ஒகி புயலில் சிக்கி மாயமானவர்களின் கதி என்ன? என்பது தெரியாத நிலையில், கடலில் மிதக்கும் உடல்களை பார்த்து மீனவர்கள் கண்ணீர் வடிக்கின்றனர். மீட்புப் பணிகளை விரைவுபடுத்த வேண்டும் என்றும் கோரிக்கை விடுத்துள்ளனர்.

கன்னியாகுமரி மாவட்டத்தில் இருந்து கடலுக்கு மீன்பிடிக்க சென்ற மீனவர்கள் கடந்த 30-ந் தேதி தாக்கிய ‘ஒகி’ புயலில் சிக்கினார்கள். இதில் பெரும்பாலானவர்கள் மாயமானார்கள். இதேபோல் கேரள மாநிலத்தில் இருந்து மீன்பிடிக்க சென்ற மீனவர்களும் காணாமல் போனார்கள்.

இதுவரை 268 தமிழக மீனவர்கள் உள்பட 672 மீனவர்கள் மீட்கப்பட்டு இருப்பதாக கடலோர காவல் படையினர் தெரிவித்தனர். கடலில் காணாமல்போன மீனவர்களின் எண்ணிக்கை 65 என்று தமிழக அரசு தரப்பில் தெரிவிக்கப்பட்டது. ஆனால் மீனவர்கள் தரப்பில் 1,013 மீனவர்களை காணவில்லை என்றும், உடனடியாக தேடுதல் வேட்டையை மேலும் தீவிரப்படுத்த வேண்டும் என்றும் வேண்டுகோள் விடுக்கப்பட்டது. இந்த கோரிக்கையை வலியுறுத்தி கன்னியாகுமரி மற்றும் சென்னையில் மீனவர்கள் போராட்டத்தில் ஈடுபட்டனர்.

இதற்கிடையே வருவாய் நிர்வாக ஆணையர் சத்தியகோபால் நேற்றுமுன்தினம் நிருபர்களிடம் கூறும்போது, “582 மீனவர்கள் இதுவரை கரை திரும்பவில்லை. காணாமல்போன மீனவர்களை தேடும் பணியில் கடற்படை, விமானப் படை, கடலோர காவல் படையினர் ஈடுபட்டு வருகின்றனர். வெளிமாநில கடற்கரைகளில் ஒதுங்கியுள்ள சுமார் 2 ஆயிரம் மீனவர்களை அழைத்துவர தமிழக மூத்த ஐ.ஏ.எஸ். அதிகாரிகள் சென்றுள்ளனர்” என்று தெரிவித்தார்.

‘ஒகி’ புயல் வீசியபோது அரபிக்கடலில் மீன்பிடித்துக் கொண்டிருந்த தமிழக, கேரள மீனவர்களின் படகுகள் அதில் சிக்கி நிலைகுலைந்தது. சில படகுகள் கடலில் மூழ்கிப்போனதாக மீனவர்கள் தெரிவிக்கின்றனர். அதில் இருந்த மீனவர்களின் நிலையும் என்னவென்று தெரியவில்லை. திசை மாறிய படகுகள் தத்தளித்தபடி குஜராத், மராட்டியம், கோவா, கர்நாடகா ஆகிய பகுதிகளில் உள்ள கடற்கரையோரம் ஒதுங்கியது. அதில் இருந்த மீனவர்களும் அங்கே தஞ்சம் அடைந்தனர். அந்த மீனவர்களை அழைத்துவர தமிழக அரசு நடவடிக்கை எடுத்துவருவதாக கூறப்பட்டாலும், கர்நாடக மாநில கரையோரம் ஒதுங்கிய மீனவர்கள் பலர் அவர்களாகவே திரும்பி வந்துவிட்டனர்.

புயல் பாதிப்பு குறித்து கன்னியாகுமரி மாவட்டம் குளச்சலை சேர்ந்த மீனவர் நிக்சன் ‘தினத்தந்தி’ நிருபரிடம் கூறியதாவது:-

நாங்கள் நவம்பர் 21-ந் தேதி கேரளா மாநிலம் கோழிக்கோடு அருகேயுள்ள தேப்பூர் மீன்பிடி துறைமுகத்தில் இருந்து விசைப்படகில் மீன்பிடிக்க சென்றோம். எங்கள் படகில் மொத்தம் 18 பேர் இருந்தோம். கோவாவுக்கு மேற்கே நடுக்கடலில் நாங்கள் மீன்பிடித்துக் கொண்டிருந்தோம்.

அப்போது, கர்நாடகாவில் இருந்து படகில் மீன்பிடிக்க வந்த மீனவர்கள் எங்களிடம் புயல் குறித்து கடலோர காவல் படையினர் எச்சரிக்கை செய்ததாக தெரிவித்தனர். உடனே நாங்களும் திரும்பி சென்றுவிடலாம் என்று புறப்பட்டோம். ஆனால் புயல் தாக்குதலில் சிக்கி கர்நாடக மாநிலத்தில் கரை ஒதுங்கினோம்.

தமிழக அரசு எங்களுக்கு எந்த உதவியும் செய்யவில்லை. நாங்களாகவே அங்கிருந்து திரும்பி வந்துவிட்டோம். ஆழ்கடலில் மீன்பிடிக்க சென்ற பல மீனவர்களை இன்னும் காணவில்லை. பல பேரின் உடல்கள் கடலில் ஆங்காங்கே மிதப்பதாக மீனவர்கள் கண்ணீருடன் வந்து எங்களிடம் சொன்னார்கள். அந்த உடல்களை கூட மீட்க எந்த நடவடிக்கையும் எடுக்கப்படவில்லை. மீனவர்களே சிறிய படகில் சென்று ஒவ்வொரு உடலாக பிளாஸ்டிக் பையில் கட்டி எடுத்து வருகிறார்கள்.

கேரள கடல் பகுதியில் அங்குள்ள மீனவர்களை கப்பலில் ஏற்றிக்கொண்டு, காணாமல்போன மீனவர்களை கடற்படையினர் தேடிவருகின்றனர். ஆனால் தமிழகத்தில் அதுபோன்ற நிலை இல்லை. லட்சத்தீவில் 20 விசைப் படகுகள் கரை ஒதுங்கியிருப்பதாக கடலோர காவல் படை தெரிவித்துள்ளது. ஆனால் அங்குள்ள மீனவர்கள் இன்னும் மீட்கப்படவில்லை. உடனடியாக அவர்களை மீட்க நடவடிக்கை எடுக்க வேண்டும்.

இவ்வாறு அவர் கூறினார்.

ஓடிபி மூலம் செல்போன் எண்ணை ஆதாருடன் இணைக்கும் வசதி வருகிற ஜனவரி 1ம் தேதி முதல் நடைமுறைக்கு வருகிறது.

பல்வேறு நலத்திட்டங்கள் மற்றும் மானியங்களை பெறவும், செல்போன், வங்கி கணக்கு எண் போன்ற சேவைகளுடனும் ஆதாரை இணைப்பது கட்டாயம் என மத்திய அரசு அறிவித்து உள்ளது. இதை எதிர்த்து தொடரப்பட்ட வழக்குகள் சுப்ரீம் கோர்ட்டில் நிலுவையில் இருக்கும் நிலையில் இந்த சேவைகளுடன் ஆதாரை இணைப்பதற்கான காலக்கெடுவை மத்திய அரசு நீட்டித்து வருகிறது.

அந்தவகையில் செல்போன் எண் தவிர பிற சேவைகள் மற்றும் திட்டங்களுடன் ஆதாரை இணைப்பதற்கான காலக்கெடுவை டிசம்பர் 31-ந் தேதியில் இருந்து அடுத்த ஆண்டு (2018) மார்ச் 31-ந் தேதி என நீட்டித்து நேற்று முன்தினம் சுப்ரீம் கோர்ட்டில் மத்திய அரசு தகவல் தெரிவித்தது.


இந்நிலையில் செல்போன் எண்ணுடன் ஆதார் எண்ணை இணைக்க ஓடிபி மூலம் இணைக்கும் வசதி வருகிற ஜனவரி 1ம் தேதி முதல் நடைமுறைக்கு வருகிறது. ஓடிபி முறையில் வாடிக்கையாளர்கள் ஐவிஆர் எஸ்க்கு தங்கள் செல்போனில் இருந்து கால் செய்து, அதில் உள்ள மொழிகளை தேர்வு செய்ய வேண்டும். அதன் பின்னர் ஆதார் எண் இணைப்பதற்கான எண்ணை அழுத்தினால், உடனடியாக வாடிக்கையாளரிடம் ஆதார் எண் கேட்கப்படும்.


இதனையடுத்து செல்போனுக்கு ஓடிபி அனுப்பி வைக்கப்படும். இதனை பதிவு செய்தவுடன், செல்போன் எண் சரிபார்க்கப்பட்டு, ஆதாருடன் மொபைல் எண் இணைக்கப்படும். இதன் மூலம் வாடிக்கையாளர்கள் வீட்டில் இருந்தேபடியே செல்போன் மூலம் எளிதாக ஆதார் எண்ணை இணைத்து கொள்ளலாம்.

புதிய ஓய்வூதியத் திட்டத்தை தமிழக அரசு ரத்து செய்யாவிட்டால் தொடர் போராட்டங்கள் நடத்தப்படும் என்று தமிழ்நாடு ஆசிரியர் சங்கங்கள் மற்றும் அரசு ஊழியர் சங்கங்களின் கூட்டு நடவடிக்கைக் குழு (ஜாக்டோ-ஜியோ) அமைப்பின் ஒருங்கிணைப்பாளர் எம்.சுப்பிரமணியன் கூறினார்.

ஜாக்டோ-ஜியோ அமைப்பின் உயர்மட்டக் குழுக் கூட்டம் மதுரையில் வெள்ளிக்கிழமை நடைபெற்றது. இதைத்தொடர்ந்து அவர் செய்தியாளர்களிடம் கூறியது: வேலைநிறுத்தப் போராட்டங்களில் ஈடுபட்ட ஜாக்டோ-ஜியோ உறுப்பினர்கள் மீது நடவடிக்கை எடுக்கக்கூடாது என்று சென்னை உயர்நீதிமன்ற மதுரைக் கிளை உத்தரவிட்டிருந்தது. இருப்பினும் போராட்டத்தில் ஈடுபட்ட சில ஊழியர்கள் மீது பணியிடை நீக்க நடவடிக்கை எடுக்கப்பட்டுள்ளது.

காவல்துறையினர் வழக்குகளும் பதிவு செய்துள்ளனர். இந்த நடவடிக்கைகளைத் திரும்ப பெறாவிட்டால், அதை எதிர்த்து அனைத்து மாவட்ட நீதிமன்றங்களிலும் டிசம்பர் 21 ஆம் தேதி வழக்கு தொடரப்படும்.

புதிய ஓய்வூதியத் திட்டத்தை டிசம்பர் மாதத்திற்குள் அரசு ரத்து செய்யாவிட்டால், ஜாக்டோ-ஜியோ சார்பில் ஜனவரி நான்காவது வாரம் முதல் சென்னையில் தொடர் போராட்டங்கள் நடத்தப்படும்.

மேலும், ஒக்கி புயலால் பாதிக்கப்பட்ட கன்னியாகுமரி மாவட்ட மீனவர்களுக்குத் தேவையான நிவாரணங்களை அரசு உடனடியாக வழங்க வேண்டும் என்றார்.

Kidnapper had paid the manager Rs 65 lakh as commission for an illegal deal worth Rs 6 crore but the latter failed to keep the promise.

Chennai: A manager with a private bank was kidnapped by a four-member gang outside his branch in Triplicane over an alleged financial deal on Thursday evening. Police arrested two persons on charges of kidnap and rescued the 36-year-old bank manager.

This is the third instance of kidnap in the city in the last one week. Police sources said that S. Muruganandam, manager of IndusInd bank was standing outside his branch when he was approached by a gang. Police identified the quartet as Mohammed Kasim (33), Sherif, Dilli Babu and Askar. As they were talking, an autorickshaw pulled up and the manager was bundled up into the vehicle. However, hearing the man’s cries, public rushed to his aid and alerted the police. With the help of public, a police team intercepted the auto and managed to rescue the bank manager. Two of the suspects were detained by the police.

Police investigations revealed that a businessman from Triplicane, Mohammed, had approached the bank manager to facilitate an illegal transaction worth Rs 6 crore, for which the manager had allegedly demanded a commission of Rs 65 lakh. While the commission amount was allegedly paid, the manager failed to fulfil his end of the deal following which the businessman sought the help of a rowdy, Kutty of Mamallapuram, police sources said.

Kutty’s men plotted the kidnap when they were caught. Police are enquiring Mohammed and Sheriff while hunt is on for Dilli babu and Askar. Further investigations are on with the bank manager about the commission amount. On December 6, five persons were arrested for kidnapping a short film maker from Ambattur for a sour financial deal and a day earlier, three were arrested for kidnapping a businessman for the same reason in MKB Nagar.

Advocate can’t become a tyrant himself: Madras High Court

This court has devised this mechanism only to give an opportunity to the accused to avoid the ignominy of serving the sentence of imprisonment.

Chennai: Restoring an order of the trial court, which convicted and sentenced an advocate to one year RI in a cheque bounce case, Madras High Court has said the society expects an advocate to be its guardian against state tyranny and not become a tyrant himself.

“In my opinion, whenever the news of an advocate getting involved in an offence appears in public domain, I squirm and shudder inside and slip into bouts of depression and despondency at the sorry state of affairs, because it was this noble profession that has catapulted me to this exalted position under the Constitution of India. Every such episode would bring down the esteem of the Bar in the eyes of the public and that would also have a cascading effect on the Bench,” said Justice P.N. Prakash while allowing an appeal from the complainant A.N. Chandru.

Pointing out that the cheque bounce case is compoundable, the judge suspended the sentence till January 15, 2018. By which time, if the accused deposits Rs 75,000 towards compensation and Rs 1 lakh towards exemplary costs to the credit of the case, the Magistrate may compound the offence and disburse the sum to the complainant. This court has devised this mechanism only to give an opportunity to the accused to avoid the ignominy of serving the sentence of imprisonment. In the event of the accused not depositing Rs 1.75 lakh on or before January 15, 2018, the trial court shall commit him to prison, the judge added.

The issue relates to a complaint filed by Chandru alleging that advocate K. Jayasankar had borrowed Rs 50,000 from him on June 15, 2005 by executing a promissory note agreeing to repay the amount with interest. He also issued a cheque for Rs 60,000 towards the discharge of the loan. When the cheque was presented, it was returned for insufficient funds. Since, there was no response from the advocate for the legal notice issued by him, he approached the court.

The District Munsif-cum-Judicial Magistrate-I, Walajahpet convicted Jayasankar and sentenced him to undergo one year RI and to pay a compensation of Rs 75,000 to the complainant. Aggrieved, Jayasankar preferred an appeal and the II Additional District and Sessions Court, Ranipet acquitted him on the short ground that the service of notice on the accused was improper. Challenging the same, Chandru preferred the present appeal.

Puducherry: A seven-member CBI team conducted a search at the Indira Gandhi Government Medical College and Postgraduate Institute in the Union territory of Puducherry on Friday following allegation of malpractice in the admission of students under Non-Resident Indian quota among others.

The investigation agency also received complaints of corruption in the purchase of sophisticated expensive equipment, besides in recruitment of paramedical staff members in the hospital. The team, which reached Puducherry on Friday morning, conducted search operations until late in the evening. They searched the establishment wing of the government medical college and also the chamber of senior officials and reportedly seized some documents.

Some forums in Puducherry had lodged complaints with the investigation agency alleging that the society that manages the government medical college hospital denied seats to meritorious NRI students and offered seats to undeserving students, but belonging to the same category, and who remitted the fees in Indian currencies, thereby violating the rules and regulations. The forums also accused the society of indulging in corrupt practices while purchasing expensive equipment and in recruiting paramedical staff members and workers.

It might be recalled that in March, three patients – Suseela, 73, Amsa, 55 and Ganesan, 50 – all hailing from Puducherry, who were undergoing dialysis at the government medical college hospital, died following a sudden power outage. The issue rocked the territory with several forums accusing the society of purchasing substandard equipment, laboratory reagents and accessories and engaging untrained staff members to extend life-saving treatment procedures.

The investigation agency had earlier searched the premises of deemed universities and private medical colleges and seized several incriminating documents in September. The agency registered cases against six government officials and seven representatives of the deemed universities and private medical colleges on charges of denying postgraduate medical seats to 93 eligible students selected through the Centralized Admission Committee (Centac) and illegally admitting 96 ineligible students, who were not allotted seats by Centac.

However, 12 of the booked moved the Madras high court and got a stay on the investigation. The court also later granted anticipatory bail to all the 13 booked by the investigation agency. A couple of days ago, the Medical Council of India (MCI) directed the Puducherry government and three private medical colleges in the Union territory of Puducherry to discharge (remove from the rolls of the institution) 161students, who have been admitted to MBBS course for the academic year 2017-18 violating the regulations.

எம்.ஜி.ஆர் சந்தித்த நேர்மையான போலீஸ்!

சில பிரபலங்களுக்குத் தங்களை மதிக்காத, ஒரு பொருட்டாகக் கருதாத சாமானியர்களைக் கண்டால் அத்தனை பிடிப்பதில்லை. சாமானியர்கள் என்றாலே பிரபலங்களைக் கண்டதும் உன்னைப்பிடி, என்னைப்பிடி என போட்டி போட்டிக் கொண்டு பறந்து வந்து மேலே விழுந்து புரளாத குறையாக இணைந்து ஃபோட்டோ எடுக்கவும், ஆட்டோகிராஃப் வாங்கவும் மட்டுமே பிறவி எடுத்த ஜென்மங்கள் எனக்கருதக் கூடிய மகானுபாவர்கள் திரையுலகிலும், அரசியல் களத்திலும் சிலர் உண்டு. அதிலும் எம்ஜிஆரைக் கண்டால் அவருக்கிருந்த புகழுக்கு அன்று அவரை ஒருமுறை நேரில் கண்டு விட மாட்டோமா? அவர் பார்வை வளையத்துக்குள் விழுந்து விட மாட்டோமா? அவருடன் ஒரு வார்த்தை பேசி விட மாட்டோமா? என்று தவித்தவர்களும், துடித்தவர்களும் அனேகர் இருந்த அந்தக் காலகட்டத்தில் எம்ஜிஆரை ஒரு பொருட்டாகக் கருதாது, தான் செய்யும் தொழிலே தனக்கு தெய்வம் எனக் கருதி அவருடன் ஒருமுறை பயணிக்க வாய்த்த ஒரு சிறந்த போலீஸ்காரரைப் பற்றி இன்று காணலாம்.

ஒரு கார்த்திகை மாத கருக்கிருட்டு! செங்கல்பட்டிலிருந்து படப்பிடிப்பை முடித்துக் கொண்டு எம்.ஜி.ஆர் நடுநிசி 12 மணி வாக்கில் காரில் வந்து கொண்டிருந்தார்.

கண்விழித்தவாறே எம்.ஜி.ஆர் வந்து கொண்டிருந்தபொழுது, வழியில் போலீஸ் உடையில் நின்ற ஒருவரைப் பார்க்கிறார். எம்.ஜி.ஆரின் கார் அவரைக் கடந்து செல்கின்ற போது ஆள் நடமாட்டமே இல்லாத அர்த்த ராத்திரியில், அந்தப் போலீஸ்காரர் பஸ்ஸுக்காக காத்து நிற்பதைப் புரிந்து கொள்கிறார்.

உடனே டிரைவரிடம் காரை நிறுத்தச் சொல்கிறார். கார் பின்னோக்கி வருகிறது. போலீஸ்காரர் அருகில் காரை நிறுத்தி கதவைத் திறந்து “ஏறுங்கள், எங்கே போக வேண்டும், என்கிறார்.

பரவாயில்லை நான் பஸ்ஸிலேயே வந்துவிடுகிறேன், என்கிறார் அந்தப் போலீஸ்காரர்.

நேரம் ஆகிவிட்டது இந்த ரூட்டில் இனி பஸ் கிடையாது, ஏறிக் கொள்ளுங்கள் என்று எம்.ஜி.ஆர் வலுக்கட்டாயம் செய்ய, போலீஸ்காரர் வேண்டா வெறுப்பாக ஏறுகிறார்.

லைட்டைப் போட்டு ”சாப்பிட்டீங்களா? என்று கேட்டுக் கொண்டே சீட்டுக்குப் பின்னால் இருந்த பிஸ்கட் பழங்களை எடுத்துக் கொடுக்கிறார்.

‘இப்படி ஓசியில் பயணம் செய்வதே எனக்கு உடன்பாடில்லை. என்னை உண்ணச் சொல்லி வேறு இழிவு படுத்தாதீர்கள்’ என்று போலீஸ்காரர் மறுக்கிறார். இந்த சாதாரண போலீஸ்காரரின் நேர்மை எம்.ஜி.ஆரை சிலிர்க்க வைத்துவிட்டது.

அரை மணிநேரம் கார் சென்று கொண்டிருந்தது. எம்.ஜி.ஆரைப் பற்றி போலீஸ்காரர் பொருட்படுத்தாமல் வந்ததே எம்.ஜி.ஆருக்கு அந்த போலீஸ்காரர் மீது மரியாதை கூடுதலாகியது.

‘நான் எம்.ஜி.ஆர்’

‘கேள்விபட்டிருக்கிறேன்.’

எம்.ஜி.ஆருக்கு ஆச்சர்யம்.

‘என் படங்களைப் பார்த்திருக்கிறீர்களா?’

‘நான் சினிமாவே பார்ப்பதில்லை.’ (கார் சப்தம் தவிர வேறு சப்தம் இல்லை.)

போலீஸ்காரர் தனது வீட்டிற்கு அரை கிலோமீட்டர் தூரத்துக்கு முன்பே காரை நிறுத்தச் சொல்லி ‘இங்கேயே இறங்கிக் கொள்கிறேன்’ என்கிறார்.

‘ஏன்? நீங்கள் குறிப்பிட்ட விலாசம் இன்னும் அரை கிலோமீட்டர் தூரம் இருக்கிறதே?’

‘சாதாரண போலீஸ் உத்தியோகத்தில் இருக்கும் நான் காரில் இறங்கினால், என் வீட்டிற்கு அருகில் உள்ளவர்கள் என்னைத் தவறாக நினைத்துக் கொள்வார்கள். இதுவரை நான் யார் காரிலும் ஓசியில் பயணம் செய்ததில்லை. நீங்கள் இவ்வளவு தூரம் உதவி செய்ததற்கு நன்றி‘ என்கிறார்.

எம்.ஜி.ஆர் அவர் எந்த ஸ்டேசனில் பணிபுரிகிறார் என்பதை மட்டும் கேட்டுக் கொண்டு கிளம்புகிறார்.

அடுத்த நாள் செங்கல்பட்டு போலீஸ் ஸ்டேஷனுக்கு போன் செய்து நான் எம்.ஜி.ஆர் பேசுகிறேன் என்கிறார். இரவு சந்தித்த போலீஸ் பற்றி விசாரிக்கிறார்.
