சீனாவில் நாய்க்கறி திருவிழா நடத்துவதற்கு, பெரும்பான்மை சீன மக்கள் எதிர்ப்பு தெரிவித்துள்ளனர். நாட்டின் நற்பெயருக்கு களங்கம் விளைவிக்கும் இத்திருவிழாவுக்கு நிரந்தரமாக தடை விதிக்க வேண்டும் என, 64 சதவீதம் பேர் கருத்து தெரிவித்துள்ளனர்.

சீனாவின் குவாங்சி மாகாணத்தில் உள்ள யூலின் நகரில் வருடாந்திர நாய்க்கறி திருவிழா இன்று நடைபெறுகிறது. பல்வேறு இடங்களில் இருந்து, 10,000-க்கும் மேற்பட்ட நாய்களை கொண்டுவந்து, அவற்றை வெட்டி கறியாக்கி சாப்பிட்டு மகிழ்வதே இத்திருவிழாவின் நோக்கம்.

சீன பாரம்பரியத்தின் ஒரு பகுதி என்றும், உள்ளூர் கலாச்சாரம் எனக் கூறியும், 2009-ம் ஆண்டுக்குப் பிறகு, இத்திருவிழா சர்வதேச அளவில் விளம்பரப்படுத்தப்பட்டது. எனினும், அண்மைக்காலமாக இத்திருவிழாவுக்கு சீன மக்களே எதிர்ப்பு தெரிவிக்கத் தொடங்கினர்.

திருவிழா இன்று நடைபெறும் நிலையில், சீனாவைச் சேர்ந்த விலங்குகள் நல அறக்கட்டளை ஒன்றின் சார்பில் பொதுமக்களிடையே கருத்துக்கணிப்பு நடத்தப்பட்டது. அதில், கருத்து கேட்கப்பட்ட, 16 முதல் 50 வயதுக்கு உட்பட்டவர்களில், 64 சதவீதம் பேர் நாய்க்கறி திருவிழாவுக்கு நிரந்தரமாக தடை விதிக்க ஆதரவு தெரிவித் தனர்.

யூலின் நகர மக்களே இத்திருவிழாவை ரசிக்கவில்லை என்பது இந்த கருத்துக் கணிப்பில் தெரியவந்தது. அதுமட்டுமின்றி, 69 சதவீதம் பேர், இதுவரை தாங்கள் நாய்க் கறி சாப்பிட்டதில்லை எனக் கூறியுள்ளனர்.

‘ஆக, உள்ளூரில் வசிக்கும் பெரும்பாலான மக்களுக்கே நாய்க்கறி சாப்பிட பிடிக்கவில்லை. இத்திரு விழாவை வியாபாரிகள் சிலர் சர்வதேச வர்த்தகமாக்க முயற்சிப்பதாக தெரிகிறது’ என, கருத்துக்கணிப்பு நடத்திய அறக்கட்டளை இயக்குனர் கின் ஜியோனா குறிப்பிட்டார். மேலும், கருத்துக்கணிப்பில் பங்கு பெற்ற பலரும், இத்திருவிழா சர்வதேச அளவில் சீனாவின் நற்பெயருக்கு களங்கம் ஏற்படுத்தும் வகையில் இருப்பதாகக் குறிப்பிட்டனர்.

M.G.R.தன்னுடன் நடிக்கும் நடிகர்களின் நலனில் அக்கறை கொண்டவர். அவர்களுக்கு பாதிப்பு ஏற்பட்டால் சகோதரனைப் போல கவனித்து உதவிகள் செய்வார். சில தயாரிப்பாளர்கள் எம்.ஜி.ஆரை வைத்து ஒரு படத்துக்கு மேல் எடுக்காமல் ஒதுங்கிவிட்டனர் என்று விமர்சனங்கள் உண்டு. தன் படங்கள் மூலம் தயாரிப்பாளர்களுக்கு கிடைக்கும் லாபம், எல்லா கலைஞர்களுக்கும் பகிரப்பட வேண்டும் என்று அவர் நினைத்ததுதான் அதற்கு காரணம்!

எம்.ஜி.ஆருக்கு நெருக்கமான வட்டத் தில் இருந்தவர்களில் அவரது மெய்க்காவலரும் ஸ்டன்ட் நடிகரு மான கே.பி.ராமகிருஷ்ணனும் ஒருவர். 1949-ம் ஆண்டு பி.யூ.சின்னப்பா நடித்த ‘மங்கையர்க்கரசி’ படத்தில் கே.பி.ராம கிருஷ்ணன் சண்டைக் காட்சியில் நடித் தார். சென்னை கீழ்ப்பாக்கம் நியூடோன் ஸ்டுடியோவில் படப்பிடிப்பின்போது, பி.யூ.சின்னப்பாவை சந்திக்க வந்த எம்.ஜி.ஆருக்கு ராமகிருஷ்ணன் அறி முகமானார். பின்னர், ‘நாடோடி மன்னன்’ படத்தில் அவருக்கு எம்.ஜி.ஆர். வாய்ப் பளித்தார். ஏறத்தாழ 30 ஆண்டுகள் எம்.ஜி.ஆருடன் கூடவே இருந்தவர்.

‘ஒரு தாய் மக்கள்’ படத்தின் படப் பிடிப்பு சென்னை வடபழனியில் சாரதா ஸ்டுடியோவில் நடந்தது. எம்.ஜி.ஆருடன் ராமகிருஷ்ணன் மோதும் காட்சி பட மாக்கப்பட்டது. எம்.ஜி.ஆர். அடித்ததும் ராமகிருஷ்ணன் அருகில் உள்ள குளத் தில் விழ வேண்டும். அப்படி, விழுந்த போது குளத்தில் தண்ணீர் குறைவாக இருந்ததால், அதில் ராமகிருஷ்ணன் குதித்தபோது கணுக்காலில் எலும்பு முறிந்துவிட்டது. எம்.ஜி.ஆரைப் பார்த்து ‘‘அண்ணே, கால் உடைஞ்சு போச்சு’’ என்று கத்தினார் ராமகிருஷ்ணன்.

படத்தின் தயாரிப்பாளர் எலும்பு முறி வுக்கு சிகிச்சை அளிக்க ராமகிருஷ் ணனை புத்தூருக்கு அழைத்துச் செல்ல முடிவு செய்தார். அதை எம்.ஜி.ஆர். ஏற்கவில்லை. ராமகிருஷ்ணனை தன் காரிலேயே பூந்தமல்லி நெடுஞ்சாலை யில் உள்ள கே.ஜே.மருத்துவமனைக்கு அழைத்துச் சென்று சிகிச்சை அளிக்க ஏற்பாடு செய்தார். ராமகிருஷ்ணனுக்கு தைரியம் சொன்னதோடு, ஒருநாள் விட்டு ஒருநாள் அவரைப் பார்க்க வருவார். சிகிச்சைக்கான செலவை தயாரிப்பாளரை ஏற்கச் சொல்லா மல், ரூ.37 ஆயிரத்தை எம்.ஜி.ஆரே கொடுத்தார். அதோடு, ராமகிருஷ்ண னின் குடும்பச் செலவுக்காக ரூ.10 ஆயிரமும் கொடுத்தார்.

இதைவிடவும் முக்கியமான ஒன்று. ‘‘ராமகிருஷ்ணன் குணமடைந்து வந்து, அவர்தான் மீண்டும் இந்தக் காட்சியில் நடிக்க வேண்டும். அதுவரை செட்டை கலைக்க வேண்டாம்’’ என்று எம்.ஜி.ஆர். சொல்லிவிட்டார். அதன்படியே, அந்த செட் மூன்று மாதங்களுக்கு அப்படியே இருந்தது. எம்.ஜி.ஆர். நினைத்திருந்தால் வேறு ஸ்டன்ட் நடிகர்களை வைத்து அந்தக் காட்சியை எடுத்திருக்கலாம். ஆனால், உடன் நடிக்கும் கலைஞர்களின் உணர்வுகளுக்கு மதிப்பளிப்பவர் எம்.ஜி.ஆர்.! அவர் விருப்பப்படியே, ராமகிருஷ்ணன் குணமாகி வந்ததும், குளத்தில் நிறைய தண்ணீர் ஊற்றப் பட்டு சண்டைக் காட்சி மீண்டும் படமாக்கப்பட்டது.

மற்ற நடிகர்களுக்கு, குறிப்பாக உயிரைப் பணயம் வைத்து நடிக்கும் ஸ்டன்ட் நடிகர்களுக்கு தயாரிப்பாளர்கள் நியாயமான ஊதியத்தைக் கொடுக் காமல் இருப்பதை எம்.ஜி.ஆர். அனுமதிக்க மாட்டார். அவர் நடித்த ஒரு படத்தில் சண்டைக் காட்சியில் ராமகிருஷ்ணன் நடித்திருந்தார்.

அந்தத் தயாரிப்பாளரிடம் சென்று 5 ஆயிரம் ரூபாய் சம்பளம் வேண்டும் என்று ராமகிருஷ்ணன் கேட்டார். ‘‘சண்டைக் காட்சியில் நடிக்க 5 ஆயிரமா? 3,500 ரூபாய் வாங்கிக் கொள்’’ என்றார் தயாரிப்பாளர். ராமகிருஷ்ணன் மேற்கொண்டு எதுவும் பேசாமல் வந்துவிட்டார். எம்.ஜி.ஆரை சந்தித்து விஷயத்தைக் கூறினார். அதைப் பொறுமையாகக் கேட்டுக் கொண்ட எம்.ஜி.ஆர்., ‘‘என்னிடம் சொன்னதாக காட்டிக் கொள்ளாதே. நான் பார்த்துக் கொள்கிறேன்’’ என்றார்.

பின்னர், தன்னை சந்தித்த தயாரிப் பாளரிடம், ‘‘இந்த ராமகிருஷ்ணன் இருக்காரே, என் பேரை சொல்லி சம்பளம் அதிகமாக கேட்பார்’’ என்று எம்.ஜி.ஆர். கூறினார். தயாரிப்பாளரின் முகம் மலர்ந்தது. ‘‘ஆமாண்ணே…’’ என்று மேற்கொண்டு பேச முயன்றவரைத் தடுத்து, ‘‘நீங்க அவர்கிட்ட எதுவும் பேசாதீங்க. 20 ஆயிரம் ரூபாய்க்கு மேலே ஒரு பைசா கூட கொடுக்காதீங்க. மேலே கேட்டால் என்கிட்டே சொல்லுங்க’’ என்றார். தயாரிப்பாளருக்கு மெல்லவும் முடியவில்லை, முழுங்கவும் முடிய வில்லை. எம்.ஜி.ஆரே சம்பளம் நிர்ணயித்த பிறகு, அதைத் தட்ட முடியுமா? ராமகிருஷ்ணனுக்கு 5 ஆயிரம் ரூபாய் சம்பளம் கொடுக்க மறுத்த அதே தயாரிப்பாளர் பிறகு, 20 ஆயிரம் ரூபாய் கொடுத்தார். தான் மட்டுமே லாபம் சம்பாதிக்க நினைக்கும் தயாரிப்பாளர்களை எம்.ஜி.ஆர். இப் படிப் படுத்துவது வழக்கம்!

ஜெயந்தி ஃபிலிம்ஸ் சார்பில் கனக சபை செட்டியார் தயாரித்த வெள்ளி விழா படம் எம்.ஜி.ஆர். நடித்த ‘மாட்டுக்கார வேலன்’. நூறாவது நாளையொட்டி நடந்த படத்தின் வெற்றி விழாவின்போது எம்.ஜி.ஆர். ஆலோசனையின்படி, கலை ஞர்களுக்கு ஒரு பவுன் மோதிரத்தை தயாரிப்பாளர் பரிசாக அளித்தார். ‘ஜெயந்தி ஃபிலிம்ஸ்’ என்பதை குறிக்கும் வகையில், ‘ஜே. எஃப்’ என்ற ஆங்கில எழுத்துக்கள் பொறிக்கப்பட்ட அந்த மோதிரத்தை ராமகிருஷ்ணன் இன்னும் அணிந்துள்ளார்.

‘கபாலி’யின் சாதனைகள்

Govt incentivizes private sector for opening deemed universities [Mint, New Delhi]

June 17--The human resources development (HRD) ministry on Thursday rolled out incentives for private entities to set up deemed universities, approving the University Grants Commission's (UGC's) recommendations in this regard.

The ministry said the new deemed universities regulations would go a long way to "reducing red tape" and give a "fillip to the private sector".

HRD minister Smriti Irani said the new rules do away with the ceiling on off-campus centres for deemed universities. Now, deemed universities can open more than six such centres--the earlier ceiling.

The new rules may help settle the off-campus controversy involving 10 deemed universities that fell foul of the higher education regulator's rules in November last year.

Institutions such as the Tata Institute of Fundamental Research, Birla Institute of Technology and Science (BITS) Pilani and Indian Institute of Mines, Dhanbad, were told to shut some of their campuses that the UGC said were being run in an "unauthorized manner".

BITS got a stay order on the UGC directive.

Its acting vice-chancellor, V.S. Rao, said the institution would take the case to its logical conclusion.

"The regulator will look at that notification in the light of the new rules," Irani said on Thursday.

Earlier, UGC had recommended that the ceiling on off-campus centres should be waived only for government-run deemed universities. However, the final rules grant the waiver to both private and government-run deemed universities.

Irani said the permission to open off-campus centres would only be given to the highest ranked deemed universities.

This would not be applicable to existing institutions. Meaning, if an existing deemed university has six campuses and four of them are not NAAC-A grade, it will not have to shut them down. But if it wants to open a seventh, then all its campuses would have to meet the highest grade, UGC chairman Ved Prakash said.

The National Assessment and Accreditation Council, or NAAC, is the agency charged with granting accreditation to educational institutions across the country. NAAC-A is the highest grade it hands out.

India currently has 123 deemed universities, with close to 90 run by private promoters.

Prakash said the new rules ease the regulatory requirements for education players and bring transparency to infrastructure requirements and inspection systems, and recognize the role of promoters in the education sector.

A promoter of a deemed university can now become "chancellor or pro-chancellor" of the university. The minimum land required for setting up such an institution has been waived, provided 40% of the space is kept open. And, UGC invigilators will upload videos of a university online within 24 hours of the inspection so that chances of manipulation can be reduced significantly.

Under the old rules, five acres of land was the minimum required for setting up an institution in metro cities. In tier-II cities, it was seven acres, and in rural areas, it was 10 acres.

Irani clarified that from now on, only NAAC-A grade institutions would be allowed to open foreign campuses, after getting approval from the home ministry and the ministry of external affairs.

Also, instead of the 6-7 years it takes now, UGC and the government would clear a new deemed university proposal within seven months, she said.

The new rules also bar deemed universities from accepting course fees upfront without admitting a student. Institutions can take up to a maximum of Rs.10,000 from a prospective candidate during counselling. The HRD ministry has received several complaints of fees being taken from students even before admission.

Again, while existing institutions can apply for deemed university status after getting NAAC-A grade for two cycles or 10 years, new institutions can apply for it if they are providing new-age courses. They have to furnish a letter of intent and abide by it within three years' time.

Irani added that if a deemed university plans to open a new department or start a new research programme with industry support, it does not need UGC's prior permission.

MHRD concurs with UGC recommendations to remove subjectivity and bring in more transparency

Following recommendations received from the University Grants Commission for amendments to the UGC (Institutions Deemed to be Universities) Regulations, 2010, the Ministry of Human Resource Development has concurred with the recommendations for notification.

The amended regulations are intended to remove subjectivity and bring in more transparency in the processes for establishment and functioning of such institutions. They seek to maintain the quality of education, to provide in more autonomy, and a framework for Government and UGC interface with the institutions.

There have been major changes in the application process, simplifying it and making it more objective. A recurring issue in representations received from industry and educationists has been the length of time taken to process applications, in some cases many years leading to unnecessary pendency, uncertainty.

Timelines have been assigned at different stages including information seeking by UGC (2 months), submission of reports by the Expert committee (3 months) and approval and advice of UGC (1.5 months) and Government decision (2 months).

The visit of the expert committee, essentially confirmatory of faculty availability and of the quality and infrastructure will be recorded and uploaded on the UGC website within 24 hours.

The regulations provide an impetus to accreditation and other measures of quality. Institutions seeking de-novo to apply for Deemed To Be Universities (DTBUs) would need to have the highest NAAC/NBA grading for two cycles or alternatively have the highest NAAC/NBA grading at the time of application and be in the top 20 of the National Institutional Ranking Framework (NIRF).

Prior to these new amended regulations, the application process of was fraught with uncertainty and opacity.

The regulations have brought in the Letter of Intent (LOI) concept wherein the applicant, society, trust or Section 8 Company will set up the institution and indicate its readiness for commencement of the academic operations, as per the plan presented and agreed within three years of the issue of LOI. Similar provisions have been made for off-campuses.

Recognizing that the land is a scare and valuable resource, the land requirement has been modified, to focus on the built up area. The earlier specifications in acres of land (5 – 10 acres) have been replaced with the stipulation with the minimum open space should be 40% of the total area, that academic infrastructure should be at least 15,000 sq. m. and that there must be accommodation for students and teachers.

Institutions, under the Choice Based Credit System (CBCS) can have a credit exchange matrix with other UGC recognized institutions for the benefit of their students.

Keeping in view the need to maintain academic currency and quality in the new provision, it has been mandated that such institutions will review the syllabus every 3 years at least.

This regulation makes it mandatory for the institution to have 3 cells – anti-ragging, anti discrimination and gender sensitization as well as an internal complaints committee for prevention of sexual harassment. There will be barrier free access for specially abled students in all places. There will also be adequate health care facilities for students, staff and faculty within the campus.

In the context of governance, there would be a GoI nominee on the Board of Management for DTBUs only in case it is controlled by the Central Government or receives more than 50% of its funding from the government. In other cases, the UGC will provide nominees from a panel of names recommended by a search committee of academic experts.

Under 2010 regulations, the Chancellors could not be a member of the society, trust or Section 8 Company not a close relative of its President. In the amended regulations this restriction has been removed.

Industry collaborations and research projects would not need specific approval of the UGC nor would be for new departments in core subjects for which the institution was established. It has been made mandatory for the DTBU to participate in the National Institutions Ranking Framework (NIRF) and in the Know Your College (KYC) portal and mobile app application. Responding to complaints from students, it has been decided that full fee would only be paid at the time of admission, and not during counseling or pre-admission process. No capitation fees will be allowed.

The ceiling of 6 off-campuses has been removed. After 5 years of its establishment, the institution may set up off-campuses provided it has got NAAC ‘A’ accreditation. Similar provisions would apply for off-shore campuses with the additional stipulation that clearance of the MEA and MHA is requested.

Deemed varsities can't collect tuition fee during counselling

The Ministry of Human Resource Development (MHRD) approved a revised regulation of the University Grants Commission (UGC) which restricts deemed universities from collecting full tuition fee at the time of counselling.

In the revised regulations to be notified soon, UGC has tightened norms for giving deemed university status to higher educational institutions, made the approval of applications a time-bound process and removed a provision that so far restricted the deemed universities from opening more than six off-shore campuses.

The norms for opening off-shore campuses by the deemed universities, however, have been tightened as it would require the institutions to get clearance from the Ministry of External Affairs and the Ministry of Home Affairs before opening their campuses abroad. This will be applicable to all deemed universities, whether run and managed by private entities or run or funded to any extent by the government.

“The deemed universities can collect a maximum Rs 10,000 as counselling fee and the students will pay full tuition fee only at the time of their admission. This has been done to ensure that students do not have to struggle to get refund of their money they deposit as tuition fee from the universities in case they do not get admission. The revised regulations of the UGC have been approved and will soon be notified,” said HRD Minister Smriti Irani.

The minister said that applications by higher educational institutions for deemed-to-be-university status will be considered within six to seven months under the revised regulations. Besides, the inspection team will video record the entire infrastructure and other facilities, and upload it on the UGC’s website within 24 hours.

Smriti said that the revised regulations seek to ensure quality and standards of all deemed universities, and the provisions also seek to give them more autonomy.
