Conflicting orders from Centre, State

Students aspiring to study in AYUSH stream (Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy) in 2017-18 are in a fix following confusion over the qualifying exam they will have take to get a seat.

Two conflicting directives — one from the Centre and the other from the State —may see aspirants sit for both, the National Eligibility-cum-Entrance Test (NEET) and the Common Entrance Test (CET).

Earlier this year, the Central Council of Indian Medicine had sent letters to chief secretaries and health secretaries of all States that NEET would be one entrance test for AYUSH courses as well. However, the State government has now decided to conduct CET for these aspirants and plans to allot government quota seats in colleges.

Swapna S., an AYUSH seat aspirant, said: “Currently, I have enrolled for both NEET and CET, but I am worried that we may be caught in the same kind of confusion that medical students experienced last year.” R.K. Singh, Director of AYUSH, said the State government had communicated to the Centre that it [State government] had already notified the entrance exam for AYUSH courses for government quota seats. There were around 1,338 government and government quota seats in 78 colleges in the State last year. Private colleges last year had filled seats on the basis of Class XII marks.

`No Studies On Quality, Effects'

Do all prescription gener ic drugs work as well as their brand-name counterparts? The question is a subject of debate among doctors who have now been asked by the Medical Council of India to use generic names of prescriptions as far as possible. The apex medical regulator has put out a circular stating that an amendment to the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulation, 2002 has made it mandatory for doctors to prescribe drugs with generic names, legibly and preferably in capital letters, and should ensure there is rational prescription and use of drugs. Signed by MCI secretary Dr Reena Nayyar, the circular also says action will be taken against doctors who violate the rule.While almost all doctors' bodies and doctors welcome the rule for legible prescription, many did not agree on generic drugs. Most generic drugs are affordable and save crores of rupees each year for the Tamil Nadu government, which offers free medical care to the poor. The health department was one of the first to establish a body like Tamil Nadu Medical Services Corpn that purchases generic drugs for all state-run hospitals and health centres. “It's a move that can be implemented eas ily,“ said MCI council member Dr L P Thangavelu. “Generic medicines will increase competition and make medicines affordable.“
Some specialists, mostly paediatricians, cardiologists and neurologists, expressed concern about generic formulations of drugs in which slight variations could worsen a patient's health. There have not been detailed studies on the quality or effects of generic drugs, but stories are typically about patients who switched from a branded to a generic drug and had side effects or return of symptoms.
Consumers are told generics are identical to brand name drugs, but that is clearly not always the case, said Coimbatore pediatrician Dr A Jayavardhana of PSG Hospitals. “There are too many formulas and too many strengths. So if we just write a generic name, the pharmacist may make an error,“ he said.
It would be dangerous for the government to make generic drugs mandatory before it standardises formulas, he added. But the Union health ministry stands behind generic medications and its methods for approving them.“There are no studies that show generics do not hold up as well as brand name drugs.We believe the generic drugs we approve will work on everyone,“ said an MCI official.
Coimbatore Medical College and Hospital resident medical officer Dr A Soundaravel said if doctors want a specific combination, they might have to prescribe two tablets instead of one. “We have always prescribed only generic drugs. It did not make a difference as long as the quality is good,“ he said.





`Over-affiliated' universities split for better 

governance

Where higher education is concerned, big might not necessarily be better. With colleges mushrooming across India to meet demand from students keen to get an undergraduate experience, many huge universities are breaking down, literally. Bifurcation or trifurcation is the new trend, both for better governance and to further academic excellence. “We had been reduced to exam houses,“ said a former vice chancellor of the united Bengaluru University . Trifurcated recently , its 700-odd colleges have been re-distributed among three universities. “Colleges have been apportioned universities based on their location in the city ,“ said S A Kori, member secretary of the Karnataka State Higher Education Council.

There are now 268 affiliating universities in India with 39,071colleges. Sevente en have 500 or more colleges attached to them.

Previously , Rajasthan University with its 792 affiliated colleges was also trifurcated. “Earlier, this division was looked upon as a breakdown, but now all the three universities appreciate having smaller sets of colleges to oversee. It gives everyone time and space to promote excellence,“ said said a former VC of Rajasthan University . Under affiliation re har forms, after the com mencement of The Bi State Universities (Amended) Act, 2016, two new universities namely Patliputra University in Patna and Purnia University in Purnima established by division of two existing universities namely , Magadh University , Bodh Gaya and Bhupendra Narain Mandal University , Madhepura.

There are now 268 affiliating universities across India and they have 39,071 colleges.Of the 268, 17 universities have 500 or more colleges attached to them.
Osmania University, which used to be the largest affiliating institution, saw its college network dismantle when Andhra and Telangana parted ways. In its place, Chhatrapati Sahuji Maharaj Kanpur University took pole position with 1,276 colleges and about 1.5 million students.

The last three years have seen the university system in Uttar Pradesh expand exponentially . The state is also home to the second largest varsity , Bhimrao Ambedkar University , Agra, which took over from Savitribai Phule Pune University , which is now down to being the fourth biggest school. All eyes are on UP and Maharashtra that are home to “mammoth universities“, said sources.

Universities known to be among the most durable institutions are slouching under the burden of their own large affiliating system. Spawning districts and towns, universities have been expanding their territories only to realize that they were wavering from creating knowledge and doing research that mattered.

The Rashtriya Uchchatar Shiksha Abhiyaan, or Rusa, the HRD ministry's programme for reviving state universities, in its report noted that the rampant rise in colleges affiliated to universities has led to the deterioration of quality of higher education.

சென்னை: முதுநிலை மருத்துவப் படிப்புகளில், அரசு மருத்துவமனை டாக்டர்களுக்கு, 50 சதவீத இட ஒதுக்கீடு கேட்டு, டாக்டர்களின் போராட்டம் வலுத்துள்ளதால், தமிழக அரசுக்கு கடும் நெருக்கடி ஏற்பட்டுள்ளது.

தமிழக அரசு மருத்துவக் கல்லுாரிகளில், 50 சதவீத முதுநிலை மருத்துவப் படிப்பு இடங்கள், அரசு மருத்துவமனைகளில் பணியாற்றும் டாக்டர்களுக்கு ஒதுக்கப்பட்டு வந்தன. 'இந்திய மருத்துவ கவுன்சில் விதிகளின் படி, இந்த ஒதுக்கீட்டை அனுமதிக்க முடியாது' என, சென்னை உயர் நீதிமன்றம் உத்தரவிட்டுஉள்ளது. இதனால், அதிருப்தி அடைந்த டாக்டர்கள், ஆறாவது நாளாக, போராட்டத்தில் ஈடுபட்டுள்ளனர். இதில், புற நோயாளிகள் பிரிவில் பணியாற்றும் டாக்டர்கள், ஒட்டுமொத்த விடுப்பு எடுக்கும் போராட்டத்தில், நேற்று ஈடுபட்டனர்.

சுகாதாரத்துறை செயலர், ராதாகிருஷ்ணன் கூறுகையில், ''இட ஒதுக்கீடு விவகாரத்தில், சென்னை உயர் நீதிமன்றத்தில் மேல்முறையீடு செய்யப்பட்டு உள்ளது.அதில், சாதகமான  உத்தரவு வரும் என்றநம்பிக்கை உள்ளது.''டாக்டர்கள் கோரிக்கைகள் குறித்து, அரசு நடவடிக்கை எடுத்து வருகிறது; மத்திய அரசிடமும், கோரிக்கை மனு கொடுக்கப்பட்டு உள்ளது,'' என்றார்.
