முன்பொரு காலத்தில் கிராமங்களில் நாட்டு வைத்தியர் என்று ஒருவர் இருந்தார். சாதாரண மனிதர். கிராமத்தினருடன் இயல்பாகப் பழகுவார். சுகவீனங்களுக்கு மருந்து கொடுப்பார். கொடுத்த பணத்தை வாங்கிக்கொள்வார். வழியில் கண்டால், “என்ன? தலைவலி எப்படியிருக்கிறது” என்று கரிசனையுடன் விசாரிப்பார். நல்லது கெட்டதற்கு வீட்டுக்கு வந்துபோவார்.

இன்று மருத்துவம் வர்த்தகமயமாகி வரும் நிலையில் நோயாளி ஒரு வாடிக்கையாளராக மாறிவிட்டார் என்பதுதான் அவலம். வர்த்தகத் துறையில் ஒரு வழக்குமொழி உண்டு: ‘வாடிக்கையாளர் கூற்று எப்போதும் சரியானதே’ (The customer is always right). 

 

பின் ஆங்கில மருத்துவர்கள் வந்தார்கள். கோட்டு சூட்டு போட்டிருந்தார்கள். கழுத்தில் ஸ்டெதாஸ்கோப் மாட்டி இருந்தார்கள். அவர்களில் குடும்ப டாக்டர்களும் இருந்தார்கள். குடும்ப நண்பர்கள்போலப் பழகினார்கள். எல்லா நோய்களுக்கும் மருந்து கொடுத்தார்கள். அறிவுரைகளையும் வாரி வழங்கினார்கள். இப்போது இவர்களும் அருகிவரும் ஒரு இனமாகிவிட்டார்கள். பழைய தமிழ்த் திரைப்படங்களில் மட்டும்தான் இவர்களை இனிமேல் பார்க்க முடியும்.

இப்போதெல்லாம் ஒரு நோய்க்கு ஒரு சிறப்பு மருத்துவர் என்ற நிலை வந்துவிட்டது. தலைவலிக்கு ஒருவர், மூட்டுவலிக்கு ஒருவர், நுரையீரலுக்கு ஒருவர், கல்லீரலுக்கு ஒருவர் என்று பலவிதமான வல்லுநர்கள் வந்துவிட்டார்கள். ஆனால், சாதாரண உடல் உபாதைகளுக்கு பொதுநல மருத்துவர் என்று ஒருவர் இருந்த காலம் இன்னும் மலையேறிவிடவில்லை. பொதுநல மருத்துவர்களை மக்கள் குறைத்து மதிப்பிடுகிறார்கள் என்றே கூறவேண்டும்.

நீண்ட காலமாக ஒரே மருத்துவரிடம் போவதில் பல அனுகூலங்கள் உள்ளன. உங்கள் மருத்துவ வரலாறு அவருக்கு அத்துப்படியாக இருக்கும். உங்கள் குடும்ப வரலாற்றையும் (குடும்ப ரகசியங்கள் உட்பட) அவர் அறிந்து வைத்திருப்பார். ஆனால், அவருக்கு இருக்கும் நேரம் குறைவு. உங்களைப் பார்த்துப் பேசவும் உடலைச் சோதிக்கவும் பத்து பதினைந்து நிமிடங்கள் கிடைத்தால், அது உங்கள் அதிர்ஷ்டம். சரி, விஷயத்துக்கு வருவோம்.

மக்கள் எதிர்பார்ப்பு

ஒரு மருத்துவரிடமிருந்து மக்கள் எதிர்பார்ப்பது என்ன? இது குறித்து நெடுங்காலமாகவே பல ஆய்வுகள் நடத்தப்பட்டு வந்துள்ளன. இதில் ஒரு ஆய்வை மட்டும் பார்ப்போம். பொதுநல மருத்துவர்கள் கொடுக்கும் மருந்தை, அவர்கள் கூறியபடி நோயாளிகள் உட்கொள்வதில்லை என்பது நெடுங்காலமாகவே மருத்துவர்கள் அறிந்த ஒன்றுதான். மருந்தை பாதியிலேயே நிறுத்திவிடுகிறார்கள் அல்லது ஒழுங்காக எடுப்பது இல்லை என்று ஆராய்ச்சிகள் கூறுகின்றன. இதை நிவர்த்தி செய்ய மருத்துவர்களுக்கு பல அறிவுரைகள் வழங்கப்படுகின்றன. மருந்தைப் பற்றி விளக்கமளிப்பது, அதை எடுக்க வேண்டிய விவரங்களை எழுதிக் கொடுப்பது ஆகியவை இவற்றுள் சில. ஆனால் இம்மாதிரியான நடைமுறைகள் பெரும் தாக்கத்தை உருவாக்கவில்லை. எனவே, இதை உளவியல் அடிப்படையில் அணுக வேண்டும் என்ற கருத்து முன்வைக்கப்பட்டது.

அடுத்த கட்டமாக, நோயாளிகளைப் பார்க்கும்போது நோயுடன் தொடர்பில்லாத ஒரு விஷயத்தைப் பற்றி மருத்துவர்கள் பேச வேண்டும் என்று நிர்ப்பந்திக்கப்பட்டார்கள். எடுத்துக்காட்டாக, ஓர் ஆசிரியரிடம் மருத்துவர் பேசும்போது “உங்கள் பள்ளி நிர்வாகம் எப்படி நடக்கிறது?” என்பதுபோல் நோயாளியின் தனிப்பட்ட விஷயத்தைப் பற்றி பேச ஊக்குவிக்கப்பட்டது. அதிகம் வளர்ப்பானேன்? இதன் பிறகு நோயாளிகள் முன்னைவிட முறைப்படி மருத்தை உட்கொள்ளத் தொடங்கினார்கள்.
இந்த ஆய்வு உணர்த்துவது என்ன? மருத்துவர் நோயாளியின் மேல் தனிப்பட்ட அக்கறை காட்டும்போது அவர் கூறுவதை நோயாளி மதித்து நடக்கிறார். இந்த அக்கறை என்பது நோயாளியின் மேல் காட்டும் பரிவோ இரக்கமோ அல்ல, வர்த்தகத் துறையில் வாடிக்கையாளரின் பெயரை நாட்குறிப்பில் குறித்துக்கொண்டு அவரை அடுத்த முறை காணும்போது, “உங்கள் புதிய ஆடி கார் எப்படி இருக்கிறது?” என்று கேட்கும் போலி சினேகிதமும் அல்ல. உண்மையான கரிசனையோடு கேட்கப்படும் ஒரு கேள்வி. இதை ஓர் எடுத்துக்காட்டின் மூலம் விளக்கலாம்.

அக்கறையான ஒரு கேள்வி

ஐம்பது வயது மதிக்கத்தக்க ஒரு பெண் பல மாதங்களாக நெஞ்சு வலியோடு மருத்துவரைப் பார்த்து வருகிறார். எத்தனையோ எக்ஸ்ரே, இ.சி.ஜி., ஸ்கேன் எல்லாம் எடுத்துப் பார்த்தாயிற்று. எந்த நோயும் இருப்பதாகத் தெரியவில்லை. பல மருந்துகளை உட்கொள்கிறார், நெஞ்சு வலி மட்டும் குறைந்தபாடில்லை. ஆனால், அவர் விடாப்பிடியாக தொடர்ந்து மருத்துவரைப் பார்க்க வருகிறார். ஒரு நாள் பழைய மருத்துவர் இல்லை. அவருடைய இடத்தில் ஒரு புதிய மருத்துவர் வந்திருக்கிறார். அந்தப் பெண் பழைய கதையை மீண்டும் ஒரு முறை பாடுகிறார். மருத்துவர் அவரது பழைய மருத்துவக் குறிப்புகளைப் வாசித்துவிட்டு, உங்களுக்கு இப்போது எத்தனை வயது?” என்று கேட்கிறார், ‘இதுகூட உங்களுக்குத் தெரியவில்லையா’ என்ற தோரணையில், “ஐம்பத்தி நான்கு” என்கிறார் அந்த பெண். மருத்துவர் சற்று யோசித்து விட்டு, “உங்கள் தாயார் இறக்கும்போது அவருக்கும் ஐம்பத்தி நான்கு வயதுதான், இல்லையா?” என்று கேட்கிறார்.

இதைக் கேட்டவுடன் அந்தப் பெண் விக்கி விக்கி அழுக ஆரம்பித்தார். கண்ணீர் பெருக்கெடுத்து ஓடுகிறது. “எனக்கு ஏதும் நடந்தால் என் பெண்ணின் கதி என்ன என்று எண்ணிப் பார்க்கக்கூட முடியவில்லை. நான் பட்ட கஷ்டங்களை அவள் படக்கூடாது” என்று கூறுகிறாள். டாக்டர் கேட்ட கேள்வி அவர் மனதைத் தொட்டுவிட்டது. அவ்வளவுதான், அதற்குப்பின் அவர் மருத்துவரைப் பார்க்க வேண்டி இருக்கவில்லை.

சிறந்த மருந்து எது?

இதுதான் மருத்துவர் காட்டும் அக்கறை; நோயாளின் வரலாற்றை அறிந்து அவர் மீது காட்டும் கரிசனை; இரு உள்ளங்களுக்கு இடையே நடைபெறும் உணர்ச்சிப் பரிமாற்றம்; மருத்துவருக்கும் அவர் பார்க்கும் நோயாளிக்கும் இடையே உள்ள அந்தரங்க உறவு. இந்த அக்கறையைத்தான் மருத்துவரிடமிருந்து மக்கள் எதிர்பார்க்கிறார்கள்.

மருத்துவருக்கும் நோயாளிக்கும் இடையே உள்ள உறவு பற்றி மருத்துவ மாணவர்களுக்கு நிறையவே போதிக்கப்படுகிறது. மருத்துவர் கொடுக்கும் மருந்துகளிலேயே மிக முக்கியமான மருந்து ‘மருத்துவர்தான்’ என்றும் கற்றுக் கொடுக்கப்படுகிறது. ஆனால், பல மருத்துவர்கள் இதை மறந்துவிடுகிறார்கள் அல்லது வேறு விஷயங்களுக்கு முன்னுரிமை அளிக்கிறார்கள்.

சரி. இதை மருத்துவர்களிடம் போய்ச் சொல்லுங்கள், ஏன் எங்களிடம் சொல்கிறீர்கள் என்று உங்களில் சிலர் கோபத்துடன் மனதுக்குள் நினைத்துக்கொள்வதை உணர முடிகிறது. மருத்துவ ஏடு ஒன்றுக்கு எழுத வேண்டிய கட்டுரை இந்தப் பகுதிக்குத் தவறாக வந்துவிட்டது என்று நினைக்கிறீர்களா? இல்லை.

சிறையில் நன்னடத்தை அடிப்படையில் நளினி, முருகன், பேரறிவாளன் மற்றும் சாந்தன் ஆகியோரை விடுதலை செய்யலாம் என தமிழக அரசுக்கு சிறைத் துறையினர் பரிந்துரை கடிதம் அனுப்பியுள்ளனர்.

எம்ஜிஆர் நூற்றாண்டையொட்டி நன்னடத்தை கைதிகளை விடுதலை செய்ய தமிழக அரசு முடிவு செய்துள்ளது. இதற்கிடையே, சில நாட்களுக்கு முன்பு தமிழக சிறைத்துறை அதிகாரிகளுக்கு, தமிழக உள்துறை செயலாளர் நிரஞ்சன் மார்டி சுற்றறிக்கை ஒன்று அனுப்பி யுள்ளார்.

அதில், தமிழகத்தில் உள்ள மத்திய சிறைகளில் 10 ஆண்டுகளுக்கு மேல் தண்டனை அனுபவித்து வரும் கைதிகளை நல்லொழுக்கம் மற்றும் மனிதாபிமான அடிப்படையில் விடுதலை செய்யப்படவுள்ளதால், அதற் கான பட்டியலைத் தயாரித்து பிப்.10-ம் தேதிக்குள் அரசுக்கு அனுப்பி வைக்குமாறு குறிப்பிடப் பட்டிருந்தது.

இதையடுத்து, கடந்த சில நாட்களாக தமிழகத்தில் உள்ள அனைத்து சிறை களிலும் 10 ஆண்டுகளுக்கு மேல் தண்டனை அனுபவித்து வரும் கைதிகள் பற்றிய கணக்கெடுப்பு பணிகளை சிறைத் துறை அதிகாரி கள் மேற்கொண்டு வருகின்றனர்.

பெண்கள் 15 பேர்

வேலூர் மத்திய ஆண்கள் சிறையில், நன்னடத்தை அடிப்படையில் 185 கைதிகள் விடுதலைக்கு தகுதியானவர்கள் என கண்டறியப்பட்டுள்ளனர்.

பெண்கள் தனிச் சிறையில் 15 பேர் விடுதலை யாக தகுதி உடையவர்களாக கண்டறியப்பட்டுள்ளனர். இதற்கான பட்டியல் அரசுக்கு அனுப்பி வைக்கப்பட்டுள்ளதாகத் தெரிகிறது.

இந்த பட்டியலில் ராஜீவ்காந்தி கொலை வழக்கில் கைது செய்யப்பட்டு வேலூர் மத்திய சிறைகளில் 26 ஆண்டுகளுக்கு மேலாக தண்டனை அனுபவித்து வரும் நளினி, முருகன், பேரறிவாளன் மற்றும் சாந்தன் ஆகியோரும் இடம்பெற்றுள்ளதாகக் கூறப்படுகிறது.

Upgrade of screening system may cause congestion

Passengers will have to report well in advance for international departures as a portion of the terminal will have only stand-alone X-ray machines for scanning baggage.

This is because the existing inline baggage screening system in the international terminal is going to be upgraded in a phased manner by the end of March.

According to officials of Airports Authority of India (AAI), it is ideal for passengers to report three hours in advance because there is likely to be congestion, as it will take more time to scan baggage with these X-ray machines.

Scanning systems

“Usually, passengers report two hours in advance but now, only if they come three hours ahead of the schedule departure, they can complete all the check-in and security procedures on time and board the aircraft,” an official said. There are four inline baggage scanning systems in the international terminal at present.

At first, the baggage screening system in the west wing of the international terminal will be taken up for upgradation and then the ones in the east wing, officials said.

Handling and transfer

“This upgradation will help airline personnel in handling and transfer of baggage,” he added.

Also, the entry of visitors has been suspended till the upgradation work is complete on 31 March.

Chennai: Online engineering counselling to be conducted in 5 rounds

Students will get 3 days to fill their choices and 2 days to freeze them.

In a little over six months, the Ramanujan Computing Centre at Anna University has prepared the software for conducting the online counselling.

CHENNAI: The Anna University will conduct the first online counselling for admitting students in BE, B.Tech courses in five rounds and in each round the students will get five days to fill and freeze their choices, according to sources in the higher education department.

The state government took a decision to conduct online counselling from next academic year after it was not able to fill the vacant seats arisen after medical counselling.

Due to Neet, the medical counselling was postponed this year and held after engineering counselling which has created more than 500 vacancies in Anna University’s four university departments alone.

In a little over six months, the Ramanujan Computing Centre at Anna University has prepared the software for conducting the online counselling.

The registration of application likely to begin before the declaration of plus-2 results. After the results, the students will be called for certificate verification. The process of seat allotment will begin following the certificate verification.

“It would be very simple and students can fill their choices of colleges and courses even from their home. There will be no upper limit for choices and students can fill any number of choices in online counselling,” sources added.

The students will get three days to fill their choices. After uploading the choices the system will allot tentative seats to students according to their ranks.

“Candidates will get two days to freeze their choices. Those who freeze their choices will be removed from the next round of counselling and the students who would like to participate in the further rounds will also be permitted,” sources revealed.

The candidates who do not freeze their seats will be given the top rank in the further rounds.

“The number of candidates will increase with each round. In the first round around top 10,000 rankers might be allowed and the number of students will be increased in each round,” they said.

Last year, 1,41,077 students applied for the engineering counselling. This year the medical counselling is expected to get over before engineering counselling. If there are any vacant seats arising out after second and third phases of medical and veterinary counselling, then the phase two counselling will be held. The students who had expressed interest to participate in the phase two counselling will be allowed to take part in it.

Each district will have at least one Tamil Nadu Engineering Admissions Facilitation Centre (TFC) to help students with online counselling. In districts where there are more than five thousand applications, additional facilitation centres would be created.

The facilitation centres will be launched in a way where the students need not travel more than 60 km. Before the seat allocation, certificate verification for the engineering aspirants also will be conducted at these centres.

Candidates will also be provided with a detailed booklet with the information of all engineering colleges and courses when they attend the certificate verification.

IndiGo to connect 3 major cities with Vijayawada

IndiGo authorities said that it would also consider the Vijayawada-New Delhi ticket fares to be economical, most likely between Rs 4,000 to Rs 5,000. 


IndiGo operates flights to Bengaluru and Chennai also, from Vijayawada at 8 am and 3.15 pm, and the fares will be Rs 1,826 and Rs 1,179 respectively.

Vijayawada: Private airlines, IndiGo, has entered the competetive market by offering throwaway fares to the air passengeres travelling from Vijayawada to various domestic destinations, like Hyderabad, Chennai, and Bengaluru.

IndiGo authorities said that it would also consider the Vijayawada-New Delhi ticket fares to be economical, most likely between Rs 4,000 to Rs 5,000.

Sharing details with Deccan Chronicle, IndiGo Chief Commercial officer (CCO) Sanjay Kumar said that Indigo is even considering initiating flights from Vijayawada to Varanasi, via Hyderabad and Bengaluru.

The air passengers from Vijayawada are catching their New Delhi flights, from Shamshabad airport in the early hours, due to heavy fares for New Delhi bound flights from Vijayawada, in the night timings.

“We promise IndiGo fares to New Delhi will be economical,” said Mr Sanjay Kumar. Speaking about IndiGo’s operations from March 2, from Vijayawada airport, the fare of the Vijayawada-Hyderabad first flight on March 2 would be Rs 1,246 per ticket, inclusive of all taxes, and three flights would be there from Vijayawada to Hyderabad -- at 12.10 pm, 6.45 pm and 9.35 pm. “The ticket fare from Hyderabad to Vijayawada would be Rs 1,799, inclusive of all taxes, from 6.30 am, 1.50 pm and 8.10 pm,” he added.

“There will be five flights from Vijayawada to Hyderabad, Chennai and, Bengaluru daily.” Apart from this Vijayawada will also be connected to many new cities on IndiGo’s existing network of Airbus 320s and ATRs.

IndiGo will connect Vijayawada to Delhi, Mumbai, Kolkata, Dubai, Singapore, Sharjah among other cities via Bengaluru, Hyderabad and Chennai.The IndiGo airline has also inducted a brand new Airbus A320 NEO aircraft into its fleet.

UGC pay grade teachers for exam work

BENGALURU: The Comptroller and Auditor General of India (CAG) has raised objection to ‘irregular payment’ of `28 crore towards examination and evaluation duties. As per its report, four universities in the state allegedly made payments for examination and evaluation duties to even faculty members who are drawing University Grants Commission pay scale.

This was done in violation of a state government order issued in August 2000. As per the order, payment of remuneration had to be stopped for faculty members who are getting salaries as per UGC pay scale. Evaluation and examination works are also part of their work and there was no need to pay extra remuneration, the order said.

The CAG has quoted this and objected to the payments made by Bangalore University, Davanagere University, Gulbarga University and Kannada University, Hampi, between 2009-10 and 2014-15. This issue was recently raised by the House committee constituted to look into university matters. The committee also asked the principal secretary of higher education to recover such payments already made to the faculty members. MLA R Ashok is the chairman of the committee which has 19 MLAs and MLCs.

The higher education department principal secretary accepted the mistake and said, “It is a mistake on the part of the universities. We will direct the Vice-Chancellors of all these universities not to pay remunerations for examination and evaluation duties to the faculty members drawing UGC pay scale.”

Meanwhile, Bangalore University officials are a concerned lot. They are facing shortage of evaluators and fear that not many of them will turn up for evaluation if they are not given remuneration. A BU official said, “If we stop paying remuneration to them, they will not even turn up.”

No honorary doctorates due to delay on our part, admits Bangalore University

BENGALURU: Bangalore University authorities have admitted that there was a delay from their side which resulted in no honorary doctorates being given out for the third consecutive year this year. The Governor and Chancellor had declined to approve the list sent by university for honorary doctorates.

Prof Sudesh, in-charge vice-chancellor of the university, said, “The Governor rejected the honorary doctorate list because it was sent too late. We had decided not to send the list at all because it was already too late, but due to pressure from some of the syndicate members we took a chance and sent it anyway. And even while sending it, I had clearly mentioned the delay.”

The examinations section must plan the list at least three months before the convocation and send the names recommended for honorary doctorates to the Governor for final approval.

“As per the guidelines issued by the Governor, universities should send the list 45 days before the convocation,” Sudesh added.

The university is all set to honour students who have completed their undergraduate, post-graduate and PhD programmes at the 53rd annual convocation to be held on Thursday.

A total of 55,780 undergraduate candidates are eligible to receive their convocation certificates. Of them, 23,846 have passed with distinction, 19,704 passed in first class, 6,168 in second class and 5,904 in pass class. Girls top the list of gold medallists with 42 while boys have bagged 31.
