat” programme, the spirit of peace and harmony that prevailed post-Ayodhya verdict was a testimony to the strength of Indian democracy.

India is on the right path to become a 5 trillion dollar economy soon. With major decisions like strategic disinvestment of PSUs and reforms like tax, labour and banking, the Indian economy is strengthening.

Corporate tax rates have been slashed to 22% for existing and 15% for new domestic manufacturing companies. India now has one of the lowest tax rates, making it one of the most competitive global economies.

Today, the world looks up to India for providing solutions to global issues like climate change and sustainable development and we are no more back benchers.

During the recent Climate Action Summit in New York, the world was taken by surprise when Modi announced that India is going to increase energy produced from non-fossil fuels to 175 GW by 2022, and will further take it to 450 GW. At the same summit the PM also launched a Global Coalition for Disaster Resilient Infrastructure.

On the domestic front we have transferred Compensatory Afforestation Fund Management and Planning Authority (CAMPA) funds to the tune of Rs 47,436 crore, to 26 states and Union territories for afforestation. We have ensured that tribal rights are protected fully and tribals continue to be important stakeholders in forest development.

Government is taking all efforts for the mitigation of air pollution in the country. The central government has launched National Clean Air Programme (NCAP) as a long-term, time-bound, national level strategy with targets to achieve 20% to 30% reduction in PM10 and PM2.5 concentrations by 2024.

The Modi government is determined to take all steps to fight the menace of air pollution and I can assure you that New Delhi will take less time than Beijing to improve its air quality.

Flying clean and high, the Modi government has brought Rafale to India. With this, the litany of false allegations against the government has fallen apart.

Strengthening its outreach to the far-flung areas, the Union government is in the process of setting up of 118 more community radio stations. The Indian Institute of Mass Communication has been tasked with training and capacity building for the same.

In order to enhance the accessibility of television programmes for the hearing impaired, we have asked for the implementation of Accessibility Standard for TV programmes.

Countering fake news has been high on the government's agenda. We are setting up a fact checking unit in order to identify and effectively counter fake news narratives related to government and its policies.

Modi believes in public participation by which behaviour can be changed. He had proved this through Swachh Bharat Abhiyan and building toilets.

Now he has given a clarion call for “Say No to Single Use Plastic”. During just 15 days’ campaign, 13,000 tonnes of plastic waste were collected.

He has also appealed to people to do “plogging”, that is, while jogging or walking, picking and properly disposing of polythene littered on the streets or pathways.

Though six months are a very short period, when we look back, a phenomenal achievement has been made by Modi government 2.0.

UP schoolkids in hospital after dead rat found in mid-day meal

At least nine students of a government primary school in Muzaffarnagar fell ill after eating mid-day meal served to them on Tuesday afternoon by the staff, which was oblivious of a dead rat lying at the bottom of the dal pot. After eating the contaminated food, the children complained of stomach pain and started vomiting.

“Nine students were brought to district hospital here. Their condition was not so serious. The doctors gave them some medicines and sent them home with the teachers,” said Navneet Bansal, a doctor at the government hospital in Muzaffarnagar.

Later in the day, district magistrate of Muzaffarnagar Selva Kumari J ordered an FIR against the NGO which prepared and supplied the food to the school Janta Inter College in Mustafabad Pachenda village. The NGO has also been “blacklisted” by the district authorities.

The NGO, Jan Kalyan Sewa Samiti of Hapur, used to supply food for the students of Class VI, VII and VIII of the school. And the children were given ‘dal’ and ‘chawal’ (rice) in the Tuesday’s lunch.

“While the food was being served to the students, the staff spotted a dead rat at the bottom of the dal bucket. They stopped the children from eating further, but, by then, most of them had eaten a good chunk,” a senior district administration officer said. Soon, the DM, SDM, Basic Shiksha Adhikari (BSA) and several other officers rushed to the school. TNN
