No extra lock for rented house without owner nod

CHENNAI: In an effort to streamline dispute-ridden rent agreements, the rules drafted under the Tamil Nadu Regulation of Right and Responsibilities of Landlords and Tenants Rules - 2017  propose to put in place stipulations, including barring tenants from making any alterations. This will cover even installation of an additional lock in any door without prior consent.The tenant will have to pay the rent in advance if the premises is left unoccupied for 15 days or more, failing which the landlord has the right to take immediate possession of the property and to bar the tenant from returning.

On the other hand, if the landlord defaults in returning the advance paid, he is liable to pay 18 per cent annual interest on the sum, from the date of recovery of possession of the tenant’s  premises, under the proposed rules.If a landlord recovers the possession of premises, he will have to take the permission of a rent court to re-let part or the entire premises within three years from the date of obtaining such possession. If he re-lets it without permission, he is liable to pay a penalty of ` 10,000.

Under the rules, such rent courts will play a significant role in settling disputes between tenants and landlords. Across the State, 36 courts will be set up, including three in Chennai Corporation limits alone —one each in Chennai North, Chennai Central and Chennai South.Similarly, the government has constituted a principal rent tribunal in Chennai having the jurisdiction of Madras High Court, and a rent tribunal at Madurai having the rent jurisdiction of Madurai Bench of Madras High Court.

As per the new rent Act, the courts and tribunals will not be bound by the procedure in the Code of Civil Procedure,  but shall be guided by principles of natural justice and shall have the power to regulate their own procedure.The draft rules exempt buildings owned by cooperative society, government companies registered under Companies Act, monuments or any building for five years from the date on which the construction is completed and notified to local authority concerned.

Soon, no reservation charts on trains leaving Chennai Central

In a bid to save money and paper, the Railway Board is planning to do away with reservation charts stuck outside coaches in six stations across India

CHENNAI: Soon, reservation charts will not be pasted on trains leaving Chennai Central and six other select major stations across the country. The Railway Board has decided to do away with the charts on coaches of trains that start from New Delhi, Nizamuddin, Mumbai Central, Mumbai Chatrapathi Shivaji Terminus, Howrah, Sealdah and Chennai Central. The board also has sent a circular to all the zones concerned. The charts contain the list of passengers and their reserved seat numbers. It especially helps those with tickets that get confirmed in the last minute and passengers who had applied for upgradation.

A senior Southern Railway official told Express that the proposal will most likely be implemented within this month. He also said the initiative will save about ` 30 lakh per year, besides reducing paper requirement.The railway board had taken the decision a few days ago based on the feedback from South Western Railway, which had stopped using reservation charts since last year for trains leaving Bengaluru and Yeshwantpur stations. According to the circular, the measure will be implemented on an experimental basis for three months. A final decision on continuation will be taken after receiving feedback.

The pasting of charts at Central and Egmore is outsourced, with the contract costing the public exchequer around `30 lakh every year. Railways also prints and supplies around 4000 sheets of paper to the contractors, with Central station alone requiring about 75 percent of the quantity. “By ending the practice at Central, we will be able to save some money,” the official said.

Another senior official said they will implement the decision after adequate publicity (on alternate measures) is given. Presently, there is a centralised chart for the benefit of wait-listed and RAC passengers at the entrance of the station.

However, V Rama Rao, director of Traffic and Transportation forum, said he was disappointed with the decision as it would cause hardship to passengers. “Senior citizens and women especially depend on the charts.” Those rushing to the station at the last moment may not find time to go to the enquiry counter or see the centralised chart, he added.

தினகரனை ஆதரித்த 18 எம்.எல்.ஏ-க்கள் தகுதிநீக்கம் செய்யப்பட்டுள்ளனர். இதனால் அதிர்ச்சியில் உறைந்த எம்.எல்.ஏ-க்களிடம் போனில் பேசிய தினகரன், 'தைரியமாக இருங்கள்.. நான் இருக்கிறேன்' என்று ஆறுதல் கூறியிருக்கிறார்.

முதல்வர் எடப்பாடி பழனிசாமிக்கு, தினகரன் தரப்பில் பல்வேறு நெருக்கடிகள் கொடுக்கப்பட்டன. தினகரனை ஆதரித்த 22 எம்.எல்.ஏ-க்கள் முதல்வர் எடப்பாடி பழனிசாமிக்கு எதிரான நடவடிக்கையில் ஈடுபட்டுவருகின்றனர். இதனால், தினகரனை ஆதரித்த 18 எம்.எல்.ஏ-க்கள், இன்று தகுதிநீக்கம் செய்யப்பட்டுள்ளனர். இது, தினகரன் ஆதரவு எம்.எல்.ஏ-க்களுக்குக் கடும் அதிர்ச்சியை ஏற்படுத்தியுள்ளது. கர்நாடக சொகுசு விடுதியில் தங்கியிருக்கும் எம்.எல்.ஏ-க்களுக்குத் தகவல் தெரிந்ததும், சில எம்.எல்.ஏ-க்கள் சோகத்தில் மூழ்கினர். சொகுசு விடுதியில் இல்லாத எம்.எல்.ஏ-க்கள், தங்களுடைய ஆதரவாளர்களிடம் மனவருத்தத்தைப் பகிர்ந்துகொண்டனர். நடவடிக்கை எடுக்கப்படாத எம்.எல்.ஏ-க்களும் அடுத்தகட்ட ஆலோசனையில் ஈடுபட்டுள்ளனர். தினகரனை ஆதரித்த ஜக்கையன் எம்.எல்.ஏ., மனம் மாறி முதல்வர் எடப்பாடி பழனிசாமிக்கு ஆதரவு தெரிவித்ததால், அவர்மீது நடவடிக்கை எடுக்கப்படவில்லை.

தகுதிநீக்க அறிவிப்பு வெளியானதும், தினகரன் ஆதரவு எம்.எல்.ஏ-வான வெற்றிவேல், ‘இந்தத் தகுதி நீக்கம் செல்லாது’ என்று ஆவேசமாகக் கூறினார். அடுத்து, 18 எம்.எல்.ஏ-க்கள் சார்பில், சென்னை உயர் நீதிமன்றத்திலும் சபாநாயகரின் நடவடிக்கைக்குத் தடை பெற மனுத்தாக்கல் செய்யப்பட்டுள்ளது. இது, தமிழக அரசியலில் பரபரப்பை ஏற்படுத்தியுள்ளது. எம்.எல்.ஏ-க்களின் தகுதிநீக்கம்குறித்து எதிர்க்கட்சிகள் கடுமையாக விமர்சித்துள்ளன. எதிர்க்கட்சித் தலைவரான மு.க.ஸ்டாலின், மூத்த வழக்கறிஞர்களுடன் ஆலோசனை நடத்தினார். தகுதிநீக்கத்துக்குக் கண்டனமும் தெரிவித்துள்ளார். இந்தச் சூழ்நிலையில், கர்நாடக சொகுசு விடுதியில் தங்கியிருக்கும் தகுதி நீக்கம் செய்யப்பட்ட எம்.எல்.ஏ-க்களிடம் தினகரன் போனில் பேசியுள்ளார். அப்போது அவர், 'தைரியமாக இருங்கள்... நான் இருக்கிறேன்' என்று எம்.எல்.ஏ-க்களுக்கு ஆறுதல் கூறியதாகத் தகவல் வெளியானது.

இதுகுறித்து நம்மிடம் பேசிய தினகரன் ஆதரவு எம்.எல்.ஏ-க்கள், “எங்களைத் தகுதிநீக்கம் செய்த தகவல் கிடைத்ததும் தினகரன் போனில் தொடர்புகொண்டார். எங்களிடம் ஆறுதலாக அவர் பேசினார். திருச்சி பொதுக்கூட்டத்துக்குப் பிறகு சசிகலாவைச் சந்தித்துவிட்டு, அடுத்த நடவடிக்கை எடுப்போம் என்று தெரிவித்தார். சட்டரீதியான நடவடிக்கை எடுக்க சென்னை உயர் நீதிமன்றத்தில் மனுத்தாக்கல் செய்துள்ளோம். நிச்சயம், சபாநாயகரின் தகுதிநீக்க நடவடிக்கைக்குத் தடை கிடைக்கும் என்று எதிர்பார்க்கிறோம்.



இதற்கிடையில், நாளை நடைபெறும் பொதுக்கூட்டத்தில் பங்கேற்க, கர்நாடகவிலிருந்து இன்று இரவு புறப்படுகிறோம். திருச்சியில், தினகரனை நேரில் சந்தித்து விரிவாக ஆலோசனை நடத்த உள்ளோம். முதல்வர் எடப்பாடி பழனிசாமிக்கு பயம்வந்துவிட்டது. சட்டசபையில் நாங்கள் இருந்தால், அவரால் நிச்சயம் பெருபான்மையை நிரூபிக்க முடியாது என்று கருதியே, எங்களைத் தகுதி நீக்கம் செய்துள்ளார். தைரியமிருந்தால், எங்களைத் தகுதிநீக்கம் செய்யாமல் எடப்பாடி பழனிசாமி, சட்டசபையில் பெரும்பான்மையை நிரூபித்துக் காட்டியிருக்க வேண்டும். ஆனால், ஜனநாயகத்துக்கு விரோதமாக அவர் செயல்பட்டுள்ளார். கட்சி தாவியதாக எங்கள் மீது நடவடிக்கை எடுக்கப்பட்டுள்ளது. ஆளுநரிடம், முதல்வர் எடப்பாடி பழனிசாமியை மாற்ற வேண்டும், இந்த ஆட்சிக்கு அளித்த ஆதரவை வாபஸ் பெறுவதாகத்தான் ஆளுநரிடம் கடிதம் கொடுத்தோம். ஆனால், அரசியல் காழ்பு உணர்ச்சியால் நாங்கள் தகுதி நீக்கம் செய்யப்பட்டுள்ளோம். நீதிமன்றத்தில் எங்களுக்குச் சாதகமான தீர்ப்பு வரும்” என்றனர்.

தொடர்ந்து, தினகரனை ஆதரித்த எம்.எல்.ஏ-க்கள் தகுதிநீக்கம் செய்யப்பட்ட நிலையில், தி.மு.க. எம்.எல்.ஏ-க்களின் அவசர ஆலோசனைக் கூட்டத்துக்கு ஏற்பாடுசெய்துள்ளார் ஸ்டாலின். அந்தக் கூட்டத்தில், தற்போதைய அரசியல் சூழ்நிலைகுறித்து முடிவெடுக்கப்படும் என்று எதிர்பார்க்கப்படுகிறது. மேலும், தி.மு.க. சார்பில் சென்னை உயர் நீதிமன்றத்தில் தாக்கல்செய்யப்பட்டுள்ள வழக்குகுறித்தும் விவாதிக்கப்படும் என்று தெரிகிறது. அந்த வழக்கில், செப்டம்பர் 20-ம் தேதி வரை சட்டசபையில் பெரும்பான்மையை நிரூபிக்க உத்தரவிடத் தடை உள்ளது. செப்டம்பர் 20-ம் தேதிக்குப் பிறகு, சட்டசபையில் பெரும்பான்மையை நிரூபிக்க நீதிமன்றமோ அல்லது ஆளுநர் தரப்பிலோ உத்தரவிடப்பட்டால், அதைச் சமாளிக்கவே 18 எம்.எல்.ஏ-க்கள் தகுதிநீக்கம் என்று சொல்கின்றனர் அரசியல் நோக்கர்கள். தகுதிநீக்கம் செய்யப்பட்ட எம்.எல்.ஏ-க்களின் தொகுதிகள் காலியாக இருப்பதாக அறிவிக்கும் நடவடிக்கையும் தலைமைச்செயலகத்தில் தீவிரமாக நடந்துவருவதாகத் தகவல்கள் தெரிவிக்கின்றன. அடுத்தடுத்து நடக்கும் அரசியல் பரபரப்புக்கிடையே, தமிழக ஆளுநர் வித்யாசாகர் ராவ் வருகிறார். அவரது வருகையும் பரபரப்பை அதிகமாக்கியுள்ளது.

சென்னையை அடுத்த கூடுவாஞ்சேரியில் செய்தியாளர்களைச் சந்தித்த தினகரன், “குறுக்குவழியில் முதல்வர் எடப்பாடி பழனிசாமி வெற்றிபெற முடியாது. தகுதிநீக்கம் தொடர்பாக நீதிமன்றத்தை நாடியுள்ளோம்” என்று சுருக்கமாகத் தெரிவித்தார்.

சென்னையில் கனமழை: பல பகுதிகளில் போக்குவரத்து பாதிப்பு

சென்னை மற்றும் திருவள்ளூர் மாவட்டங்களில் மாலை முதல் பரவலாக நல்ல மழை பெய்தது.

தமிழகம் மற்றும் புதுவையில் அடுத்த நான்கு நாள்களுக்கு மழை பெய்ய வாய்புள்ளதாக வானிலை ஆய்வு மையம் தெரிவித்திருந்தது. அதே போன்று தமிழகம் முழுவதும் இன்று பரவலாக மழை பெய்தது.

சென்னையில் பகல் முழுவதும் வானம் மேகமூட்டத்துடன் காணப்பட்டது. மாலை நேரம் முதல் சென்னை மற்றும் திருவள்ளூர் மாவட்டங்களில் பல இடங்களில் மழை பெய்ய தொடங்கியது. பலர் அலுவலகம் முடித்து வீடு செல்லும் நேரம் என்பதால் போக்குவரத்து நெரிசலும் அதிகமாக இருந்தது.

கூடவே மாலை முதல் பெய்த்த மழை காரணமாக சாலைகளில் வெள்ளம் தேங்கியதால் வாகன ஓட்டிகள் மிகுந்த சிரமத்துக்கு ஆளாயினர். இதனால் நகரின் முக்கிய சாலைகளில் போக்குவரத்து நெரிசல்களும் ஏற்பட்டது. எழும்பூர், கிண்டி, கோடம்பாக்கம், கோயம்பேடு, திருவள்ளூர், பொன்னேரி உள்ளிட பல இடங்களில் நல்ல மழை பெய்தது. தமிழகத்தின் பிற மாநிலங்களை பொருத்தவரை தேனி, நீலகிரி மாவட்டங்களில் கனமழை பெய்தது.

இன்னும் மூன்று நாள்கள் மழை தொடரும் என அறிவிக்கபட்டுள்ளது குறிப்பிடத்தக்கது.

18 எம்.எல்.ஏக்களை தகுதி நீக்கம் செய்த விவகாரத்தில் பலரும் எடியூரப்பா வழக்கு தீர்ப்பை உதாரணம் காட்டி வந்தாலும், இதே போன்ற விவகாரத்தில் உத்தரகாண்ட் காங்கிரஸ் எம்.எல்.ஏக்கள் தகுதி நீக்க விவகாரத்தில் சபாநாயகர் தீர்ப்பை உச்ச நீதிமன்றம் அங்கீகரித்துள்ளது. அது குறித்து ஒரு அலசல்.

தினகரன் ஆதரவு எம்.எல்.ஏக்களாக செயல்பட்ட 18 பேரை சட்டப்பேரவைத் தலைவர் தகுதி நீக்கம் செய்த விவகாரத்தில் இதற்கு முன்னர் நடந்த நீதிமன்ற தீர்ப்புகளை பலரும் காரணம் காட்டி பல்வேறு விவாதங்களில் ஈடுபட்டு வருகின்றனர்.

அனேகம் பேர் கர்நாடக முதல்வர் எடியூரப்பா வழக்கில் உச்ச நீதிமன்றம் எம்.எல்.ஏக்களை இடை நீக்கம் செய்தது செல்லாது என்ற தீர்ப்பின் அடிப்படையில் சட்டப்பேரவை தலைவர் தனபாலின் முடிவைப் பார்க்க வேண்டும் என்று கூறுகின்றனர்.

சிலர் உத்தரகாண்ட் மாநில விவகாரத்தில் உச்ச நீதிமன்ற தீர்ப்பை சிலர் உதாரணம் காட்டுகின்றனர். கர்நாடக மாநில விவகாரம் 2011 ஆம் ஆண்டு நடந்தது. ஆனால் கடந்த ஆண்டு உத்தரகாண்டில் காங்கிரஸ் எம்.எல்.ஏக்கள் 9 பேர் தகுதி நீக்கம் குறித்த வழக்கில் சபாநாயகர் தீர்ப்பு சரி, உச்ச நீதிமன்றம் அங்கீகரித்துள்ளது என்ற வாதம் வைக்கப்படுகிறது.

கடந்த ஆண்டு மே மாதம் உத்தரகாண்ட் மாநிலத்தில் இதே போன்றதொரு நிகழ்வு நடந்த பொழுது சபாநாயகர் 9 எம்.எல்.ஏக்களை தகுதி நீக்கம் செய்ததை உச்ச நீதிமன்றம் ஏற்றுக்கொண்டது.

உத்தரகாண்ட் மாநிலத்தில் காங்கிரஸ் முதல்வர் ஹரீஷ் ராவத்தை மாற்ற வேண்டும் என்று ஆளுநரை சந்தித்து மனு அளித்தனர். அவர்களை சபாநாயகர் தகுதி நீக்கம் செய்தார். இதை எதிர்த்து அம்மாநில உயர் நீதிமன்றத்தில் 9 எம்.எல்.ஏக்களும் வழக்குத் தொடர்ந்தனர்.

தாங்கள் காங்கிரஸ் கட்சியிலேயே தொடருவதாகவும், முதல்வரை மாற்ற வேண்டும் என்ற தங்களது கோரிக்கை ஜனநாயக மரபுதான் என்றும், தகுதி நீக்கம் செய்தது செல்லாது என அறிவிக்கப்பட வேண்டும் என்றும் அவர்களது மனுவில் தெரிவிக்கப்பட்டது.

மேலும் முதல்வர் ஹரீஷ் ராவத்துக்கு ஆதரவாக சபாநாயகர் ஒருதலைபட்சமாக செயல்பட்டுள்ளார் என்றும் அதிருப்தி எம்.எல்.ஏ.க்கள் தரப்பில் வாதிடப்பட்டது.

அதே நேரத்தில் முதல்வர் மீது ஆளுநரிடம் முறையிடச் சென்ற பாஜக எம்எல்ஏக்களுடன் அதிருப்தி எம்எல்ஏக்கள் சென்றது கட்சித் தாவல்தான் என காங்கிரஸ் தரப்பில் மூத்த வழக்கறிஞர் கபில்சிபல் வாதிட்டார்.

இந்த வழக்கில் இரு தரப்பு வாதங்களும் நிறைவடைந்த நிலையில் நீதிபதி யூ.சி.தியானி தீர்ப்பளித்தார். தகுதி நீக்கத்தை எதிர்த்து அதிருப்தி எம்.எல்.ஏ.க்கள் தாக்கல் செய்த மனுவை நீதிபதி தள்ளுபடி செய்து உத்தரவிட்டார். அத்துடன் தகுதி நீக்கம் செய்து சபாநாயகர் பிறப்பித்த உத்தரவு செல்லும் என்று நீதிபதி தீர்ப்பளித்தார்.

இதை எதிர்த்து உச்ச நீதிமன்றம் சென்றனர். ஆனால் உச்ச நீதிமன்றம் சபாநாயகர் உத்தரவை ஏற்று உத்தரகாண்ட் உயர்நீதிமன்றம் பிறப்பித்த உத்தரவுக்கு தடை விதிக்க மறுத்து விட்டனர்.

ஆனால் இதில் சிறிய வித்தியாசம் காங்கிரஸ் எம்.எல்.ஏக்கள் பாஜக எம்.எல்.ஏக்களுடன் சென்று மனு அளித்தனர் ஆனால் தினகரன் தரப்பில் அவர்கள் தனி அணியாக இயங்கி வருகின்றனர் என்பது தமிழகத்தில் உள்ளதால் இதை வேறு கோணத்தில் பார்க்கும் நிலையும் வரலாம் என அரசியல் நோக்கர்கள் கூறுகின்றனர்.

174 out of 3,500 institutions were short-listed for Swachhta ranking

Alagappa University, Karaikudi, has won the third place in Swachhta ranking 2017 among the institutions of higher education in the country.

Union Human Resource Development Minister Prakash Javedekar presented the awards to 25 institutions, including Alagappa University, at a function in New Delhi recently, said a release from the university.

Alagappa University was among the 3,500 institutions of higher education that responded to an online invitation from the Ministry of Human Resource Development (HRD) and submitted details on the prescribed format.

After the HRD Ministry shortlisted 174 institutions that scored 95% and above, officials from the University Grants Commission and the All India Council for Technical Education inspected the university premises to get first-hand information, the release said.

Later, the top 25 institutions across various categories such as universities, colleges, technical institutions and government institutions were selected.

The exercise was aimed at generating peer pressure among institutions to focus on cleanliness.

University Vice-Chancellor Prof. S. Subbiah told reporters on Monday that the officials visited the university premises on August 22 and 23 and checked the garbage disposal system in hostels and academic buildings, the disposal techniques, water supply systems and student-toilet ratio, the parameters for the award.

The team also inspected the kitchen, availability of running water, modernity of toilet and kitchen equipment and campus green cover, he said.

The Swachhta ranking was another feather in the cap of the university, the VC said adding the A plus Grade university had already won the World Clean and Green University Campus Award.

The Alagappa alumni garden, scientific waste management systems, hygienic ambience and societal linkages through village placement programmes spoke about the thrust given by the university on sustainable development.

In the process, the university had sensitised the student community about the importance of tree planting, he added.

Kumbakonam railway station gets free Wi-Fi

The Railways has extended free WiFi facility for passengers and public accessing the Kumbakonam railway station. The facility, that was tested for about a week, was launched on Monday. The Railways had decided two years back to extend the facility to stations and junctions that were categorised as “A Grade’’ with a commendable revenue. As per that decision, the Thanjavur District Train Travellers’ Welfare Association had petitioned the Railways for the facility and reiterated their demand through the Mayiladuthurai MP R. K. Bharathi Mohan again some time back.

Every day around 38 trains pass through the Kumbakonam station that witnesses a footfall of at least 5,000 people daily.

“We thank the Railways and those who made it happen”, said members of the association.
