மத்திய அரசு சமீபத்தில் நடத்திய விசாரணையில் நாடு முழுவதும் பலர் போலி நிறுவனங்களை தொடங்கி அதில் கருப்பு பணத்தை முதலீடு செய்து பெருமளவில் வரி ஏய்ப்பு செய்திருப்பதாக தகவல்களை வெளியிட்டது. அதனைத்தொடர்ந்து பல்வேறு இடங்களில் ‘ஆபரேஷன் கிளன் பிளாக் மணி’ என்ற பெயரில் வருமான வரித்துறை அதிகாரிகள் பல கட்டங்களாக அதிரடி சோதனையில் ஈடுபட்டனர்.

இதில் பல நிறுவனங்கள் போலி பெயர்களில் கருப்பு பணத்தை முதலீடு செய்து வரி ஏய்ப்பு செய்து இருப்பது கண்டுபிடிக்கப்பட்டது. அதன் தொடர்ச்சியாக தமிழ்நாட்டில் சென்னை, தஞ்சை, மன்னார்குடி, திருச்சி, கோவை, நாமக்கல், கோடநாடு உள்ளிட்ட இடங்களிலும், கர்நாடக மாநிலம் பெங்களூருவிலும், தெலுங்கானாவில் ஐதராபாத்திலும் வருமான வரித்துறையினர் இதுவரை இல்லாத அளவுக்கு திடீர் சோதனையில் நேற்று முன்தினம் ஈடுபட தொடங்கினார்கள்.

இதில் சசிகலா, டி.டி.வி.தினகரன், சசிகலாவின் கணவர் நடராஜன், சகோதரர் திவாகரன், அண்ணன் மனைவி இளவரசியின் மகன் மற்றும் மகள் ஆகியோருக்கு சொந்தமான வீடுகள், அலுவலகங்கள், நிறுவனங்கள் என மொத்தம் 187 இடங்களில் நேற்று முன்தினம் அதிரடியாக நுழைந்த வருமான வரித்துறை அதிகாரிகள் தீவிர சோதனை செய்தனர்.

நேற்று முன்தினம் அதிகாலை 5 மணிக்கு தொடங்கிய இந்த சோதனை நள்ளிரவு வரை நீடித்தது. இதில் 40 இடங்களில் சோதனை முடிந்த நிலையில் மீதமுள்ள 147 இடங்களில் நேற்று வருமான வரித்துறை அதிகாரிகள் தொடர்ந்து சோதனை மேற்கொண்டனர். சென்னை ஈக்காட்டுத்தாங்கலில் ஜெயா டி.வி., நமது எம்.ஜி.ஆர். அலுவலகத்தில் நேற்று முன்தினம் தொடங்கிய சோதனை 2-வது நாளாக நீடித்தது.

ஜெயா டி.வி.யின் முதல் தளத்தில் நடைபெற்ற இந்த சோதனையில் அதிகாரிகள் நிறுவனத்தின் வங்கி கணக்கு, ஆவணங்கள் அனைத்தையும் பறிமுதல் செய்து சரிபார்த்தனர். மேலும், ஒளிபரப்பு அறைக்கு சென்று அங்கிருந்த சி.டி.க்களை பறிமுதல் செய்து அதில் உள்ள வீடியோக்களை ஆய்வு செய்ததாக கூறப்படுகிறது.

ஜெயா டி.வி.யில் சிக்கிய பல முக்கிய ஆவணங்களை 2 கார்களில் 6 அதிகாரிகள் காலை 10 மணிக்கு எடுத்து சென்றனர். அவர்கள் சென்னை கோடம்பாக்கம் மகாலிங்கபுரத்தில் உள்ள ஜெயா டி.வி.யின் தலைமை செயல் அதிகாரி விவேக் வீட்டுக்கும், பொதுமேலாளர் நடராஜன் வீட்டுக்கும் கொண்டு சென்று, அவர்களிடம் விசாரணை நடத்தியதாக தெரிகிறது.

கைப்பற்றப்பட்ட ஆவணங்கள் குறித்து அதிகாரிகள் அவர்களிடம் நடத்திய விசாரணையில், பெரும்பாலான கேள்விகளுக்கு தெரியாது என்ற பதிலையே அவர்கள் தெரிவித்ததாக கூறப்படுகிறது. பின்னர், மாலை 4 மணியளவில் ஜெயா டி.வி. அலுவலகத்துக்கு வந்த அதிகாரிகள், பொது மேலாளரை அலுவலகத்தில் விட்டு விட்டு, புறப்பட்டு சென்றனர். நிறுவனத்தில் கைப்பற்றப்பட்ட ஆவணங்களை அதிகாரிகள் கையோடு எடுத்துச் சென்றனர். தொடர்ந்து அது தொடர்பாக விசாரணை நடைபெற்று வருகிறது.

சென்னை மகாலிங்கபுரம் ராமநாதன் தெருவில் உள்ள சசிகலாவின் அண்ணன் மகனும், ஜெயா டி.வி.யின் தலைமை செயல் அதிகாரியுமான விவேக் வீட்டில் நேற்று முன்தினம் காலை தொடங்கிய வருமான வரித்துறை சோதனை நேற்றும் நீடித்தது. விவேக் வீட்டில் நேற்று முன்தினம் கைப்பற்றப்பட்ட ஆவணங்கள் ஒரு தனிஅறையில் வைத்து பூட்டப்பட்டு துப்பாக்கி ஏந்திய போலீசார் இரவு முழுவதும் பாதுகாப்பிற்காக நிறுத்தப்பட்டிருந்தனர்.

மேலும் வருமான வரித்துறை அதிகாரிகள் 2 பேர் நேற்று முன்தினம் இரவு விவேக் வீட்டிலேயே தங்கினர்.

நேற்று காலையில் விவேக் வீட்டில் உள்ள தங்கம், வைரம் மற்றும் வெள்ளி பொருட்கள் வருமான வரித்துறையை சேர்ந்த நகை மதிப்பீட்டாளரை கொண்டு மதிப்பீடு செய்யப்பட்டது. அதற்கு முறையாக வரி செலுத்தப்பட்டிருக்கிறதா? என்றும் அதிகாரிகள் ஆய்வு செய்தனர்.

விவேக் மற்றும் அவருடைய மனைவி கீர்த்தனா, கீர்த்தனாவின் சகோதரர் பிரபு ஆகியோர் வருமான வரி சோதனையின்போது வீட்டில் இருந்தனர். அவர்கள் மற்றவர்களுடன் தொடர்புகொள்வதற்கு அனுமதிக்கப்படவில்லை. நேற்று காலை 11 மணியளவில் சீரான இடைவெளியில் வருமான வரித்துறை அதிகாரிகள் விவேக் வீட்டுக்கு வந்தவண்ணம் இருந்தனர்.

வழக்கம்போல விவேக் ஆதரவாளர்கள் அவருடைய வீட்டின் முன்பு அமர்ந்திருந்தனர். சோதனையில் ஈடுபடும் வருமான வரித்துறை அதிகாரிகளுக்கு கொண்டு செல்லப்படும் சாப்பாட்டுடன் ஏதாவது ஆவணங்களை வெளியிலிருந்து உள்ளே கொண்டு செல்லாதபடி விவேக் ஆதரவாளர்கள் சோதனை செய்தனர். ஆயுதப்படை போலீஸ்காரர்கள் ஒரு ‘ஷிப்ட்’ முடிந்தவுடன் வேறு போலீஸ்காரர்கள் நுழைந்தனர். அவர்கள் கொண்டு வந்த பைகளை விவேக் ஆதரவாளர்கள் சோதனை செய்தனர். அதன்பிறகே வீட்டினுள் அனுமதித்தனர்.

விவேக் மற்றும் அவரது மனைவி மற்றும் உறவினர்கள் வருமான வரித்துறை அதிகாரிகள் சோதனைக்கு ஒத்துழைப்பு கொடுத்தனர். நேற்று வரி ஏய்ப்பு செய்ததற்கான முக்கிய ஆவணங்கள் சிக்கியதாகவும், ரொக்கப்பணம் சிக்கியதாகவும் வருமான வரித்துறை வட்டாரங்கள் தெரிவித்தன.

விவேக் வீட்டில் சிக்கிய ஆவணங்கள், நகைகள் மற்றும் பணத்தின் மதிப்பை ஆய்வு செய்யும் பணிகள் நடைபெற்று வருவதாகவும், விரைவில் கைப்பற்றப்பட்ட பணத்தின் மதிப்பு மற்றும் ஆவணங்களின் விவரம் வெளியிடப்படும் என்றும் வருமான வரித்துறை அதிகாரிகள் தெரிவித்தனர்.

இதற்கிடையே மாலை 3.55 மணியளவில் நுங்கம்பாக்கம் போலீஸ் உதவி கமிஷனர் தொல்காப்பியன் தலைமையில் 20-க்கும் மேற்பட்ட போலீசார் குவிக்கப்பட்டனர். அவர்கள் விவேக் வீட்டின் முன்பு வருமான வரித்துறை அதிகாரிகள் வீட்டினுள் உள்ளே சென்றுவர இடையூறு ஏற்படாதவண்ணம் இரும்பு தடுப்புகள் அமைக்கப்பட வேண்டும் என்று கூறினர்.

இதற்கு விவேக் ஆதரவாளர்கள் எதிர்ப்பு தெரிவித்தனர். இதனால் அங்கு சிறிதுநேரம் பரபரப்பு ஏற்பட்டது. ஒருவழியாக விவேக் ஆதரவாளர்கள் சமாதானம் அடைந்தனர். சோதனையில் ஈடுபடும் அதிகாரிகளுக்கு சிரமம் ஏற்படாதவாறு இரும்பு தடுப்புகளை போலீசார் அமைத்தனர்.

சென்னை தியாகராயநகர் அபிபுல்லா சாலையில் சசிகலாவின் அண்ணன் மகள் கிருஷ்ணபிரியா வீட்டில் நேற்று முன்தினம் வருமான வரித்துறை கூடுதல் கமிஷனர் சுபஸ்ரீ தலைமையில் சோதனையை தொடங்கிய 10 பேர் கொண்ட அதிகாரிகள் குழுவினர் விடிய விடிய அதை தொடர்ந்தனர். இரவு வருமான வரித்துறை கூடுதல் கமிஷனர் ஜெயராகவன், கிருஷ்ணபிரியா வீட்டுக்கு வந்து அங்கு நடத்தப்பட்ட சோதனைகள் குறித்த விவரங்களை கேட்டறிந்து புறப்பட்டு சென்றார்.

அவரைத்தொடர்ந்து 6 அதிகாரிகள் அங்கிருந்து திரும்பி சென்றனர். மீதம் இருந்த 4 அதிகாரிகள் விடிய விடிய வீட்டில் இருந்த ஆவணங்கள், வங்கி கணக்குகள், செல்போன் அழைப்புகள் ஆகியவற்றை எடுத்து சோதனை செய்தார்கள். கிருஷ்ணபிரியாவுக்கு சொந்தமான கிருஷ்ணபிரியா அறக்கட்டளையும், 2 நிறுவனங்களும் சென்னையில் உள்ளது.

அந்த அறக்கட்டளை, நிறுவனங்களின் கணக்கு வழக்குகளையும், அறக்கட்டளைக்கு எங்கிருந்து பணம் வருகிறது? அதன் வரவு செலவு கணக்குகளை எப்படி காட்டி இருக்கிறார்கள்? என்பது குறித்தும் அதிகாரிகள் தீவிர சோதனை செய்தனர்.

நேற்று காலை 9.20 மணியளவில் இரவு திரும்பி சென்ற வருமான வரித்துறை அதிகாரிகள் மீண்டும் வந்து சோதனையை தொடங்கினார்கள். காலை 10.30 மணியளவில் கிருஷ்ணபிரியா வீட்டில் இருந்து சில ஆவணங்களை எடுத்துக்கொண்டு புறப்பட்ட வருமான வரித்துறை அதிகாரிகள், சென்னை கோடம்பாக்கம் மகாலிங்கபுரத்தில் உள்ள கிருஷ்ணபிரியாவின் சகோதரர் விவேக் வீட்டுக்கு சென்றனர்.

இதுதொடர்பாக அதிகாரிகள் கூறுகையில், ‘கிருஷ்ணபிரியா வீட்டில் இருந்து எடுக்கப்பட்ட சில ஆவணங்களையும், விவேக் இல்லத்தில் எடுக்கப்பட்ட ஆவணங்களையும் ஒப்பிட்டு சரிபார்ப்பதற்காக சென்றோம்’ என்றனர். கிருஷ்ணபிரியாவின் வங்கி கணக்குகளை எடுத்த அதிகாரிகள், சம்பந்தப்பட்ட வங்கிக்கு சென்று அவர்கள் செய்த பணபரிவர்த்தனைகள் குறித்த விவரங்களை பெறுவார்கள் என்று கூறப்படுகிறது.

சென்னை கொட்டிவாக்கம், கருணாநிதி நகர், லட்சுமிவதனா தெருவில் உள்ள டி.டி.வி.தினகரனின் மைத்துனர் டாக்டர் வெங்கடேஷ் வீட்டில் நேற்று முன்தினம் காலை முதல் இரவு விடிய, விடிய வருமான வரித்துறையினரின் சோதனை நடைபெற்றது. 2-வது நாளாக நேற்றும் அதிகாலை முதலே வருமானவரி சோதனை நடைபெற்றது.

வருமான வரித்துறை உதவி கமிஷனர் கண்ணன் நேற்று காலை 8.30 மணியளவில் டாக்டர் வெங்கடேஷின் வீட்டிற்கு வந்தார். அங்கு ஏற்கனவே சோதனை மேற்கொண்டு இருந்த 5 வருமான வரித்துறை அதிகாரிகளுடன் அவரும் இணைந்து தீவிர சோதனையில் ஈடுபட்டார். சோதனையின் போது பல முக்கிய ஆவணங்கள் சிக்கியதாக தெரிகிறது.

மேலும் வருமானவரி சோதனை நடைபெற்றபோது டாக்டர் வெங்கடேஷின் வீட்டுக்குள் வெளியாட்கள் யாரும் அனுமதிக்கப்படவில்லை. இந்தநிலையில், நேற்று பிற்பகலில் வெங்கடேஷ் வீட்டிற்கு கியாஸ் சிலிண்டர் வழங்குவதற்காக வந்த கியாஸ் கம்பெனி ஊழியரிடம் இருந்து கியாஸ் சிலிண்டர் பெறாமலேயே திருப்பி அனுப்பப்பட்டார். பிற்பகல் 2.55 மணியளவில், பள்ளிக்கு சென்ற டாக்டர் வெங்கடேஷின் மகன்கள் வீட்டுக்கு அழைத்து வரப்பட்டனர். டாக்டர் வெங்கடேஷ் வீட்டில் நேற்று இரவு 7.30 மணிக்கு பிறகும் சோதனைகள் நடைபெற்றுக் கொண்டிருந்தது.

இதேபோன்று, நீலாங்கரை, கஜுரா கார்டன், 1-வது பிரதான சாலையில் உள்ள டி.டி.வி.தினகரனின் சகலை டாக்டர் சிவகுமாரின் வீட்டிலும் நேற்று 2-வது நாளாக வருமான வரித்துறையினரின் சோதனை நடைபெற்றது. 7 வருமான வரித்துறை அதிகாரிகள் கொண்ட குழுவினர் தீவிர சோதனையில் ஈடுபட்டனர். இந்த சோதனை நேற்று இரவு 7.15 மணிக்கு நிறைவடைந்து வருமான வரித்துறை அதிகாரிகள் வீட்டை விட்டு கிளம்பினர். அப்போது சோதனையில் சிக்கிய முக்கிய ஆவணங்களை கைகளில் எடுத்துச் சென்றனர்.

நேற்று நடத்தப்பட்ட சோதனை குறித்து வருமான வரித்துறை அதிகாரிகள் கூறும்போது, ‘வருமான வரித்துறை சோதனை முடியும் வரையில் கைப்பற்றப்பட்ட ஆவணங்கள், பொருட்கள் குறித்து நாங்கள் எந்த தகவலையும் தெரிவிக்க முடியாது. கைப்பற்றப்பட்ட ஆவணங்கள், வங்கி கணக்குகளை ஆராய வேண்டியுள்ளதால் தொடர்ந்து சோதனை நடந்து வருகிறது’ என்று குறிப்பிட்டனர்.

AICTE shuts 1,400 'bad standard' tech courses

In a bid to improve the standard of technical education in the country, All India Council for Technical Education (AICTE) has closed nearly 1,400 courses that did not meet required standards in various technical institutions in the academic year 2017-18.

The number of courses is the highest in last five years.

The maximum number of institutes where courses have been closed are in Maharashtra with over 400 situated in the state. Madhya Pradesh, Telangana and Karnataka also have a high number of such institutes.

Maximum courses that have been closed are on engineering and information technology, while a minuscule percentage are courses on pharmacy and management. Authorities have advised students to check details about courses as well as the institute before applying.

After various surveys on engineering education in India pointed that majority of the graduates in the country have become unemployable, the Ministry of Human Resource Development started taking initiatives to improve the quality of technical education, specially engineering. As a part of this, the government regulator has also decided to close 800 engineering institutions that are not getting any admissions. These institutions will be shut over the next two years.

The courses that have been shut by AICTE did not meed required educational standards. According to data obtained from AICTE, 468 courses were closed in 2012-13, 912 in 2013-14, 604 in 2014-15, 1,093 in 2015-16, 670 in 2016-17 and 1,389 in 2017-18.

"A high number of course closures shows that we are going after improving the quality of technical education in the country. Courses that either do not have any students of are not meeting the required standards of curriculum have been closed. There are many institutions where popular departments like civil and mechanical engineering have also been closed because they were not performing well," said a senior official in AICTE.

"We want to advise students to check credentials about the course, apart from the institute before seeking admission in an institute," the official added.

India has, over the last three years, seen a dip in number of students opting for engineering. After failing to secure a seat in the top technical institutes like IITs, NITs, students have steered clear of private engineering colleges.

UGC pulls up varsities for conducting animal dissection sans registration

The University Grants Commission (UGC) has pulled up some varsities for conducting animal dissection without registration with a committee as mandated by the government.

NEW DELHI: The University Grants Commission (UGC) has pulled up some varsities for conducting animal dissection without registration with a committee as mandated by the government.
The commission had in 2014 announced discontinuation of animal dissection.

However, following opposition from academicians and field experts that it was reducing practical exposure of students and turning zoology into a dead discipline, the Control and Supervision of Experiments on Animals (CPCSEA) was formed.

The committee working under the supervision of the Ministry of Environment and Forests (MoEF) is a regulatory body facilitating registration of establishments conducting animal experimentation or breeding of animals for this purpose.

Universities running courses in Life Sciences and Zoology and having facilities for animal dissection are mandated to register themselves with the committee to ensure that the rules are not violated.
"There are still some unregistered establishments and varsities conducting animal research and not compliant with the guidelines of CPCSEA. They are required to do so on a priority bases," UGC Secretary P K Thakur said in a letter to vice chancellors of all varsities.

The VCs have also been asked to issue instructions to affiliated colleges in this regard.
The CPCSEA's other functions include approval of animal house facilities on the basis of inspection, permission for conducting experiments involving use of animals, recommendation for import of animals for use in experiments and action against establishments in case of established violation of any legal norm or stipulation.

In 2011, the UGC had imposed a partial ban on animal dissection and directed all universities and colleges to stop experimentation on animals for training purposes for Zoology and life sciences at the undergraduate level.

However, in 2014 the commission had instructed all universities to ban dissection of animals for academic purposes at both the undergraduate and post-graduate levels.

The UGC had said that non-animal methods - including computer simulations, interactive CD-ROMs, films and lifelike models - can be used to teach anatomy and complex biological processes, which are better than cruel, archaic animal laboratories processes.

Educational institutions found violating the order can be booked under the Wildlife Protection Act and also the Prevention of Cruelty Against Animals Act, the UGC had warned.

VIT begins sale of forms for entrance test

Exam between April 4 and 15 next year

Sale of applications for VIT Engineering Entrance Examinations – VITEEE 2018 – for the university’s campuses at Vellore, Chennai, Andhra Pradesh and Bhopal – began on Thursday.

According to a press release, the university’s chancellor G. Viswanathan launched the sale of application forms at the Head Post Office, Vellore.

The online entrance examinations will be held between April 4 and 15, 2018 at 124 locations in India and also in Dubai, Kuwait, Qatar and Muscat.

The forms would be available at 30 Head Post Offices across the country. Students can pay Rs. 1,200 as cost for the application form or submit a demand draft drawn in favour of VIT for the amount. Those who wish to apply online can visit www.vit.ac.in. The last date for applying is February 28, 2018.

On VIT’s Vellore campus, the courses offered include B.Tech in Civil, Mechanical, Electrical and Electronics, Electronics and Communication engineering, Biotechnology, Bioinformatics, Chemical Engineering, Information Technology, Computer Science Engineering, Electronics Communication with Bio Medical Engineering, Mechanical engineering with specialisation in Automotive Engineering and Production and Industrial Engineering.

The university’s campus at Chennai offered courses including Civil, Mechanical, Computer Science Engineering (CSE), Electrical and Electronics, Electronics and Computer Engineering while the Amaravathi campus in Andhra Pradesh offered B.Tech in CSE, Electronics and Communication, Mechanical, Computer Science with Networking and Security, Computer Science with specialisation in Date Analytics, Electronics and Communication with embedded systems, Electronics and Communication with VLSI.

On the Bhopal campus, the courses offered included B.Tech in Bio Engineering, CSE, Mechanical engineering and Computer Science with Gaming Technology, the release said.

VIT’s vice-presidents Sankar Viswanathan, G.V. Selvam, vice-chancellor Anand A. Samuel, director of undergraduate admissions K. Manivannan, and superintendent of post offices Vellore K. Vijaya were present.

Dubai Shopping Festival package

High Court directs reimbursement of medical expenses

Claimed by the wife of a deceased government employee

The Madurai Bench of the Madras High Court on Thursday directed the Director of Pension to sanction the medical expenses incurred by a deceased government employee’s wife for his treatment.

The claim was rejected as the employee underwent a surgery at a hospital which was not in the list of hospitals approved by the government for reimbursement of medical expenses.

A Division Bench of Justices M. Venugopal and Abdul Quddhose, while upholding an earlier judgement of a single judge bench, however reduced the rate of interest from 9% to 6% and directed that the claim be paid within four weeks.

Hearing the appeal preferred by the State, the Division Bench observed that it was the obligation of the government to disburse the amount without harping on hyper technicalities.

It observed that Right to Health was an integral part of Right to Life and the government was under a constitutional obligation to provide healthcare facilities.

The District-level Empowered Committee in Madurai had rejected the medical claim as the treatment was done at an unapproved hospital and it was not cashless treatment. The employee’s wife had demanded medical reimbursement of Rs. 1.07 lakh after his death in 2016.

The Government Pleader had contended that a contract was entered with an insurance company for making payments for medical reimbursement and the subscription amount was paid to the company. The agreement approved 726 hospitals and 113 surgical procedures.

The counsel for the respondents argued that the State could not deny the reimbursement just because the hospital was not ‘approved’. It was the duty of the State to reimburse the amount.

SRM cheating case: 129 medical aspirants get back money

Rs. 81.58 crore given from Pachamuthu’s bail deposit

The Madras High Court-appointed Commissioner, N. Paul Vasanthakumar, the former Chief Justice of Jammu & Kashmir High Court, has disbursed over Rs. 81 crore to 129 claimants who reportedly paid money to get seats in medical colleges run by the SRM group.

Last year, the SRM University Chancellor, T.R. Pachamuthu alias Parivendhar, Vendhar Movies S. Madhan and seven others were arrested by the Central Crime Branch following complaints by the parents of medical aspirants who paid money for seats. Subsequently, in order to secure bail, Pachamuthu deposited Rs. 90 crore.

Case quashed by SC

The Supreme Court had recently ordered the quashing of the criminal case.

The deposited amount is being disbursed through Justice Paul Vasanthakumar, (retd.) to the claimants.

Additional Deputy Commissioner of Police, Central Crime Branch-II, S. Radhakrishnan told The Hindu , “As many as 143 claimants came forward and submitted the necessary proof to substantiate their claims. The Commissioner, after going through them, disbursed Rs. 81.58 crore to 129 claimants so far. Another 14 claims are under scrutiny.”
