UGC: Universities must go cashless

Chennai: With demonetisation having affected people in all spectrums of society, the University Grants Commission (UGC) has asked all the universities to involve students in a campaign for promoting digital economy. MHRD has launched the Vittiya Saksharata Abhiyan (Visaka), a campaign for promoting digital economy through youth volunteers from the higher educational institutions of the country. The campaign may be run for a month between December 12, 2016, and January 12, 2017.

In a circular to the vice-chancellors of all affiliating universities, UGC secretary Jaspal S. Sandhu said, “The participation of youths in the higher educational institutions in the campaign is highly relevant because they would be the main beneficiaries in creating a digital economy — free of corruption, black money, completely transparent.” “It is, therefore, essential that the heads of all institutions educate and train their students in the various modes of digital payments and encourage them to join as volunteers in this campaign,” he urged the universities.


An important component of this campaign is to ensure that every campus becomes completely cashless by adopting digital payment systems in all its receipts, payments and transactions within the campus.

But, the top universities in the state said they have gone for cashless operations two to three years back. “Anna University has introduced online transactions for all its payments in 2013. We are collecting the exam fees and tuition fees in online mode only. We also plan to introduce an online mode to collect exam fees from affiliated college students,” said S.Ganesan, registrar, Anna University.

For the ease of operations and to avoid paper transactions, the University of Madras also has gone to the cashless mode. “Now, we will try to implement the cashless transactions wherever it is possible,” said P.David Jawahar, registrar, University of Madras. “But, the university’s senate and syndicate committees will take a decision on giving credits to the students who take part in the campaign for the digital economy,” he said.

Some professors in the university have expressed concern about involving the students in such a campaign. “The demonetisation is a controversial issue and we don’t know how to involve our students in this campaign,” they wondered.

The University Grants Commission (UGC) has restricted higher educational institutions (HEIs) from keeping in its custody the original mark sheets, school leaving certificates and other documents of students.

It has also strictly prohibited the HEIs from charging tuition fees in advance for the entire programme of study or for more than one semester or year, which a student is enrolled to, notifying a new set of rules for the universities, colleges and other institutions.

“The HEIs shall physically verify the originals at the time of admission of the student in his/her presence and return them immediately after satisfying themselves about their authenticity and veracity, keeping the attested copies for their record. The HEIs shall charge fees in advance only for the semester/year in which a student is to engage in academic activities,” the UGC rule stated.

The commission’s rules provide for a four-tier system for the refund of fees remitted by students in case of those choosing to withdraw from the programme after enrolment.

Refund rules
The higher educational institutions will now have to refund 100% fee on serving of notice of withdrawal of admission by a student 15 days before the formally-notified last date of admission. The refund is 80% within 15 days after the last date of admission. Between 15 to 30 days, the refund will be 50% of the fee. No money will be refunded to a student who submits a withdrawal notice after 30 days of the last date of admission, according to the rules.

The UGC has formulated the rules to prohibit “coercive and profiteering institutional practices” by the universities and colleges. “Let me apprise you that the UGC has taken a serious view of the complaints brought to its notice by students and other stakeholders and will take strict action against universities and their affiliated/constituent colleges breaching the provisions of this notification,” UGC Secretary Jaspal S Sandhu said in a letter to all universities, colleges and other higher educational institutions.

A considerable number of complaints, grievances, court cases and other references were received by the commission on various “coercive and shady dealings” carried out by the HEIs, which reflected that “profiteering motivations” still drove the operation of “quite a few institutions in India”, he said.

No need to submit original documents during admission, says UGC

For the upcoming academic year, students will no longer have to submit their original certificates with the university or college for admission. The move is likely to help lakhs of students who are unable to withdraw admission from the institute for better prospects.

Not only this, educational institutions cannot make it mandatory for students to purchase a prospectus; they will have to offer them a full refund if admission is cancelled by the student within 15 days.

Also, institutions can charge fee in advance only for the semester or year in which a student is to engage in academic activities.

The University Grants Commission (UGC) has brought out an elaborate sets of rules to put to an end “coercive and profiteering” practices followed by educational institutions in issues related to verifying certificates at the time of admission, remittance of fees and refunds among others.

These rules are part of the notification issued by UGC called ‘Remittance and Refund of Fees and other student centric Issues”. “Taking the certificates and testimonials into institutional custody under any circumstances or pretexts is strictly prohibited for it is a coercive tactic, which can be misused for blackmailing students who wish to withdraw admission from the institute for better prospects or other compulsions,” reads the notification.

According to officials, UGC had formed a committee for this purpose too after getting a number of complaints from students and parents regarding non-refund of fees and retention of original certificates by higher educational institutions and other related issues.

The notification covers all undergraduate, postgraduate and research programmes run by all universities recognised by the UGC and all colleges under their affiliating domain and deemed universities. The rules will come into force immediately.

They can charge fees in advance only for the semester/year in which a student to engage in academic activities. “This enabling provision is in line with the UGC guidelines on Choice-Based Credit System (CBCS) and Model Curricula which are geared towards promoting a student’s inter-institutional mobility,” it said.

அதன் பின்னர் பெரியகுளத்தில் டீக்கடை வைத்து நடத்தி வந்தபோது அரசியலில் ஈடுபாடு ஏற்பட்டு அதிமுகவில் உறுப்பினர் ஆனார். எம்.ஜி.ஆர். இறந்த பின்னர் கட்சி இரண்டாக உடைந்தபோது கடந்த 1989-ம் ஆண்டு (அதிமுக) ஜானகி அணியில் பெரியகுளம் நகர செயலாளராக இருந்தார். 91-ம் ஆண்டு பெரியகுளம் நகர செயலாளராக நியமிக்கப்பட்டார். 1998-ம் ஆண்டு மாவட்ட எம்.ஜி.ஆர். இளைஞர் அணி செயலாளராகவும், 1999-ம் ஆண்டு தேனி மாவட்டச் செயலாளராகவும் இருந்துள்ளார்.

இதற்கிடையில் 1991-ம் ஆண்டு பெரியகுளம் கூட்டுறவு நகர வங்கியில் இயக்குநராக நியமிக்கப்பட்டார். பின்னர் 1996-ம் ஆண்டு முதல் 2001-ம் ஆண்டு வரை பெரியகுளம் நகராட்சித் தலைவராக இருந்தார். 2001-ம் ஆண்டு பெரியகுளம் தொகுதியில் போட்டியிட்டு வெற்றி பெற்று எம்ஏல்ஏவாகி மே மாதம் முதல் 2001-ம் ஆண்டு செப்டம்பர் வரை வருவாய்த் துறை அமைச்சராக இருந்தார். டான்சி வழக்கில் ஜெயலலிதா தண்டனை பெற்றபோது இவர் 2001-ம் ஆண்டு செப், 21-ம் தேதி முதல் 2002-ம் ஆண்டு மார்ச் 1-ம் தேதி வரை முதலமைச்சராக இருந்தார்.

இந்திய அரசியல் தலைவர்கள் அத்தனை பேருடைய நன்மதிப்பையும் பெற்றவர் சோ என்று சிவகுமார் புகழஞ்சலி செலுத்தியுள்ளார்.

சோ மறைவுக்கு நேரில் அஞ்சலி செலுத்தினார் நடிகர் சிவகுமார். அவருடன் சூர்யா மற்றும் கார்த்தி இருவருமே அஞ்சலி செலுத்தினார்கள். அதனைத் தொடர்ந்து பத்திரிகையாளர்கள் மத்தியில் பேசிய நடிகர் சிவகுமார், "அரசியலிலோ, ஆட்சி அதிகாரத்திலோ எந்த ஒரு பதவியும் வகிக்காமல் 50 ஆண்டுகளுக்கு மேலாக அகில இந்திய அரசியல் தலைவர்கள் அத்தனை பேருடைய நன்மதிப்பையும் பெற்றவர் சோ. பாராட்டு, புகழுரை, பொன்னாடை என்றால் ஒடி ஒளிந்து கொள்வார்.

தனக்கு சரி என்று தோன்றினால், எவ்வளவு பெரிய எதிர்ப்பு வந்தாலும் கவலைப்படாமல் துணிந்துச் சொல்லக்கூடிய ஒரு மனிதர். இவர் கடுமையாக யாரை எல்லாம் விமர்சித்தாரோ, அவர்கள் அனைவரும் கடைசி மூச்சு வரைக்கும் நண்பர்களாக இருந்திருக்கிறார்கள்.
