UGC Seeks V-Cs' Views on Education Policy

NEW DELHI: The University Grants Commission (UGC) has sought views of the Vice-Chancellors of all universities on the new education policy.

The UGC wanted inputs on 20 specific themes identified by the Human Resource Development Ministry.

In a letter to the V-Cs of all universities, the UGC said the Centre has embarked on the exercise of framing a new education policy to meet the changing dynamics of the requirements of population and with the purpose of providing quality education, innovation and research in the field of higher education.

UGC Secretary Jaspal S Sandhu said the HRD Ministry has identified 20 themes, including governance reforms for quality, ranking of institutions and accreditations, pace setting roles of central institutions and engagement with industry to link education to employability.

The University Grants Commission wanted inputs of V-Cs to prepare a comprehensive policy document for the government.

“As this exercise of framing a new education policy is going to affect the young generation, consultations should be started with all stakeholders and themes should be circulated to all the departments in the university and affiliated colleges for proper debate on the themes,” Sandhu said in a letter.

Pension not paid, adalat stops salary of entire dept

BAREILLY: Non-payment of pension to a retired employee proved costly for staff and officials of deputy director, agriculture department, Shahjahanpur as the divisional pension adalat ordered withholding of salary of the entire office for this month as punishment. Besides officials and staff of 10 other departments were also penalized by the adalat for delay in disposing of pension cases of retired employees.

According to reports, the pension adalat was organized on Wednesday at the commissionery under the chairmanship of divisional commissioner to listen and address the grievance of pensioners from Bareily, Badaun, Shahjahanpur and Pilibhit.

During the adalat, a retired employee of the agriculture department, Siya Ram Verma, complained that he has not been paid pension despite retiring from service in 2012. The employees at the office of deputy director, agriculture had made him run from pillar to post but did not release his pension. For a brief period of one year, the department had paid him interim pension but for the last two years, held back his pension due to reasons best known to them, said additional commissioner Prabhat Kumar Sharma.

The additional commissioner said after the matter was brought to his notice, "we ordered withholding payment of salary of the entire office staff for the current month which would only be released after they dispose of the complaint expeditiously".

Besides the presiding officers of the adalat also sought an explanation from chief medical officer (CMO) for delay in payment of pension to a former employee

Similarly, the salary of another official of Meergunj tehsil was stopped for failing to release the family pension of a widow who brought the matter to the notice of officials.

A total of 11 complaints were received out of which eight were disposed of on the spot while in the remaining three cases, orders were issued to officials concerned. The coordinator of the adalat is additional director, treasury.

Divisional commissioner, Pramanshu said "the pension adalat is a pro pensioner initiative aimed at ending red tapism in the government departments and is an effort to settle the outstanding claims of pensioners without making them run from one place to another.It is organised every three months.

Alleged multi-crore scam at Madurai Kamaraj University: Madras HC orders notice to CBI

MADURAI: The Madurai bench of the Madras high court on Thursday ordered notices to CBI's joint director, superintendent of CBI Anti-Corruption Bureau, principal secretary of higher education and registrar of Madurai Kamaraj University (MKU) on a petition seeking a probe into an alleged multi-crore scam at the university.

The division bench of Justices A Selvam and V S Ravi ordered the notice on a petition filed by Save Madurai Kamaraj University Coalition member S Vanchinathan.

In his petition, Vanchinathan said the former vice-chancellor of the MKU Kalyani Mathivanan and syndicate members M Rajarajan, R Kannan, K Pitchumani and P Periyakaruppan, registrar Rajasekharan and finance officer were involved in a multi-crore scam while deciding and notifying the tender for an e-content development programme for university's distance education department.

The petitioner said the audit report for 2013-14 year mentioned that instead of giving tender to a person who quoted Rs 37. 55 lakh, the e-content development programme was given to s SET Infotech which quoted Rs 6 crore. Likewise, another contract was given to SET Infotech Pvt Ltd for Rs 7.80 crore, while Janya IT Company quoted Rs 6.3 crore.

A complaint was lodged with the CBI on April 21 last, but there was no action, the petitioner said. This forced him to approach the high court.

e-tourist visa facility at Tiruchi airport likely by August

Tourism in the central region is set to get a big push with the e-tourist visa facility meant for foreign travellers arriving at the Tiruchi International Airport poised for implementation soon.

Works connected with putting in place the facility were apace at the Tiruchi airport, which witnessed a quantum jump in the movement of overseas travellers’ last fiscal.

The Bureau of Immigration (BoI), coming under the Ministry of Home Affairs, Airports Authority of India (AAI), and the National Informatics Centre (NIC), are actively involved in the implementation of the e-tourist visa, essentially “tourist visa on arrival” at the Tiruchi airport.

The AAI for its part has set up four dedicated counters in the first floor of the new terminal building at the airport which would be manned by immigration personnel to examine the travel documents of overseas travellers landing in Tiruchi.

Cabling works for installing electronic gadgets at the designated counters have been carried out. IT-related infrastructure would be put in place by the NIC which has been steering e-governance applications in government ministries and departments.

Sources said the immigration counters had been established as per the local requirements and designs given by the BoI at the airport.

The counters would be equipped with computers, scanners, electronic passport readers, and cameras.

A senior Bureau of Immigration official said a team of immigration personnel have been trained in Chennai in e-tourist visa formalities prior to launching the facility at Tiruchi airport – a fast-growing one in the country.

The official said works connected with the facility was going on swiftly and expected to be completed by mid-July.

A final round of inspection would be done upon putting in place the required infrastructure followed by dry runs and the facility was likely to be implemented in July end or August, the official said.

Tiruchi is one of the seven non-metro international airports in the country identified by the Centre for implementation of the e-tourist visa facility to promote tourism in the country.

The other airports are Jaipur, Ahmedabad, Amritsar, Lucknow, Varanasi, and Gaya. The official said under the e-tourist visa, foreign tourists would have to apply online prior to their departure.

After receiving approval online, the applicant could travel with the printout of the authorisation.

Upon landing at Tiruchi airport, the tourist would have to submit the authorisation to the immigration personnel and a visa on arrival would be issued to the traveller thereafter.

Once implemented, the e-tourist visa would definitely give a big push to Tiruchi region, says the official and added that the facility was meant for foreigners of 76 countries.

The Tiruchi international airport from where various foreign airlines operate flights to Singapore, Kuala Lumpur, Dubai, and Colombo every day witnessed movement of over 10 lakh overseas’ travellers in 2014-15 fiscal.

வேலைக்கார பெண்ணுக்கு சூடு போட்டு சித்ரவதை: சிங்கப்பூர் வாழ் இந்திய பெண் சிறையில் அடைப்பு

சிங்கப்பூரில் வீட்டு வேலை செய்த பெண்ணுக்கு கரண்டியால் சூடு போட்டும் அடித்து உதைத்தும் கொடுமைப்படுத்திய இந்திய பெண்ணுக்கு சிறைத்தண்டனை விதிக்கப்பட்டுள்ளது.

இந்திய வம்சாவளியைச் சேர்ந்த சுகந்தி ஜெயராமனும் (34), அவரது கணவரும் சிங்கப்பூரில் கடை வைத்துள்ளனர். இவர்களின் வீட்டில் மியான்மரைச் சேர்ந்த நாவ் மு டென் பாவ் என்ற 24 வயது இளம்பெண் வேலைக்கு சேர்ந்துள்ளார். அவரிடம் சுகந்தி கடுமையாக வேலை வாங்கியதுடன், சின்னச்சின்ன விஷயங்களுக்கெல்லாம் கொடூரமாக நடந்துகொண்டுள்ளார்.

கரண்டியை பழுக்க காய்ச்சி சூடு போட்டும், தாக்கியும் 3 மாதங்களுக்கும் மேலாக அந்த இளம்பெண்ணை சித்ரவதை செய்துள்ளார். ரத்தக் காயம் ஏற்பட்டு துடித்தபோதும் உடனடியாக சிகிச்சை அளிக்க ஏற்பாடு செய்யாமல், வேலை வாங்குவதிலேயே குறியாக இருந்ததாக குற்றம் சாட்டப்பட்டது.

இது தொடர்பாக அவர் மீது 3 பிரிவுகளில் வழக்கு தொடரப்பட்டது. விசாரணையின்போது சுகந்தி தான் செய்த குற்றத்தை ஒப்புக்கொண்டார். இதையடுத்து சுகந்திக்கு 15 மாதங்கள் சிறைத்தண்டனை விதித்து மாவட்ட நீதிபதி இன்று தீர்ப்பளித்தார். அத்துடன், பாதிக்கப்பட்ட பெண்ணுக்கு 4900 சிங்கப்பூர் டாலர் இழப்பீடு வழங்கவும் உத்தரவிட்டார். இதையடுத்து சுகந்தி சிறையில் அடைக்கப்பட்டார்.

“வேலை செய்த பெண்ணும் தன்னைபோன்ற மனித உயிர் என்று நினைக்காமல் ஏதோ நடமாடும் பொருள் போன்று நினைத்து, கொடூரமாகவும் மனிதாபிமானமற்ற வகையிலும் நடந்துகொண்டுள்ளார். காயம் ஏற்படுத்தும் அளவுக்கு அவரை அடிப்பதற்கு நியாயமான எந்த காரணமும் இல்லை” என்று நீதிபதி தெரிவித்ததாக உள்ளூர் ஊடகங்களில் செய்தி வெளியாகி உள்ளது.

2005ம் ஆண்டுக்கு முந்தைய ரூபாய் நோட்டுக்களை மாற்றுவதற்கான காலக்கெடு மேலும் 6 மாதங்களுக்கு நீட்டிப்பு

2005ம் ஆண்டுக்கு முந்தைய பழைய ரூபாய் நோட்டுக்களை வங்கியில் கொடுத்து மாற்றிக்கொள்வதற்கான காலக்கெடு மேலும் 6 மாதங்களுக்கு நீட்டிக்கப்பட்டுள்ளது.

இந்தியாவில் கள்ள நோட்டுகளின் புழக்கம் நாளுக்கு நாள் அதிகரித்தவாறு உள்ளது. குறிப்பாக 500, 1,000 ரூபாய் மதிப்பிலான கள்ள நோட்டுகள் அதிகம் புழங்குகின்றன. இந்திய பொருளாதாரத்தை நசுக்க பாகிஸ்தான் போன்ற சில அண்டை நாடுகளும் இந்தியாவுக்குள் கள்ள நோட்டுகளை புழக்கத்தில் விட்டு வருகின்றன.

2005–ம் ஆண்டுக்கு பிறகு இந்தியா அச்சிட்டு வரும் 500, 1,000 ரூபாய் நோட்டுகள் பாதுகாப்பு தன்மை கொண்டவை. இதனால் 2005–ம் ஆண்டுக்கு முன்பு அச்சிடப்பட்ட இதே மதிப்பிலான ரூபாய் நோட்டுகளை நாட்டின் பாதுகாப்பு கருதி இந்திய ரிசர்வ் வங்கி திரும்பப் பெற முடிவு செய்தது.

அதன்படி 2005–ம் ஆண்டுக்கு முன்பு அச்சிடப்பட்ட ரூபாய் நோட்டுகளை வைத்திருப்பவர்கள் வங்கியில் கொடுத்து அவற்றை மாற்றிக் கொள்ளலாம் எனவும் அல்லது தங்களுடைய வங்கி சேமிப்பு கணக்கில் செலுத்திக் கொள்ளலாம் என்றும் ரிசர்வ் வங்கி அறிவித்தது. இதற்கான கால அவகாசம் கடந்த ஜனவரி 1–ந்தேதி என்று முன்பு ரிசர்வ் வங்கி அறிவித்து இருந்தது. பின்னர் பொதுமக்களின் வேண்டுகோளை ஏற்று இதற்கான அவகாசத்தை மேலும் 6 மாதங்கள் நீட்டித்தது.

அந்த காலக்கெடு ஜூன் 30-ம் தேதியுடன் முடிவடைய உள்ள நிலையில், பழைய ரூபாய் நோட்டுக்களை வங்கியில் கொடுத்து மாற்றிக்கொள்வதற்கான காலக்கெடுவை மேலும் 6 மாதங்களுக்கு, அதாவது டிசம்வர் 31ம் தேதி வரை நீட்டிக்கப்பட்டுள்ளது. இதற்கான உத்தரவை ரிசர்வ் வங்கி இன்று வெளியிட்டது.

இந்த நடவடிக்கையால் பொதுமக்களுக்கு எந்த வகையிலும் தொந்தரவு இல்லாத வகையில் ரிசர்வ் வங்கி உன்னிப்பாக கண்காணித்து வருவதாக ரிசர்வ் வங்கி தலைமை பொது மேலாளர் வெளியிட்டுள்ள அறிக்கையில் தெரிவித்துள்ளார்.
