Sleep is the best form of relaxation, it is close to meditation, that’s why those who sleep well always feel good. However in today’s world getting a sound sleep has become a rare thing, because today millions of people suffer from sleep disorders like sleep apnea, insomnia, restless leg syndrome, narcolepsy etc. Sadly, many of these individuals resort to sleeping pills and drugs which ultimately worsens the problem. Sleep is considered to be the greatest remedy to overcome tiredness.

Healthful soothing slumber that reactivates the muscles, nerves and brain cells is one of nature’s greatest rejuvenators, therefore it is absolutely essential to life like air, water and food. Medical science has acknowledged several causes that lead to sleep disorders. The biggest hindrance of all that contributes to sleeplessness is bad mental health which his caused by repeated suppression of voice of one’s conscience, thereby resulting in negative personality traits and insomnia.

Another important factor that affects our sleep is the food we eat. It’s a medically proven fact that mental ill health adversely affects one’s eating habits, which in turn, drastically influences our sleep and health. For instance, those who have several cups of tea, coffee and colas, intake lots of caffeine which contributes to their inability to sleep. Under such a medical condition, proper meditation technique can be of great help if practiced regularly. There have been a lot of deliberations and debates over the hours of sleep that one should ideally have.

After all how much sleep does one need? Under the best of conditions in terms of sleep, fresh air, water, food, physical work or exercise and positive influences,one would stay asleep as long as one’s system needs them to; then they will wake up automatically. Hence there is really no such thing as oversleeping. However, there is certainly a phenomenon as undersleeping, because for some reason or the other, our sleep does get sacrificed in pursuing other pleasures of life. But in this whole hustle and bustle, we tend to forget that it is the quality of life which matters the most and not the quantity. It is better to be wise for our own health benefit and make a habit to mediate daily before going to bed to disengage the mind from thoughts to give it sleep inducing relaxation.

Tamil Nadu governor Vidyasagar Rao: A prisoner of 'conscience' many time

HYDERABAD: Those were emergency days. Indira Gandhi as prime minister had clamped a state of emergency in the country from June 25, 1975. It was withdrawn only on March 21, 1977.

Opposing the emergency tooth and nail was a man born in Nagaram village of Konaraopet mandal in Karimnagar district in Telangana.

If it meant going to the jail, he did. Ch Vidyasagar Rao was lodged in the Central Jail, Warangal. But Rao stuck to his conviction. Rao's family was large - he was one of the four boys at home and there were eight sisters. Since a young man, he stuck to what he believed in.

The 'prisoner of conscience' is now caught in a situation now where he has to exercise caution and be judicious. As governor of Tamil Nadu, Vidyasagar Rao is now in the eye of a political storm.

Political developments in Tamil Nadu in the aftermath of former chief minister J Jayalalitha's death, has brought the spotlight on Vidyasagar Rao. Will he invite Jayalalitha's friend Sasikala who has been elected as leader of AIADMK to form the government? Or will Jayalitha's political confidante and chief minister O Pannerselvam will something to cheer about as he plans to upset Sasikala's applecart?

This is not the first time in his life that the 74-year-old has found himself in a piquant situation.

"I cannot never forget this. When I was floor leader of the BJP in the AP assembly, my elder brother Ch Rajeshwara Rao was the CPI floor leader. Both of us had our own set of believes and my brother let me be me," Ch Vidyasagar Rao recollected at a function in the city in July 2015. The occasion was the release of Rao's book in Telugu titled "Uniki" (Existence). In fact, it was a collection of all his writings in jail, and in newspapers, and events in his life.

In the function attended by President Pranab Mukherjee, chief minister K Chandrashekhar Rao and politicians from all parties and his family members, Rao spoke from his heart.

"The last page is important for children. That is why I have dedicated it to my grandchildren who are in the US. They should be aware of it," Rao said.

In the 'Yaksha Prashna' of Aranya Parva in the epic Mahabharata, where Yudisthir answers questions posed by Yaksha. Vidyasagar Rao makes a mention of one particular question that Yaksha poses to Dharmaraju. "What is surprising? The answer that Dharmaraju gives is: "The fact that people thinking themselves as stable and permanent, in spite of seeing several deaths daily is surprising."

Quoting Vivekananda that day, the former union minister and several times legislator and governor of Maharashtra said, "What is important is to lead a purposeful life."

As one who is holding additional charge as Governor of Tamil Nadu at a critical phase, Rao's decision will be under scrutiny.

Law officers don’t know where to take orders from

Chennai: Law officers who represent the Tamil Nadu government before various courts in the state are in a spot, not knowing where to take instructions from to conduct cases.

A habeas corpus proceeding relating to allegations of illegal detention of AIADMK MLAs is a case in point. Though petitioners said the MLAs must be set at liberty to make their free political choice, the additional public prosecutor representing the government told the court that no one was illegally detained and all AIADMK MLAs were staying at the MLAs hostel in Chennai.

"The court was witness to a piquant situation. The petitioners were indirectly siding with the caretaker chief minister, while the prosecutor's stand went against the interests of the head of the state," said a law officer who was watching the proceedings from the sidelines. "I may have to wait for a couple of days more to know where I stand, and which side I should take," he told TOI.

The Madras high now has about 100 law officers, including an advocate-general, seven additional advocates-general, a government pleader and a public prosecutor.

A senior advocate said some senior law officers could be inducted to balance the situation and added, "they would take orders directly from the present chief minister, or an arrangement to which he is part of, till a new dispensation takes charge. The very idea hints the government does not trust its set of law officers totally."

A vast majority of law officers are drawn from the legal wings of parties in power.

Whenever there is a change of government, the ritual of all law officers from the advocate-general up to a juniormost government advocate quitting their posts takes place. This time, though, it is different. "The chief minister is the same, the party is the same, but he has resigned and is continuing only as caretaker chief minister. Also, AIADMK general secretary V K Sasikala is the chief minister-elect. The only issue here is, Panneerselvam no longer enjoys the confidence of his cabinet and support of a majority of his party MLAs," said a senior law officer.

Higher education secretary on leave, Madras university meet agenda undecided

CHENNAI: Uncertainty prevails a fortnight ahead of University of Madras's key half-yearly academic council meet.

Secretary of higher education A Karthik, who is to chair the meet, has been on leave for more than 10 days. The agenda for the meeting, to be approved by Karthik, remains undecided, a senior official said. Many important academic files too await approval.

The 235-member council, scheduled to meet on February 25, rules on issues like board of studies, introduction of new courses and syllabus, regulations for affiliated colleges and faculty members and plagiarism charges. In normal circumstances, the meet is chaired by the vice-chancellor, but the post has been vacant for more than a year, with a three-member committee headed by Karthik discharging duties.

"Before the academic council meets, a syndicate meeting has to be convened. Many critical issues for the council have to be debated in that syndicate meeting and placed in the agenda. But even that has not been decided due the secretary's absence," he said.

There is also a possibility of the meet being postponed.

"We are examining all possibilities to ensure council meet takes place as planned," registrar David Jawahar said.

Issues resolved at the council meet are taken to the senate.

A few syndicate members said the council met twice since the last VC demitted office. The secretary has not chaired it even once. Even the VC convener committee has not met since being constituted in January last year. "This displays the interest taken by bureaucrats in the academic issues of our higher education institutes," a member said.

The university statute says the agenda for the council meet is to be circulated to members 30 days ahead, but, in reality, it is sent only 15 days before the meeting.

All these 'problems' are to the absence of a vice-chancellor, the official added.

While TOI's attempts to contact Karthik over phone failed, chief secretary V Girija in a text message said Karthik was on personal leave and the school education secretary was in charge.
