Madras HC asks striking transport employees in TN to go back to work

CHENNAI: "Go back to work or face consequences including termination and contempt of court," said the Madras high court to the striking workers of transport corporations in Tamil Nadu.
Noting that the transport workers cannot indulge in such flash strike without any prior intimation making the public suffer, the first bench headed by Chief Justice Indira Banerjee passed the interim order on Friday.

The court further said it is the duty of the state government to ensure and protect the rights of its citizens during such circumstances.

The issue pertains to the strike announced by drivers and conductors of various state transport corporations as wage revision talks with transport minister failed on Thursday night.

Claiming that the strike has left scores of commuters stranded at bus stops in various parts of the state since Thursday evening, advocate Vijayendran moved a PIL on behalf of Varaaki seeking to direct the state government to convene a meeting to negotiate with the striking workers and find a solution to the issue.

When the plea came for hearing, advocate general Vijay Narayan submitted that 32 unions had already signed the settlement proposed by the government and only 14 are indulging in strike.

 RANCHI: Citing illness and old age, RJD chief Lalu Prasad, convicted in a fodder scam case+ along with 10 others, on Friday sought leniency from the CBI court which will pronounce the quantum of punishment on Saturday.

Lalu Prasad appeared before the court of CBI special judge Shiv Pal Singh for the sentencing hearing through videoconferencing from Birsa Munda central jail and in a written plea sought leniency due to his illness and old age, his counsel Chittaranjan Prasad said. The 69-year-old RJD leader is lodged in the central jail since his conviction on December 23+ .

"The judge said he would pronounce the judgement at 2pm tomorrow," Chittaranjan Prasad told reporters after emerging from the videoconferencing hall here.

The court had convicted Lalu Prasad for offences of cheating with criminal conspiracy under the Indian Penal Code (IPC) and the Prevention of Corruption Act.

Under the sections, Lalu Prasad can be sentenced to a minimum jail term of one year and maximum of seven years, according to Chittaranjan Prasad.

According to legal experts, Lalu Prasad would be able to apply for bail immediately at the lower court itself if the quantum of sentence happens to be less than three years.

The court concluded arguments on the quantum of punishment against Lalu Prasad and 10 others in connection with the withdrawal of Rs 89.27 lakh from Deogarh Treasury between 1990 and 1994 when he was the chief minister of Bihar.

Earlier, he was awarded five years imprisonment in 2013 in a case relating to fraudulent withdrawal of Rs 33.61 crore from the Chaibasa treasury.

The RJD supremo was later released on bail granted by the Supreme Court.

Lalu faces another three fodder scam cases for illegal withdrawal of Rs 3.97 crore from the Dumka Treasury, Rs 36 crore from the Chaibasa Treasury and Rs 184 crore from the Doranda treasury.

Besides Lalu Prasad, the court today heard arguments on the punishment of RJD leader RK Rana, former IAS officers Phoolchand Singh, Mahesh Prasad, former government official Subir Bhattacharya, suppliers/transporters Tripurari Mohan Prasad, Sushil Kumar Sinha, Sunil Kumar Sinha, Raja Ram Joshi, Sanjay Agarwal and Sunil Gandhi.

The court had heard pre-sentencing arguments in alphabetical order yesterday of former IAS officer Beck Julius, Gopinath Das, RJD leader Jagdish Sharma, transporter/suppliers Jyoti Kumar Jha and Krishna Kumar Prasad.

It had deferred announcing the punishment against Lalu Prasad and others for the second consecutive day on Thursday.

The court had on December 23 convicted all the 16 accused in the fodder scam while acquitting six others, including former Bihar chief minister Jagannath Mishra.

In 1996, the Patna High Court had ordered an inquiry into the fodder scam cases and a chargesheet in the Deogarh treasury case was filed against 38 people on October 27, 1997. Eleven of them died and three turned approvers while two other accused confessed and were convicted in 2006-07, a CBI official said.

On September 30, 2013, Yadav, Jagannath Mishra and several others had been convicted in another case pertaining to illegal withdrawal of Rs 37.7 crore from Chaibasa Treasury in the early 1990s. The conviction on December 23 last is the second in the scam.

RJD leaders, meanwhile, asserted that none from the party made telephone calls to the special CBI judge at Ranchi as claimed by him but felt political opponents may have done so in the guise of RJD supporters.

The assertions were made by Shivanand Tiwary and senior party leader Jagdanand Singh.

Aadhaar helped identify 80,000 'ghost' teachers in higher education institutions

This was disclosed by the Human Resource Development minister Prakash Javadekar, at the release of the final AISHE 2016-17 report on Friday.
The HRD ministry has identified around 80,000 "ghost" teachers in various colleges and universities across the country after the introduction of Aadhaar. So far, 85% of the teachers have given their Aadhaar numbers, and the ministry believes that the number would increase when all the teachers comply.

"There are certain 'ghost' teachers who use proxy methods and are apparently teaching at multiple places as full-time employees. After the introduction of Aadhaar, 80,000 such teachers have been identified and action will be taken against them," Javadekar said.

The minister, however, clarified that none of these teachers are from any central universities. "The ghost teachers have not been identified in any central universities but in some state varsities and private ones," he said.

The HRD ministry has asked all varsities to seek Aadhaar number from all employees and students to ensure that there is no duplication.

"Sharing Aadhaar number is like sharing your mobile number or Email ID. Sharing your mobile number doesn't mean the person you give it to can see your text messages. Aadhaar works the same way. It is protected," Javadekar said.

The report also highlighted the growth in the sector as the Gross Enrolment Ratio (GER) now stands at 25.5% as against 21.5%, five years ago. In last five years, the GER of the Muslims and other minority communities has been slow. From 4.15% GER of the Muslim youth (age group of 18-23 years) in 2012-13, it is just 4.90% in 2016-17. Similarly, the GER growth for other minority groups has been 0.33% in the same period.

The survey also indicates that in last five years, the student population of higher education between the age of 18 and 23 has increased by 35 lakh. While there are just 9.3% colleges exclusively for girls, there are 15 women exclusive universities across 10 states.

நள்ளிரவில் சுடுகாட்டுக்குள் நடந்து செல்லவே தயக்கம் காட்டும் ஆண்கள் மத்தியில் எந்தவொரு சலனமும் இன்றி சுடுகாட்டிலேயே இரவு, பகலாக தங்கி சடலங்களுக்கு எரியூட்டும் வேலை செய்து வருகிறார் ஒரு பெண்.

தேனி மாவட்டம் போடி நகராட்சிக்கு சொந்தமான எரிவாயு மயானத்தில் வெட்டியான் வேலை செய்து வருகிறார் முருகேஸ்வரி. பெண் ஒருவர் வெட்டியான் வேலை செய்து உள்ளூரில் இருக்கும் பலருக்கும் தெரியாது. கடந்த 5 ஆண்டுகளில் 1,890 சடலங்களை தொட்டு தூக்கி எரியூட்டியுள்ளார். 500-க்கும் மேற்பட்ட சடலங்களை புதைத்து ஈமகாரியங்களைச் செய்திருக்கிறார்.

போடியில் இருந்து 2 கிமீ தூரத்தில் ஆட்கள் நடமாட்டம் இல்லாத இடத்தில் அமைந்துள்ள எரிவாயு மயானத்துக்கு முருகேஸ்வரியை சந்திக்க நாம் சென்றிருந்தபோது எரியூட்ட ஒரு சடலம் கொண்டு வரப்பட்டிருந்தது. சடலத்தின் நெருங்கிய உறவினர்கள் அழுது கொண்டிருக்க வெளியூர் உறவினர்கள் வருவதற்கு சிறிது நேரம் தேவைப்பட்டது. அந்த இடைப்பட்ட நேரத்தில் அவரிடம் பேசினோம்.

“சார் எனது சொந்த ஊர் மதுரை ஆனையூர். எனது தந்தை சலவை தொழில் செய்து வந்தார். என் கூட பிறந்தது ஒரு அக்காள் மட்டும்தான் அவரும் மனவளர்ச்சி குன்றிவர். குடும்பத்தின் ஏழ்மை காரணமாக நான் 5-ம் வகுப்பு வரை மட்டுமே படித்தேன். 2003-ல் போடியைச் சேர்ந்த கருப்பையாவை திருமணம் செய்து கொண்டேன். எங்களது தொழில் சலவை செய்து கொடுப்பது என்பதால் நானும் எனது கணவரும் ஊருக்கு வெளியில் உள்ள கொட்டக்குடி ஆற்றங்கரை ஓரத்தில் தற்போது உள்ள சுடுகாட்டின் அருகில் குடிசை போட்டு தங்கியிருந்தோம். ஊருக்குள் சென்று பொதுமக்களிடம் அழுக்கு துணிகளை வாங்கி வைத்து அதனை துவைத்து காயப்போட்டு மீண்டும் ஊருக்குள் சென்று கொடுத்து விட்டு இரவில் திரும்புவோம்.

பொதுமக்கள் கொடுக்கும் சொற்ப பணத்தில் எங்களது வாழ்க்கை ஓடி கொண்டிருந்தது. எங்களுக்கு அடுத்தடுத்து 2 ஆண் குழந்தைகள் பிறந்தது. சொந்த வீடு எதுவும் இல்லாமல் தங்க இடவசதியும் இன்றி ஆற்றங்கரை ஓரத்தில் போட்டிருந்த குடிசையில் வெயில், மழை, பனி என்று அனைத்து கஷ்டங்களையும் தாங்கிக் கொண்டு சலவைத் தொழில் செய்து வந்தோம். மாலை 6 மணிக்கு மேல் யாரும் ஆற்றங்கரை பகுதிக்கு வருவதில்லை.

முதலில் சுடுகாடு அருகே வசிப்பதற்கு சற்று தயக்கமாக இருந்தது. பின்னர் போக போக பயம் நீங்கி பழகிவிட்டது. வாசிங்மிஷின், அயன்பாக்ஸ் புழக்கத்துக்கு வந்தபிறகு சலவை வேலை கிடைக்கவில்லை. வறுமை தாண்டவமாடியது. எனது கணவருக்கு சலவை தொழிலை தவிர வேறு எதுவும் தெரியாது. குழந்தைகளுக்கு உணவு வாங்கி கொடுக்க முடியவில்லை. ரேசன் கார்டு இல்லாததால் இலவச அரிசியும் வாய்க்கவில்லை. பல நாட்கள் பட்டினிதான்.

அந்த நேரத்தில் 2012-ம் ஆண்டு சுடுகாட்டுக்குள் எரிவாயு மயானம் அமைக்கப்பட்டது. இதனை ஒப்பந்தம் எடுத்த பெரியார் சமத்துவ நிர்வாகிகளான ரகுநாகராஜனும் சுருளிராஜும் வெட்டியான் வேலைக்கு ஆட்கள் தேடிக் கொண்டிருந்தனர். அப்போது நானும் எனது கணவரும் வேலை கேட்டுச் சென்றோம். பல ஆண்டுகளாக சுடுகாடு அருகிலேயே வசிப்பதை அவர்கள் பார்த்துள்ளனர். இதனால் எதுவும் பேசாமல் எங்கள் இருவருக்கும் வெட்டியான் வேலை போட்டுக் கொடுத்தனர். மேலும் தகன மேடை அமைந்துள்ள கட்டிடத்தின் ஒட்டியுள்ள அறையில் தங்கி கொள்ளவும் அனுமதித்தனர்.

அதன்பிறகு குடிசையைக் காலி செய்து விட்டு கடந்த 5 ஆண்டுகளாக இந்த அறையைத்தான் வீடாக பயன்படுத்தி வருகிறோம். ரேசன் கார்டு கேட்டு விண்ணப்பித்தபோது குடியிருப்பு முகவரியாக மயானம் என்று கூறியிருந்ததால் அதிர்ந்து போன அதிகாரிகள் முதலில் ரேசன் கார்டு தர மறுத்தனர். பின்னர் நேரில் வந்து பார்வையிட்டு விசாரித்தனர். மயானம்தான் எங்களின் முகவரி எனத் தெரிந்த பிறகு ரேசன் கார்டு கொடுத்தனர்.

இப்படி நாட்கள் நகர்ந்து கொண்டிருந்த போது எனது கணவருக்கு திடீர் என கண்பார்வை குறைந்தது. இதனையடுத்து நானே முழுவேலைகளையும் எடுத்து செய்ய ஆரம்பித்தேன். தீ வைத்துக் கொண்டவர்கள், தூக்கிட்டவர்கள், உடல் நலம் பாதிக்கப்பட்டோர், விபத்தில் உயிரிழ்தோர் என பலதரப்பட்ட சடலங்கள் வரும். உறவினர்கள் விருப்பப்படி எரியூட்டவோ அல்லது புதைக்கவோ செய்வேன்.

சில நேரங்களில் ஒரே நாளில் மூன்று அல்லது நான்கு சடலங்கள் கொண்டு வரப்படும். அப்போது சாப்பிடக் கூட நேரமிருக்காது. சடலங்களுடன் வரும் உறவினர்கள் சிலர் குடிபோதையில் ‘நாங்கள் சுமந்து வந்த சடலத்தைத்தான் முதலில் எரியூட்ட வேண்டும்’ என தகராறு செய்வார்கள். அந்தநேரத்தில் அவர்களிடம் பொறுமையாக பேசி எனது வேலையைச் செய்வேன். தகராறு செய்தவர்கள் அஸ்தியை வாங்கிச் செல்ல வரும்போது என்னிடம் மன்னிப்பும் கேட்டதுண்டு.

படித்தவர், படிக்காதவர், ஏழை, பணக்காரர், தாழ்ந்த ஜாதி, உயர்ந்த ஜாதி என்று சடலத்துக்கு எந்த பெயரும் இல்லை. சலவை தொழில் செய்பவர்கள் யாரும் வெட்டியான் வேலை செய்வதில்லை. ஆனால் நான் செய்யும் தொழிலை தெய்வமாக கருதுவதால் எனது வேலையில் மட்டும் கவனமாக இருக்கிறேன். கடந்த 5 ஆண்டுகளில் 1,890 சடலங்களுக்கு எரியூட்டியுள்ளேன். 500-க்கும் மேற்பட்ட சடலங்களை புதைத்துள்ளேன். என்று கூறிக்கொண்டிருந்தவ ரிடம், “முருகேஸ்வரி நேரமாகுது வந்து தேவையான ஈமகாரியங்களை செய்ங்க” என்று குரல் வர 1891-வது சடலத்துக்கு எரியூட்ட கிளம்பிச் சென்றார் இந்த பிதாமகள்.

சகல துறைகளிலும் ஆணுக்கு சமமாக இணைந்து நிற்கும் பெண்களின் எழுச்சி இப்போது மயானம் வரை நீண்டிருக்கிறது.

கற்பூர டப்பாவில் பத்து மிளகுகளைப் போட்டுவைத்தால் கற்பூரம் காற்றில் கரையாது.

மற்ற பொதுத்துறை ஊழியர்களுக்கு இணையான ஊதியம் வழங்க வேண்டும்; ஓய்வு பெற்றவர்களுக்கான நிலுவைத் தொகையை உடனடியாக வழங்க வேண்டும் என்பது போக்குவரத்து சங்கத்தினரின் நீண்டகால கோரிக்கையாகவுள்ளது. இக்கோரிக்கைகள் தொடர்பாக பல்வேறு பேச்சுவார்த்தைகள் நடைபெற்றுள்ள நிலையில், நேற்று தமிழக போக்குவரத்துத்துறை அமைச்சர் எம்.ஆர்.விஜயபாஸ்கர் தலைமையில் மீண்டும் பேச்சுவார்த்தை நடைபெற்றது.

  இந்நிலையில், இரவு நேரங்களிலும் பரபரப்பாக காணப்படும் சென்னை கோயம்பேடு பேருந்துநிலையம் தற்போது ஆள் நடமாற்றமின்றி வெறிச்சோடிக் காணப்படுகிறது. ஒன்றிரண்டு புறநகர் பேருந்துகள் மட்டுமே இயக்கப்படுகின்றன. வழக்கம்போல இயக்கப்படும் புறநகர் பேருந்துகள் இயக்கப்படாததால், வெளியூர் பயணிகள் பேருந்து நிலையத்துக்குள்ளேயே படுத்து உறங்கிக்கொண்டிருக்கின்றனர். சில வெளியூர் பயணிகள் திட்டமிட்டப்படி தங்கள் ஊர்களுக்குச் செல்ல முடியாமல் அவதிப்பட்டுவருகின்றனர். வேலைநிறுத்தப் போராட்டத்தில் ஈடுபட்டுள்ள சில போக்குவரத்துச் சங்கத்தினரின் போராட்டம் இன்றும் தொடர்ந்தால், பகல் நேரத்தில் பொதுமக்கள் பெரிதும் பாதிக்கப்படுவார்கள்.

சென்னையில் நிலம் வாங்கித்தருவதாக 40 கோடி ரூபாய் மோசடி செய்தவரை மூன்று ஆண்டுகளுக்குப் பிறகு போலீஸார் கைது செய்துள்ளனர். சாதாரண ஸ்கூல் பஸ் டிரைவராக இருந்தவர், போலீஸிடம் சிக்கும்போது சொந்தமாக ஹெலிகாப்டர், செயற்கைக்கோள் போன், வடமாநிலங்களில் கம்பெனி என வசதியுள்ள தொழிலதிபராக வலம் வந்தது விசாரணையில் தெரியவந்துள்ளது.

சென்னையை அடுத்த கேளம்பாக்கத்தைச் சேர்ந்தவர், வெங்கடரமணன். 57 வயதாகும் இவர், சில ஆண்டுகளுக்கு முன்புவரை அந்தப் பகுதியில் உள்ள தனியார் ஸ்கூல் ஒன்றில் பஸ் டிரைவராகப் பணியாற்றினார். இவரது மனைவி, அரசுப் பள்ளியில் ஆசிரியராகப் பணியாற்றுகிறார். வெங்கடரமணனின் பெற்றோரும் ஆசிரியர்களாகப் பணியாற்றி ஓய்வுபெற்றவர்கள். வெங்கடரமணனுக்கு மூன்று குழந்தைகள்.

ஸ்கூல் பஸ் டிரைவர் வேலையோடு, ரியல் எஸ்டேட் தொழிலிலும் வெங்கடரமணன் கால்பதித்தார். அதில், வருமானம் அதிகரித்தது. அதனால், ஸ்கூல் பஸ் டிரைவர் வேலையை உதறித்தள்ளினார், முழுநேரம் ரியல் எஸ்டேட் தொழிலில் இறங்கினார். சென்னை ஆழ்வார்பேட்டையில் அலுவலகம், சொகுசு கார்கள் என பந்தாவாக வலம் வந்தார்.

இந்தச் சமயத்தில், பிரதீப்குமார் என்பவர், காஞ்சிபுரம் மாவட்டத்தில் 35 ஏக்கர் நிலம் வாங்கித்தரும்படி வெங்கடரமணனை அணுகியுள்ளார். அதில், 1.70 கோடி ரூபாயை ஏமாற்றியதாக பிரதீப்குமார், சென்னை மத்தியக் குற்றப்பிரிவு போலீஸில் புகார் கொடுத்தார். அதன்பேரில், போலீஸ் உதவி கமிஷனர் முத்துவேல்பாண்டி தலைமையில் தனிப்படை அமைக்கப்பட்டது. போலீஸார் விசாரணை நடத்தி வந்தனர்.
