Procedure simplified for Tatkaal passport applicants

The Bengaluru Regional Passport Officer has said the new measures will not impact the number of Tatkaal applications.
The move to also benefit out-of-turn first-time applicants

After liberalising measures in passport processes in December 2016, the Centre has announced more simplification in procedures, this time related to Tatkaal and out-of-turn first-time applicants.

A press release from the Regional Passport Office (RPO), Bengaluru, said applicants aged over 18 under the Tatkaal scheme no longer require a verification certificate, and should have any two of the 12 documents needed (such as EPIC, ration card, DL), along with Annexure – E and Aadhaar card/number/enrolment slip.

For Tatkaal applicants aged below 18, any one of the 12 documents is needed in addition to student photo identity card issued by the educational institution, birth certificate, ration card, and Aadhaar card/number/enrolment slip.

The RPO has said no proof of urgency will be required, and that the passport will be issued without having to wait for the police verification report on post-police verification basis within three working days (subject to internal checks) from the date of submission. Tatkaal fees is chargeable and appointments have to be taken under the Tatkaal channel.

‘No additional fee’

The other section who will benefit from the simplification of measures is first-time applicants whose applications are out of turn. These applicants too will be asked for the same documents as that of Tatkaal applicants, and issued passports without waiting for a police verification report. “There will be no additional fee, and appointments have to be sought in the normal channel and not through Tatkaal channel,” the release stated.

Bengaluru Regional Passport Officer Bharath Kumar Kuthati said the idea was to benefit applicants who had applied under the normal scheme, but were in urgent need of a passport. “If one applies under the normal scheme for the first time, they have undergo police verification. However, the verification process takes time in many cities, delaying the process. With the simplification measure, applicants need not undergo verification to get their passport. With the documents mentioned, they will be able to get the passport within a week,” he said.

He also said this would not impact the number of Tatkaal applications as appointments under the normal scheme take a few days, while they are available the next day for Tatkaal applicants.

Professor held for sexually harassing junior staff

The Tiruverambur All Women Police have arrested A. Pasupathi (55), Head of the Chemistry department of Urumu Dhanalakshmi College in the city on the charge of sexually harassing his junior colleague.

The arrest of Pasupathi was made on a complaint preferred by an Assistant Professor a couple of days ago.

Police sources said the woman had lodged a complaint with the Tiruverambur All Women Police alleging that Mr. Pasupathi had been harassing her sexually from March last year, besides abusing and threatening her.

Acting on the complaint, the Tiruverambur All Women Police arrested Pasupathi on Wednesday.

He was later admitted to Mahatma Gandhi Government Hospital after he had complained of complications.

ரூ.6 லட்சம் கோடி சந்தை மதிப்பை தாண்டியது டிசிஎஸ்

டாடா கன்சல்டன்ஸி சர்வீசஸ் (டிசிஎஸ்) நிறுவனத்தின் சந்தை மதிப்பு ரூ.6 லட்சம் கோடியை தாண்டியது. ரிலையன்ஸ் இண்டஸ்ட்ரீஸ் நிறுவனத்துக்கு அடுத்து ரூ.6 லட்சம் கோடியை தாண்டும் இரண்டாவது நிறுவனம் டிசிஎஸ் ஆகும். நேற்று காலை வர்த்தகத்தில் டிசிஎஸ் சந்தை மதிப்பு ரூ.6.12 லட்சம் கோடியைத் தாண்டி, ரிலையன்ஸ் நிறுவனத்தின் சந்தை மதிப்பை விட அதிகமாக இருந்தது.

ஆனால் வர்த்தகத்தில் முடிவில் சந்தை மதிப்பு அடிப்படையில் ரிலையன்ஸ் (ரூ.6.10 லட்சம் கோடி) முதல் இடத்தில் இருக்கிறது. இரண்டாம் இடத்தில் டிசிஎஸ் (ரூ.6.07 லட்சம் கோடி) இருக்கிறது. மூன்றாவது இடத்தில் இருக்கும் ஹெச்டிஎப்சி வங்கியின் சந்தை மதிப்பு ரூ.5.08 லட்சம் கோடியாக இருக்கிறது. நேற்றைய வர்த்தகத்தின் இடையே 52 வார உச்ச பட்ச விலையை டிசிஎஸ் தொட்டது. ரூ.3,259 வரை டிசிஎஸ் பங்கு சென்றது. வர்த்தகத்தின் முடிவில் 2.34 சதவீதம் உயர்ந்து 3,174 ரூபாயில் டிசிஎஸ் பங்கின் வர்த்தகம் முடிந்தது.

அரசு தரப்பு சிபிஐ தேவையில்லை என ஆட்சேபனை தெரிவிப்பதை பார்க்கும்போது குட்கா வழக்கில் ஆழ்ந்து கவனம் செலுத்த தோன்றுகிறது. என தலைமை நீதிபதிகள் தரப்பு தெரிவித்துள்ளது. குட்கா வழக்கு ஜன.30க்கு ஒத்திவைக்கப்பட்டது.

மாநில உணவு பாதுகாப்பு ஆணையர் தரப்பு அரசு கூடுதல் தலைமை வக்கீல் ராஜகோபால். வாதம் “குட்கா விற்பனையை தடுக்க மாவட்ட அளவிலான குழுக்கள் அமைக்கப்பட்டுள்ளது. பறிமுதல் செய்யப்படும் குட்காப் பொருட்கள் உடனடியாக அழிக்கவும் படுகிறது.” என்று தெரிவித்தார்.

அரசு தலைமை வழக்கறிஞர் விஜய் நாராயண் தனது வாதத்தில் “மத்திய அரசு அதிகாரிகள் ஒருசிலர் மீதே குற்றச்சாட்டு உள்ளது. எனவே மாநில காவல்துறை விசாரித்தாலே போதும், சிபிஐ தேவையில்லை. தமிழக லஞ்ச ஒழிப்புதுறையின் விசாரணை இறுதிகட்டத்தில் உள்ளது. மாநில காவல்துறை ஒத்துழைப்பு இல்லாமல் சிபிஐ விசாரணை செய்வது கடினம். நீதிமன்றம் வேண்டுமானால் எங்கள் விசாரணையை கண்காணிக்கலாம். அதற்கேற்றவாறு குறிப்பிட்ட கால இடைவெளியில் விசாரணை நிலை குறித்த அறிக்கையை தாக்கல் செய்கிறோம்.” என்று தெரிவித்தார்.

அப்போது குறுக்கிட்ட தலைமை நீதிபதி இந்திராபானர்ஜி, நீதிபதி அப்துல்குத்தூஸ் அமர்வு “அரசு தலைமை வக்கீல், கூடுதல் அரசு தலைமை வழக்கறிஞர் என ஓவ்வொருவராக சிபிஐ தேவையில்லை என ஆட்சேபனை தெரிவிப்பதை பார்க்கும்போது குட்கா வழக்கில் ஆழ்ந்து கவனம் செலுத்த தோன்றுகிறது.” என்று தெரிவித்தனர்.

உணவு பாதுகாப்பு ஆணையர் தரப்பில் வைக்கப்பட்ட வாதம் வருமாறு:

“மென்று தின்னும் புகையிலையை (chewing tobacco) தடுக்கும் வகையில் எவ்வித உத்தரவை பிறப்பித்தாலும், நீதிமன்றத்தை நாடி தடை வாங்கி விடுகின்றனர். குட்கா மீதான தடையை முழுமையாக அமல்படுத்தி வருகிறோம். 2013-ம் ஆண்டு தடை கொண்டு வரப்பட்ட ஆண்டிலிருந்து 5 ஆயிரம் டன்னுக்கும் அதிகமாக தடை செய்யப்பட்ட புகையிலை பொருட்கள் பறிமுதல் செய்யப்பட்டு உடனுக்குடன் அழிக்கப்பட்டுள்ளன.” என்று தெரிவித்தார்.

அப்போது குறிக்கிட்ட நீதிபதிகள் “சிபிஐ விசாரணைக்கு ஒத்துக்கொண்டு நீங்கள் ஏன் அவர்களுக்கு போதிய ஒத்துழைப்பை வழங்கக்கூடாது?” என கேள்வி எழுப்பினர்.

ஊழல் கண்காணிப்பு ஆணையர் தரப்பு அரசு கூடுதல் தலைமை வழக்கறிஞர் அரவிந்த் பாண்டியன் வாதம்:

“மாநில காவல்துறை இந்த வழக்கை விசாரிக்கவில்லை. லஞ்ச ஒழிப்பு துறை தான் விசாரிக்கிறது. இது சம்பந்தமான விசாரணை குறித்து டி.ஜி.பி-க்கு அறிக்கை அளிக்க வேண்டியதில்லை. ஊழல் கண்காணிப்பு ஆணையத்தின் கீழ் தான் லஞ்ச ஒழிப்பு துறை செயல்படுகிறது. அதனால் சிபிஐ விசாரணை தேவையில்லை. மனுதாரர் குற்றச்சாட்டுக்கு எந்த ஆதாரங்களும் இல்லை. இதேபோன்று டிராபிக் ராமசாமி தொடர்ந்த வழக்கும் நிலுவையில் உள்ளது.

திமுக ஜூலை மாத இறுதியில் வழக்கு தொடுத்தனர், ராமசாமி ஆகஸ்ட் முதல் வாரம் வழக்கு தொடர்ந்துள்ளனர். விசாரணையில் தொய்வு என்றாலே வேறு அமைப்புக்கு மாற்ற முடியும். திமுக மனுவில் உயர் நீதிமன்ற ஓய்வுபெற்ற நீதிபதி தலைமையிலான சிபிஐ அதிகாரிகள் அடங்கிய விசாரணை என கேட்டுவிட்டு, தற்போது சிபிஐ விசாரணை கோரி வாதங்களை முன்வைக்கின்றனர்.” என்று தெரிவித்தார்.

திமுக ஜெ.அன்பழகன் தரப்பு வக்கீல் வில்சன் வைத்த வாதத்தில்: “வருமான வரித்துறையிலிருந்து தலைமை செயலாளர், டிஜிபிக்கு ஆகியோருக்கு அனுப்பிய கடிதத்தின் மீது எந்த நடவடிக்கையும் எடுக்கவில்லை. முறைகேடுக்கு துணைபுரிந்த அனைத்து அதிகாரிகளையும் பாதுகாக்க ஊழல் கண்காணிப்பு ஆணையம் பாதுகாக்க நினைக்கிறது.

4 மாநிலங்கள் 1 யூனியன் பிரதேச தொடர்புடைய வழக்கு என்பதால் சிபிஐ-க்கு உகந்தது. ஹவாலா பணபரிமாற்றம் நடந்துள்ளதாக கலால் வரித்துறை தெரிவித்துள்ளதால், சட்ட விரோத பணபரிமாற்ற தடைச் சட்டத்தின் கீழ் வருகிறது. அதனால் சிபிஐ தான் விசாரிக்க வேண்டும்.

லஞ்ச ஒழிப்புதுறை இதுவரை யாரையும் கைது செய்யவில்லை. அமைச்சர்கள், அதிகாரிகள், பிற மாநில அதிகாரிகள், உணவுபாதுகாப்புதுறை அதிகாரிகள் என பலருக்கும் தொடர்பு உள்ளது. இவர்களின் விசாரணையை நாங்கள் குறைசொல்லவில்லை. ஆனால் பிற மாநில அதிகாரிகள் மீது இவர்களால் நடவடிக்கை எடுக்க முடியாது என்பதால் தான் சிபிஐ விசாரணை கேட்கிறோம்.

லஞ்ச ஒழிப்பு துறையில் உள்ள அதிகாரிகள் டிஜிபிக்கு அறிக்கை அளிக்க வேண்டியதில்லை என்றாலும், அவருக்கு கீழான அந்தஸ்தில் உள்ளவர்கள் தான். டிஜிபிக்கு கீழ் உள்ளவர்களால் எப்படி டிஜிபிக்கு எதிராகவோ, அமைச்சருக்கு எதிராகவோ நடவடிக்கை எடுக்க முடியும். எனவே சிபிஐ விசாரணையே சிறப்பானது.” என வாதிட்டார்.

டிராபிக் ராமசாமி தரப்பு வக்கீல் அரவிந்த் தனது வாதத்தில், “குட்கா பறிமுதல் தொடர்பான விசாரணையில் டிஜிபி தலையிடக்கூடாது, குட்கா பொருட்கள் பறிமுதல் செய்யப்பட்ட வழக்கை விசாரிக்க சிறப்பு புலனாய்வு குழுவுக்கு மாற்ற வேண்டும். மாநில போலிஸ் தலையீடு இல்லாமல் சிபிஐ விசாரணை நடைபெற வேண்டும்.” என்று தெரிவித்தார்.

வழக்கின் அனைத்து தரப்பு வாதங்கள் முடிந்த நிலையில் அனைத்து தரப்பும் எழுத்துப்பூர்வமான வாதங்களை தாக்கல் செய்ய உத்தரவிட்டு வழக்கை ஜனவரி 30-ம் தேதிக்கு தலைமை நீதிபதி அமர்வு ஒத்திவைத்தது.

நகைப்பறித்து சிக்கிய ஜான்சன், நகை - படம்: சிறப்பு ஏற்பாடு

சைதாப்பேட்டையில் தனது முன்னாள் காதலி என நினைத்து ஒரு பெண்ணை தாக்கி நகையை பறித்துச்சென்ற வாலிபர் அதை காதலி நினைவாக பிரேம் போட்டு மாட்டி வைத்திருந்ததை பார்த்து போலீஸார் திகைத்து போயுள்ளனர்.

கடந்த 21-ம் தேதி சென்னை சைதாப்பேட்டை மேற்கு ஜோன்ஸ் சாலையில் அடுக்குமாடி குடியிருப்பில் வசித்து வரும் பார் உரிமையாளர் செல்வகணேஷ் என்பவரது மனைவி குணசுந்தரி என்பவர் வீட்டில் தனியாக இருக்கும் போது மர்ம நபரால் தலையில் தாக்கப்பட்டார். அவரிடமிருந்த 11 சவரன் செயின் பறிக்கப்பட்டது.

வீட்டின் கதவை தட்டியது தனது கணவர் தான் என நினைத்து குணசுந்தரி கதவை திறந்தபோது தாக்கப்பட்டார். வீட்டிற்கு இரவு திரும்பிய கணவர் செல்வகணேஷ் வீட்டிற்கு வந்ததும் மனைவி ரத்த காயத்துடன் மயங்கி கிடப்பதை கண்டு அதிர்ச்சியடைந்தார். 　

சம்பவம் குறித்து சைதாப்பேட்டை போலீஸில் செல்வகணேஷ் அளித்த புகாரின் பேரில் சைதாப்பேட்டை போலீஸார் விசாரணை நடத்தினர். அதே பகுதியில் உள்ள கண்காணிப்பு கேமரா காட்சிகளை போலீசார் ஆய்வு செய்தனர்.　

அதில் நகையை பறித்துச்சென்ற நபரின் உருவம் பதிவாகி இருந்தது. போலீஸார் தேடுதல் வேட்டையில் நகையை பறித்துச் சென்ற திருடன் ஊரப்பாக்கத்தைச் சேர்ந்த ஜான்சன் என்பவரை போலீஸார் கைது செய்தனர்.　

கைது செய்யப்பட்ட ஜான்சனிடம் போலீஸார் திருடிய நகை எங்கே என்று கேட்டபோது வீட்டில் மாட்டப்பட்டிருந்த போட்டோ பிரேமை காட்டியுள்ளார், ஜான்சன். நகையை பிரேம் செய்து போட்டோ போல் மாட்டி இருந்தார். நகையை திருடினால் விற்றுவிடுவார்கள் நீ போட்டோ பிரேம் செய்து மாட்டியிருக்கிறாயே என்று போலீஸார் இரண்டு தட்டு தட்டியுள்ளனர்.　

அதற்கு ஜான்சன் வடிவேலு பாணியில் "சார் அடிக்கிற வேலை வச்சுக்காதீங்க, இது என் காதலி ஞாபகார்த்தமா பறித்த நகை அதான் பிரேம் போட்டு மாட்டியிருக்கிறேன்" என்று கூலாக கூறியுள்ளார்.　

அதற்கு போலீஸார் அதற்கு காதலி நகையை வாங்கி பிரேம் போட்டு வை ஊரார் மனைவி நகையை பறித்து பிரேம் போட்டு வைப்பாயா என்று கேட்டுள்ளனர். அதற்கு ஜான்சன் என் காதலியிடம் தான் நகையை பறித்து வந்தேன் என்று கூறியுள்ளார்.　

இதென்னடா புது பூதம் கிளம்புகிறது என்று போலீஸார் மேலும் விசாரிக்க காதலி பெயரை கேட்டபோது மாற்றி சொல்லி இருக்கிறார் ஜான்சன். நீ செயின் பறித்த பெண்ணின் பெயர் குணசுந்தரி என்று போலீஸார் கூறவும் எங்க போட்டோவை காட்டுங்கள் என்று குணசுந்தரி போட்டோவை பார்த்துவிட்டு சார் இந்தம்மா யாரு என்று கேட்டுள்ளார் ஜான்சன்.　

நீ தலையில் கல்லால் தாக்கிவிட்டு 11 சவரன் நகையை பறித்து வந்தாயே அந்தம்மா என்று போலீஸார் கூறியுள்ளனர். சார் ஆள் மாறிபோச்சு என் காதலின்னு நினைத்து தாக்கிவிட்டேன் என்று ஜான்சன் தனது கதையை கூறி உள்ளார்.　

ஜான்சன் சைதாப்பேட்டையில் இதற்கு முன்பு வசித்து வந்துள்ளார். அப்போது அதே பகுதியைச் சேர்ந்த பெண்ணை காதலித்து வந்துள்ளார். அந்த பெண்ணும் காதலித்ததாக கூறப்படுகிறது. ஆனால் அந்த பெண் வேறொருவரை திருமணம் செய்து கொண்டார். 　

இந்நிலையில் மனமுடைந்த ஜான்சன் வீட்டை காலி செய்து விட்டு ஊரப்பாக்கத்த்திற்கு சென்று விட்டார். பிறகு நண்பர்களை பார்க்க வந்தபோது குணசுந்தரியை பார்த்து விட்டு தன்னுடைய காதலி என்று இருட்டில் தவறுதலாக தாக்கி நகையை பறித்து கொண்டு ஜான்சன் சென்று விட்டார்.　பிறகு பறித்த நகையை காதலி ஞாபகமாக பிரேம் போட்டு வைத்து கொண்டதாக கைதான ஜான்சன் தெரிவித்துள்ளார். நல்ல கதை சொன்னாய், போதையில் ஊரில் உள்ள பெண்கள் எல்லாம் உன் முன்னாள் காதலிபோல் தெரிந்தால் எதாவது செய்வாயா என்று கூறிய போலீஸார் ஜான்சனை கைது செய்து சிறையில் அடைத்தனர்.　　　

MTC converts 300 long-distance buses into short-route services

CHENNAI: The Metropolitan Transportation Corporation (MTC) has removed about 250-300 services on long-distance routes from its fleet and converted them into short-distance buses. The move, though dubbed as an attempt to cater to more passengers by MTC officials, came as a rude shock to commuters who were already fuming over the steep bus fare hike, who have said that they have lost the direct connectivity to many parts of the city.

Particularly, people reside in Avadi, Thirumullaivayil, Maduravayol, Sholinganallur, Injampakkam, Neelankarai, Ambattur, Tambaram, Vandalur, Padi, Perungalathur and Pallavaram are the worst affected and they have to board two to three buses to reach the other end of city.

The long routes that are converted as short routes in Chennai city include Avadi-Vandalur (70A), Sholinganallur-Tambaram west (91), Red Hills - Tambaram (114), Thiruverkadu - Tambaram (111), Kolathur- Tambaram (170) and Thiruvanmiyur - Tambaram (95).

“The Thiruvanmiyur-Tambaram (via Thuraipakkam) bus services have been short terminated at Chromepet for the past one month. I have been spending `24 (earlier `12) in express buses to go to Chromepet and from there I purchase another ticket to Tambaram for ` 12 (earlier `6) additionally. The total bus fare will be `54 if I board deluxe buses,” said Ganesh, a worker at an iron spare parts company in Thuraipakkam.

Every route has 12 to 14 buses operated on both sides. While on a few routes, two long-distance buses have continued, on some, long-distance buses have been removed and converted into short routes.
S Vaidyanathan, Kamaraj Nagar of Avadi, in his complaint letter sent to Express and the MTC administration, said that 70 A bus services operated between Avadi and Vandalur, which provided connectivity for western suburbs to the southern suburbs, have completely been eliminated.

The buses are converted as short-route buses between Avadi and CMBT (77 and 70 A cut) and CMBT-Vandalur (70 V). “To go to Avadi or Ambattur, commuters from Perungalathur have to come to the CMBT and from there have to take another bus to Avadi. The ticket fare costs `35 and `33 in deluxe buses,” pointed out Vaidyanathan.

The locals of Avadi, Thirumullaivayil, Ambattur and Padi have to rely on bus services to go to Tambaram and other neighbourhood areas in southern suburbs, as there is no direct train service. However, a few elderly commuters take a detour via Chennai Central and Park and travel by EMU trains.
Same is the case with commuters in Red Hills and Madhavaram. They have no direct buses to Tambaram and Vandalur. Particularly, college students who solely depend on buses due to free bus passes have to take two to three buses. The Redhills-Tambaram (114) bus was operated with jam-packed crowd during rush hour, catering for college students and office-goers.

“Now I have to get down at the CMBT and from there I take another bus to my college in Tambaram,” said Sathish, a college student from Red Hills. However, officials and a section of trade unions justified the move as it would cater for more passengers within the city.

P Balakrishnan, president, State Transport Employees Union (CITU) , MTC, said that when more number of long-distance routes are operated, passengers’ waiting time at bus stops en route increases, leading to migration of commuters to other mode of transportation. “Now, short route buses will reduce the commuters’ waiting hours at bus stops and it will also increase the number of passengers handled per bus. Thus, revenue also gets increased,” he said.

He added that commuters who board en-route bus stops during rush hour won’t find seats and are forced to travel for an hour and above standing in crowded buses. “Short route buses will remove such inconvenience,” he said.

With the fleet capacity of 3,200 buses, the MTC caters for about 48 lakh population in Chennai city and parts of Kancheepuram and Tiruvallur districts. The buses are operated on 833 routes from 33 depots.
On an average, an MTC bus is getting operated for about 260 km and carries about 1,200 commuters a day.

A senior MTC official said they had increased the ordinary bus strength in the fleet and passengers will mostly be paying the ordinary bus fare, he said.
