HC issues notice to chancellor for extending acting VC's term

Indore: Hearing a petition, challenging extension given to acting vice-chancellor of Devi Ahilya Vishwa Vidyalaya (DAVV), Prof Ashutosh Mishra, by the chancellor of state universities, the Indore bench of Madhya Pradesh high court on Tuesday issued notices to the respondents.

The court has issued notices to chancellor Ram Naresh Yadav, acting vice-chancellor Prof. Mishra and others to submit reply within a week. Soon after the chancellor extended tenure of Prof Mishra following expiry of his term as acting VC, former RGPV executive council member Ajay Chordia had moved a petition before Indore bench of high court against the extension granted to him.

Chordia had moved a writ petition in court to quash extension order of Prof Mishra. "After the expiry of acting vice-chancellor's six-month tenure, the chancellor cannot appoint the vice-chancellor again. It is against provisions of Madhya Pradesh Vishwavidyalaya Adhiniyam 1973," said counsel of the petitioner, Manohar Dalal. He further stated that as chancellor has failed to appoint permanent vice- chancellor at DAVV, there is no option but to clamp section 52. "We have cited cases in which section 52 was clamped in universities of state. Under section 52 of the Act, the state government can remove the acting vice-chancellor, dissolve executive council of DAVV and appoint a VC of its choice."

Mishra was given the charge of DAVV as the acting vice-chancellor on August 17 last year after Prof DP Singh resigned as the VC to take up a new responsibility at NACC. As per Madhya Pradesh Vishwavidyalaya Adhiniyam 1973, in the event of the occurrence of any vacancy at the VC office, a person nominated by the chancellor as acting vice-chancellor should not hold the office for a period of more than six months. But, as the Act is silent on extension of tenure of acting VC after a period of six months, the chancellor had given extension to Prof Mishra.

Under Madhya Pradesh Vishwavidyalaya Adhiniyam 1973, a three-member VC search panel comprising representatives of university executive council, UGC chairman and the chancellor was constituted on December 4, 2015 and it was given six-week time for recommending at least three candidates for VC post. But, the panel was quashed by the high court following a petition, alleging that election process adopted by the executive council of DAVV to nominate retired judge Gulab Sharma as its representative in the search panel was flawed.

மதுரை: இன்று நடைபெறும் பிசியோதெரபிஸ்ட் பணிக்கான நேர்முகத் தேர்வில் பங்கேற்க மனு செய்தவர்களுக்கு ஐகோர்ட் கிளை அனுமதி அளித்து  உத்தரவிட்டுள்ளது. விருதுநகர் கூரைக்குண்டுவைச் சேர்ந்த விஜயலட்சுமி, ஐகோர்ட் மதுரை கிளையில் தாக்கல் செய்த மனு: டாக்டர் எம்ஜிஆர்  மருத்துவப் பல்கலைக் கழகத்தின்கீழ் பிசியோதெரபி பாடத்தில் பட்டம் பெற்றுள்ளேன். 2009ல் வேலைவாய்ப்பு அலுவலகத்திலும், கிண்டி இயக்குநர்  அலுவலகத்திலும் பதிவு செய்துள்ளேன். பல்நோக்கு மறுவாழ்வு உதவித் திட்டத்தின்கீழ் காலியாகவுள்ள பிசியோதெரபிஸ்ட் பணிக்கு  தகுதியுடையவர்களை பரிந்துரைக்குமாறு வேலைவாய்ப்பு மற்றும் பயிற்சித்துறை இயக்குநரிடம், மாற்றுத்திறனாளிகள் துறை ஆணையர் கேட்டுள்ளார். 

அதன்படி பிசியோதெரபி பிரிவில் டிப்ளமோ படிப்பை குறைந்தபட்ச தகுதியாகக் கொண்டு அறிவிப்பு வெளியிடப்பட்டுள்ளது. ஆனால், டிப்ளமோ  படிப்பைவிட கூடுதல் தகுதியான பட்டம் பெற்றுள்ள நிலையில் அந்த பணிக்காக என்ைன பரிந்துரைக்கவில்லை. இதற்கிடையே பிப். 26ல் (இன்று)  இந்தப் பணிக்கான நேர்முகத் தேர்வு நடைபெற உள்ளது. விரைவில் சட்டமன்ற தேர்தலுக்கான பணிகள் நடைபெற உள்ள நிலையில், அரசியல்  காரணங்களுக்காக நேர்முகத் தேர்வை துரிதகதியில் நடத்துகின்றனர். எனவே, நேர்முகத்தேர்வு முடிவுகளை உடனடியாக வெளியிடக் கூடாது. நேர்முகத் தேர்வில் என்னைப் பங்கேற்க அனுமதித்து உத்தரவிட வேண்டும்.இவ்வாறு மனுவில் கூறியிருந்தார். இதேபோல் மல்லாங்கிணறு  வெற்றியன், விருதுநகர் கணேஷ்பாண்டியன் ஆகியோரும் மனு செய்திருந்தனர்.  மனுவை விசாரித்த நீதிபதி டி.புஷ்பா சத்யநாராயணா, இன்று நடக்கும்  நேர்முகத் தேர்வில் பங்கேற்க மனுதாரர்களை அனுமதிக்க வேண்டும் என உத்தரவிட்டார்.

After 15 years in final year, Bihar MBBS student threatens suicide

Patna: A Dalit student of a medical college in Bihar faces legal trouble after he threatened to end his life if he is not declared to have passed his MBBS final year exam.
The student, Kapil Dev Chaudhary, has reason to vent his frustration. After all, he has spent 21 years in pursuit of that elusive medical degree that would allow him to practise as qualified doctor.

"Sir, now I am 52, now pass me. I want to become a doctor. Otherwise I will commit suicide," Choudhary wrote in one of his messages texted to BK Sigh, who heads the department of medicine at the Darbhanga Medical College.
In another message, Choudhary wrote, "Goodmorning Sir... I have seen you for 21 years. No meeting now. Now you will meet my body."

The college authorities were not amused. Sensing trouble after Rohith Vemula case in Hyderabad University, principal RK Sinha approached police and registered a complaint against Choudhary for sending a series of threatening SMSes.
When confronted by police, Choudhary did a complete u-turn and said he would not commit suicide. But he also made it clear he "would never sit in the final year MBBS examination" if he failed to clear it this year.

Choudhary admitted that between January 31 to February 15 he sent a series of SMSes to Singh as he was frustrated at not cracking the final MBBS examination the past 15 years.
Sinha said Choudhary was insistent that after all these years the college should simply declare him to have passed the final exam or he would commit suicide.
According to police, Choudhary was admitted to the under-graduate medical course of the college in 1995. He managed to gradually pass all parts of the MBBS course but at the end of two decades has failed to clear the final year examination.

Stop institute from giving away fake MBBS degrees: CIC

New Delhi, Feb 24 (PTI) Expressing concern over quacks using fake MBBS degrees from an illegal institute, Central Information Commision has asked Union Ministry of Health and Family Welfare to take immediate action through MCI to stop the practice as it poses serious public threat.

During a hearing, Medical Council of India officials produced certain documents before Information Commissioner Yashovardhan Azad showing an institute by the name of Indian Board of Alternative Medicine, which has no official or legal sanctity and yet has been giving fake degrees for practice.

"...the matter which is truly alarming is the revelation by the Respondent (MCI) about the existence of the Institute by the name of Indian Board of Alternative Medicine with no official/legal sanctity and doctors are using such degree as 'MBBS (IAM)' for practice," Azad said.

The Commissioner said it was a matter of grave concern since public health is at high risk owing to these practitioners who have no proper knowledge or training to render medical assistance.

"In view of the seriousness of the issue, the Commission is of the considered opinion that a copy of this order may be sent to the Secretary, Ministry of Health and Family Welfare to take immediate action through the MCI to curb this practice which is posing a threat to public health," he said.

எம்ஜிஆர் 100 | 7 - இந்தி எதிர்ப்பு போராட்டமும் விமர்சனமும்

M.G.R. சிறை சென்றிருக்கிறார் என்பது பலர் அறிந்திராத செய்தி. இந்தி எதிர்ப்பு போராட்டம் தீவிரமாக இருந்தபோது அதில் எம்.ஜி.ஆர். கலந்து கொள்ளவில்லை என்று அவரைப் பற்றி விமர்சனங்கள் எழுந்தது உண்டு. அந்த சமயத்தில் ‘ஆயிரத்தில் ஒருவன்’ படப்பிடிப்புக்காக கோவா சென்றிருந்தார், அண்ணா மற்றும் திமுகவின் சம்மதத்தோடுதான்.

இந்தி மொழி திணிப்புக்கு எதிராக நீண்ட போராட்டத்தைத் தொடங்கி நடத்துவதற்கான ஆயத்தங்களில் 1960-ம் ஆண்டு முதலே திமுக ஈடுபட்டது. திமுக பொதுக்குழு தீர்மானத்தின் அடிப்படையில் இந்தி எதிர்ப்பு அறப்போராட்டக் குழு அமைக்கப்பட்டது. 1960 ஜூலை 15-ல் அறப்போராட்டக் குழு கூட்டம் ஈ.வெ.கி. சம்பத் தலைமையில் நடந்தது. இக்கூட்டத்தில் போராட்டங்களில் கலந்து கொள்வதில் இருந்து மாணவர்கள், நடிகர்கள், வழக்கறிஞர்கள், மருத்துவர்கள் ஆகியோருக்கு விலக்கு அளிக்கப்பட்டது.

‘படிக்கும் மாணவர்கள் போராட்டத்தில் ஈடுபடக் கூடாது. திமுகவினர் மீது வழக்குகள் போடப் பட்டால் அவர்களுக்கு உதவ வழக்கறிஞர் கள் தேவை. உயிர் காக்க வேண்டிய பொறுப்பு மருத்துவர்களுக்கு உண்டு. போராட்டத்தில் ஈடுபட்டு நம்முடைய கலைஞர்கள் சிறை செல்ல நேர்ந்தால் அதன் பிறகு 15 ஆண்டுகளுக்கு கலைத்துறை நம் கையை விட்டுப் போய்விடும். எனவேதான் இவர்களுக்கு விலக்கு அளிக்கப்படுகிறது. கலைஞர்களுக்கு விலக்கு அளிக்கப்பட்டதில் எம்.ஜி.ஆருக்கு கூட என் மீது கோபம்’ என்று சென்னை கோடம்பாக்கத்தில் 1960 ஜூலை 31-ம் தேதி நடந்த இந்தி எதிர்ப்பு மாநாட்டில் அண்ணா விளக்கம் அளித்தார்.

கலைஞர்களுக்கு விலக்கு அளிக்கப்பட்டதால் தான் இந்தி எதிர்ப்பு போராட்டத்தில் எம்.ஜி.ஆர். கலந்துகொள்ளவில்லை. போராட்டம் தீவிர மாக இருந்ததால் ‘ஆயிரத்தில் ஒருவன்’ படம் வெற்றிகரமாக 100 நாட்களைக் கடந்து ஓடியும், விழா கொண்டாடப்படவில்லை. நாட்டில் நிலவும் சூழ்நிலை காரணமாக விழா கொண்டாடப்படவில்லை என்று நாளிதழில் விளம்பரம் கொடுக்கப்பட்டது.

என்றாலும், இந்தி எதிர்ப்பு போராட்டத்துக்கு முன்பாகவே எம்.ஜி.ஆர். சிறை சென்றிருக்கிறார். இதுபற்றி எம்.ஜி.ஆர். வெளியில் அதிகம் சொல்லிக் கொண்டதில்லை. 1958-ம் ஆண்டு ஜனவரி 5-ம் தேதி அப்போது பிரதமராக இருந்த நேரு சென்னை வந்தபோது அவருக்கு திமுக சார்பில் கருப்புக் கொடி காட்ட தீர்மானிக்கப் பட்டது. எம்.ஜி.ஆர். பிக்சர்ஸ் நிறுவனத்தில் நடிகர்களுக்கு உடைகள் தைப்பதற்காக இருந்த தையல் மெஷின்கள் மூலம் இரவு பகலாக கருப்பு கொடி தயாரிக்கும் பணி நடந்தது. போராட்டத்துக்கு இரண்டு நாட்கள் முன்னதாகவே முன்னெச்சரிக்கை நடவடிக்கையாக கைது படலம் தொடங்கியது.

அப்போது, நள்ளிரவில் எம்.ஜி.ஆர். கைது செய்யப்பட்டார். மேலும், நடிப்பிசைப் புலவர் கே.ஆர்.ராமசாமி, நடிகமணி டி.வி.நாராயணசாமி, எஸ்.எஸ்.ராஜேந்திரன், வளையா பதி முத்துக்கிருஷ்ணன் ஆகியோரும் கைது செய்யப்பட்டனர். முதலில் எம்.ஜி.ஆரை சைதாப்பேட்டை காவல் நிலையம் கொண்டு சென்று காலையில் சென்னை மத்திய சிறையில் அடைத்தனர். எம்.ஜி.ஆர். 4 நாட்கள் சிறையில் அடைக்கப்பட்டிருந்தார். நேரு சென்னை வந்து சென்ற பின் எம்.ஜி.ஆர். விடுவிக்கப்பட்டார்.

சிறையில் இருந்தபோது சிறைச்சாலை விதிகளை எம்.ஜி.ஆர். முழுமையாக கடை பிடித்தார். சிறையில் சிவப்பு அரிசிச் சோறுதான். மற்றவர்கள் சாப்பிட முடியாமல் சங்கடப் படுகையில் எம்.ஜி.ஆர். எந்த சலனமும் இன்றி சாப்பிட்டார். இரவில் சிறை அறைக்குள் அடைத்து விட்டு காலையில்தான் திறந்துவிடுவார்கள். தாகம் தீர்த்துக்கொள்ள மண் பானையில் தண்ணீர். அருகே தகர டப்பா. அதில் இருந்து தண்ணீர் எடுத்துக் குடிக்க வேண்டும். அறையின் மூலையில் இரண்டு சட்டிகள். அதுதான் கழிப்பிட வசதி.

அப்போதே எம்.ஜி.ஆர். திரையுலகின் உச்ச நட்சத்திரம். வாய்ப்புகளும் வசதிகளும் வந்துவிட் டன. என்றாலும் சிறையில் இந்த அசவுகரியங்களை எம்.ஜி.ஆர். பொருட்படுத்தவில்லை. இதை எல்லாம் முகமலர்ச்சியுடன் எம்.ஜி.ஆர். ஏற்றுக் கொண்டார். அவருக்கு பஞ்சணையும் ஒன்றுதான், கட்டாந்தரையும் ஒன்றுதான்.

சிறைக்கு உள்ளேயும் எம்.ஜி.ஆரின் வள்ளல் தன்மை வெளிப்பட்டது. எம்.ஜி.ஆர். சிறையில் இருக்கிறார் என்றதும் சட்டத்துக்கு உட்பட்டு அவருக்காக பழங்கள், உணவுப் பொருட்களை வெளியில் இருந்து கட்சியினரும், ரசிகர்களும், பொதுமக்களும் அனுப்பி வைத்தனர். அவற்றை சிறைக் கைதிகளுக்கு பகிர்ந்து அளித்துவிட்டு எல்லோருக்கும் கிடைத்ததை உறுதி செய்த பிறகே எம்.ஜி.ஆர் சாப்பிடுவார்.

கைதானவர்களில் பலரை சாதாரணமான ‘சி’ வகுப்பில் அடைத்தனர். எம்.ஜி.ஆருக்கு மட்டும் ‘பி’ வகுப்பு அளிக்க சிறை நிர்வாகம் அனுமதி அளித்தது. ஆனால், எல்லோருக்கும் ஒரே வகுப்பு கிடைத்தால்தான் தானும் ‘பி’ வகுப்பில் இருக்க முடியும் என்று எம்.ஜி.ஆர். போர்க்கொடி தூக்கினார். அதன் பிறகே, அவருடன் கைதான பலர் ‘பி’ பிரிவுக்கு அனுப்பப்பட்டனர்.

சிறைவாசம் அனுபவித்தவர் மட்டுமல்ல; சிறையிலும் தன்னைச் சேர்ந்தவர்களுக்காக உரிமைக் குரல் எழுப்பியவர் எம்.ஜி.ஆர்.




திரையுலகில் வி.சாந்தாராமை தனது ஆசான்களுள் ஒருவராக எம்.ஜி.ஆர் கருதினார். இந்தியில் ‘தோ ஆங்க்கே பாரா(ஹ்) ஹாத்’ என்ற பெயரில் வி. சாந்தாராம் தயாரித்து இயக்கிய படம்தான் தமிழில் உதயம் புரொடக் ஷன்ஸ் சார்பில் எம்.ஜி.ஆர். நடித்த வெற்றிப் படமான ‘பல்லாண்டு வாழ்க’ ஆனது.

சந்தர்ப்பவசத்தால் குற்றம் செய்துவிட்டு தண்டனை அடைந்த கைதிகளும் மனிதர்கள்தான் என்பதை விளக்கும் வகையில், கொடும் குற்றங்கள் செய்த கைதிகள் 6 பேரை மனம் திருந்தியவர்களாக மாற்றும் ‘ஜெயிலர் ராஜன்’ பாத்திரத்தில் அப்படத்தில் எம்.ஜி.ஆர். சிறப்பாக நடித்திருந்தார்.
