மாற்றங்களுக்குத் தயாராகட்டும் மனம்

 இன்றைய உலகம் ஓர் ஓட்டப் பந்தயக் களம் ஆகிவிட்டது என்றால் அது மிகைச் சொல்ல அல்ல. இங்கு ஓர் அறிவிக்கப்படாத போட்டி நிகழ்ந்து கொண்டிருக்கிறது. அவரவர் துறையில் முதலிடத்தை தேடி ஓடுதலும், பொருள் தேடல், உயர்ந்த இடத்தைப் பிடிப்பது என்ற போட்டியில் கற்றோர் -கல்லாதவர், ஏழை - பணக்காரர், தனி நபர்- நிறுவனங்கள் என அனைவரும் ஓடிக் கொண்டிருக்கின்றனர்.

இப்போட்டியின் வேடிக்கையான அம்சம், இதன் களவிதிகளும் நாள்தோறும் மாறுவதுதான். நேற்றைய விதிகளுக்கேற்ப இன்று தம்மை தயார் செய்து கொள்பவர், நாளைய பந்தயத்தில் கலந்து கொள்ளவே முடியாது என்னுமளவுக்கு மாறுதல்கள் நிகழ்கின்றன.

பெரும் தொழில் மற்றும் சேவை நிறுவனங்களைப் பொருத்தவரை, தொழில்நுட்ப மாறுதல்கள், மாறிவரும் நுகர்வோர் தேவைகள், சேவையில் புது நோக்கு, நூதன சேவை அல்லது பொருட்கள் என பல மாறுதல்களுக்கு ஈடு கொடுப்பவர்கள் மட்டுமே களத்தில் நிற்க முடியும் .

வெற்றிகரமான நிறுவனங்கள் எல்லாவற்றிலும் ஒரே பொது அம்சம், அவை மாற்றங்களுக்கு ஈடுகொடுப்பதுதான். நூறு ஆண்டுகளை கடந்த பல பெரிய நிறுவனங்கள் கூட தங்களது நிர்வாகத்திலும் நோக்கிலும் மாறுதல்களை வேகமாக செயல் படுத்தாததால் காணாமல் போவதைப் பார்க்கிறோம்.
இன்னொருபுறம், தொழில்நுட்ப ரீதியாக மாற்றங்களை ஏற்படுத்துவதும், சந்தையில் நுகர்வோர் மனங்களில் அந்த மாற்றங்களை ஏற்புடையதாகச் செய்யும் நிறுவனங்களே நீண்ட காலம் நிலைத்து, பிற நிறுவனங்களுக்கு முன்னோடியாக நிற்க முடிகிறது.

நிறுவனங்களுக்குப் பொருந்தும் இவ்விதிகள் அங்கு பணிபுரிவோருக்கும் பொருந்தும். தனது நிறுவனத்தில் மாறிவரும் சூழலுக்கேற்ப அதில் பணிபுரிபவர்கள் தம்மை செம்மைப்படுத்திக் கொள்வர். நிறுவனங்களும் அவர்களுக்குரிய பயிற்சி வசதிகளையும் வாய்ப்புகளையும் ஏற்படுத்துகின்றன. இவர்கள் தமது பலம் - பலவீனம் ஆகியனவற்றை தொடர்ந்து பரிசீலித்து, பலத்தினைப் பெருக்கியும், பலவீனங்களை பலமாக மாற்றுவதனையும் ஒரு நடைமுறையாக கொள்வதனைக் காணலாம்.
இப்படி நிறுவனத்தின் நோக்கத்துக்கும் தேவைகளுக்கும் ஏற்ப தனது திறமையை வளர்த்துக் கொள்பவர்கள் வெற்றி பெறுகிறார்கள்; அதிகார படிக்கட்டுக்களில் ஏறி மேற்செல்கிறார்கள். மாறுதல்களுக்கு தங்களை தயார் செய்யாதவர்கள் தேங்குகிறார்கள்.

தனியார் - மற்றும் பன்னாட்டு நிறுவனங்கள் இவ்வாறிருக்க, அரசுத் துறை ஆமை வேகத்தில்தான் மாற்றங்களை எதிர்கொள்கிறது. பெரும்பாலான தனியார் அல்லது பன்னாட்டு நிறுவனங்களில் கருத்துப் பரிமாற்றத்துக்கு ஒருவரது பதவி அல்லது வயது தடைக்கல்லாக இருக்க முடியாது. தனது மூத்த அதிகாரியின் தவறுகளைக் கூட ஒருவரால் துணிச்சலோடு சுட்டிக்காட்ட முடியும். அவரது கருத்துகளைவிட நல்ல, புதிய, மாற்றுக் கருத்துகளை முன்வைத்து அதன் சாதக பாதகங்களை வாதிட முடியும்.
ஆனால், ஒரு தாசில்தார் அலுவலகத்திலோ அல்லது ஒரு மாவட்ட போலீஸ் அதிகாரி அலுவலகத்திலோ இப்படி ஒரு ஊழியர், தனது அதிகாரிக்கு ஆலோசனையை உரிமையோடு கூற முடியுமா? இன்னும் நாம் பிரிட்டிஷார் காலத்தில் இருந்த அதே மனோபாவத்தோடு, மாற்றங்களுக்கு இடங்கொடுக்காமல் இருக்கிறோம். பல நிர்வாக சீரமைப்பு ஆணைய சிபாரிசுகள் வந்தாலும், மாற்றங்களை ஏற்காமல் இன்னமும் நம்மை பிரிட்டிஷ் காலத்தில் வைத்திருக்கும் கள நிலவரத்தை மறுக்க முடியாது.
நிறுவனங்கள், அரசுத்துறை என்பவற்றைத் தாண்டி, மாற்றம் குறித்துப் பேசும்போது மிக முக்கியமாக கவனிக்கப் பட வேண்டியவர்கள் இன்றைய இளைஞர்கள்தான். பெற்றோரை சார்ந்திருப்பவர் என்ற நிலையிலிருந்து, தனித்து நிற்பவர் என்ற நிலைக்கு மாற வேண்டிய இளைஞர்களை அத்தகைய மாறுதல்களுக்குத் தயார் செய்ய வேண்டிய பொறுப்பு, பெருமளவு பெற்றோருக்கும், ஓரளவு ஆசிரியர்களுக்கும் உள்ளது.
இளைஞர்கள் அவர்களது எதிர்காலத்தை தாமே உருவாக்கிக் கொள்ள, பெற்றோர் கிரியா ஊக்கியாக செயல்பட்டு, அவர்களுக்கு சவால்களை எதிர்கொள்ளும் பழக்கத்தினை ஏற்படுத்தவும், சோதனை முயற்சிகளில் ஈடுபட அனுமதிக்கவும் வேண்டும்.

மாறுதல் என்பது ஒருவழிப் பாதை அல்ல. இங்கு பெற்றோரும் மாற்றங்களுக்கு தம்மைத் தயார்படுத்திக் கொள்ள வேண்டும்; இளைஞர்கள் வளரும்போது அவர்களுக்குரிய இடத்தை தந்து, பல விஷயங்களில் தங்களது உரிமையை விட்டுத்தர பெரியவர்கள் முன்வர வேண்டும்.
பதின்பருவம் தாண்டி இருபதுகளை எட்டும் தங்களது பிள்ளைகளுக்கு பெற்றோர் சில முக்கிய கேள்விகளை முன்வைக்கலாம். பல புதிய சூழல்களை கற்பனையாக உருவாக்கி, அதற்குத் தீவிரமாக பதில் தேட கற்றுத் தருதல் பெரும் பயனளிக்கும்.

நாளைக்கே நான் வேலையை இழந்தால்?... அல்லது, உடனடியாக தொலைதூர நகருக்கு பணிமாற்றம் செய்யப்பட்டால்? அடுத்த மாதம் நமக்கு சில லட்சம் பணம் கிடைத்தால்? ஒரு தொழிலில் பங்குதாரராக இருக்கும் வாய்ப்பு வந்தால்? ஒரு குடியிருப்பு வளாகத்துக்கு தலைவராகப் பொறுப்பேற்றால்? ஒரு விழாவினை நடத்தும் பொறுப்பு தரப்பட்டால்? மொழி தெரியாத வெளியூரில் வேலை கிடைத்தால்...என்ற பல கேள்விகளை எழுப்பி, அவற்றை எதிர்கொள்ளும் திட்டங்களை தீட்டச் செய்யலாம். இவை புது சூழலை கற்பனை செய்யவும் அதற்கேற்ப சிந்தனையை விரிவுபடுத்தவும்
செய்யும்.

சில சவாலான வேலைகளை சுதந்திரமாக மேற்கொள்ள வைக்கும்போதும், இன்னும் ஐந்தாண்டுகள் - பத்தாண்டுகளுக்குப் பிறகு எந்த இலக்கினை அடையப் போகிறார்கள், அதற்கான தயாரிப்புகள், திட்டங்கள் எவை என்பன போன்ற கேள்விகளை சந்திக்கும்போதும் இளைஞர்கள் மாறுதல்களை எதிர்கொள்ளத் தயாராவார்கள்.

பழகிய பாதையில் பயணிப்பது இளைஞர்களுக்கு எளிதாக, பாதுகாப்பாக இருக்கலாம். ஆனால் அது மாறுதல்களை சந்திப்பதற்கு அவர்களைத் தயார்ப்படுத்தாது.

மாறாதது மாற்றம் ஒன்றே என்ற பழஞ்சொல்லுக்கேற்ப அவர்கள் மனதைத் தயார் செய்ய வேண்டும். இளைஞர்களை மாற்றங்களுக்குத் தயார்ப்படுத்துவது மட்டுமல்ல, மாற்றங்களை ஏற்படுத்த தயார்ப்படுத்துவதும் மேலும் சிறந்ததாகும்.

நீட்டிப்புச் செய்யப்படுமா வரித்தாக்கல் தேதி?: குமுறலில் பட்டயக் கணக்காளர்கள்

| தனிநபர் வருமானவரிக் கணக்குகள் தாக்கல் செய்வதற்கான கடைசித் தேதியான வருகிற 31-ஆம் தேதியைத் தள்ளிப்போட வேண்டும் என்று பட்டயக் கணக்காளர்களிடமிருந்து வருமான வரித் துறைக்குப் பரவலாகக் கோரிக்கைகள் எழுந்துள்ளன.

ஆண்டுதோறும் மார்ச் மாதம் 31-ஆம் தேதிக்குள் தனிநபர் வருமான வரிக்கான படிவங்கள் இணையத்தின் மூலம் தாக்கல் செய்யப்பட்டாக வேண்டும் என்கிற நிலையில் இந்தக் கோரிக்கை எழுந்துள்ளது.

2015-16 நிதியாண்டு வரை, அந்தந்த ஆண்டுக்கான வருமான வரித் தாக்கலுக்கான படிவங்களை இணையம் மூலம் சமர்ப்பிக்க இரண்டாண்டு அவகாசம் வருமான வரித் துறையால் அளிக்கப்பட்டு வந்தது. கடந்த ஆண்டு முதல் இந்த அவகாசம் ஒரு வருடமாகக் குறைக்கப்பட்டிருப்பதால், 2015-16, 2016-17 நிதியாண்டுக்கான வருமான வரிப் படிவங்களைத் தாக்கல் செய்வதில் அனைத்து பட்டயக் கணக்காளர்களும் பரபரப்பாகச் செயல்படுகிறார்கள்.
வருமான வரிக் கணக்கைத் தாக்கல் செய்வதற்கு, தாக்கல் செய்யும் நபரின் சம்பளத்திலிருந்தோ, இதர வருமானத்திலிருந்தோ, ஏற்கெனவே பிடித்தம் செய்யப்பட்டு வருமான வரித் துறைக்கு செலுத்திவிட்ட 'டிடிஎஸ்' எனப்படும் மூல வரிப்பிடித்தம் குறித்த தகவல்களை இணைத்தாக வேண்டும்.
இதை 'ட்ரேசஸ்' எனப்படும் வருமான வரித் துறையின் இணையதளத்திலிருந்து சம்பந்தப்பட்ட நபரின் 'பான்' எண்ணைப் பதிவு செய்து தெரிந்து கொள்ள முடியும்.

ஆனால் கடந்த புதன்கிழமை (மார்ச் 28) முதல் இந்த 'ட்ரேசஸ்' தொடர்பான இணையதளம் சரியாக செயல்படாத நிலைமை காணப்படுகிறது. அத்தனை பட்டயக் கணக்காளர்களும் கடைசி நேர வரித்தாக்கல் செய்வதற்காக இந்த இணையத்தை அணுகுவதால் ஏற்பட்டிருக்கும் பிரச்னை இது.
இந்த அளவுக்குத் தேவை இருப்பதை உணர்ந்து வருமான வரித் துறை தனது கட்டமைப்பு வசதிகளையும், இணையதளத்தின் செயல்பாட்டையும் தரமுயர்த்தியிருக்க வேண்டும். ஆனால், செய்யவில்லை.

மேலும், 29-ஆம் தேதி மகாவீர் ஜெயந்தியும், 30-ஆம் தேதி புனித வெள்ளியும் வங்கிகளுக்கு விடுமுறை விட்டிருப்பதால், வங்கியிலிருந்து பெற வேண்டிய தகவல்களைப் பெறவும் முடியாத சூழல் ஏற்பட்டிருக்கிறது. கடைசித் தேதியான 31-ஆம் தேதி, எல்லா வாடிக்கையாளர்களின் வருமான வரிக் கணக்குப் படிவங்களையும், முழுமையான தகவல்களுடன் பதிவேற்ற முடியாத சிக்கலில் பட்டயக் கணக்காளர்கள் தவிக்கிறார்கள்.
குறைந்தது இரண்டு வாரங்களாவது, வருமான வரிக் கணக்குத் தாக்கல் செய்யும் தேதியைத் தள்ளி வைத்தால் மட்டுமே அனைத்து வாடிக்கையாளர்களின் கணக்குகளையும் பதிவேற்றம் செய்து தாக்கல் செய்ய முடியும் என்கிறார்கள் பட்டயக் கணக்காளர்கள்.

CBSE received handwritten notes containing answers of Economics paper

The office of the Central Board of Secondary Education (CBSE) had received an unaddressed envelope on March 26 containing four sheets of handwritten answers of the Class 12 Economics paper, the Board said in its complaint to the Delhi Police.

The Delhi Police's crime branch is investigating the alleged leak of Class 12 economics and Class 10 mathematics papers after registering two separate cases in the matter.

In the wake of reports claiming paper leaks, the CBSE had yesterday announced re-examination of the two papers.

In its complaint to the police, the Board has said that they received a complaint by fax on March 23 from an "unknown source" that a man running a coaching institute in Rajinder Nagar was involved in paper leakage.

The complaint also named two schools in Rajinder Nagar for their involvement in the alleged leakage.

On March 26, when the students sat for the Economics paper, the CBSE Academic unit at Rouse Avenue received an unaddressed envelope in the evening containing four sheets of handwritten answers of the Economics paper.

"It was indicated in the papers kept inside the envelope that the question paper was leaked and circulated through WhatsApp group numbers," the complaint said.

On Monday, panic had gripped students of Class 12 following claims on social media that the economics paper had been leaked even though the CBSE denied there was any slip-up.

The Delhi Police said they have registered two cases. The first case in connection with the leak of economics paper was lodged on March 27 while the case pertaining to mathematics paper was lodged on March 28, following a complaint by the regional director of CBSE.

The cases were registered on charges of criminal breach of trust, cheating and criminal conspiracy.

A special investigation team comprising two deputy commissioners of police, four assistant commissioners of police and five inspectors has been set up to investigate the matter. The team will be directly supervised by the joint commissioner of police (crime).

Reports about the economics paper being leaked had circulated on social media, including on WhatsApp, several hours before the paper commenced on Monday.

The CBSE, however, denied any leak and urged students and parents not to panic.

A similar incident occurred on March 15, when the Delhi government had said that it had received complaints about the Class 12 CBSE accountancy paper being leaked. A probe was later ordered even though the board had denied any leak.

"There has been no leakage of the question paper. All the seals have been found intact at all exam centres. However, at a local level, some miscreants may have circulated messages through WhatsApp and other social media platforms to hurt the sanctity of the exam," the board had said then.

Tamil Nadu to move contempt petition against Centre in Supreme Court

Tamil Nadu has decided to move a contempt petition before the Supreme Court against the Union Government for not constituting the Cauvery Management Board (CMB) within six weeks.

The decision was taken by Chief Minister Edappadi K Palaniswami during a meeting with his senior cabinet colleagues and top bureaucrats on Thursday after the six-week deadline set by the apex court was overshot.

The Tamil Nadu government has been appealing to the Union Government to set up CMB within six weeks of the court order on February 16 that asked a scheme to be set up to effectively monitor the implementation of the Cauvery Water Disputes Tribunal award in 2007.

While Karnataka contends that the scheme does not necessarily mean CMB, Tamil Nadu interprets it otherwise.

Highly-placed sources in the government said it had no option but to move a contempt petition against the Supreme Court, given the public sentiment in the state.

Political parties, including principal Opposition party, the DMK, have been ratcheting up pressure on the government to act quickly to ensure that the CMB is formed.

The decision of the government has been conveyed to the law officers of the state and the process to file the petition will begin. Sources said the petition may be filled on Saturday.

Since tempers ran high in the state, with a few Lok Sabha MPs threatening to resign if the CMB was not formed, top AIADMK leaders were instructed to convey the decision to MLAs and MPs.

"It is the MLAs and MPs who face the people on the ground. So, the decision of the Tamil Nadu government to move contempt petition against the Centre in SC has been conveyed to them so that they can convince the people," a senior party leader told DH.

Another senior leader said the decision was necessary to drive home the point that the AIADMK government will not dance to the tunes of the BJP all the time, especially when it comes to protecting the interests of the state.

The decision came on a day when almost all parties accused the government of being "incompetent" and not exerting enough pressure on the Centre to implement the SC order.

Newbie politicians Kamal Haasan and Rajinikanth also joined the bandwagon maintaining that constitution of the CMB was the only option before the Centre.

Legal experts had suggested two options to the Tamil Nadu Government on Tuesday - move a petition before the Supreme Court seeking clarification of what "scheme" meant or file a contempt petition against the Centre in the apex court.

Meanwhile, the DMK will hold its all-powerful Executive Committee meeting on Friday to decide the strategy to be adopted by the party on the Cauvery issue.

IndiGo flight tyres burst in Hyderabad, services hit in KIA

The Rajiv Gandhi International Airport (RGIA) in Hyderabad was shut for several hours on Wednesday night after multiple tyres of a Tirupati-Hyderabad IndiGo flight exploded.

The authorities diverted several incoming flights and suspended many departures.

The airport was opened for regular operations during the early hours of Thursday after the aircraft was towed away.

The cascading effect hit normal operations at the Kempegowda International Airport (KIA) in Bengaluru on Wednesday night as 20 flights were affected

Ten flights were diverted from Hyderabad to Bengaluru, according to a Bangalore International Airport Limited (BIAL) spokesperson.

Four flights that took off to Hyderabad from KIA returned. As many as four flights were diverted from Bengaluru to Chennai, one to Mumbai and another to Coimbatore.

The BIAL officials maintained that the operations were normalised by early Thursday morning. Different airlines had kept their passengers posted on the rescheduled operations.

Early on Thursday, there were many others awaiting their turn to board the earliest flight to Hyderabad from KIA. They had to spend the entire night at KIA before operations resumed at Hyderabad.

Hrish Thota, whose flight from Mumbai could not land at KIA, said. "All Bengaluru flights during this period got diverted to Chennai. I finally reached Bengaluru after spending 2.5 hours on the runway in Chennai."

According to GHIAL (GMR Hyderabad International Airport Ltd.) spokesperson, the Indigo flight 6E 7117 suffered multiple tyre bursts at 10.04 pm on Wednesday night while landing at the Hyderabad airport.

All four main gear wheels burst on landing. Indigo team supported by airport officials changed two of the four tyres as per airline Disabled Aircraft Recovery Plan, after which the aircraft was safely towed away. Operations resumed at around 2.22 am on Thursday.

The incident caused diversion of 31 flights, including 10 international flights, and cancellation of 14 domestic flights.

The airport authorities said that the cancellations were mostly due to late arrivals from the diverted airport stations, and Crew Flight Duty Limitations (FDTL) issue.

The Airport Fire Rescue team ensured that the sparking caused due to multiple tyre burst did not get out of control and all the passengers were deplaned without injury.

There were 72 passengers, including YSRCP legislator Roja, on the IndiGo flight.

The aircraft took off from Tirupati around 8.55 pm. Roja, who had a narrow escape, said that the passengers spent almost an hour inside the aircraft as the crew did not allow them to come out till the condition of the aircraft was thoroughly checked.

"Few passengers started fighting with the crew," Roja said. Many passengers also uploaded videos shot on their smartphones and posted them on the social media, describing their experience.

Too many leaks, the 'chowkidar' is weak: Rahul Gandhi

Congress president Rahul Gandhi on Thursday targeted Prime Minister Narendra Modi for the leak of CBSE exam papers contending that the country was mired in different scams because of "weak chowkidar".

Stepping up its offensive, the Congress demanded the resignation of HRD Minister Prakash Javadekar and CBSE chairperson Anita Karwal and pressed for an independent investigation by a Delhi High Court judge into the leak of CBSE question papers.

"For a truly independent investigation to take place, the HRD minister and the CBSE chairperson has to be removed," Randeep Singh Surjewala, in-charge of the AICC communications department, told reporters here.

Rahul took to Twitter to hit out at the Modi government over the CBSE issue. "The exam leaks destroy the hopes and futures of millions of students. The Congress always protected our institutions. This is what happens when institutions are destroyed by the RSS/BJP," Rahul tweeted.

"How many leaks? Data leak! Aadhar leak! SSC Exam leak! Election date leak! CBSE papers leak! There is a leak in everything, the 'chowkidar' is weak," the Congress president said referring to Modi's own pre-2014 declarations that he would be the 'chowkidar' of the nation and not the prime minister.

Surjewala said the question paper leak has exposed the vicious hold the "exam mafia" had on the highest academic institutions of the country.

Surjewala said as the exam mafia is running amok, the students and HRD minister instead of accepting responsibility are busy targeting political opponents in West Bengal.

"It may just turn out to be the tip of the iceberg as multiple news reports and social media stories on how Biology, Chemistry and English papers have also been leaked are also surfacing now," the Congress spokesperson said.

Train enquiry system has false info: Passengers

Chennai: Passengers, who use National Train Enquiry System (NTES) application, think twice before relying on train details uploaded to the application as the Southern Railway has adopted a ‘novel’ method of updating false information to the server to make the records ‘right’.


“Actual departure time of Kovai express (12676) from Coimbatore is 2.55 pm. But the train had left the Coimbatore junction only at 3.55 pm on March 28, with a delay of one hour,” a passenger said.

Although the train had commenced its journey at 3.55 pm, the NTES application showed the departure time as 2.55 pm. “The railway had delayed the commencement due to some problems. But they had created false records to evade Railway Board’s query,” the passenger said.

According to NTES data, the train reached Tirupur, the immediate next station, with a delay of one hour. “The train did not stop between Coimbatore and Tirupur. But it had reached Tirupur with a delay of an hour,” the passenger said.

National Train Enquiry System had been rolled out to provide real-time data on plying of trains across the country with the location of the trains. “NTES is supposed to locate the train precisely so that the passengers could make arrangements accordingly. With Southern Railway bolstering such practices, the intent of NTES is spoiled,” the passenger said. Southern Railway officials remained unavailable to comment on the complaint.
