NGGOA takes exception to DoPT order on purchase of air tickets

The Department of Personnel & Training recently has issued a series of orders making it compulsory for the government employees to purchase air tickets from concerned Airlines or a few approved travel agents while availing LTC. In this regard, the General Secretary of the Non-Gazetted Govt. Officers’ Association in a letter addressed to the Secretary, Department of Personnel & Training, Ministry of Personnel Public Grievances & Pension, Govt. of India has brought to the notice that around 24 thousand government employees & workers under Andaman and Nicobar Administration posted at various department/offices located in these islands are put to untold difficulties due to such orders. Expressing concern, Shri T.S.Sreekumar informed about the remoteness of these islands and poor internet connectivity which makes the booking of tickets online, more difficult and challenging especially for those who are posted in outer islands away from Port Blair. Many of the employees & workers posted outside at far-flung islands are required to come to Port Blair in advance to book their tickets by availing leave and spending money. The General Secretary has requested the Secretary, DoPT for an urgent intervention, in reviewing the existing instructions on purchase of air tickets for government employees serving in Andaman and Nicobar Islands, as a special case, considering the remoteness and poor internet connectivity in these islands.

A copy of the said letter sent to the Chief Secretary, A & N Administration by the General Secretary with the request to take up the matter with the DoPT, Govt. of India. In another copy sent to the Director of Accounts & Budget, the Association has requested him to continue the previous practice of passing LTC/AFSP bills purchased from private travel agents until a decision had been taken on the said issue by Govt. of India.

நடிகர் சந்திரபாபு பன்முகத் திறமை வாய்ந்த கலைஞர். நடிப்பு, நடனம், இசை என்று பல துறைகளிலும் முத்திரை பதித்தவர். எப்போதும் வெளிநாட்டவர்போல கோட்டும் சூட்டும் அணிந்து மிடுக்காகக் காட்சி தருவார். ‘குலேபகாவலி’ படப்பிடிப்பின்போது எம்.ஜி.ஆருக்கும் அவருக்கும் நட்பு மலர்ந்தது. படப்பிடிப்பில் ஒருநாள் சந்திரபாபுவின் கைகளைப் பற்றிக் கொண்டு ‘‘இனி நீங்கள் எங்கள் குடும்பத்தில் ஒருவர்’’ என்று நெகிழ்ந்துபோய் எம்.ஜி.ஆர். கூறினார்.

அப்போதைய எம்.ஜி.ஆரின் படங்களில் சந்திரபாபுவும் கட்டாயம் இடம் பெறுவார். தனது சொந்த தயாரிப்பான ‘நாடோடி மன்னன்’ படத்திலும் அவருக்கு எம்.ஜி.ஆர். வாய்ப்பளித்தார். அப்படத்தில் முட்டைகளை குடித்து விட்டு, பிறகு வாயிலிருந்து கோழிக் குஞ்சை அவர் வெளியே எடுக்கும் காட்சியில் சிரிக்காதவர் இருக்க முடியுமா?

கோழிக்குஞ்சு தொண்டையை பிறாண்டும் அபாயம் இருக்கிறது என்று எம்.ஜி.ஆர். தடுத்தும் கேட்காமல் அந்தக் காட்சியில் பிடிவாதமாக அர்ப்பணிப் போடு நடித்தவர் சந்திரபாபு. படத்தின் தயாரிப்பாளருமான எம்.ஜி.ஆர் கவலை அடையும் அளவுக்கு சில நேரங்களில் அவரின் வேடிக்கை விளையாட்டுக்கள் சென்றுவிடும். ‘நாடோடி மன்னன்’ படப் பிடிப்பின்போது ஒருநாள் எம்.ஜி.ஆர். எச்சரித்தும் கேட்காமல் ஒரு முரட்டுக் குதிரை மீது ஏறி கீழே விழுந்து மயக்க மடைந்துவிட்டார். நல்லவேளையாக, பெரிய காயம் எதுவும் இல்லை.

‘‘எண்ணங்கள் ஏப்பங்கள் அல்ல, அப்படியே வெளியே விடுவதற்கு’’ என்று நயமான உவமையை பேரறிஞர் அண்ணா சொல்வது உண்டு. சந்திரபாபு தனது எண்ணங்களை அப்படியே வெளியே விடக்கூடியவர். கேலியும், கிண்டலும், அலட்சியமும் அவருடைய நகைச்சுவை போலவே உடன் பிறந்தவை. எல்லாரையும் கிண்டல் செய்யும் ஜாலி பேர்வழி. எம்.ஜி.ஆரைப் பற்றியும் அவருடைய நடிப்பைப் பற்றியும் வாய்ப்பு கிடைக்கும்போதெல்லாம் கிண்டல் செய்வார் சந்திரபாபு.

இதில் வேடிக்கை என்னவென்றால் அப்படி தன்னால் கிண்டல் செய்யப் படும் எம்.ஜி.ஆரை வைத்தே ஜூபிளி பிக்சர்ஸ் கோவிந்தராஜூடன் சேர்ந்து ஒரு படம் எடுக்க அவர் முடிவு செய்தது சுவாரஸ்யமான முரண். படத்தின் இயக்குநரும் சந்திரபாபுதான். கதாநாயகி அவரது தோழி சாவித்திரி. படத்தின் கதையை சந்திரபாபு சொல்ல எம்.ஜி.ஆருக்கும் பிடித்துப் போனது. ‘‘எனக்கு நிறைய படங்கள் ‘கமிட்’ ஆகியிருக்கு.கொஞ்சம் பொறுமையா இருங்க. நானே நடிச்சுத் தரேன்’’ என்று எம்.ஜி.ஆர். உறுதியளித்தார். ‘‘இருந்தாலும் என் பொறுமைக்கும் எல்லை இருக்கு இல்லியா?’’ என்று சந்திரபாபு துரிதப்படுத்தினார்.



பரணி ஸ்டுடியோவில் பூஜை போடப்பட்டு இரண்டு நாட்கள் படப்பிடிப்பும் நடந்தது. எம்.ஜி.ஆரை வைத்தே படம் எடுக்கும்போதும் அவரைப் பற்றிய விமர்சனங்களை சந்திரபாபு நிறுத்தவில்லை. அந்த நேரத்தில், எம்.ஜி.ஆருக்கும் பல படங்களின் படப்பிடிப்பு. உடனடியாக, சந்திரபாபுவுக்கு கால்ஷீட் தரமுடியாத நிலை. ஒரு படப்பிடிப்பில் இருந்த எம்.ஜி.ஆரிடமே கேட்டார் சந்திரபாபு. கால்ஷீ்ட் விவகாரங்களைப் பார்த்துக் கொள்ளும் தனது அண்ணன் சக்ரபாணியை பார்க்குமாறு எம்.ஜி.ஆர். சொன்னார். பொதுவாக கலைஞர்கள் உணர்ச்சிமயமானவர்கள். சந்திரபாபு என்ற பெரும் கலைஞனைப் பற்றி கேட்கவே வேண்டாம். எம்.ஜி.ஆரின் கால்ஷீட் தொடர்பாக சக்ரபாணியுடன் பேசும்போது இருவருக்கும் இடையே வார்த்தைகள் தடித்தன. நிலைமை ரசாபாசமானது. ‘‘நான் நாற்காலியைத் தலைக்கு மேல் தூக்கி விட்டேன். நண்பர்கள் என்னைத் தடுத்திருக்காவிட்டால் ஒன்று நாற்காலி உடைந்திருக்கும். இல்லை…’’ என்று சந்திரபாபு பதிவு செய்திருக்கிறார்.அதோடு, படமும் நின்றுபோனது.

அதன் பிறகும் சந்திரபாபுவை ஒரு நிகழ்ச்சியில் சந்தித்த எம்.ஜி.ஆர். ‘‘என்ன பாபு சார்?’’ என்று நலம் விசாரித்தார். படத்துக்கு ‘மாடிவீட்டு ஏழை’ என்று பெயர் வைத்த ராசியோ என்னவோ, சந்திரபாபுவுக்கு கஷ்டகாலம் ஏற்பட்டது. தனது பழைய நண்பர் கஷ்டப்படுவதைப் பொறுக்காத எம்.ஜி.ஆர்., ‘பறக்கும் பாவை’, ‘கண்ணன் என் காதலன்’, தனது சொந்தப் படமான ‘அடிமைப் பெண்’ ஆகிய படங்களில் சந்திரபாபுவுக்கு நடிக்க வாய்ப்புகள் அளித்தார். ‘அடிமைப் பெண்’ படத்தில் நடிக்க அவருக்கு கணிசமான தொகை யையும் ஊதியமாக அளித்தார்.

பி.யு.சின்னப்பா நடித்த ‘கண்ணகி’ படத்தில் கண்ணகியாக நடித்த கண்ணாம்பா பேசும் அனல்தெறிக்கும் வசனங்கள் 60-ஐக் கடந்த பலருக்கு இன்னும் காதுகளில் ரீங்காரமிடும். கண்ணாம்பாவின் கணவர் கே.பி.நாகபூஷணம். எம்.ஜி.ஆர். நடித்த ‘தாலிபாக்கியம்’ படத்தை தயாரித்து இயக்கினார்.

இப்படத்தின் படப்பிடிப்பு மைசூர் அருகே ஸ்ரீரங்கப்பட்டினம் என்ற இடத்தில் நடந்தது. படப்பிடிப்புக் குழுவினர் மைசூரில் உள்ள ஒரு ஓட்டலில் தங்கியிருந்தனர். திடீரென, நாகபூஷணம் பதறியபடி எம்.ஜி.ஆரை சந்தித்து, ‘‘தயாரிப்பு செலவுக்காக கொண்டு வந்திருந்த 3 லட்ச ரூபாய் தொலைந்து விட்டது. படப்பிடிப்பை ரத்து செய்து விட்டு திரும்ப வேண்டியதுதான்’’ என்று கலங்கினார். 1966-ம் ஆண்டில் ரூ.3 லட்சம் மிகப்பெரிய தொகை.

அவரைத் தேற்றி ஆறுதல் கூறிய எம்.ஜி.ஆர்., தனது அண்ணன் சக்ரபாணியின் மைத்துனர் குஞ்சப்பன் மூலம் சென்னையில் இருந்து ரூ.3 லட்சம் கொண்டுவரச் சொல்லி உதவினார். அதோடு மட்டுமல்ல, ‘‘இந்தப் பணத்தை நீங்கள் திருப்பித் தரவேண்டாம்’’ என்றும் சொல்லிவிட்டார். எம்.ஜி.ஆரை பார்த்து கண்களில் கண்ணீருடன் கைகூப்பி நின்றார் நாகபூஷணம்.

‘நாடோடி மன்னன்’ படத்தில் எம்.ஜி.ஆர். சொல்வார்… ‘‘என்னை நம்பாமல் கெட்டவர்கள் அதிகம். நம்பிக் கெட்டவர்கள் இன்றுவரை இல்லை.’’

‘அடிமைப் பெண்’ படப்பிடிப்புக்காக எம்.ஜி.ஆர். ராஜஸ்தான் சென்றபோது, அந்த மாநில முதல்வராக இருந்த மோகன்லால் சுகாதியா, எம்.ஜி.ஆருக்கு விருந்தளித்து கவுரவித்தார். அப்போது அவர் பரிசளித்த புசுபுசுவென்ற வெள்ளைத் தொப்பி, எம்.ஜி.ஆருக்கு அழகாக பொருந்தியது. அதிலிருந்துதான் எம்.ஜி.ஆருக்கு தொப்பி அணியும் பழக்கம் ஏற்பட்டது.

High Court acquits ‘depressed’ engineer who killed his son

An engineer who poisoned his five-year-old son to death out of “severe depression” developed after a road accident in which he lost his pregnant wife has been acquitted by the Madras High Court.

In its order acquitting the young engineer – A. Steepen – who was convicted and sentenced to life by a Sessions Court, a Division Bench of Justices M. Jaichandren and S. Nagamuthu said, “It is not every homicide which is made is punishable under the Indian Penal Code. It is only a culpable homicide which is punishable.”

Delivering the order, Justice Nagamuthu said the “unblessed son of a poor family, educated by his poor parents, on becoming an engineer, secured a decent job and lived a life with full of joy and jubilation,” (he) would not have imagined that a “severe blow to his life was fast approaching to make a complete topsy-turvy.”

Steepen was living with his wife and a five-year-old son at West Mambalam, Chennai. On October 20, 2008 he visited his ailing father in a village near Vellore. On his way back to Chennai the next day, Steepen’s car met with an accident in which his wife, then pregnant, died on the spot. Steepen and his son sustained serious injuries and were admitted in a private hospital. The entire medical expenses was taken care by his friends and his landlord, as none of his relatives including in-laws offered any help. Subsequently, his wife’s body was cremated by her parents in the absence of Steepen.

Thereafter, the life of Steepen became difficult. “Everyday went on with extreme grief and agonies; he struggled to make the ends meet and manage the medical expenses as he lost his job due to complete immobility.” Due to this, he developed a “kind of depression”.

On July 8, 2009 Steepen lost his mind “out of depression” and gave sleeping pills to his son, took him to his father-in-law’s house and hanged himself. leaving behind a suicide note. However, he was rescued and admitted to a hospital. Steepen was treated for “severe mental depression” in the Government Royapettah Hospital in the convict ward for about a month and was discharged on August 1, 2009. Meanwhile, a charge-sheet was filed against Steepen on October 10, 2009 and he was later convicted for murder. The Additional Sessions Judge, Fast Track Court IV, Chennai sentenced him to life imprisonment based on the evidence of 19 witnesses, 27 documents and 12 material evidences. Steepen preferred an appeal against the conviction.

Perusing the records, the Bench observed that the culpability as defined under Section 299 of IPC should be established by the prosecution. “A person, who is of unsound mind, cannot have any intention or knowledge in terms of IPC … a person who does not know the consequences of the act that he does, cannot be attributed either with intention or knowledge as is required by IPC,” the judges said.








Hence the court acquitted him of all charges.

A tragic story that made judges rethink homicide

CHENNAI: Road accidents are but a mere data for government, but how a mishap could ruin people's lives and wreck families is best explained by this tragic story of A Steepen.

Born into a poor family and completed engineering course with great difficulty, Steepen landed a decent job and fell in love with Sangeetha. Fortunately, both the families supported their relationship and they got married soonafter. They were blessed with a child.

A fraction of a moment on October 22, 2008, when Steepen's car dashed against a roadside tree, changed his life upside down, forever.

Rushing back to his office in Chennai after visiting ailing father in Vellore district, Steepen's car hit a roadside tree, killing his young wife on the spot and leaving himself and his five year old son badly injured. Steepen was crippled by serious injuries and could not move around without crutches, and, consequently, lost his job as well. By the time he recovered, all the jewellery and cash kept at his home in Chennai had been cleaned out by his in-laws who demanded more 'refund' of the expenses incurred after Sangeetha's death.

With medical bills and debts mounting and family struggling to meet even basic needs of the child, depression set in. Less than a year after the accident - on July 8, 2009, to be precise - Steepen gave 'some unidentified poison' to his son and he himself attempted suicide by hanging. The child died, whereas Steepen survived, only to face murder charge. He was convicted for murder, and sentenced to undergo imprisonment for life in June 2010.

It was when the criminal appeal against his conviction was taken up for hearing by a bench of Justice M Jaichandren and Justice S Nagamuthu, that all these details tumbled out. His counsel and chairman of Bar Council of Tamil Nadu and Puducherry D Selvam narrated the tragic sequence of events, and pointed out that Steepen was under immense stress and depression and hence he did not deserve life imprisonment.

To test his claim, the bench summoned two psychiatrists - Dr Ranjani and Dr Mythili - who treated Steepen to the court and re-examined their earlier statements. Their reply was that Steepen suffered from a major depressive disorder, and said they had even warned hospital staff to keep a close vigil on the patient as there was every likelihood that he might attempt to commit suicide due to the illness.

Convinced that the circumstances were peculiar and Steepen had a grave mood disorder during commission of the crime, the judges said: "It is not every homicide which is made punishable under IPC. It is only culpable homicide which is punishable...Fundamentally what is required is that the accused should have had the intention or knowledge which are traceable to the cognitive faculty of the accused. A person, who is of unsound mind, who does not know the consequences of the act that he does, cannot be attributed with either intention or knowledge as required under Section 299 IPC."

So saying, the bench set aside Steepen's conviction and ordered his immediate release.

இந்நிலையில், கவுன்ட்டர்களில் டிக்கெட் பெறும் பயணிகளின் வசதியை கருத்தில் கொண்டு செல்போன் மூலம் 139 என்ற எண்ணுக்கு தொடர்பு கொண்டு டிக்கெட் ரத்து செய்யும் புதிய திட்டம் அடுத்த மாதம் 2-வது வாரத்தில் தொடங்கப்படவுள்ளது. இத்திட்டத்துக்கான மென்பொருள் தயாரிக்கும் பணிகள் முடிந்துள் ளன.
