UGC criterion for NET unconstitutional: HC

KOCHI: The Kerala High Court has termed the criterion prescribed by the University Grants Commission for qualifying the National Eligibility Test (NET) as contained in Step III of Clause 8 of the notification unconstitutional. Step III states that the merit list of the candidates, who secure minimum marks, will be prepared subject wise as also category wise based on the aggregate marks secured by the candidates in all the three papers and the top 15 per cent candidates in all the categories will be declared NET qualified for each subject.

The court made it clear that the judgment will not affect the result of the NET results based on the notification. The UGC is free to evolve a criterion which would not affect the efficiency of meritocratic candidates  from the general category for selection to all open vacancies in the future.

The HC issued the order on a petition from G Sukumaran Nair, general secretary, Nair Service Society, challenging the criterion set by the UGC. The notification stipulates that the minimum marks to be obtained in the NET for the award of Junior Research Fellowship(JRF) and eligibility for appointment as Assistant Professor are, 40 per cent for papers I and II and 50 per cent for paper III for general candidates. While it was 35 per cent for papers I and II and 40 per cent for paper III for OBC (Other Backward Communities), PWD (Persons With Disability), SC/ST candidates.
NSS submitted that in the light of the lower minimum marks prescribed for reserved categories, the number of them is far above than those belonging to the general category. It also sought directions to the UGC to maintain uniform minimum marks for candidates for qualification in the NET irrespective of the fact whether they belonged to reserved or general categories.

 he UGC,on its part, submitted that there was no illegality in prescribing lower minimum marks for pass in the NET for reserved categories and since only the candidates, who secured the minimum marks in the reserved categories, were entitled to be qualified  there was no illegality in qualifying the top 15 per cent among them. Holding the stipulation unconstitutional, the  HC allowed the petition filed by the NSS.

KOLKATA: Most students who manage to crack the entrance test to medical colleges today are so exhausted by that time that they lose all enthusiasm to pursue the course, said Mammen Chandy, director of Tata Medical Centre, Kolkata, and one of the leading haematologists of the country, at the Presidency bicentenary celebrations on Monday. The students are burnt out and just sit in class, tired and unable to focus at all. Unless a drastic change is brought into the present intake system of medical colleges, it will be difficult to train firebrand doctors in a country where the proportion of doctor to patient is heavily skewed, he added.
Speaking on 'Making Medical Education Relevant to the Challenges of Tomorrow', Chandy said,"Most doctors who are coming out with degrees today are products of these myriad coaching centres. From Class IX onwards, parents start grilling their children about either becoming a doctor or an engineer. Most of these kids do not have any aptitude for such professions and yet they are pushed into them. After their plus two, they lead a life of imprisonment under the care of these coaching centres, cramming multiple choice questions by rote."

It is the Kolkata parents who are foremost among sending kids to coaching centres, Chandy said. He also felt that the content taught in medical classrooms needs an overhaul and students should be personally mentored and taught to solve problems and not just cram information.

"What is happening to such human machines in medical college classrooms is that they are looking for redemption in that BMW car that they aspire to own instead of handholding patients and not leaving their side till either they are dead or have recovered," Chandy said. He drew parallels from the system of education that groomed doctors when he was a student at the Christian Medical College, Vellore, when living in villages for prolonged periods was mandatory.

Chandy showed his displeasure towards the way in which the Medical Council of India doesn't have a strict governance code for doctors. This would ensure competence, he felt.

"Our doctor-patient ratio is 1:2000, much worse than even Pakistan's, which is 1:400, leave alone the US at 1:320 or Cuba at 1:170. In Cuba, medical education is free and every graduate serves the community for two years. Contrast this with the fact that huge capitation fees are charged by private medical colleges in the country and more than half the seats are in private colleges."

Now, engineering students may have to clear ‘exit test’

MUMBAI: More than a week after the Centre mandated that medical students across the country will have to pass the National Exit Test (NEXT) to get the 'doctor' tag, engineering students may too have to take a similar test after completing their course. The proposed move has the engineering faculty in the city divided over its advantages to students.

The All India Council for Technical Education (AICTE), in its meeting this week, is expected to discuss the viability of introducing an exit examination that could help better the quality of engineering education provided across the country. "This has been proposed by some academicians for understanding quality levels of different universities and check on the same level-playing field for comparison of scores," said a senior AICTE official. "We will discuss this in the forthcoming meeting. We will also call for views and opinions from different stakeholders from the sector. The modalities haven't been looked at yet."

The move, feel experts, could help students in the long run. "The idea is good, though it will need a lot of deliberation. In the long term, it will better the quality of students as they will have to continuously update themselves. The exit eamination could also be very comprehensive and help test students better," said Suresh Ukarande, in-charge faculty coordinator for engineering at Mumbai University. He added that the AICTE should consult all stakeholders, including teachers, institutes and students, to ensure that the exam is properly framed and works in everyone's advantage.

However, some feel an additional exam is not necessary. "When students undergo four years of rigorous learning during the engineering course, they are able and ready for the industry. The recruitment process at all corporate is intense and not just based on marks," said Vilas Shinde, principal, New Horizon Institute of Tech-nology and Management, Thane. "In spite of the best education, every industry has its own working modules and he-nce, provides on-job training for recruits. Hence, an additional test may not be required."

On December 29, the Union health ministry unveiled the draft Indian Medical Council (Amendment) Bill 2016 under which after completing a five-and-a-half-year course, medical students will have to pass the NEXT before becoming doctors. After the announcement was made, Dr P Shingare, who heads the state's department of medical education and research, had said that NEXT is a good move. "How can we equate a student from X university with one from Y University? NEXT will bring about standardization," he had said.

Jet Airways suspends direct daily flight service from Mangaluru to Sharjah

  Five months after introducing A direct daily flight between Mangaluru and Sharjah, Jet Airways suspended operations from Sunday, according to sources. Confirming this, J.T. Radhakrishna, Director, Mangaluru International Airport, quoted Jet Airways as saying, that it was due to “operational reasons”. The sources told The Hindu that the service has been suspended due to poor passenger traffic. Now, the airlines has decided to deploy the same flight, a Boeing 737, to operate between Mangaluru and Delhi on a daily basis from January 16, the sources added.

சிங்கப்பூரை சேர்ந்த சில்க் ஏர் விமான நிறுவனம் புத்தாண்டு சலுகை விலையில் பயணம் செய்யும் திட்டத்தை அறிவித்துள்ளது.

இந்த விமான நிறுவனம் சென்னையிலிருந்து இந்தியாவின் 50க்கும் மேற்பட்ட முக்கிய நகரங்களை இணைக்க விமான சேவை வழங்கி வருகிறது.

அதுமட்டுல்லாது தாய்லாந்து, மலேசியா, இந்தோனேசியா, பிலிப்பைன்ஸ், கம்போடியா, லாவோஸ், சீனா, ஜப்பான் உள்ளிட்ட உலகம் முழுவதும் 100 நகரங்களை இணைக்கும் வகையில் விமான சேவையும் வழங்கி வருகிறது.

உடல் நலக்குறைவு காரணமாக, சென்னை அப்பல்லோ மருத்துவமனையில் சிகிச்சைக்காக அனுமதிக்கப்பட்ட முதல்வர் ஜெயலலிதா, கடந்த மாதம் 5-ஆம் தேதி மரணமடைந்தார்.

அவரது மரணத்தில் சந்தேகம் உள்ளதால், -உச்சநீதிமன்ற ஓய்வு பெற்ற நீதிபதிகள் மூன்று பேர் அடங்கிய குழுவை அமைத்து விசாரணை நடத்த வேண்டும்- என, சென்னை அரும்பாக்கத்தைச் சேர்ந்த அதிமுக பிரமுகர் பி.ஏ. ஜோசப் என்பவர் ஏற்கெனவே மனுத் தாக்கல் செய்து இருந்தார்.

இந்த மனுவை விடுமுறை கால நீதிமன்ற நீதிபதி எஸ்.வைத்தியநாதன் தலைமையிலான அமர்வு விசாரித்தது. அப்போது, -தனிப்பட்ட முறையில் தனக்கும் சந்தேகம் இருப்பதாகவும், மறைந்த முதல்வர் மரணம் குறித்த உண்மையை வெளிக் கொண்டு வர அவரது உடலை தோண்டி எடுக்க வேண்டுமா -என கேள்வி எழுப்பியதோடு, மத்திய, மாநில அரசுகளுக்கு நோட்டீஸ் அனுப்ப உத்தரவிட்டு வழக்கை ஜனவரி 9-ம் தேதிக்கு ஒத்தி வைத்தது.

இதேபோன்று, நாகை மாவட்டம் செம்பனார்கோவிலை சேர்ந்த அதிமுக பிரமுகர் ஞானசேகரன், சமூக ஆர்வலர் டிராபிக் ராமசாமி ஆகியோரும் மனுத்தாக்கல் செய்திருந்தனர்.

இந்த மனுக்கள் தலைமை நீதிபதி எஸ்.கே.கெளல், எம்.சுந்தர் ஆகியோர் அடங்கிய முதல் அமர்வு முன்பு திங்கள்கிழமை விசாரணைக்கு வந்தது. அப்போது நீதிபதிகள், இந்த வழக்கு தொடர்பான மனுக்களில், மூன்று பிரச்னைகள் குறித்து ஆராய வேண்டியவுள்ளது.

இரண்டு கட்சிக்காரர்கள் தவிர, சமூக ஆர்வலர் ஒருவரும் வழக்கு தொடர்ந்துள்ளார். இந்த பிரச்னை குறித்து வழக்கு தொடருவதற்கு, அவருக்கு தார்மீக உரிமை உள்ளதா, முதல்வர் ஜெயலலிதாவுக்கு அளிக்கப்பட்ட சிகிச்சை முறையில் சந்தேகம் எழுப்பப்படுகிறது. என்ன சந்தேகம் என்பதை ஆராய வேண்டும்.

முன்னதாக, மனுதாரர் பி.ஏ.ஜோசப் சார்பாக ஆஜரான வழக்குரைஞர் கே.எம்.விஜயன், மறைந்த முதல்வருக்கு வழங்கப்பட்ட சிகிச்சை குறித்த விவரங்களை மேலும் மறைந்த முதல்வர் மரணம் குறித்து சிபிஐ உள்ளிட்ட அமைப்புகள் அடங்கிய சிறப்பு புலனாய்வுக் குழுவை அமைத்து, அவரது உடலை பாதுகாக்க கோரிய மனுதாரரான சமூக ஆர்வலர் டிராபிக் ராமசாமி தொடர்ந்த மனு ஏற்கத்தக்கதல்ல. எனவே, அவற்றை தள்ளுபடி செய்கிறோம் எனக்கூறிய நீதிபதிகள், பிப்ரவரி 23-க்கு விசாரணையை ஒத்தி வைத்து உத்தரவிட்டனர்.
