WhatsApp's new feature to give more power to group admins

WhatsApp has reportedly submitted the ‘Restricted Groups’ setting via Google Play Programme in version 2.17.430.

Earlier, WhatsApp launched the picture-in-picture mode (PiP), where users can now play YouTube videos directly within the app.

Facebook owned messaging service WhatsApp is likely to add a new feature to its mobile app. The app will now offer the group administrators more power where they will be allowed to restrict all the members in the group from sending text messages or sharing pictures, videos, documents, GIFs etc.

According to WABetInfo, WhatsApp has submitted the ‘Restricted Groups’ setting via Google Play Programme in version 2.17.430. The new setting can only be activated by the group admins, and once restricted, other members will only be able to read admin’s message. However, the can use the ‘Message Admin’ button to message or share a file on the group. The admin will then approve the message before everyone else on the group can see the message.

"A group can be restricted once every 72 hours but thanks to the 2.17.430 beta, we discovered that WhatsApp will be finally able to change this value from the server," the website said.

Earlier, WhatsApp launched the picture-in-picture mode (PiP), where users can now play YouTube videos directly within the app. Now when you receive a YouTube link and click on it, the video will open within the app itself and float on the window. You can also navigate to another chat while watching the video.

Govt to give 3-6 month window for Aadhaar-PAN linking post-SC approval

The government has indicated to the Supreme Court that it is willing to extend this deadline to March 31, 2018.

New Delhi: The government will give 3-6 months to link the biometric identifier Aadhaar with PAN in case the apex court rules in its favour, after which it may cancel all PANs that have not been linked, a senior official has said.

The cancellation will weed out all duplicate PANs and make benami transactions void, the official said.

The current deadline for linking the 10-digit alphanumeric PAN (Permanent Account Number), issued by the Income Tax Department, with Aadhaar is December 31.

The government has indicated to the Supreme Court that it is willing to extend this deadline to March 31, 2018.

The official said that in the event of the apex court upholding the government position of making linking of PAN with Aadhaar mandatory and agreeing with the proposed deadline, a 3-6 month grace period would be given to allow all taxpayers to do the linking.

As of November, 13.28 crore out of 33 crore PANs have been linked to the 12-digit Aadhaar, he said.

"The linking exercise is aimed at eliminating duplicate PAN cards which are being used by unscrupulous elements to avoid paying due taxes," the official said.

Not linking PAN with Aadhaar even after the grace period will render the PAN invalid, he said.

"We can give 3 to 6-month window after December 31 for the linking," he said.

Last month, the government had told the court, which is hearing petitions against making Aadhaar linking to bank accounts, mobile phone numbers and others mandatory, that it is willing to extend the deadline to March 31, 2018.

This year, the government made the quoting of Aadhaar mandatory for filing income tax returns (ITRs) as well as obtaining a new PAN.

"The duplicate PAN cards are the ones which are creating a major danger to the economy. They are the ones who are using this duplicate PAN for opening bank accounts and then they are transacting and they are not filing returns. So we need to worry about them," the official said.

Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017 and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.

The government had in August extended by four months the deadline for linking PAN with Aadhaar till December 31, pending the Supreme Court verdict. As the case is pending in the Supreme Court, the government is not enforcing the provision, the official said.

"There will be a time when, once Supreme Court clears it, we would like to give a date by which all have to link with Aadhaar and remaining will be cancelled.

"We will give a 3-6 month window... But after that the PAN, if it is not linked, will be cancelled. Our purpose is, all duplicate PANs should be eliminated which are not linked to Aadhaar card. So, all the Benami transactions will go," the official said.

The Supreme Court is hearing petitions challenging the government's decision on Aadhaar and has said it may consider setting up a constitution bench to hear pleas challenging the Centre's move to make Aadhaar card mandatory for availing various services and benefits of welfare schemes.

Kanyakumari limps back to normal

Kanyakumari: The cyclone-battered district is limping back to normal with power supply showing signs of returning in a phased manner. District collector Sajjan Singh R Chavan told TOI that close to 4,000 electric poles were damaged and that they have got close to 3,000 poles by Saturday morning. "By Friday night we restored power supply to a part of Nagercoil town and major parts of Kulithurai, Kaliyakavilai and Aralvaimozhi. We are hopeful of restoring supply at 60 to 70 per cent areas by Saturday night," he said.

According to the collector, the priority was to provide drinking water across the district. "We are securing generators from nearby districts to restore power in seven schemes. At areas not covered by these schemes we are using generators to pump borewell water to overhead water tanks", he added. Chavan said that they had arranged 58 tankers to supply drinking water to areas not covered. In all, 3,500 government staff from health, highways and Tangedco were working in Kanyakumari to help the district come back to normal. With dams overflowing the low lying areas had been warned of to be alert.

Though 3,000 cusecs of water was released from Perunchani dam, there was no chance of flooding as Thamirabarani could hold 60,000 cusecs without flooding, he added. On Saturday evening ministers R.B. Udhayakumar (Revenue and Disaster Management), P. Thangamani (Electricity) and D. Jayakumar (Fisheries) conducted a review meeting with the officials of various departments to assess the situation and discussed various works to be carried out. They also visited a few affected places and interacted with the people. Meanwhile, flooded channels and water flowing on roads from damaged tank bunds were a common sight.

HC slams police officer, imposes Rs 10k cost for unfair charge against sub-inspector

Chennai: In a small consolation to sub-inspector of police V Muthuveerappan, who was slapped a charge memo by a deputy commissioner of police (armed reserve) in Chennai on charges of tampering with annual confidential report (ACR), Madras high court has slammed the DCP and imposed Rs 10,000 cost on him.

"This court is stunned to see how such a charge memo has been issued against the petitioner by the authorities, when they themselves admit in the counter-affidavit that there is no tampering. In view of the admission made by the authorities, the petition deserves to be allowed", said Justice T Raja in his order.

Quashing the memo, Justice Raja said: "This court is of the view that it is a clear case where a huge cost has to be imposed. However, in view of the repeated request made by the special government pleader, this court restricts the cost at Rs 10,000 to be paid by the deputy commissioner of police to the petitioner."

The allegation against Muthuveerappan was that in order get more marks in the promotion board, he created a bogus ACR grading his overall performance as "outstanding." It was violation of Rule 24 of Tamil Nadu Police Subordinate Officer's Conduct Rules, 1964, the charge said.

In his petition in the high court, Muthuveerappan denied the allegation and said the personal files of police personnel were all confidential in nature and kept in personal safe custody of officers, so there was no chance for anyone to access the ADRs. In his response, the deputy commissioner said that after issuing the charge memo, the authorities had come to the conclusion that the SI had not committed any tampering of ADR.

But the damage had already been done to Muthuveerappan -- He was not allowed to retire from service on May 31, 2017, and his ailing wife died on November 24, 2017. Blaming the tragedy to the non-disbursal of retirement benefits to Muthuveerappan, his counsel said the SI's family had suffered a lot because of the charge memo.

CHENNAI: While there have been examples in the past of residential communities uniting for a civic cause, residents ofChitlapakkam on the outskirts of Chennai have pushed the bar higher for others to emulate.

After tasting success in getting the state government to remove encroachments built on the Chitlapakkam lake recently, a group of 30-40 residents on Sunday joined hands to paint a railway border wall near the Tambaram Sanatorium station's pedestrian subway.

In four hours, residents re-painted the wall, which had been defaced by posters earlier, with messages advocating cleanliness and environment conservation. "The paint will sustain for at least three to four months. We have asked auto drivers from the nearby stand to discourage people from sticking posters," said Udaya Kumar, a Chitlapakkam resident.

Kumar is a member of Chitlapakkam Rising, a volunteer collective of local residents which organised the wall painting event. Chitlapakkam Rising shot to prominence a few years ago when the group's volunteers repainted walls of grade separators near Pallavaram.

The group's members have been instrumental in the fight against lake encroachments in Chitlapakkam, a process which led to its volunteers being branded activists, said Kumar. "This (wall painting) was us getting back to our basics. We will be repainting the dining room area of a government home for the mentally ill near (Tambaram) Sanatorium and a middle school in Chitlapakkam," Kumar added.

But the job is not without its problems. "Whenever we paint, cops approach us and ask what we are doing. It is interesting that they never ask the same question to the ones sticking posters on the walls," said Sunil Jayaram, a Chitlapakkam resident.

The guts to stand up to authority and fight for things they want is not new to Chitlapakkam. One of the area's early settlers, S Chandrasekaran, who moved into the locality in the 1980s, told TOI that the previous generation HAD fought hard to get buses, power connection and streetlights to the locality. "In those days, we used to pester the government officials with post cards and inland letters," he said.

"In my experience, I have never known a local body that volunteered to provide residents with civic amenities," Chandrasekaran said, adding that persistence was key.

"United, a civic community can achieve a lot," he said.
