AICTE to conduct test for students whose engg degrees were suspended by SC

The All India Council for Technical Education (AICTE) has opened registration of the students of four deemed-to-be-universities for a test whose engineering degrees and diplomas obtained through distance education mode were suspended by the Supreme Court in a recent verdict last month.

"The last date for online registration of the students, willing to appear in the test to get their qualifications redeemed, is January 15, 2018, till 5 pm," the AICTE said issuing a notification for the test.

Lakhs of students are expected to take the test who obtained their engineering degree and diplomas through correspondence course from the JRN Rajasthan Vidyapeeth, Rajasthan; Institute of Advanced Studies in Education, Rajasthan; Allahabad Agriculture Research Institute, Allahabad; and Vinayaka Mission's Research Foundation, Tamil Nadu between 2001-2005.

In a hard-hitting judgement on November 3, the Supreme Court suspended the engineering degrees and diplomas granted by these four deemed-to-be-universities to their students between 2001-2005.

The court also directed the AICTE to conduct a test, both written and practical, for these students, holding that the engineering degrees and diplomas of those failing to clear the examinations will stand cancelled .

The apex court also ordered for "a thorough investigation" into the case by the CBI, holding that the grant of ex-post-facto approval to the four institutions correspondence course in engineering and technology by the University Grants Commission (UGC) was "incorrect and illegal."

"The students who obtained their degrees, diplomas or any other certificate from these institutions in engineering and technology can register online for appearing in the test likely to be conducted in May-June 2018. As per the apex court order, degrees of the students will remain valid only if they pass the examinations," an AICTE official said.

"These four institutions have awarded engineering degrees to lakhs of students enrolled in their correspondence courses. At least 4.5 lakh engineering degrees and diplomas were issued by these institutions after 2014," official sources told DH.

The Supreme Court has cancelled the validity of all the engineering degrees, diploma and certificates awarded by these four institutions to their students enrolled in their correspondence courses after 2005.

CHENNAI: Good news for rail passengers plying between Chennai and Bengaluru, the commuters may soon save their journey time by an hour from next April, if the Integral coach factory (ICF), successfully rolls out its first of its kind EMU module named Train-18. According to highly placed officials at ICF, the manufacturing unit has got the clearance from the railway board to make the advanced electrical multiple unit train (Train-18), with plying velocity of 160 km per hour. When compared to the conventional EMU trains, the new train equipped with a self-propellant engine will be slightly smaller in width. A pair of Train-18 is planned and the composition would have 16 coaches each.

“The electric train now in usage takes minutes to gain full velocity or to stop. Trains should be slowed down well ahead of two kilometres before the stoppage. If a train has 10 stoppages, the total travel time will increase approximately by an hour. But EMU trains need a few seconds to stop and gain momentum” said ICF sources. A common electrical train takes nearly 7.30 to 8 hours to reach Coimbatore from Chennai and almost 7 hours to reach Bengaluru and this new train will reduce the journey time, sources added.

However, officials also expressed doubts whether the new trains will run from Chennai. To operate the Train-18, the tracks ought to be upgraded. At present, southern railway does not have tracks to accommodate trains running at a speed of 160km per hour. But the zonal railway management is working on upgrading tracks. “Southern Railway is on its feet to upgrade Chennai – Bengaluru and Chennai – Coimbatore routes. If the work is finished in time, the Train-18 will run in any one of these routes” opined an informed official.

Also, the officials expressed apprehensions that the Train-18 likely to go to Northern Railway. “The designing of the Train-18 is finished and procurement of spares is going on. We are trying to finish manufacturing by March 2018 and hope the train will be on tracks by April. The Northern railway has already upgraded Delhi- Agra route and a few trains are plying at a speed of 160 km per hour on that route. The railway board will have the final say on who will boast the new train,” another official said.

The ICF also on the verge of producing India’s first train made with lightweight aluminium. “Train-20 is also planned by ICF, which will be rolled out in 2020. The aluminium body will make the train lighter and faster,” said a source in ICF.

Chennai: Adding drama to the high profile R K Nagar by-election, a case has been registered against dissident AIADMK candidate TTV Dinakaran and his supporters for violating the model code of conduct on Saturday.

A police source said that the election flying squad officials engaged in vehicle checking at a checkpoint in C.B. road, Hari Narayanapuram near Ambetkar nagar. They checked a car, which bore AIADMK flag in its bonnet and found Rs 3.21 lakh in possession of party functiona-ries.

When inquired, the party men told the money has been carried for a marriage function, though police seized the money and handed over to tahsildar, the source said.

Madras High Court imposes fine on DCP for issuing false memo to SI

Chennai: The Madras High Court imposed a cost of Rs 10,000 on Deputy Commissioner of Police, Armed Reserve, Chennai for issuing a wrong and false charge memo to a Sub-Inspector of Police, due to which he was denied even his pension and that ruined his family with irreparable loss, including that of his ailing wife.

“After issuing the charge memo, as he reached superannuation on May 31, 2017, he was not permitted to retire from service. He was not even paid pension and retirement benefits causing a huge problem to him even to maintain his family. His ailing wife also died on November 24, 2017 for want of money for her treatment. In view of the wrong and false charge memo, he was denied even his pension and that has ruined his life. Considering the facts and circumstances, this court is of the view that it is a clear case where a huge cost has to be imposed. However, in view of the repeated requests made by the Special government pleader, this court restricts the cost at Rs 10,000 to be paid by the Deputy Commissioner of Police to the petitioner”, said Justice T. Raja.

Allowing a petition from the Sub-Inspector of Police V. Muthuveerappan, the judge quashed the charge memo and directed the authorities to permit the petitioner to retire from service on his superannuation. He should be paid all consequential benefits, the judge added.

The allegation against the petitioner in the charge memo was that to gain more marks in the Promotion Board, bogus Annual Confidential Records with the grading for overall performance as “Outstanding” was prepared by him and submitted to the Board.

Denying the allegation, the petitioner contended that when the personal files of the police personnel were all confidential in nature and they were maintained and kept in personal safe custody of the officers, there was no chance for the petitioner to have access of the ADR.

Therefore, the allegation made against the petitioner in the charge memo that he has tampered with the personal files was beyond the scope of any imagination.
In his counter affidavit, the DCP submitted that after issuing the charge memo, now the authorities have come to the conclusion that the petitioner had not committed any tampering of ACR.

The judge said, “This court is stunned to see how such a charge memo has been issued against the petitioner by the authorities, when they themselves admit in the counter affidavit that there is no tampering. In view of the admission made by the authorities, the petition deserves to be allowed”.
WhatsApp's new feature to give more power to group admins

WhatsApp has reportedly submitted the ‘Restricted Groups’ setting via Google Play Programme in version 2.17.430.


Earlier, WhatsApp launched the picture-in-picture mode (PiP), where users can now play YouTube videos directly within the app.

Facebook owned messaging service WhatsApp is likely to add a new feature to its mobile app. The app will now offer the group administrators more power where they will be allowed to restrict all the members in the group from sending text messages or sharing pictures, videos, documents, GIFs etc.

According to WABetInfo, WhatsApp has submitted the ‘Restricted Groups’ setting via Google Play Programme in version 2.17.430. The new setting can only be activated by the group admins, and once restricted, other members will only be able to read admin’s message. However, the can use the ‘Message Admin’ button to message or share a file on the group. The admin will then approve the message before everyone else on the group can see the message.

"A group can be restricted once every 72 hours but thanks to the 2.17.430 beta, we discovered that WhatsApp will be finally able to change this value from the server," the website said.

Earlier, WhatsApp launched the picture-in-picture mode (PiP), where users can now play YouTube videos directly within the app. Now when you receive a YouTube link and click on it, the video will open within the app itself and float on the window. You can also navigate to another chat while watching the video.
