Upload identity proofs, download non-traceable certificate

The Tamil Nadu police have launched an online facility for the public to obtain ‘Lost Document Report’ without visiting police stations in case of losing important documents such as passport and driving licence.

Speaking to the media here on Thursday, Commissioner of Police Mahesh Kumar Aggarwal said that the public could easily download a system-generated LDR by uploading valid identity proofs instead of visiting police stations to get a non-traceable certificate for the lost documents.

According to the police, LDR can be obtained for the loss of passport, registration certificate (RC) for vehicles, driving licence, school or college certificates, and identity cards. It can be done by visiting the www.tnpolice.gov.in website and following the ‘Lost Document Report’ link.

Applicants have to upload a copy of a valid identity proof such as Aadhaar, PAN, passport, driving licence or voter’s identity card to generate LDR for the lost document. Following this, and providing other required information, an LDR would be generated with a ‘unique number.’ While the report can be downloaded and printed, a copy will also be sent to the email id provided.

Stating that the idea was to swiftly provide the LDR so that the affected persons could apply for duplicate copies of the documents with the relevant authorities, Mr. Aggarwal stressed that the police would not be conducting any inquiries or investigation into the loss. Highlighting that intentionally providing false information to the police was a punishable offence, he appealed to the public to use the facility only for genuine cases.

Speaking to the media, Superintendent of Police N. Manivannan said that it was the responsibility of the departments concerned to verify the genuineness of the cases before issuing duplicate copies.

A separate ‘Verify’ section has also been created on the portal for the authorities of various departments to verify the genuineness of the LDR through the ‘unique number.’ Mr. Manivannan also urged the public to utilise the recently-launched facility for the victims, accused, and insurance companies to download documents for road accident cases to facilitate the process of insurance claims.

சென்னை கேளம்பாக்கத்தில் கமல் பிறந்த நாள் விழா மற்றும் நற்பணி இயக்கத்தின் 39-வது ஆண்டுவிழா இன்று நடைபெற்றது. அப்போது ரசிகர்கள் மத்தியில் கமல் பேசியதாவது:

நான் பதவிக்காக அரசியலை கையிலெடுக்கவில்லை. என் குடும்பத்திலும் பல இந்துக்கள் உள்ளனர். அரசியல் கட்சி தொடங்குவது உறுதி. கட்சி தொடங்குவதற்கான முதல் பணியே செல்போன் செயலி. ரசிகர்களை ஒருங்கிணைக்கும் வகையில் செல்போன் செயலி 7-ம் தேதி அறிமுகப்படுத்தப்படும்.

கட்சி தொடங்குவதற்கு பணம் தேவை என சொல்கிறார்கள். அதற்கான பணத்தை ரசிகர்கள் தந்துவிடுவர். அதனால் பயம் இல்லை. அரசியல் கட்சி தொடங்குவதை அமைதியாகத்தான் செய்ய முடியும்.

நவம்பர் 7-ம் தேதி பிறந்த நாள் கொண்டாடத் தேவையில்லை. அது கேக் வெட்ட வேண்டிய நேரம் இல்லை. கால்வாய் வெட்ட வேண்டிய நேரம்'' என்று கமல் பேசினார்.

மதுரையில் மீனாட்சியம்மன் கோயில், அழகர்கோயில், தெப்பக்குளம் மாரியம்மன் கோயில், திருமலை நாயக்கர் மஹால், திருப்பரங்குன்றம், அரிட்டாபட்டி சிவன் கோயில் எனச் சுற்றிப்பார்க்க இன்னும் பல இடங்களை அடுக்கலாம். தற்போது அந்த லிஸ்ட்டில் மதுரையின் ஃபேமஸ் சுடுகாடான தத்தநேரி சுடுகாடும் வந்துவிடும் போல என்று நகைத்து ஆச்சர்யப்படவைத்துள்ளது. அமெரிக்க சுற்றுலாப் பயணிகளான 10 பேர் கொண்ட குழு ஒன்று, தொடர்ச்சியாக மதுரையைச் சுற்றிப் பார்த்துவருகிறது.

“It goes without saying that any promotion or advancement in career on the basis of such degree shall also stand withdrawn. However, any monetary benefits or advantages in that behalf shall not be recovered from them,” the bench said.

Ruling that deemed universities cannot offer engineering degrees through distance learning, the Supreme Court on Friday suspended such degrees granted by four ‘deemed to be universities’ between 2001 and 2005. The bench of Justices A K Goel and U U Lalit also ordered a CBI inquiry into the conduct of officials who granted ex post facto approvals to these institutes in 2006-07, against the policy of the University Grants Commission (UGC).

The bench also “restrained all deemed universities from carrying out courses in distance education from the 2018-19 academic session onwards, unless and until it is permissible to conduct such courses in distance education mode and specific permissions are granted by the concerned statutory/ regulatory authorities in respect of each of those courses, and unless the off-campus centres/ study centres are individually inspected and found adequate by the concerned statutory authorities.”

Stating that the UGC showed “lack of effective oversight and regulatory mechanism for the ‘deemed to be universities’,” the bench said it had “completely failed to remedy the situation… serious question has therefore arisen as to the manning of the UGC itself for its effective working.”

The court asked the UGC to take appropriate steps within one month to restrain ‘deemed to be universities’ from using the word university, and ordered the Centre to constitute a “three-member committee comprising eminent persons who have held high positions in the field of education, investigation, administration or law at national level within one month” to “suggest a roadmap for strengthening and setting up of oversight and regulatory mechanism in the relevant field of higher education and allied issues within six months.” The court said the “committee may also suggest oversight mechanism to regulate the ‘deemed to be universities’.”

The court suspended the degrees granted by JRN Rajasthan Vidyapeeth, Institute of Advanced Studies in Education (Rajasthan), Allahabad Agricultural Institute and Vinayak Mission Research Foundation (Tamil Nadu), from 2001 to 2005, saying they “admitted students, conducted courses and granted degrees in the absence of statutory approvals.”

Those who obtained degrees from these institutes will have to take a joint exam conducted by AICTE and UGC, said the bench. They will get two chances to clear the exam. “It goes without saying that any promotion or advancement in career on the basis of such degree shall also stand withdrawn. However, any monetary benefits or advantages in that behalf shall not be recovered from them,” it said.

The bench found that “none of these ‘deemed to be universities’ had taken prior permission from any of the authorities, namely the UGC, AICTE and Distance Education Council (DEC), nor had they even intimated at any juncture the fact that they were conducting such courses in technology/ engineering through distance education mode.”

It said they did not have a “regular engineering college or faculty in technology/ engineering at their own campus when they commenced courses in technology/ engineering by distance education mode through study centres all over the country”.

Stating that “practicals form the backbone” of technical education, the bench said this was not possible in distance learning. The court pointed out that the AICTE has also “always maintained that courses leading to degrees in engineering cannot be undertaken through distance education mode.”

The bench said the case reflected the “extent of commercialisation of education by some of the deemed universities.”

Girls entering boys hostel? University of Hyderabad forms probe panel

HYDERABAD: Two days after an incident in University of Hyderabad (UoH) where there was a heated argument between students and a team of wardens over hostel regulations, the varsity has set up a committee to inquire into the matter.A release issued by the university administration on Sunday said that 10 students have been asked to depose before the committee in concern to the Friday incident, in which they prevented wardens from discharging their duties. According to the students, a team of six wardens from UoH carried a surprise check at MHJ hostel around 11 pm on Friday.

One of the ten students—Kuldeep Singh Negi, former students’ union president from UoH, said,  “The wardens, including two deputy chief wardens, found a girl student in one of the boys’ rooms at MHJ hostel. Already, Tagore International Hostel on campus has both girls’ and boys’ wing. On these grounds, a hostel handbook which bars a girl hosteler from entering boys’ hostel and vice versa was rejected by us students three years back.”

The students say that the Friday incident in which the wardens joined by security staff started banging the doors of the concerned hostel room led to 200 varsity students agitating outside MHJ hostel.  

The university release further reads: “The surprise check by wardens to weed out unauthorised people led to heckling of the officials including physical threats.” Rejecting the allegation, Sagnik said the act of 20 persons including the wardens banging a hostel door for a simple thing was condemnable and if the students of central university are being denied of basic amenities like clean water and toilet they have right to silently protest, said another student, who didn’t want to be identified. The release reads that police had to intervene before the wardens moved out of the hostel.

Reacting to this, a student said police interference in such matters, which can be tackled at university level, hint that the varsity authority is more interested in witch hunting instead of being answerable to students.  

Floodwater keeps Kovilambakkam residents in Chennai indoors

CHENNAI: Sankar’s children are restless. They have been stuck at home for the last three days and want a change of atmosphere. “Let’s go to the supermarket,” says his son who appears to be three-years-old. His six-year-old daughter, who had rubbished claims that there was no water stagnation in Kovilambakkam through a video that went viral on Facebook, is a little better at masking her boredom.

The lorry driver doesn’t pick up. Without the ‘ferry’, venturing out is a no-go. The children know they would have to wait and their aversion to the rain is palpable.

Residents of Kakithapuram, parts of TNPL Colony and Engineers Avenue in Kovilambakkam have been dependent on the Kovilambakkam panchayat lorries to venture out since Tuesday.
An aerial view of the localities reveals there is no sight of the roads even after two days of considerably less rainfall. “The water is receding only by a few inches each day,” says Sankar who fears the next spell will set in even before the water from the first spell recedes.
In certain places, the water is up to one’s thighs and water snakes are the other deterrent which has kept people indoors.

One of the main reasons why the water has not been receding is the multiple encroachments on the canal, which is supposed to drain rainwater into the Narayanapuram lake along the Pallavaram-Thoraipakkam radial road.

“No de-silting work was done and the encroachments on the canal were ignored even after multiple petitions after the floods of 2015,” said Senthil Gandhi, a resident.
A protest by a conglomeration of local associations in S Kolathur on Tuesday attracted the attention of the government. The PWD brought JCBs to remove the water hyacinths from the canal to facilitate the draining of water.

However, that did not stop the localities around it from flooding. With the 60-foot canal being reduced to 20 or even 10 feet in some areas, the canal began overflowing on Wednesday and was unable to drain water to the Narayanapuram lake.

Further down the Narayanapuram canal, where it empties into the lake, there is no flow of water from the localities. The outlet from the lake to Pallikaranai marshland is dysfunctional and the lake ends up flooding the Narayanapuram canal.

“There is a backflow now, which further hampers the draining of water,” said Sadiq Hussain, a resident of S Kolathur. “The lake comes under the PWD and the portion in between it and the Pallikaranai marshland comes under the Corporation while the localities affected come under the Kovilambakkam town panchayat. Jurisdiction confusion makes a comprehensive solution difficult,” he said.
With Chief Minister Edappadi K Palaniswami visiting the area twice in the last four days, work is going on in full swing to ensure all excess water flows to the Narayanapuram lake which, in turn, will flow to the Pallikaranai marshland but locals are worried of “giant plans and proposals”. “There is talk about a plan of few hundred crores. The problem is that project will take at least 10 years. We can’t stand another nine monsoons like this,” said the residents.

While town panchayat officials were not available for comment, the Perungudi zonal officer, under whose jurisdiction the outlet canal from the Narayanapuram lake comes, told Express that short-term plans were also in the offing.
“We have sent proposals for underground culverts and will be using the cut-and-cover method where culverts will pass under roads and empty at the marshland near Kamakshi Hospital. Work will begin as soon as possible,” he said.

Local also allege that a weir on the northern division of the Narayanapuram lake to impound water is a mistake.“The lake was broken on the southern side to ensure draining of water, which shows the poor planning by the PWD by placing weir on the other side,” said Sajid Hussain.

மதுரையில் கடந்த 10 மாதங்களில் 72 பேர் விபத்தில் பலியாகியுள்ளனர். அவர்களில் பெரும்பாலானோர் பைக்கில் சென்ற இளைஞர்கள் என்பது தெரியவந்துள்ளது.

மதுரையில் வாகனப் பெருக்கத்துக்கு ஏற்றார்போல சாலைகள் அகலப்படுத்தப்படவில்லை. மேம்பாலங்கள் கட்டப்படவில்லை. மதுரை நகரில் ஏறக்குறைய அனைத்து சாலைகளும் குண்டும், குழியுமாக போக்குவரத்துக்கு லாயக்கற்றதாகி விட்டன.

அதனால் கோரிப்பாளையம், காளவாசல், தல்லாகுளம், சுற்றுச்சாலை, பெரியார் பஸ் நிலையம், மேலூர் சாலை உள்பட நகரில் அனைத்து பகுதிகளிலும் போக்குவரத்து நெரிசல் அதிகரித்து வருகிறது. முன்பு காலை, மாலை ‘பீக் அவர்ஸ்’ஸில் மட்டும் அதிக நெரிசல் இருந்தது. தற்போது எல்லா நேரங்களிலும் வாகனங்கள் ஊர்ந்து செல்லும் அளவுக்கு நெரிசல் நிரந்தரமாகி விட்டது.

திருவிழா காலங்களில் நகரின் ஒட்டுமொத்த போக்குவரத்தும் ஸ்தம்பிக்கிறது. போக்குவரத்து நெரிசல் ஒருபுறம் இருக்க மற்றொருபுறம் அதிக வேகத்தில் செல்லும் வாகன ஓட்டுநர்கள், ஆட்டோ ஓட்டுநர்களால் மதுரையில் விபத்துகள் அதிகரித்து வருகின்றன. இந்த ஆண்டு அதிக விபத்துகள் ஏற்பட்டுள்ளன. கடந்த 10 மாதங்களில் மட்டும் மாநகர் பகுதியில் 72 பேர் பலியாகி உள்ளனர். நூற்றுக்கும் மேற்பட்டோர் படுகாயமடைந்துள்ளனர். கடந்த அக்டோபர் மாதத்தில் மட்டும் 20 பேர் பலியாகி உள்ளனர். இவர்களில் பெரும்பாலானோர் 20 முதல் 30 வயதுக்குட்பட்டவர்கள். மற்றவர்கள் 55 முதல் 60 வயதுக்குட்பட்டவர்கள்.

இதுகுறித்து நகர் போக்குவரத்து உதவி ஆணையர் ஜோசப் நிக்சன் கூறியதாவது:

ஓட்டுநர்கள் சாலை விதிகளை சரியாக பின்பற்றாமல் இருப்பதே விபத்துகளுக்கு காரணம். குறிப்பிட்ட நேரத்தில் குறிப்பிட்ட இடத்துக்கு முன்கூட்டியே செல்ல வேண்டும் என நினைக்கிறோம். ஆனால், அதை முன்கூட்டியே திட்டமிடுவதில்லை. சாலைக்கு வந்த பிறகே முடிவு செய்கின்றனர். அதனால், அதி வேகத்தில் சென்று மற்ற வாகனங்கள் மீது மோதி விபத்தில் சிக்குகின்றனர். மது குடித்துவிட்டு வாகனம் ஓட்டுகின்றனர். ஆட்டோ ஓட்டுநர்கள் பெரும்பாலானோர் போக்குவரத்து விதிகளை மதிப்பதேயில்லை. பலர் இரவு நேரத்தில் மது அருந்தி விட்டு ஆட்டோக்களை வேகமாக ஓட்டி செல்கின்றனர்.

பகல் நேரத்தில் பயணிகளை அளவுக்கு அதிகமாக ஏற்றிக் கொண்டும், மற்ற வாகனங்களை பற்றி கவனிக்காமல் சாலையின் குறுக்கும், நெடுக்குமாக செல்கின்றனர். திடீரென்று பிரேக் போட்டு நிறுத்தி பயணிகளை ஏற்றுகின்றனர். அதனால் அவர்களாலும் விபத்துகள் அதிகம் ஏற்படுகின்றன. இந்த ஆண்டு அதிகமானோர் உயிரிழந்துள்ளனர். அவர்களில் யாரும் அகால மரணம் அடையவில்லை. நேருக்குநேர் மோதலில் விபத்து ஏற்படவில்லை. வேகமாக ரோட்டில் சென்று சறுக்கி விழுந்து காயமடைந்து இறந்துள்ளனர். முன்னால் சென்ற வாகனங்கள் மீது மோதி பலர் உயிரிழந்துள்ளனர். போலீஸார் இல்லாத இடங்களில் இந்த விபத்துகள் அதிகளவு நடந்துள்ளன.

தற்போது தல்லாகுளம், பாண்டிகோயில் ஜங்ஷன், மீனாட்சிமிஷன் மருத்துவமனை ஜங்ஷன், மேலூர் ரோடு பூக்கடை பஜார், ஆவின் ஜங்ஷன், மேலமடை, அழகர்கோவில் ரோடு புதூர், திண்டுக்கல் பை-பாஸ் சாலை, பாத்திமா கல்லூரி, கரிமேடு தேனி ரோடு, ஆரப்பாளையம் வைகை ஆறு ரோடு, டிபி ரோடு, எல்லீஸ் நகர் ரோடு, திருநகர், ரிங் ரோடு உட்பட 21 இடங்களை அதிகமான விபத்து நடக்கும் இடங்களாக கண்டறிந்துள்ளோம். இந்த இடங்களில் விழிப்புணர்வு ஏற்படுத்தப்படும். விபத்துகளை தடுக்க போதையில் இரு சக்கர வாகனம், ஆட்டோ ஓட்டுபவர்கள் கைது செய்யப்படுவர் என்றார்.
