வாகனத்தின் பதிவு சான்றிதழ், ஓட்டுனர் உரிமம், முகவரி போன்ற அனைத்து விபரங்களையும், போக்குவரத்து போலீசார்சேகரிக்க முடியும். சம்பந் தப்பட்ட நீதிமன்றத்தில் ஆஜராகவும்,குற்றத்தை ஒப்புக் கொண்டால், அபராதம் விதிக்கவும் முடியும்.

The fatal online Blue Whale game has claimed its first victim in Uttar Pradesh’s Hamirpur district, police said on Monday. Parth Singh, 13, was found hanging in his bedroom in Maudaha village on Sunday night. The police said the class sixth student had his father’s phone on his hand in which the game, that directs the player to commit suicide after 50 challenges, was on when the body was taken down.

According to the family, Parth had been playing Blue Whale game from the past few days. When he was asked not to play, he started using his father’s mobile phone when he was not around or sleeping. On Sunday evening, Parth was supposed to attend a friend’s birthday party but instead locked himself in the room. An only child, when he did not open the door, his father Vikram Singh, broke open the door and found him hanging. Maudaha circle officer (CO) Abhishek Yadav told IANS the suicide seems to have been triggered by the blue whale game and a probe is underway. “We are sending IT experts to go through the mobile records and history,” he added. The Director General of Police Sulkhan Singh, in a letter to all district police chiefs had asked for complete compliance to the order of the Union Government banning the dangerous game.

200 INDIAN STUDENTS CAUGHT IN HOUSTON FLOODING BEING EVACUATED

At least 200 Indian students stranded at the University of Houston due to "catastrophic" flooding after Hurricane Harvey hit Texas were being evacuated to safer places, authorities said today.

The students were being provided food and other supplies by the Indian-American community in the area.

India's Consul-General in Houston Anupam Ray has been in touch with the students and monitoring the evacuation process.

In New Delhi, External Affairs Minister Sushma Swaraj said two Indian students, Shalini and Nikhil Bhatia, have been admitted to the Intensive Care Unit (ICU).

"@CGHoust has informed me that 200 Indian students at University of Houston are marooned. They are surrounded by neck deep water," she tweeted.

The Indian side made efforts to deliver food but the US Coast Guard did not allow them as boats were required for rescue operations, Swaraj said in a series of tweets.

She said the MEA was ensuring that the relatives of the hospitalised students reach the health facility at the earliest.

"Mr Anupam Ray our CG (Consul General) Houston is organising the rescue operations," she tweeted.

Harvey, the most powerful hurricane to hit the US in 13 years, has left a trail of destruction as it swept through Texas after making landfall on Saturday, pummelling the region with heavy rains and claiming at least five lives.

The National Weather Service of the US has called the flooding in Texas "unprecedented". "Catastrophic flooding is now underway and expected to continue for days," the service said in a statement.

Sewa International Houston - along with several other Indian-American community organisations - have teamed up to provide food and shelter to the affected people.

Major Indian organisations such as the India Cultural Centre, the India House, the Indo-American Charity Foundation and the Indo-American Political Action Committee have decided to coordinate their relief efforts through Sewa International.

Indian businesses and places of worship were providing shelter to displaced families. Indian restaurants were giving food packets to the people hit by the catastrophic flooding.

Gitesh Desai, Sewa International's president, said Houston residents were "staying strong through the crisis".

UGC approves plan for graded autonomy to edu institutions

Universities either accredited by NAAC with a score of at least 3.5 or ranked in the top 50 institutions of National Institutions Ranking Framework for two consecutive years will be under the ‘Category I’

The University Grants Commission (UGC) on Thursday approved the plan to grant graded autonomy to institutions on the basis of their performance. This means that the institutions performing extremely well will be completely free of government control and the poor performers will get least autonomy.

The plan was approved by members of UGC in a meeting held on Thursday, where secretary higher education and other members of the council were present. "Discussion on graded autonomy was one of the main points on the meeting agenda. The council members decided to go ahead with the plan and include suggestions that are received on this from public on framing of the guidelines," a council member present in the meeting told DNA.

The Ministry of Human Resource Development has received a number of suggestions on the UGC portal and on the basis of that, guidelines will be framed in the coming days.

According to the plan, UGC-recognised public, private and deemed universities will be divided into three categories, and according to those categories, each institute will be awarded different degrees of autonomy.

A student of an engineering college in West Bengal was saved from the grip of Blue Whale by Criminal Investigation Department (CID) officers, who counselled him, eventually weaning him away from the lethal online game.

According to CID sources, the registrar of B B Institute of Technology contacted a senior CID officer a few days ago and informed that the behaviour of a student of the institute has become suspicious.

“I was heading towards a blunder. Fortunately, I was stopped on my tracks. I thank the police officer who saved me posing as a cyber friend,” the student told the media.

This is the latest in a string of cases reported from across India of deaths or suicide attempts linked to the online game, first developed in Russia.

The registrar of the engineering institute told the CID sleuth that he suspected the change in behaviour might be the effect of the online menace. The sleuths also learnt from the authorities that a tattoo of Blue Whale was imprinted on the hand of the student.

The cyber cell of CID responded immediately. An inspector of the cell befriended the student through a social networking site and starting talking to him without revealing his identity.

In course of conversation, the student confessed to the sleuth that he was already in level eight of the game and he had to slash his arm once. “The student also confessed that he was preparing to inflict more such wounds on his hands in the subsequent level,” a CID officer said.

Despite this confession, the CID team did not lose patience, or inform his parents. The inspector kept on chatting with the student and counselling him about the eventual fate of the game.

“Finally, our officers were able to convince him that this game is nothing but a death trap. After the student was convinced about its pernicious effect, his parents were informed. Now everyone is happy. They have thanked us for our effort,” the CID official said.
