Judge refuses to hear case after petitioner writes to him

MADURAI: A single judge of the Madras high court Madurai bench has refused to hear a case filed by a former CRPF constable as he had received a letter written by the litigant, connecting to the case.

Expressing displeasure, justice S Vaidyanathan, before whom the hearing came up said, though there is no bar either to a party-in-person or a litigant appearing through counsel to move the registry in respect of their grievances, the approach of the litigant in directly writing a letter to the judge is deprecated. "Hence, I am not inclined to take up this matter for hearing," the judge said.

Thus, the judge said the matter should be heard by some other judge, regarding which he also passed order.

The petitioner, K Saravanan from Ramanathapuram was appointed as a constable in 1994. He was removed from service on March 4, 2000 when he was working in Delhi on the ground that he did not join duty after completion of his leave period.

Challenging it, he had filed a case before the Madras high court, but the same was dismissed on November 16, 2010.

Thereafter, he had suffered from illness and took treatment at Erwadi Dargha. After he was cured of the illness, he sent a representation to the special director general, CRPF, Hyderabad on May 3, 2012. But it was rejected on September 16, 2013.

Hence, he filed a case before the high court bench seeking to direct the CRPF authorities to reinstate him in service.

When the judge was about to sign the order admitting the petition, he came to know that the petitioner wrote a letter directly to him. Following it, the judge refused to hear the case.

Now, renew your Aavin card online

CHENNAI: Aavin, the government-owned milk supplier, has called upon its customers to make use of its online payment gateway to renew their milk cards.

The agency has decided to put an end to long queues of customers at its outlets. Aavin card holders can register their names on the agency's website and secure unique customer numbers every month as they pay for the milk supplies.

Though the facility has been in place for some time, not many customers are aware of it, said cooperative minister B V Ramana while distributing monthly cards on the outskirts of Chennai.

Since address of customers is important for obtaining Aavin cards, customers will have to upload address proof as well.

The documents which are accepted as address proof include bank passbook, passport, ration card, aadhaar card, driving license, telephone bill, LPG bill, electricity bill and voter identity card.

"Once the user registers his or her name, a unique number will be allotted and based on this they can renew their monthly cards online and pay through the gateway," said a senior Aavin official.

After payment through credit card or internet banking, the zonal office will get to know which card has been renewed online, and it will deliver the card to the booth and from the booth through the delivery boys at the doorsteps, said the official. Aavin in recent times has been breaching new records in milk procurement and sales in Chennai city and in other districts.

In Chennai and suburbs nearly 11.65 lakh litres are sold daily.

‘Most opt for Chennai medical colleges’

In the first phase of counselling for medical seats, a total of 177 seats from MMC, 133 from Stanley and 52 seats from Kilpauk Medical College were allotted on Saturday.

“A total of 510 candidates were called in today,” said Director of Medical Education, S. Geethalakshmi.

Even though the government quota of seats at the eight self-financing medical colleges were on display, very few were opting for them, said Secretary of the Selection Committee Usha Sadasivan.

“Most students are opting for the Chennai colleges first,” she added. Allotment orders, however, will not be given until after Monday, as per court observations.

Of the 510 students, eight were absent, and at the end of the day, 502 candidates were allotted their seats. Of these, 501 chose government colleges, and one candidate chose a private college – PSG Institute of Medical Sciences and Research, Coimbatore, said Dr. Usha.

Earlier in the morning, Health Minister C. Vijaya Baskar and Health Secretary J. Radhakrishnan visited the venue Of the 2,655 seats, 398 are reserved for the all India quota, the remaining 2,257 being available for Tamil Nadu students across 20 government medical colleges.

A total of 597 seats were available at eight self-financing colleges. With one dental seat going to an ex-serviceman’s child on Friday, there are 84 seats now available at the Government Dental College, with 15 going to the all-India quota. From the 18 self-financing dental colleges, 1,020 seats will be available, said Dr. Usha.

Counselling for the general category is scheduled to go on until June 25. The second phase has tentatively been scheduled from July 22 to 27.

20 கல்லூரிகளில் 2,665 இடங்கள்

தமிழ்நாட்டில் 20 அரசு மருத்துவக்கல்லூரிகள் உள்ளன. இந்த கல்லூரிகளில் எம்.பி.பி.எஸ். படிப்பில் சேர்வதற்கான இடங்கள் 2,655 உள்ளன. இதில் அகில இந்திய ஒதுக்கீட்டு இடங்களாக 398 போய்விடும். மீதம் உள்ள 2,257 இடங்களுக்கு கலந்தாய்வு நடத்தப்படும்.

சென்னை மருத்துவக்கல்லூரி, ஸ்டான்லி மருத்துவக்கல்லூரி ஆகிய கல்லூரிகளில் தலா 250 இடங்களும், மதுரை மருத்துவக்கல்லூரியில் 155 இடங்களும், தஞ்சை, கீழ்ப்பாக்கம், திருநெல்வேலி, கோவை, திருச்சி, தூத்துக்குடி ஆகிய மருத்துவக்கல்லூரிகளில் தலா 150 இடங்களும், சேலம், கன்னியாகுமரி, வேலூர், தர்மபுரி, தேனி, விழுப்புரம், செங்கல்பட்டு, திருவாரூர், சிவகங்கை, திருவண்ணாமலை, ஓமந்தூரார் ஆகிய மருத்துவக்கல்லூரிகளில் தலா 100 இடங்களும் உள்ளன. மொத்தத்தில் 2,665 இடங்கள் இருக்கின்றன.

அரசு பல்மருத்துவக்கல்லூரி சென்னை பிராட்வே அருகே உள்ளது. அந்த கல்லூரியில் 100 இடங்கள் இருக்கின்றன.

சுயநிதி மருத்துவக்கல்லூரிகளில் அரசு ஒதுக்கீட்டு இடங்களாக 863 உள்ளன. சுயநிதி பல்மருத்துவக்கல்லூரிகளில் அரசு ஒதுக்கீட்டு இடங்கள் 1,020 வர உள்ளன.

நேற்று மருத்துவ படிப்பில் சேருவதற்கான பொது கலந்தாய்வு நடந்தது. 510 மாணவ–மாணவிகள் அழைக்கப்பட்டிருந்தனர். காலை 9 மணிக்கு கலந்தாய்வு தொடங்கியது. 200–க்கு 200 கட் ஆப் மதிப்பெண் எடுத்த மாணவ–மாணவிகள் 17 பேர் எம்.பி.பி.எஸ். படிக்க சென்னை மருத்துவக்கல்லூரியை தேர்ந்து எடுத்தனர்.

MCI approves 1,110 more MBBS seats for colleges in north India

In a big bonanza for aspiring doctors in the north, the Medical Council of India has allowed region's medical colleges to increase 1,110 MBBS seats from the current academic session.

The decision will directly benefit aspirants in Punjab, Haryana, Jammu&Kashmir, Himachal Pradesh and Chandigarh.

In a state-wise breakup, Punjab will be able to add 325 MBBS seats. Punjab Institute of Medical Sciences, Jalandhar, has been allowed to admit 150 students. Guru Ram Das Medical College, Amritsar, and government medical colleges in Patiala and Faridkot have been allowed to increase 50 MBBS seats each. Christian Medical College, Ludhiana, will get 25 additional seats. With fresh additions, the total number of MBBS seats in Punjab has reached 995.

Haryana will add 350 MBBS seats to its existing number. While three medical colleges - Shaheed Hasan Khan Mewati Government Medical College, Nalhar, BPS Government Medical College for Women, Sonepat and Shree Guru Gobind Singh Tricentenary Medical College Hospital and Research Centre, Gurgaon - have been allowed to add 100 seats each, Pt BD Sharma Postgraduate Institute of Medical Sciences, Rohtak, will be able to admit 50 more MBBS students.

In J&K, three medical colleges - Sher-I Kashmir Institute of Medical Sciences, Srinagar, Government Medical College, Jammu and Government Medical College, Srinagar - have been allowed to add 50 seats each.

Similarly, two government medical colleges in Himachal Pradesh will be able to admit 85 more students. While Indira Gandhi Medical College, Shimla, has been allowed to admit 35 more students, the seat tally at Dr Rajendra Prasad Government Medical College, Tanda, has gone up by 50. Another private college Maharishi Markandeshwar Medical College & Hospital, Solan, has been allowed to admit 150 MBBS students. The total number of MBBS seats in the state has now touched 350.

Government Medical College and Hospital, Sector-32 (GMCH-32), Chandigarh, has been allowed to increase its seat strength by 50. After the first inspection, the MCI had allowed the college to admit only 50 students instead of 100.

Maha Medical Council cracks down on 'fake' MD physicians

Mumbai, Jun 14 (PTI) Maharashtra Medical Council, the apex body of medical professionals in the state, has launched a crackdown against doctors who pursue post-graduate degrees through distance education and claim to be MD physicians.

"The degrees such doctors pursue are not recognised by the Medical Council of India and Maharashtra Medical Council," MMC president Dr Kishor Taori said.

"As per our data, there are around 600 such doctors. We have sent notices to some of them asking them to stop displaying boards and using stationery to denote they are MD," Taori said.

"With such false claims, there is no level playing field as far as those with such degrees and those who have obtained recognised MD degrees are concerned. Such doctors may work as bogus cardiologists, gynaecologists or run fake ICUs.

Ultimately, it is the patient who suffers," Taori said.

The Council, which heard the complaint of a doctor at Mehkar in Buldhana district of Vidarbha against two such doctors with fake MD degree, warned the latter to burn their letterheads and other stationery materials that mentions them as MD doctors "immediately, failing which stringent action would be taken against them".

The two doctors -- Dr Rajendra Rajguru and Dr Panjab Shejol, both practising at Mehkar -- were warned against claiming to be MD physicians.

"What if an injured child is rushed to a doctor who claims to be a paediatrician but has only undergone a distance post-graduate degree from some foreign institution?" he said.

Taori said the Council has received several complaints about how doctors who have completed a five-and-a-half-year degree courses in universities abroad prefer to label themselves as MD physicians when they return home.

"They are actually equivalent to an MBBS and as such they cannot display boards stating they are MD physicians," another Council member said.

The Council has found that around 600 doctors across Maharashtra have earned the medical degree from universities in Russia, Ukraine, China, etc.

Medical students in India need to complete a four-and -a-half-year MBBS course, followed by one-year internship and another three years for post-graduation, which is around eight-and-a-half years. Hence, a four to five year course in medicine at universities abroad should be equivalent only to an MBBS degree, he said.

The latest crackdown is part of MMC's efforts to weed out unethical practices among medical practitioners in the state.

Delhi government to conduct RTI test for its officials in September

New Delhi, Jun 19 (PTI) To encourage its officials to get acquainted with the provisions of Right to Information Act, the Delhi government has decided to conduct a RTI comprehension test for them in September.

"All officers and staff members, including those from Group D, of various departments of Government of Delhi, its subordinate offices/undertakings and local bodies can participate in the test," a senior official said here today.

Public Information Officers (PIOs) in various departments /organisations have also been asked to take the test.

The official said complaints are being received regularly from RTI applicants and activists that PIOs are not following provisions and instructions issued under the act regarding updating websites and posting information online.

"Therefore, a need has been felt to enhance awareness regarding various provisions of the RTI Act amongst PIOs working in the offices under the GNCT of Delhi.

"It is accordingly, requested to encourage and nominate PIOs working in the departments/offices under your (officers) control to participate in this test which is essentially to enable participants for updating their knowledge about the existing provisions of RTI, Act," the official said, adding, desirous candidates can apply for this test by July 31.

The date of the test is, however, yet to be finalised by the government. The test will contain 100 objective/subjective type of questions.
