நீண்ட இடைவெளிக்குப் பிறகு ராமஜெயம் கொலை வழக்கு சி.பி.ஐ வசம் ஒப்படைக்கப்பட்டுள்ளது. இதனால் குற்றவாளிகள் சிக்குவார்களா என்கிற எதிர்பார்ப்பு ராமஜெயம் ஆதரவாளர்களிடையே கூடியுள்ளது.




ராமஜெயம் கொல்லப்பட்டு ஐந்து ஆண்டுகள் ஆகின்றன. ஆனால், தமிழகக் காவல் துறை, அவரின் கொலைக்கான காரணத்தைக்கூடக் கண்டுபிடிக்கவில்லை.

தி.மு.க முன்னாள் அமைச்சர் கே.என்.நேருவின் தம்பி ராமஜெயம் கடந்த 2012-ம் ஆண்டு மார்ச் மாதம் 29-ம் தேதி படுகொலை செய்யப்பட்டார். தில்லை நகர் பகுதியில் வாக்கிங் போனவர், திருச்சி திருவளர்ச்சோலை அருகே கைகால்கள் கட்டப்பட்டுப் பிணமாகக் கண்டெடுக்கப்பட்டார். இச்சம்பவம் தொழில் போட்டி அல்லது அரசியல் விரோதம் அல்லது குடும்பப் பிரச்னை காரணமாக நடந்துள்ளதா எனத் தமிழகப் போலீஸார் விசாரணை செய்து வருகின்றனர்.

தமிழக அளவில் பரபரப்பை உண்டாக்கிய இந்த வழக்கு முதலில், திருச்சி மாநகரப் போலீஸாருக்கும் அடுத்து, சி.பி.சி.ஐ.டி-க்கும் மாற்றப்பட்டது. அதற்கென 12 தனிப்படைகள் அமைக்கப்பட்டன. ஆனாலும், சி.பி.சி.ஐ.டி போலீஸாரால், எதையும் கண்டுபிடிக்க முடியவில்லை. இந்நிலையில், கடந்த 10.12.214 அன்று, ‘ராமஜெயம் கொலை வழக்கை சி.பி.ஐ-க்கு மாற்ற வேண்டும்’ என அவரது மனைவி லதா, சென்னை உயர் நீதிமன்ற மதுரைக் கிளையில் வழக்குத் தொடர்ந்தார். இந்த வழக்கில், சி.பி.சி.ஐ.டி. போலீஸார் 33 மாதங்களுக்கு மேலாக, பல கட்டங்களாக, "குற்றவாளிகளை நெருங்கிவிட்டோம். கால அவகாசம் தேவை" என அடுத்தடுத்து நீதிமன்றத்தில் அவகாசம் வாங்கினர். அடுத்து ராமஜெயம் கொலை வழக்கில் குற்றவாளிகள் குறித்துத் துப்புக் கொடுத்தால் ரூ.2 லட்சம் பரிசு வழங்கப்படும் என சி.பி.சி.ஐ.டி போலீஸார் அறிவித்திருந்தனர்.

இந்நிலையில், இந்த வழக்கு குறித்து சட்டசபையில் பேசிய முதல்வர் எடப்பாடி பழனிசாமி, “ராமஜெயம் கொலை வழக்கில், இதுவரை மொத்தம் 1,100 சாட்சிகளுக்கு மேல் விசாரணை செய்யப்பட்டுள்ளனர். மேலும் ராமஜெயம், வாகனத்தில் கடத்திக் கொலை செய்யப்பட்டிருக்கலாம் என நினைத்த போலீஸார் திருச்சியைச் சுற்றியுள்ள சுங்கச்சாவடிகளில் விசாரணைகள் மேற்கொண்டனர். அதில், சந்தேகப்படக்கூடிய வகையான 294 வாகன உரிமையாளர்கள் விசாரிக்கப்பட்டுள்ளனர். மேலும் இதுவரை 2,910 கைப்பேசி எண்கள் பட்டியலிடப்பட்டு அவற்றைப் பயன்படுத்துவோர் விசாரிக்கப்பட்டுள்ளனர். மேலும், 2007-ம் ஆண்டு வையம்பட்டி அருகே ரியல் எஸ்டேட் அதிபர் துரைராஜ் உள்ளிட்ட இருவர் மர்மமாக காரில் எரித்துக்கொல்லப்பட்ட வழக்கில், சி.பி.சி.ஐ.டி போலீஸார் குற்றவாளிகளைக் கண்டுபிடித்ததுபோல இந்த வழக்கிலும் தகுந்த துப்புக் கிடைத்ததும் குற்றவாளிகளைக் கண்டுபிடிப்பார்கள்” என்றார்.

இந்நிலையில், இன்று ராமஜெயம் கொலை வழக்கு சென்னை உயர் நீதிமன்ற மதுரைக் கிளையில் நீதியரசர் பஷீர் அகமது முன்பு விசாரணைக்கு வந்தது. அப்போது, சி.பி.சி.ஐ.டி தரப்பில் ஆஜரான வழக்கறிஞர் கந்தசாமி, அவகாசம் கேட்டார்.

இதனையடுத்து கோபமடைந்த நீதிபதி, '' ‘இதுதான் கடைசி’ என ஒவ்வொருமுறையும் அவகாசம் கேட்கிறீர்கள். இதுவரை 12 முறைகளுக்கு மேலே அவகாசம் கேட்டுவிட்டீர்கள். ஒவ்வொருமுறையும் உறையிட்ட அறிக்கையைத் தாக்கல் செய்தாலும், வழக்கில் எந்தவித மாற்றமும் இல்லை. இனியும், நீங்கள் இந்த வழக்கை விசாரிப்பதில் சரியாக இருக்காது' என்ற நீதிபதி, ராமஜெயம் கொலை வழக்கை சி.பி.ஐ.க்கு மாற்றி உத்தரவிட்டதுடன், வழக்கு குறித்த விசாரணை அறிக்கையை மூன்று மாதங்களில் தாக்கல் செய்ய வேண்டும்'' எனவும் உத்தரவிட்டார்.

ராமஜெயம் கொலை செய்யப்பட்டு இத்தனை வருடங்கள் ஆன பின்பும் தமிழகப் போலீஸாரால் அதற்கான காரணத்தைக் கண்டுபிடிக்க முடியவில்லை என்பது ஒருபக்கம் என்றாலும், மறுபக்கம் தற்போது இந்த வழக்கு சி.பி.ஐ வசம் மாறியுள்ளது.

இதனால் குற்றவாளிகள் சிக்குவார்களா என்கிற எதிர்பார்ப்பு ராமஜெயம் ஆதரவாளர்களிடையே கூடியுள்ளது.

முன்னாள் முதல்வர் ஜெயலலிதா இறப்பைத் தொடர்ந்து தற்போது, கட்சி டி.டி.வி.தினகரன் அணி மற்றும் எடப்பாடி பழனிசாமி அணி என இரண்டு அணியாக உள்ளது. கட்சி மற்றும் ஆட்சி எடப்பாடி பழனிசாமியின் கட்டுப்பாட்டில் இருந்துவருகிறது. ஜெயா டி.வி மற்றும் நமது எம்.ஜி.ஆர் ஆகியவை டி.டி.வி.தினகரனின் கட்டுப்பாட்டில் இருந்துவருகிறது. இந்தநிலையில், இன்று காலை ஆறு மணி முதல், வருமான வரித்துறை அதிகாரிகள் ஜெயாடிவி அலுவலகத்தில் சோதனையில் ஈடுபட்டுவருகின்றனர்.

இந்தச் சோதனையில் 10-க்கும் மேற்பட்ட வருமான வரித்துறை அதிகாரிகள் சோதனையில் ஈடுபட்டுள்ளனர். வருமானத்தை முறையாக காண்பிக்கவில்லை மற்றும் வருமான வரி சரியாக கட்டவில்லை என்ற அடிப்படையில் வருமான வரித்துறை அதிகாரிகள் சோதனையில் ஈடுபட்டுள்ளனர். இதுதவிர, ஜெயாடிவிக்கு தொடர்புடைய மேலும் சில இடங்களிலும் சோதனைகள் நடைபெறுவதாக தகவல்கள் தெரிவிக்கின்றன. நேற்று தேர்தல் ஆணையத்தில் இரட்டை இலை தொடர்பான கடைசி கட்ட விசாரணை பெற்றது. அதேப்போல, டி.டி.வி.தினகரன் நேற்று பெங்களூரு சிறையில் சசிகலாவைச் சந்தித்திருந்தார். இத்தகைய சூழலில் வருமான வரித்துறை சோதனை நடைபெற்றுள்ளது.

No takers for 30% of Engg. seats

There are no takers for about 30% of engineering seats in Telangana this year as the previous governments sanctioned engineering colleges indiscriminately without any rationale, Deputy Chief Minister and Education Minister Kadiyam Srihari said during Question Hour in the Legislative Council on Wednesday.

Responding positively to TRS member R. Bhoopathi Reddy’s query whether there was any proposal to set up a College of Engineering on the campus of Telangana University in Nizamabad, Mr. Srihari said at present there were 251 engineering colleges offering B.Tech degree. While the AICTE approved 1.26 lakh seats, the sanctioned intake was 97,961 seats but this year’s enrolment was 68,514.

The Government had stepped up inspection of engineering colleges to ensure quality academic atmosphere and infrastructure and only 212 colleges were given affiliation this year, he said.

The Government also prepared a perspective plan and identified 14 thrust areas where new engineering colleges and courses would be sanctioned and the proposal had been sent to the AICTE.

The Minister said that if 1.55 lakh students appeared for the entrance test, 1.3 lakh students qualified but not even 82,000 to 85,000 students were taking admissions. Even in Convenor quota, of 66,334 seats, only 48,000 seats were filled. Because of strict monitoring, non-serious students were no longer taking admissions, he added.

Pointing out the disproportionate presence of engineering colleges in the State, he said while there were 122 engineering colleges in Ranga Reddy district, there was only one college in Adilabad. “We wrote to the AICTE to sanction colleges in Adilabad, Nizamabad, and other backward districts”.

Leader of Opposition Mohd. Ali Shabbir said that 50% of engineering colleges were closed and thus seats were also reduced in the last three years yet the Government was not releasing fee reimbursement regularly. TRS member Palla Rajeswar Reddy said across the States, only 50% to 60% of engineering seats were getting filled.

Responding to a query from Congress member P. Sudhakar Reddy, he said under the Rashtriya Uchtar Shiksha Abhiyan (RUSA) scheme with Central and State Share of 60:40 respectively for development of universities and degree colleges, Centre sanctioned Rs. 174 crore in three years and Rs. 80 crore was released.

UoH suspends 10 students on charges of indiscipline

Students’ union criticises ‘moral policing’ by the university authorities

University of Hyderabad (UoH) suspended with immediate effect three students for two years and seven students for six months from academic programmes and hostels after an inquiry committee set up by the Vice-Chancellor found them to have “prevented officials from discharging their duties and verbal assault”. The students, who were suspended for two years, were also found to have refused to “comply with rules”.

Backed by the UoH Students Union, the suspended students have, however, launched a protest on the campus demanding that the university authorities “stop moral policing”. Though the hostel rules state that male students should not enter ladies hostel and vice versa, a considerable section of the varsity’s students community has been demanding free movement for students of all genders in hostels. UoH Students Union in a statement issued on Wednesday, “rejected the manner, notion and idea of moral policing”.

The incident took place on November 3 when J-hostel administrative officers searched a room after they received complaint that a female student was spending the night there. When the girl student who was asked to leave the hostel room protested the warden’s demand, a group of students including representatives of UoH Students Union and Gender Sensitive Committee Against Sexual Harassment gathered near the hostel room in her support. Cyberabad police who were called to the spot by the administration dispersed the students.

As per the order copy issued by UoH Registrar’s office, the suspended students will have to sign “an undertaking that they shall restrain from any act of misconduct and indiscipline” if they choose to rejoin after the punishment term.

The order also stated that these students will not be given hostel accommodation again. In a press statement, the University said that “competent authority has approved the report and recommendations of the Committee that has held students guilty...”.

The female student, however, issued a statement against the University accusing the administration of “individually targeting” her. In her open letter to the administration, the suspended female student also asked faculty members and her peers to fight the decision taken by the university. Suspended students did not leave the varsity even after the order was issued.

Police crack murder case using WhatsApp as a tool

The city police have cracked the murder case of a 22-year-old youth from Raichur, who was killed by his friend over a financial row, using the WhatsApp group of beat policemen.

On October 13, the Kamakshipalya police recovered the body of an unidentified youth near a park in Sunkadakatte.

As part of the standard operating procedure, the Kamakshipalya police collected footage from CCTV cameras in and around the area and found that the deceased was found in a bar with a man hours before his death.

The police went to the bar and questioned the staff who revealed that the deceased had visited the bar and had conversed in a north Karnataka accent.

Inspector Ravikumar R.G. began to circulate the picture of the deceased to the inspectors of all police stations in north Karnataka seeking help in identifying the youth.

The inspectors in turn shared the picture with the beat policemen, who then shared the picture in their area Suraksha Mitra WhatsApp groups.

Their efforts paid dividends. One of the members of the WhatsApp group — Shivraj Patil from Mulki police station in Sindhanur taluk of Vijayapura district — identified the picture and contacted Mr. Ravikumar. The Kamakshipalya police called Mr. Patil to the city to identify the deceased. He not only did so, but also helped the police in identifying the accused through a CCTV grab.

Based on his information, the police rushed to Chirantala village in Sindhanur taluk and arrested Basavalinga, 21.

Basavalinga confessed that he killed his friend — Gundana Gowda, 22, — for making an indecent proposal.

According to the police, Gowda, a salesman, and Basavalinga, who worked in a chicken stall, were friends and working in Bengaluru. and staying in a rented house separately.

Further inquiries revealed that Basavalinga had borrowed Rs. 20,000 from Gowda, but had not repaid it.

Recently, Basavalinga got engaged and Gowda took advantage of this by continuously harassing Basavalinga for sexual favours with his fiancée, saying he would waive the loan if he allowed it.

When Gowda began to pester him, Basavalinga decided to eliminate him to avenge the humiliation. As part of the plan, Basavalinga invited Gowda for a drink to a bar.

On the way home, Basavalinga hit Gowda on his head with a hollow brick until he died and sped from the spot, Mr. Ravikumar further said.

HC issues notice to Sivaganga CollectorAgainst sand mining in a tank

A public interest litigation petition was filed before the Madurai Bench of the Madras High Court on Tuesday seeking directions against private parties mining sand at Kanoor tank in Sivaganga district in the guise of removing ‘savadu’ (brick earth) sand.

Taking up the petition for hearing, a division bench of Justices M. Venugopal and Abdul Quddhose directed notice to the Director, Department of Geology and Mining, Sivaganga Collector and other officers.

The petitioner, P. Gayathri of Sivaganga, said permission was given only to excavate ‘savadu’ sand. However, every day more than 1,000 lorries transported sand excavated from the tank and adjacent lands. Sand had been excavated to a depth of up to 25 feet.

The private party had obtained licence from the Collector to excavate only ‘savadu’ for a period of six months. The illegal quarrying had weakened the structure of the tank.

A road had also been laid to a width of 20 feet to transport sand in lorries without permission under the Tamil Nadu Minor Mineral Concession Rules, 1959.

The petitioner said Kanoor tank was the main source of irrigation of agricultural lands in nearby villages. The villages also used the tank for drawing drinking water.

But now the villages were facing scarcity of water and agricultural activities had also been hit. The groundwater table was facing depletion.

A representation was sent to the authorities to take necessary action to check the illegal sand quarrying. However, no action had been taken so far, contended the petitioner.

All-new Cheran Express from November 10

Nilgiris Express too might get LHB coaches

From November 10, passengers of 12673 Cheran Express will have a different kind of travelling experience.

The train will run with the new Linke Hofmann Bush (LHB) coaches, built at the Rail Coach Factory in Kapurthala in Punjab using German technology.

The first set of 22 coaches will be plying on Friday and the second set of 22 coaches on Saturday from Coimbatore.

There are a few trains with LHB coaches are passing through Coimbatore junction.

Two sets of conventional ICF coaches are used for Cheran Express now on Rake Sharing Arrangement (RSA) with Navjivan Express. One set of 23 coaches would be handed over to the zonal headquarters.

Another 23 coaches would be shared by Salem, Thiruvanan thapuram, and Chennai railway divisions, said railway sources.

Of this, the Coimbatore will get one 2 A/C coach for its usage.
