IRCTC Offers Tour Packages for Gatimaan Express Travellers to Agra

NEW DELHI: Indian Railway Catering and Tourism Corporation (IRCTC) on Saturday announced tour packages for passengers travelling to Agra via the newly-introduced Gatimaan Express, labelled as the country's fastest train.

Launched by Railway Minister Suresh Prabhu on April 5, it runs at a speed of 160 km per hour to cover the 188-km distance between Delhi's Hazrat Nizamuddin station and Agra in 100 minutes.

"Our packages have been synchronized with the timings of the train, and it will be a boon for time-conscious travellers. The packages are comprehensive and hassle-free and take care of every single need of a tourist," IRCTC CMD A K Manocha said in a statement.

The two comprehensive packages -- a full-day guided tour package and a two-day package (with stay in a 5 star hotel) -- can be booked through the IRCTC portal or purchased during the train ride.

The full-day package, which includes a guided visit to the Taj Mahal and Agra Fort, lunch at a reputed local restaurant, an AC vehicle for sightseeing, entry ticket to monuments and time for shopping, is priced at Rs.2,100 per person and Rs.2,000 for children aged between 5-11 years. For foreigners, it will cost Rs.3,900 and Rs.2,000 respectively.

The two-day package comprises visit to the Taj Mahal, Agra Fort, Itmad-ud-Daulah's tomb, Mehtab Bagh, Fatehpur Sikri and Sikandra, buffet lunch and dinner, accommodation at 5-star Jaypee Palace hotel, guide services, AC vehicles for sightseeing and entry tickets to monuments.

Its tariff is Rs.14,500 (single occupancy), Rs.10,800 (double occupancy) and Rs.10,300 (triple occupancy). For children between 5-11 years, the cost is Rs.7,000 if a separate bed is required for the child, and Rs.3,800 otherwise.

For foreigners, the tariff for two-day package is Rs.17,600, Rs.13,900 and Rs.13,400 respectively while for children aged 5-11, the costs are the same as in the case of Indian kids.

The tourists opting for these packages will be welcomed by IRCTC's special representatives at the Agra station and escorted to AC coaches with guides onboard.

"We are getting daily booking and we expect it to increase manifold in the coming days. In particular, from foreigners who plan their holidays well in advance," Manocha said, adding the packages "offer an affordable and convenient option to both domestic and foreign tourists who want to travel in India’s fastest train and also visit the monuments".

Painted in royal blue and grey colour combination with a yellow strip in between, the indigenously-built Gatimaan Express runs six days a week, except Friday. It starts from Nizamuddin station at 8.10 a.m. and reaches Agra at 9.50 a.m. While return, the train departs from Agra at 5.50 p.m. and reaches Nizamuddin at 7.30 p.m.

AICTE to reserve 10 seats for Jammu and Kashmir in all institutes

NEW DELHI: At a time when Kashmiri students are pitted against the non-Kashmiris in NIT Srinagar, the All India Council of Technical Education has decided to rework the scholarship scheme for J&K students. 

Starting this academic session, the AICTE will allow up to 10 students — instead of just two — from the region to study at an institute outside the state. 

The move is aimed at ensuring that students do not feel "isolated" on a faroff campus. The AICTE is cautious that the upper ceiling must be 10 so that there is no "bunching" of students, or "incidents" like the cricket-cheering controversy at a Meerut institute in 2014. "As of now, there are two seats per college or institute under the scholarship scheme. As agreed by the interministerial committee, from this year we will allow 10 J&K students on scholarship in the same institute. Students will then not feel isolated and have a support system when ill or when travelling back home," AICTE chairman Prof Anil Sahasrabudhe told ET. 

"Also, we will not exceed the ceiling of 10 as we do not want any bunching of students since they could lead to certain incidents as seen in reports of an institute earlier," the chairman said. 

As per the 'bunching' norms, only two students per institute are awarded this scholarship to "avoid bunching in any one particular institute and to have an even distribution of students among various institutes of the country". 

The ceiling was reviewed in a meeting of the inter-ministerial committee in November 2015. In the last academic year, about 1,600 of the 5,000 available scholarships were taken. 

The panel decided there should be a "supernumerary quota of two seats in all universities/colleges/institutes, for all courses, for students hailing from J&K" and "the limit of two supernumerary seat may be increased by the regulators to 10 per institute". While AICTE has decided to increase seats, other regulators are yet to move on it

Telangana govt to hold 2 separate entrance tests for admission into MBBS course

The Telangana state government has released a separate TS-MCET (Telangana State Medical Common Entrance Test) notification for holding entrance test for MBBS admissions in private medical colleges across the state.

To take a decision in this regard, a team of senior officials from Telangana State Council of Higher Education (TSCHE), Kaloji Narayana Rao University of Health Sciences from Warangal and Jawaharlal Nehru Technological University, from Hyderabad held a meeting on Monday and have decided to conduct a separate TS-MCET for the first time for MBBS admissions in private medical colleges in the state. As per the notification the admissions for ‘B’ category MBBS and BDS seats in the private medical and dental colleges for the year 2016-17 will be held online through TS-MECET on 20th May, while or ‘A’ category MBBS seats students will have to appear for TS-EAMCET to be held on 2nd May.

Earlier, the B category MBBS seats in private colleges were also filled through the ranking of usual EAMCET (Engineering, Agriculture and Medical common Entrance Test), but after bifurcation of the state, both the states have decided to conduct their own separate tests from the year 2015-16 onwards. In view of this, the TS government wanted to conduct two tests for MBBS seats, one is the usual TS-EAMCET, wherein the meritorious students will gain admissions to ‘A’ category MBBS seats in government medical colleges based on their ranks, while the second test ‘TS-MCET’ would cater to admissions for ‘B’ category MBBS seats in private medical colleges.

However some sections of the students are of the opinion that two tests will be a big burden on the students, as they have to shell out double amount for applying two entrance tests for the same admissions. “The government’s decision to conduct two tests for MBBS admissions in Government and Private Colleges is a burdensome affair for the students. They should have conducted only one TS-EAMCET to cater for filling up of both ‘A’, ‘B’, and BDS seats as done earlier, and could have done admission counseling for both government and private college simultaneously based on the ranks obtained in the entrance test,” opined Priyanka, an aspiring medical student.

On the other hand the officials are of the opinion that the main reason to hold two entrance tests is to provide a reliable path for admissions into private medical colleges and put a halt to the corrupt practices and illegally selling the MBBS seats to ineligible students for money. “This will give a systematic procedure for the private medical colleges to adopt and conduct MBBS admissions based on merit and prevent illegal sales of seats to ineligible students,” opined a senior officer in the Health department.

Medical Council of India rules need a new medical college to show it has good enough infrastructure for first year MBBS students' requirements and an undertaking that the rest will be put in place.

MCI assessors inspect a new college every year for five years and issue permission for each year. When they fail to stick to their commitments, the regulator cracks down and doesn't allow further intake. This often works to the advantage students, although after a legal battle.

"College managements constantly hustle the authorities to give them permission to start taking in students even when there is almost no infrastructure. With political connections (most trusts are either run by politicians or their family members), they manage to get permission," said a medical college professor.

Every year, MCI decides that several colleges, which had received conditional approval and admitted students, are "not approved/permitted for intake" as the institutions do not have infrastructure. Following this, dozens of cases are filed in high courts and the Supreme Court by the management of these colleges and by students or their parents. In 2015, 27 colleges with 3,650 seats were not allowed to admit students.

Of the 10 private medical colleges started in 2014, six (accounting for 900 seats) were not allowed to admit students in 2015. So, what happens to the 900 students admitted in 2014 after paying lakhs as capitation fee? "When denied permission, college managements tell students and their parents to go to court and seek relief if they don't want their investment to go to waste," explained a lawyer.
