வயதான பெற்றோர்களைப் பராமரிக்காமல் முதியோர் இல்லத்தில் சேர்க்கும் அரசு ஊழியர்களின் ஊதியத்தில் 10 சதவீதம் பிடித்தம் செய்ய வகை செய்யும் மசோதா அஸ்ஸாம் சட்டப் பேரவையில் வெள்ளிக்கிழமை நிறைவேற்றப்பட்டது.

நாட்டிலேயே முதன்முறையாக இதுபோன்றதொரு மசோதா கொண்டுவரப்பட்டது அனைத்துத் தரப்பினரின் கவனத்தையும் ஈர்த்துள்ளது. மாநில அரசின் இந்த நடவடிக்கைக்கு பரவலாக வரவேற்பு கிடைத்தாலும், எதிர்க்கட்சிகள் அதை விமர்சித்துள்ளன. இதனிடையே, இதுபோன்று எம்எல்ஏ, எம்.பி.க்களின் ஊதியத்தை பிடித்தம் செய்வது தொடர்பான புதிய மசோதாவும் விரைவில் அறிமுகப்படுத்தப்படும் என்று அஸ்ஸாம் அரசு தெரிவித்துள்ளது.
சமூகத்தில் பொருளாதாரரீதியாக வசதியாக இருப்பவர்கள்கூட, தங்களது வயதான பெற்றோர்களையும், மாற்றுத் திறனாளிகளாக இருக்கும் சகோதர, சகோதரிகளையும் கவனிக்காமல் ஆதரவற்றோர் இல்லங்களில் விட்டுவிடும் சம்பவங்கள் தொடர்ந்து கொண்டே இருக்கின்றன.
இந்நிலையில், அத்தகைய நடவடிக்கைகளைத் தடுப்பதற்கான முதல் முயற்சியை அஸ்ஸாம் மாநில அரசு மேற்கொண்டிருக்கிறது. அதுவும், அந்த மாநில அரசு ஊழியர்களிடத்தில் இருந்து அதைத் தொடங்கியிருக்கிறது.
அதன்படி, புதிய சட்ட மசோதா ஒன்று அஸ்ஸாம் பேரவையில் வெள்ளிக்கிழமை அறிமுகப்படுத்தப்பட்டது. அரசு ஊழியர்கள் தங்களது பெற்றோர்களையும், மாற்றுத்திறனாளிகளாக இருக்கும் உடன்பிறந்தவர்களையும் கைவிட்டுவிட்டால் அவர்களது ஊதியத்தில் இருந்து மாதந்தோறும் 10 சதவீதம் பிடித்தம் செய்ய அதில் வகை செய்யப்பட்டுள்ளது. அந்தத் தொகையானது சம்பந்தப்பட்டவர்களின் பெற்றோருக்கும், உடன்பிறந்தவர்களுக்கும் வழங்கப்படும்.
மசோதாவை அறிமுகப்படுத்திய மாநில அமைச்சர் ஹேமந்த பிஸ்வா சர்மா இதுதொடர்பாக பேரவையில் பேசியதாவது:
இந்த சட்டத்தின் வாயிலாக அரசு ஊழியர்களின் தனிப்பட்ட வாழ்க்கையில் தலையிட வேண்டும் என்பது எங்களது நோக்கமல்ல. மாறாக ஆதரவற்று இருக்கும் சில பெற்றோர்களுக்கு உரிய உதவிகள் கிடைப்பதை உறுதி செய்வதே நோக்கம்.இதேபோன்று எம்எல்ஏ, எம்.பி.க்கள், பொதுத் துறை ஊழியர்கள் ஆகியோரது ஊதியங்களைப் பிடித்தம் செய்வது தொடர்பான மசோதாவும் விரைவில் கொண்டுவரப்படும் என்றார் அவர்.
இதைத்தொடர்ந்து மாநில முன்னாள் முதல்வரும், எதிர்க்கட்சித் தலைவருமான தருண் கோகோய், பேசுகையில் "இத்தகைய மசோதாக்களைக் கொண்டுவந்து மாநிலத்தில் உள்ள மக்களை தவறாகச் சித்திரிக்கும் நடவடிக்கையில் அரசு ஈடுபடுகிறது' என்றார். விவாதத்துக்குப் பிறகு குரல் வாக்கெடுப்பு மூலம் மசோதா நிறைவேறியது.

Man boards Goa flight with knife; CISF orders probe

NEW DELHI: The Central Industrial Security Force (CISF) has launched a probe into the lapse in hand baggage checking at IGI Airport on Thursday which saw a man board a Goa-bound flight with a kitchen knife.

Once inside the SpiceJetaircraft, this person took the knife from his bag and showed it to co-passengers — including minister of state in PMO Jitendra Singh — and said he did this to show the chinks in armour at one of India's most sensitive airports.

"We have ordered an inquiry and action will be taken against the personnel found responsible," a CISF spokesman said.

This lapse is being taken very seriously as the union home ministry had earlier this month asked airport security agencies to be extra vigilant in view of increased threat perception, including chemical attacks in modes of transport.

The MHA wrote on September 1 to all states, aviation ministry and other agencies saying: "Central security agencies have intimated that terrorists are planning a range of attacks against commercial aviation targets." Based on this MHA alert, the Bureau of Civil Aviation Security had written to the top brass of CISF, Airports Authority of India and JV metro airports to step up security arrangements.

According to the home ministry, intelligence inputs indicate explosives concealed inside personal electronics, small appliances and personal items could be taken on a plane or even shipped by airmail. "Further inputs indicate that terrorists remain interested in small arms attack and physical assaults on airports and other transportation hubs... it is advised that security at airports and transportation hubs (railway stations, bus terminals, metro stations etc) be stepped up to ensure stricter screening of items mentioned above and frisking of passengers properly in order to avoid any untoward incident," the MHA advisory had said.

But within a fortnight of this alert, the lapse at Delhi Airport happened on Thursday. Describing this, a SpiceJet spokesman had said: "A passenger on board SpiceJet flight SG 144 from Delhi to Goa on Thursday reported to the cabin crew that he had a kitchen knife in his hand baggage. The aircraft was at that point still on ground. The SpiceJet staff immediately brought the matter to the attention of the CISF. The passenger was offloaded and handed over to the airport police. The flight was released after all necessary checks as per regulatory guidelines."

Passenger frisking and hang bag checking is done by CISF.

Tamil Nadu strike: HC tells employees to resume work from now

CHENNAI: The striking Tamil Nadu government employees have agreed to resume work after the Madurai bench of the Madras high court directed the teachers and government employees' organizations to withdraw their strike.

Adhering to the court direction, the associations told the high court bench that they have decided to withdraw their strike temporarily and would resume work from Monday. But, the court directed them to go to work by 2pm today.

It also directed the Tamil Nadu chief secretary to appear before it on September 21.

33,487 teachers are on strike: TN govt tells Madras HC

The Tamil Nadu government had on Thursday informed the Madras high court that a total of 33,487 government teachers, affiliated to six unions, were abstaining from work across the state.

Additional Advocate General Venkatramani representing the state government informed this to the court in an affidavit containing replies to various other queries raised on Wednesday by Justice N Kirubakaran with regard to a section of government teachers who are on strike pressing for their demands.

In its affidavit, the state government further said that retired teachers were also working as office-bearers in the unions.

The High Court had on Wednesday pulled up a section of Tamil Nadu government school teachers who are on strike, saying it affected students.

Justice Kirubakaran made the observations on a petition by advocate A P Suryaprakasam, seeking a direction to the state government to form an expert committee to prepare students who scored low marks in NEET (National Eligibility- cum-Entrance Test) and provide them moral support.

The court had also sought information from the authorities concerned on the number of teachers unions striking without attending classes, among others.

The Joint Action Council of Teachers Organisations and Government Employees Organisations (JACTO-GEO) had given a call for the strike from September 7 to press for their demands, including restoration of the old pension scheme.

CHENNAI: Trolled and abused online for his caustic remarks against Tamil Nadu government school teachers boycotting classes, a judge of the Madras high courthas called for details of the offensive materials circulated online by unknown people.

Justice N Kirubakaran on Wednesday asked whether the striking government school teachers were not ashamed of the fact that only five students from government schools made it to the MBBS course in any of 22 government medical colleges in Tamil Nadu this year.

More than 43,000 government school teachers were boycotting classes participating in joint agitation by various employees associations demanding implementation of the Seventh Pay Commission recommendations and scrapping of contributory pension scheme.

On Friday, when the court assembled for the day, advocates Senthil Kumar, Suryaprakasam, Gnanasekaran and G Sankaran mentioned trolling of the judge and sought action against those indulging in such indecent activities under the cover of anonymity.

Justice Kirubakaran said, "Abusive, malicious, defamatory, false and obscene messages are spreading virally in social media, accusing and degrading the judiciary in general, and this court in particular. Advocates and others would complain before this court that these messages are uploaded in social media by persons who are aggrieved over some of the observations made in the orders passed regarding the teachers and other government servants, who are protesting against the government by boycotting the schools and offices."

The advocates said such action not only amounted to contempt of court but also interference with justice delivery system.

"If it is not checked and nipped in the bud, then any person who comes to court and fails to get a favourable order would definitely follow the same path, and there will be no end to it. Consequently, the majesty and dignity of the court will be damaged and degraded," they said.

The judge recorded their offer to file the copies of the offending messages before the court so that the court could pass appropriate orders.

India vs Australia ODI in Chennai: Southern Railway to run additional MRTS services

CHENNAI: Southern Railwaywill run additional MRTS services in view of the India vs Australia one day cricket match at Chepauk stadium in Chennai on Sunday.

Special trains will depart from Chennai Beach at 12:30pm, 12:40pm and 12:49pm. They will go up to Thirumailai station.

In the return direction, there will be specials at 1pm, 1:10pm and 1:20pm.

Later, there will be four specials from Chennai Beach to Velachery -- at 10:30pm, 10:40pm, 10:49pm and 11:15pm.

In the return direction, the specials will start from Velachery at 11:20pm, 11:40pm, 11:50pm and 12:05am.

12 out of 25 institutions in TN get swachhta awards

Chennai: As many as 12 of the 25 higher educational institutions which received awards for swachhta rankings from the HRD Ministry are from the state. The awards were given across four categories: Technical institutions, Government institutions, Universities and Colleges.

Five of the seven institutions chosen under the technical institutions category and five of the six institutions chosen under colleges category across the country, were from the state.

Sri Ramachandra Medical College and Research Institute was one of the institutions that bagged the third rank under technical institutions category. SRU dean (research) S P Thyagarajan said the fact that so many institutions in the state were recognised was a positive indication of the awareness levels across campuses to maintain the hygiene. He said it was important that the awareness trickled down to campuses in the state's rural areas.

"Higher educational institutions should focus on improving student facilities which not only promote a good ambience but also their overall health. We have adopted 8 villages near Vayalanallur to make it defaecation-free and plan to expand cleanliness campaigns to other villages too," said Thyagarajan.

Expert committees of All India Council for Technical Education (AICTE) and University Grants Commission (UGC) visited campuses for verification. Status of maintenance of toilets, student-toilet ratio in hostels, availability of running water, novel methods of purification, garbage clearance, garbage disposal, hygiene in hostels, greenery in campus, overall cleanliness, number of buildings, students and staff, and extension work done in villages/nearby areas for cleanliness were the major parameters considered by the committees. Colleges also said 15% weightage was given for village adoption scheme to make them open defaecation-free.

AICTE officials who carried out inspections said a large number of the applications came in from Tamil Nadu. The officials said when it came to kitchens, toilets and drinking water facility, the award-winning campuses were very well maintained. "The fact that so many colleges willingly came forward to put their names up for swacchta rankings indicated the confidence of these institutions in their campus maintenance," said AICTE regional officer, R Balmurugan.

AICTE has decided to give out the AICTE 'Clean Campus Awards 2017' on October 2, under the regional and national categories. Officials said most of the entries for these awards too were from the state, so, they said, were mulling over hosting the award ceremony in Tamil Nadu. The criteria for the awards are solid waste management, water conservation and management including waste water management and reuse, rain water harvesting, energy conservation and electronic waste management

தமிழ்நாடு ஆசிரியர் சங்கங்கள் மற்றும் அரசு ஊழியர்கள் சங்கங்கள் கூட்டு செயல் குழு (ஜாக்டோ- ஜியோ) சார்பில் 7.9.2017 முதல் காலவரையற்ற வேலை நிறுத்தப் போராட்டம் அறிவிக்கப்பட்டது. இதற்கு உயர் நீதிமன்ற மதுரை கிளை தடை விதித்தது. இருப்பினும் மாநிலம் முழுவதும் அரசு ஊழியர்கள், ஆசிரியர்களின் வேலை நிறுத்தப் போராட்டம் தொடர்ந்து நடைபெற்று வருகிறது.

இதனால் ஜாக்டோ- ஜியோ ஒருங்கிணைப்பாளர் பாலசுப்பிரமணியன், தமிழ்நாடு அரசு ஊழியர்கள் சங்கத் தலைவர் எம்.சுப்பிரமணியம், தமிழ்நாடு பட்டதாரி ஆசிரியர்கள் சங்கத் தலைவர் தாஸ், தமிழ்நாடு தொடக்கப்பள்ளி ஆசிரியர்கள் சங்கத் தலைவர் மோசஸ் ஆகியோர் மீது நீதிமன்ற அவமதிப்பு நடவடிக்கை எடுக்கக்கோரி மனு தாக்கல் செய்யப்பட்டது. இந்த மனு விசாரணைக்கு வந்தபோது, ஜாக்டோ- ஜியோ நிர்வாகிகள் இன்று ஆஜராக நீதிபதிகள் உத்தரவிட்டனர்.

இந்த வழக்கு நீதிபதிகள் கே.கே.சசிதரன், ஜி.ஆர்.சுவாமிநாதன் அமர்வில் இன்று காலை விசாரணைக்கு வந்தது. தமிழ்நாடு அரசு ஊழியர்கள் சங்கத் தலைவர் எம்.சுப்பிரமணியம், தமிழ்நாடு பட்டதாரி ஆசிரியர்கள் சங்கத் தலைவர் தாஸ், தமிழ்நாடு தொடக்கப்பள்ளி ஆசிரியர்கள் சங்கத் தலைவர் மோசஸ் ஆகியோர் நேரில் ஆஜராகினர். இவர்கள் சார்பில் ஆஜரான வக்கறிஞர் என்.ஜி.ஆர்.பிரசாத் வாதிடுகையில், ''அரசு ஊழியர்கள், ஆசிரியர்கள் தங்களின் கோரிக்கை தொடர்பாக தமிழக அரசுடன் கடந்த ஒரு ஆண்டாக பேச்சுவார்த்தை நடத்தி வந்துள்ளனர். இதில் உடன்பாடு ஏற்படாததால் வேலை நிறுத்தத்தில் ஈடுபட்டுள்ளனர். வேலை நிறுத்தத்தில் ஈடுபடுவதற்கு உரிமை உள்ளது'' என்றார்.

அப்போது குறுக்கிட்ட நீதிபதிகள், ''வேலை நிறுத்தத்துக்கு நீதிமன்றம் தடை விதித்துள்ளது. அதன் பிறகும் போராட்டத்தை தொடர்வது தவறு. வேலைநிறுத்தத்தை திரும்ப பெற்று ஏன் அரசுடன் பேச்சுவார்த்தை நடத்தக்கூடாது. வேலை நிறுத்தத்துக்கு தடை விதிக்க நீதிமன்றத்துக்கு அதிகாரம் இல்லை என ஒருவர் கூறியுள்ளார். அவர் என்ன அரசியலமைப்பு சட்டத்தில் நிபுணரா?

காலாண்டுத் தேர்வு தொடங்கியுள்ளது. மாணவர்கள் பாதிக்கப்படுகின்றனர். அம்மாவுக்கு அடுத்த ஸ்தானத்தில் இருப்பவர்கள் ஆசிரியர்கள். அவர்கள் மாணவர்களை பாதிப்படைய வைத்து விட்டு வேலை நிறுத்தத்தில் ஈடுபடலாமா?

வேலை நிறுத்தத்தை உடனடியாக நிறுத்திவிட்டு பேச்சுவார்த்தைக்கு முன்வர வேண்டும். அப்படி வந்தால் திங்கள்கிழமை தலைமை செயலரை நீதிமன்றத்தில் ஆஜராக உத்தரவிட்டு, பேச்சுவார்த்தைக்கு உத்தரவிடப்படும். இல்லாவிட்டால் நீதிமன்ற உத்தரவை எப்படி செயல்படுத்த வேண்டும் என்பது எங்களுக்கு தெரியும்'' என்றனர்.

தொடர்ந்து வழக்கறிஞர் பிரசாத் வாதிடும்போது, ''வேலை நிறுத்தத்தை திரும்பப் பெற முடியாது'' என்றார்.

அதற்கு நீதிபதிகள், ''வேலை நிறுத்தம் கூடாது என்பது நீதிமன்றத்தின் தீர்ப்பு. இந்த தீர்ப்பை யாரும் மீற முடியாது. சம்பளம் உயர்வு பெறுவது அடிப்படை உரிமை. அந்த உரிமை அரசால் மறுக்கப்படும் போது நீதிமன்றத்தை நாட வேண்டியது தானோ. அதைவிடுத்து போராட்டம் நடத்துவதை ஏற்க முடியாது'' என்றனர்.

மேலும் அரசு ஊழியர்களும், ஆசிரியர்களும் ஒவ்வொரு நாளும் போராட்டத்தின் போதும் நீதிமன்றத்தையும், நீதிபதிகளையும், வழக்கறிஞர்களையும் எப்படி விளையாட்டு பொருட்களாக சித்தரிக்கின்றனர் என்பதை ஊடகங்களில் பார்த்துக்கொண்டு தான் இருக்கிறோம் என நீதிபதிகள் தெரிவித்தனர்.

தொடர்ந்து வழக்கை சிறிது நேரம் ஒத்திவைக்கிறோம். அதற்குள் நிர்வாகிகளுடன் பேசி, வேலை நிறுத்தப் போராட்டத்தை எந்த நிபந்தனையும் இல்லாமல் ஒத்திவைக்க முடிவு செய்து நீதிமன்றத்திற்கு தெரிவிக்க வேண்டும். இல்லாவிட்டால் போராட்டத்தை நிறுத்த என்ன செய்ய வேண்டும் என்பது எங்களுக்கு தெரியும் என நீதிபதிகள் தெரிவித்தனர். பின்னர் வழக்கு சிறிது நேரத்துக்கு ஒத்திவைக்கப்பட்டது.
