கோவை மாவட்டத்தைப் பொறுத்தவரை அமைச்சர் எஸ்.பி.வேலுமணி வைத்ததுதான் சட்டம். மாநகராட்சி அலுவலகமாக இருந்தாலும் சரி, மாவட்ட ஆட்சியர் அலுவலகமாக இருந்தாலும் சரி. 'அவரின் உத்தரவு இல்லாமல் இங்கே அணுவும் அசையாது' என்று பரவலான பேச்சு உண்டு. "அமைச்சரை பகைத்துக்கொண்டால், அதிகாரிகள் நிம்மதியாக இருக்க முடியாது” என்பது எல்லா மாவட்டங்களுக்குமான பொதுவிதியாக இருந்தாலும், கோவையில் சற்று கூடுதலாகவே தெரிகிறது. அமைச்சர் எஸ்.பி.வேலுமணி ஜனவரி 31-ம் தேதி கலந்துகொண்ட நிகழ்வில் கோவை கலெக்டர் ஹரிஹரன் நடத்தப்பட்ட, நடந்துகொண்ட விதம் அதை உறுதி செய்துள்ளது.



கோவை அவினாசி சாலையில் உயர்மட்ட மேம்பாலம் அமைப்பதற்கான ஆரம்பக்கட்ட பணிகள் நடந்து கொண்டிருக்கின்றன. அதனை ஆய்வு செய்வதற்காக எஸ்.பி.வேலுமணி வந்தார். கோவை 'நவ இந்தியாதான்' ஆய்வு ஸ்பாட். 11 மணிக்கு அமைச்சர் வருவதாக தகவல் தெரிவிக்கப்பட்டது. அடுத்ததாக 11.30 என்று நேரத்தை மாற்றினார்கள். பத்திரிகையாளர்கள் அனைவரும் 11 மணிக்கே ஆஜராகி விட்டார்கள். கலெக்டர் ஹரிஹரனும், மற்ற அதிகாரிகளும் 12.30 மணிக்கு வந்தார்கள். சற்றுநேரத்தில் கவுண்டம்பாளையம் தொகுதி எம்.எல்.ஏ ஆறுக்குட்டி வந்தார். யாருக்கும் காத்திருக்காமல் வெயிலும் வேகமாக வந்துவிட்டது. மணி 1.30-ஐ நெருங்கியும் அமைச்சர் வரவே இல்லை. 'இன்னும் அஞ்சு நிமிஷத்தில் அமைச்சர் வந்துவிடுவார்' என்பதையே கிட்டத்தட்ட ஐந்துமுறை சொன்னார்கள். அடுத்ததாக அனைவருக்கும் பசியும் வந்துவிட்டது. நேரத்துக்கு சாப்பிட்டுப் பழகிய அதிகாரிகள் சிலர் நெளிய ஆரம்பித்தார்கள். வெயில் பொறுக்க முடியாத கலெக்டர், ஓர் நிழலில் அண்டி நின்று கொண்டார். கிட்டத்தட்ட ஒன்றரை மணி நேரத்துக்கு மேலாக நிலைமை இப்படியே சென்றது. இருந்தது. ஒருவழியாக மதியம் 2.15 மணிக்கு வந்துசேர்ந்தார் அமைச்சர். 'ஒரு மணி நேரம் கலெக்டர் காத்திருந்தால் என்னவாம்' என்று சிலர் நினைக்கலாம். கலெக்டர் காத்திருப்பதிலோ, அமைச்சர் காக்க வைத்ததிலோகூட பிரச்னை இல்லை. சந்தர்ப்ப சூழலால் அமைச்சரால் நேரத்திற்கு வர முடியாமல் போயிருக்கலாம். ஆனால், வந்தபிறகு கலெக்டருக்கான மரியாதையைக் கொடுத்திருக்க வேண்டும்தானே! அதுவும் இல்லை.

அமைச்சர் வந்ததும் அரசியல் புள்ளிகள் அவரைச் சூழ்ந்து கொண்டார்கள். சால்வை போர்த்தினார்கள். இறுக்கமான முகத்தோடு ஒரு ஓரமாக கையைக் கட்டியபடி நின்றுகொண்டிருந்தார் கலெக்டர். மண் பரிசோதனை செய்வதற்காக போடப்பட்ட போர்வெல்-ஐ அமைச்சர் பார்த்தார். நெடுஞ்சாலைத்துறை அதிகாரி ஒருவர், ஓடிவந்து என்னென்ன பணிகள் நடந்து கொண்டிருக்கின்றன என்பதை அமைச்சரிடம் விளக்கினார். அப்போதும் கலெக்டர் ஒதுங்கியேதான் நின்று கொண்டிருந்தார். அடுத்ததாக ஆய்வு தொடர்பான பேட்டிக்குத் தயாரானார் அமைச்சர். மீடியாக்கள் கேமராவை ஃபோக்கஸ் செய்ததும் அவரை ஒட்டியபடி, எம்.எல்.ஏ ஆறுக்குட்டியும், கோவை தெற்கு தொகுதி எம்.எல்.ஏ. அம்மன் அர்ஜுனனும் நின்று கொண்டார்கள். அமைச்சருக்கு அப்போதுதான் கலெக்டர் ஞாபகம் வந்தது. "கலெக்டர் எங்கப்பா?" என்று கூப்பிட்டு தன் பக்கத்தில் பொம்மைபோல் நிறுத்திக் கொண்டார். அல்லது அவரே அப்படித்தான் நின்றார் எனலாம். கட்டிய கையை இறக்கவே இல்லை. இறுக்கமான முகத்துடனேயே இருந்தார். அமைச்சர் பேச ஆரம்பித்ததும், சத்தம்போடாமல் நகர்ந்து வெளியே வந்து ஒரு ஓரமாக நின்று பிஸ்கெட் சாப்பிட்டுக் கொண்டிருந்தார் (பசி தாங்க முடியவில்லை போல!)

பெயரளவுக்குகூட ஆய்வுப் பணியை செய்யவோ அல்லது அதில் ஈடுபாடு உள்ளவரைப் போல காட்டிக்கொள்ளவோ இல்லை. அமைச்சர் பேட்டியை

முடித்ததும், கையைக் கட்டிக்கொண்டு அமைச்சரை வழியனுப்ப ஓடி வந்தார். அமைச்சர் காரில் ஏறும்வரை கட்டிய கையை கீழே இறக்கவேயில்லை கலெக்டர்.

"கோவையில் நாளுக்குநாள் பெருகிவரும் வனவிலங்குப் பிரச்னைக்கு தீர்வு காண்பதற்கு முத்தரப்புக் கூட்டத்துக்கு ஏற்பாடு செய்யச்சொல்லி, எத்தனையோ முறை கலெக்டரிடம் மனு கொடுத்துவிட்டோம். ஆனால் அதை அவர் கண்டு கொள்ளவே இல்லை. எந்த மக்கள் பிரச்னையிலும் இறங்கி வேலை செய்வதில்லை. உச்ச நீதிமன்ற உத்தரவைக்கூட அவர் மதிப்பது கிடையாது. மாவட்டத்தில் ஆக்கப்பூர்வமான எந்தப் பணியும் நடப்பதில்லை. இப்படி ஒரு கலெக்டரை என் சரித்திரத்திலேயே பார்த்ததில்லை" என்கிறார் கட்சி சார்பற்ற விவசாயிகள் சங்கப் பொதுச்செயலாளர் கந்தசாமி.

சிங்காநல்லூர் தொகுதி தி.மு.க. எம்.எல்.ஏ-வான கார்த்திக், "இந்த கலெக்டர் எந்த வேலையும் செய்வது கிடையாது. தான்தான் கோயம்புத்தூரின் ஆட்சியர் என்பது அவருக்குத் தெரியுமா என்பதே சந்தேகமாக இருக்கிறது. அமைச்சரைக் கண்டாலே கலெக்டர் நடுங்குகிறார். அந்த அளவுக்கு அதிகாரிகளை மிரட்டி வைத்திருக்கிறார் எஸ்.பி.வேலுமணி. இப்படியான கலெக்டர் நேர்மையாக மக்கள் பணி செய்வார் என்று எப்படி எதிர்பார்க்க முடியும்" என்கிறார்.

திருப்பூர் அருகே உள்ள தனியார் கல்லூரி விடுதியில், இரவு உணவு சாப்பிட்ட மாணவிகளுக்கு வாந்தி மயக்கம் ஏற்பட்ட சம்பவம் பரபரப்பை உண்டாக்கியுள்ளது.

திருப்பூர் மாவட்டம் தாராபுரத்தை அடுத்துள்ள நஞ்சியம்பாளையம் பகுதியில் செயல்பட்டுவருகிறது, மகாராணி நர்சிங் கல்லூரி. இங்கு, 300-க்கும் அதிகமான மாணவ மாணவிகள் பயின்று வருகின்றனர். சிலர், இக்கல்லூரிக்குச் சொந்தமான விடுதியில் தங்கிப் பயில்கின்றனர்.

இந்நிலையில், நேற்றைக்கு முந்தைய நாள் இரவு, கல்லூரி விடுதியில் பரிமாறப்பட்ட உணவை சாப்பிட்ட சில மாணவிகளுக்கு இன்று அதிகாலை தொடர் வாந்தியும், மயக்கமும் ஏற்பட்டிருக்கிறது. இன்று காலை ஓர் ஆசிரியர், பாதிக்கப்பட்ட 9 மாணவிகளையும் திருப்பூர் அரசு தலைமை மருத்துவமனைக்கு சிகிச்சைக்காக அழைத்து வந்தார். அவர்களைப் பரிசோதித்த மருத்துவர்கள், உணவு ஒவ்வாமை ஏற்பட்ட காரணத்தால்தான் மாணவிகளுக்கு வாந்தி, மயக்கம் ஏற்பட்டிருப்பதாகவும் அதற்குண்டான சிகிச்சை அளிக்கப்பட்டிருப்பதாகவும் தெரிவித்திருக்கிறார்கள்.
மயக்கமடைந்த கல்லூரி மாணவிகளை அழைத்து வந்ததால், அரசு மருத்துவமனை வளாகம் சிறிது நேரம் பரபரப்புடன் காணப்பட்டது.  ஆனால், கல்லூரியின் பெயர் போய்விடும் என்பதால் ஆசிரியர்கள் உடனே மாணவர்களை சிகிச்சை எடுக்க அனுமதிக்காமல் அழைத்துச்  செல்ல முயன்றனர். சந்தேகமடைந்த அரசு மருத்துவமனை செவிலியர்கள், காவல்துறைக்கு தகவல் அளித்ததையடுத்து போலீஸார் மாணவிகளுக்கு சிகிச்சை அளிக்கவைத்து அழைத்துச்செல்ல வலியுறுத்தியுள்ளனர் .
இதையடுத்து மாணவிகள் சிகிச்சைக்காக அனுமதிக்கப்பட்டனர். கல்லூரி விடுதியின் உணவு சரியில்லை என்று மாணவர்கள் குறை கூறிவிடக்கூடாது என்பதற்காக அவசர அவசரமாக அழைத்துச் சென்ற சம்பவம் பரபரப்பை ஏற்படுத்தியது .

சென்னை, தியாகராய நகரில் உள்ள தமிழக பாஜக தலைமை அலுவலகமான கமலாலயத்தில் பட்ஜெட் விளக்க ஆலோசனை கூட்டம் வெள்ளிக்கிழமை நடைபெற்றது. கட்சியின் மாநில தலைவர் தமிழிசை செளந்தரராஜன் தலைமையில் நடைபெற்ற இக்கூட்டத்தில் பொருளாதார நிபுணர்கள் உள்பட ஏராளமானோர் கலந்து கொண்டனர்.

கூட்டத்துக்கு முன் தமிழிசை செளந்தரராஜன் நிருபர்களிடம் கூறியது:
தமிழக அரசியல் கட்சிகளுக்கு ஒரு கோரிக்கை. நீட் தேர்வு உச்சநீதிமன்ற உத்தரவுப்படி கடந்த முறை நடத்தப்பட்டது. இதன் மூலம் தெருக்கோடியில் உள்ள மாணவர்களுக்குக் கூட நீட் மூலம் இடம் கிடைத்து மருத்துவம் பயிலும் வாய்ப்பு கிடைத்துள்ளது. எனவே, மறுபடியும் நிச்சயமற்ற தன்மையை வைத்துக் கொண்டு மாணவர்களை யாரும் குழப்பக்கூடாது.

மத்திய அமைச்சர் பிரகாஷ் ஜாவடேகர் மாநில பாடத் திட்டமும் நீட் தேர்வில் சேர்த்துக் கொள்ளப்படும் என மிகத் தெளிவாக கூறி உள்ளார். மாணவர்கள் இதில் தேர்ச்சி பெற நன்றாக படிக்கச் சொல்வதே சரி. இதில் அரசியல் கூடாது.
தமிழ் ஓங்கி ஒலிக்கும்: தமிழ் உணர்வு பாஜக-வுக்கு அதிகம் உள்ளது. வைகோ உள்பட அரசியல் கட்சித் தலைவர்கள், இனிமேல் மொழியை வைத்து அரசியல் செய்ய முடியாது.

தமிழ் மொழி முதுமொழி; தெய்வமொழி. பாஜக ஆட்சியில் தமிழ் நிச்சயமாக தமிழகத்தில் ஓங்கி ஒலிக்கும். பாஜக தலைவர்கள் யாரும் தமிழ் பற்றில் வைகோவுக்கு குறைந்தவர்கள் அல்ல என்றார் தமிழிசை செளந்தரராஜன்.

CHENNAI: The protest seeking exemption from the National Eligibility-cum-Entrance Test (NEET) called by the Federation for Protection of Democratic Rights seems to be gaining support from mainstream political parties in Tamil Nadu.

The principal opposition party DMK had already extended its support to the State-wide demonstration scheduled to be held on Feb.5. On Friday, MDMK and Communist Party of India (CPI) extended support to the anti-NEET stir.

In a statement, MDMK general secretary Vaiko appealed to his party men to participate in large numbers in the demonstration to be held in Chennai and headquarters of all the districts in Tamil Nadu.
He criticised the Centre for trying to usurp the powers of the States by proposing to constitute National Medical Commission. It had already imposed NEET on States.

 The Human Resources Development (HRD) Minister had stated that the question papers for NEET would be prepared based on the State syllabi, but the CBSE denied any such move, Vaiko said.

R Mutharasan, CPI State secretary, said that his party volunteers would participate in the Feb. 5 stir against NEET.

He flayed the Centre for betraying Tamil Nadu by not forwarding two Bills, unanimously adopted by the State Assembly seeking exemption from NEET, to the President for assent.

Meanwhile, PMK youth wing leader and MP Anbumani Ramadoss demanded that the State government should resign if it could not stop NEET.

“Without showing further indifference, Tamil Nadu government should consult legal experts and take steps to obtain NEET exemption either through Supreme Court or the Centre. If the government fails to do so, it must resign owning moral responsibility,” he stressed.

Madras HC orders transfer of defence exam impersonation case to CBI

MADURAI: The Madurai bench of the Madras high court on Friday ordered transfer of a case -- relating to impersonation in an examination conducted by Indian Ordnance Factory -- from the KK Nagar police in Trichy to the CBI.

Defence ministry's Indian Ordnance Factory conducted the examination in Jamal Mohamed College in Trichy in 2015 to recruit people to different posts.
Later, it was found that the fingerprints of two candidates didn't match. Following this, Indian Ordnance Factory general manager (Trichy) Dr C Ariyasakthi lodged a complaint with the KK Nagar police who in turn registered a case and started investigations. The police arrested Repeh Shibu Dey of Nagpur in Maharashtra and K Bharat Singh of Kanpur in Uttar Pradesh in 2016.
Recently, the general manager filed a petition in the high court bench seeking to transfer the investigation to the CBI alleging that there was no further development in the case. On Friday, Justice PN Prakash heard the case. Inspector of the KK Nagar police station informed the court that the arrested two men had got bail.
The judge said, "It prima facie appears that a scam has occurred. The perusal of case diary of the police shows that they are looking for six people who are said to be living in north Indian states. Thus, the case is directed to be transferred to the CBI's Anti -Corruption Bureau, Chennai. The KK Nagar police, after obtaining order from Trichy city police commissioner, should hand over all relevant materials to the CBI."

Call and get food tested at doorstep

CHENNAI: Chicken 65 with too much colour, carbonated drinks that are high on sugar, milk adulterated with water—residents can clear doubts about the quality of their food at their door step now.
The food safety department on Friday launched a mobile food lab which will go to various localities in the city and the outskirts to test the quality of food. The van, equipped with various testing facilities, was flagged off by health minister C Vijayabaskar on Friday.

Food safety officials said the department had tied up with various associations working for residents' welfare, traders and pushcart vendors. "The purpose of the van will be dual: The quality of the food will be tested and food business operators will be educated on how to maintain safe standards," said a food safety official. The van's schedule will be published in the department's website in the beginning of each month.

"If there are blank dates, associations can call or email us," said the official, adding that they had already got requests from around 10 associations, including traders in the wholesale market in Koyambedu. The van will shuttle between Chennai, Kancheepuram and Tiruvallur. The department will be adding one more vehicle to its fleet in March.

The service will also help the department keep track on facilities that follow unsafe practices. In Chennai, since 2011, of the 969 food samples lifted, 209 were found to be substandard, and 120 unsafe — those found containing harmful bacteria, viruses, parasites or chemical substances.

Metro set to speed into Poonamallee

Chennai: If everything goes as planned, residents from the western suburbs will be able to take metro rides in and out of the city in a few years time. 

The Chennai Metro Rail Limited (CMRL) is conducting a feasibility study to extend the metro rail network up to Poonamallee under the ambitious 107.55km phase-II project. Once the project takes off, commuters from Poonamallee will be able to reach the city in less than 45 minutes.

Officials said a detailed project report (DPR) to connect Poonamallee from Koyambedu CMBT via Porur, Virugambakkam and Valasarvakkam covering around 15km will be ready by the first quarter of this year. The extension of the line was planned at an additional cost of Rs 3,850 crore.

CMRL officials said a field study is being conducted. "We are expecting the DPR to be ready in three or four months," the official said. Work to study the localities began after chief minister K Palaniswamy announced at the state assembly last year that the 17-km corridor 4 from CMBT to Light House will extend up to Poonamallee with an idea to ease traffic congestion in the localities on the way. It includes Virugambakkam, Valsarvakkam, Porur, Kattupakkam, Kumananchavadi up to Poonamallee bus depot.

The phase-II has three corridors — Madhavaram-SIPCOT covering 46.1km with 50 stations in corridor 3, Madhavaram-Sholinganallur covering 45.2km with 46 stations in corridor 5 and 17.1km from CMBT to Light House in corridor 4. Officials said corridor 4 will be an orbital line connecting all arterial roads including Anna Salai, Arcot Road and Poonamallee High Road through both phase-I and II. The project, awaiting approval from the Centre, with 104 stations is estimated to cost Rs 85, 047 crore.

"The DPR will be sent separately for approvals and depending on that it will be decided if the extended line will be part of phase-II or as a separate extension project," a metro official said.
