Vellore doctor quits service, says he was hounded by group

Vellore: Dr Sathiaraj Nesan, 44, who was honoured as the best government doctor in Vellore five times for his service, has tendered his resignation stating that he was targeted by people with vested interest. In his service, he outperformed doctors in the Government Vellore Medical College Hospital and other government hospitals in the district.

Dr Nesan joined the Government Hospital (GH) in Vaniyambadi on August 20, 2007 after clearing the Tamil Nadu Public Service Commission exam. The state had allocated Rs 1 crore to establish an exclusive unit for the Ophthalmology department in the GH on seeing his performance. After the establishment of the department in 2010, he performed over 7,000 successful cataract (SICS and PHACO) surgeries, glaucoma surgeries, autograft and oculoplastic surgeries.

It was an incident on August 29 that pushed Dr Nesan to tender his resignation. At 6.30pm on that day, he was attending a heart patient, when a boy aged about 20 approached him and said he had fever and cold. "I asked the boy to go to the staff nurse. The boy's father questioned me why I did not check his son. Though I explained him that the boy had seasonal flu, he was not in a mood to listen," Dr Nesan, told TOI, who had served for five years in a charitable hospital near Tirupattur before joining the Vaniyambadi GH.

Within a few minutes, a group of 10-15 men barged into the doctor's duty room. "They took movie CDs that I had in my bag and spread it on my table. They questioned and harassed me that I was watching movies during duty. I explained them that I watch movies only when I am free, but they built a case against me to shame me and it was flashed on TV channels. It humiliated me and also put my family in an unwanted situation," said Dr Nesan who performed 99 surgeries out of the 167 that were done in the GH in August.

After attending his duty on August 31, Dr Nesan offered his resignation letter. "I strongly doubt that it was not an instant reaction of the public. It was a planned one against me," he said. "I do not feel safe to continue my service in Vaniyambadi GH after the incident. Hence, I submitted my resignation letter to the medical officer (Dr Usha Gnanasekaran) on September 1. Though they did not accept my letter, I am not ready to go there," said Dr Nesan, an alumnus of JIPMER.

Senior officials in the health department said Dr Nesan has set a bench mark for his peers. In fact, "He did not turn up for duty since the incident. It is bad to lose good doctors due to bad incidents. We have also received a petition from the public demanding to bring him back to the GH," said Joint Director of MRHS Dr A Shanthi.

Meanwhile, members of Sammam Kudimakkal Iyakkam along with CPI and farmers' associations staged a protest near Vaniyambadi bus stand demanding action against the people who forced Dr Nesan to resign, and ensure a safe environment for doctors to continue their service.

Med admission malpractice: AIADMK seeks CBI probe

Puducherry: The opposition AIADMK on Thursday sought a CBI probe into the alleged malpractices in MBBS admissions in four deemed universities and three private medical colleges in the Union territory of Puducherry.

Speaking to reporters, AIADMK legislature party leader A Anbalagan said the probe must unearth information on the quantum of fees collected by private institutions from 770 odd MBBS students, who were given admission without adhering to the rules and norms set by the Supreme Court (SC), Medical Council of India (MCI), University Grants' Commission (UGC) and other competent authorities.

"We learnt that the private institutions had collected exorbitant fees and donations to a tune of Rs 365 crore from 770 odd students, including 75 from Puducherry. MCI must initiate stringent action against the private institutions for flouting the norms. We demand a thorough probe by CBI. The probe must unearth the quantum of money collected by the institutions as fees from students," Anbalagan said.

He urged lt governor Kiran Bedi and chief minister V Narayanasamy to shed their differences and find ways to resolve the issue in an amicable manner as it concerned the future of 770 odd MBBS students.

He wondered why the chief minister, who declared that the government will withdraw no-objection and essentiality certificates of the private institutions, if they were found to have made illegal admissions, did not initiate any action against erring institutions. He urged the chief minister to convene the cabinet and evolve strategies to resolve the issue. He termed chief minister's declaration that the government has no role in the admission of students under management quota 'irresponsible'.

The managements of private institutions decided to approach Madras high court seeking to stay the discharge orders issued by MCI. The MCI issued a notice dated September 7 to Puducherry government and the private institutions directing to discharge (remove from the rolls of the institution) the 770 odd MBBS students (for the academic year 2016-17) on charges of failing to adhere to the prescribed rules and norms in the admission process.

MCI joint secretary Rajendra Wahale said the institutions admitted students who were not allotted seats by the centralized admission committee (Centac). The institutions had also admitted students illegally after the last date of admission (September 30 every year) fixed by the Supreme Court and the MCI. Wahale asked the errant institutions to submit a compliance report within two weeks from the date of dispatch of the order.

சென்னை புளியந்தோப்பு பகுதியைச் சேர்ந்தவர் லிங்கேசன் (வயது 39). வக்கீலான இவர் ஒரு அரசியல் கட்சியின் மாநில தலைவராகவும் உள்ளார். இவர் நேற்று முன்தினம் இரவு தனது உறவினர்கள் குமார் (45), விக்னேஷ் (19) ஆகியோருடன் 2 மோட்டார் சைக்கிளில் புளியந்தோப்பு பகுதியில் இருந்து மயிலாப்பூர் நோக்கி சென்று கொண்டிருந்தார்.

கொடிமரச்சாலையில் சென்றபோது, போர் நினைவு சின்னம் அருகே கோட்டை போக்குவரத்து போலீசார் வாகனசோதனையில் ஈடுபட்டு இருந்தனர். அப்போது ஹெல்மெட் அணியாமல் மோட்டார் சைக்கிளில் வந்த லிங்கேசன் மற்றும் அவரது உறவினர்களை போலீசார் வழிமறித்து சோதனை செய்தனர். அப்போது அவர்கள் 3 பேரும் குடி போதையில் இருந்ததாக கூறப்படுகிறது.

உடனே போலீசார் அவர்களை கண்டித்து, மோட்டார் சைக்கிளை பறிமுதல் செய்தனர். அப்போது லிங்கேசனுக்கும், போலீசாருக்கும் இடையே வாக்குவாதம் ஏற்பட்டது.

ஒரு கட்டத்தில் லிங்கேசன் உள்ளிட்ட 3 பேரும் சேர்ந்து, சதீஷ்குமார் என்ற போலீஸ்காரரை தாக்கியதாக தெரிகிறது. உடனே சதீஷ்குமார் அடி தாங்க முடியாமல், அருகே உள்ள அன்னை சத்யா நகருக்கு ஓடிச்சென்று சத்தமிட்டார். இதை பார்த்து ஆத்திரம் அடைந்த பொதுமக்கள் சிலர் போலீசை தாக்கிய 3 பேருக்கும் தர்ம அடி கொடுத்தனர். அதில் அவர்கள் 3 பேருக்கும் லேசான காயம் ஏற்பட்டது. இதனால் பரபரப்பு ஏற்பட்டது.

டாக்டரை தாக்கினர்

அப்போது அந்த வழியாக ரோந்து வந்த போலீசார் பொதுமக்களை தடுத்து நிறுத்தி அவர்கள் 3 பேரையும், போலீஸ்காரர் சதீஷ்குமாரையும் மீட்டு கோட்டை போலீஸ் நிலையத்திற்கு அழைத்து சென்றனர். பின்னர் போலீஸ்காரர் சதீஷ்குமாரை ஸ்டான்லி அரசு மருத்துவமனையில் சிகிச்சைக்காக அனுமதித்துவிட்டு, மற்ற 3 பேரையும் சென்னை ராஜீவ்காந்தி அரசு மருத்துவமனையில் சிகிச்சைக்காக அனுமதித்தனர்.

இந்த நிலையில் ராஜீவ்காந்தி அரசு மருத்துவமனையில் லிங்கேசன் உள்ளிட்ட 3 பேரும் பணியில் இருந்த பிரபு(27) என்ற பயிற்சி டாக்டரிடம் வாக்குவாதத்தில் ஈடுபட்டு, அவரை தாக்கினர். தகவல் அறிந்த போலீசார் இருதரப்பினரையும் சமாதானம் செய்து வைத்தனர்.

டாக்டர்கள் போராட்டம்

தாக்கப்பட்ட போலீஸ்காரர் சதீஷ்குமார், கோட்டை போலீஸ் நிலையத்திலும், பயிற்சி டாக்டர் பிரபு பூக்கடை போலீஸ் நிலையத்திலும் புகார் அளித்துள்ளனர். அதன்பேரில் போலீசார் விசாரணை நடத்தி வருகிறார்கள்.

இந்த நிலையில், பணியில் இருந்த பயிற்சி டாக்டர் தாக்கப்பட்டதை கண்டித்து பயிற்சி டாக்டர்கள் மற்றும் டாக்டர்கள் நேற்று சென்னை ராஜீவ்காந்தி அரசு மருத்துவமனை வளாகத்தில் போராட்டத்தில் ஈடுபட்டனர். அவர்களிடம் மருத்துவமனை டீன் நாராயணபாபு பேச்சுவார்த்தை நடத்தி, பணியின்போது உரிய பாதுகாப்பு வழங்க நடவடிக்கை எடுப்பதாக உறுதி அளித்தார். இதனையடுத்து டாக்டர்கள் போராட்டத்தை கைவிட்டனர்.

தமிழ்நாடு தலைமை செயலக ஊழியர் சங்கத்தில் திடீர் பிளவு ஏற்பட்டுள்ளது. இதனால் ஒரு பிரிவினர் உள்ளிருப்பு போராட்டம் நடத்த முடிவு செய்துள்ளனர்.

ஜாக்டோ-ஜியோ கூட்டமைப்பின் ஒருங்கிணைப்பாளராக தமிழ்நாடு தலைமைச் செயலக சங்கத்தின் தலைவர் கணேசன் செயல்பட்டார். இந்த அமைப்பினர் கடந்த 7-ந் தேதியில் இருந்து காலவரையற்ற போராட்டத்தில் ஈடுபட இருப்பதாக முடிவு செய்தனர்.

ஆனால் முதல்-அமைச்சர் எடப்பாடி பழனிசாமியுடன் ஈரோட்டில் நடந்த பேச்சுவார்த்தைக்கு பிறகு, போராட்டத்தை 15.10.17 வரை தள்ளி வைக்கலாம் என்று கணேசன் கருத்து தெரிவித்தார். ஆனால் இதற்கு மற்றவர்கள் உடன்படவில்லை. இதனால் ஜாக்டோ-ஜியோ கூட்டமைப்பில் பிளவு ஏற்பட்டது. ஒரு அணியினர் வேலைக்கு சென்று விட்டனர். மற்றவர்கள் போராட்டத்தில் தொடர்ந்து ஈடுபட்டு வருகின்றனர்.

இந்தநிலையில், கணேசன் உள்பட போராட்டத்தில் ஈடுபடாத ஜாக்டோ-ஜியோ கூட்டமைப்பின் நிர்வாகிகள் நேற்று தலைமை செயலகத்தில் முதல்-அமைச்சர் எடப்பாடி பழனிசாமியை சந்தித்துப் பேசினர்.

அதன் பின்னர் தமிழ்நாடு தலைமை செயலக சங்கத்தின் பொதுக்குழு கூட்டம், தலைமை செயலக திறந்தவெளி வளாகத்தில் நேற்று மாலை நடைபெற்றது. அப்போது போராட்டத்தை தள்ளி வைத்தது தொடர்பாக கருத்து வேறுபாடுகள் எழுந்தன.

எனவே பொதுக்குழுவில் சலசலப்பு ஏற்பட்டது. சங்கத்துக்குள் ஆமைகள் நுழைந்துவிட்டதாக சிலர் கருத்து தெரிவித்தனர். கோரிக்கைகளுக்காக போராட்டத்தில் இறங்கவேண்டும் என்று பலர் குரல் எழுப்பினர். அந்த கருத்தின் அடிப்படையில் தமிழ்நாடு தலைமை செயலக சங்கத்தில் பிளவு ஏற்பட்டது.

அந்த சங்கத்தின் ஒரு பிரிவினர், 15-ந் தேதியில் இருந்து (இன்று) தலைமை செயலகத்தில் உள்ளிருப்பு போராட்டத்தில் ஈடுபட இருப்பதாகத் தெரிவித்தனர். ஏற்கனவே ஜாக்டோ-ஜியோ நடத்தி வரும் காலவரையற்ற போராட்டத்துக்கு ஆதரவு தெரிவித்து கருப்பு பட்டைகளை தலைமை செயலக ஊழியர்கள் பலர் அணிந்து வருவது குறிப்பிடத்தக்கது.

போக்குவரத்து என்பது அன்றாட வாழ்வில் இன்றியமையாத ஒன்றாகிவிட்டது. தரைவழி, வான்வழி, ரெயில்வழி போக்குவரத்து என்றாலும், சாலைபோக்குவரத்துத்தான் முதன்மையான போக்குவரத்து ஆகும். சாலைபோக்குவரத்தில் சரக்குகள் மற்றும் பயணிகள் போக்குவரத்து முக்கிய பங்கு வகிப்பதுடன், சமூக பொருளாதார வளர்ச்சியை ஊக்குவிக்கும் முக்கிய காரணியாகவும் அமைந்துள்ளது. தமிழ்நாட்டை பொறுத்தமட்டில், 62,468 கி.மீட்டர் நீளமுள்ள தேசிய, மாநில, மாவட்ட, இதரசாலைகள் உள்ளன. கடந்த மார்ச் மாத கணக்குப்படி, இந்த சாலைகளில் தமிழ்நாட்டில் உள்ள 2 கோடியே 38 லட்சத்து 45 ஆயிரத்து 64 வாகனங்கள் ஓடிக்கொண்டிருக்கின்றன. இதில், கார் மற்றும் லாரி, பஸ், டிராக்டர் போன்ற கனரக வாகனங்கள் எல்லாவற்றையும் உரிமையாளர்களே ஓட்டுவதில்லை. டிரைவர்களையும் வேலைக்கு வைத்து ஓட்டுகிறார்கள். இதன்மூலம் டிரைவர்களுக்கும் பெரிய அளவில் வேலைவாய்ப்பு கிடைத்துக் கொண்டிருக்கிறது.

இந்தநிலையில், டிரைவர்கள் வேலைவாய்ப்புகளுக்கு பெரும் பாதிப்பை ஏற்படுத்தும் வகையில், கடந்த மாதம் 24–ந் தேதி மாநில போக்குவரத்து ஆணையம், அனைத்து வட்டார போக்குவரத்து அதிகாரிகளுக்கும் அனுப்பியுள்ள சுற்றறிக்கையில், அனைத்து ரக மோட்டார் வாகனங்களையும் பதிவு செய்யும் போக்குவரத்துத்துறை அதிகாரிகள், அந்த வாகனங்களை வாங்கிய உரிமையாளர்கள் டிரைவிங் லைசென்சு அதாவது, ஓட்டுனர் உரிமம் வைத்திருந்தால் மட்டுமே பதிவு செய்ய வேண்டும் என்று தெரிவித்துள்ளது. இந்த உத்தரவுப்படி, கையில் டிரைவிங் லைசென்சு இல்லையென்றால் வாகனம் வாங்கமுடியாது. இதை எதிர்த்து மோட்டார் வாகன விற்பனையாளர்கள் சங்கங்களின் கூட்டமைப்பு, சென்னை ஐகோர்ட்டில் தொடர்ந்த ஒரு வழக்கில் நீதிபதி எம்.துரைசாமி இடைக்கால தடை விதித்துள்ளார். இந்த முடிவை எடுப்பதற்கான காரணத்தை தமிழக அரசு போக்குவரத்துத்துறை கூறும்போது, பெருகிவரும் மோட்டார் வாகனங்களின் விபத்துக்களை தடுப்பதற்காகத்தான் இந்த உத்தரவு பிறப்பிக்கப்பட்டிருக்கிறது என்று கூறியிருந்தது. மோட்டார் வாகன சட்டத்தில், வாகனங்களை பதிவு செய்வதற்கு இப்படி ஒரு நிபந்தனை இல்லை என்பதுதான் விற்பனையாளர்களின் கூற்றாகும். தமிழக அரசின் இந்த உத்தரவு நிச்சயமாக தேவையற்றதாகும். ஒரு மோட்டார் வாகனத்தை வாங்குபவர் வயதானவராகவோ அல்லது உடல் ஊனமுற்றவராகவோ இருந்தால், நிச்சயமாக அவர்களால் டிரைவிங் லைசென்சு வாங்கமுடியாது. அதுபோல, ஏதாவது நோய்வாய்ப்பட்டு மருத்துவ சிகிச்சைக்கு அடிக்கடி செல்லவேண்டிய நிலையில், ஒரு மோட்டார் வாகனம் வாங்க வேண்டும் என்று நினைத்தால் அவர்களாலும் முடியாது. இதுமட்டுமல்லாமல், சிறு குழந்தைகளை வீட்டில் உள்ளவர்கள் பள்ளிக்கூடத்துக்கு செல்வதற்காக டிரைவர் வைத்துக்கொண்டு அனுப்ப கார் வாங்கும் நிலையில் அவர்களும் இந்த உத்தரவால் பாதிக்கப்படுவார்கள். விவசாயிகளை எடுத்துக்கொண்டால், டிராக்டர் போன்ற விவசாயத்துக்கு தேவையான வாகனங்களை வாங்கும்போது, எல்லா விவசாயிகளும் டிரைவிங் படித்திருப்பார்கள் என்று கூறமுடியாது.

அரசிலும், தனியார் நிறுவனங்களிலும், உயர் அதிகாரிகளுக்கு டிரைவர்கள் ஓட்டத்தக்கவகையில், கார்களை வழங்கி வருகிறார்கள். இப்படி அரசும், தனியார் நிறுவனங்களும் தங்கள் அலுவலர்களுக்காக வாங்கும் கார்களுக்கு யாருடைய டிரைவிங் லைசென்சை காட்ட முடியும்? டிராவல்ஸ் நிறுவனம் வைத்திருப்பவர்கள் ஒரே லைசென்சை வைத்துக்கொண்டு எத்தனையோ வாகனங்களை வாங்கமுடியும். இப்படி இந்த உத்தரவில் ஏராளமான குளறுபடிகள் இருப்பதால், இதை நிறைவேற்றுவது என்பது நிச்சயமாக சாத்தியமாகாது. விபத்துகளை குறைப்பதற்காக இந்த உத்தரவு என்றால், போக்குவரத்து விதிகளைத்தான் கடுமையாக அமல்படுத்தவேண்டுமே தவிர, இந்த உத்தரவு நிச்சயமாக பலன் அளிக்காது. எல்லோரும் லைசென்சு வாங்கிக்கொண்டுதான் மோட்டார் வாகனங்கள் வாங்க வேண்டுமென்றால் டிரைவிங் தொழிலை நம்பி வாழ்க்கை நடத்தும் டிரைவர்களின் வாழ்க்கை என்னவாகும்? எனவே, இந்த வி‌ஷயத்தில் கோர்ட்டு தீர்ப்பு கூறும் முன்பே, அரசே கவுரவம் பார்க்காமல் இந்த உத்தரவை திரும்பப்பெறுவதுதான் நல்லது.
