கூடா நட்பு கேடாய் முடிந்தது! கொலையில் முடிந்த 23 வயது வித்தியாசம்

சென்னை மேற்கு மாம்பலத்தில் தனியாக வசித்த பெண் வழக்கறிஞர் லட்சுமிசுதாவும், தனியார் நிறுவன ஊழியர் கார்த்திக்கேயனும் இடையே 23 வயது வித்தியாசம். இவர்கள் இருவரும் வயது வித்தியாசம் இல்லாமல் நெருங்கிப் பழகியதே லட்சுமி சுதாவின் கொலைக்கான காரணம் என்ற தகவல்கள் வெளியாகியுள்ளன.

சென்னை மேற்குமாம்பலம், குமரன்நகரில் குடியிருந்தவர் லட்சுமி சுதா. இவர் கணவரைப் பிரிந்து தனியாக வசித்தார். இவரது மகன் திருமணமாகி பெங்களுரூவில் குடியிருக்கிறார். லட்சுமி சுதா, கடந்த 2-ம் தேதி வீட்டின் படுக்கையறையில் கத்திக்குத்து காயங்களுடன் அழுகிய நிலையில் அலங்கோலமாகக் கிடந்தார். இதுதொடர்பாக குமரன்நகர் போலீஸார் விசாரணை நடத்தினர். கொலை தொடர்பாக கார்த்திகேயனை போலீஸார் கைது செய்துள்ளனர். விசாரணையில் கார்த்திகேயன், கொலைக்கு சொல்லும் காரணம் அனைவரையும் அதிர்ச்சியடைய வைக்கிறது.

இதுகுறித்து போலீஸ் உயரதிகாரி ஒருவர் கூறுகையில், "லட்சுமி சுதா கொலை செய்யப்பட்டது தொடர்பாக விசாரணை நடத்தினோம். கொலை நடந்த வீட்டிலிருந்து எந்த பொருட்களும் திருட்டுப்போகவில்லை. இதனால் நகை, பணத்துக்காக இந்த கொலை நடக்கவில்லை என்பதை உறுதிசெய்தோம். இதையடுத்து லட்சுமி சுதா எதற்காக கொலை செய்யப்பட்டார் என்று விசாரணை நடத்தினோம். லட்சுமி சுதாவின் உடல் படுக்கையறையில் தலைகுப்புறமாக கிடந்தது. மேலும் அவரது முதுகு, கழுத்தின் பின்புறம், இடுப்பு என 10 இடங்களில் கத்திக்குத்து காயங்கள் இருந்தன. அவரது உடல் அழுகிய நிலையில் இருந்ததால் சில நாட்களுக்கு முன்பு கொலை நடந்திருக்க வேண்டும் என்று கருதினோம். மேலும், அவருக்கு தெரிந்த நபர்தான் இந்த சம்பவத்தில் ஈடுபட்டு இருக்க வேண்டும் என்று சந்தேகித்தோம். இதனால் அவரது வீட்டுக்கு தினமும் வரும் நபர்கள் குறித்து விசாரித்தோம். அப்போது சென்னை நொளம்பூரை சேர்ந்த கார்த்திகேயன் மீது எங்களுக்கு சந்தேகம் ஏற்பட்டது. அவரைப் பிடித்து விசாரித்தபோது லட்சுமி சுதாவை கொலை செய்ததை ஒப்புக் கொண்டார். இருவருக்கும் இடையே ஏற்பட்ட பழக்கமே இந்த கொலைக்கு காரணம் என்றும் கார்த்திக்கேயன் தெரிவித்துள்ளார்" என்றார்.

போலீஸ் வட்டாரங்கள் கூறுகையில், "கார்த்திகேயன், சென்னையில் தனியார் நிறுவனத்தில் வேலைப்பார்க்கிறார். இவரது சொந்த ஊர் உளுந்தூர்பேட்டை. கார்த்திகேயன் பணியாற்றிய நிறுவனத்தில் சட்ட ஆலோசகராக லட்சுமி சுதா இருந்துள்ளார். இதனால் இருவருக்கும் இடையே பழக்கம் ஏற்பட்டுள்ளது. இந்த பழக்கத்தின் அடிப்படையில் அடிக்கடி லட்சுமி சுதா வீட்டுக்கு கார்த்திகேயன் வருவதுண்டு. லட்சுமி சுதாவுக்கு 58 வயதாகுகிறது. ஆனால் கார்த்திக்கேயனுக்கு 35 வயதாகுகிறது. இருவருக்கும் இடையே 23 வயது வித்தியாசம். வயது வித்தியாசம் இல்லாமல் இருவரும் பழகியுள்ளனர். இந்த நிலையில் கார்த்திக்கேயனுக்கு வேறு ஒரு பெண்ணுடன் ஒரு ஆண்டுக்கு முன்பு திருமணம் முடிந்து குழந்தையும் பிறந்துள்ளது. இதன்பிறகு லட்சுமி சுதா வீட்டுக்கு கார்த்திக்கேயன் வருவதை குறைத்துள்ளார். கடந்த 31-ம் தேதி வீட்டிற்கு வந்த கார்த்திக்கேயனிடம், எதற்காக முன்பு போல அடிக்கடி வீட்டுக்கு வருவதில்லை என்று லட்சுமி சுதா கேட்டுள்ளார். இதில் இருவருக்கும் இடையே தகராறு ஏற்பட்டுள்ளது. இதில் ஆத்திரமடைந்த கார்த்திகேயன், லட்சுமி சுதாவை கத்தியால் குத்திவிட்டு தப்பி சென்றுள்ளார்" என்றனர்.

கூடா நட்பு மட்டும் கேடாய் முடிவதல்ல.... வயது வித்தியாசம் இல்லாமல் பழகுவது கூட பாதகமாக முடியும் என்பது கார்த்திகேயன், லட்சுமி சுதா சம்பவத்தில் நிரூபணமாகியுள்ளது.

தில்லியில் முன்னாள் ராணுவ வீரர் ராம் கிஷண் கிரேவால் (70) தற்கொலையும் அதைத்தொடர்ந்து காங்கிரஸ் கட்சி துணைத் தலைவர் ராகுல் காந்தி, தில்லி முதல்வர் அரவிந்த் கேஜரிவால் ஆகியோர் ராம் கிஷண் கிரேவால் உடலுக்கு அஞ்சலி செலுத்த முயன்றபோது போலீஸாரால் தடுக்கப்பட்ட சம்பவமும் தேவையே இல்லாமல் அரசியலாகி, நாடு முழுவதும் இன்று கண்டனம் எழுப்பும் நிலை உருவாகியிருக்கிறது.
ராம் கிஷண் கிரேவால் எல்லைப் பாதுகாப்புப் படையில் 30 ஆண்டுகள் பணியாற்றி 2004-இல் ஹவில்தாராக ஓய்வுபெற்றவர். தான் தற்கொலை செய்துகொள்வதற்கான காரணம் குறித்து அவர் எதையும் எழுதி வைக்கவில்லை. அவர் தனது மகனுக்கு தொலைபேசியில் பேசியபோது, "ஒரே பதவிக்கு ஒரே ஓய்வூதியம்' திட்டத்தில் தனக்கு தொகை குறைந்துவிட்டதாகக் கூறியதாக சொல்லப்படுகிறது. இதன் உண்மைத்தன்மையும் கேள்விக்குறியே.
அவருடைய ஓய்வூதியம் எவ்வளவு? அவருக்கு தவறாக கணக்கிடப்பட்டதா அல்லது விடுபட்டுப்போய் தொகை குறைந்துள்ளதா? இது அரசு தற்போது அறிவித்துள்ள திட்டத்தில் ஏற்பட்ட முரணா அல்லது கணக்கில் நேரிட்ட தவறா என்ற எதைப்பற்றியும் ஆராயாமல், அவர் தற்கொலை மட்டுமே நாடு முழுவதும் முன்னிலைப்படுத்தப்படுகிறது. தனிநபர்களின் தற்கொலை முடிவுகளுக்கெல்லாம் அரசைக் குற்றம் கூறுவது, காரணமாக்குவது என்று முற்பட்டால் அதற்கு முடிவே இருக்காது.
"ராகுல் காந்தியை தில்லி போலீஸார் தடுக்காமல் அஞ்சலி செலுத்த அனுமதித்திருந்தால், இந்த பிரச்னை மிகச் சாதாரணமானதாக முடிந்து போயிருக்கும். தேவையே இல்லாமல் தடுத்து நிறுத்தி, கைது செய்து பின்னர் விடுவித்ததன் மூலம், இந்த விவகாரத்தை பூதாகரமாக்கிவிட்டனர்' என்று கூறுவதிலும் அர்த்தம் இல்லை. அந்தப் பகுதியில் இருக்கும் இரண்டு பெரிய மருத்துவமனைகளுக்கும் நோயாளிகள் போய்வர முடியாத அளவுக்குத் தொண்டர்கள் புடைசூழ அரசியல் தலைவர்கள் முற்றுகையிடும்போது, காவல்துறை வாளாவிருந்தால் அதன் விளைவுகள் நோயாளிகளுக்கு பாதிப்பை ஏற்படுத்துவதாக இருக்கும் என்பதையும் உணர வேண்டும்.
எல்லையில் பயங்கரவாதிகளுக்கு எதிரான துல்லியத் தாக்குதல் மூலம் ஆளும் பா.ஜ.க.வுக்குக் கிடைத்திருக்கும் வரவேற்பும் ஆதரவும், ஒரு ராணுவ வீரரின் தற்கொலைக்கு அரசின் செயல்பாடு காரணமாக இருந்தால் மழுங்கடிக்கப்படும் என்கிற எண்ணத்தில், காங்கிரஸும் ஆம் ஆத்மி கட்சியும் இதில் அரசியல் ஆதாயம் தேட முயல்கின்றன. போபால் சிறையில் தப்பிய எட்டு சிமி கைதிகள் என்கவுன்ட்டரில் சுட்டுக் கொல்லப்பட்ட செய்தி பின்னுக்குத் தள்ளப்படுவதற்கு இதுபோன்ற ஒரு சம்பவத்துக்காக பா.ஜ.க. தலைவர்களே காத்துக்கொண்டிருந்தார்கள். அவர்களுக்கு ஹவில்தார் ராம் கிஷண் கிரேவாலின் தற்கொலை உதவியிருக்கிறது. எதுவானபோதிலும், இது மிகவும் கீழ்த்தர அரசியலாக மாறியது என்பதே உண்மை.
இதற்கெல்லாம் ஒருபடி மேலாக, ராம் கிஷண் குடும்பத்துக்கு ஒரு கோடி ரூபாய் கருணைத்தொகை அளிப்பதாக கேஜரிவால் அறிவித்துள்ளார். இது தற்கொலை அரசியலின் உச்சம். ராம் கிஷண் தற்கொலைக்குக் காரணம் என்ன என்பதே உறுதியாகாத நிலையில், ஓய்வூதிய முரண் தொடர்பான குற்றச்சாட்டுகளுக்காக தற்கொலை செய்துகொள்வோர் அனைவருக்கும் கேஜரிவால் இதுபோல ஒரு கோடி ரூபாய் கருணைத்தொகை அறிவிப்பாரா? அறிவிக்கத்தான் முடியுமா?
இத்தனை ஆண்டு காலமாக நீடித்துவந்த முரண்களைக் களைய, கடந்த ஆறு மாதங்களுக்கு முன்பு முன்னாள் ராணுவத்தினர் நடத்திய போராட்டங்களைத் தொடர்ந்து, புதிய ஓய்வூதிய திட்டத்தை மத்திய அரசு அறிவித்தது. இதில் சில குறைபாடுகள் இருப்பதாக முன்னாள் ராணுவத்தினர் தரப்பில் தெரிவிக்கப்படுகிறது. ஆனால், ராணுவத்திலிருந்து தன்னிச்சையாக விலகியவர்களுக்கு இந்தத் திட்டத்தின் பயன் கிடைக்காது என்று மத்திய அரசு தெரிவித்துள்ளது. ராணுவத்தினரோ எந்த பாரபட்சமும் இல்லாமல் அனைவருக்கும் ஒரே மாதிரி ஓய்வூதியம் வழங்க வேண்டும் என்று கூறி வருகின்றனர். ராம் கிஷண் இந்த வகைப்பாட்டில் எத்தகைய இடத்தில் உள்ளார் என்பதுகூட இந்த தற்கொலை அரசியலில் பேசப்படவில்லை.
ஊதிய ஒப்பந்தம் அல்லது புதிய ஊதிய கமிஷனின் பரிந்துரையை அமல்படுத்துதல் எதுவாக இருந்தாலும் சில விடுபடல்கள், சிலர் பாதிக்கப்படுதல், சிலருக்கு சில சலுகைகள் இல்லாமல் போதல் என பல்வேறு முரண்கள் எழுவது இயற்கையே. இத்தகைய முரண்களைக் களைவதற்கென தனி குழுவை அமைத்து, பாதிக்கப்பட்டவர்களின் கோரிக்கைகள் தனியாக பரிசீலிக்கப்படுவதுதான் நடைமுறை.
"ஒரே பதவி ஒரே ஓய்வூதியம்' திட்டத்தின் கீழ் இதுவரை ரூ.5,500 கோடி விநியோகிக்கப்பட்டுள்ளது. 20.6 கோடி ஓய்வூதியதாரர்களில் சுமார் ஒரு லட்சம் பேருக்கு எதிர்பார்த்த அளவுக்கு ஓய்வூதியம் அதிகரிக்கவில்லை அல்லது ஓய்வூதிய பணம் வந்து சேரவில்லை என்ற குறைகள் இருக்கின்றன. இவையும் படிப்படியாக சரி செய்யப்படும் என்பது உறுதி. முன்னாள் ராணுவத்தினர் தங்கள் குறைகளை முறைப்படி அணுகி நியாயம் பெற முடியும். அதற்கான வாய்ப்புகள் இருக்கின்றன.
போலீஸார், ராகுல் காந்தியை அஞ்சலி செலுத்த அனுமதித்திருந்தால் இந்த விவகாரம் இவ்வளவு அதிகம் பேசப்பட்டிருக்காதுதான். ஆனால், ராகுல் காந்தியின் நோக்கம் அஞ்சலி செலுத்துவதல்ல, இதில் அரசியல் ஆதாயம் தேடுவது என்பதுதான் உண்மை. ராம் கிஷண் எதற்காக இறந்தார் என்பதே உறுதியாகாத நிலையில், அவரது மரணத்துக்காக குரல் கொடுப்பதும், இந்தப் பிரச்னையை அரசியலாக்குவதும் சரியான அரசியல் அணுகுமுறை அல்ல!

Singapore: Indian national gets 8 yr in jail for slashing ex-wife's throat

Singapore: A 45-year-old Indian man was sentenced to eight years in prison and nine strokes of cane for slashing throat of his estranged Singaporean wife, a media report said on Saturday.

Krishnan Karunakaran had slashed throat of his 38-year-old wife Boomichelvi Ramasamy in October 2013 after she rebuffed his demands to help him stay in Singapore by getting his visa extended and not let him see their one-year-old daughter.

In his mitigation, Krishnan claimed that they separated after his wife had an affair, reported The Straits Times.

Deputy Public Prosecutor Mohamed Faizal took issue with the "false narrative" and rejected the assertion that the separation was victim's fault.

He argued that the attempt to pin the blame on the victim highlighted that Krishnan "absolutely shows no remorse".

In sentencing Krishnan, Justice Chan Seng Onn said-- "There's no reason for you to resort to such violence, even if you desperately wanted to see your daughter. You should have resorted to the legal process and not take matters into your own hands.

"You are lucky that she survived, or you would be facing a far more serious charge," Justice Chan told Krishnan.

On the morning of Oct 27, 2013, Krishnan waited for his wife at the lift lobby of her apartment block in the Hougang housing estate.

Krishnan, who had a knife tucked under his singlet, barged inside the lift when he saw her.

He then made her walk towards her flat before slashing her throat in front of her nine-year-old daughter from a previous marriage and her maid.

The domestic helper opened the gate to help her bleeding employer while her daughter called the police.

Krishnan had pleaded guilty on Tuesday (on November 1) to one charge of attempted culpable homicide and one charge of criminal intimidation. Two other charges - for trying to stab

Boomichelvi's abdomen and for threatening her domestic worker - were taken into consideration.

Krishnan's lawyer Eugene Thuraisingam said his client was frustrated and desperate because his wife refused to help him extend his visa and blocked him from seeing his baby daughter.

He said that Krishnan had bought the knife to threaten, not kill, his wife and that only one cut was inflicted.

Yesterday, the prosecutor told the court that Krishnan's actions were premeditated and that he had no qualms about carrying out the assault in front of the victim's young child.

The couple had married in a temple ceremony in India in 2011 and Krishnan, who ran a herbal medicine business, came to Singapore in July 2012.

They separated less than a year later, according to The Straits Times report.

John Little to close last Singapore store by December

After 174 years, John Little is closing its last department store in Singapore. The remaining outlet in Plaza Singapura will shutter by the end of December.

In a statement on Friday (Nov 4), Robinsons Group - which manages John Little, the oldest department store in Singapore - said that the decision was made "after evaluating the relevancy and sustainability of the John Little brick-and-mortar business".

But it does not mark the end of the John Little brand. Robinsons Group said that John Little will instead "evolve as a brand into a pop up format, which is in line with the global trend for retail businesses".

John Little's new format will be revealed next year.

The closure is part of the consolidation efforts to focus on businesses that are growing within the Group, the statement said.

The Al-Futtaim Group - the Dubai-based owner of Robinsons Group, Royal Sporting House and other retail brands - announced plans earlier this year to shut 10 loss-making outlets here under its distribution and retailing arm RSH.

John Little had seven branches in 2002, including its flagship store at Specialists' Shopping Centre, which it vacated in 2007, after more than 20 years.

Its outlet at Jurong Point shopping mall was the penultimate to close, shutting its doors earlier this year.

Staff affected by the closure of John Little have been briefed, and will be deployed to other businesses within the organisation, which includes Robinsons and Marks and Spencer, Robinsons Group's statement said.

John Little Plaza Singapura will be holding a moving out sale offering discounts up to 90 per cent until it shutters.

Use less water, Singapore reminded as Johor reservoir dries up

SINGAPORE: Even as water-efficient devices helped Singaporeans cut water use by nearly 4.5% over the last decade, a renewed call to do more has been made amid worries that water levels at Johor's Linggiu Reservoir, the country's main supply, are falling.

Singapore is also pushing ahead to its 2030 target of each person using 140 litres a day, down from the 151 litre-figure of last year.

Despite recent rains, the Linggiu Reservoir, from which Singapore draws more than half its water supply, is now just over a fifth full.

Prime Minister Lee Hsien Loong, speaking at an event to promote environmental awareness Saturday, highlighted the challenges that come with climate change.

"Droughts and water shortages are becoming more common," he said.

"Linggiu Reservoir in Johor, which supplies water to Singapore, is very dry. Right now, (it is) less than one-quarter full, only 22%. And that slightly improved because it rained last week."

While the country is already moving to increase water supply and making it more reliable, by building desalination plants for instance, there is still a role for all to play.

"Sustainability also depends on each one of us, how we live our daily lives and how we adjust our habits to be greener," Lee said.

Environment and Water Resources Minister Masagos Zulkifli urged Singaporeans to save water by taking shorter showers and washing vehicles less frequently, for instance.

Calling the 22% figure worrying, he said water is a resource Singapore must keep a close eye on.

Despite efforts to increase local water supply, conditions across the Causeway have a significant impact here.

"When there is a drought up north... it affects our total water supply. We must... ensure our water supply is weather resilient, and take steps to conserve water use."

There has been some progress in the latter. In 2006, each household used a monthly average of 18,300 litres of water.

This fell to 17,600 litres last year, going by figures from national water agency PUB. This roughly works out to every person going from using 158 litres a day a decade ago, to 151 litres last year.

There are two reasons for this - the first of which is the adoption of increasingly water-efficient appliances, such as washing machines.

The second is that the save water message has filtered through to the public, said Professor Ng Wun Jern, executive director of the Nanyang Environment and Water Research Institute at Nanyang Technological University.

But there is a need to continue with ongoing efforts in education and increasing water efficiency, he added.

Last month, the authorities called for proposals to develop smart meters which can tell users in near real time, for instance through a mobile application, how much water and electricity they are using.

Since August, consumers have been able to compare their water and energy use with that of neighbours within a block as well as with the national average. This is to nudge heavier users to cut back on their usage. - The Straits Times/Asia News Network

World Medical Association president attends Indian court hearing in corruption case

NEW DELHI (Reuters) - An Indian doctor recently installed as president of the World Medical Association (WMA), the global medical-ethics body, appeared in a New Delhi courthouse on Friday to attend a hearing in a case where he faces charges of corruption.

The proceedings were adjourned until February.

Dr. Ketan Desai was last month installed as the association's president for 2016/17 despite controversy surrounding his appointment while legal cases are pending.

In the New Delhi case filed in 2010, Desai faces charges of corruption and criminal conspiracy for allegedly being involved in a conspiracy to obtain a bribe of 20 million rupees ($450,000 at the time) from a medical college.

Desai denies any wrongdoing, but investigators allege he helped the school get permission from the Medical Council of India to add more students. When contacted last year, the college, which is not a defendant in the case, declined to comment.

Wearing a checked shirt, Desai on Friday walked through the corridor of the Delhi district courthouse and entered the courtroom when his name was called out by an official.

The case was not heard immediately as the judge was not available and was transferred to another courtroom. Desai did not appear there.

Desai declined to answer questions from a Reuters reporter in the court complex on Friday. He also did not respond immediately to subsequent questions sent to him by email.

Asked about Desai's court appearance and the charges against him, WMA spokesman Nigel Duncan said: "To the best of our knowledge all criminal charges have been dismissed against Dr. Desai". Duncan added that the court procedure was "complicated" and referred Reuters to the Indian Medical Association.

K.K. Aggarwal of the Indian Medical Association was not immediately available for a comment.

A source at India's Central Bureau of Investigation told Reuters on Friday that charges against Desai in the case had not been dropped. The Delhi case remains on hold pending an appeal in the Supreme Court. Judge Bharat Parashar said Friday that the next hearing in the case will be held on Feb. 6.

After he was first selected in 2009 as a future president of the WMA, Desai faced corruption and conspiracy allegations.

Desai was arrested in the Delhi case and jailed in 2010 pending a possible trial. He was later released on bail. That year his inauguration as the WMA president was suspended. In 2013, the WMA decided to lift the suspension after receiving assurances from the Indian Medical Association, which Desai once headed.

A Reuters investigation published in July last year showed that the Indian Medical Association had incorrectly told the WMA that charges against Desai had been withdrawn.

Representatives of major doctors' organizations accepted the information as fact. The Indian Medical Association said last year that it never misled the WMA. (http://reut.rs/1LZx8BM)

The WMA had said it took questions raised in the Reuters article "very seriously" and would look into them. Later, in October 2015, the WMA upheld its decision to appoint Desai as president, without giving reasons. Last month, when Desai was installed as president, the WMA told Reuters it had nothing more to say.

An overburdened and under-resourced Indian judiciary system means court cases can drag on for years.

Proceedings in a separate case, alleging Desai was involved in a conspiracy to have the Medical Council of India allow a private medical school to add more students, were put on hold last year by a district court in northern Uttar Pradesh state until investigators obtain government permission to prosecute.

Based in France, the WMA sets ethical standards for physicians worldwide and represents millions of doctors. Known for its pioneering work in ethics, its members include the American Medical Association and the British Medical Association.

Supreme Court closes deemed university case, HRD seeks legal opinion NEW DELHI: In a move that could once again stir the debate around deemed universities, the Human Resource Development (HRD) ministry has sought legal opinion on a recent Supreme court ruling and whether or not it should act on the controversial Tandon committee report that had recommended shutdown of 44 poor quality deemed to be universities in the UPA era.

  The move comes a month after the SC ‘closed’ the 2006 PIL filed by lawyer Viplav Sharma alleging several flaws in the grant of the deemed university status. With the apex court now having closed the PIL, the HRD ministry and UGC have to decide on the next course of action vis a vis the universities which were found deficient by the Tandon committee. 

 ET has learnt that the HRD ministry, treading cautiously, has now sought clarity from the Law ministry on what are the implications of the court ruling and whether it requires them to take action on the basis of the Tandon committee report or not.  The quality of deemed varsities has been questioned repeatedly. During the second stint of the Congress­led UPA government, then HRD minister Kapil Sibal ordered a review through the Tandon committee, which found 44 of the 126 deemed universities to be seriously deficient. 

 The Tandon committee had found only 38 of the deemed universities worthy of the tag that allows them to confer degrees. It had recommended closure of 44 deemed universities and found the remaining deficient on some counts but could be improved upon in three years. 

 These institutions challenged the Tandon committee report in court, while some of them opted out of the deemed varsity system and applied for Institute of National Importance status, after which 38 of the 44 varsities have been under the scanner. 

 A UGC panel set up in 2014 to examine afresh the 44 blacklisted varsities effected a surprising U­turn, saying that no more than seven of them were found to be inadequate on specified standards and should face action.
